Abstract:
In this paper, we propose a novel adaptive spatiotemporal filter that utilizes image sequences in order to remove noise. The consecutive frames include: current, previous and next noisy frames. The filter proposed in this paper is based upon the weighted averaging pixels intensity and noise variance in image sequences. It utilizes the Appropriate Number of Consecutive Frames (ANCF) based on the noisy pixels intensity among the frames. The number of consecutive frames is adaptively calculated for each region in image and its value may change from one region to another region depending on the pixels intensity within the region. The weights are determined by a well-defined mathematical criterion, which is adaptive to the feature of spatiotemporal pixels of the consecutive frames. It is experimentally shown that the proposed filter can preserve image structures and edges under motion while suppressing noise, and thus can be effectively used in image sequences filtering. In addition, the AWA filter using ANCF is particularly well suited for filtering sequences that contain segments with abruptly changing scene content due to, for example, rapid zooming and changes in the view of the camera.Keywords: Appropriate Number of Consecutive Frames, Adaptive Weighted Averaging, Motion Estimation, Noise Variance, Motion Compensation

Abstract:
In this paper, a new reversible watermarking method is presented that reduces the size of a stereoscopic image sequence while keeping its content visible. The proposed technique embeds the residuals of the right frames to the corresponding frames of the left sequence, halving the total capacity. The residual frames may result in after a disparity compensated procedure between the two video streams or by a joint motion and disparity compensation. The residuals are usually lossy compressed before embedding because of the limited embedding capacity of the left frames. The watermarked frames are visible at a high quality and at any instant the stereoscopic video may be recovered by an inverse process. In fact, the left frames may be exactly recovered whereas the right ones are slightly distorted as the residuals are not embedded intact. The employed embedding method reorders the left frame into an array of consecutive pixel pairs and embeds a number of bits according to their intensity difference. In this way, it hides a number of bits in intensity smooth areas and most of the data in textured areas where resulting distortions are less visible. The experimental evaluation demonstrates that the proposed scheme is quite effective.

Abstract:
In 3D-wavelet video coding framework temporal filtering is done along the trajectory of motion using Motion Compensated Temporal Filtering (MCTF). Hence computationally efficient motion estimation technique is the need of MCTF. In this paper a predictive technique is proposed in order to reduce the computational complexity of the MCTF framework, by exploiting the high correlation among the frames in a Group Of Picture (GOP). The proposed technique applies coarse and fine searches of any fast block based motion estimation, only to the first pair of frames in a GOP. The generated motion vectors are supplied to the next consecutive frames, even to subsequent temporal levels and only fine search is carried out around those predicted motion vectors. Hence coarse search is skipped for all the motion estimation in a GOP except for the first pair of frames. The technique has been tested for different fast block based motion estimation algorithms over different standard test sequences using MC-EZBC, a state-of-the-art scalable video coder. The simulation result reveals substantial reduction (i.e. 20.75% to 38.24%) in the number of search points during motion estimation, without compromising the quality of the reconstructed video compared to non-predictive techniques. Since the motion vectors of all the pair of frames in a GOP except the first pair will have value ±1 around the motion vectors of the previous pair of frames, the number of bits required for motion vectors is also reduced by 50%.Keywords: Motion Compensated Temporal Filtering, predictivemotion estimation, lifted wavelet transform, motion vector

Abstract:
Structural redundancy is an interesting point in seismic design of structures. Initially, the structural redundancy is described as indeterminate degree of a system. Although many definitions are presented for redundancy in structures, recently the definition of structural redundancy has been related to the configuration of structural system and the number of lateral load transferring directions in the structure. The steel frames with infill walls are general systems in the constructing of usual residential buildings in some countries. It is obviously declared that the performance of structures will be affected by adding masonry infill walls. In order to investigate the effect of infill walls on the redundancy of the steel frame which constructed with masonry walls, the components of redundancy including redundancy variation index, redundancy strength index and redundancy response modification factor were extracted for the frames with masonry infills. Several steel frames with typical storey number and various numbers of bays were designed and considered. The redundancy of frames with and without infill walls was evaluated by proposed method. Abstract:
A novel robust audio watermarking scheme is proposed in this paper. In the proposed scheme, the host audio signals are segmented into frames. Two consecutive frames are assessed if they are suitable to represent a watermark bit. If so, frequency transform is performed on these two frames. The compressionexpansion technique is adopted to generate distortion over the two frames. The distortion is used to represent one watermark bit. Psychoacoustic model is applied to calculate local auditory mask to ensure that the distortion is not audible. The watermarking schemes using mono and stereo audio signals are designed differently. The correlation-based detection method is used to detect the distortion and extract embedded watermark bits. The experimental results show that the quality degradation caused by the embedded watermarks is perceptually transparent and the proposed schemes are very robust against different types of attacks.Keywords: Audio watermarking, Compression-expansion, Stereo signals, Robustness.

Abstract:
According to current seismic codes the structures are calculated using the capacity design procedure based on the concept of shear at the base depending on several parameters including behavior factor which is considered to be the most important parameter. The behavior factor allows designing the structure when it is at its ultimate limit state taking into account its energy dissipation through its plastic deformation. The aim of the present study is to assess the basic parameters on which is composed the behavior factor among them the reduction factor due to ductility, and those due to redundancy and the overstrength for steel moment-resisting frames of different heights and regular configuration. Analyses are conducted on these frames using the nonlinear static method where the effect of some parameters on the behavior factor, such as the number of stories and the number of spans, are taken into account. The results show that the behavior factor is rather sensitive to the variation of the number of stories and bays.

Abstract:
This paper includes experimental results and analytical studies about increasing resistance of single-span reinforced concreted frames against impact factor and their modeling according to optimization methods and optimizing the behavior of these frames under impact loads. During this study, about 30 designs for different frames were modeled and made using specialized software like ANSYS and Sap and their behavior were examined under variable impacts. Then suitable strategies were offered for frames in terms of concrete mixing in order to optimize frame modeling. To reduce the weight of the frames, we had to use fine-grained stones. After designing about eight types of frames for each type of frames, three samples were designed with the aim of controlling the impact strength parameters, and a good shape of the frame was created for the impact resistance, which was a solid frame with muscular legs, and as a bond away from each other as much as possible with a 3 degree gradient in the upper part of the beam.

We mainly give the oblique extension principle and the mixed extension principle for nonstationary dual wavelet frames in a pair of dual Sobolev spaces Hs(Rd) and H-s(Rd).

In this paper we present the algorithm which allows us to have an object tracking close to real time in Full HD videos. The frame rate (FR) of a video stream is considered to be between 5 and 30 frames per second. The real time track building will be achieved if the algorithm can follow 5 or more frames per second. The principle idea is to use fast algorithms when doing preprocessing to obtain the key points and track them after. The procedure of matching points during assignment is hardly dependent on the number of points. The unanticipated destruct of more of the steel moment frames in Northridge earthquake, altered class of regard to the beamto- column connections in moment frames. Panel zone is one the significant part of joints which, it-s stiffness and rigidity has an important effect on the behavior and ductility of the frame. Specifically that behavior of panel zone has a very significant effect on the special moment frames. In this paper , meanwhile the relations for modeling of panel zone in frames are expressed , special moment frames with different spans and stories were studied in the way of performance-based design. The frames designed in according with Iranian steel building code. The effect of panel zone is also considered and in the case of non-existence of performance level, by changing in intimacies and parameter of panel zone, performance level is considered.

Abstract:
This paper provides a flexible way of controlling Variable-Bit-Rate (VBR) of compressed digital video, applicable to the new H264 video compression standard. The entire video sequence is assessed in advance and the quantisation level is then set such that bit rate (and thus the frame rate) remains within predetermined limits compatible with the bandwidth of the transmission system and the capabilities of the remote end, while at the same time providing constant quality similar to VBR encoding. A process for avoiding buffer starvation by selectively eliminating frames from the encoded output at times when the frame rate is slow (large number of bits per frame) will be also described. Finally, the problem of buffer overflow will be solved by selectively eliminating frames from the received input to the decoder. Video Mosaicing is the stitching of selected frames of a video by estimating the camera motion between the frames and thereby registering successive frames of the video to arrive at the mosaic. Different techniques have been proposed in the literature for video mosaicing. Despite of the large number of papers dealing with techniques to generate mosaic, only a few authors have investigated conditions under which these techniques generate good estimate of motion parameters. In this paper, these techniques are studied under different videos, and the reasons for failures are found. Abstract:
As a rapid growth of digital videos and data communications, video summarization that provides a shorter version of the video for fast video browsing and retrieval is necessary. Key frame extraction is one of the mechanisms to generate video summary. In general, the extracted key frames should both represent the entire video content and contain minimum redundancy. However, most of the existing approaches heuristically select key frames; hence, the selected key frames may not be the most different frames and/or not cover the entire content of a video. In this paper, we propose a method of video summarization which provides the reasonable objective functions for selecting key frames. In particular, we apply a statistical dependency measure called quadratic mutual informaion as our objective functions for maximizing the coverage of the entire video content as well as minimizing the redundancy among selected key frames. The proposed key frame extraction algorithm finds key frames as an optimization problem. Through experiments, we demonstrate the success of the proposed video summarization approach that produces video summary with better coverage of the entire video content while less redundancy among key frames comparing to the state-of-the-art approaches.Keywords: Video summarization, key frame extraction, dependency measure, quadratic mutual information, optimization.

Abstract:
Existing methods in which the animation data of all frames are stored and reproduced as with vertex animation cannot be used in mobile device environments because these methods use large amounts of the memory. So 3D animation data reduction methods aimed at solving this problem have been extensively studied thus far and we propose a new method as follows. First, we find and remove frames in which motion changes are small out of all animation frames and store only the animation data of remaining frames (involving large motion changes). When playing the animation, the removed frame areas are reconstructed using the interpolation of the remaining frames. Our key contribution is to calculate the accelerations of the joints of individual frames and the standard deviations of the accelerations using the information of joint locations in the relevant 3D model in order to find and delete frames in which motion changes are small. Our methods can reduce data sizes by approximately 50% or more while providing quality which is not much lower compared to original animations. Therefore, our method is expected to be usefully used in mobile device environments or other environments in which memory sizes are limited.

Method of combined teaching laws of classical mechanics and hydrostatics in non-inertial reference frames for undergraduate students is proposed. Pressure distribution in a liquid (or gas) moving with acceleration is considered. Combined effect of hydrostatic force and force of inertia on a body immersed in a liquid can lead to paradoxical results, in a motion of pendulum in particular. The body motion under Stokes force influence and forces in rotating reference frames are investigated as well. Chevron frames (Inverted-V-braced frames or Vbraced frames) have seismic disadvantages, such as not good exhibit force redistribution capability and compression brace buckles immediately. Researchers developed new design provisions on increasing both the ductility and lateral resistance of these structures in seismic areas. One of these new methods is adding zipper columns, as proposed by Khatib et al. (1988) [2]. Zipper columns are vertical members connecting the intersection points of the braces above the first floor. In this paper applicability of the suspended zipper system to Seismic Rehabilitation of Steel Structures is investigated. The models are 3-, 6-, 9-, and 12-story Inverted-V-braced frames. In this case, it is assumed that the structures must be rehabilitated. For rehabilitation of structures, zipper column is used. The result of researches showed that the suspended zipper system is effective in case of 3-, 6-, and 9-story Inverted-V-braced frames and it would increase lateral resistance of structure up to life safety level. But in case of high-rise buildings (such as 12 story frame), it doesn-t show good performance. For solving this problem, the braced bay can consist of small “units" over the height of the entire structure, which each of them is a zipper-braced bay with a few stories. By using this method the lateral resistance of 12 story Inverted-V-braced frames is increased up to safety life level.Keywords: chevron-braced frames, suspended zipper frames, zipper frames, zipper columns

Abstract:
The International Building Code (IBC) and the California Building Code (CBC) both recognize four basic types of steel seismic resistant frames; moment frames, concentrically braced frames, shear walls and eccentrically braced frames. Based on specified geometries and detailing, the seismic performance of these steel frames is well understood. In 2011, the authors designed an innovative steel braced frame system with tapering members in the general shape of a branching tree as a seismic retrofit solution to an existing four story “lift-slab” building. Located in the seismically active San Francisco Bay Area of California, a frame of this configuration, not covered by the governing codes, would typically require model or full scale testing to obtain jurisdiction approval. This paper describes how the theories, protocols, and code requirements of eccentrically braced frames (EBFs) were employed to satisfy the 2009 International Building Code (IBC) and the 2010 California Building Code (CBC) for seismically resistant steel frames and permit construction of these nonconforming geometries.

As the new industrial revolution advances in the nanotechnology have been followed with interest throughout the world and also in Turkey. Media has an important role in conveying these advances to public, rising public awareness and creating attitudes related to nanotechnology. As well as representing how a subject is treated, media frames determine how public think about this subject. In literature definite frames related to nanoscience and nanotechnology such as process, regulation, conflict and risks were mentioned in studies focusing different countries. So how nanotechnology news is treated by which frames and in which news categories in Turkey as a one of developing countries? In this study examining different variables about nanotechnology that affect public attitudes such as category, frame, story tone, source in Turkish media via framing analysis developed in agenda setting studies was aimed. In the analysis data between 2005 and 2009 obtained from the first five national newspapers with wide circulation in Turkey will be used. Abstract:
Performance based design (PBD) is an iterative exercise in which a preliminary trial design of the building structure is selected and if the selected trial design of the building structure does not conform to the desired performance objective, the trial design is revised. In this context, development of a fundamental approach for performance based seismic design of masonry infilled frames with minimum number of trials is an important objective. The paper presents a plastic design procedure based on the energy balance concept for PBD of multi-story multi-bay masonry infilled reinforced concrete (R/C) frames subjected to near-field earthquakes. The proposed energy based plastic design procedure was implemented for trial performance based seismic design of representative masonry infilled reinforced concrete frames with various practically relevant distributions of masonry infill panels over the frame elevation. Non-linear dynamic analyses of the trial PBD of masonry infilled R/C frames was performed under the action of near-field earthquake ground motions. The results of non-linear dynamic analyses demonstrate that the proposed energy method is effective for performance based design of masonry infilled R/C frames under near-field as well as far-field earthquakes.

Abstract:
This study carried out comparative seismic performance of reinforced concrete frames infilled by masonry walls with different heights. Partial and fully infilled reinforced concrete frames were modeled for the research objectives and the analysis model for a bare reinforced concrete frame was also established for comparison. Non–linear static analyses for the studied frames were performed to investigate their structural behavior under extreme seismic loads and to find out their collapse mechanism. It was observed from analysis results that the strengths of the partial infilled reinforced concrete frames are increased and their ductilities are reduced, as infilled masonry walls are higher. Especially, reinforced concrete frames with higher partial infilled masonry walls would experience shear failures. Non–linear dynamic analyses using 10 earthquake records show that the bare and fully infilled reinforced concrete frame present stable collapse mechanism while the reinforced concrete frames with partially infilled masonry walls collapse in more brittle manner due to short-column effects.

In this paper we present a novel method, which reduces the computational complexity of abrupt cut detection. We have proposed fast algorithm, where the similarity of frames within defined step is evaluated instead of comparing successive frames. Based on the results of simulation on large video collection, the proposed fast algorithm is able to achieve 80% reduction of needed frames comparisons compared to actually used methods without the shot cut detection accuracy degradation.Keywords: Abrupt cut, fast algorithm, shot cut detection, Pearson correlation coefficient.

Abstract:
In this paper we proposed a method for finding video frames representing one sign in the finger alphabet. The method is based on determining hands location, segmentation and the use of standard video quality evaluation metrics. Metric calculation is performed only in regions of interest. Sliding mechanism for finding local extrema and adaptive threshold based on local averaging is used for key frames selection. The success rate is evaluated by recall, precision and F1 measure. The method effectiveness is compared with metrics applied to all frames. Proposed method is fast, effective and relatively easy to realize by simple input video preprocessing and subsequent use of tools designed for video quality measuring.Keywords: Key frame, video, quality, metric, MSE, MSAD, SSIM, VQM, sign language, finger alphabet.

Abstract:
A number of automated shot-change detection methods for indexing a video sequence to facilitate browsing and retrieval have been proposed in recent years. This paper emphasizes on the simulation of video shot boundary detection using one of the methods of the color histogram wherein scaling of the histogram metrics is an added feature. The difference between the histograms of two consecutive frames is evaluated resulting in the metrics. Further scaling of the metrics is performed to avoid ambiguity and to enable the choice of apt threshold for any type of videos which involves minor error due to flashlight, camera motion, etc. Two sample videos are used here with resolution of 352 X 240 pixels using color histogram approach in the uncompressed media. An attempt is made for the retrieval of color video. The simulation is performed for the abrupt change in video which yields 90% recall and precision value.Keywords: Abrupt change, color histogram, ground-truthing, precision, recall, scaling, threshold.

Abstract:
The use of human hand as a natural interface for humancomputer interaction (HCI) serves as the motivation for research in hand gesture recognition. Vision-based hand gesture recognition involves visual analysis of hand shape, position and/or movement. In this paper, we use the concept of object-based video abstraction for segmenting the frames into video object planes (VOPs), as used in MPEG-4, with each VOP corresponding to one semantically meaningful hand position. Next, the key VOPs are selected on the basis of the amount of change in hand shape – for a given key frame in the sequence the next key frame is the one in which the hand changes its shape significantly. Thus, an entire video clip is transformed into a small number of representative frames that are sufficient to represent a gesture sequence. Subsequently, we model a particular gesture as a sequence of key frames each bearing information about its duration. These constitute a finite state machine. For recognition, the states of the incoming gesture sequence are matched with the states of all different FSMs contained in the database of gesture vocabulary. The core idea of our proposed representation is that redundant frames of the gesture video sequence bear only the temporal information of a gesture and hence discarded for computational efficiency. Experimental results obtained demonstrate the effectiveness of our proposed scheme for key frame extraction, subsequent gesture summarization and finally gesture recognition.

Abstract:
The seismic performance of buildings with irregular distribution of mass, stiffness and strength along the height may be significantly different from that of regular buildings with masonry infill. Masonry infilled reinforced concrete (RC) frames are very common structural forms used for multi-storey building construction. These structures are found to perform better in past earthquakes owing to additional strength, stiffness and energy dissipation in the infill walls. The seismic performance of a building depends on the variation of material, structural and geometrical properties. The sensitivity of these properties affects the seismic response of the building. The main objective of the sensitivity analysis is to found out the most sensitive parameter that affects the response of the building. This paper presents a sensitivity analysis by considering 5% and 95% probability value of random variable in the infills characteristics, trying to obtain a reasonable range of results representing a wide number of possible situations that can be met in practice by using pushover analysis. The results show that the strength-related variation values of concrete and masonry, with the exception of tensile strength of the concrete, have shown a significant effect on the structural performance and that this effect increases with the progress of damage condition for the concrete. The seismic risk assessments of the selected frames are expressed in terms of reliability index.Keywords: Fragility curve, sensitivity analysis, reliability index, RC frames.

Abstract:
Seismic analysis of steel buildings is usually based on the use of the concentrated mass (ML) matrix and the Rayleigh damping matrix (C). Similarly, the initial stiffness matrix (KO) and the first two modes associated to lateral vibrations are commonly used to develop the matrix C. The evaluation of the accuracy of these practices for the particular case of steel buildings with moment-resisting steel frames constitutes the main objective of this research. For this, the nonlinear seismic responses of three models of steel frames, representing low-, medium- and high-rise steel buildings, are considered. Results indicate that if the ML matrix is used, shears and bending moments in columns are underestimated by up to 30% and 65%, respectively, when compared to the corresponding results obtained with the consistent mass matrix (MC). It is also shown that if KO is used in C instead the tangent stiffness matrix (Kt), axial loads in columns are underestimated by up to 80%. It is concluded that the consistent mass matrix should be used in the structural modelling of moment resisting steel frames and the tangent stiffness matrix should be used to develop the Rayleigh damping matrix.

Abstract:
Key frame extraction methods select the most representative frames of a video, which can be used in different areas of video processing such as video retrieval, video summary, and video indexing. In this paper we present a novel approach for extracting key frames from video sequences. The frame is characterized uniquely by his contours which are represented by the dominant blocks. These dominant blocks are located on the contours and its near textures. When the video frames have a noticeable changement, its dominant blocks changed, then we can extracte a key frame. The dominant blocks of every frame is computed, and then feature vectors are extracted from the dominant blocks image of each frame and arranged in a feature matrix. Singular Value Decomposition is used to calculate sliding windows ranks of those matrices. Finally the computed ranks are traced and then we are able to extract key frames of a video. Experimental results show that the proposed approach is robust against a large range of digital effects used during shot transition.

Abstract:
Motion capture devices have been utilized in producing several contents, such as movies and video games. However, since motion capture devices are expensive and inconvenient to use, motions segmented from captured data was recycled and synthesized to utilize it in another contents, but the motions were generally segmented by contents producers in manual. Therefore, automatic motion segmentation is recently getting a lot of attentions. Previous approaches are divided into on-line and off-line, where on-line approaches segment motions based on similarities between neighboring frames and off-line approaches segment motions by capturing the global characteristics in feature space. In this paper, we propose a graph-based high-level motion segmentation method. Since high-level motions consist of several repeated frames within temporal distances, we consider all similarities among all frames within the temporal distance. This is achieved by constructing a graph, where each vertex represents a frame and the edges between the frames are weighted by their similarity. Then, normalized cuts algorithm is used to partition the constructed graph into several sub-graphs by globally finding minimum cuts. In the experiments, the results using the proposed method showed better performance than PCA-based method in on-line and GMM-based method in off-line, as the proposed method globally segment motions from the graph constructed based similarities between neighboring frames as well as similarities among all frames within temporal distances.Keywords: Capture Devices, High-Level Motion, Motion Segmentation, Normalized Cuts

Abstract:
The calculation of buckling length factor (K) for steel frames columns is a major and governing processes to determine the dimensions steel frame columns cross sections during design. The buckling length of steel frames columns has a direct effect on the cost (weight) of using cross section. A new formula is required to determine buckling length factor (K) by simplified way. In this research a new formula for buckling length factor (K) was established to determine by accurate method for a limited interval of columns ends rigidity (GA, GB). The new formula can be used ease to evaluate the buckling length factor without needing to complicated equations or difficult charts.Keywords: Buckling length, New formula, Curve fitting, Simplification, Steel column design.
