2240 The Influencing Factors and the Approach to Enhance the Standard of E-Commerce for Small and Medium Enterprises in Bangkok

Abstract:

The objectives of this research paper were to study the influencing factors that contributed to the success of electronic commerce (e-commerce) and to study the approach to enhance the standard of e-commerce for small and medium enterprises (SME). The research paper focused the study on only sole proprietorship SMEs in Bangkok, Thailand. The factors contributed to the success of SME included business management, learning in the organization, business collaboration, and the quality of website. A quantitative and qualitative mixed research methodology was used. In terms of quantitative method, a questionnaire was used to collect data from 251 sole proprietorships. The System Equation Model (SEM) was utilized as the tool for data analysis. In terms of qualitative method, an in-depth interview, a dialogue with experts in the field of ecommerce for SMEs, and content analysis were used. By using the adjusted causal relationship structure model, it was revealed that the factors affecting the success of e-commerce for SMEs were found to be congruent with the empirical data. The hypothesis testing indicated that business management influenced the learning in the organization, the learning in the organization influenced business collaboration and the quality of the website, and these factors, in turn, influenced the success of SMEs. Moreover, the approach to enhance the standard of SMEs revealed that the majority of respondents wanted to enhance the standard of SMEs to a high level in the category of safety of e-commerce system, basic structure of e-commerce, development of staff potentials, assistance of budget and tax reduction, and law improvement regarding the e-commerce respectively.

2239 Performance Evaluation of Universities as Groups of Decision Making Units

Abstract:

Universities have different offices such as educational, research, student, administrative, and financial offices. This paper considers universities as groups of decision making units (DMUs) in which DMUs are their offices. This approach gives us with a more just evaluation of universities instead of separate evaluation of the offices of universities. The proposed approach to evaluate group performance of universities is based on common set of weights method in DEA. The suggested method not only can compare groups and measure their efficiencies, but also can calculate the efficiency of units within group and efficiency spread of groups. At last, the suggested method is applied for the analysis of the performance of universities in 14th district of Islamic Azad University as groups under evaluation.

2238 A Linear Relation for Voltage Unbalance Factor Evaluation in Three-Phase Electrical Power System Using Space Vector

Abstract:

The Voltage Unbalance Factor (VUF) index is recommended to evaluate system performance under unbalanced operation. However, its calculation requires complex algebra which limits its use in the field. Furthermore, one system cycle is required at least to detect unbalance using the VUF. Ideally unbalance mitigation must be performed within 10 ms for 50 Hz systems. In this work, a linear relation for VUF evaluation in three-phase electrical power system using space vector (SV) is derived. It is proposed to determine the voltage unbalance quickly and accurately and to overcome the constraints associated with the traditional methods of VUF evaluation. Aqaba-Qatrana-South Amman (AQSA) power system is considered to study the system performance under unbalanced conditions. The results show that both the complexity of calculations and the time required to evaluate VUF are reduced significantly.

2237 The Survey Research and Evaluation of Green Residential Building Based on the Improved Group Analytical Hierarchy Process Method in Yinchuan

Abstract:

Due to the economic downturn and the deterioration of the living environment, the development of residential buildings as high energy consuming building is gradually changing from “extensive” to green building in China. So, the evaluation system of green building is continuously improved, but the current evaluation work has the following problems: (1) There are differences in the cost of the actual investment and the purchasing power of residents, also construction target of green residential building is single and lacks multi-objective performance development. (2) Green building evaluation lacks regional characteristics and cannot reflect the different regional residents demand. (3) In the process of determining the criteria weight, the experts’ judgment matrix is difficult to meet the requirement of consistency. Therefore, to solve those problems, questionnaires which are about the green residential building for Ningxia area are distributed, and the results of questionnaires can feedback the purchasing power of residents and the acceptance of the green building cost. Secondly, combined with the geographical features of Ningxia minority areas, the evaluation criteria system of green residential building is constructed. Finally, using the improved group AHP method and the grey clustering method, the criteria weight is determined, and a real case is evaluated, which is located in Xing Qing district, Ningxia. A conclusion can be obtained that the professional evaluation for this project and good social recognition is basically the same.

Today Internet has very important role to promote products and services all over the world. Companies and destinations in tourism industry use Internet to sell and to promote their core products to directly potential tourists. Internet technologies have redefined the relationships between tourists, tourism companies, and travel agents. The new relationship allows for accessing and tapping tourism information and services. Internet technologies ensure new opportunities to available for the tourism industry, including travel accommodation, and tourist destination organizations. Websites are important devices to the marketing of a destination. Most people make a research about the destination before arriving via internet. Governments have a considerable role in the process of marketing tourism destinations. Governments make policies and regulations; furthermore, they help to market destinations to potential tourists. Governments have a comprehensive overview of the sector to see changes in tourism market and design better policies, programs and marketing plans. At the same time, governments support developing of alternative tourism in the country with regulations and marketing tools. The aim of this study is to analyse of an Internet website of governmental tourism portal in Turkey to determine effectiveness about gastronomy tourism. The Turkish government has established a culture portal for foreign and local tourists. The Portal provides local and general information about tourism attractions of cities and Turkey. There are 81 official cities in Turkey and all these cities are conducted to analyse to determine how effective marketing is done by Turkish Government in the manner of gastronomy tourism. A content analysis will be conducted to Internet website of the portal with food content, recipes and gastronomic feature of cities.

2235 Biological Soil Conservation Planning by Spatial Multi-Criteria Evaluation Techniques (Case Study: Bonkuh Watershed in Iran)

Abstract:

This paper discusses site selection process for biological soil conservation planning. It was supported by a valuefocused approach and spatial multi-criteria evaluation techniques. A first set of spatial criteria was used to design a number of potential sites. Next, a new set of spatial and non-spatial criteria was employed, including the natural factors and the financial costs, together with the degree of suitability for the Bonkuh watershed to biological soil conservation planning and to recommend the most acceptable program. The whole process was facilitated by a new software tool that supports spatial multiple criteria evaluation, or SMCE in GIS software (ILWIS). The application of this tool, combined with a continual feedback by the public attentions, has provided an effective methodology to solve complex decisional problem in biological soil conservation planning.

2234 Study on Influencing Factors of Walkability of Rail Transit Station Area

Abstract:

Based on the comparative analysis of the relevant evaluation methods of walking environment, this paper selects the combined evaluation method of macro urban morphology analysis and micro urban design quality survey, then investigates and analyzes the walking environment of three rail transit station area in Nanjing to explore the influence factor and internal relation of walkability of rail transit station area. Analysis shows that micro urban design factors have greater impact on the walkability of rail transit station area compared with macro urban morphology factors, the convenience is the key factor in the four aspects of convenience, security, identity and comfortability of the urban design factors, the convenience is not only affected by the block network form, but also related to the quality of the street space. The overall evaluation of walkability comes from the overlapping and regrouping of the walking environment at different levels, but some environmental factors play a leading role. The social attributes of pedestrians also partly influence their walking perception and evaluation.

Three broad functions can be identified for colour in a building context especially applied in marketing communications, which are its role as an important parameter in illumination designs, its capacity to influence the visual appearance of a building in a predictable manner and as an aesthetic function. The review of literatures shows that colour has an impact on online marketing communications, and relations between colour, web and marketing communications.

2232 Data Envelopment Analysis under Uncertainty and Risk

Abstract:

Data Envelopment Analysis (DEA) is one of the most widely used technique for evaluating the relative efficiency of a set of homogeneous decision making units. Traditionally, it assumes that input and output variables are known in advance, ignoring the critical issue of data uncertainty. In this paper, we deal with the problem of efficiency evaluation under uncertain conditions by adopting the general framework of the stochastic programming. We assume that output parameters are represented by discretely distributed random variables and we propose two different models defined according to a neutral and risk-averse perspective. The models have been validated by considering a real case study concerning the evaluation of the technical efficiency of a sample of individual firms operating in the Italian leather manufacturing industry. Our findings show the validity of the proposed approach as ex-ante evaluation technique by providing the decision maker with useful insights depending on his risk aversion degree.

Abstract:

This paper presents a methodology for operational and economic characteristics based evaluation and selection of a power plant using Graph theoretic approach. A universal evaluation index on the basis of Operational and economics characteristics of a plant is proposed which evaluates and ranks the various types of power plants. The index thus obtained from the pool of operational characteristics of the power plant attributes Digraph. The Digraph is developed considering Operational and economics attributes of the power plants and their relative importance for their smooth operation, installation and commissioning and prioritizing their selection. The sensitivity analysis of the attributes towards the objective has also been carried out in order to study the impact of attributes over the desired outcome i.e. the universal operational-economics index of the power plant.

Abstract:

Academic digital libraries emerged as a result of advances in computing and information systems technologies, and had been introduced in universities and to public. As results, moving in parallel with current technology in learning and researching environment indeed offers myriad of advantages especially to students and academicians, as well as researchers. This is due to dramatic changes in learning environment through the use of digital library system which giving spectacular impact on these societies- way of performing their study/research. This paper presents a survey of current criteria for evaluating academic digital libraries- performance. The goal is to discuss criteria being applied so far for academic digital libraries evaluation in the context of user-centered design. Although this paper does not comprehensively take into account all previous researches in evaluating academic digital libraries but at least it can be a guide in understanding the evaluation criteria being widely applied.

2229 Non-Destructive Evaluation of Launch Tube Welds with Radiography

Abstract:

The non-destructive testing of launch tube weld with radiography was investigated and evaluated with AWS D1.1 standard. The paper started with preparation of launch tube and radiographic inspection. X-Ray inspection then was done and gotten the result. The judgment of inspection results were concluded by certified person and finally, the evaluation with AWS D1.1 standard was conducted as well. The result shown that weld position P1 was not conformed to AWS D1.1 which allowed size of incomplete penetration did not exceed 4 mm. The other welds were corresponded to as mentioned standard. Additionally, the corrective actions for incomplete penetration either provided for future actions.

2228 Developing a Web-Based Tender Evaluation System Based on Fuzzy Multi-Attributes Group Decision Making for Nigerian Public Sector Tendering

Abstract:

Public sector tendering has traditionally been conducted using manual paper-based processes which are known to be inefficient, less transparent and more prone to manipulations and errors. The advent of the Internet and the World Wide Web has led to the development of numerous e-Tendering systems that addressed some of the problems associated with the manual paper-based tendering system. However, most of these systems rarely support the evaluation of tenders and where they do it is mostly based on the single decision maker which is not suitable in public sector tendering, where for the sake of objectivity, transparency, and fairness, it is required that the evaluation is conducted through a tender evaluation committee. Currently, in Nigeria, the public tendering process in general and the evaluation of tenders, in particular, are largely conducted using manual paper-based processes. Automating these manual-based processes to digital-based processes can help in enhancing the proficiency of public sector tendering in Nigeria. This paper is part of a larger study to develop an electronic tendering system that supports the whole tendering lifecycle based on Nigerian procurement law. Specifically, this paper presents the design and implementation of part of the system that supports group evaluation of tenders based on a technique called fuzzy multi-attributes group decision making. The system was developed using Object-Oriented methodologies and Unified Modelling Language and hypothetically applied in the evaluation of technical and financial proposals submitted by bidders. The system was validated by professionals with extensive experiences in public sector procurement. The results of the validation showed that the system called NPS-eTender has an average rating of 74% with respect to correct and accurate modelling of the existing manual tendering domain and an average rating of 67.6% with respect to its potential to enhance the proficiency of public sector tendering in Nigeria. Thus, based on the results of the validation, the automation of the evaluation process to support tender evaluation committee is achievable and can lead to a more proficient public sector tendering system.

2227 A Hybrid Feature Selection by Resampling, Chi squared and Consistency Evaluation Techniques

Abstract:

In this paper a combined feature selection method is proposed which takes advantages of sample domain filtering, resampling and feature subset evaluation methods to reduce dimensions of huge datasets and select reliable features. This method utilizes both feature space and sample domain to improve the process of feature selection and uses a combination of Chi squared with Consistency attribute evaluation methods to seek reliable features. This method consists of two phases. The first phase filters and resamples the sample domain and the second phase adopts a hybrid procedure to find the optimal feature space by applying Chi squared, Consistency subset evaluation methods and genetic search. Experiments on various sized datasets from UCI Repository of Machine Learning databases show that the performance of five classifiers (Naïve Bayes, Logistic, Multilayer Perceptron, Best First Decision Tree and JRIP) improves simultaneously and the classification error for these classifiers decreases considerably. The experiments also show that this method outperforms other feature selection methods.

2226 Approach for an Integrative Technology Assessment Method Combining Product Design and Manufacturing Process

Abstract:

The systematic evaluation of manufacturing technologies with regard to the potential for product designing constitutes a major challenge. Until now, conventional evaluation methods primarily consider the costs of manufacturing technologies. Thus, the potential of manufacturing technologies for achieving additional product design features is not completely captured. To compensate this deficit, final evaluations of new technologies are mainly intuitive in practice. Therefore, an additional evaluation dimension is needed which takes the potential of manufacturing technologies for specific realizable product designs into account. In this paper, we present the approach of an evaluation method for selecting manufacturing technologies with regard to their potential for product designing. This research is done within the Fraunhofer innovation cluster »AdaM« (Adaptive Manufacturing) which targets the development of resource efficient and adaptive manufacturing technology processes for complex turbomachinery components.

As such, in recent year the Portuguese government increased its focus on using the IT for improving people-s life and began to develop a set of measures to enable the modernization of the Public Administration, and so reducing the gap between Public Administration and citizens.Thus the Portuguese Government launched the Simplex Program. However these SIMPLEX eGov measures, which have been implemented over the years, present a serious challenge: how to forecast its impact on existing Information Systems Architecture (ISA). 2224 Breast Cancer Treatment Evaluation based on Mammographic and Echographic Distance Computing

Abstract:

Accurate assessment of the primary tumor response to treatment is important in the management of breast cancer. This paper introduces a new set of treatment evaluation indicators for breast cancer cases based on the computational process of three known metrics, the Euclidian, Hamming and Levenshtein distances. The distance principals are applied to pairs of mammograms and/or echograms, recorded before and after treatment, determining a reference point in judging the evolution amount of the studied carcinoma. The obtained numerical results are indeed very transparent and indicate not only the evolution or the involution of the tumor under treatment, but also a quantitative measurement of the benefit in using the selected method of treatment.

2223 The Project Evaluation to Develop the Competencies, Capabilities, and Skills in Repairing Computers of People in Jompluak Local Municipality, Bang Khonthi District, Samut Songkram Province

Abstract:

The results of the study on the project evaluation to  develop the competencies, capabilities, and skills in repairing  computers of people in Jompluak Local Municipality, Bang Khonthi  District, Samut Songkram Province showed that the overall result  was good (4.33). When considering on each aspect, it was found that  the highest one was on process evaluation (4.60) followed by product  evaluation (4.50) and the least one was on feeding factor (3.97).  When considering in details, it was found that: 1) the context aspect  was high (4.23) with the highest item on the arrangement of the  training situation (4.67) followed by the appropriateness of the target  (4.30) and the least aspect was on the project cooperation (3.73). 2)  The evaluation of average overall primary factor or feeding factor  showed high value (4.23) while the highest aspect was on the  capability of the trainers (4.47) followed by the suitable venue (4.33)  while the least aspect was on the insufficient budget (3.47). 3) The  average result of process evaluation was very high (4.60). The  highest aspect was on the follow-op supervision (4.70) followed by  responsibility of each project staffs (4.50) while the least aspect was  on the present situation and the problems of the community (4.40). 4)  The overall result of the product evaluation was very high (4.50). The  highest aspect was on the diversity of the activities and the  community integration (4.67) followed by project target achievement  (4.63) while the least aspect was on continuation and regularity of the  activities (4.33). The trainees reported high satisfaction on the project  management at very high level (43.33%) while 40% reported high  level and 16.67% reported moderate level. Suggestions for the project  were on the additional number of the computer sets (37.78%)  followed by longer training period especially on computer skills  (43.48%).

2222 An Effective Framework for Chinese Syntactic Parsing

Abstract:

This paper presents an effective framework for Chinesesyntactic parsing, which includes two parts. The first one is a parsing framework, which is based on an improved bottom-up chart parsingalgorithm, and integrates the idea of the beam search strategy of N bestalgorithm and heuristic function of A* algorithm for pruning, then get multiple parsing trees. The second is a novel evaluation model, which integrates contextual and partial lexical information into traditional PCFG model and defines a new score function. Using this model, the tree with the highest score is found out as the best parsing tree. Finally,the contrasting experiment results are given. 2221 Evaluation of External Costs of Traffic Accident in Slovak Republic

Abstract:

The report deals with comparison of traffic accidents in Slovak republic in road and rail transport since 2009 until 2014, with evaluation of external costs and consequently with the possibilities of their internalization. The results of road traffic accidents analysis are realized in line with after-effects they have caused; in line with main cause, place of origin (within or out of town) and in accordance to age of accident´s victims and kind of injuries (easy, hard or fatal). Evaluation of individual after-effects is carried in terms of probability of traffic accidents occurrence.

2220 Insight-Based Evaluation of a Map-based Dashboard

Abstract:

Map-based dashboards are used for data exploration every day. The present study used an insight-based methodology for evaluating a map-based dashboard that presents research findings of water management and ecosystem services in the Amazon. In addition to analyzing the insights gained from using the dashboard, the evaluation method was compared to standardized questionnaires and task-based evaluations. The result suggests that the dashboard enabled the participants to gain domain-relevant, complex insights regarding the topic presented. Furthermore, the insight-based analysis highlighted unexpected insights and hypotheses regarding causes and potential adaptation strategies for remediation. Although time- and resource-consuming, the insight-based methodology was shown to have the potential of thoroughly analyzing how end users can utilize map-based dashboards for data exploration and decision making. Finally, the insight-based methodology is argued to evaluate tools in scenarios more similar to real-life usage, compared to task-based evaluation methods.

The paper deals with the classical fiber bundle model of equal load sharing, sometimes referred to as the Daniels’ bundle or the democratic bundle. Daniels formulated a multidimensional integral and also a recursive formula for evaluation of the strength cumulative distribution function. This paper describes three algorithms for evaluation of the recursive formula and also their implementations with source codes in the Python high-level programming language. A comparison of the algorithms are provided with respect to execution time. Analysis of orders of magnitudes of addends in the recursion is also provided.

2218 Utilizing Analytic Hierarchy Process to Analyze Consumers- Purchase Evaluation Factors of Smartphones

Abstract:

Due to the fast development of technology, the competition of technological products is turbulent; therefore, it is important to understand the market trend, consumers- demand and preferences. As the smartphones are prevalent, the main purpose of this paper is to utilize Analytic Hierarchy Process (AHP) to analyze consumer-s purchase evaluation factors of smartphones. Through the AHP expert questionnaire, the smartphones- main functions are classified as “user interface", “mobile commerce functions", “hardware and software specifications", “entertainment functions" and “appearance and design", five aspects to analyze the weights. Then four evaluation criteria are evaluated under each aspect to rank the weights. Based on an analysis of data shows that consumers consider when purchase factors are “hardware and software specifications", “user interface", “appearance and design", “mobile commerce functions" and “entertainment functions" in sequence. The “hardware and software specifications" aspect obtains the weight of 33.18%; it is the most important factor that consumers are taken into account. In addition, the most important evaluation criteria are central processing unit, operating system, touch screen, and battery function in sequence. The results of the study can be adopted as reference data for mobile phone manufacturers in the future on the design and marketing strategy to satisfy the voice of customer.

2217 Quality of Service Evaluation using a Combination of Fuzzy C-Means and Regression Model

Abstract:

In this study, a network quality of service (QoS) evaluation system was proposed. The system used a combination of fuzzy C-means (FCM) and regression model to analyse and assess the QoS in a simulated network. Network QoS parameters of multimedia applications were intelligently analysed by FCM clustering algorithm. The QoS parameters for each FCM cluster centre were then inputted to a regression model in order to quantify the overall QoS. The proposed QoS evaluation system provided valuable information about the network-s QoS patterns and based on this information, the overall network-s QoS was effectively quantified.

2216 Evaluation Framework for Agent-Oriented Methodologies

Abstract:

Many agent-oriented software engineering methodologies have been proposed for software developing; however their application is still limited due to their lack of maturity. Evaluating the strengths and weaknesses of these methodologies plays an important role in improving them and in developing new stronger methodologies. This paper presents an evaluation framework for agent-oriented methodologies, which addresses six major areas: concepts, notation, process, pragmatics, support for software engineering and marketability. The framework is then used to evaluate the Gaia methodology to identify its strengths and weaknesses, and to prove the ability of the framework for promoting the agent-oriented methodologies by detecting their weaknesses in detail.

This paper presents the benchmarking results and performance evaluation of differentclustersbuilt atthe National Center for High-Performance Computingin Taiwan. Performance of processor, memory subsystem andinterconnect is a critical factor in the overall performance of high performance computing platforms. The evaluation compares different system architecture and software platforms. Most supercomputer used HPL to benchmark their system performance, in accordance with the requirement of the TOP500 List. In this paper we consider system memory access factors that affect benchmark performance, such as processor and memory performance.We hope these works will provide useful information for future development and construct cluster system.

2214 Adapting Cities Name with ICT and Countries Interested in the Smart City

Abstract:

The concept of the city with an infrastructure of Information and Communication Technology (ICT) embraces several definitions depending on the meanings of the word "smart" which include: intelligent city, smart city, knowledge city, ubiquitous city, sustainable city, and digital city. Many definitions of the city exist, but this study explores which one has been universally acknowledged. From the literature analysis, it emerges that the term smart city is the most used in the articles to show the smartness of a city. This paper shares exploration of the research from the seven main website digital databases and journals focusing on the smart city from January 2015 to February 2020 to: (a) Time research, to examine the causes of the smart city phenomenon and other concept literature in the last five years; (b) Review of words, to see how and where the smart city specification and relation of different definitions are implemented; (c) Geographical research to consider where smart cities' greatest concentrations are in the world and determine if Malaysians are interacting with the smart city; and (d) How many papers are published in all of Malaysia from 2015 to 2020 about smart cities. Three steps are followed to accomplish the aim of this study: (1) The analysis which covered a systematic literature review search strategy to gather a representative sub-set of papers on the smart city and other definitions utilizing GoogleScholar, Elsevier, Scopus, ScienceDirect, IEEEXplore, WebofScience, and Springer between January 2015-February 2020; (2) The formation of a bibliometric map based on the bibliometric evaluation using the mapping technique VOSviewer to visualize differences; (3) VOSviewer application program to build initial clusters. The bibliometric analytical findings targeted the word harmony.

2213 A Task-Based Design Approach for Augmented Reality Systems

Abstract:

User interaction components of Augmented Reality (AR) systems have to be tested with users in order to find and fix usability problems as early as possible. In this paper we will report on a user-centered design approach for AR systems following the experience acquired during the design and evaluation of a software prototype for an AR-based educational platform. In this respect we will focus on the re-design of the user task based on the results from a formative usability evaluation. The basic idea of our approach is to describe task scenarios in a tabular format, to develop a task model in a task modeling environment and then to simulate the execution.

2212 Trial Development the Evaluation Method of Quantification the Feeling of Preventing Visibility by Front A Pillar

Abstract:

There are many drivers who feel right A pillar of Japanese right-hand-drive car preventing visibility on turning right or left at intersection. On the other hand, there is a report that almost pedestrian accident is caused by the delay of finding pedestrian by drivers and this is found by drivers’ eye movement. Thus, we developed the evaluation method of quantification using drivers’ eye movement data by least squares estimation and we applied this method to commercial vehicle and evaluation the visibility. It is suggested that visibility of vehicle can be quantified and estimated by linear model obtained from experimental eye fixation data and information of vehicle dimensions.

2211 Design of Multiple Clouds Based Global Performance Evaluation Service Broker System

Abstract:

According to dramatic growth of internet services, an easy and prompt service deployment has been important for internet service providers to successfully maintain time-to-market. Before global service deployment, they have to pay the big cost for service evaluation to make a decision of the proper system location, system scale, service delay and so on. But, intra-Lab evaluation tends to have big gaps in the measured data compared with the realistic situation, because it is very difficult to accurately expect the local service environment, network congestion, service delay, network bandwidth and other factors. Therefore, to resolve or ease the upper problems, we propose multiple cloud based GPES Broker system and use case that helps internet service providers to alleviate the above problems in beta release phase and to make a prompt decision for their service launching. By supporting more realistic and reliable evaluation information, the proposed GPES Broker system saves the service release cost and enables internet service provider to make a prompt decision about their service launching to various remote regions.
