Abstract:
Humanity is entering an era when "virtual reality" as the image of the world created by the media with the help of the Internet does not match the reality in many respects, when new communication technologies create a fundamentally different and previously unknown "global space". According to these technologies, the state begins to change the basic technology of political communication of the state and society, the state and the state. Nowadays image of the state becomes the most important tool and technology.
Image is a purposefully created image granting political object (person, organization, country, etc.) certain social and political values and promoting more emotional perception.
Political image of the state plays an important role in international relations. The success of the country's foreign policy, development of trade and economic relations with other countries depends on whether it is positive or negative. Foreign policy image has an impact on political processes taking place in the state: the negative image of the country's can be used by opposition forces as one of the arguments to criticize the government and its policies.

Abstract:
This article presents the design of optimal automatic generation control (AGC) based on full state feedback control for a multi-area interconnected power system. An extra high voltage AC transmission line in parallel with a high voltage DC link is considered as an area interconnection between the areas. The optimal AGC are designed and implemented in the wake of 1% load perturbation in one of the areas and the system dynamic response plots for various system states are obtained to investigate the system dynamic performance. The pattern of closed-loop eigenvalues are also determined to analyze the system stability. From the investigations carried out in the work, it is revealed that the dynamic performance of the system under consideration has an appreciable improvement when a high voltage DC line is paralleled with an extra high voltage AC line as an interconnection between the areas. The investigation of closed-loop eigenvalues reveals that the system stability is ensured in all case studies carried out with the designed optimal AGC.

Abstract:
EEG correlates of mathematical and trait anxiety level were studied in 52 healthy Russian-speakers during execution of error-recognition tasks with lexical, arithmetic and algebraic conditions. Event-related spectral perturbations were used as a measure of brain activity. The ERSP plots revealed alpha/beta desynchronizations within a 500-3000 ms interval after task onset and slow-wave synchronization within an interval of 150-350 ms. Amplitudes of these intervals reflected the accuracy of error recognition, and were differently associated with the three conditions. The correlates of anxiety were found in theta (4-8 Hz) and beta2 (16- 20 Hz) frequency bands. In theta band the effects of mathematical anxiety were stronger expressed in lexical, than in arithmetic and algebraic condition. The mathematical anxiety effects in theta band were associated with differences between anterior and posterior cortical areas, whereas the effects of trait anxiety were associated with inter-hemispherical differences. In beta1 and beta2 bands effects of trait and mathematical anxiety were directed oppositely. The trait anxiety was associated with increase of amplitude of desynchronization, whereas the mathematical anxiety was associated with decrease of this amplitude. The effect of mathematical anxiety in beta2 band was insignificant for lexical condition but was the strongest in algebraic condition. EEG correlates of anxiety in theta band could be interpreted as indexes of task emotionality, whereas the reaction in beta2 band is related to tension of intellectual resources.Keywords: EEG, brain activity, lexical and numerical error-recognition tasks, mathematical and trait anxiety.

Abstract:
Monitoring of ecological systems is one of the major issues in ecosystem research. The concepts and methodology of mathematical systems theory provide useful tools to face this problem. In many cases, state monitoring of a complex ecological system consists in observation (measurement) of certain state variables, and the whole state process has to be determined from the observed data. The solution proposed in the paper is the design of an observer system, which makes it possible to approximately recover the state process from its partial observation. The method is illustrated with a trophic chain of resource – producer – primary consumer type and a numerical example is also presented.Keywords: Monitoring, observer system, trophic chain

In this paper, a new time discontinuous expanded mixed finite element method is proposed and analyzed for two-order convection-dominated diffusion problem. The proofs of the stability of the proposed scheme and the uniqueness of the discrete solution are given. Moreover, the error estimates of the scalar unknown, its gradient and its flux in the L1( ¯ J,L2( )-norm are obtained.

In this paper an approaches for increasing the effectiveness of error detection in computer network channels with Pulse-Amplitude Modulation (PAM) has been proposed. Proposed approaches are based on consideration of special feature of errors, which are appearances in line with PAM. The first approach consists of CRC modification specifically for line with PAM. The second approach is base of weighted checksums using. The way for checksum components coding has been developed. A mixed method for model order reduction is presented in this paper. The denominator polynomial is derived by matching both Markov parameters and time moments, whereas numerator polynomial derivation and error minimization is done using Genetic Algorithm. The efficiency of the proposed method can be investigated in terms of closeness of the response of reduced order model with respect to that of higher order original model and a comparison of the integral square error as well.

Abstract:
In this paper we address the issue of classifying the fluorescent intensity of a sample in Indirect Immuno-Fluorescence (IIF). Since IIF is a subjective, semi-quantitative test in its very nature, we discuss a strategy to reliably label the image data set by using the diagnoses performed by different physicians. Then, we discuss image pre-processing, feature extraction and selection. Finally, we propose two ANN-based classifiers that can separate intrinsically dubious samples and whose error tolerance can be flexibly set. Measured performance shows error rates less than 1%, which candidates the method to be used in daily medical practice either to perform pre-selection of cases to be examined, or to act as a second reader.

Abstract:
This paper discusses on the use of Spline Interpolation and Mean Square Error (MSE) as tools to process data acquired from the developed simulator that shall replicate sea bed logging environment. Sea bed logging (SBL) is a new technique that uses marine controlled source electromagnetic (CSEM) sounding technique and is proven to be very successful in detecting and characterizing hydrocarbon reservoirs in deep water area by using resistivity contrasts. It uses very low frequency of 0.1Hz to 10 Hz to obtain greater wavelength. In this work the in house built simulator was used and was provided with predefined parameters and the transmitted frequency was varied for sediment thickness of 1000m to 4000m for environment with and without hydrocarbon. From series of simulations, synthetics data were generated. These data were interpolated using Spline interpolation technique (degree of three) and mean square error (MSE) were calculated between original data and interpolated data. Comparisons were made by studying the trends and relationship between frequency and sediment thickness based on the MSE calculated. It was found that the MSE was on increasing trends in the set up that has the presence of hydrocarbon in the setting than the one without. Abstract:
Emotion in speech is an issue that has been attracting the interest of the speech community for many years, both in the context of speech synthesis as well as in automatic speech recognition (ASR). In spite of the remarkable recent progress in Large Vocabulary Recognition (LVR), it is still far behind the ultimate goal of recognising free conversational speech uttered by any speaker in any environment. Current experimental tests prove that using state of the art large vocabulary recognition systems the error rate increases substantially when applied to spontaneous/emotional speech. This paper shows that recognition rate for emotionally coloured speech can be improved by using a language model based on increased representation of emotional utterances.Keywords: Statistical language model, N-grams, emotionallycoloured speech

Abstract:
The ASTM A516 Grade 70 steel is a suitable material used for the fabrication of boiler pressure vessels working in moderate and lower temperature services, and it has good weldability and excellent notch toughness. The post-weld heat treatment (PWHT) or stress-relieving heat treatment has significant effects on avoiding the martensite transformation and resulting in high hardness, which can lead to cracking in the heat-affected zone (HAZ). An adaptive neuro-fuzzy inference system (ANFIS) was implemented to predict the material tensile strength of PWHT experiments. The ANFIS models presented excellent predictions, and the comparison was carried out based on the mean absolute percentage error between the predicted values and the experimental values. The ANFIS model gave a Mean Absolute Percentage Error of 0.556%, which confirms the high accuracy of the model.

Abstract:
This paper studies a vital issue in wireless communications, which is the transmission of images over Wireless Personal Area Networks (WPANs) through the Bluetooth network. It presents a simple method to improve the efficiency of error control code of old Bluetooth versions over mobile WPANs through Interleaved Error Control Code (IECC) technique. The encoded packets are interleaved by simple block interleaver. Also, the paper presents a chaotic interleaving scheme as a tool against bursts of errors which depends on the chaotic Baker map. Also, the paper proposes using the chaotic interleaver instead of traditional block interleaver with Forward Error Control (FEC) scheme. A comparison study between the proposed and standard techniques for image transmission over a correlated fading channel is presented. Simulation results reveal the superiority of the proposed chaotic interleaving scheme to other schemes. Abstract:
The study investigated the implementation of the Neural Network (NN) techniques for prediction of the loading of Cu ions onto clinoptilolite. The experimental design using analysis of variance (ANOVA) was chosen for testing the adequacy of the Neural Network and for optimizing of the effective input parameters (pH, temperature and initial concentration). Feed forward, multi-layer perceptron (MLP) NN successfully tracked the non-linear behavior of the adsorption process versus the input parameters with mean squared error (MSE), correlation coefficient (R) and minimum squared error (MSRE) of 0.102, 0.998 and 0.004 respectively. The results showed that NN modeling techniques could effectively predict and simulate the highly complex system and non-linear process such as ionexchange.

Abstract:
This paper will discuss about an active power generator scheduling method in order to increase the limit level of steady state systems. Some power generator optimization methods such as Langrange, PLN (Indonesian electricity company) Operation, and the proposed Z-Thevenin-based method will be studied and compared in respect of their steady state aspects. A method proposed in this paper is built upon the thevenin equivalent impedance values between each load respected to each generator. The steady state stability index obtained with the REI DIMO method. This research will review the 500kV-Jawa-Bali interconnection system. The simulation results show that the proposed method has the highest limit level of steady state stability compared to other optimization techniques such as Lagrange, and PLN operation. Thus, the proposed method can be used to create the steady state stability limit of the system especially in the peak load condition.

In this paper, we proposed the robust mobile object detection method for light effect in the night street image block based updating reference background model using block state analysis. Experiment image is acquired sequence color video from steady camera. When suddenly appeared artificial illumination, reference background model update this information such as street light, sign light. Generally natural illumination is change by temporal, but artificial illumination is suddenly appearance. So in this paper for exactly detect artificial illumination have 2 state process. First process is compare difference between current image and reference background by block based, it can know changed blocks. Second process is difference between current image-s edge map and reference background image-s edge map, it possible to estimate illumination at any block. This information is possible to exactly detect object, artificial illumination and it was generating reference background more clearly. Block is classified by block-state analysis. Block-state has a 4 state (i.e. transient, stationary, background, artificial illumination). Fig. 1 is show characteristic of block-state respectively [1]. Abstract:
We present a trigonometric scheme to approximate a circular arc with its two end points and two end tangents/unit tangents. A rational cubic trigonometric Bézier curve is constructed whose end control points are defined by the end points of the circular arc. Weight functions and the remaining control points of the cubic trigonometric Bézier curve are estimated by variational approach to reproduce a circular arc. The radius error is calculated and found less than the existing techniques.

Abstract:
In this paper, the full state feedback controllers capable of regulating and tracking the speed trajectory are presented. A fourth order nonlinear mean value model of a 448 kW turbocharged diesel engine published earlier is used for the purpose. For designing controllers, the nonlinear model is linearized and represented in state-space form. Full state feedback controllers capable of meeting varying speed demands of drivers are presented. Main focus here is to investigate sensitivity of the controller to the perturbations in the parameters of the original nonlinear model. Suggested controller is shown to be highly insensitive to the parameter variations. This indicates that the controller is likely perform with same accuracy even after significant wear and tear of engine due to its use for years.Keywords: Diesel engine model, Engine speed control, State feedback controller, Controller robustness.

Abstract:
The experimental study of position control of a light weight and small size robotic finger during non-contact motion is presented in this paper. The finger possesses fingertip pinching and self adaptive grasping capabilities, and is made of a seven bar linkage mechanism with a slider in the middle phalanx. The control system is tested under the Proportional Integral Derivative (PID) control algorithm and Recursive Least Square (RLS) based Feedback Error Learning (FEL) control scheme to overcome the uncertainties present in the plant. The experiments conducted in Matlab Simulink and xPC Target environments show that the overall control strategy is efficient in controlling the finger movement.Keywords: Anthropomorphic finger, position control, feedback error learning, experimental study

This paper deals with a design method of a discrete modified Internal Model Control (IMC) for a plant with an integrator and dead time. If there is a load disturbance in the input or output side of the plant, the proposed control system can eliminate the steady-state error caused by it. The disturbance compensator in this method is simple and its order is low regardless of that of a plant. The simulation studies show that the proposed method has superior performance for a load disturbance rejection and robustness.Keywords: Internal Model Control, Smith Predictor, Dead time, Integrator.

Abstract:
With global aging, people who require care, such as people with dementia (PwD), are increasing within many developed countries. And PwDs may wander and unconsciously set foot outdoors, it may lead serious accidents, such as, traffic accidents. Here, round-the-clock monitoring by caregivers is necessary, which can be a burden for the caregivers. Therefore, an automatic wandering detection system is required when an elderly person wanders outdoors, in which case the detection system transmits a ‘moving’ followed by an ‘absence’ state. In this paper, we focus on the transition from the ‘resting’ to the ‘absence’ state, via the ‘moving’ state as one of the wandering transitions. To capture the transition of the three states, our method based on the hidden Markov model (HMM) is built. Using our method, the restraint where the ‘resting’ state and ‘absence’ state cannot be transmitted to each other is applied. To validate our method, we conducted the experiment with 10 subjects. Abstract:
The linguistic competence of Thai university students majoring in Business English was examined in the context of knowledge of English language inflection, and also various linguistic elements. Errors analysis was applied to the results of the testing. Levels of errors in inflection, tense and linguistic elements were shown to be significantly high for all noun, verb and adjective inflections. Findings suggest that students do not gain linguistic competence in their use of English language inflection, because of interlanguage interference. Implications for curriculum reform and treatment of errors in the classroom are discussed.

The purpose of this work is the presentation of a behavioral model of a second order switched capacitor ΣΔ modulator considering (Error due to Clock Jitter, Thermal noise Amplifier Noise, Amplifier Slew-Rate, Non linearity of amplifiers, Gain error, Charge Injection, Clock Feedthrough, and Nonlinear on-resistance). A comparison between the use of MOS switches and the use transmission gate switches use is analyzed.

Abstract:
We provide a maximum norm analysis of a finite element Schwarz alternating method for a nonlinear elliptic boundary value problem of the form -Δu = f(u), on two overlapping sub domains with non matching grids. We consider a domain which is the union of two overlapping sub domains where each sub domain has its own independently generated grid. The two meshes being mutually independent on the overlap region, a triangle belonging to one triangulation does not necessarily belong to the other one. Under a Lipschitz assumption on the nonlinearity, we establish, on each sub domain, an optimal L∞ error estimate between the discrete Schwarz sequence and the exact solution of the boundary value problem.Keywords: Error estimates, Finite elements, Nonlinear PDEs, Schwarz method.

In this paper an alternative analysis in the time domain is described and the results of the interpolation process are presented by means of functions that are based on the rule of conditional mathematical expectation and the covariance function. A comparison between the interpolation error caused by low order filters and the classic sinc(t) truncated function is also presented. When fewer samples are used, low-order filters have less error. If the number of samples increases, the sinc(t) type functions are a better alternative. Generally speaking there is an optimal filter for each input signal which depends on the filter length and covariance function of the signal. A novel scheme of work for adaptive interpolation filters is also presented.Keywords: Interpolation, basis function, over-sampling.

Abstract:
This paper describes an expanded system for a servo system design by using the Loop Shaping Design Procedure (LSDP). LSDP is one of the H∞ design procedure. By conducting Loop Shaping with a compensator and robust stabilization to satisfy the index function, we get the feedback controller that makes the control system stable. In this paper, we propose an expanded system for a servo system design and apply to the DC motor. The proposed method performs well in the DC motor positioning control. It has no steady-state error in the disturbance response and it has robust stability.Keywords: Loop Shaping Design Procedure (LSDP), servosystem, DC motor.

Abstract:
The one of most important objects in implementation of damage analysis observations is manner of dam break wave propagation. In this paper velocity and wave height due dam break in with and without tailwater states for appointment hazardous lands and flood radius are investigate. In order to modeling above phenomenon finite volume method of Roe type for solving shallow water equations is used. Results indicated that in the dry bed state risk radius due to dam break is too high. While in the wet bed risk radius has a less wide. Therefore in the first state constructions and storage facilities are encountered with destruction risk. Further velocity due to dam break in the second state is more comparing to the first state. Hence erosion and scour the river bed in the dry bed is too more compare to the wet bed.Keywords: Dam break, finite volume method, tailwater, risk radius, scour

Abstract:
In this paper, the application of neural networks to study the design of short-term load forecasting (STLF) Systems for Illam state located in west of Iran was explored. One important architecture of neural networks named Multi-Layer Perceptron (MLP) to model STLF systems was used. Our study based on MLP was trained and tested using three years (2004-2006) data. The results show that MLP network has the minimum forecasting error and can be considered as a good method to model the STLF systems.Keywords: Artificial neural networks, Forecasting, Multi-layer perceptron.

Abstract:
True Boiling Point distillation (TBP) is one of the most common experimental techniques for the determination of petroleum properties. This curve provides information about the performance of petroleum in terms of its cuts. The experiment is performed in a few days. Techniques are used to determine the properties faster with a software that calculates the distillation curve when a little information about crude oil is known. In order to evaluate the accuracy of distillation curve prediction, eight points of the TBP curve and specific gravity curve (348 K and 523 K) were inserted into the HYSYS Oil Manager, and the extended curve was evaluated up to 748 K. The methods were able to predict the curve with the accuracy of 0.6%-9.2% error (Software X ASTM), 0.2%-5.1% error (Software X Spaltrohr).Keywords: Distillation curve, petroleum distillation, simulation, true boiling point curve.

Abstract:
State tax revenues in most countries started to decrease during the recession. Government of Latvia decided to compensate the decline by increasing rates of several taxes including excise tax on strong alcohol. The total increase in 2009 constituted 42% and the rate increased from 896€ to 1 266€ for 100l of absolute alcohol. Since then this has had a negative impact on consumption volumes and the split between legal and illegal market. The legal alcohol sales decreased by almost 50% (by volume), consequentially having negative effect on the State revenues from VAT and excise tax. Estimated results for 2010 are indicating 54 million € decrease in VAT, excise tax and other taxes versus 2008 (excise tax -19 million €, VAT -30 million €, other taxes -5 million €). The paper aims to analyze impact of the increase in excise tax on consumption patterns, State revenues and competitiveness of the local companies to draw up proposals for the state authorities regarding more effective tax policies. The analysis reveals a relationship between excise tax rate, illegal alcohol market and State revenues. The results can be used to improve excise tax system and effectiveness in Latvia.
