2829 Exploring Influence Range of Tainan City Using Electronic Toll Collection Big Data

Abstract:
Big Data has been attracted a lot of attentions in many fields for analyzing research issues based on a large number of maternal data. Electronic Toll Collection (ETC) is one of Intelligent Transportation System (ITS) applications in Taiwan, used to record starting point, end point, distance and travel time of vehicle on the national freeway. This study, taking advantage of ETC big data, combined with urban planning theory, attempts to explore various phenomena of inter-city transportation activities. ETC, one of government's open data, is numerous, complete and quick-update. One may recall that living area has been delimited with location, population, area and subjective consciousness. However, these factors cannot appropriately reflect what people’s movement path is in daily life. In this study, the concept of "Living Area" is replaced by "Influence Range" to show dynamic and variation with time and purposes of activities. This study uses data mining with Python and Excel, and visualizes the number of trips with GIS to explore influence range of Tainan city and the purpose of trips, and discuss living area delimited in current. It dialogues between the concepts of "Central Place Theory" and "Living Area", presents the new point of view, integrates the application of big data, urban planning and transportation. The finding will be valuable for resource allocation and land apportionment of spatial planning.

Abstract:
Place is a where dimension formed by people-s relationship with physical settings, individual and group activities, and meanings. 'Place Attachment', 'Place Identity'and 'Sense of Place' are some concepts that could describe the quality of people-s relationships with a place. The concept of Sense of place is used in studying human-place bonding, attachment and place meaning. Sense of Place usually is defined as an overarching impression encompassing the general ways in which people feel about places, senses it, and assign concepts and values to it. Sense of place is highlighted in this article as one of the prevailing concepts among place-based researches. Considering dimensions of sense of place has always been beneficial for investigating public place attachment and pro-environmental attitudes towards these places. The creation or preservation of Sense of place is important in maintaining the quality of the environment as well as the integrity of human life within it. While many scholars argued that sense of place is a vague concept, this paper will summarize and analyze the existing seminal literature. Therefore, in this paper first the concept of Sense of place and its characteristics will be examined afterward the scales of Sense of place will be reviewed and the factors that contribute to form Sense of place will be evaluated and finally Place Attachment as an objective dimension for measuring the sense of place will be described.Keywords: Place, Place Attachment, Sense of place

Population in rural areas are scattered in the form of different villages or settlements. The proper selection of land to launch any educational or health activities to equally facilitate both the genders is the sticky situation, both for Govt. and Private organizations. Govt. spends substantial funds for the establishment of education institution/health centre at the place which is feasible and accessible to general public. However for specific gender, the gender population is also considered so that both the gender may be benefited equally. In this research, efforts have been made to illustrate how one can choose or locate the best central place/ area in Taluka Kunri of district Umerkot Sindh Pakistan where the Educational or Health activity is to be initiated. For the purpose the concept of centre of mass theorem is used as a tool to develop mathematical model, subsequently utilize in achieving the objectives.

Personalized learning becomes increasingly popular which not be restricted by time, place or any other barriers. This study proposes an analysis of Personalized Learning using Item Response Theory which considers course material difficulty and learner ability.The study investigates twenty undergraduate students at TATI University College, who are taking programming subject. By using the IRT,it was found that, finding the most appropriate problem levels to each student include high and low level test items together is not a problem. Thus, the student abilities can be asses more accurately and fairly. Learners who experience more anxiety will affect a heavier cognitive load and receive lower test scores.Instructors are encouraged to provide a supportive learning environment to enhance learning effectiveness because Cognitive Load Theory concerns the limited capacity of the brain to absorb new information.

This article analyses the peculiarities of Japan’s policy toward the countries of Central Asia. The increasing role of Central Asia in the system of international relations engendered an objective need for understanding of the policy of leading states, including Japan, in the region in the twenty-first century. The purpose of the study is to investigate the peculiarities of the formation and development of Japan policy in Central Asia and to identify the problems and prospects of Japan’s policy toward the countries of the region on the basis of experts’ opinions. In this article, the method of analysis of the situation and a systematic method were used. Prognostic methods, the collective expert assessment and scenarios were used in the study to determine the prospects of Japan’s policy toward the countries of Central Asia.

Statistical learning theory was developed by Vapnik. It is a learning theory based on Vapnik-Chervonenkis dimension. It also has been used in learning models as good analytical tools. In general, a learning theory has had several problems. Some of them are local optima and over-fitting problems. As well, statistical learning theory has same problems because the kernel type, kernel parameters, and regularization constant C are determined subjectively by the art of researchers. So, we propose an evolutionary statistical learning theory to settle the problems of original statistical learning theory. Combining evolutionary computing into statistical learning theory, our theory is constructed. New Growth Theory helps us make sense of the ongoing shift from a resource-based economy to a knowledge-based economy. It underscores the point that the economic processes which create and diffuse new knowledge are critical to shaping the growth of nations, communities and individual firms. In all too many contributions to New (Endogenous) Growth Theory – though not in all – central reference is made to 'a stock of knowledge', a 'stock of ideas', etc., this variable featuring centre-stage in the analysis. Yet it is immediately apparent that this is far from being a crystal clear concept. The difficulty and uncertainty of being able to capture the value associated with knowledge is a real problem. The intent of this paper is introducing new thinking and theorizing about the knowledge and its measurability in new growth theory. Moreover the study aims to synthesize various strain of the literature with a practical bearing on knowledge concept. By contribution of institution framework which is found within NGT, we can indirectly measure the knowledge concept. Abstract:
Peridynamics is a new modeling concept of non-local interactions for solid structures. The formulations of Peridynamic (PD) theory are based on integral equations rather than differential equations. Through, undefined equations of associated problems are avoided. PD theory might be defined as continuum version of molecular dynamics. The medium is usually modeled with mass particles bonded together. Particles interact with each other directly across finite distances through central forces named as bonds. The main assumption of this theory is that the body is composed of material points which interact with other material points within a finite distance. Although, PD theory developed for discontinuities, it gives good results for structures which have no discontinuities. In this paper, displacement control of the isotropic plate under the effect of tensile and bending loading has been investigated by means of PD theory. A MATLAB code is generated to create PD bonds and corresponding surface correction factors. Using generated MATLAB code the geometry of the specimen is generated, and the code is implemented in Finite Element Software. The results obtained from non-local continuum theory are compared with the Finite Element Analysis results and analytical solution. The results show good agreement.

Abstract:
53 college students answered questions regarding the circumstances in which they first heard about the news of Wenchuan earthquake or the news of their acceptance to college which took place approximately one year ago, and answered again two years later. The number of details recalled about their circumstances for both events was high and didn-t decline two years later. However, consistency in reported details over two years was low. Participants were more likely to construct central (e.g., Where were you?) than peripheral information (What were you wearing?), and the confidence of the central information was higher than peripheral information, which indicated that they constructed more when they were more confident.

Existing turnover intention theories are reviewed in this paper. This review was conducted with the help of the search keyword “turnover intention theories” in Google Scholar during the month of July 2017. These theories include: The Theory of Organizational Equilibrium (TOE), Social Exchange Theory, Job Embeddedness Theory, Herzberg’s Two-Factor Theory, the Resource-Based View, Equity Theory, Human Capital Theory, and the Expectancy Theory. One of the limitations of this review paper is that data were only collected from Google Scholar where many papers were sometimes not freely accessible. However, this paper attempts to contribute to the research in clarifying the distinction between theories and models in the context of turnover intention.

This paper addresses the problem of the partial state feedback stabilization of a class of nonlinear systems. In order to stabilization this class systems, the especial place of this paper is to reverse designing the state feedback control law from the method of judging system stability with the center manifold theory. First of all, the center manifold theory is applied to discuss the stabilization sufficient condition and design the stabilizing state control laws for a class of nonlinear. Secondly, the problem of partial stabilization for a class of plane nonlinear system is discuss using the lyapunov second method and the center manifold theory. Thirdly, we investigate specially the problem of the stabilization for a class of homogenous plane nonlinear systems, a class of nonlinear with dual-zero eigenvalues and a class of nonlinear with zero-center using the method of lyapunov function with homogenous derivative, specifically. The sustainability of a place depends on a series of factors which contribute to the quality of life, sense of place and recognition of identity. An activity like walking, which in itself is obviously ''sustainable'', can become non sustainable if the context in which it is carried out does not meet the conditions for an adequate quality of life. This work is aimed at proposing the analytical method of Place Maker to identify the elements that do not feature in traditional mapping and which constitute the contemporary identity of the places, and the relative complex map to represent those elements and support sustainable urban identity design. Abstract:
Application of projective geometry to the theory of two-ports and cascade circuits with a load change is considered. The equations linking the input and output of a two-port are interpreted as projective transformations which have the invariant as a cross-ratio of four points. This invariant has place for all regime parameters in all parts of a cascade circuit. This approach allows justifying the definition of a regime and its change, to calculate a circuit without explicitly finding the aparameters, to transmit accurately an analogue signal through the unstable two-port.

Abstract:
It is the aim of this paper to place the role of innovation in economic development in its theoretical context through a literature review. The review compares classical economic theory and the neoclassical theories of “equilibrium in the markets” and “perfectly competitive markets” with the Schumpeterian theory. It was found that Schumpeter’s role in contributing towards economic development theories, and by creating awareness of the role of innovation in these theories is of immeasurable importance. His contribution led to a change in economic thinking, although this was only realized much later than when his theories were first published. The neo-Schumpeterian thinking expanded on the Schumpeterian theory by studying innovation within a system of interaction among different role players. Studies on innovation should be founded in the neo-Schumpeterian school of thought in order to accommodate the complexity of the innovation system concept.

The modern world is experiencing fundamental and dynamic changes. The transformation of international relations; the end of confrontation and successive overcoming of the Cold War consequences have expanded possible international cooperation. The global nuclear conflict threat has been minimized, while a tendency to establish a unipolar world structure with the U.S. economic and power domination is growing. The current world system of international relations, apparently is secular. However, the religious beliefs of one or another nations play a certain (sometimes a key) role, both in the domestic affairs of the individual countries and in the development of bilateral ties. Political situation in Central Asia has been characterized by new factors such as international terrorism; religious extremism and radicalism; narcotrafficking and illicit arms trade of a global character immediately threaten to peace and political stability in Central Asia. The role and influence of Islamic fundamentalism is increasing; political ethnocentrism and the associated aggravation of inter-ethnic relations, the ambiguity of national interests and objectives of major geo-political groups in the Central Asian region regarding the division the political influence, emerge. This article approaches the following issues: the role of Islam in Central Asia; destabilizing factors in Central Asia; Islamic movements in Central Asia, Western Europe and the United States; the United States, Western Europe and Central Asia: religion, politics, ideology, and the US-Central Asia antiterrorism and religious extremism cooperation.

Social sustainability, as an independent perspective of sustainable development, has gained some acknowledgement, becoming an important aspect in sustainable urban planning internationally. However, limited research aiming at promoting social sustainability within urban areas exists within the South African context. This is mainly due to the different perspectives of sustainable development (e.g., Environmental, Economic, and Social) not being equally prioritized by policy makers and supported by implementation strategies, guidelines, and planning frameworks. The enhancement of social sustainability within urban areas relies on urban dweller satisfaction and the quality of urban life. Inclusive cities with high-quality public spaces are proposed within this research through implementing the third place theory. Third places are introduced as any place other than our homes (first place) and work (second place) and have become an integrated part of sustainable urban planning. As Third Places consist of every place 'in between', the approach has taken on a large role of the everyday life of city residents, and the importance of planning for such places can only be measured through identifying and highlighting the social sustainability benefits thereof. The aim of this research paper is to introduce third place planning within the urban area to ultimately enhance social sustainability. Selected background planning approaches influencing the planning of third places will briefly be touched on, as the focus will be placed on the social sustainability benefits provided through third place planning within an urban setting. The study will commence by defining and introducing the concept of third places within urban areas as well as a discussion on social sustainability, acting as one of the three perspectives of sustainable development. This will gain the researcher an improved understanding on social sustainability in order for the study to flow into an integrated discussion of the benefits Third places provide in terms of social sustainability and the impact it has on improved quality of life within urban areas. Finally, a visual case study comparison of local and international examples of third places identified will be illustrated. These international case studies will contribute towards the conclusion of this study where a local gap analysis will be formulated, based on local third place evidence and international best practices in order to formulate a strategic planning framework on improving social sustainability through third place planning within the local South African context.

Under some regularity conditions, we show that (X2 1+· · ·+X2N n)-1/2SNn is asymptotically normal, where {Ni}i≥1 is a sequence of positive integer-valued random variables tending to infinity. With the increasing spread of computers and the internet among culturally, linguistically and geographically diverse communities, issues of internationalization and localization and becoming increasingly important. For some of the issues such as different scales for length and temperature, there is a well-developed measurement theory. For others such as date formats no such theory will be possible. This paper fills a gap by developing a measurement theory for a class of scales previously overlooked, based on discrete and interval-valued scales such as spanner and shoe sizes. The paper gives a theoretical foundation for a class of data representation problems.

The objective of this work was to study potential of rice straw for power plant in the Central region of Thailand. Provincial power plant capacity was studied. The results showed that provinces central region had potential for small power plants with a capacity of over 10 MW in 13 provinces, 1-10 MW in 6 provinces and less than 1 MW in 3 provinces.

Also, we will treat equivalence relations on multiple algebras, for which the quotient constructed modulo them is a universal algebra and will study the basic relation and the fundamental algebra in question. The article uses reflexivity as a research method to investigate and propose an architectural theory plan for climate change. It hypothecates that to discuss or formulate discourse on "architectural paradigm and climate change," firstly, we need to understand the modes of integration that enable architectural thinking with climate change. The research intends to study the various integration modes that have evolved historically and situate them in time. Subsequently, it analyzes the integration pattern, challenges the existing model, and finds a way towards climate change as central to architectural thinking. The study is fundamental on-premises that ecology and climate change scholarship has consistently out lashed the asymmetrical and nonlinear knowledge and needs approaches for architecture that are less burden to climate change to people and minimize its impact on ecology.

Abstract:
In this paper, we present a cost-effective wireless distributed load shedding system for non-emergency scenarios. In power transformer locations where SCADA system cannot be used, the proposed solution provides a reasonable alternative that combines the use of microcontrollers and existing GSM infrastructure to send early warning SMS messages to users advising them to proactively reduce their power consumption before system capacity is reached and systematic power shutdown takes place. A novel communication protocol and message set have been devised to handle the messaging between the transformer sites, where the microcontrollers are located and where the measurements take place, and the central processing site where the database server is hosted. Moreover, the system sends warning messages to the endusers mobile devices that are used as communication terminals. Abstract:
We report in this paper the procedure of a system of automatic speech recognition based on techniques of the dynamic programming. The technique of temporal retiming is a technique used to synchronize between two forms to compare. We will see how this technique is adapted to the field of the automatic speech recognition. We will expose, in a first place, the theory of the function of retiming which is used to compare and to adjust an unknown form with a whole of forms of reference constituting the vocabulary of the application. Then we will give, in the second place, the various algorithms necessary to their implementation on machine. The algorithms which we will present were tested on part of the corpus of words in Arab language Arabdic-10 [4] and gave whole satisfaction. These algorithms are effective insofar as we apply them to the small ones or average vocabularies.Keywords: Continuous speech recognition, temporal retiming, phonetic decoding, algorithms, vocal signal, dynamic programming.

Abstract:
In this study, the root of the name Lykaonia and the geographical area defined as Lykaonia Region are mentioned. In this context, information concerning the settlements of Paleolithic Age, Neolithic Age and Chalcolithic Age are given place. Particularly the settlements belonging to Classical Age are localized and brief information about the history of these settlements is provided. In the light of this information, roads of Antique period in the region are evaluated.

Abstract:
Medical Surgical Nursing is one of the major subjects in nursing. This study examined the validity and reliability of the achievement examination utilizing the Classical Test Theory and Item Response Theory. The study answered the following objectives specifically : ( a) To establish the validity and reliability of the achievement examination utilizing Classical Test Theory and Item Response Theory ; ( b ) To determine the dimensionality measure of items and ( c ) to compare the item difficulty and item discrimination of the Medical Surgical Nursing Achievement examination using Classical Test Theory ( CTT ) and Item Response Theory ( IRT ). The developed instrument was administered to fourth year nursing students (N= 136) of a private university in Manila. The findings yielded the following results: The achievement examination is reliable both using CTT and IRT. The findings indicate person and item statistics from two frameworks are quite alike.
