4993 Retrofitting Measures for Existing Housing Stock in Kazakhstan

Abstract:
Residential buildings fund of Kazakhstan was built in the Soviet time about 35-60 years ago without considering energy efficiency measures. Currently, most of these buildings are in a rundown condition and fail to meet the minimum of hygienic, sanitary and comfortable living requirements. The paper aims to examine the reports of recent building energy survey activities in the country and provide a possible solution for retrofitting existing housing stock built before 1989 which could be applicable for building envelope in cold climate. Methodology also includes two-dimensional modeling of possible practical solutions and further recommendations.

Abstract:
Kazakhstan is currently one of the dynamically developing states in its region. The stable growth in all sectors of the economy leads to a corresponding increase in energy consumption. Thus country consumes significant amount of energy due to the high level of industrialisation and the presence of energy-intensive manufacturing such as mining and metallurgy which in turn leads to low energy efficiency. With allowance for this the Government has set several priorities to adopt a transition of Republic of Kazakhstan to a “green economy”. This article provides an overview of Kazakhstan’s energy efficiency situation in for the period of 1991- 2014. First, the dynamics of production and consumption of conventional energy resources are given. Second, the potential of renewable energy sources is summarised followed by the description of GHG emissions trends in the country. Third, Kazakhstan’ national initiatives, policies and locally implemented projects in the field of energy efficiency are described.

Abstract:
One of the areas that present an opportunity to reduce the national carbon emission is the energy management of public buildings. To our present knowledge, there is no easy-to-use and centralized mechanism that enables the government to monitor the overall energy performance, as well as the carbon footprint, of Malaysia’s public buildings. Therefore, the Public Works Department Malaysia, or PWD, has developed a web-based energy performance reporting tool called JENOSYS (JKR Energy Online System), which incorporates a database of utility account numbers acquired from the utility service provider for analysis and reporting. For test case purposes, 23 buildings under PWD were selected and monitored for their monthly energy performance (in kWh), carbon emission reduction (in tCO₂eq) and utility cost (in MYR), against the baseline. This paper demonstrates the simplicity with which buildings without energy metering can be monitored centrally and the benefits that can be accrued by the government in terms of building energy disclosure and concludes with the recommendation of expanding the system to all the public buildings in Malaysia.Keywords: Energy-efficient buildings. energy management systems, government buildings, JENOSYS.

Abstract:
Over the past few years, the idea of adaptive buildings and specifically, adaptive building energy management systems (ABEMS) has become popular. Well-performed management in terms of energy is to create a balance between energy consumption and user comfort; therefore, in new energy management models, efficient energy consumption is not the sole factor and the user's comfortability is also considered in the calculations. One of the main ways of measuring this factor is by analyzing user feedback on the conditions to understand whether they are satisfied with conditions or not. This paper provides a comprehensive review of recent approaches towards energy management systems based on users' feedbacks and subsequently performs a comparison between them premised upon their efficiency and accuracy to understand which approaches were more accurate and which ones resulted in a more efficient way of minimizing energy consumption while maintaining users' comfortability. It was concluded that the highest accuracy rate among the presented works was 95% accuracy in determining satisfaction and up to 51.08% energy savings can be achieved without disturbing user’s comfort. Considering the growing interest in designing and developing adaptive buildings, these studies can support diverse inquiries about this subject and can be used as a resource to support studies and researches towards efficient energy consumption while maintaining the comfortability of users.

Abstract:
The objective of this research work is to discuss the concept of “green growth” in the Republic of Kazakhstan introduced by its government in the “National Sustainable Development Strategy” with the objective of transition to a resource-efficient, “green economy.” We believe that emerging economies like Kazakhstan can pursue a cleaner and more efficient development path by introducing an environmental tax system based on resource consumption rather than only income and labor. The key issues discussed in this article are the eco-efficiency, which refers to closing the gap between economic and ecological efficiencies, and the structural change of the economy toward “green growth.” We also strongly believe that studying the experience of East Asian countries on “green reform” including eco-innovation and “green solutions” in business is essential to the case of Kazakhstan. All of these will raise the status of Kazakhstan to the level of one of the thirty developed countries over the next decades.

Traditionally, the embodied energy of design choices which reduce operational energy were assumed to have a negligible impact on the life cycle energy of buildings. However with new buildings having considerably lower operational energy, the significance of embodied energy increases. A life cycle assessment of a population of house designs was conducted in a mild and mixed climate zone. Kazakhstan attaches the great importance to cooperation with European countries within the framework of multilateral security organizations such as NATO. Cooperation of Kazakhstan with the NATO is a prominent aspect of strengthening of regional security of republic. It covers a wide spectrum of areas, such as reform of sector of defense and security, military operative compatibility of armed forces of NATO member-countries and Kazakhstan, civil emergency planning and scientific cooperation. The cooperation between Kazakhstan and NATO is based on the mutual interests of neighboring republics in the region so that the existing forms of cooperation between Kazakhstan and NATO will not be negatively perceived both in Asia as well as among CIS countries. Kazakhstan tailors its participation in the PfP programme through an annual Individual Partnership Programme, selecting those activities that will help achieve the goals it has set in the IPAP. Level of cooperation within the limits of PfP essentially differs on each republic. Abstract:
Nowadays, due to the growing problems of energy supply and the drastic reduction of natural non-renewable resources, the development of new applications in the energy sector and steps towards greater efficiency in energy consumption are required. Since buildings account for a large share of energy consumption, increasing the structural density of buildings causes an increase in energy consumption. This increase in energy consumption means that energy efficiency approaches to building design and the integration of new systems using emerging technologies become necessary in order to curb this consumption. As new systems for productive usage of generated energy are developed, buildings that require less energy to operate, with rational use of resources, need to be developed. One solution for reducing the energy requirements of buildings is through landscape planning, design and application. Requirements such as heating, cooling and lighting can be met with lower energy consumption through planting design, which can help to achieve more efficient and rational use of resources. Within this context, rather than a planting design which considers only the ecological and aesthetic features of plants, these considerations should also extend to spatial organization whereby the relationship between the site and open spaces in the context of climatic elements and planting designs are taken into account. In this way, the planting design can serve an additional purpose. With rapid development of urbanization and improvement of living standards in the world, energy consumption and carbon emissions of the building sector are expected to increase in the near future; because of that, energy-saving issues have become more important among the engineers. Besides, the building sector is a major contributor to energy consumption and carbon emissions. The concept of efficient building appeared as a response to the need for reducing energy demand in this sector which has the main purpose of shifting from standard buildings to low-energy buildings. Although energy-saving should happen in all steps of a building during the life cycle (material production, construction, demolition), the main concept of efficient energy building is saving energy during the life expectancy of a building by using passive and active systems, and should not sacrifice comfort and quality to reach these goals. The main aim of this study is to investigate passive strategies (do not need energy consumption or use renewable energy) to achieve energy-efficient buildings. Energy retrofit measures were explored by eQuest software using a case study as a base model. The study investigates predictive accuracy for the major factors like thermal transmittance (U-value) of the material, windows, shading devices, thermal insulation, rate of the exposed envelope, window/wall ration, lighting system in the energy consumption of the building. The base model was located in Istanbul, Turkey. The impact of eight passive parameters on energy consumption had been indicated. After analyzing the base model by eQuest, a final scenario was suggested which had a good energy performance. The results showed a decrease in the U-values of materials, the rate of exposing buildings, and windows had a significant effect on energy consumption. Finally, savings in electric consumption of about 10.5%, and gas consumption by about 8.37% in the suggested model were achieved annually.

Abstract:
Sustainable tall buildings that provide comfortable, healthy and efficient indoor environments are clearly desirable as the densification of living and working space for the world’s increasing population proceeds. For environmental concerns, these buildings must also be energy efficient. One component of these tasks is the provision of indoor air quality and thermal comfort, which can be enhanced with natural ventilation by the supply of fresh air. Working spaces can only be naturally ventilated with connections to the outdoors utilizing operable windows, double facades, ventilation stacks, balconies, patios, terraces and skygardens. Large amounts of fresh air can be provided to the indoor spaces without mechanical air-conditioning systems, which are widely employed in contemporary tall buildings. This paper tends to present the concept of natural ventilation for sustainable tall office buildings in order to achieve healthy and comfortable working spaces, as well as energy efficient environments. Initially the historical evolution of ventilation strategies for tall buildings is presented, beginning with natural ventilation and continuing with the introduction of mechanical airconditioning systems. Then the emergence of natural ventilation due to the health and environmental concerns in tall buildings is handled, and the strategies for implementing this strategy are revealed. In the next section, a number of case studies that utilize this strategy are investigated. Finally, how tall office buildings can benefit from this strategy is discussed.

In today’s world, the growing demand for urban built forms has resulted in the production and consumption of building materials i.e. embodied energy in building construction, leading to pollution and greenhouse gas (GHG) emissions. Therefore, new buildings will offer a unique opportunity to implement more energy efficient building without compromising on building performance of the building. Embodied energy of building materials forms major contribution to embodied energy in buildings. The paper results in an approach towards designing an energy efficient apartment building through embodied energy assessment. This paper discusses the trend of residential development in Rourkela, which includes three case studies of the contemporary houses, followed by architectural elements, number of storeys, predominant material use and plot sizes using primary data. It results in identification of predominant material used and other characteristics in urban area. Further, the embodied energy coefficients of various dominant building materials and alternative materials manufactured in Indian Industry is taken in consideration from secondary source i.e. literature study. The paper analyses the embodied energy by estimating materials and operational energy of proposed building followed by altering the specifications of the materials based on the building components i.e. walls, flooring, windows, insulation and roof through res build India software and comparison of different options is assessed with consideration of sustainable parameters. This paper results that autoclaved aerated concrete block only reaches the energy performance Index benchmark i.e. 69.35 kWh/m2 yr i.e. by saving 4% of operational energy and as embodied energy has no particular index, out of all materials it has the highest EE 23206202.43 MJ.

With an increase in the interest in the energy conservation for buildings, and the emergence of many methods and easily-understandable approaches to it, energy conservation has now become the public’s main interest, as compared to in the past when it was only focused upon by experts. This study aims to help the occupants of a building to understand the energy efficiency and consumption of the building by providing them information on the building’s energy efficiency through a mobile application. The energy performance assessment models are proposed on the basis of the actual energy usage and building characteristics such as the architectural scheme and the building equipment. The university buildings in Korea are used as a case to demonstrate the mobile application.

Sustainable energy usage has been recognized as one of the important measure to increase the competitiveness of the nation globally. Many strong emphases were given in the Ninth Malaysia Plan (RMK9) to improve energy efficient especially to government buildings. With this in view, a project to investigate the potential of energy saving in selected building in Universiti Tun Hussein Onn Malaysia (UTHM) was carried out. In this project, a case study involving electric energy consumption of the academic staff office building was conducted. The scope of the study include to identify energy consumption in a selected building, to study energy saving opportunities, to analyse cost investment in term of economic and to identify users attitude with respect to energy usage. The MS1525:2001, Malaysian Standard -Code of practice on energy efficiency and use of renewable energy for non-residential buildings was used as reference. Several energy efficient measures were considered and their merits and priority were compared. Improving human behavior can reduce energy consumption by 6% while technical measure can reduce energy consumption by 44%. This research reflects on the effects of shading percentage in different solar orientations on the energy consumption inside residential buildings (domestic dwellings). Formation of ethnos national values is viewed as the mandatory constituent of this process in contemporary conditions. The article shows the dynamics of forming socialspiritual basis of Kazakhstan people-s national values. It depicts peculiarities of interethnic relations in poly-ethnic and multiconfessional Kazakhstan. The study reviews in every detail various directions of the state social policy development in the sphere of national values. It is aimed to consolidation of the society to achieve the shared objective, i.e. building democratic and civilized state. The author discloses peculiarities of ethnos national values development using specific sources. It is underlined that renewal and modernization of Kazakhstan society represents new stage in the national value development, and its typical feature is integration process based on peoples- friendship, cultural principles of interethnic communication.

Abstract:
There is an urgent need nowadays to reduce energy demand and the current level of greenhouse gas emission and use renewable energy sources increase in energy efficiency. On the other hand, the European Union (EU) countries are largely dependent on energy imports and are vulnerable to disruption in energy supply, which may, in turn, threaten the functioning of their current economic structure. Residential buildings represent a significant part of the energy consumption of the building stock. Only a small part of the building stock is exchanged every year, thus it is essential to increase the energy efficiency of the existing buildings. Present paper focuses on the buildings built with industrialized technology only, and their opportunities in the boundaries of nearly zero-energy regulation. Current paper shows the emergence of panel construction method, and past and present of the ‘panel’ problem in Hungary with a short outlook to Europe. The study shows as well as the possibilities for meeting the nearly zero and cost optimized requirements for residential buildings by analyzing the renovation scenarios of an existing residential typology.

Identification of optimal building geometry is one of key factors to be considered. Architectural form of a building has impact on space heating and cooling energy use, however the interrelationship between the geometry and resultant energy use is not always readily apparent. Abstract:
Residential buildings consume significant amounts of energy and produce large amount of emissions and waste. However, there is a substantial potential for energy savings in this sector which needs to be evaluated over the life cycle of residential buildings. Life Cycle Assessment (LCA) methodology has been employed to study the primary energy uses and associated environmental impacts of different phases (i.e., product, construction, use, end of life, and beyond building life) for residential buildings. Four different alternatives of residential buildings in Vancouver (BC, Canada) with a 50-year lifespan have been evaluated, including High Rise Apartment (HRA), Low Rise Apartment (LRA), Single family Attached House (SAH), and Single family Detached House (SDH). Life cycle performance of the buildings is evaluated for embodied energy, embodied environmental impacts, operational energy, operational environmental impacts, total life-cycle energy, and total life cycle environmental impacts. Estimation of operational energy and LCA are performed using DesignBuilder software and Athena Impact estimator software respectively. The study results revealed that over the life span of the buildings, the relationship between the energy use and the environmental impacts are identical. LRA is found to be the best alternative in terms of embodied energy use and embodied environmental impacts; while, HRA showed the best life-cycle performance in terms of minimum energy use and environmental impacts. Sensitivity analysis has also been carried out to study the influence of building service lifespan over 50, 75, and 100 years on the relative significance of embodied energy and total life cycle energy. The life-cycle energy requirements for SDH are found to be a significant component among the four types of residential buildings. The overall disclose that the primary operations of these buildings accounts for 90% of the total life cycle energy which far outweighs minor differences in embodied effects between the buildings.Keywords: Building simulation, environmental impacts, life cycle assessment, life cycle energy analysis, residential buildings.

Petroglyphs, stone sculptures, burial mounds, and other memorial religious structures are ancient artifacts which find reflection in contemporary world culture, including the culture of Kazakhstan. In this article, the problem of the influence of ancient artifacts on contemporary culture is researched, using as an example Kazakhstan-s sculpture and painting. The practice of creating petroglyphs, stone sculptures, and memorial religious structures was closely connected to all fields of human existence, which fostered the formation of and became an inseparable part of a traditional worldview. The ancient roots of Saka-Sythian and Turkic nomadic culture have been studied, and integrated into the foundations of the contemporary art of Kazakhstan. The study of the ancient cultural heritage of Kazakhstan by contemporary artists, sculptors and architects, as well as the influence of European art and cultures on the art of Kazakhstan are furthering the development of a new national art.Keywords: ancient artifacts, Golden Man, nomadic culture, sculpture, painting

Abstract:
This research focuses on the optimization of glazed surfaces and the assessment of possible solar gains in industrial buildings. Existing window rating methods for single windows were evaluated and a new method for a simple analysis of energy gains and losses by single windows was introduced. Furthermore extensive transient building simulations were carried out to appraise the performance of low cost polycarbonate multi-cell sheets in interaction with typical buildings for industrial applications. Mainly energy saving potential was determined by optimizing the orientation and area of such glazing systems in dependency on their thermal qualities. Moreover the impact on critical aspects such as summer overheating and daylight illumination was considered to ensure the user comfort and avoid additional energy demand for lighting or cooling. Hereby the simulated heating demand could be reduced by up to 1/3 compared to traditional architecture of industrial halls using mainly skylights.

Abstract:
Religion revival including Islam in Kazakhstan represents reaction, first of all on internal social and political change, events after disintegration of the USSR. Process of revival of Kazakhstan Islam was accompanied as positive, so by negative tendencies. Old mosques were restored, were under construction new, Islamic schools and high schools were created, was widely studied religious the dogmatic person, the corresponding literature was published, expanded contacts with foreign Muslim brothers in the faith, the centers of the Arab-Muslim culture extended. At the same time in Kazakhstan, there are religious-political parties and movements, pursuing radical goals down to change the spiritual and cultural identity of Muslims of Kazakhstan by the forcible introduction of non-traditional religious and political, ethnic and cultural values.

So much energy is used in high rise buildings to fulfill the basic needs of users such as lighting and thermal comfort. Malaysia has hot and humid climate, buildings especially high rise buildings receive unnecessary solar radiation that cause more solar heat gain. Energy use specially electricity consumption in high rise buildings has increased. There have been growing concerns about energy consumption and its effect on environment. Building, energy and the environment are important issues that the designers should consider to them. Self protected form is one of possible ways against the impact of solar radiation in high rise buildings. The Energy performance of building envelopes was investigated in term of the Overall Thermal Transfer Value (OTTV ).In this paper, the amount of OTTV reduction was calculated through OTTV Equations to clear the effectiveness of self shading strategy on minimizing energy consumption for cooling interior spaces in high rise buildings which has considerable envelope areas against solar radiation. Also increasing the optimum window area was investigated using self-shading strategy in designing high rise buildings. As result, the significant reduction in OTTV was shown based on WWR.In addition slight increase was demonstrated in WWR that can influence on visible comfort interior spaces.Keywords: Self-shading strategy, high rise buildings, Overall thermal transfer value (OTTV ), Window to wall ratio (WWR).

Abstract:
Despite the international commitment of Algeria towards the development of energy efficiency and renewable energy in the country, the internal energy demand has been continuously growing during the last decade due to the substantial increase of population and of living conditions, which in turn has led to an unprecedented expansion of the residential building sector. The RTB (Thermal Building Regulation) is the technical document that establishes the calculation framework for the thermal performance of buildings in Algeria, setting up minimum obligatory targets for the thermal performance of new buildings. An update of this regulation is due in the coming years and this paper discusses some proposals in this regard, with the aim to improve the energy efficiency of the building sector, particularly with regard to social housing. In particular, it proposes a methodology for drafting an energy performance label of new Algerian residential buildings, moving from the results of the thermal compliance verification and sizing of technical systems as defined in the RTB. Such an energy performance label – whose calculation method is briefly described in the paper – aims to raise citizens' awareness of the benefits of energy efficiency. It can represent the first step in a process of integrating technical installations into the calculation of the energy performance of buildings in Algeria.
