4030 Road Safety and Accident Prevention in Third World Countries: A Case Study of NH-7 in India

Abstract:
Road accidents are a human tragedy. They involve high human suffering and monetary costs in terms of untimely death, injuries and social problems. India had earned the dubious distinction of having more number of fatalities due to road accidents in the world. Road safety is emerging as a major social concern around the world especially in India because of infrastructure project works. A case study was taken on NH – 07 which connects to various major cities and industries. The study shows that major cases of fatalities are due to bus, trucks and high speed vehicles. The main causes of accidents are due to high density, non-restriction of speed, use of mobile phones, lack of board signs on road parking, visibility restriction, improper geometric design, road use characteristics, environmental aspects, social aspects etc. Data analysis and preventive measures are enlightened in this paper.

Abstract:
The uses of road map in daily activities are numerous but it is a hassle to construct and update a road map whenever there are changes. In Universiti Malaysia Sarawak, research on Automatic Road Extraction (ARE) was explored to solve the difficulties in updating road map. The research started with using Satellite Image (SI), or in short, the ARE-SI project. A Hybrid Simple Colour Space Segmentation & Edge Detection (Hybrid SCSS-EDGE) algorithm was developed to extract roads automatically from satellite-taken images. In order to extract the road network accurately, the satellite image must be analyzed prior to the extraction process. The characteristics of these elements are analyzed and consequently the relationships among them are determined. In this study, the road regions are extracted based on colour space elements and edge details of roads. Besides, edge detection method is applied to further filter out the non-road regions. The extracted road regions are validated by using a segmentation method. These results are valuable for building road map and detecting the changes of the existing road database. The proposed Hybrid Simple Colour Space Segmentation and Edge Detection (Hybrid SCSS-EDGE) algorithm can perform the tasks fully automatic, where the user only needs to input a high-resolution satellite image and wait for the result. Abstract:
This paper presents a multi-objective model for addressing two main objectives in designing rural roads networks: minimization of user operation costs and maximization of population covered. As limited budgets often exist, a reasonable trade-off must be obtained in order to account for both cost and social benefits in this type of networks. For a real-world rural road network, the model is solved, where all non-dominated solutions were obtained. Afterwards, an analysis is made on the (possibly) most interesting solutions (the ones providing better trade-offs). This analysis, coupled with the knowledge of the real world scenario (typically provided by decision makers) provides a suitable method for the evaluation of road networks in rural areas of developing countries.

Abstract:
In this paper, we propose a method to extract the road signs. Firstly, the grabbed image is converted into the HSV color space to detect the road signs. Secondly, the morphological operations are used to reduce noise. Finally, extract the road sign using the geometric property. The feature extraction of road sign is done by using the color information. The proposed method has been tested for the real situations. From the experimental results, it is seen that the proposed method can extract the road sign features effectively.Keywords: Color information, image processing, road sign.

Abstract:
Road crashes not only claim lives and inflict injuries but also create economic burden to the society due to loss of productivity. The problem of deaths and injuries as a result of road traffic crashes is now acknowledged to be a global phenomenon with authorities in virtually all countries of the world concerned about the growth in the number of people killed and seriously injured on their roads. However, the road crash scenario of a developing country like Bangladesh is much worse comparing with this of developed countries. For developing proper countermeasures it is necessary to identify the factors affecting crash occurrences. The objectives of the study is to examine the effect of district wise road infrastructure, socioeconomic and demographic features on crash occurrence .The unit of analysis will be taken as individual district which has not been explored much in the past. Reported crash data obtained from Bangladesh Road Transport Authority (BRTA) from the year 2004 to 2010 are utilized to develop negative binomial model. The model result will reveal the effect of road length (both paved and unpaved), road infrastructure and several socio economic characteristics on district level crash frequency in Bangladesh.

The Beijing road traffic system, as a typical huge urban traffic system, provides a platform for analyzing the complex characteristics and the evolving mechanisms of urban traffic systems. Based on dynamic network theory, we construct the dynamic model of the Beijing road traffic system in which the dynamical properties are described completely. Furthermore, we come into the conclusion that urban traffic systems can be viewed as static networks, stochastic networks and complex networks at different system phases by analyzing the structural randomness. Abstract:
Road safety performance index is a composite index which combines various indicators of road safety into single number. Development of a road safety performance index using appropriate safety performance indicators is essential to enhance road safety. However, a road safety performance index in developing countries has not been given as much priority as needed. The primary objective of this research is to develop a general Road Safety Performance Index (RSPI) for developing countries based on the facility as well as behavior of road user. The secondary objectives include finding the critical inputs in the RSPI and finding the better method of making the index. In this study, the RSPI is developed by selecting four main safety performance indicators i.e., protective system (seat belt, helmet etc.), road (road width, signalized intersections, number of lanes, speed limit), number of pedestrians, and number of vehicles. Data on these four safety performance indicators were collected using observation survey on a 20 km road section of the National Highway N-125 road Taxila, Pakistan. For the development of this composite index, two methods are used: a) Principal Component Analysis (PCA) and b) Equal Weighting (EW) method. PCA is used for extraction, weighting, and linear aggregation of indicators to obtain a single value. An individual index score was calculated for each road section by multiplication of weights and standardized values of each safety performance indicator. However, Simple Average technique was used for weighting and linear aggregation of indicators to develop a RSPI. The road sections are ranked according to RSPI scores using both methods. The two weighting methods are compared, and the PCA method is found to be much more reliable than the Simple Average Technique.

Abstract:
In this paper, a novel road extraction method using Stationary Wavelet Transform is proposed. To detect road features from color aerial satellite imagery, Mexican hat Wavelet filters are used by applying the Stationary Wavelet Transform in a multiresolution, multi-scale, sense and forming the products of Wavelet coefficients at a different scales to locate and identify road features at a few scales. In addition, the shifting of road features locations is considered through multiple scales for robust road extraction in the asymmetry road feature profiles. From the experimental results, the proposed method leads to a useful technique to form the basis of road feature extraction. Also, the method is general and can be applied to other features in imagery.

Road safety and associated behaviors have received significant attention in recent years, reflecting general public concern. This paper portrays a statistical scenario of the young drivers in UAE with emphasis on various concern points of young driver’s behavior and license issuance. Although there are many factors contributing to road accidents, statistically it is evident that age plays a major role in road accidents. Despite ensuring strict road safety laws enforced by the UAE government, there is a staggering correlation among road accidents and young driver’s at UAE. However, private organizations like BMW and RoadSafetyUAE have extended its support on conducting surveys on driver’s behavior with an aim to ensure road safety. Various strategies such as road safety law enforcement, license issuance, adapting new technologies like safety cameras and raising awareness can be implemented to improve the road safety concerns among young drivers.

We present a system that finds road boundaries and constructs the virtual lane based on fusion data from a laser and a monocular sensor, and detects forward vehicle position even in no lane markers or bad environmental conditions. When the road environment is dark or a lot of vehicles are parked on the both sides of the road, it is difficult to detect lane and road boundary. For this reason we use fusion of laser and vision sensor to extract road boundary to acquire three dimensional data. We use parabolic road model to calculate road boundaries which is based on vehicle and sensors state parameters and construct virtual lane. Abstract:
Road-related expenditure and building construction activity are two significant drivers of the Victorian economy. This paper investigates the relationship between building construction activity and road-related expenditure. Data for construction activities were collected from Victorian Building Authority, and road-related expenditure data were explored by the Bureau of Infrastructure and Transport Research Economics. The trend between these two sectors was compared. The analysis found a strong relationship between road-related expenditure and the volume of construction activity, i.e., the more construction activities, the greater the requirement of road-related expenditure, or vice-versa. The road-related expenditure has a two-year lag period, suggesting that the road sector requires two years to respond to the growth in the building sector.

As currently various portable devices were launched, smart business conducted using them became common. Since smart business can use company-internal resources in an exlternal remote place, user authentication that can identify authentic users is an important factor. Commonly used user authentication is a method of using user ID and Password. In the user authentication using ID and Password, the user should see and enter authentication information him or her. In this user authentication system depending on the user’s vision, there is the threat of password leaks through snooping in the process which the user enters his or her authentication information. This study designed and produced a user authentication module using an actuator to respond to the snooping threat.

Social media continues to grow, and user interfaces may become more appealing if cultural characteristics are incorporated into their design. Facebook was designed in the west, and the original language was English. Subsequently, the words in the user interface were translated to other languages, including Arabic. Arabic words are written from right to left, and English is written from left to right. The translated version may misrepresent the original design and users’ preferences may be influenced by their culture, which should be considered in the user interface design. Previous research indicates that users are more comfortable when interacting with a user interface, which relates to their own culture. Therefore, this paper, using a survey, investigates the preferences of Saudi Arabians on the Arabic version of the user interface of Facebook.

The aim of the paper is to explore the role of social marketing in changing the behavior of consumers on road safety, identify critical aspects and priority needs which impede the implementation of road safety program in Georgia. Given the goals of the study, a quantitative method was used to carry out interviews for primary data collection. This research identified the awareness level of road safety, legislation base, and marketing interventions to change behavior of drivers and pedestrians. During several years the non-governmental sector together with the local authorities and media have been very intensively working on the road safety issue in Georgia, but only seat-belts campaign should be considered rather successful. Despite achievements in this field, efficiency of road safety programs far from fulfillment and needs strong empowering.

So, the aim of the presented paper is the evaluation of pervious concrete made with two types and two aggregate fractions for potential utilization in intersection drainage areas. Although the studied pervious concrete mixtures achieved proper drainage but lower strength characteristics, this pervious concrete has a good potential for enhancing pavement drainage systems if it is embedded on limited intersection areas.Keywords: Pervious concrete, drainage, road, intersection.

However, the current urban road landscape ignores these changes, for example, those road landscape elements are boring, confusing, fragmented and lack of integrity and hierarchy. Under such current situation, in order to shape beautiful, identifiable and unique road landscape, this article concentrates on the target of imaginability. This paper analyzes the main elements of the urban road landscape, the concept of image and its generation mechanism, and then discusses the necessity and connotation of building imaginable urban road landscape as well as the main problems existing in current urban road landscape in terms of imaginability. Finally, this paper proposes how to design imaginable urban road landscape in details based on a specific case.

Abstract:
Not all types of mobile phone are successful in entering the market because some types of the mobile phone have a negative perception of user. Therefore, it is important to understand the influence of mobile phone's characteristics in the local user perception. This research investigates the influence of QWERTY mobile phone's forms in the perception of Indonesian user. First, some alternatives of mobile phone-s form are developed based on a certain number of mobile phone's models. At the second stage, some word pairs as design attributes of the mobile phone are chosen to represent the user perception of mobile phone. At the final stage, a survey is conducted to investigate the influence of the developed form alternatives to the user perception. Based on the research, users perceive mobile phone's form with curved top and straight bottom shapes and mobile phone's form with slider and antenna as the most negative form. Meanwhile, mobile phone's form with curved top and bottom shapes and mobile phone-s form without slider and antenna are perceived by the user as the most positive form.

Abstract:
Large volumes of river sediments are dredged each year in Europe in order to maintain harbour activities and prevent floods. The management of this sediment has become increasingly complex. Several European projects were implemented to find environmentally sound solutions for these materials. The main objective of this study is to show the ability of river sediment to be used in road. Since sediments contain a high amount of water, then a dehydrating treatment by addition of the flocculation aid has been used. Firstly, a lot of physical characteristics are measured and discussed for a better identification of the raw sediment and this dehydrated sediment by addition the flocculation aid. The identified parameters are, for example, the initial water content, the density, the organic matter content, the grain size distribution, the liquid limit and plastic limit and geotechnical parameters. The environmental impacts of the used material were evaluated. The results obtained show that there is a slight change on the physical-chemical and geotechnical characteristics of sediment after dehydration by the addition of polymer. However, these sediments cannot be used in road construction.

This paper introduces an effective method of segmenting Korean text (place names in Korean) from a Korean road sign image. A Korean advanced directional road sign is composed of several types of visual information such as arrows, place names in Korean and English, and route numbers. Automatic classification of the visual information and extraction of Korean place names from the road sign images make it possible to avoid a lot of manual inputs to a database system for management of road signs nationwide. We propose a series of problem-specific heuristics that correctly segments Korean place names, which is the most crucial information, from the other information by leaving out non-text information effectively. The experimental results with a dataset of 368 road sign images show 96% of the detection rate per Korean place name and 84% per road sign image.Keywords: Segmentation, road signs, characters, classification.

Transport and logistics are the lifeblood of societies. There is a strong correlation between overall growth in economic activity and growth of transport. The movement of people and goods has the potential for creating wealth and prosperity, therefore the state of transportation infrastructure and especially the condition of road networks is often a governmental priority. The design, building and maintenance of national roads constitute a substantial share of government budgets. Taking into account the magnitude and importance of these investments, the expedience, efficiency and sustainability of these projects are of great public interest. This paper provides an overview of supply chain management principles applied to road construction. In addition, road construction performance measurement systems and ICT solutions are discussed. Road construction in Estonia is analyzed. The road environment information is needed accurately for applications such as road maintenance and virtual 3D city modeling. Mobile laser scanning (MLS) produces dense point clouds from huge areas efficiently from which the road and its environment can be modeled in detail. Objects such as buildings, cars and trees are an important part of road environments. Different methods have been developed for detection of above such objects, but still there is a lack of accuracy due to the problems of illumination, environmental changes, and multiple objects with same features. In this work the comparison between different classifiers such as Multiclass SVM, kNN and Multiclass LDA for the road environment detection is analyzed. In this paper we propose a novel methodology for extracting a road network and its nodes from satellite images of Algeria country. This developed technique is a progress of our previous research works. It is founded on the information theory and the mathematical morphology; the information theory and the mathematical morphology are combined together to extract and link the road segments to form a road network and its nodes. We therefore have to define objects as sets of pixels and to study the shape of these objects and the relations that exist between them. In this approach, geometric and radiometric features of roads are integrated by a cost function and a set of selected points of a crossing road. These collected user's health data should be managed and analyzed in the healthcare server, so that care giver or user can monitor user's physiological state. In this paper, we designed and developed the intelligent Healthcare Server to manage the user's health data using CDSS and ontology. Our system can analyze user's health data semantically using CDSS and ontology, and report the result of user's physiological raw data to the user and care giver.

A road pricing game is a game where various stakeholders and/or regions with different (and usually conflicting) objectives compete for toll setting in a given transportation network to satisfy their individual objectives. We investigate some classical game theoretical solution concepts for the road pricing game. We establish results for the road pricing game so that stakeholders and/or regions playing such a game will beforehand know what is obtainable. This will save time and argument, and above all, get rid of the feelings of unfairness among the competing actors and road users. Among the classical solution concepts we investigate is Nash equilibrium. In particular, we show that no pure Nash equilibrium exists among the actors, and further illustrate that even “mixed Nash equilibrium" may not be achievable in the road pricing game. The paper also demonstrates the type of coalitions that are not only reachable, but also stable and profitable for the actors involved.

Abstract:
The picture of a perfect road construction site is the one that utilizes conventional vertical road signs and a flagman to optimize the traffic flow with minimum hazel to the public. Former research has been carried out by Department of Occupational Safety and Health (DOSH) and Ministry of Works to further enhance smoothness in traffic operations and particularly in safety issues within work zones. This paper highlights on hazardous zones in a certain road construction or road maintenance site. Most cases show that the flagman falls into high risk of fatal accidents within work zone. Various measures have been taken by both the authorities and contractors to overcome such miseries, yet it-s impossible to eliminate the usage of a flagman since it is considered the best practice. With the implementation of new technologies in automating the traffic flow in road construction site, it is possible to eliminate the usage of a flagman. The intelligent traffic light system is designed to solve problems which contribute hazardous at road construction site and to be inline with the road safety regulation which is taken into granted.

Abstract:
Recently hybrid vehicles have become a major concern as one alternative vehicles. This type of hybrid vehicle contributes greatly to reducing pollution. Therefore, this work studies the influence of electrification phase of hybrid electric vehicle on emission of vehicle at different road conditions. To accomplish this investigation, a simulation model was used to evaluate the external characteristics of the hybrid electric vehicle according to variant conditions of road resistances. Therefore, this paper reports a methodology to decrease the vehicle emission especially greenhouse gas emission inside cities. The results show the effect of electrification on vehicle performance characteristics. The results show that CO2 emission of vehicle decreases up to 50.6% according to an urban driving cycle due to applying the electrification strategy for hybrid electric vehicle.

This paper proposes a vehicle-to-vehicle propagation model implemented with SDL. To estimate the channel characteristics for Inter-Vehicle communication, we first define a predicted propagation pathloss between the moving vehicles under three typical scenarios. Abstract:
Mostly, pedestrian-car accidents occurred at a signalized interaction is because pedestrians cannot across the intersection safely within the green light. From the viewpoint of pedestrian, there might have two reasons. The first one is pedestrians cannot speed up to across the intersection, such as the elders. The other reason is pedestrians do not sense that the signal phase is going to change and their right-of-way is going to lose. Developing signal logic to protect pedestrian, who is crossing an intersection is the first purpose of this study. Another purpose of this study is improving the reliability and reduce delay of public transportation service. Therefore, bus preemption is also considered in the designed signal logic. In this study, the traffic data of the intersection of Chong-Qing North Road and Min-Zu West Road, Taipei, Taiwan, is employed to calibrate and validate the signal logic by simulation. VISSIM 5.20, which is a microscopic traffic simulation software, is employed to simulate the signal logic. From the simulated results, the signal logic presented in this study can protect pedestrians crossing the intersection successfully. The design of bus preemption can reduce the average delay. However, the pedestrian safety and bus preemptive signal will influence the average delay of cars largely. Thus, whether applying the pedestrian safety and bus preemption signal logic to an isolated intersection or not should be evaluated carefully.Keywords: vulnerable road user, bus preemption, signal design.
