Abstract:
A new relative efficiency in linear model in reference is instructed into the linear weighted regression, and its upper and lower bound are proposed. In the linear weighted regression model, for the best linear unbiased estimation of mean matrix respect to the least-squares estimation, two new relative efficiencies are given, and their upper and lower bounds are also studied.

Abstract:
This study examines the effects of auditor switch, auditee’s industry, and auditee’s location on audit fees in Australia. It uses fee data of Australian Securities Exchange 500 companies, considering all industry classifications throughout the country from 2006 until 2016. Main findings show that auditor switch does not affect audit fees. However, auditee’s industry affects audit fees. This effect occurs in information technology, financials, energy, and materials sectors among the top 500 companies. Financials, energy, and materials sectors face a fee rise, whereas information technology has a fee cut. The extent of fee changes is different among various industries, wherein the financial sector has the highest increase. Further, auditee’s location affects audit fees. Top 500 companies in Hobart, Perth, and Brisbane face a fee reduction, wherein the highest cut is in Hobart. Further analysis suggests that the Australian audit market is being increasingly concentrated in the hands of the Big Four audit firms.

Abstract:
Fracture process in mechanically loaded steel fiber reinforced high-strength (SFRHSC) concrete is characterized by fibers bridging the crack providing resistance to its opening. Structural SFRHSC fracture model was created; material fracture process was modeled, based on single fiber pull-out laws, which were determined experimentally (for straight fibers, fibers with end hooks (Dramix), and corrugated fibers (Tabix)) as well as obtained numerically ( using FEM simulations). For this purpose experimental program was realized and pull-out force versus pull-out fiber length was obtained (for fibers embedded into concrete at different depth and under different angle). Model predictions were validated by 15x15x60cm prisms 4 point bending tests. Fracture surfaces analysis was realized for broken prisms with the goal to improve elaborated model assumptions. Abstract:
Compression textiles such as compression stockings (CSs) have been extensively applied for the prevention and treatment of chronic venous insufficiency of lower extremities. The involvement of multiple mechanical factors such as interface pressure, frictional force, and elastic materials make the interactions between lower limb and CSs to be complex. Determination of Poisson’s ratio and elastic moduli of CS materials are critical for constructing finite element (FE) modeling to numerically simulate a complex interactive system of CS and lower limb. In this study, a mixed approach, including an analytic model based on the orthotropic Hooke’s Law and experimental study (uniaxial tension testing and pure shear testing), has been proposed to determine Young’s modulus, Poisson’s ratio, and shear modulus of CS fabrics. The results indicated a linear relationship existing between the stress and strain properties of the studied CS samples under controlled stretch ratios (< 100%). The proposed method and the determined key mechanical properties of elastic orthotropic CS fabrics facilitate FE modeling for analyzing in-depth the effects of compression material design on their resultant biomechanical function in compression therapy.

Abstract:
Recent technological advance has prompted significant interest in developing the control theory of quantum systems. Following the increasing interest in the control of quantum dynamics, this paper examines the control problem of Schrödinger equation because quantum dynamics is basically governed by Schrödinger equation. From the practical point of view, stochastic disturbances cannot be avoided in the implementation of control method for quantum systems. Thus, we consider here the robust stabilization problem of Schrödinger equation against stochastic disturbances. In this paper, we adopt model predictive control method in which control performance over a finite future is optimized with a performance index that has a moving initial and terminal time. Abstract:
Drone technology has become a significant discourse in a nation’s national security, while this technology could constitute a danger to national security on the one hand, on the other hand, it is used in developed and developing countries for border security, and in some cases, for protection of security agents and migrants. In the case of Nigeria, drones are used by the military to monitor and tighten security around the borders. However, terrorist groups have devised a means to utilize the technology to their advantage. Therefore, the potential danger in the widespread proliferation of this technology has become a myriad of risks. The research on the effects of cross-border use of drones in Nigerian national security looks at the negative and positive consequences of using drone technology. The study employs the use of interviews and relevant documents to obtain data while the study applied the Just War theory to justify the reason why countries use force; it further buttresses the points with what the realist theory thinks about the use of force. In conclusion, the paper recommends that the Nigerian government through the National Assembly should pass a bill for the establishment of a law that will guide the use of armed and unarmed drones in Nigeria enforced by the Nigeria Civil Aviation Authority and the office of the National Security Adviser.

Abstract:
The RANS method with Saffman-s turbulence model was employed to solve the time-dependent turbulent Navier-Stokes and energy equations for oscillating pipe flows. The method of partial sums of the Fourier series is used to analyze the harmonic velocity and temperature results. The complete structures of the oscillating pipe flows and the averaged Nusselt numbers on the tube wall are provided by numerical simulation over wide ranges of ReA and ReR. Present numerical code is validated by comparing the laminar flow results to analytic solutions and turbulence flow results to published experimental data at lower and higher Reynolds numbers respectively. The effects of ReA and ReR on the velocity, temperature and Nusselt number distributions have been di scussed. The enhancement of the heat transfer due to oscillating flows has also been presented. By the way of analyzing the overall Nusselt number over wide ranges of the Reynolds number Re and Keulegan- Carpenter number KC, the optimal ratio of the tube diameter over the oscillation amplitude is obtained based on the existence of a nearly constant optimal KC number. Abstract:
Knowledge modelling, a main activity for the development of Knowledge Based Systems, have no set standards and are mostly done in an ad hoc way. There is a lack of support for the transition from abstract level to implementation. In this paper, a methodology for the development of the knowledge model, which is inspired by both Software and Knowledge Engineering, is proposed. Use of UML which is the de-facto standard for modelling in the software engineering arena is explored for knowledge modelling. Abstract:
In hypersonic environments, the aerothermal effect makes it difficult for the optical side windows of optical guided missiles to withstand high heat. This produces cracking or breaking, resulting in an inability to function. This study used computational fluid mechanics to investigate the external cooling jet conditions of optical side windows. The turbulent models k-ε and k-ω were simulated. To be in better accord with actual aerothermal environments, a thermal radiation model was added to examine suitable amounts of external coolants and the optical window problems of aero-thermodynamics. The simulation results indicate that when there are no external cooling jets, because airflow on the optical window and the tail groove produce vortices, the temperatures in these two locations reach a peak of approximately 1600 K. When the external cooling jets worked at 0.15 kg/s, the surface temperature of the optical windows dropped to approximately 280 K. When adding thermal radiation conditions, because heat flux dissipation was faster, the surface temperature of the optical windows fell from 280 K to approximately 260 K. The difference in influence of the different turbulence models k-ε and k-ω on optical window surface temperature was not significant.Keywords: aero-optical side window, aerothermal effect, cooling, hypersonic flow

Abstract:
Modelling of building processes of a multimodal freight transportation support information system is discussed based on modern CASE technologies. Functional efficiencies of ports in the eastern part of the Black Sea are analyzed taking into account their ecological, seasonal, resource usage parameters. By resources, we mean capacities of berths, cranes, automotive transport, as well as work crews and neighbouring airports. For the purpose of designing database of computer support system for Managerial (Logistics) function, using Object-Role Modeling (ORM) tool (NORMA–Natural ORM Architecture) is proposed, after which Entity Relationship Model (ERM) is generated in automated process. Abstract:
In electrical discharge machining (EDM), a complete and clear theory has not yet been established. The developed theory (physical models) yields results far from reality due to the complexity of the physics. It is difficult to select proper parameter settings in order to achieve better EDM performance. However, modelling can solve this critical problem concerning the parameter settings. Therefore, the purpose of the present work is to develop mathematical model to predict performance characteristics of EDM on Ti-5Al-2.5Sn titanium alloy. Response surface method (RSM) and artificial neural network (ANN) are employed to develop the mathematical models. The developed models are verified through analysis of variance (ANOVA). The ANN models are trained, tested, and validated utilizing a set of data. It is found that the developed ANN and mathematical model can predict performance of EDM effectively. Thus, the model has found a precise tool that turns EDM process cost-effective and more efficient.

This paper highlights the importance of the selection of the building-s wall material,and the shortcomings of the most commonly used framed structures with masonry infills .The objective of this study is investigating the behavior of infill walls as structural components in existing structures.Structural infill walls are very important in structural behavior under earthquake effects. Structural capacity under the effect of earthquake,displacement and relative story displacement are affected by the structural irregularities .The presence of nonstructural masonry infill walls can modify extensively the global seismic behavior of framed buildings .The stability and integrity of reinforced concrete frames are enhanced by masonry infill walls. Masonry infill walls alter displacement and base shear of the frame as well. Short columns have great importance during earthquakes,because their failure may lead to additional structural failures and result in total building collapse. Abstract:
Pollutants from aquacultural practices constitute environmental problems and phytoremediation could offer cheaper environmentally sustainable alternative since equipment using advanced treatment for fish tank effluent is expensive to import, install, operate and maintain, especially in developing countries. The main objective of this research was, therefore, to develop a mathematical model for phytoremediation by aquatic plants in aquaculture wastewater. Other objectives were to evaluate the retention times on phytoremediation rates using the model and to measure the nutrient level of the aquaculture effluent and phytoremediation rates of three aquatic macrophytes, namely; water hyacinth (Eichornia crassippes), water lettuce (Pistial stratoites) and morning glory (Ipomea asarifolia). A completely randomized experimental design was used in the study. Approximately 100 g of each macrophyte were introduced into the hydroponic units and phytoremediation indices monitored at 8 different intervals from the first to the 28th day. The water quality parameters measured were pH and electrical conductivity (EC). Others were concentration of ammonium–nitrogen (NH4+ -N), nitrite- nitrogen (NO2- -N), nitrate- nitrogen (NO3- -N), phosphate –phosphorus (PO43- -P), and biomass value. The biomass produced by water hyacinth was 438.2 g, 600.7 g, 688.2 g and 725.7 g at four 7–day intervals. The corresponding values for water lettuce were 361.2 g, 498.7 g, 561.2 g and 623.7 g and for morning glory were 417.0 g, 567.0 g, 642.0 g and 679.5g. Coefficient of determination was greater than 80% for EC, TDS, NO2- -N, NO3- -N and 70% for NH4+ -N using any of the macrophytes and the predicted values were within the 95% confidence interval of measured values. Therefore, the model is valuable in the design and operation of phytoremediation systems for aquaculture effluent.

Abstract:
The paper deals with an application of quantitative analysis – the Data Envelopment Analysis (DEA) method to performance evaluation of the European Union Member States, in the reference years 2000 and 2011. The main aim of the paper is to measure efficiency changes over the reference years and to analyze a level of productivity in individual countries based on DEA method and to classify the EU Member States to homogeneous units (clusters) according to efficiency results. The theoretical part is devoted to the fundamental basis of performance theory and the methodology of DEA. The empirical part is aimed at measuring degree of productivity and level of efficiency changes of evaluated countries by basic DEA model – CCR CRS model, and specialized DEA approach – the Malmquist Index measuring the change of technical efficiency and the movement of production possibility frontier. Here, DEA method becomes a suitable tool for setting a competitive/uncompetitive position of each country because there is not only one factor evaluated, but a set of different factors that determine the degree of economic development.

Abstract:
Cities in their historical evolution have always adapted their internal structure to the needs of society (for example protective city walls during classicism era lost their defense function, became unnecessary, were demolished and gave space for new features such as roads, museums or parks). Today it is necessary to modify the internal structure of the city in order to minimize the impact of climate changes on the environment of the population. This article discusses the results of the Urban Climate model owned by VITO, which was carried out as part of a project from the European Union's Horizon grant agreement No 730004 Pan-European Urban Climate Services Climate-Fit city. The use of the model was aimed at changes in land use and land cover in cities related to urban heat islands (UHI). The task of the application was to evaluate possible land use change scenarios in connection with city requirements and ideas. Two pilot areas in the Czech Republic were selected. One is Ostrava and the other Hodonín. The paper provides a demonstration of the application of the model for various possible future development scenarios. It contains an assessment of the suitability or inappropriateness of scenarios of future development depending on the temperature increase. Cities that are preparing to reconstruct the public space are interested in eliminating proposals that would lead to an increase in temperature stress as early as in the assignment phase. If they have evaluation on the unsuitability of some type of design, they can limit it into the proposal phases. Therefore, especially in the application of models on Local level - in 1 m spatial resolution, it was necessary to show which type of proposals would create a significant temperature island in its implementation. Such a type of proposal is considered unsuitable. The model shows that the building itself can create a shady place and thus contribute to the reduction of the UHI. If it sensitively approaches the protection of existing greenery, this new construction may not pose a significant problem. More massive interventions leading to the reduction of existing greenery create a new heat island space.

Hidden Markov Model (HMM) has been used in prediction and determination of states that generate different neural activations as well as mental working conditions. This paper addresses two applications of HMM; one to determine the optimal sequence of states for two neural states: Active (AC) and Inactive (IA) for the three emission (observations) which are for No Working (NW), Waiting (WT) and Working (W) conditions of human beings. Another is for the determination of optimal sequence of intentionality i.e. Believe (B), Desire (D), and Intention (I) as the states and three observational sequences: NW, WT and W. Abstract:
The automatic discrimination of seismic signals is an important practical goal for earth-science observatories due to the large amount of information that they receive continuously. An essential discrimination task is to allocate the incoming signal to a group associated with the kind of physical phenomena producing it. In this paper, two classes of seismic signals recorded routinely in geophysical laboratory of the National Center for Scientific and Technical Research in Morocco are considered. They correspond to signals associated to local earthquakes and chemical explosions. The approach adopted for the development of an automatic discrimination system is a modular system composed by three blocs: 1) Representation, 2) Dimensionality reduction and 3) Classification. The originality of our work consists in the use of a new wavelet called "modified Mexican hat wavelet" in the representation stage. Machining of Metal Matrix Composites (MMCs) is very significant process and has been a main problem that draws many researchers to investigate the characteristics of MMCs during different machining process. The poor machining properties of hard particles reinforced MMCs make drilling process a rather interesting task. Unlike drilling of conventional materials, many problems can be seriously encountered during drilling of MMCs, such as tool wear and cutting forces. Cutting tool wear is a very significant concern in industries. Cutting tool wear not only influences the quality of the drilled hole, but also affects the cutting tool life. Prediction the cutting tool life during drilling is essential for optimizing the cutting conditions. However, the relationship between tool life and cutting conditions, tool geometrical factors and workpiece material properties has not yet been established by any machining theory. In this research work, fuzzy subtractive clustering system has been used to model the cutting tool life in drilling of Al2O3 particle reinforced aluminum alloy composite to investigate of the effect of cutting conditions on cutting tool life. This investigation can help in controlling and optimizing of cutting conditions when the process parameters are adjusted. The built model for prediction the tool life is identified by using drill diameter, cutting speed, and cutting feed rate as input data. The validity of the model was confirmed by the examinations under various cutting conditions. Experimental results have shown the efficiency of the model to predict cutting tool life.

Much attention is paid to the development of space branch in Kazakhstan at present. Two Earth remote sensing satellites of Kazakhstan have been launched successfully. Many projects related to the development of components for satellite are carried in Kazakhstan, in particular the project related to the development of star tracker experimental model. It is planned to use the results of this project for development of star tracker prototype in the future. This article describes the main stages of development of star tracker experimental model.

Abstract:
The electromagnetic imaging of inhomogeneous dielectric cylinders buried in a slab medium by transverse electric (TE) wave illumination is investigated. Dielectric cylinders of unknown permittivities are buried in second space and scattered a group of unrelated waves incident from first space where the scattered field is recorded. By proper arrangement of the various unrelated incident fields, the difficulties of ill-posedness and nonlinearity are circumvented, and the permittivity distribution can be reconstructed through simple matrix operations. The algorithm is based on the moment method and the unrelated illumination method. Numerical results are given to demonstrate the capability of the inverse algorithm. Good reconstruction is obtained even in the presence of additive Gaussian random noise in measured data. Using activity theory, organisational theory and didactics as theoretical foundations, a comprehensive model of the organisational dimensions relevant for learning and knowledge transfer will be developed. In a second step, a Learning Assessment Guideline will be elaborated. This guideline will be designed to permit a targeted analysis of organisations to identify the status quo in those areas crucial to the implementation of learning and knowledge transfer. In addition, this self-analysis tool will enable learning managers to select adequate didactic models for e- and blended learning. As part of the European Integrated Project "Process-oriented Learning and Information Exchange" (PROLIX), this model of organisational prerequisites for learning and knowledge transfer will be empirically tested in four profit and non-profit organisations in Great Britain, Germany and France (to be finalized in autumn 2006). Abstract:
The quality improvements of the environmental elements could increase the recreational opportunities in a certain area (destination). The technique of the need for recreation focuses on choosing certain destinations for recreational purposes. The basic exchange taken into consideration is the one between the satisfaction gained after staying in that area and the value expressed in money and time allocated. The number of tourists in the respective area, the duration of staying and the money spent including transportation provide information on how individuals rank the place or certain aspects of the area (such as the quality of the environmental elements). For the statistical analysis of the environmental benefits offered by an area through the need of recreation technique, the following stages are suggested: - characterization of the reference area based on the statistical variables considered; - estimation of the environmental benefit through comparing the reference area with other similar areas (having the same environmental characteristics), from the perspective of the statistical variables considered. Abstract:
The aim of this paper is to study students’ view on mathematics learning in Katsina State Senior Secondary Schools of Nigeria, such as their conceptions of mathematics, attitudes toward mathematics learning, etc. A questionnaire was administered to a random sample of 1,225 senior secondary two (SS II) students of Katsina State in Nigeria. The data collected showed a clear picture of the hurdles that affect the teaching and learning of mathematics in our schools. Problems such as logistics and operational which include shortage of mathematics teachers, non–availability of a mathematics laboratory, etc. were identified. It also depicted the substantial trends of changing views and attitudes toward mathematics across secondary schools. Students’ responses to the conception of mathematics were consistent and they demonstrated some specific characteristics of their views in learning mathematics. This survey has provided useful information regarding students’ needs and aspirations in mathematics learning for curriculum planners and frontline teachers for future curriculum reform and implementation.Keywords: Attitude, education, mathematics, students.

The purpose of this paper is to analyze the case of the U.S. Pivot and to suggest an appropriate model including entry strategies and success factors for QPS of Cable TV. The telecommunication companies have been operating QPS including IPTV service, which enables them to cross over broadcasting areas. Due to this circumstance, the Cable TV operators are now concerned and are planning to add QPS with the mobile service. Based on the Porter's five forces model, an analytical framework has been proposed to MVNO in Cable TV industry in the United States. As a result of this study, MVNO in Cable TV industry has to have a clear killer application with their sufficient contents. Because of its global reach, reduction of time restraints, and ability to reduce costs and increase sales, use of the Internet, the World Wide Web (WWW), and related technologies can be a competitive tool in the arsenal of small and medium-sized enterprises (SMEs). Countries the world over are interested in the successful adoption of the Internet by SMEs. Because a vast majority of jobs come from that sector, greater financial success of SMEs translates into greater job growth and, subsequently, higher tax revenue to the government. This research investigated the level of Internet usage for business solutions by small and medium enterprises in Jordan. Through the survey of a random sample of 100 firms with less than 500 employees and from data obtained from this survey that formed the basis for our study, we found that a majority of respondents use the Internet in business activities , the adoption of the Internet as a business tool is limited to a brochure where Web site which primarily provides one way. In this paper we will give a quick overview of existing web caching techniques used for dynamic web pages then we will introduce a design and implementation model that take advantage of “URL Rewriting" feature in some popular web servers, e.g. Apache, to provide an effective approach of caching dynamic web pages.

Abstract:
This paper focuses on a critical component of the situational awareness (SA), the neural control of autonomous constant depth flight of an autonomous underwater vehicle (AUV). Autonomous constant depth flight is a challenging but important task for AUVs to achieve high level of autonomy under adverse conditions. The fundamental requirement for constant depth flight is the knowledge of the depth, and a properly designed controller to govern the process. The AUV, named VORAM, is used as a model for the verification of the proposed hybrid control algorithm. Three neural network controllers, named NARMA-L2 controllers, are designed for fast and stable diving maneuvers of chosen AUV model. This hybrid control strategy for chosen AUV model has been verified by simulation of diving maneuvers using software package Simulink and demonstrated good performance for fast SA in real-time searchand- rescue operations.

Abstract:
Study of soil properties like field capacity (F.C.) and permanent wilting point (P.W.P.) play important roles in study of soil moisture retention curve. Although these parameters can be measured directly, their measurement is difficult and expensive. Pedotransfer functions (PTFs) provide an alternative by estimating soil parameters from more readily available soil data. In this investigation, 70 soil samples were collected from different horizons of 15 soil profiles located in the Ziaran region, Qazvin province, Iran. The data set was divided into two subsets for calibration (80%) and testing (20%) of the models and their normality were tested by Kolmogorov-Smirnov method. Both multivariate regression and artificial neural network (ANN) techniques were employed to develop the appropriate PTFs for predicting soil parameters using easily measurable characteristics of clay, silt, O.C, S.P, B.D and CaCO3. The performance of the multivariate regression and ANN models was evaluated using an independent test data set. In order to evaluate the models, root mean square error (RMSE) and R2 were used. The comparison of RSME for two mentioned models showed that the ANN model gives better estimates of F.C and P.W.P than the multivariate regression model. The value of RMSE and R2 derived by ANN model for F.C and P.W.P were (2.35, 0.77) and (2.83, 0.72), respectively. The corresponding values for multivariate regression model were (4.46, 0.68) and (5.21, 0.64), respectively. Results showed that ANN with five neurons in hidden layer had better performance in predicting soil properties than multivariate regression.

Abstract:
A mathematical model for an optical-fiber communication channel is developed which results in an expression that calculates the throughput and loss of the corresponding link. The data are assumed to be transmitted by using of separate photons with different polarizations. The derived model also shows the dependency of data throughput with length of the channel and depolarization factor. It is observed that absorption of photons affects the throughput in a more intensive way in comparison with that of depolarization. Apart from that, the probability of depolarization and the absorption of radiated photons are obtained.Keywords: Absorption, data throughput, depolarization, optical fiber.
