Abstract:
In the context of the era of rural revitalization, rural land is popular for more and more active, and its process has been widely concerned by all walks of life. By analyzing and summarizing the actual situation of land transfer, the author found that land transfer has such problems as ambiguous land transfer benefit subjects, decentralized and disorderly land transfer forms, lack of guarantee system for land transfer, and land transfer affecting food production. Abstract:
Nowadays, grinding is frequently replaced with hard turning for reducing set up time and higher accuracy. This paper focused on mathematical modeling of average surface roughness (Ra) in hard turning of AISI L2 grade (DIN 1.2210) cold work tool steel with ceramic tools. The steel was hardened to 60±1 HRC after the heat treatment process. Cutting speed, feed rate, depth of cut and tool nose radius was chosen as the cutting conditions. The uncoated ceramic cutting tools were used in the machining experiments. The machining experiments were performed according to Taguchi L27 orthogonal array on CNC lathe. Ra values were calculated by averaging three roughness values obtained from three different points of machined surface. The influences of cutting conditions on surface roughness were evaluated as statistical and experimental. The analysis of variance (ANOVA) with 95% confidence level was applied for statistical analysis of experimental results. Finally, mathematical models were developed using the artificial neural networks (ANN). ANOVA results show that feed rate is the dominant factor affecting surface roughness, followed by tool nose radius and cutting speed.Keywords: ANN, hard turning, DIN 1.2210, surface roughness, Taguchi method

Abstract:
The demand for wireless cellular services continues to increase while the radio resources remain limited. Thus, network operators have to continuously manage the scarce radio resources in order to have an improved quality of service for mobile users. This paper proposes how to handle the problem of congestion in the mobile network by prioritizing handoff call, using the guard channel allocation scheme. The research uses specific threshold value for the time of allocation of the channel in the algorithm. The scheme would be simulated by generating various data for different traffics in the network as it would be in the real life. The result would be used to determine the probability of handoff call dropping and the probability of the new call blocking as a way of measuring the network performance.Keywords: call block, channel, handoff, mobile cellular network

Abstract:
Subjective time plays an important role in consciousness processes and self-awareness at the moment. The concept of intrinsic neural timescales (INT) explains the difference in perceiving various time intervals. The capacity to experience the present builds on the fundamental properties of temporal cognition. The challenge that both philosophy and neuroscience try to answer is how the brain differentiates the present from the past and future. In our work, we analyze papers which describe mechanisms involved in the perception of ‘present’ and ‘non-present’, i.e., future and past moments. Taking into account that we perceive time intervals even during rest or relaxation, we suppose that the default-mode network activity can code time features, including the present moment. We can compare some results of time perceptual studies, where brain activity was shown in states with different flows of time, including resting states and during “mental time travel”. According to the concept of mental traveling, we employ a range of scenarios which demand episodic memory. However, some papers show that the hippocampal region does not activate during time traveling. It is a controversial result that is further complicated by the phenomenological aspect that includes a holistic set of information about the individual’s past and future.Keywords: temporal consciousness, time perception, memory, present

Abstract:
This paper examines the system protection for cyber-physical systems (CPS). CPS are particularly characterized by their networking system components. This means they are able to adapt to the needs of their users and its environment. With this ability, CPS have new, specific requirements on the protection against anti-counterfeiting, know-how loss and manipulation. They increase the requirements on system protection because piracy attacks can be more diverse, for example because of an increasing number of interfaces or through the networking abilities. The new requirements were identified and in a next step matched with existing protective measures. Due to the found gap the development of new protection measures has to be forced to close this gap. Abstract:
Due to the solar geometry of Singapore, which lay within the geographical classification of equatorial tropics, there is a great deal of thermal energy transfer to the inside of the buildings. With changing face of economic development of cities like Singapore, more and more buildings are designed to be lightweight using transparent construction materials such as glass. Increased demand for energy efficiency and reduced cooling load demands make it important for building designer and operators to adopt new and non-invasive technologies to achieve building energy efficiency targets. A real time performance evaluation study was undertaken at School of Art Design and Media (SADM), Singapore, to determine the efficiency potential of a new generation solar insulation film. The building has a window to wall ratio (WWR) of 100% and is fitted with high performance (low emissivity) double glazed units. The empirical data collected was then used to calibrate a computerized simulation model to understand the annual energy consumption based on existing conditions (baseline performance). It was found that the correlations of various parameters such as solar irradiance, solar heat flux, and outdoor air-temperatures quantification are significantly important to determine the cooling load during a particular period of testing.Keywords: solar insulation film, building energy efficiency, tropics, cooling load

Nursing is a very challenging field in South Africa and due to the burden of disease it is critical that nursing students are prepared with the adequate knowledge and skills to deliver effective patient care. Despite this very little research has been done on the teaching strategies used by nurse educators to teach nursing students. It is in this context that a survey of all nurse educators at Nursing Colleges and Universities in Kwa-Zulu Natal was undertaken (n=300) to explore what current pedagogical strategies were being used and which more creative methodologies should be implemented in relation to specific nursing content. Findings revealed that most nurse educators still utlize the lecture approach, but although believe other methodologies such as e-learning are important have not done so because of inadequate training. Abstract:
Benchmarking has progressively become entrenched as a requisite activity for process improvement and enhancing service delivery at petroleum jetties and terminals, most especially during tanker discharge operations at the ship – shore interface, as avoidable delays result in extra operating costs, non-productive time, high demurrage payments and ultimate product scarcity. The jetty and terminal in focus had been operational for 3 and 8 years respectively, with proper operational and logistic records maintained to evaluate their progress over time in order to plan and implement modifications and review of procedures for greater technical and economic efficiency. Regular and emergency staff meetings were held on a team, departmental and company-wide basis to progressively address major challenges that were encountered during each operation. The process and outcome of the resultant collectively planned changes carried out within the past two years forms the basis of this paper, which mirrors the initiatives effected to enhance operational and maintenance excellence at the affected facilities. Operational modifications included a second cargo receipt line designated for gasoline, product loss control at jetty and shore ends, enhanced product recovery and quality control, and revival of terminal–jetty backloading operations. Logistic improvements were the incorporation of an internal logistics firm and shipping agency, fast tracking of discharge procedures for tankers, optimization of tank vessel selection process, and third party product receipt and throughput. Maintenance excellence was achieved through construction of two new lay barges and refurbishment of the existing one; revamping of existing booster pump and purchasing of a modern one as reserve capacity; extension of Phase 1 of the jetty to accommodate two vessels and construction of Phase 2 for two more vessels; regular inspection, draining, drying and replacement of cargo hoses; corrosion management program for all process facilities; and an improved, properly planned and documented maintenance culture. Safety, environmental and security compliance were enhanced by installing state-of-the-art fire fighting facilities and equipment, seawater intake line construction as backup for borehole at the terminal, remediation of the shoreline and marine structures, modern spill containment equipment, improved housekeeping and accident prevention practices, and installation of hi-technology security enhancements, among others. The end result has been observed over the past two years to include improved tanker turnaround time, higher turnover on product sales, consistent product availability, greater indigenous human capacity utilisation by way of direct hires and contracts, as well as customer loyalty. The lessons learnt from this exercise would, therefore, serve as a model to be adapted by other operators of similar facilities, contractors, academics and consultants in a bid to deliver greater sustainability and profitability of operations at the ship – shore interface to this strategic industry.Keywords: benchmarking, optimisation, petroleum jetty, petroleum terminal

Abstract:
Music has been considered for decades as a tool to express emotions. In the case of people with some physical disabilities, they are able to develop what is known as echolocation. It means that the development of some of the senses to compensate the lack of one of them. For instance, it has been proved that people with reduced visibility have a more developed hearing capacity. In series or films, music is fundamental to contextualize the viewer in the story. Music becomes an indispensable element to make people with reduced visibility to understand the plot and to avoid ambiguities, in the absence of an audio description. Since the songs of Japanese animes have not been as studied as other soundtracks from this point of view to our knowledge, the three openings of the anime Shingeki no Kyojin have been chosen to carry out the experiment from which this study will start. It will test the perceptions of people with reduced visibility by reproducing the three opening songs of Shingeki no Kyojin and asking the users questions related to their thoughts about the anime, their feelings when listening to these songs and the possible story that this anime could be about. Abstract:
At present, where most of the soils of Georgia have a small contour, the demand for small-capacity technical means, in particular motoblocks, has increased. Motoblocks perform agricultural work for various purposes, where the work process is performed by the operator, who experiences various magnitudes of vibration, impact, noise, and in general, as a result of long-term work production, causes body damage, dynamic load, and respiratory diseases in people. In the scientific paper, the dependence on the vibration of different types of diesel fuel is investigated in the case of five different revolutions in the internal combustion engine. Studies have shown that fuel and engine speed are the only risk factors that contradict the ISO 5349-2(2004) international standard. The experience of four years of work studies showed that 10% of operators received various types of injuries as a result of working with motoblocks. Experiments also showed that the amount of vibration decreases when the number of revolutions of the engine increases, and in the case of using biodiesel fuel, the damage risk factor is 5-10%, and in the case of using conventional diesel, this indicator has gone up to 20%.Keywords: engine, vibration, biodiesel, high risk factor, working conditions

Unemployment is a problem that face many graduates all over the world. Every year universities in many parts of the world produce graduates who are looking for an employment. Swahili, a Bantu language originated in East African coast, can be used as an avenue for youth’s employment in South Africa. This paper helps youth to know about job opportunities available through teaching Swahili language. The objective of this paper is capacity building to youths to be teachers of Swahili and be ready to compete in the marketplace. The methodology was through two weeks online training on how to teach Swahili as a foreign language. The communicative approach and task-based approach were used. Participants to this training were collected through a WhatsApp group advertisement about “short training for Swahili teachers for foreigners”. A total number of 30 participants registered but only 11 attended the training. Training was online via zoom. The contribution of this paper is that by being fluent in Swahili one would benefit with teaching job opportunities anywhere in the world. Hence the problem of unemployment among the youths would be reduced as they can employ themselves or being employed in academic institutions anywhere in the world. The paper calls for youths in South Africa to opt for Swahili language courses to be trained and become experts in the teaching Swahili as a foreign language.Keywords: foreign language, linguistic market, Swahili, employment

Many concrete technologists are looking for a solution to replace fly ashes as a component that occurs as a major component of many types of concrete. The importance of such a component is clear -it saves cement and reduces the amount of CO₂ in the atmosphere that occurs during cement production. For example, the amount of cement in ultrahigh strength concrete (UHPC) is approximately 700-800 kg/m³ in normal concrete up to 350 kg/m³. For this reason, it is easy to follow that the use of components like fly ashes or wood ashes protect the environment. The newest investigations carried out at the University of Stuttgart have clearly shown that the use of wood ashes with appropriate pre-treatment in concrete has a positive effect. German-wide, there are hundreds of tons of wood ashes, which can be used in a wide range of construction materials. The strengths of the concrete with different types of cement and with wood ashes have given the same or, in some cases, better results than those with the use of fly ashes. There are many areas in building construction, where the clays of wood ashes can be used as a by-product. This does not only require a strength test but also, for example, an examination of structural-physical parameters. Especially the heat and moisture characteristics have an important role in times of energy-efficient construction. These are therefore determined and then compared with the characteristics of the concretes with fly ashes. The University of Stuttgart has decided to investigate the buildings' physical properties of different types of concrete with wood ashes to find their application in construction. The burden of brain-related disease is very high. There are a lot of brain-related diseases with limited treatment result and thus raise the burden more. The Parkinson Disease (PD), Mental Health Problem, or Paralysis of extremities treatments had risen concern, as the patients for those diseases usually had a low quality of life and low chance to recover fully. There are also many other brain or related neural diseases with the similar condition, mainly the treatments for those conditions are still limited as our understanding of the brain function is insufficient. Brain Implant Technology had given hope to help in treating this condition. In this paper, we examine the current update of the brain implant technology. Neurotechnology is growing very rapidly worldwide. The United States Food and Drug Administration (FDA) has approved the use of Deep Brain Stimulation (DBS) as a brain implant in humans. As for neural implant both the cochlear implant and retinal implant are approved by FDA too. All of them had shown a promising result. DBS worked by stimulating a specific region in the brain with electricity. This device is planted surgically into a very specific region of the brain. This device consists of 3 main parts: Lead (thin wire inserted into the brain), neurostimulator (pacemaker-like device, planted surgically in the chest) and an external controller (to turn on/off the device by patient/programmer). FDA had approved DBS for the treatment of PD, Pain Management, Epilepsy and Obsessive Compulsive Disorder (OCD). The target treatment of DBS in PD is to reduce the tremor and dystonia symptoms. DBS has been showing the promising result in animal and limited human trial for other conditions such as Alzheimer, Mental Health Problem (Major Depression, Tourette Syndrome), etc. Every surgery has risks of complications, although in DBS the chance is very low. DBS itself had a very satisfying result as long as the subject criteria to be implanted this device based on indication and strictly selection. Other than DBS, there are several brain implant devices that still under development. It was included (not limited to) implant to treat paralysis (In Spinal Cord Injury/Amyotrophic Lateral Sclerosis), enhance brain memory, reduce obesity, treat mental health problem and treat epilepsy. The potential of neurotechnology is unlimited. When brain function and brain implant were fully developed, it may be one of the major breakthroughs in human history like when human find ‘fire’ for the first time. This paper is focused on the mechanical characterization of foamed concrete specimens with protein-based foaming agent. Unlike classic foamed concrete, a peculiar property of the analyzed foamed concrete is the extrudability, which is achieved via a specific additive in the concrete mix that significantly improves the cohesion and viscosity of the fresh cementitious paste. A broad experimental campaign was conducted to evaluate the compressive strength and the indirect tensile strength of the specimens. The study has comprised three different cement types, two water/cement ratios, three curing conditions and three target dry densities. The economic successes of commercial development of agricultural product processing depend upon the adaptability of each processing stage to mechanization. In maize processing, one of its post-harvest operations that is still facing a major challenge is dehusking. Therefore, a maize dehusking machine that could replace the prevalent traditional method of dehusking maize in developing countries, especially Nigeria was designed, constructed and tested at the Department of Agricultural and Bio-Environmental Engineering Technology, Rufus Giwa Polytechnic, Owo. The basic features of the machine are feeding unit (hopper), housing frame, dehusking unit, drive mechanism and discharge outlets. The machine was tested with maize of 50mm average diameter at 13% moisture content and 2.5mm machine roller clearance. Test results showed appreciable performance with the dehusking efficiency of 92% and throughput capacity of 200 Kg/hr at a machine speed of 400rpm. The estimated production cost of the machine at the time of construction is forty-five thousand, one hundred and eighty nairas (₦45,180) excluding the cost of the electric motor. Due to their heritable characteristics, they are useful for identification and characterization of specific genotypes. The study involves various types of molecular markers used to select multiple desired characters in plants, their properties, and advantages to improve crop productivity in adverse climatological conditions for the purpose of providing food security to fast-growing global population. The study shows that genetic similarities obtained from molecular markers provide more accurate information and the genetic diversity can be better estimated from the genetic relationship obtained from the dendrogram. As everyone knows, fly ash is a residual material we get upon energy production using coal. It has found numerous advantages for use in the concrete industry like improved workability, increased ultimate strength, reduced bleeding, reduced permeability, better finish and reduced heat of hydration. Types of fly ash depend on the type of coal and the coal combustion process. It is a pozzolanic material and has mainly two classes, F and C, based on the chemical composition. The fly ash used for this experimental work contains significant amount of lime and would be categorized as type F fly ash. Generally all types of fly ash have particle size less than 0.075mm. The fineness and lime content of fly ash are very important as they will affect the air content and water demand of the concrete, thereby affecting the durability and strength of the concrete. The present work has been done to optimize the use of fly ash to produce concrete with improved results and added benefits. A series of tests are carried out, analyzed and compared with concrete manufactured using only Portland cement as a binder. The present study is carried out for concrete mix with replacement of cement with different proportions of fly ash. Two concrete mixes M25 and M30 were studied with six replacements of cement with fly ash i.e. 40%, 45%, 50%, 55%, 60% and 65% for 7-day, 14-day, 28-day, 56-day and 90-day. Study focused on compressive strength, split tensile strength, modulus of elasticity and modulus of rupture of concrete. Study clearly revealed that cement replacement by any proportion of fly ash failed to achieve early strength. Interface properties of fiber metal laminates (FML) affects the integrity and deformation failure modes. In this paper, the mechanical behaviours of Ti/GFRP/Ti laminates were experimentally investigated through low-velocity impact tests. Two different surface treatments of Titanium (Ti-6Al-4V) alloy sheets were prepared to obtain the composite interface properties based on annealing and sandblast surface treatment processes. The deformation failure modes, impact load sustaining ability and energy absorption capacity of FMLs were analysed. The impact load and modulus were shown to be dependent on the surface treatments of Titanium (Ti-6Al-4V) alloy sheets. It was demonstrated that the impact load performance was enhanced when titanium surfaces were annealed and sandblasted. It has also been shown that the values of the strength and energy absorption were slightly higher when the tests conducted at relatively higher loading rate, as a result of the rate-sensitive effects on the damage resistance of the FML.Keywords: fiber metal laminates, metal composite interface, indentation, low velocity impact

Many buildings and bridges are damaged due to impact loading, explosions, terrorist attacks and wars. Most of the damaged structures members such as beams, columns and slabs are not totally failed and it can be repaired. Nowadays, carbon fibre reinforced polymer CFRP has been wildly used in strengthening and retrofitting the structures members. CFRP can rector the load carrying capacity of the damaged structures members to make them serviceable. An experimental investigation was conducted to investigate the impact behaviour of the damaged beams repaired with CFRP. The tested beams had different degrees of damage and near surface mounted technique NSM was used to install the CFRP. A heavy drop weight impact test machine was used to conduct the experimental work. The study investigated the impact strength, stiffness, cracks and deflection of the CFRP repaired beams. The results show that CFRP significantly increased the impact resistance of the damaged beams. CFRP increased the damaged beams stiffness and reduced the deflection. The results showed that the NSM technique is more effective in repairing beams and preventing the debonding of the CFRP.Keywords: damaged, concrete, impact, repaired

We propose a convolution neural network (CNN) for quality adaptive compression artifact reduction named QCARNet. The proposed method is different from the existing discriminative models that learn a specific model at a certain quality level. The method is composed of a quality estimation CNN (QECNN) and a compression artifact reduction CNN (CARCNN), which are two functionally separate CNNs. By connecting the QECNN and CARCNN, each CARCNN layer is able to adaptively reduce compression artifacts and preserve details depending on the estimated quality level map generated by the QECNN. We experimentally demonstrate that the proposed method achieves better performance compared to other state-of-the-art blind compression artifact reduction methods.Keywords: compression artifact reduction, deblocking, image denoising, image restoration

In the recent years, Samoilov Research Institute for Mineral Fertilizers JSC “NIUIF”, the oldest (established in September 1919) industry-oriented institute in Russia, has developed a range of sustainable, environment-friendly, zero-waste technologies that ensure minimal consumption of materials and energy resources and fully consistent with the principles of Green Chemistry that include: - Ecofriendly energy and resource saving technology of sulfuric acid from sulfur according to DC-DA scheme (double conversion - double absorption); - Improved zero-waste technology of wet phosphoric acid (WPA) by dihydrate-hemihydrate process applicable to various types of phosphate raw materials; - Flexible, efficient, zero-waste, universal technology of NP / NPS / NPK / NPKS fertilizers with maximum heat recovery from chemical processes; - Novel, zero-waste, no-analogue technology of granular PK / PKS / NPKS fertilizers with controlled dissolution rate and nutrient supply into the soil, which allows to process a number of wastes and by-products; - Innovative resource-saving joint processing of wastes from the production of phosphogypsum and fluorosilicic acid (FSA) into ammonium sulfate with simultaneous neutralization of fluoride compounds with no lime used. - New fertilizer technology of increased environmental and agrochemical efficiency (currently under development). All listed green technologies are patented with Russian and Eurasian patents. Abstract:
In this paper, shear behavior of reconstituted clay reinforced with varying diameter of sand compaction piles with area replacement-ratio (as) of 6.25, 10.24, 16, 20.25 and 64% in 100mm diameter and 200mm long clay specimens is modeled using consolidated drained and undrained triaxial tests under different confining pressures ranging from 50kPa to 575kPa. The test results show that the stress-strain behavior of the clay was highly influenced by the presence of SCP. The insertion of SCPs into soft clay has shown to have a positive effect on the load carrying capacity of the clay, resulting in a composite soil mass that has greater shear strength and improved stiffness compared to the unreinforced clay due to increased reinforcement area ratio. In addition, SCP also acts as vertical drain in the clay thus accelerating the dissipation of excess pore water pressures that are generated during loading by shortening the drainage path and activating radial drainage, thereby reducing post-construction settlement. Thus, sand compaction piles currently stand as one of the most viable and practical techniques for improving the mechanical properties of soft clays.Keywords: reconstituted clay, SCP, shear strength, stress-strain response, triaxial tests

Abstract:
Efficient extraction of proteins by removing interfering materials is necessary in proteomics, since most instruments cannot handle such contaminated sample matrices directly. In this study, chitosan-coated magnetic nanoparticles (CS-MNPs) for purification of myoglobin were successfully fabricated. First, chitosan (CS) was prepared by a deacetylation reaction during its extraction from shrimp-shell waste. Second, magnetic nanoparticles (MNPs) were synthesised, using the coprecipitation method, from aqueous Fe2+ and Fe3+ salt solutions by the addition of a base under an inert atmosphere, followed by modification of the surface of MNPs with chitosan. The morphology of the formed nanoparticles, which were about 23 nm in average diameter, was observed by transmission electron microscopy (TEM). In addition, nanoparticles were characterised using X-ray diffraction patterns (XRD), which showed the naked magnetic nanoparticles have a spinel structure and the surface modification did not result in phase change of the Fe3O4. The coating of MNPs was also demonstrated by scanning electron microscopy (SEM) analysis, energy dispersive analysis of X-ray spectroscopy (EDAX), and Fourier transform infrared (FT-IR) spectroscopy. The adsorption behaviour of MNPs and CS-MNPs towards myoglobin was investigated. It was found that the difference in adsorption capacity between MNPs and CS-MNPs was larger for CS-MNPs. This result makes CS-MNPs good adsorbents and attractive for using in protein extraction from biological samples.Keywords: chitosan, magnetic nanoparticles, coprecipitation, adsorption

Abstract:
This paper deals with the Vehicle Routing Problem (VRP) with environmental considerations which is called Pollution Routing Problem (PRP). The objective is to minimize the operational and environmental costs. It consists of routing a number of vehicles to serve a set of customers, and determining fuel consumption, driver wages and their speed on each route segment, while respecting the capacity constraints and time windows. In this context, we presented an Ant Colony Optimization (ACO) approach, combined with a Speed Optimization Algorithm (SOA) to solve the PRP. The proposed solution method consists of two stages. Stage one is to solve a Vehicle Routing Problem with Time Window (VRPTW) using ACO and in the second stage a SOA is run on the resulting VRPTW solutions. Given a vehicle route, the SOA consists of finding the optimal speed on each arc of the route in order to minimize an objective function comprising fuel consumption costs and driver wages. The proposed algorithm tested on benchmark problem, the preliminary results show that the proposed algorithm is able to provide good solutions.Keywords: ant colony optimization, CO2 emissions, combinatorial optimization, speed optimization, vehicle routing

The aim of the paper is to identify some of the specific characteristics of employee development, as observed in the practice of small enterprises in Poland. Results suggest that a sizeable percentage of employers are not interested in improving the development of their employee base. This aspect is often perceived as insignificant. In addition, many employers have no theoretical or practical knowledge of employee development methods. Lack of sufficient financial support is reported as third on the list of the most important barriers to employee development. Employees, on the other hand, typically offload the responsibility of initiating this type of activities onto the employer. Employee development plans are typically flexible and accommodating. The original value offered by this research comes in the form of a detailed characteristics of employee development in small enterprises, accompanied by identification of specificity of human resource development in Polish companies.Keywords: employee development, human resources development, small enterprises, trainings

Abstract:
This work was conducted to develop a one-step multiplex PCR system for rapid, sensitive, and specific detection of three different bacterial pathogens, Escherichia coli, Pseudomonas aeruginosa, and Salmonella spp, directly in wastewater without prior isolation on selective media. As a molecular confirmatory test after isolation of the pathogens by classical microbiological methods, PCR-RFLP of their amplified 16S rDNA genes was performed. It was observed that the developed protocols have significance impact in the ability to detect sensitively, rapidly and specifically the three pathogens directly in water within short-time, represents a considerable advancement over more time-consuming and less-sensitive methods for identification and characterization of these kinds of pathogens.Keywords: multiplex PCR, bacterial pathogens, Escherichia coli, Pseudomonas aeruginosa, Salmonella spp.

Abstract:
Fracture of duplex stainless steels (DSS) was investigated in air and in 3.5 wt % NaCl solution. Tow sets of fatigued specimens were heat treated at 475ºC for different times and pulled to failure either in air or after kept in 3.5% NaCl with polarization of -900 mV/ SCE. Fracture took place in general by ferrite cleavage and austenite ductile fracture in transgranular mode. Specimens measured stiffness (Ms) was affected by the aging time, with higher values measured for specimens aged for longer times. Microstructural features played a role in "blocking" the crack propagation process leading to lower the CTOD values specially for specimens aged for short times. Unbroken ligaments/ austenite were observed at the crack wake. These features may exerted a bridging stress, blocking effect, at the crack tip giving resistance to the crack propagation process i.e the crack mouth opening was reduced. Higher stress intensity factor Kıc values were observed with increased amounts of crack growth suggesting longer zone of unbroken ligaments in the crack wake. The bridging zone was typically several mm in length. Attempt to model the bridge stress was suggested to understand the role of ligaments/unbroken austenite in increasing the fracture toughness factor.Keywords: stainless steels, fracture toughness, crack keying effect, ligaments

Abstract:
Leadership is a process of relationship involving interaction with other people. Leaders emphasise authority, which executes and implements regulations, maintains the rules and leads to a better future. The First Time voters are very significant because there are the stakeholders of the type of leader to be deployed. They also have the capacity of engaging the government and can be the agents of change. The objective of the study is to identify the strengths and weaknesses of leader. Moreover, the study identifies the qualities of a leader. Finally, the study determines first-time voter’s representation of a leader. Focus Group Discussion was carried out into two groups of first time voter’s ages 18 to 21 years old. Verbatim transcripts of the discussion were analyzed using Thematic Analysis. Overall results showed super ordinate themes for weaknesses of leader: Lace of transparency in the government, poor communication strategy, and valuing experience over potential and other contributory factor; for strength of a leader: analytical skill, emotional intelligence in political work, analytical ability and economic status on political participation; finally, in the representation of a leader: positive representation of a leader and negative representation of a leader.Keywords: first time voters, focus group discussion, leadership, qualitative research design
