902 Beyond Rhetoric: Giving Effect to Social Rights Provisions under Chapter II of the Constitution of the Federal Republic of Nigeria

Abstract:
This paper gives content to the Provisions of Chapter II of the Constitution of the Federal Republic of Nigeria, it offers new perspectives on the nature of fundamental objectives and directive principles of state policy and the duties of citizens. It makes inquiries into the justiciability of these rights and examines the reasoning of the Nigerian courts in the interpretation and enforcement of the rights. The paper examines the emerging jurisprudence in India and South Africa and lessons are drawn from their respective models of enforcement of similar rights. The paper concludes by proposing more creative and novel alternatives to the enforcement and enjoyments of these rights, including: enforcement through Acts of Parliament, enforcement through other Constitutional provisions, indirect enforcement, enforcement through regional and international courts, enforcement by constructive engagement, and enforcement through electoral process. Overall, it is shown that there are available a variety of practical and effective ways of improving the realization and enjoyment of the provisions of Chapter II of the CFRN.Keywords: constructive-engagement, indirect enforcement, judicial activism, justiciability, social rights

Abstract:
Ultrasound (US) is widely used in medical field for a variety diagnostic techniques but, in recent years, it has also been creating great interest for therapeutic aims. Regarding drug delivery, the use of US as an activation source provides better spatial delivery confinement and limits the undesired side effects. However, at present there is no complete characterization at a fundamental level of the different signals produced by sono-activated nanocarriers. Therefore, the aim of this study is to obtain a metrological characterization of the cavitation phenomena induced by US through three parallel investigation approaches. US was focused into a channel of a customized phantom in which a solution with oxygen-loaded nanodroplets (OLNDs) was led to flow and the cavitation activity was monitored. Both quantitative and qualitative real-time analysis were performed giving information about the dynamics of bubble formation, oscillation and final implosion with respect to the working acoustic pressure and the type of nanodroplets, compared with pure water. Monitoring the characteristics of a nanostructured material comprises measurements of structural, morphological, mechanical, optical and electronic properties of the synthesized nanopowder and different layers and coatings of nanomaterials coated on transparent conducting oxides (TCOs) substrates like fluorine doped tin oxide (FTO) or Indium doped tin oxide (ITO). This article focuses on structural and optical characterization with emphasis on measurements of the photocatalytic efficiency as a photocatalyst and their interpretation to extract relevant information about various TCOs and materials, their emitter regions, and surface passivation. It also covers a brief description of techniques based on photoluminescence that can portray high resolution pictorial graphs for application as solar energy devices. With the advancement in the scientific techniques, detailed information about the structural, morphological, and optical properties can be investigated, which is further useful for engineering and designing of an efficient device. Abstract:
Predicting earthquakes is an important issue in the study of geography. Accurate prediction of earthquakes can help people to take effective measures to minimize the loss of personal and economic damage, such as large casualties, destruction of buildings and broken of traffic, occurred within a few seconds. United States Geological Survey (USGS) science organization provides reliable scientific information of Earthquake Existed throughout history & Preliminary database from the National Center Earthquake Information (NEIC) show some useful factors to predict an earthquake in a seismic area like Aleutian Arc in the U.S. state of Alaska. The main advantage of this prediction method that it does not require any assumption, it makes prediction according to the future evolution of object's time series. The article compares between simulation data result from trained BP and RBF neural network versus actual output result from the system calculations. Therefore, this article focuses on analysis of data relating to real earthquakes. Abstract:
In this study, we investigated the buckling performance of basalt fiber reinforced polymer (BFRP) sandwich infill panels. Fiber Reinforced Polymer (FRP) is a major evolution for energy dissipation when used as infill material of frame structure, a basic Polymer Matrix Composite (PMC) infill wall system consists of two FRP laminates surrounding an infill of foam core. Furthermore, this type of component is for retrofitting and strengthening frame structure to withstand the seismic disaster. In-plane compression was considered in the numerical analysis with ABAQUS platform to determine the buckling failure load of BFRP infill panel system. The present result shows that the sandwich BFRP infill panel system has higher resistance to buckling failure than those of glass fiber reinforced polymer (GFRP) infill panel system, i.e. 16% increase in buckling resistance capacity.Keywords: Basalt Fiber Reinforced Polymer (BFRP), buckling performance, FEM analysis, sandwich infill panel

Abstract:
Non-linear static analysis, commonly referred to as pushover analysis, is a powerful tool for assessing the seismic response of structures. A suitable lateral load pattern for pushover analysis can bring the results of this simple, quick and low-cost analysis close to the realistic results of nonlinear dynamic analyses. In this research, four samples of 10- and 15 story (two- and four-bay) reinforced concrete frames were studied. The lateral load distribution patterns recommended in FEMA 273/356 guidelines were applied to the sample models in order to perform pushover analyses. The results were then compared to the results obtained from several nonlinear incremental dynamic analyses for a range of earthquakes. Abstract:
Most of the tall structures are constructed using shear walls and tube systems in the recent decades. This makes the structure heavy and less resistant to lateral effects as the height of the structure goes up. This paper aims in the reduction of self-weight in tall structures by the use of Taper Cladding System (TCS) and also enumerates the construction techniques used in TCS. TCS has a tapering clad either fixed at the top or bottom of the structural core at the tapered end. This system eliminates the use of RC structural elements on the exterior of the structure and uses fewer columns only on the interior part to take up the gravity loads in order to reduce the self-weight of the structure. The self-weight reduction by TCS is 50% more compared to the present structural systems. The lateral loads on the hull will be taken care of by the tapered steel frame. Analysis were done to study the structural behaviour of taper cladded buildings subjected to lateral loads. TCS has a great impact in the construction of tall structures in seismic and dense urban areas. An effective construction management can be done by the use of Taper Cladding System. This paper addresses the issue of the speaking challenges that the Algerian PhD students experience during their studies abroad, particularly in UK territory; more specifically, this study describes how these students may deal with such challenges and whether the cultural differences is one core reason in such dilemma or not. To this end, an understanding and interpretation of what actually encompasses both linguistic interference and cultural differences are required. Throughout the paper there is an attempt to explain the theoretical basis of the interpretive research and to theoretically discuss the pivotal use of the interview, as a data collection tool, in interpretive research. Thus, the central issue of this study is to frame the theoretical perspective of the interpretive research through the discussion of PhD Algerian’s communication and interaction challenges in the EFL context. Today's mining industry is advancing gradually toward digital and visual direction. The three dimensional visualization geological modeling of mine is the digital characterization of mineral deposit, and is one of the key technology of digital mine. The three-dimensional geological modeling is a technology that combines the geological spatial information management, geological interpretation, geological spatial analysis and prediction, geostatistical analysis, entity content analysis and graphic visualization in three-dimensional environment with computer technology, and is used in geological analysis. In this paper, the three-dimensional geological modeling of an iron mine through the use of Surpac is constructed, and the weight difference of the estimation methods between distance power inverse ratio method and ordinary kriging is studied, and the ore body volume and reserves are simulated and calculated by using these two methods. As Indo-Pak has been the victim of heart diseases since many decades. Many surveys showed that percentage of cardiac patients is increasing in Pakistan day by day, and special attention is needed to pay on this issue. The framework is proposed for performing detailed analysis of ECG survey data which is conducted for measuring prevalence of heart diseases statistics in Pakistan. The ECG survey data is evaluated or filtered by using automated Minnesota codes and only those ECGs are used for further analysis which is fulfilling the standardized conditions mentioned in the Minnesota codes. Then feature selection is performed by applying proposed algorithm based on discernibility matrix, for selecting relevant features from the database. Clustering is performed for exposing natural clusters from the ECG survey data by applying spectral clustering algorithm using fuzzy c means algorithm. Abstract:
This paper describes a new diagnosis approach for identification of the progressive stator winding inter-turn short-circuit fault in induction motor. This approach is based on a simple monitoring of the combined information related to both magnitude and phase-angle obtained from the fundamental by the three line currents frequency analysis. In addition, to simplify the interpretation and analysis of the data; a new graphical tool based on a triangular representation is suggested. This representation, depending on its size, enables to visualize in a simple and clear manner, the existence of the stator inter-turn short-circuit fault and its discrimination with respect to a healthy stator. Image processing is a powerful tool for the enhancement of edges in images used in the interpretation of geophysical potential field data. Arial and terrestrial gravimetric surveys were carried out in the region of Tangier-Tetuan. From the observed and measured data of gravity Bouguer gravity anomalies map was prepared. This paper reports the results and interpretations of the transformed maps of Bouguer gravity anomaly of the Tangier-Tetuan area using image processing. Filtering analysis based on classical image process was applied. Operator image process like logarithmic and gamma correction are used. In 1929, a light redshift was discovered in distant galaxies and was interpreted as produced by galaxies moving away from each other at high speed. This interpretation led to the consideration of a new source of energy, which was called Dark Energy. Redshift is a loss of light wave frequency produced by galaxies moving away at high speed, but the loss of frequency can also be produced by the friction of light waves on their way to Earth. This friction is impossible because outer space is empty, but if it were not empty and a medium existed in this empty space, it would be possible. The consequences would be extraordinary because Universe acceleration and Dark Energy would be in doubt. Abstract:
Using Fourier transform and based on the Mindlin's 2nd gradient model that involves two length scale parameters, the Green's function, the Eshelby tensor, and the Eshelby-like tensor for a spherical inclusion are derived. It is proved that the Eshelby tensor consists of two parts; the classical Eshelby tensor and a gradient part including the length scale parameters which enable the interpretation of the size effect. When the strain gradient is not taken into account, the obtained Green's function and Eshelby tensor reduce to its analogue based on the classical elasticity. The Eshelby tensor in and outside the inclusion, the volume average of the gradient part and the Eshelby-like tensor are explicitly obtained. Unlike the classical Eshelby tensor, the results show that the components of the new Eshelby tensor vary with the position and the inclusion dimensions. The structural systems with the sandwich composite wall (SCSSC) are of very popular due to their ductileness and competency to swallow more energy and power than standard reinforced concrete shear walls. The purpose of this enhanced system is in high-rise building, Nuclear power plant facilities, and bridge slabs are much more. SCSSCs showed acceptable seismic performance under experimental tests and cyclic loading from the points of view of in-plane and out-of-plane shear and flexural interaction, in-plane punching shear, and compressive behavior. The use of sandwich composite walls with J-hook connectors has a significant effect on energy dissipation and reduction of dynamic responses of mid-rise and high-rise structural models. By changing the systems of the building from SW to SCWJ, the maximum inter-story drift values of ten- and fifteen-story models are reduced by up to 25% and 35%, respectively.Keywords: J-Hook sandwich composite walls, fling step, directivity, IDA analyses, fractile curves

Although chicken strains show differences in susceptibility to a number of diseases, the underlying immunological basis is yet to be elucidated. In the present study, heterophils were subjected to LPS stimulation and total RNA extraction, further differential gene expression was studied in broiler, layer and indigenous Aseel strain by Real Time RT-PCR at different time periods before and after induction. The expression of the 14 AvBDs and chTLR 1, 2, 3, 4, 5, 7, 15 and 21 was detectable in heterophils. The expression level of most of the AvBDs significantly increased (P<0.05) 3 hours post in vitro lipopolysaccharide challenge. Higher expression level and stronger activation of most AvBDs, NFkB-1 and IRF-3 in heterophils was observed with the stimulation of LPS in layer compared to broiler, and in Aseel compared to both layer and broiler. This investigation will allow more refined interpretation of immuno-genetic basis of the variable disease resistance/susceptibility in divergent stock of chicken including indigenous breed. Abstract:
The main objective of this study is to develop a subsurface fracture map of naturally fractured reservoirs by overcoming the limitations associated with different data sources in characterising fracture properties. Some of these limitations are overcome by employing a nested neuro-stochastic technique to establish inter-relationship between different data, as conventional well logs, borehole images (FMI), core description, seismic attributes, and etc. and then characterise fracture properties in terms of fracture density and fractal dimension for each data source. Fracture density is an important property of a system of fracture network as it is a measure of the cumulative area of all the fractures in a unit volume of a fracture network system and Fractal dimension is also used to characterize self-similar objects such as fractures. At the wellbore locations, fracture density and fractal dimension can only be estimated for limited sections where FMI data are available. Therefore, artificial intelligence technique is applied to approximate the quantities at locations along the wellbore, where the hard data is not available. Abstract:
Recent decades have witnessed significant efforts being made to optimize different types of structures and components. The concept of cost optimization in reinforced concrete structures, which aims at minimizing financial resources while ensuring maximum building safety, comprises multiple materials, and the objective function for their optimal design is derived from the construction cost of the steel as well as concrete that significantly contribute to the overall weight of reinforced concrete (RC) structures. To achieve this objective, this work has been devoted to optimizing the structural design of 3D RC frame buildings which integrates, for the first time, the Algerian regulations. Three different test examples were investigated to assess the efficiency of our work in optimizing RC frame buildings. The hybrid GWOPSO algorithm is used, and 30000 generations are made. The cost of the building is reduced by iteration each time. Concrete and reinforcement bars are used in the building cost. As a result, the cost of a reinforced concrete structure is reduced by 30% compared with the initial design. This result means that the 3D cost-design optimization of the framed structure is successfully achieved.Keywords: optimization, automation, API, Malab, RC structures

Many applications of remote sensing to vegetation and crop response depend on spectral properties of individual leaves and plants. Vegetation indices are usually determined to estimate crop biophysical parameters like crop canopies and crop leaf area indices with the help of remote sensing. Cotton crops assessment is performed with the help of vegetative indices. Remotely sensed images from an optical multispectral radiometer MSR5 are used in this study. The interpretation is based on the fact that different materials reflect and absorb light differently at different wavelengths. Non-normalized and normalized forms of these datasets are analyzed using two complementary data mining algorithms; K-means and K-nearest neighbor (KNN). The escalating tech innovation in new media culture is liberating audiences from passive consumption to more productive and critical engagement with the legacy and streaming television media. However, how fan translation is furthering the reception and interpretation of global screen stories remains the outlier of television studies. This paper will showcase the fan-based cross-cultural engagement with the Marvel Cinematic Universe (MCU) in China. This is to highlight: 1) the ways marginal audiences (Chinese MCU fans) seek to sync with the recent telecinematic expansion of MCU; 2) the forensic and interpretative works done by Chinese MCU fans who persistently seek to amplify the pleasure of MCU content in their media contexts; 3) the crucial but largely unacknowledged cultural value generated by Chinese MCU fandom in the outlier of contemporary Chinese TV culture. Abstract:
The general difference analysis between the former and new design concepts in geotechnical engineering is carried out. The application of new regulations results in the need for real adaptation of the computation principles of limit states, i.e. by providing a uniform way of analyzing engineering tasks. Generally, it is not possible to unambiguously match the limit state verification procedure with those in the construction engineering. The reasons are the inability to fully consistency of the common probabilistic basis of the analysis, and the fundamental effect of material properties on the value of actions and the influence of actions on resistance. Consequently, it is not possible to apply separate factorization with partial coefficients, as in construction engineering. For the slope stability analysis design procedures problems in the light of the use of limit states in relation to the concept of allowable stresses is detailed in. The quantifications of the safety margins in the slope stability analysis for both approaches is done. When analyzing the stability of the slope, by the strict application of the adopted forms from the new regulations for significant external temporary and/or seismic actions, the equivalent margin of safety is increased. Abstract:
Thiourea-Formaldehyde Pre-Polymer (TUF) was prepared by the reaction thiourea and formaldehyde in basic medium and used as a coating materials for magnetite Fe3O4. The synthesized polymer coated microspheres (TUF@Fe3O4) was characterized using FTIR, TGA SEM and TEM. Its BET surface area was up to 1680 m2 g_1. The adsorption capacity of this ACF product was evaluated in its adsorption of Methylene Blue (MB) in water under different pH values and different temperature. We found that the adsorption process was well described both by the Langmuir and Freundlich isotherm model. The kinetic processes of MB adsorption onto TUF@Fe3O4 were described in order to provide a more clear interpretation of the adsorption rate and uptake mechanism. The overall kinetic data was acceptably explained by a pseudo second-order rate model. Evaluated ∆Go and ∆Ho specify the spontaneous and exothermic nature of the reaction. The adsorption takes place with a decrease in entropy (∆So is negative). The monolayer capacity for MB was up to 450 mg g_1 and was one of the highest among similar polymeric products. Mechanism of verbal thinking consisted at the deep level of basic concepts, rules for integration and classification, neural networks of vocabulary. In neuro cognitive study of language, neural architecture and neuro psychological mechanism of verbal cognition are basis of a vector-based modeling. Verbal perception and interpretation of the infinite set of meanings and propositions in mental continuum can be modeled by applying tensor methods. India, a rapidly growing economy with a burgeoning population, grapples with the dual challenge of meeting rising energy demands and reducing its carbon footprint. Geothermal energy, an often overlooked and underutilized renewable source, holds immense potential for addressing this challenge. Geothermal resources offer a valuable, consistent, and sustainable energy source, and may significantly contribute to India's energy. This paper discusses the importance of geothermal exploration in India, emphasizing its role in achieving sustainable energy production while mitigating environmental impacts. It also delves into the methodology employed to assess geothermal resource feasibility, including geophysical surveys and borehole drilling. The results and discussion sections highlight promising geothermal sites across India, illuminating the nation's vast geothermal potential. It detects potential geothermal reservoirs, characterizes subsurface structures, maps temperature gradients, monitors fluid flow, and estimates key reservoir parameters. Globally, geothermal energy falls into high and low enthalpy categories, with India mainly having low enthalpy resources, especially in hot springs. The northwestern Himalayan region boasts high-temperature geothermal resources due to geological factors. Promising sites, like Puga Valley, Chhumthang, and others, feature hot springs suitable for various applications. The Son-Narmada-Tapti lineament intersects regions rich in geological history, contributing to geothermal resources. Southern India, including the Godavari Valley, has thermal springs suitable for power generation. The Andaman-Nicobar region, linked to subduction and volcanic activity, holds high-temperature geothermal potential. Geophysical surveys, utilizing gravity, magnetic, seismic, magnetotelluric, and electrical resistivity techniques, offer vital information on subsurface conditions essential for detecting, evaluating, and exploiting geothermal resources. The gravity and magnetic methods map the depth of the mantle boundary (high-temperature) and later accurately determine the Curie depth. Electrical methods indicate the presence of subsurface fluids. Seismic surveys create detailed sub-surface images, revealing faults and fractures and establishing possible connections to aquifers. Borehole drilling is crucial for assessing geothermal parameters at different depths. Detailed geochemical analysis and geophysical surveys in Dholera, Gujarat, reveal untapped geothermal potential in India, aligning with renewable energy goals. In conclusion, geophysical surveys and borehole drilling play a pivotal role in economically viable geothermal site selection and feasibility assessments. With ongoing exploration and innovative technology, these surveys effectively minimize drilling risks, optimize borehole placement, aid in environmental impact evaluations, and facilitate remote resource exploration. Abstract:
In this study, undrained triaxial tests under anisotropic consolidation were conducted on the reconstituted samples of Ramsar sand, which underlies a densely populated, seismic region of the southern coast of Caspian Sea in Mazandaran province, Iran. Ramsar costal city is regularly visited by many tourists. Accordingly, many tall building and heavy structures are going to be constructed over this coastal area. This region is overlaid by poorly graded clean sand and because of high water level, is susceptible to liquefaction. The specimens were consolidated anisotropically to simulate initial shear stress which is mobilized due to surface constructions. Different states of soil behavior were obtained by applying different levels of initial relative density, shear stress, and effective stress. It is shown that Ramsar clean sand can experience the whole possible states of liquefiable soils i.e. fully liquefaction, limited liquefaction, and dilation behaviors. It would be shown that by increasing the shear parameter in high confine pressure, the liquefaction susceptibility has increased while for low confine pressure it would be vice versa.Keywords: anisotropic, triaxial test, shear parameter, static liquefaction

Abstract:
Overstrength factor is an important parameter of load reduction factor. In this research, the overstrength factor (Ω) of reinforced concrete (RC) buildings and the parameters of Ω in TEC-2016 draft version have been explored. For this aim, 48 RC buildings have been modeled according to the current seismic code TEC-2007 and Turkish Building Code-500-2000 criteria. After modelling step, nonlinear static pushover analyses have been applied to these buildings by using TEC-2007 Section 7. After the nonlinear pushover analyses, capacity curves (lateral load-lateral top displacement curves) have been plotted for 48 RC buildings. Using capacity curves, overstrength factors (Ω) have been derived for each building. The obtained overstrength factor (Ω) values have been compared with TEC-2016 values for related building types, and the results have been interpreted. According to the obtained values from the study, overstrength factor (Ω) given in TEC-2016 draft code is found quite suitable.Keywords: reinforced concrete buildings, overstrength factor, earthquake, static pushover analysis

Machine learning represents a set of topics dealing with the creation and evaluation of algorithms that facilitate pattern recognition, classification, and prediction, based on models derived from existing data. The data can present identification patterns which are used to classify into groups. The result of the analysis is the pattern which can be used for identification of data set without the need to obtain input data used for creation of this pattern. An important requirement in this process is careful data preparation validation of model used and its suitable interpretation. For breeders, it is important to know the origin of animals from the point of the genetic diversity. In case of missing pedigree information, other methods can be used for traceability of animal´s origin. Genetic diversity written in genetic data is holding relatively useful information to identify animals originated from individual countries. Abstract:
Continental sediments of the uppermost Carboniferous (late Pennsylvanian) El Menizla and Oued Issene formations of the Souss basin, Southwestern High Atlas Mountains, Morocco have yielded abundant well-preserved arthropods. The latter comprise freshwater and terrestrial elements, were found associated with plants, freshwater jellyfish and pelecypods. Arthropods are ubiquitous and typically restricted to the dominated lacustrine black shale taphofacies. The lithofacies interpretation and its correlation with the taphofacies led to the determination of the original depositional environment that was reconstructed as a fluvial-dominated with braided wide channel system and floodplain lakes to peat local backswamps sub-environments. The late Carboniferous fossiliferous strata have been correlated biostratigraphically with many other Pennsylvanian (Kasimovian/Gzhelian) deposits of North America and Europe on the basis of entomological studies. The faunal elements of the lentic biocoenosis of the Souss basin are depauperate, with the vagile forms slightly diverse than sessile ones. The prevailing groups are small shelly fauna, other habitat guild such as apterygotan Monura insect dasyleptids. The fossils recorded from the Souss basin includes crustaceans, of various sizes (µm- to mm) and morphologies, preservation state ranging from poorly preserved to rarely well-preserved specimens. Their remains sporadically found clustered and preserved as internal or external shell molds or steinkerns often disarticulated specimens. Ostracods as more likely Carbonita, their shells are preserved three-dimensionally. The clam shrimps conchostracans record of the Souss basin are often determined as pseudestherids and the Spinicaudatan leaiids. The moldic preservation is somewhat similar to pelecypods, they are known from internal casts or impressions. Monura insects are characterized by their low diversity, thus, only two species are known Dasyleptus lucasi Brongniart and Dasyleptus noli Rasnitsyn. The terrestrial component consists of pterygotan insects. They are diverse, significantly more frequent throughout the Souss basin fossil localities, numerically dominated by the members of Blattodea (cockroaches). The fossil record includes Blattodea, Protorthoptera, Diaphanopterodea, Ephemeroptera (mayfly) , Calneurodea, Grylloblattodea, Miomoptera and Palaeodictyoptera. Additionally, the composition of the preserved insect is mostly represented by completely isolated forewings, rare membranous hindwings, parts of the body or exceptionally preserved specimens, which may reflect a wide spectrum of taphonomic pathways. The steady increase in taxonomic diversity of fossil sites in the Souss basin, together with the taphonomic interpretation of arthropods assemblages, have contributed to provide a novel insight into the complex terrestrial ecosystem that thrived in this paleotropical key region during the late Pennsylvanian and additionally to understand climate-driven paleobiogeography and paleoecology of late Paleozoic non-marine arthropods.Keywords: Souss, carboniferous, arthropods, taphonomy, paleoecology.

Abstract:
The issue of climate change become world attention where one of them increase in air temperature due to greenhouse gas emissions. This climate change is caused by gases in the atmosphere, one of which is CO2. DKI Jakarta as the capital has a dense population with a variety of existing land use. Land use that is dominated by settlements resulting in fewer green space, which functions to absorb atmospheric CO2. Image interpretation SPOT-7 is used to determine the greenness level of vegetation on a green space using the vegetation index NDVI, EVI, GNDVI and OSAVI. Measuring the diameter and height of trees were also performed to obtain the value of biomass that will be used as the CO2 absorption value. The CO2 absorption value that spread in Jakarta are classified into three classes: high, medium, and low. The distribution pattern of CO2 absorption value at green space in Jakarta dominance in the medium class with the distribution pattern is located in South Jakarta, East Jakarta, North Jakarta and West Jakarta.
