20150 Optimizing the Public Policy Information System under the Environment of E-Government

Abstract:
E-government is one of the hot issues in the current academic research of public policy and management. As the organic integration of information and communication technology (ICT) and public administration, e-government is one of the most important areas in contemporary information society. Policy information system is a basic subsystem of public policy system, its operation affects the overall effect of the policy process or even exerts a direct impact on the operation of a public policy and its success or failure. The basic principle of its operation is information collection, processing, analysis and release for a specific purpose. The function of E-government for public policy information system lies in the promotion of public access to the policy information resources, information transmission through e-participation, e-consultation in the process of policy analysis and processing of information and electronic services in policy information stored, to promote the optimization of policy information systems. However, due to many factors, the function of e-government to promote policy information system optimization has its practical limits. In the building of E-government in our country, we should take such path as adhering to the principle of freedom of information, eliminating the information divide (gap), expanding e-consultation, breaking down information silos and other major path, so as to promote the optimization of public policy information systems.Keywords: China, e-consultation, e-democracy, e-government, e-participation, ICTs, public policy information systems

Abstract:
There are four areas of the temporal lobe. Primary auditory area (areas 41 and 42); it is for the perception of auditory impulse, auditory association area (area 22, 21, and 20): Areas 21 and 20 are for understanding and interpretation of auditory sensation, recognition of language, and long-term memories. Area 22, also called Wernicke’s area, and a sensory speech centre. It is for interpretation of auditory and visual information, formation of thoughts in the mind, and choice of words to be used. Ideas and thoughts originate in it. The limbic system is a part of cortical and subcortical structure forming a ring around the brainstem. Cortical structures are the orbitofrontal area, subcallosal gyrus, cingulate gyrus, parahippocampal gyrus, and uncus. Subcortical structures are the hypothalamus, hippocampus, amygdala, septum, paraolfactory area, anterior nucleus of the thalamus portions of the basal ganglia. Abstract:
The paper describes and analyses different good practice examples of protective levels, and initiatives actions (“framework conditions”) and encourages the uptake of environmental management systems (EMSs) to small and medium-sized enterprises (SMEs). Most of industries tend to take EMS as tools leading towards sustainability planning. The application of these tools has numerous environmental obligations that neither suggests decision nor recommends what a company should achieve ultimately. These set up clearly defined criteria to evaluate environmental protective action (EEPA) into sustainability indicators. The physical integration will evaluate how to incorporate traditional knowledge into baseline information, preparing impact prediction, and planning mitigation measures in monitoring conditions. Thereby efforts between the government, industry and community led protective action to concern with present needs for future generations, meeting the goal of sustainable development. Abstract:
We assume that conscious functions are implemented automatically. In other words that consciousness as well as the non-consciousness aspect of human thought, planning, and perception, are produced by biologically adaptive algorithms. We propose that the mechanisms of consciousness can be produced using similar adaptive algorithms to those executed by the mechanism. In this paper, we propose a computational model of consciousness, the ”Global Abstraction Workspace” which is an internal environmental modelling perceived as a multi-agent system. Abstract:
This paper describes the diligence of a new input signal based fuzzy power system stabilizer in multi-machine power system. Instead of conventional input pairs like speed deviation (∆ω) and derivative of speed deviation i.e. acceleration (∆ω ̇) or speed deviation and accelerating power deviation of each machine, in this paper, deviation of active power through the tie line colligating two areas is used as one of the inputs to the fuzzy logic controller in concurrence with the speed deviation. Fuzzy Logic has the features of simple concept, easy effectuation, and computationally efficient. The advantage of this input is that, the same signal can be fed to each of the fuzzy logic controller connected with each machine. The simulated system comprises of two fully symmetrical areas coupled together by two 230 kV lines. Each area is equipped with two superposable generators rated 20 kV/900MVA and area-1 is exporting 413 MW to area-2. The effectiveness of the proposed control scheme has been assessed by performing small signal stability assessment and transient stability assessment. The proposed control scheme has been compared with a conventional PSS. Abstract:
A vehicle driving with an Adaptive Cruise Control System (ACC) is usually controlled decentrally, based on the information of radar systems and in some publications based on C2X-Communication (CACC) to guarantee stable platoons. In this paper, we present a Model Predictive Control (MPC) design of a centralized, server-based ACC-System, whereby the vehicular platoon is modeled and controlled as a whole. It is then proven that the proposed MPC design guarantees asymptotic stability and hence string stability of the platoon. The Networked MPC design is chosen to be able to integrate system constraints optimally as well as to reduce the effects of communication delay and packet loss. The performance of the proposed controller is then simulated and analyzed in an LTE communication scenario using the LTE/EPC Network Simulator LENA, which is based on the ns-3 network simulator.Keywords: adaptive cruise control, centralized server, networked model predictive control, string stability

Food traceability through the supply chain is facing increased demand. IoT and blockchain are among the tools under consideration in the Industry 4.0 era that could be integrated to help implementation of the Circular Economy (CE) principles while enhancing food traceability solutions. However, such tools need intellectual system, and infrastructureto be settled as guidance through the way, helping overcoming obstacles. That is why the critical success factors for implementing Industry 4.0 and circular economy principles in food traceability concept are analyzed in this paper by combination of interval type 2 fuzzy Worst Best Method and Measurement Alternatives and Ranking according to Compromise Solution (Interval Type 2 fuzzy WBM-MARCOS). Results indicate that “Knowledge of Industry 4.0 obligations and CE principle” is the most important factor that is the basis of success following by “Management commitment and support”. This is useful when detection of malfunctioning of any component is the key purpose during ongoing operation of the system. The main purpose of the Heat Exchanger Cycle discussed in this paper is to provide hot water at a constant temperature for longer periods of time. In such a cycle, certain components play a crucial role and this paper presents an effective way to predict the malfunctioning of the components by determination of system reliability. Present study concerns the optimization of a new vertical axis wind turbine system associated to a dynamoelectric motor. The system is composed by three Savonius wind turbines, arranged in an equilateral triangle. The idea is to propose a new concept of wind turbines through a technical approach allowing find a specific power never obtained before and therefore, a significant reduction of installation costs. In this work different wind flows across the system have been simulated, as well as precise definition of parameters and relations established between them. It will allow define the optimal rotor specific power for a given volume. Abstract:
This research proposes a self-centering passive damping system consisting of a spring viscous damper linked with a preloaded tendon. The seismic performance of the spring viscous damper is evaluated by pseudo-dynamic tests, and the results are used for the formulation of an analytical model of the damper in the structural analysis program. The shaking table tests of a two-story steel frame installed with the proposed damping system are carried out using five different earthquake records. The results from the shaking table tests are verified by numerical simulation of the retrofitted structure. The results obtained from experiments and numerical simulations demonstrate that the proposed damping system with self-centering capability is effective in reducing earthquake-induced displacement and member forces.Keywords: seismic retrofit, spring viscous damper, shaking table test, earthquake resistant structures

The advancement of electrical and electronics technologies has rewarded the oil and gas industry with great opportunities to embed more environmentally solutions into design. Most offshore oil and gas producers have their engineering and production asset goals to promote greater use of environmentally friendly compression system technologies to eliminate hazardous emissions from conventional gas compressor drivers. Therefore, this paper comprehensively elaborates the parametric study conducted in integrating the latest electrical and electronics drives technology into the existing compression system. This study was conducted in aspects of layout, reliability & availability, maintainability, emission, and cost. An existing offshore facility that utilized gas turbines as the driver for gas compression was set as Conventional Case for this study. The Electrification Case will utilize electric motor drives as the driver for the compression system. Findings from this study indicate more advantages in driver electrification compared to conventional compression systems. Railways provide the most convenient and economically beneficial mode of transportation, and it has been the most popular transportation method among all. According to the past analyzed data, it reveals a considerable number of accidents which occurred at railways and caused damages to not only precious lives but also to the economy of the countries. There are some major issues which need to be addressed in railways of South Asian countries since they fall under the developing category. The goal of this research is to minimize the influencing aspect of railway level crossing accidents by developing the “railway process automation system”, as there are high-risk areas that are prone to accidents, and safety at these places is of utmost significance. This paper describes the implementation methodology and the success of the study. The main purpose of the system is to ensure human safety by using the Internet of Things (IoT) and image processing techniques. The system can detect the current location of the train and close the railway gate automatically. And it is possible to do the above-mentioned process through a decision-making system by using past data. The specialty is both processes working parallel. As usual, if the system fails to close the railway gate due to technical or a network failure, the proposed system can identify the current location and close the railway gate through a decision-making system, which is a revolutionary feature. The proposed system introduces further two features to reduce the causes of railway accidents. Railway track crack detection and motion detection are those features which play a significant role in reducing the risk of railway accidents. Moreover, the system is capable of detecting rule violations at a level crossing by using sensors. Abstract:
The interest in cold production has been on the increase in absorption chillers for many years. In fact, the absorption cycles replace the compressor and thus reduce electrical consumption. The devices also allow waste heat generated through industrial activities to be recovered and cooled to a moderate temperature in accordance with regulatory guidelines. Many working fluids were investigated but could not compete with the commonly used {H2O + LiBr} and {H2O + NH3} to author’s best knowledge. Yet, the corrosion, toxicity and crystallization phenomena of these mixtures prevent the development of the absorption technology. This work investigates the possible use of a glyceline deep eutectic solvent (DES) and CO2 as working fluid in an absorption chiller. To do so, good knowledge of the mixtures is required. Experimental measurements (vapor-liquid equilibria, density, and heat capacity) were performed to complete the data lacking in the literature. The performance of the mixtures was quantified by the calculation of the coefficient of performance (COP). The results show that working fluids containing DES + CO2 are an interesting alternative and lead to different trails of working mixtures for absorption and chiller.Keywords: absorption devices, deep eutectic solvent, energy valorization, experimental data, simulation

Abstract:
Increased energy consumption in the academic buildings, creates the need to implement energy saving measures and to take advantage of the renewable energy sources to cover the electrical needs of those buildings. An Academic Library will be used as a case study. With the aid of RETScreen software that takes into account the energy consumptions and characteristics of the Library Building, it is proved that measures such as the replacement of fluorescent lights with led lights, the installation of outdoor shading, the replacement of the openings and Building Management System installation, provide a high level of energy savings. Moreover, given the available space of the building and the climatic data, the installation of a photovoltaic system of 100 kW can also cover a serious amount of the building energy consumption, unlike a wind system that seems uncompromising. Abstract:
One of the major threats identified to successful future mining is that women do not find the industry attractive. Many attempts have been made, for example in Sweden and Australia, to create organizational structures and mining communities attractive to both genders. Despite such initiatives, many mining areas are developing into gender-segregated fly-in/fly out communities dominated by men with both social and economic consequences. One of the challenges facing many mining companies is thus to break traditional gender patterns and structures. To do this increased knowledge about gender in the context of mining is needed. Since language both constitutes and reproduces knowledge, increased knowledge can be gained through an exploration and description of the mining discourse from a gender perspective. The aim of this study is to explore what conceptual ideas are activated in connection to the physical/geographical mining area and to work within the mining industry. We use a combination of critical discourse analysis implying close reading of selected texts, such as policy documents, interview materials, applications and research and innovation agendas, and analyses of linguistic patterns found in large language corpora covering millions of words of contemporary language production. The quantitative corpus data serves as a point of departure for the qualitative analysis of the texts, that is, suggests what patterns to explore further. The study shows that despite technological and organizational development, one of the most persistent discourses about mining is the conception of dangerous and unfriendly areas infused with traditional notions of masculinity ideals and manual hard work. Although some of the texts analyzed highlight gender issues, and describe gender-equalizing initiatives, such as wage-mapping systems, female networks and recruitment efforts for women executives, and thereby render the discourse less straightforward, it is shown that these texts are not unambiguous examples of a counter-discourse. They rather illustrate that discourses are not stable but include opposing discourses, in dialogue with each other. For example, many texts highlight why and how women are important to mining, at the same time as they suggest that gender and diversity are all about women: why mining is a problem for them, how they should be, and what they should do to fit in. Drawing on a constitutive view of discourse, knowledge about such conflicting perceptions of women is a prerequisite for succeeding in attracting women to the mining industry and thereby contributing to the development of future mining.Keywords: discourse, corpus linguistics, gender, mining

In a new smart society supported by the recent development of 5G and 6G Communication systems, the im- portance of wireless power transmission is increasing. These systems contain discrete sampling systems in the middle of the transmission path and equivalent circuit representation of lossless or lossy power transmission through these systems is an important issue in circuit theory. In this paper, for the given weight function, we show that a lossless power transmission system with the given weight is expressed by an equivalent circuit representation of the Kida’s optimal signal prediction system followed by a reactance multi-port circuit behind it. Further, it is shown that, when the system is lossy, the system has an equivalent circuit in the form of connecting a multi-port positive-real circuit behind the Kida’s optimal signal prediction system. Also, for the convenience of the reader, in this paper, the equivalent circuit expression of the reactance multi-port circuit and the positive- real multi-port circuit by Cauer and Ohno, whose information is currently being lost even in the world of the Internet.Keywords: signal prediction, pseudo inverse matrix, artificial intelligence, power transmission

In this research, we have linked the concept of rough set and topological structure to the creation of a new topological structure that assists in the analysis of the information systems of some electrical engineering issues. We used non-specific information whose boundaries do not have an empty set in the top topological structure is rough set. It is characterized by the fact that it does not contain a large number of elements and facilitates the establishment of rules. We used this structure in reducing the specifications of electrical information systems. We have provided a detailed example of this method illustrating the steps used. The high contamination rate in the recycling waste stream is one of the major problems in Australia. In addition, a lack of reliable waste data makes it even more difficult for designing and implementing an effective waste management plan. This article conceptualizes the opportunity to improve resource productivity by integrating smart resource tracking system (SRTS) into the Australian household waste management system. The application of the smart resource tracking system will be implemented through the following ways: (i) mobile application-based resource tracking system used to measure the household’s material flow; (ii) RFID, smart image and weighing system used to track waste generation, recycling and contamination; (iii) informing and motivating manufacturer and retailers to improve their problematic products’ packaging; and (iv) ensure quality and reliable data through open-sourced cloud data for public use. The smart mobile application, imaging, radio-frequency identification (RFID) and weighing technologies are not new, but the very straightforward idea of using these technologies in the household resource consumption, waste bins and collection trucks will open up a new era of accurately measuring and effectively managing our waste. The idea will bring the most urgently needed reliable, data and clarity on household consumption, recycling behaviour and waste management practices in the context of available local infrastructure and policies. The thermodynamic analysis shows that the performance of the R744 based transcritical refrigeration cycle drops drastically for higher ambient temperatures. This is due to the peculiar s-shape of the isotherm in the supercritical region. However, subcooling of the refrigerant at the gas cooler exit enhances the performance of the R744 based system. The present study is carried out to analyze the R744 based transcritical system with dedicated mechanical subcooling cycle. Based on this proposed cycle, the thermodynamic analysis is performed, and optimum operating parameters are determined. The amount of subcooling and the pressure ratio in the subcooling cycle are the parameters which are needed to be optimized to extract the maximum COP from this proposed cycle. It is expected that this study will be helpful in implementing the dedicated subcooling cycle with R744 based transcritical system to improve the performance.Keywords: optimization, R744, subcooling, transcritical

Context: Sexuality is an important aspect of overall quality of life for individuals across different age groups and health conditions. Sexual interest and activity continue to be important and play a role in people's life as they age. Despite this, there is limited research on the sexual health of older adults. Research Aim: The study aims to examine the knowledge, attitudes, and sexual activity of older adults and to explore the relationship between sexual activity and quality of life among this population. Methodology: The study involved 203 Jewish participants from Israel, with an average age of 69.59. The participants completed questionnaires administered through an Internet panel. The questionnaires measured variables such as knowledge about and attitudes towards sexuality, sexual activity, quality of life, and socio-demographic information. Findings: The study found that a majority of the participants reported engaging in sexual activity, with most of them experiencing full sexual intercourse. Approximately half of the participants expressed high levels of satisfaction with their sexual activity. The results indicated that older adults demonstrated a moderate level of knowledge and permissive attitudes towards sexuality in later life. Moreover, higher levels of knowledge and permissive attitudes were associated with increased sexual activity. The frequency of sexual activity was identified as a predictor of quality of life, with a mediating effect on the relationship between attitudes towards older adults' sexuality and quality of life. Notably, men and older adults who were married or in a relationship reported higher frequencies of sexual activity compared to women and older adults without a partner. Furthermore, a majority of participants did not seek professional help or discuss their sexual concerns with a therapist. Theoretical Importance: This research contributes to our understanding of a topic that is often considered taboo - sexuality among older adults. It highlights that older adults maintain an interest in sexual activity, and that engaging in such activity contributes to their overall quality of life. Data Collection and Analysis Procedures: The data for this study were collected using structured questionnaires administered through an Internet panel. The questionnaires included closed-ended questions, allowing for quantitative data analysis. Descriptive statistics and regression analysis were performed to examine the relationships between the variables. Questions Addressed: This study aimed to address the following questions: What is the level of knowledge and attitudes towards sexuality among older adults? How prevalent is sexual activity among older adults and what factors are associated with it? How does sexual activity impact the quality of life of older adults? Do older adults seek professional help for their sexual concerns? Conclusion: The main conclusion drawn from this research is that sexuality is a crucial aspect of older adults' lives and significantly contributes to their quality of life. The study emphasizes the need for educational programs aimed at older adults and professionals, which promote the understanding and benefits of sexuality in later life. It also suggests that professionals should actively encourage older individuals to seek help and support when experiencing difficulties related to sexuality.Keywords: men, older adults, quality of life, sexuality, women

Abstract:
After nearly more than a century of research and development, internal combustion engines have become almost perfect. Along with such improvement in internal combustion engines, automotive manufacturers are conducting research on design of alternative fuel vehicles. Nevertheless an ideal interim solution is to increase overall efficiency of internal combustion vehicles. A potential solution to achieve that is using continuously variable transmission system which, despite being an old idea, has recently become a hope for automotive manufacturers. CVT system, by continuously varying speed ratio, raises vehicle efficiency. Abstract:
Environmental volunteering organisations use questionnaires to explore the relationship between environmental volunteers and their health. To the author’s best knowledge, no one has explored volunteers’ health perception, which could be considered when designing a health impact measurement tool used to increase effective communication. This paper examines environmental volunteers' perceptions of health, knowledge which can be used to design a health impact measurement tool. This study uses focus group interviews, content analysis, and a general inductive approach to explore the health perceptions of volunteers who engage in environmental volunteering activities from the perspective of UK charity The Conservation Volunteers. Findings showed that volunteer groups presented were relatively similar in how they defined the term health, with their overall conceptual model closely resembling that of the World Health Organization 1948 definition. This suggests that future health impact measurement tools in the environmental volunteering sector could base their design around the World Health Organization’s definition.Keywords: health perception, impact measurement, mental models, tool development

Abstract:
The dynamics of languages in contact necessitates a close study of how its users negotiate meanings from shared values in the process of cross-cultural communication. A transverse analysis of the situation demonstrates the existence of complex efforts on connecting cultural knowledge to cross-linguistic competencies within a widening range of communicative exchanges. This paper sets to examine the psychology of cross-cultural communication in a multi-linguistic setting like Cameroon where many local and international languages are in close contact. The paper equally analyses the pertinence of existing macro sociological concepts as fundamental knowledge traits in literal and idiomatic cross semantic mapping. From this point, the article presents a path model of connecting sociolinguistics to the increasing adoption of a widening range of communicative genre piloted by the on-going globalisation trends with its high-speed information technology machinery. By applying a cross cultural analysis frame, the paper will be contributing to a better understanding of the fundamental changes in the nature and goals of cross-cultural knowledge in pragmatics of communication and cultural acceptability’s. It emphasises on the point that, in an era of increasing global interchange, a comprehensive inclusive global culture through bridging gaps in cross-cultural communication would have significant potentials to contribute to achieving global social development goals, if inadequacies in language constructs are adjusted to create avenues that intertwine with sociocultural beliefs, ensuring that meaningful and context bound sociolinguistic values are observed within the global arena of communication.Keywords: cross-cultural communication, customary language, literalisms, primary meaning, subclasses, transubstantiation

Abstract:
This study is about the orbital TIG welding robot system which travels on the guide rail installed on the pipe, and welds and tracks the pipe seam using the LVS (Laser Vision Sensor) joint profile data. The orbital welding robot system consists of the robot, welder, controller, and LVS. Moreover we can define the relationship between welding travel speed and wire feed speed, and we can make the linear equation using the maximum and minimum amount of weld metal. Using the linear equation we can determine the welding travel speed and the wire feed speed accurately corresponding to the area of weld captured by LVS. We applied this orbital TIG welding robot system to the stainless steel or duplex pipe on DSME (Daewoo Shipbuilding and Marine Engineering Co. Ltd.,) shipyard and the result of radiographic test is almost perfect. Abstract:
Animal wastes can serve as the feedstock for biogas production (mainly methane) that could be used as alternative energy source. The green energy derived from animal wastes is considered to be carbon neutral and offsetting those generated from fossil fuels. In this study, an evaluation of system parameters on methane production from anaerobic digesters utilizing poultry rendering plant wastewater was carried out. Anaerobic batch reactors and continuous flow system subjected to different operation conditions (i.e., flow rate, temperature, and etc.) containing poultry rendering wastewater were set up to evaluate methane potential from each scenario. Biogas productions were sampled and monitored by gas chromatography and photoacoustic gas analyzer over six months of operation. The results showed that methane productions increased as the temperature increased. However, there is an upper limit to the increase in the temperature on the methane production. Flow rates and type of systems (batch vs. plug-flow regime) also had a major effect on methane production. Constant biogas production was observed in plug-flow system whereas batch system produced biogas quicker and tapering off toward the end of the six-month study. Based on these results, it is paramount to consider operating conditions and system setup in optimizing biogas production from agricultural wastewater.Keywords: anaerobic digestion, methane, poultry rendering wastewater, biotechnology

This paper investigates the possibility of using three systems of organic Rankine auxiliary power generation, ejector refrigeration and absorption to recover energy from a diesel car. The analysis is done for both urban and suburban driving modes that vary from 60 to 120 km/h. Various refrigerants have also been used for organic Rankine and Ejector refrigeration cycles. The capacity was evaluated by Organic Rankine Cycle (ORC) system in both urban and suburban conditions for cyclopentane and ammonia as refrigerants. Abstract:
In this paper, studies have been carried out for an in-house design of a waste heat recovery system for effectively utilizing the domestic air conditioner heat energy for producing hot water. Theoretical studies have been carried to optimizing the flow rate for getting maximum output with a minimum size of the heater. Critical diameter, wall thickness, and total length of the water pipeline have been estimated from the conventional heat transfer model. Several combinations of pipeline shapes viz., spiral, coil, zigzag wound through the radiator has been attempted and accordingly shape has been optimized using heat transfer analyses. The initial condition is declared based on the water flow rate and temperature. Through the parametric analytical studies we have conjectured that water flow rate, temperature difference between incoming water and radiator skin temperature, pipe material, radiator material, geometry of the water pipe viz., length, diameter, and wall thickness are having bearing on the lucrative design of a waste heat recovery system for air conditioners. Regarding the research on teaching quality evaluation, scholars at home and abroad have contributed a lot of research results on the basis of multiple methods and evaluation subjects. However, to our best knowledge the complete evaluation model for the virtual teaching interaction mode of the emerging network music education Application (APP) has not been established. We consider the Gause-type predator-prey system in the case where the response function is not smooth at the origin. We discuss the conditions under which this system has exactly one stable limit cycle or has a positive stable equilibrium point, and we describe the basin of attraction of the stable limit cycle and the stable equilibrium point, respectively.
