8989 Fusing Local Binary Patterns with Wavelet Features for Ethnicity Identification

Abstract:
Ethnicity identification of face images is of interest in many areas of application, but existing methods are few and limited. This paper presents a fusion scheme that uses block-based uniform local binary patterns and Haar wavelet transform to combine local and global features. In particular, the LL subband coefficients of the whole face are fused with the histograms of uniform local binary patterns from block partitions of the face. We applied the principal component analysis on the fused features and managed to reduce the dimensionality of the feature space from 536 down to around 15 without sacrificing too much accuracy. We have conducted a number of preliminary experiments using a collection of 746 subject face images. The test results show good accuracy and demonstrate the potential of fusing global and local features. The fusion approach is robust, making it easy to further improve the identification at both feature and score levels.

Abstract:
Naive Bayes Nearest Neighbor (NBNN) and its variants, i,e., local NBNN and the NBNN kernels, are local feature-based classifiers that have achieved impressive performance in image classification. By exploiting instance-to-class (I2C) distances (instance means image/video in image/video classification), they avoid quantization errors of local image descriptors in the bag of words (BoW) model. However, the performances of NBNN, local NBNN and the NBNN kernels have not been validated on video analysis. In this paper, we introduce these three classifiers into human action recognition and conduct comprehensive experiments on the benchmark KTH and the realistic HMDB datasets. The results shows that those I2C based classifiers consistently outperform the SVM classifier with the BoW model.

Abstract:
Counting people from a video stream in a noisy environment is a challenging task. This project aims at developing a counting system for transport vehicles, integrated in a video surveillance product. This article presents a method for the detection and tracking of multiple faces in a video by using a model of first and second order local moments. An iterative process is used to estimate the position and shape of multiple faces in images, and to track them. the trajectories are then processed to count people entering and leaving the vehicle.

Abstract:
Medical digital images usually have low resolution because of nature of their acquisition. Therefore, this paper focuses on zooming these images to obtain better level of information, required for the purpose of medical diagnosis. For this purpose, a strategy for selecting pixels in zooming operation is proposed. It is based on the principle of analog clock and utilizes a combination of point and neighborhood image processing. In this approach, the hour hand of clock covers the portion of image to be processed. For alignment, the center of clock points at middle pixel of the selected portion of image. The minute hand is longer in length, and is used to gain information about pixels of the surrounding area. This area is called neighborhood pixels region. This information is used to zoom the selected portion of the image. The proposed algorithm is implemented and its performance is evaluated for many medical images obtained from various sources such as X-ray, Computerized Tomography (CT) scan and Magnetic Resonance Imaging (MRI). However, for illustration and simplicity, the results obtained from a CT scanned image of head is presented. The performance of algorithm is evaluated in comparison to various traditional algorithms in terms of Peak signal-to-noise ratio (PSNR), maximum error, SSIM index, mutual information and processing time. From the results, the proposed algorithm is found to give better performance than traditional algorithms.

Abstract:
Employer branding is considered as a useful tool for addressing the global-local problem facing complex organisations that have operations scattered across the globe and face challenges of dealing with the local environment alongside. Despite being an established field of study within the Western developed world, there is little empirical evidence concerning the relevance of employer branding to global companies that operate in the under-developed economies. This paper fills this gap by gaining rich insight into the implementation of employer branding programs in a foreign multinational operating in Pakistan dealing with the global-local problem. The study is qualitative in nature and employs semistructured and focus group interviews with senior/middle managers and local frontline employees to deeply examine the phenomenon in case organisation. Findings suggest that authenticity is required in employer brands to enable them to respond to the local needs thereby leading to the resolution of the global-local problem. However, the role of signaling theory is key to the development of authentic employer brands as it stresses on the need to establish an efficient and effective signaling environment where in signals travel in both directions (from signal designers to receivers and backwards) and facilitate firms with the global-local problem. The paper also identifies future avenues of research for the employer branding field.

Abstract:
In this paper an effective approach for segmenting human skin regions in images taken at different environment is proposed. The proposed method uses a color distance map that is flexible enough to reliably detect the skin regions even if the illumination conditions of the image vary. Local image conditions is also focused, which help the technique to adaptively detect differently illuminated skin regions of an image. From a set of shifted, blurred, and decimated image , super-resolution image reconstruction can get a high-resolution image. So it has become an active research branch in the field of image restoration. In general, super-resolution image restoration is an ill-posed problem. Prior knowledge about the image can be combined to make the problem well-posed, which contributes to some regularization methods. In the regularization methods at present, however, regularization parameter was selected by experience in some cases and other techniques have too heavy computation cost for computing the parameter. In this paper, we construct a new super-resolution algorithm by transforming the solving of the System stem Є=An into the solving of the equations X+A*X-1A=I , and propose an inverse iterative method.

Abstract:
We deal with the numerical solution of time-dependent convection-diffusion-reaction equations. We combine the local projection stabilization method for the space discretization with two different time discretization schemes: the continuous Galerkin-Petrov (cGP) method and the discontinuous Galerkin (dG) method of polynomial of degree k. We establish the optimal error estimates and present numerical results which shows that the cGP(k) and dG(k)- methods are accurate of order k +1, respectively, in the whole time interval. Moreover, the cGP(k)-method is superconvergent of order 2k and dG(k)-method is of order 2k +1 at the discrete time points. Furthermore, the dependence of the results on the choice of the stabilization parameter are discussed and compared.

Abstract:
The job shop scheduling problem (JSSP) is a notoriously difficult problem in combinatorial optimization. This paper presents a hybrid artificial immune system for the JSSP with the objective of minimizing makespan. The proposed approach combines the artificial immune system, which has a powerful global exploration capability, with the local search method, which can exploit the optimal antibody. The antibody coding scheme is based on the operation based representation. The decoding procedure limits the search space to the set of full active schedules. In each generation, a local search heuristic based on the neighborhood structure proposed by Nowicki and Smutnicki is applied to improve the solutions. The approach is tested on 43 benchmark problems taken from the literature and compared with other approaches. The Artificial immune systems algorithms are Meta heuristic optimization method, which are used for clustering and pattern recognition applications are abundantly. These algorithms in multimodal optimization problems are more efficient than genetic algorithms. A major drawback in these algorithms is their slow convergence to global optimum and their weak stability can be considered in various running of these algorithms. In this paper, improved Artificial Immune System Algorithm is introduced for the first time to overcome its problems of artificial immune system. That use of the small size of a local search around the memory antibodies is used for improving the algorithm efficiently. Abstract:
The phase compensation method was proposed based on the concept of the damping torque analysis (DTA). It is a method for the design of a PSS (power system stabilizer) to suppress local-mode power oscillations in a single-machine infinite-bus power system. This paper presents the application of the phase compensation method for the design of a PSS in a multi-machine power system. The application is achieved by examining the direct damping contribution of the stabilizer to the power oscillations. By using linearized equal area criterion, a theoretical proof to the application for the PSS design is presented. Hence PSS design in the paper is an example of stable tending control by localized method.

The importance of local food products and their promotion are drivers for economic growth. Entrepreneurship is one of the most important tools for development, which puts its most important effect on the way of increasing business in society. The purpose of this paper is to assess the breadth of food strategies in Italy toward to promoting local Italian foods in order to present useful food policies for developing countries. The methodology of this paper is based on qualitative analysis. In order to achieve such objectives, a literature review is carried out by employing documenting study. In this research, at first, we seek to present compliance’s concepts and definitions. Then, after examining the dimensions of the three strategies, we access to the indicators and compare their effects in order to present some useful policies and guidelines for developing countries. Despite of the limitations like inaccessibility, performance of companies in exporting local foods and lacking perception of awareness and experience of people, the study offers possible ways for future, as an example for Middle East countries to promote Italian local foods. Abstract:
In this study, an automated building and tree detection method is proposed using DSM data and true orthophoto image. A multiscale matched filtering is used on DSM data. Therefore, first watershed transform is applied. Then, Otsu’s thresholding method is used as an adaptive threshold to segment each watershed region. Detected objects are masked with NDVI to separate buildings and trees. The proposed method is able to detect buildings and trees without entering any elevation threshold. In this paper an extensive verification of the extraction method (published earlier) that consistently accounts for self-heating and Early effect to accurately extract both base and thermal resistance of bipolar junction transistors is presented. The method verification is demonstrated on advanced RF SiGe HBTs were the extracted results for the thermal resistance are compared with those from another published method that ignores the effect of Early effect on internal base-emitter voltage and the extracted results of the base resistance are compared with those determined from noise measurements. A self-consistency of our method in the extracted base resistance and thermal resistance using compact model simulation results is also carried out in order to study the level of accuracy of the method.

Abstract:
In this paper a simple terrain evaluation method for hexapod robot is introduced. This method is based on feet coordinate evaluation when all are on the ground. Depending on the feet coordinate differences the local terrain evaluation is possible. Terrain evaluation is necessary for right gait selection and/or body position correction. For terrain roughness evaluation three planes are plotted: two of them as definition points use opposite feet coordinates, third coincides with the robot body plane. The leaning angle of body plane is evaluated measuring gravity force using three-axis accelerometer. Terrain roughness evaluation method is based on angle estimation between normal vectors of these planes. The purpose of Grid computing is to utilize computational power of idle resources which are distributed in different areas. Given the grid dynamism and its decentralize resources, there is a need for an efficient scheduler for scheduling applications. Since task scheduling includes in the NP-hard problems various researches have focused on invented algorithms especially the genetic ones. But since genetic is an inherent algorithm which searches the problem space globally and does not have the efficiency required for local searching, therefore, its combination with local searching algorithms can compensate for this shortcomings. The aim of this paper is to combine the genetic algorithm and GELS (GAGELS) as a method to solve scheduling problem by which simultaneously pay attention to two factors of time and number of missed tasks. Abstract:
Multi-loop (De-centralized) Proportional-Integral- Derivative (PID) controllers have been used extensively in process industries due to their simple structure for control of multivariable processes. The objective of this work is to design multiple-model adaptive multi-loop PID strategy (Multiple Model Adaptive-PID) and neural network based multi-loop PID strategy (Neural Net Adaptive-PID) for the control of multivariable system. The first method combines the output of multiple linear PID controllers, each describing process dynamics at a specific level of operation. The global output is an interpolation of the individual multi-loop PID controller outputs weighted based on the current value of the measured process variable. In the second method, neural network is used to calculate the PID controller parameters based on the scheduling variable that corresponds to major shift in the process dynamics. The proposed control schemes are simple in structure with less computational complexity. The effectiveness of the proposed control schemes have been demonstrated on the CSTR process, which exhibits dynamic non-linearity.Keywords: Multiple-model Adaptive PID controller, Multivariableprocess, CSTR process.

Abstract:
In this paper, we propose an improved face recognition algorithm using histogram-based features in spatial and frequency domains. For adding spatial information of the face to improve recognition performance, a region-division (RD) method is utilized. The facial area is firstly divided into several regions, then feature vectors of each facial part are generated by Binary Vector Quantization (BVQ) histogram using DCT coefficients in low frequency domains, as well as Local Binary Pattern (LBP) histogram in spatial domain. Recognition results with different regions are first obtained separately and then fused by weighted averaging. Publicly available ORL database is used for the evaluation of our proposed algorithm, which is consisted of 40 subjects with 10 images per subject containing variations in lighting, posing, and expressions. It is demonstrated that face recognition using RD method can achieve much higher recognition rate.

Abstract:
Nowadays, demand for using real-time video transmission capable devices is ever-increasing. So, high resolution videos have made efficient video compression techniques an essential component for capturing and transmitting video data. Motion estimation has a critical role in encoding raw video. Hence, various motion estimation methods are introduced to efficiently compress the video. Low bit‑depth representation based motion estimation methods facilitate computation of matching criteria and thus, provide small hardware footprint. In this paper, a hardware implementation of a two-bit transformation based low-complexity motion estimation method using local binary pattern approach is proposed. Image frames are represented in two-bit depth instead of full-depth by making use of the local binary pattern as a binarization approach and the binarization part of the hardware architecture is explained in detail. Experimental results demonstrate the difference between the proposed hardware architecture and the architectures of well-known low-complexity motion estimation methods in terms of important aspects such as resource utilization, energy and power consumption.

Abstract:
This paper develops the fiscal health index of 21 local governments in Taiwan over the 1984 to 2010 period. A quantile regression analysis was used to explore the extent that economic variables, political budget cycles, and legislative checks and balances, impact different quantiles of fiscal health index for a country over a sample period of time. Our findings suggest that local governments at the lower quantile are significantly benefited from political budget cycles and the increase in central government revenues, while legislative effective checks and balances and the increase in central government expenditures have a significantly negative effect on local fiscal health. When local governments are in the upper tail of the distribution, legislative checks and balances and growth in macroeconomics have significant and adverse effects on the fiscal health of local governments. However, increases in central government revenues have significant and positive effects on the health status of local government in Taiwan.

Abstract:
Progressive collapse of buildings typically occurs when abnormal loading conditions cause local damages, which leads to a chain reaction of failure and ultimately catastrophic collapse. The tie force (TF) method is one of the main design approaches for progressive collapse. As the TF method is a simplified method, further investigations on the reliability of the method is necessary. This study aims to develop an improved TF method to design the cross wall structures for progressive collapse. To this end, the pullout behavior of strands in grout was firstly analyzed; and then, by considering the tie force-slip relationship in the friction stage together with the catenary action mechanism, a comprehensive analytical method was developed. The reliability of this approach is verified by the experimental results of concrete block pullout tests and full scale floor-to-floor joints tests undertaken by Portland Cement Association (PCA). Discrepancies in the tie force between the analytical results and codified specifications have suggested the deficiency of TF method, hence an improved model based on the analytical results has been proposed to address this concern.

In this paper an alternative visualisation approach of the wake behind different vehicle body shapes with simplified and fully-detailed underbody has been proposed and analysed. This allows for a more clear distinction among the different wake regions. This visualisation is based on a transformation of the cartesian coordinates of a chosen wake plane to polar coordinates, using as filter velocities lower than the freestream. This transformation produces a polar wake plot that enables the division and quantification of the wake in a number of sections. In this paper, local drag has been used to visualise the drag contribution of the flow by the different sections. Visually, a balanced wake can be observed by the concentric behaviour of the polar plots. Alternatively, integration of the local drag of each degree section as a ratio of the total local drag yields a quantifiable approach of the wake uniformity, where different sections contribute equally to the local drag, with the exception of the wheels.Keywords: Coordinate transformation, ground vehicle, local drag, wake.

Prediction of sinusoidal signals with time-varying frequencies has been an important research topic in power electronics systems. To solve this problem, we propose a new fuzzy predictive filtering scheme, which is based on a Finite Impulse Response (FIR) filter bank. Fuzzy logic is introduced here to provide appropriate interpolation of individual filter outputs. Therefore, instead of regular 'hard' switching, our method has the advantageous 'soft' switching among different filters. Simulation comparisons between the fuzzy predictive filtering and conventional filter bank-based approach are made to demonstrate that the new scheme can achieve an enhanced prediction performance for slowly changing sinusoidal input signals.Keywords: Predictive filtering, fuzzy logic, sinusoidal signals, time-varying frequencies.

For example, similar to the concept of one village one product (OVOP) implemented in Japan, Indonesia also adopted this concept by promoting local traditional products to improve incomes of village people and to enhance local economic activities. Analysis on how OVOP program increase local people’s income and influence customer satisfaction were the objective of this paper. Behavioral intention to purchase and re-purchase, customer satisfaction and promotion are key factors for local products to play significant roles in improving local income and economy of the region. The concepts of OVOP and key factors that influence economic activities of local people and the region will be described and explained in the paper. Results of research, in a case study based on 300 respondents, customers of a local restaurant at Tangerang City, Banten Province of Indonesia, indicated that local product, service quality and behavioral intention individually have significant influence to customer satisfaction; whereas simultaneous tests to the variables indicated positive and significant influence to the behavioral intention through customer satisfaction as the intervening variable.

Abstract:
The purpose of this research was to study the influence of learning efficiency on local accountants’ job performance effectiveness. This paper drew upon the survey data collected from 335 local accountants survey conducted at Nakhon Ratchasima province, Thailand. The statistics utilized in this paper included percentage, mean, standard deviation, and regression analysis. The findings revealed that the majority of samples were between 31-40 years old, married, held an undergraduate degree, and had an average income between 10,000-15,000 baht. The majority of respondents had less than five years of accounting experience and worked for local administrations. The overall learning efficiency score was in the highest level while the local accountants’ job performance effectiveness score was also in the high level. The hypothesis testing’s result disclosed that learning efficiency factors which were knowledge, Skill, and Attitude had an influence on local accountants’ job the performance effectiveness.

Abstract:
In this report we present a rule-based approach to detect anomalous telephone calls. The method described here uses subscriber usage CDR (call detail record) data sampled over two observation periods: study period and test period. The study period contains call records of customers- non-anomalous behaviour. Customers are first grouped according to their similar usage behaviour (like, average number of local calls per week, etc). For customers in each group, we develop a probabilistic model to describe their usage. Next, we use maximum likelihood estimation (MLE) to estimate the parameters of the calling behaviour. Then we determine thresholds by calculating acceptable change within a group. MLE is used on the data in the test period to estimate the parameters of the calling behaviour. These parameters are compared against thresholds. Any deviation beyond the threshold is used to raise an alarm. This method has the advantage of identifying local anomalies as compared to techniques which identify global anomalies. The method is tested for 90 days of study data and 10 days of test data of telecom customers. For medium to large deviations in the data in test window, the method is able to identify 90% of anomalous usage with less than 1% false alarm rate.Keywords: Subscription fraud, fraud detection, anomalydetection, maximum likelihood estimation, rule based systems.

Abstract:
This paper presents a new method for estimating the nonstationary noise power spectral density given a noisy signal. The method is based on averaging the noisy speech power spectrum using time and frequency dependent smoothing factors. These factors are adjusted based on signal-presence probability in individual frequency bins. Signal presence is determined by computing the ratio of the noisy speech power spectrum to its local minimum, which is updated continuously by averaging past values of the noisy speech power spectra with a look-ahead factor. This method adapts very quickly to highly non-stationary noise environments. The proposed method achieves significant improvements over a system that uses voice activity detector (VAD) in noise estimation.Keywords: Noise estimation, Non-stationary noise, Speechenhancement.

Abstract:
The efforts to understand the heat transfer behavior of supercritical water in supercritical water cooled reactor (SCWR) are ongoing worldwide to fulfill the future energy demand. The higher thermal efficiency of these reactors compared to a conventional nuclear reactor is one of the driving forces for attracting the attention of nuclear scientists. In this work, a solution procedure has been described for solving supercritical fluid flow problems in complex geometries. The solution procedure is based on non-staggered grid. All governing equations are discretized by finite volume method (FVM) in curvilinear coordinate system. Convective terms are discretized by first-order upwind scheme and central difference approximation has been used to discretize the diffusive parts. k-ε turbulence model with standard wall function has been employed. SIMPLE solution procedure has been implemented for the curvilinear coordinate system. Based on this solution method, 3-D Computational Fluid Dynamics (CFD) code has been developed. In order to demonstrate the capability of this CFD code in supercritical fluid flows, heat transfer to supercritical water in circular tubes has been considered as a test problem. Results obtained by code have been compared with experimental results reported in literature.

Abstract:
Particle Swarm Optimization (PSO) with elite PSO parameters has been developed for power flow analysis under practical constrained situations. Multiple solutions of the power flow problem are useful in voltage stability assessment of power system. A method of determination of multiple power flow solutions is presented using a hybrid of Particle Swarm Optimization (PSO) and local search technique. The unique and innovative learning factors of the PSO algorithm are formulated depending upon the node power mismatch values to be highly adaptive with the power flow problems. The local search is applied on the pbest solution obtained by the PSO algorithm in each iteration. The proposed algorithm performs reliably and provides multiple solutions when applied on standard and illconditioned systems. The test results show that the performances of the proposed algorithm under critical conditions are better than the conventional methods.Keywords: critical conditions, ill-conditioned systems, localsearch technique, multiple power flow solutions, particle swarmoptimization.
