2625 Geographic Information Systems as a Tool to Support the Sustainable Development Goals

Abstract:
Geographic Information Systems (GIS) is a multipurpose computer-based tool that provides a sophisticated ability to map and analyze data on different spatial layers. However, GIS is far more easily applied in some policy areas than others. This paper seeks to determine the areas of sustainable development, including environmental, economic, and social dimensions, where GIS has been used to date to support efforts to implement the United Nations Sustainable Development Goals (SDGs), and to discuss potential areas where it might be used more. Based on an extensive analysis of published literature, we ranked the SDGs according to how frequently GIS has been used to study related policy. We found that SDG#15 “Life on Land” is most often addressed with GIS, following by SDG#11 “Sustainable Cities and Communities”, and SDG#13 “Climate Action”. On the other hand, we determined that SDG#2 “Zero Hunger”, SDG#8 “Decent Work and Economic Growth”, and SDG#16 “Peace, Justice, and Strong Institutions” are least addressed with GIS. The paper outlines some specific ways that GIS might be applied to the SDGs least linked to this tool currently.

Abstract:
Iran has diverse climates and each have established distinct properties in their area. The extent and intensity of climatic factors effects on the lives of people living in various regions of Iran is so great that it cannot be simply ignored. In a large part of Iran known as the Central Plateau there is no precipitation for more than half of the year and dry weather and scarcity of fresh water pose an ever present problem for the people of these regions while in north of Iran upon the southern shores of the Caspian Sea the people face 80% humidity caused by the sea and 2 meters of annual precipitation. This article tries to review the past experiences of local architecture of Iran-s various regions so that they can be used to reshape and redirect the urban areas and structure of Iran-s current cities to provide environmental comfort by minimum use of fossil fuels.

Abstract:
Sustainable development is highly dependent on the implementation of environmental education programs, which has as its ultimate goal to produce environmentally literate citizens that undertake environmentally friendly actions. Efforts on environmental education along past years are now perceived on the increase of citizens awareness on European countries and, particularly, in Portugal. However, we still have a lack of information on the prevalence of specific behaviors that contributes to sustainability, influenced by a new attitude toward the environment. The determination of pro-environmental behaviors prevalence in higher education students is an important approach to understand to which extend the next leading generation is, in practice, committed with the goals of sustainable development. Therefore, present study evaluates the prevalence of a specific set of behaviors (water savings, energy savings, environmental criteria on shopping, and mobility) on the University of Madeira students and discusses their commitment with sustainable development.Keywords: Pro-environmental behaviors, sustainable development, environmental education, higher education students

Abstract:
According to previous studies, some muscles present a non-homogeneous spatial distribution of its muscle fiber types and motor unit types. However, available muscle models only deal with muscles with homogeneous distributions. In this paper, a new architecture muscle model is proposed to permit the construction of non-uniform distributions of muscle fibers within the muscle cross section. The idea behind is the use of a motor unit placement algorithm that controls the spatial overlapping of the motor unit territories of each motor unit type. Results show the capabilities of the new algorithm to reproduce arbitrary muscle fiber type distributions.

Abstract:
In MPEG and H.26x standards, to eliminate the temporal redundancy we use motion estimation. Given that the motion estimation stage is very complex in terms of computational effort, a hardware implementation on a re-configurable circuit is crucial for the requirements of different real time multimedia applications. In this paper, we present hardware architecture for motion estimation based on "Full Search Block Matching" (FSBM) algorithm. This architecture presents minimum latency, maximum throughput, full utilization of hardware resources such as embedded memory blocks, and combining both pipelining and parallel processing techniques. Our design is described in VHDL language, verified by simulation and implemented in a Stratix II EP2S130F1020C4 FPGA circuit. The experiment result show that the optimum operating clock frequency of the proposed design is 89MHz which achieves 160M pixels/sec.Keywords: SAD, FSBM, Hardware Implementation, FPGA.

Text Mining is an important step of Knowledge Discovery process. It is used to extract hidden information from notstructured o semi-structured data. This aspect is fundamental because much of the Web information is semi-structured due to the nested structure of HTML code, much of the Web information is linked, much of the Web information is redundant. Web Text Mining helps whole knowledge mining process to mining, extraction and integration of useful data, information and knowledge from Web page contents. In this paper, we present a Web Text Mining process able to discover knowledge in a distributed and heterogeneous multiorganization environment. The Web Text Mining process is based on flexible architecture and is implemented by four steps able to examine web content and to extract useful hidden information through mining techniques. Our Web Text Mining prototype starts from the recovery of Web job offers in which, through a Text Mining process, useful information for fast classification of the same are drawn out, these information are, essentially, job offer place and skills.Keywords: Web text mining, flexible architecture, knowledgediscovery.

Abstract:
The creation of a sustainable future depends on the knowledge and involvement of the people, as well as an understanding of the consequences of individual actions. Construction industry has long been associated with the detrimental effects to our mother earth. In Malaysia, the government, professional bodies and private companies are beginning to take heed in the necessity to reduce this environmental problem without restraining the need for development. This paper focuses on the actions undertaken by the Malaysian government, non-government organizations and construction players in promoting sustainability in construction. To ensure that those concerted efforts are not only skin deep in its impact, a survey was conducted to investigate the awareness of the developers regarding this issue and whether those developers has absorb the concept of sustainable construction in their current practices. The survey revealed that although the developers are aware of the rising issues on sustainability, little efforts are generated from them in implementing it. More effort is necessary to boost this application and further stimulate actions and strategies towards a sustainable built environment.

Developing a nation geared by the principle of sustainable development has been one of the piers in moulding a greater nation for Malaysia since its independence. This is seen by the act of joining the United Nations in 1957, just a month after gaining their independence. The United Nations is an international organization that aims to unite the nations worldwide based on justice, human dignity and human well-being. Malaysia has established a local body called the United Nations Malaysia which collaborates with the government to accomplish the aim of supporting sustainable development in Malaysia. Agenda 21 is an international document produced from the Earth Summit providing guidelines of implementing sustainable development globally, nationally and locally. Abstract:
The 20th century has brought much development to the practice of Architecture worldwide, and technology has bridged inhabitation limits in many regions of the world with high levels of comfort and conveniences, most times at high costs to the environment. Throughout the globe, the tropical countries are being urbanized at an unprecedented rate and housing has become a major issue worldwide, in light of increased demand and lack of appropriate infra-structure and planning. Buildings and urban spaces designed in tropical cities have mainly adopted external concepts that in most cases do not fit the needs of the inhabitants living in such harsh climatic environment, and when they do, do so at high financial, environmental and cultural costs. Traditional architectural practices can provide valuable understanding on how self-reliance and autonomy of construction can be reinforced in rural-urban tropical environments. From traditional housing knowledge, it is possible to derive lessons for the development of new construction materials that are affordable, environmentally friendly, culturally acceptable and accesible to all.Specifically to the urban context, such solutions are of outmost importance, given the needs to a more democratic society, where access to housing is considered high in the agenda for development. Traditional or rural constructions are also ongoing through extensive changes eventhough they have mostly adopted climate-responsive building practices relying on local resources (with minimum embodied energy) and energy (for comfort and quality of life). It is important to note that many of these buildings can actually be called zero-energy, and hold potential answers to enable transition from high energy, high cost, low comfort urban habitations to zero/low energy habitations with high quality urban livelihood. Increasing access to modern urban lifestyels have also an effect on the aspirations from people in terms of performance, comfort and convenience in terms of their housing and the way it is produced and used. These aspirations are resulting in transitions from localresource dependent habitations- to non-local resource based highenergy urban style habitations. And such transitions are resulting in the habitations becoming increasingly unsuited to the local climatic conditions with increasing discomfort, ill-health, and increased CO2 emissions and local environmental disruption. This research studies one specific transition group in the context of 'water communities' in tropical-equatorial regions: Ribeirinhos housing typology (Amazonas, Brazil). The paper presents the results of a qualitative sustainability assessment of the housing typologies under transition, found at the Ribeirinhos communities.

Abstract:
Massive use of places with strong tourist attraction with the consequent possibility of losing place-identity produces harmful effects on cities and their users. In order to mitigate this risk, areas close to such places can be identified so as to widen the visitor-s range of action and offer alternative activities integrated with the main site. The cultural places and appropriate activities can be identified using a method of analysis and design able to trace the identity of the places, their characteristics and potential, and to provide a sustainable improvement. The aim of this work is to propose PlaceMaker as a method of urban analysis and design which both detects elements that do not feature in traditional mapping and which constitute the contemporary identity of the places, and identifies appropriate project interventions. Two final complex maps – the first of analysis and the second of design – respectively represent the identity of places and project interventions. A passive system "Qanat" is collection of some underground wells. A mother-well was dug in a place far from the city where they could reach to the water table maybe 100 meters underground, they dug other wells to direct water toward the city, with minimum possible gradient. Using the slope of the earth they could bring water close to the surface in the city. The source of water or the appearance of Qanat, land slope and the ownership lines are the important and effective factors in the formation of routes and the segment division of lands to the extent that making use of Qanat as the techniques of extracting underground waters creates a channel of routes with an organic order and hierarchy coinciding the slope of land and it also guides the Qanat waters in the tradition texture of salt desert and border provinces of it. Qanats are excavated in a specified distinction from each other. The quantity of water provided by Qanats depends on the kind of land, distance from mountain, geographical situation of them and the rate of water supply from the underground land. The rate of underground waters, possibility of Qanat excavation, number of Qanats and rate of their water supply from one hand and the quantity of cultivable fertile lands from the other hand are the important natural factors making the size of cities. In the same manner the cities with several Qanats have multi central textures. The location of cities is in direct relation with land quality, soil fertility and possibility of using underground water by excavating Qanats. Observing the allowable distance for Qanat watering is a determining factor for distance between villages and cities. Topography, land slope, soil quality, watering system, ownership, kind of cultivation, etc. are the effective factors in directing Qanats for excavation and guiding water toward the cultivable lands and it also causes the formation of different textures in land division of farming provinces. Several divisions such as orderly and wide, inorderly, thin and long, comb like, etc. are the introduction to organic order. Abstract:
The Sigma-Delta A/D converters have been proposed as a practical application for A/D conversion at high rates because of its simplicity and robustness to imperfections in the circuit, also because the traditional converters are more difficult to implement in VLSI technology. These difficulties with conventional conversion methods need precise analog components in their filters and conversion circuits, and are more vulnerable to noise and interference. This paper aims to analyze the architecture, function and application of Analog-Digital converters (A/D) Sigma-Delta to overcome these difficulties, showing some simulations using the Simulink software and Multisim.

Abstract:
A word recognition architecture based on a network of neural associative memories and hidden Markov models has been developed. The input stream, composed of subword-units like wordinternal triphones consisting of diphones and triphones, is provided to the network of neural associative memories by hidden Markov models. The word recognition network derives words from this input stream. The architecture has the ability to handle ambiguities on subword-unit level and is also able to add new words to the vocabulary during performance. The design process in architecture education is based upon the Learning-by-Doing method, which leads students to understand how to design by practicing rather than studying. First-year design studios, as starting educational stage, provide integrated knowledge and skills of design for newly jointed architecture students. Within the basic design studio environment, students are guided to transfer their abstract thoughts into visual concrete decisions under the supervision of design educators for the first time. Therefore, introductory design studios have predominant impacts on students’ operational thinking and designing. Architectural design thinking is quite different from students’ educational backgrounds and learning habits. This educational challenge at basic design studios creates a severe need to study the reality of design education at foundation year and define appropriate educational methods with convenient project types with the intention of enhancing architecture education quality. Material for this study has been gathered through long-term direct observation at a first year second semester design studio at the faculty of architecture at EMU (known as FARC 102), fall and spring academic semester 2014-15. Distribution of a questionnaire among case study students and interviews with third and fourth design studio students who passed through the same methods of education in the past 2 years and conducting interviews with instructors are other methodologies used in this research. The results of this study reveal a risk of a mismatch between the implemented teaching method, project type and scale in this particular level and students’ learning styles. Although the existence of such risk due to varieties in students’ profiles could be expected to some extent, recommendations can support educators to reach maximum compatibility.

Mobile learning (M-learning) is the current technology that is becoming more popular. It uses the current mobile and wireless computing technology to complement the effectiveness of traditional learning process. The objective of this paper is presents a survey from 90 undergraduate students of Universiti Teknologi PETRONAS (UTP), to identify the students- perception on Mlearning. From the results, the students are willing to use M-learning. The acceptance level of the students is high, and the results obtained revealed that the respondents almost accept M-learning as one method of teaching and learning process and also able to improve the educational efficiency by complementing traditional learning in UTP.

Data Warehousing tools have become very popular and currently many of them have moved to Web-based user interfaces to make it easier to access and use the tools. The next step is to enable these tools to be used within a portal framework. The portal framework consists of pages having several small windows that contain individual data warehouse query results. There are several issues that need to be considered when designing the architecture for a portal enabled data warehouse query tool. Some issues need special techniques that can overcome the limitations that are imposed by the nature of data warehouse queries. Issues such as single sign-on, query result caching and sharing, customization, scheduling and authorization need to be considered. This paper discusses such issues and suggests an architecture to support data warehouse queries within Web portal frameworks.

Abstract:
Motion estimation occupies the heaviest computation in HEVC (high efficiency video coding). Many fast algorithms such as TZS (test zone search) have been proposed to reduce the computation. Still the huge computation of the motion estimation is a critical issue in the implementation of HEVC video codec. In this paper, motion estimator architecture with optimized number of PEs (processing element) is presented by exploiting early termination. It also reduces hardware size by exploiting parallel processing. The presented motion estimator architecture has 8 PEs, and it can efficiently perform TZS with very high utilization of PEs.

Abstract:
Arising problems of countries’ public finances, social and demographic changes motivate scientific and policy debates on public spending size, structure and efficiency in order to meet the changing needs of society and business. The concept of sustainable development poses new challenges for scientists and policy-makers in the field of public finance. This paper focuses on the investigation of the relationship between government expenditure and country’s economic development in the context of sustainable development. Empirical analysis focuses on the data of the European Union (except Croatia and Luxemburg) countries. The study covers 2003 – 2012 years, using annual cross-sectional data. Summarizing the research results, it can be stated that governments should pay more attention to the needs that ensure sustainable development in the long-run when formulating public expenditure policy, particularly in the field of environment protection.

The development of tourism is on the use of landscapes, natural or constructed, which involves a number of factors that contribute to the deterioration of nature. Tourist activity coupled with sustainable development has led to the emergence of many questions about these terms, since they are not well defined in this sense through literature searches. The present study was to analyze the main concepts and discussions involving sustainable tourism, providing reflections that can cause answers about one of the main questions in today's activity sector on whether its sustainability is a myth or reality. The methodology of this study is discussions, theoretical studies and bibliographic research. The results showed that the scholars who address the issue, often leave uncertainty about some discussions that demonstrate that there are still many studies to be conducted in order to prove that the claims so as to form the basis of what will be Tourism sustainable.

The networks have been improved until obtaining the actual high rates of data transferring. The programs that nowadays try to take advantage of these new technologies cannot be written using the traditional techniques of programming, since most of the algorithms were designed for being executed in an only processor,in a nonconcurrent form instead of being executed concurrently ina set of processors working and communicating through a network.This paper aims to present the ongoing development of a new system for the reconfiguration of grouping of computers, taking into account these new technologies.

Abstract:
How to coordinate the behaviors of the agents through learning is a challenging problem within multi-agent domains. Because of its complexity, recent work has focused on how coordinated strategies can be learned. Here we are interested in using reinforcement learning techniques to learn the coordinated actions of a group of agents, without requiring explicit communication among them. However, traditional reinforcement learning methods are based on the assumption that the environment can be modeled as Markov Decision Process, which usually cannot be satisfied when multiple agents coexist in the same environment. Moreover, to effectively coordinate each agent-s behavior so as to achieve the goal, it-s necessary to augment the state of each agent with the information about other existing agents. Whereas, as the number of agents in a multiagent environment increases, the state space of each agent grows exponentially, which will cause the combinational explosion problem. Profit sharing is one of the reinforcement learning methods that allow agents to learn effective behaviors from their experiences even within non-Markovian environments. In this paper, to remedy the drawback of the original profit sharing approach that needs much memory to store each state-action pair during the learning process, we firstly address a kind of on-line rational profit sharing algorithm. Then, we integrate the advantages of modular learning architecture with on-line rational profit sharing algorithm, and propose a new modular reinforcement learning model. Tourism can have both positive and negative outcomes for historical settlements and their residents. The accommodation-purposed rehabilitation and revitalization project in “Sigacik Old City Zone” are to be discussed with spatial, economic, social and organizational dimensions. It is aimed to evaluate the relationship between the development of tourism and sustainable heritage conservation.

Abstract:
With the drastically growth in optical communication technology, a lossless, low-crosstalk and multifunction optical switch is most desirable for large-scale photonic network. To realize such a switch, we have introduced the new architecture of optical switch that embedded many functions on single device. The asymmetrical architecture of OXADM consists of 3 parts; selective port, add/drop operation, and path routing. Selective port permits only the interest wavelength pass through and acts as a filter. While add and drop function can be implemented in second part of OXADM architecture. The signals can then be re-routed to any output port or/and perform an accumulation function which multiplex all signals onto single path and then exit to any interest output port. This will be done by path routing operation. The unique features offered by OXADM has extended its application to Fiber to-the Home Technology (FTTH), here the OXADM is used as a wavelength management element in Optical Line Terminal (OLT). Each port is assigned specifically with the operating wavelengths and with the dynamic routing management to ensure no traffic combustion occurs in OLT.Keywords: OXADM, asymmetrical architecture, optical switch, OLT, FTTH.

Abstract:
Sustainable development is a concept which was originated in Burtland commission in 1978. Although this concept was born with environmental aspects, it is penetrated in all areas rapidly, turning into a dominate view of planning. Concentrating on future generation issue, especially when talking about heritage has a long story. Each approach with all of its characteristics illustrates differences in planning, hence planning always reflects the dominate idea of its age. This paper studies sustainable development in planning for historical cities with the aim of finding ways to deal with heritage in planning for historical cities in Iran. Through this, it will be illustrated how challenges between sustainable concept and heritage could be concluded in planning. Consequently, the paper will emphasize on: Sustainable development in city planning Trends regarding heritage Challenges due to planning for historical cities in Iran For the first two issues, documentary method regarding the sustainable development and heritage literature is considered. As the next step focusing on Iranian historical cities require considering the urban planning and management structure and identifying the main challenges related to heritage, so analyzing challenges regarding heritage is considered. As the result it would be illustrated that key issue in such planning is active conservation to improve and use the potential of heritage while it's continues conservation is guaranteed. By emphasizing on the planning system in Iran it will be obvious that some reforms are needed in this system and its way of relating with heritage. The main weakness in planning for historical cities in Iran is the lack of independent city management. Competition for access to petroleum resources is always accompanied by numerous environmental risks. These factors have caused more attention to environmental issues and sustainable development in petroleum contracts and activities. Nowadays, a sign of developed countries is adhering to the principles and rules of international environmental law and sustainable development of commercial contracts. China has entered into play through the massive project plan, One Belt, One Road. China is becoming a new emerging power in the world. China's bilateral investment treaties have an impact on environmental rights and sustainable development through regional and international foreign direct investment. The aim of this research is to examine China's key position to promote and improve environmental principles and international law and sustainable development in the energy sector in the world through the initiative, One Belt, One Road. Based on this hypothesis, it seems that in the near future, China's investment bilateral investment treaties will become popular investment model used in global trade, especially in the field of energy and sustainable development. They will replace the European and American models. The research method is including literature review, analytical and descriptive methods.

Abstract:
General as well as the MSW management in Thailand is reviewed in this paper. Topics include the MSW generation, sources, composition, and trends. The review, then, moves to sustainable solutions for MSW management, sustainable alternative approaches with an emphasis on an integrated MSW management. Information of waste in Thailand is also given at the beginning of this paper for better understanding of later contents. It is clear that no one single method of MSW disposal can deal with all materials in an environmentally sustainable way. As such, a suitable approach in MSW management should be an integrated approach that could deliver both environmental and economic sustainability. With increasing environmental concerns, the integrated MSW management system has a potential to maximize the useable waste materials as well as produce energy as a by-product. In Thailand, the compositions of waste (86%) are mainly organic waste, paper, plastic, glass, and metal. As a result, the waste in Thailand is suitable for an integrated MSW management. Currently, the Thai national waste management policy starts to encourage the local administrations to gather into clusters to establish central MSW disposal facilities with suitable technologies and reducing the disposal cost based on the amount of MSW generated.
