Authors: Cem Ozatalay, Senem Ornek
Abstract:
The Artprice Contemporary Art Market Annual Report 2014 notices that Istanbul, with its art market volume of $3.6 million has become the first city of the Middle East and North Africa region and the 14th city of the World. Indeed, the period 2004–2014 has been significant in terms of the growth of the art market, during which the majority of contemporary art galleries and museums in Istanbul was inaugurated. This boom means that with the joining of new agents, the structure of the art market has dramatically changed. To use Nathalie Heinich’s terminology, in the current art field, three art genres – namely classical art, modern art and contemporary art – coexist, but in the case of Istanbul, such as many art cities in the world, the latter genre has become increasingly dominant. This presentation aims to show how the power shifts away from the classical art agents to contemporary art agents, and the effects produced by the conflicts between the old and new agents of current art field. Based on the data obtained from an ongoing field research in Istanbul among the art market agents such as art dealers, curators, art critics and artists, it will be shown that even if the agents of different art genres are in conflict with each other, there is, at the same time, a continuum between the three art worlds. Keywords: contemporary art market, economic sociology of art, Istanbul art market, structure of the art field in Istanbul

Abstract:
The present ground reality scenario of suffering of humanity shows the evidence of failure to take wrong decisions to shape the civilization with Irresponsibilities in the history. A strong positive will of right responsibilities make the right civilization structure which affects itself and the whole world. Present suffering of humanity shows and reflect the failure of past decisions taken to shape the true culture with right social structure of society, due to unplanned system of Indian civilization and its rapid disaster of population make the failure to face all kind of problems which make the society sufferer. Our India is still suffering from disaster like earthquake, floods, droughts, tsunamis etc. and we face the uncountable disaster of deaths from the beginning of humanity at the present time. In this research paper our focus is to make a Disaster Resistance Structure having the solution of dense populated urban cities area by high vertical expansion HYBRID STRUCTURE. Our efforts are to analyse the Reinforced Concrete Hybrid Structure at different seismic zones, these concrete frames were analyzed using the response spectrum method to calculate and compare the different seismic displacement and drift. Seismic analysis by this method generally is based on dynamic analysis of building. Analysis results shows that the Reinforced Concrete Building at seismic Zone V having maximum peak story shear, base shear, drift and node displacement as compare to the analytical results of Reinforced Concrete Building at seismic Zone III and Zone IV. This analysis results indicating to focus on structural drawings strictly at construction site to make a HYBRID STRUCTURE. The study case is deal with the 10 story height of a vertical expansion Hybrid frame structure at different zones i.e. zone III, zone IV and zone V having the column 0.45x0.36mt and beam 0.6x0.36mt. with total height of 30mt, to make the structure more stable bracing techniques shell be applied like mage bracing and V shape bracing. If this kind of efforts or structure drawings are followed by the builders and contractors then we save the lives during earthquake disaster at Bhuj (Gujarat State, India) on 26th January, 2001 which resulted in more than 19,000 deaths. This kind of Disaster Resistance Structure having the capabilities to solve the problems of densely populated area of cities by the utilization of area in vertical expansion hybrid structure. We request to Government of India to make new plans and implementing it to save the lives from future disasters instead of unnecessary wants of development plans like Bullet Trains. Keywords: history, irresponsibilities, unplanned social structure, humanity, hybrid structure, response spectrum analysis, DRIFT, and NODE displacement
Procedia PDF Downloads 2111199 Outdoor Thermal Comfort Strategies: The Case of Cool Facades
Authors: Noelia L. Alchapar, Cláudia C. Pezzuto, Erica N. Correa
Abstract:
Mitigating urban overheating is key to achieving the environmental and energy sustainability of cities. The management of the optical properties of the materials that make up the urban envelope -roofing, pavement, and facades- constitutes a profitable and effective tool to improve the urban microclimate and rehabilitate urban areas. Each material that makes up the urban envelope has a different capacity to reflect received solar radiation, which alters the fraction of solar radiation absorbed by the city. However, the paradigm of increasing solar reflectance in all areas of the city without distinguishing their relative position within the urban canyon can cause serious problems of overheating and discomfort among its inhabitants. The hypothesis that supports the research postulates that not all reflective technologies that contribute to urban radiative cooling favor the thermal comfort conditions of pedestrians to equal measure. The objective of this work is to determine to what degree the management of the optical properties of the facades modifies outdoor thermal comfort, given that the mitigation potential of materials with high reflectance in facades is strongly conditioned by geographical variables and by the geometric characteristics of the urban profile aspect ratio (H/W). This research was carried out under two climatic contexts, that of the city of Mendoza-Argentina and that of the city of Campinas-Brazil, according to the Köppen climate classification: BWk and Cwa, respectively. Two areas in two different climatic contexts (Mendoza - Argentina and Campinas - Brazil) were selected. Both areas have comparable urban morphology patterns. These areas are located in a region with low horizontal building density and residential zoning. The microclimatic conditions were monitored during the summer period with temperature and humidity fixed sensors inside vial channels. The microclimate model was simulated in ENVI-Met V5. A grid resolution of 3.5 x 3.5 x 3.5m was used for both cities, totaling an area of 145x145x30 grids. Based on the validated theoretical model, ten scenarios were simulated, modifying the height of buildings and the solar reflectivity of facades. The solar reflectivity façades ranges were: low (0.3) and high (0.75). The density scenarios range from 1th to the 5th level. The study scenarios' performance was assessed by comparing the air temperature, physiological equivalent temperature (PET), and thermal climate index (UTCI). As a result, it is observed that the behavior of the materials of the urban outdoor space depends on complex interactions. Many urban environmental factors influence including constructive characteristics, urban morphology, geographic locations, local climate, and so forth. The role of the vertical urban envelope is decisive for the reduction of urban overheating. One of the causes of thermal gain is the multiple reflections within the urban canyon, which affects not only the air temperature but also the pedestrian thermal comfort. One of the main findings of this work leads to the remarkable importance of considering both the urban warming and the thermal comfort aspects of pedestrians in urban mitigation strategies. Keywords: materials facades, solar reflectivity, thermal comfort, urban cooling

Authors: Amir Ahmadi, Hossein Ahmadi, Alireza Ahmadi
Abstract:
Emotional Intelligence (EI) has been defined as the ability to empathize, persevere, control impulses, communicate clearly, make thoughtful decisions, solve problems, and work with others in a way that earns friends and success. These abilities allow an individual to recognize and regulate emotion, develop self-control, set goals, develop empathy, resolve conflicts, and develop skills needed for leadership and effective group participation. Due to the increasing complexity of organizations and different ways of thinking, attitudes and beliefs of individuals, Conflict as an important part of organizational life has been examined frequently. The main point is that the conflict is not necessarily in organization, unnecessary; But it can be more creative (increase creativity), to promote innovation, or may avoid wasting energy and resources of the organization. The purpose of this study was to investigate the relation between principals emotional intelligence as one of the factors affecting conflict management among teachers. This relation was analyzed through cluster sampling with a sample size consisting of 120 individuals. The results of the study showed that, at the 95% level of confidence, the two secondary hypotheses (i.e. relation between emotional intelligence of principals and use of competition and cooperation strategies of conflict management among teachers)were confirmed, but the other three secondary hypotheses (i.e. the relation between emotional intelligence of managers and use of avoidance, adaptation and adaptability strategies of conflict management among teachers) were rejected. The primary hypothesis (i.e. relation between emotional intelligence of principals with conflict management among teachers) is supported. Keywords: emotional intelligence, conflict, conflict management, strategies of conflict management

Abstract:
In this paper, the manner of obtaining hierarchies and privacy entry of traditional houses in providing a safe place in the city of Shiraz will be evaluated by qualitative–descriptive methods and 6 old houses are the case study. The houses of Shiraz, as the houses in other cities in Iran are a response to climate and physical features. The old part of Shiraz has a compressed and dense texture in which the houses are in narrow and tight alleys. In this regard, the principles of traditional house entrance design have been introduced. The results show that every house has a private entrance. Direction of the entry of most houses is toward the south and with a turn to the South-East side. Entrance to yard path in all the cases is not straight, and this had been done by using 90 degrees rotates of the corridor leading to the yard. Vestibule provides a private place for the house and entrance stairway to the rooftop is located inside it.Keywords: entrance, components of entrance, hierarchy, frontage, Shiraz houses
Procedia PDF Downloads 3091194 Can the Intervention of SCAMPER Bring about Changes of Neural Activation While Taking Creativity Tasks?
Authors: Yu-Chu Yeh, WeiChin Hsu, Chih-Yen Chang
Abstract:
Substitution, combination, modification, putting to other uses, elimination, and rearrangement (SCAMPER) has been regarded as an effective technique that provides a structured way to help people to produce creative ideas and solutions. Although some neuroscience studies regarding creativity training have been conducted, no study has focused on SCAMPER. This study therefore aimed at examining whether the learning of SCAMPER through video tutorials would result in alternations of neural activation. Thirty college students were randomly assigned to the experimental group or the control group. The experimental group was requested to watch SCAMPER videos, whereas the control group was asked to watch natural-scene videos which were regarded as neutral stimulating materials. Each participant was brain scanned in a Functional magnetic resonance imaging (fMRI) machine while undertaking a creativity test before and after watching the videos. Furthermore, a two-way ANOVA was used to analyze the interaction between groups (the experimental group; the control group) and tasks (C task; M task; X task). The results revealed that the left precuneus significantly activated in the interaction of groups and tasks, as well as in the main effect of group. Furthermore, compared with the control group, the experimental group had greater activation in the default mode network (left precuneus and left inferior parietal cortex) and the motor network (left postcentral gyrus and left supplementary area). The findings suggest that the SCAMPER training may facilitate creativity through the stimulation of the default mode network and the motor network. Keywords: creativity, default mode network, neural activation, SCAMPER

Authors: Ande Nesmith
Abstract:
There is an ongoing shortage of foster parents worldwide to take on a growing population of children in need of out-of-home care. Currently, resources are primarily aimed at recruitment rather than retention. Retention rates are extraordinarily low, especially in the first two years of fostering. Qualitative interviews with 19 foster parents averaging 20 years of service provided insight into the challenges they faced and how they overcame them. Thematic analysis of interview transcripts identified sources of stress and resiliency. Key stressors included lack of support and responsiveness from the children’s social workers, false maltreatment allegations, and secondary trauma from children’s destructive behaviors and emotional dysregulation. Resilient parents connected with other foster parents for support, engaged in creative problem-solving, recognized that positive feedback from children usually arrives years later, and through training, understood the neurobiological impact of trauma on child behavior. Recommendations include coordinating communication between the foster parent licensing agency social workers and the children’s social workers, creating foster parent support networks and mentoring, and continuous training on trauma including effective parenting strategies. Research is needed to determine whether these resilience indicators in fact lead to long-term retention. Policies should include a mechanism to develop a cohesive line of communication and connection between foster parents and the children’s social workers as well as their respective agencies. Keywords: foster care stability, foster parent burnout, foster parent resiliency, foster parent retention, trauma-informed fostering

Authors: V. Linfante
Abstract:
Catwalks are one of the key moments in fashion: the first and most relevant display where brands stage their collections, products, ideas, and style. The garment is 'the star' of the catwalk and must show itself not just as a product but as a result of a design process endured for several months. All contents developed within this process become ingredients for connecting scenography, music, lights, and direction into a unique fashion narrative. According to the spirit of different ages, fashion shows have been transformed and shaped into peculiar formats: from Pandoras to presentations organized by Parisian couturiers, across the 'marathons' typical of the beginning of modern fashion system, coming up to the present structure of fashion weeks, with their complex organization and related creative and technical businesses. The paper intends to introduce the evolution of the fashion system through its unique process of seasonally staging and showing its production. The paper intends to analyse the evolution of the fashion shows from the intimacy of ballrooms at the beginning of the 20th century, passing through the enthusiasm attitude typical from the '70s and the '80s, to finally depict our present. In this last scenario, catwalks are not anymore a standard collections presentation but become one of the most exciting expression of contemporary culture (and sub-cultures), going from sophisticated performances (as Karl Lagerfeld's Chanel shows) to real artistic happenings (as the events of Victor&Rolf, Alexander McQueen, OFF_WHITE, Vetements, and Martin Margiela), often involving contemporary architecture, digital world, technology, social media, performing art and artists. Keywords: branding, communication, fashion, new media, performing art

Authors: G. Kiran Kumar, K. Padmaja
Abstract:
The rise of urban and peri-urban agriculture (UPA) is an important urban phenomenon that needs to be well understood before we pronounce a verdict whether it is beneficial or not. The challenge of supply of safe and nutritious food is faced by urban inhabitants. The definition of urban and peri-urban varies from city to city depending on the local policies framed with a view to bring regulated urban habitations as part of governance. Expansion of cities and the blurring of boundaries between urban and rural areas make it difficult to define peri-urban agriculture. The problem is further exacerbated by the fact that definition adopted in one region may not fit in the other. On the other hand the proportion of urban population is on the rise vis-à-vis rural. The rise of UPA does not promise that the food requirements of cities can be entirely met from this practice, since availability of enormous amounts of spaces on rooftops and vacant plots is impossible for raising crops. However, UPA reduces impact of price volatility, particularly for vegetables, which relatively have a longer shelf life. UPA improves access to fresh, nutritious and safe food for the urban poor. UPA provides employment to food handlers and traders in the supply chain. UPA can pose environmental and health risks from inappropriate agricultural practices; increased competition for land, water and energy; alter the ecological landscape and make it vulnerable to increased pollution. The present work is based on case studies in peri-urban agriculture in Hyderabad, India and relies on secondary data. This paper tries to analyze the need for more intensive production technologies without affecting the environment. An optimal solution in terms of urban-rural linkages has to be devised. There is a need to develop a spatial vision and integrate UPA in urban planning in a harmonious manner. Zoning of peri-urban areas for agriculture, milk and poultry production is an essential step to preserve the traditional nurturing character of these areas. Urban local bodies in conjunction with Departments of Agriculture and Horticulture can provide uplift to existing UPA models, without which the UPA can develop into a haphazard phenomenon and add to the increasing list of urban challenges. Land to be diverted for peri-urban agriculture may render the concept of urban and peri-urban forestry ineffective. This paper suggests that UPA may be practiced for high value vegetables which can be cultivated under protected conditions and are better resilient to climate change. UPA can provide models for climate resilient agriculture in urban areas which can be replicated in rural areas. Production of organic farm produce is another option for promote UPA owing to the proximity to informed consumers and access to markets within close range. Waste lands in peri-urban areas can be allotted to unemployed rural youth with the support of Urban Local Bodies (ULBs) and used for UPA. This can serve the purposes of putting wastelands to food production, enhancing employment opportunities and enhancing access to fresh produce for urban consumers. Keywords: environment, food security, urban and peri-urban agriculture, zoning

Abstract:
City planning involves making plans, organizing and dealing with the cities urban areas. It attempts to organize socio-spatial relationships at exceptional ranges of governance Urban planning offers the social, monetary and environmental effects of defining spatial obstacles and the influence on the spatial distribution of resources. The dreams and methods of reaching such dissemination vary extensively traditionally and geographically and are often challenged through traditional strategies that expose the political nature of application interventions and the bounds of technical know-how claims. Space, network, argument, and postcolonial debates address how present-day socio-spatial organization is formed, what needs to or should not trade, and the way it underscores whether or not a good plan will contribute to a given situation. Inside the absence of an agreed-upon technical justification for the planning exercise, the planning idea has a tendency to focus on normative processes, positioning making plans as an area for participatory democracy. Keywords: environmental governance, environmental planning, environmental management, sustainable competitiveness, sustainability

Abstract:
Characterizing the network flow is of fundamental importance to understand the complex dynamics of networks. And passenger flow characteristics of the subway network are very relevant for an effective transportation management in urban cities. In this study, passenger flow of Seoul metropolitan subway network is investigated and characterized through statistical analysis. Traditional betweenness centrality measure considers only topological structure of the network and ignores the transportation factors. This paper proposes a weighted betweenness centrality measure that incorporates monthly passenger flow volume. We apply the proposed measure on the Seoul metropolitan subway network involving 493 stations and 16 lines. Several interesting insights about the network are derived from the new measures. Using Kolmogorov-Smirnov test, we also find out that monthly passenger flow between any two stations follows a power-law distribution and other traffic characteristics such as congestion level and throughflow traffic follow exponential distribution. Keywords: betweenness centrality, correlation coefficient, power-law distribution, Korea traffic DB
Procedia PDF Downloads 2911183 Inhabitants’ Adaptation to the Climate's Evolutions in Cities: a Survey of City Dwellers’ Climatic Experiences’ Construction
Authors: Geraldine Molina, Malou Allagnat
Abstract:
Entry through meteorological and climatic phenomena, technical knowledge and engineering sciences has long been favored by the research and local public action to analyze the urban climate, develop strategies to reduce its changes and adapt their spaces. However, in their daily practices and sensitive experiences, city dwellers are confronted with the climate and constantly deal with its fluctuations. In this way, these actors develop knowledge, skills and tactics to regulate their comfort and adapt to climatic variations. Therefore, the empirical observation and analysis of these living experiences represent major scientific and social challenges. This contribution proposes to question these relationships of the inhabitants to urban climate. It tackles the construction of inhabitants’ climatic experiences to answer a central question: how do city dwellers’ deal with the urban climate and adapt to its different variations? Indeed, the city raises the question of how populations adapt to different spatial and temporal climatic variations. Local impacts of global climate change are combined with the urban heat island phenomenon and other microclimatic effects, as well as seasonal, daytime and night-time fluctuations. To provide answers, the presentation will be focused on the results of a CNRS research project (Géraldine Molina), part of which is linked to the European project Nature For Cities (H2020, Marjorie Musy, Scientific Director). From a theoretical point of view, the contribution is based on a renewed definition of adaptation centered on the capacity of individuals and social groups, a recently opened entry from a theoretical point of view by social scientists. The research adopts a "radical interdisciplinary" approach to shed light on the links between social dynamics of climate (inhabitants’ perceptions, representations and practices) and physical processes that characterize urban climate. To do so, it relied on a methodological combination of different survey techniques borrowed from the social sciences (geography, anthropology, sociology) and linked to the work, methodologies and results of the engineering sciences. From 2016 to 2019, a survey was carried out in two districts of Lyon whose morphological, micro-climatic and social characteristics differ greatly, namely the 6th arrondissement and the Guillotière district. To explore the construction of climate experiences over the long term by putting it into perspective with the life trajectories of individuals, 70 semi-directive interviews were conducted with inhabitants. In order to also punctually survey the climate experiments as they unfold in a given time and moment, observation and measurement campaigns of physical phenomena and questionnaires have been conducted in public spaces by an interdisciplinary research team1. The contribution at the ICUC 2020 will mainly focus on the presentation of the presentation of the qualitative survey conducted thanks to the inhabitants’ interviews. Keywords: sensitive experiences, ways of life, thermal comfort, radical interdisciplinarity

Authors: Pascal Horni, Sandro Fuchs
Abstract:
In presence of increasing deficits and public debt among OECD countries, the debate on fiscal disciple and mechanisms to constrain public spending policy heated up and gave rise to the institutionalization of fiscal rules. Considering the notions from political economy literature and the therein advocated axiom of maximization of votes, introduction of institutional mechanisms and rules to govern public spending is likely to be coined by electoral motives. While there exists a series of research concerned with the rise of creative accounting in the presence fiscal rules, implementation of accrual government accounting and its impact on the biting of fiscal rules has to authors’ best knowledge never been explored. This paper serves the illumination of the connection between debt break mechanisms and the adoption of accrual public sector accounting standards such as the IPSAS in the interface of political economy in the Swiss context. By explicitly considering the technical accounting dimension, this paper develops an integrated conceptual view on well-established Public Financial Management (PFM) institutions and elaborates how their interdependencies can co-create value with regard to the contemporary challenge of fiscal sustainability. Derivation of this integrated view follows an explorative approach, taking into account expert interviews with director level staff from cantonal finance administrations and policy documents, as well as literature from both research areas – public sector accounting and political economy. Keywords: accounting, fiscal rules, International Public Sector Accounting Standards (IPSAS), public financial management

Authors: Regita P. Permata, Ulfa S. Nuraini
Abstract:
Traveling Salesman Problem (TSP) is the most studied problem in combinatorial optimization. In simple language, TSP can be described as a problem of finding a minimum distance tour to a city, starting and ending in the same city, and exactly visiting another city. In product distribution, companies often get problems in determining the minimum distance that affects the time allocation. In this research, we aim to apply TSP heuristic methods to simulate nodes as city coordinates in product distribution. The heuristics used are sub tour reversal, nearest neighbor, farthest insertion, cheapest insertion, nearest insertion, and arbitrary insertion. We have done simulation nodes using Euclidean distances to compare the number of cities and processing time, thus we get optimum heuristic method. The results show that the optimum heuristic methods are farthest insertion and nearest insertion. These two methods can be recommended to solve product distribution problems in certain companies. Keywords: Euclidean, heuristics, simulation, TSP

Authors: Farhan Ali
Abstract:
Use of wastewater for growing vegetables has become a common practice around big cities. Wastewater contains organic material and inorganic elements essential for plant growth but also contain heavy metals, which may be lethal for animals and humans if their concentration increases than permissible limit. To monitor this situation, a survey was conducted to ascertain the addition of heavy metals into agricultural fields through wastewater irrigation and their translocation in to the edible parts of the vegetables. The study highlighted that there is a large accumulation of heavy metals in the soil, which is irrigated with industrial wastewater Laden and people consume vegetables grown in soil irrigated with sewage water to absorb a large amount of these metals. This accumulation of heavy metals in food cause possible health risks for the consumer. Regular monitoring of the levels of pathogens and heavy metals from the waste water drain which effluent are used for growing vegetables and other foodstuffs is essential to monitor excessive accumulation of these metals in the food chain. Keywords: pathogens, wastewater, concentration, effluent

Authors: Márcia Afonso, Cristina Fael, Marisa Dinis-Almeida
Abstract:
Population growth in cities has led to an increase in the infrastructures construction, including buildings and roadways. This aspect leads directly to the soils waterproofing. In turn, changes in precipitation patterns are developing into higher and more frequent intensities. Thus, these two conjugated aspects decrease the rainwater infiltration into soils and increase the volume of surface runoff. The practice of green and sustainable urban solutions has encouraged research in these areas. The porous asphalt pavement, as a green infrastructure, is part of practical solutions set to address urban challenges related to land use and adaptation to climate change. In this field, permeable pavements with porous asphalt mixtures (PA) have several advantages in terms of reducing the runoff generated by the floods. The porous structure of these pavements, compared to a conventional asphalt pavement, allows the rainwater infiltration in the subsoil, and consequently, the water quality improvement. This green infrastructure solution can be applied in cities, particularly in streets or parking lots to mitigate the floods effects. Over the years, the pores of these pavements can be filled by sediment, reducing their function in the rainwater infiltration. Thus, double layer porous asphalt (DLPA) was developed to mitigate the clogging effect and facilitate the water infiltration into the lower layers. This study intends to deepen the knowledge of the performance of DLPA when subjected to clogging. The experimental methodology consisted on four evaluation phases of the DLPA infiltration capacity submitted to three precipitation events (100, 200 and 300 mm/h) in each phase. The evaluation first phase determined the behavior after DLPA construction. In phases two and three, two 500 g/m2 clogging cycles were performed, totaling a 1000 g/m2 final simulation. Sand with gradation accented in fine particles was used as clogging material. In the last phase, the DLPA was subjected to simple sweeping and vacuuming maintenance. A precipitation simulator, type sprinkler, capable of simulating the real precipitation was developed for this purpose. The main conclusions show that the DLPA has the capacity to drain the water, even after two clogging cycles. The infiltration results of flows lead to an efficient performance of the DPLA in the surface runoff attenuation, since this was not observed in any of the evaluation phases, even at intensities of 200 and 300 mm/h, simulating intense precipitation events. The infiltration capacity under clogging conditions decreased about 7% on average in the three intensities relative to the initial performance that is after construction. However, this was restored when subjected to simple maintenance, recovering the DLPA hydraulic functionality. In summary, the study proved the efficacy of using a DLPA when it retains thicker surface sediments and limits the fine sediments entry to the remaining layers. At the same time, it is guaranteed the rainwater infiltration and the surface runoff reduction and is therefore a viable solution to put into practice in permeable pavements. Keywords: clogging, double layer porous asphalt, infiltration capacity, rainfall intensity

Authors: Abeer Elshater
Abstract:
This paper pursues the relationship between the inhabitants’ happiness and the right to the city in an Egyptian neighbourhood status quo. Although the optimum of getting the services comes from ten mints walking in a suitable ambiance, the happiness is not acquired. The research objective is, first, to review the literature that get a guideline of 10 minutes neighbourhoods. Second make a comparative content analysis to recent online articles to the right to the city. Third is to test the concluded principles in Egyptian neighbourhood settings. The idea of ten minutes neighbourhood is manageable. The hypothesis concerns a compliant design. The logic of people who live close to within ten minutes’ walk to essential settings in their area can minimize several problems and maximize a healthy lifestyle. The supposed issue makes the right to the city affect the relationship between ten minutes neighbourhood and citizen happiness. This assumption can be intervention through site observation and oriented questionnaire. The contribution comes from presenting new planning units in away suits the current context of the old cities in MENA region based on ten-minute walking or less distance with a reference to the right to the city. This planning unit can find it way to citizens' happiness. Keywords: happiness, ten-minute neighbourhood, urban design, well-being
Procedia PDF Downloads 4051177 Philippine Film Industry and Cultural Policy: A Critical Analysis and Case Study
Authors: Michael Kho Lim
Abstract:
This paper examines the status of the film industry as an industry in the Philippines—where or how it is classified in the Philippine industrial classification system and how this positioning gives the film industry an identity (or not) and affects (film) policy development and impacts the larger national economy. It is important to look at how the national government recognises Philippine cinema officially, as this will have a direct and indirect impact on the industry in terms of its representation, conduct of business, international relations, and most especially its implications on policy development and implementation. Therefore, it is imperative that the ‘identity’ of Philippine cinema be clearly established and defined in the overall industrial landscape. Having a clear understanding of Philippine cinema’s industry status provides a better view of the bigger picture and helps us determine cinema’s position in the national agenda in terms of priority setting, future direction and how the state perceives and thereby values the film industry as an industry. This will then serve as a frame of reference that will anchor the succeeding discussion. Once the Philippine film industry status is identified, the paper will then clarify how cultural policy is defined, understood, and applied in the Philippines in relation to Philippine cinema by reviewing and analyzing existing policy documents and pending bills in the Philippine Congress and Senate. Lastly, the paper delves into the roles that (national) cultural institutions and industry organisations play as primary drivers or support mechanisms and how they become platforms (or not) for the upliftment of the independent film sector and towards the sustainability of the film industry. The paper concludes by arguing that the role of the government and how government officials perceive and treats culture is far more important than cultural policy itself, as these policies emanate from them. Keywords: cultural and creative industries, cultural policy, film industry, Philippine cinema

Authors: He YuanYan
Abstract:
In recent years, China has implemented the reform of land and space planning. As an important public policy, land and space planning plays a vital role in the construction and development of cities. Land and space planning throughout the country is in full swing, but there are still many disputes from all walks of life. The content, scope, and specific implementation process of land and space planning are also ambiguous, leading to the integration of multiple regulation problems such as unclear authority, unclear responsibilities, and poor planning results during the implementation of land and space planning. Therefore, it is necessary to sort out the development and evolution of domestic and foreign land space planning, clarify the problems and cruxes from the current situation of China's land space planning, and sort out the obstacles and countermeasures to the implementation of this policy, so as to deepen the understanding of the connotation of land space planning. It is of great practical significance for all planners to correctly understand and clarify the specific contents and methods of land space planning and to smoothly promote the implementation of land space planning at all levels. Keywords: territorial spatial planning, public policy, land space, overall planning

Authors: Yuanyuan Wang, Chun Hui
Abstract:
Drawing on social capital theory, this article discusses how individuals may utilize network ties to come up with creativity. Social capital theory elaborates how network ties enhances individual creativity from three dimensions: structural access, and relational and cognitive mechanisms. We categorize network ties into strong and weak in terms of tie strength. With less structural constraints, weak ties allow diverse and heterogeneous knowledge to prosper, further facilitating individuals to build up connections among diverse even distant ideas. On the other hand, strong ties with the relational mechanism of cooperation and trust may benefit the accumulation of psychological capital, ultimately to motivate and sustain creativity. We suggest that differential ties play different roles for individual creativity: Weak ties deliver informational benefit directly rifling individual creativity from informational resource aspect; strong ties offer solidarity benefits to reinforce psychological capital, which further inspires individual creativity engagement from a psychological viewpoint. Social capital embedded in network ties influence individuals’ informational acquisition, motivation, as well as cognitive ability to be creative. Besides, we also consider the moderating effects constraining the relatedness between network ties and creativity, such as knowledge articulability. We hypothesize that when the extent of knowledge articulability is low, that is, with low knowledge codifiability, and high dependency and ambiguity, weak ties previous serving as knowledge reservoir will not become ineffective on individual creativity. Two-wave survey will be employed in Mainland China to empirically test mentioned propositions. Keywords: network ties, social capital, psychological capital, knowledge articulability, individual creativity
