There were three objectives: 1) To study participatory level of community in water and waste environment management. 2) To study the affecting factors for community participation in water and waste environment management in Ampawa District, Samut Songkram Province. 3) To search for the participatory patterns in water and waste management. The population sample for the quantitative research was 1,364 people living in Ampawa District. The methodology was simple random sampling. Research instrument was a questionnaire and the qualitative research used purposive sampling in 6 Sub Districts which are Ta Ka, Suanluang, Bangkae, Muangmai, Kwae-om, and Bangnanglee Sub District Administration Organization. Total population is 63. For data analysis, the study used content analysis from quantitative research to synthesize and build question frame from the content for interview and conducting focus group interview. The study found that the community participatory in the issue of level in water and waste management are moderate of planning, operation, and evaluation. The issue of being beneficial is at low level. Therefore, the overall participatory level of community in water and waste environment management is at a medium level. The factors affecting the participatory of community in water and waste management are age, the period dwelling in the community and membership in which the mean difference is statistic significant at 0.05 in area of operation, being beneficial, and evaluation. For patterns of community participation, there is the correlation with water and waste management in 4 concerns which are 1) Participation in planning 2) Participation in operation 3) Participation in being beneficial both directly and indirectly benefited 4) Participation in evaluation and monitoring. The recommendation from this study is the need to create conscious awareness in order to increase participation level of people by organizing activities that promote participation with volunteer spirit. Government should open opportunities for people to participate in sharing ideas and create the culture of living together with equality which would build more concrete participation.

Authors: Sheeba V.S, Elizabeth Elias
Abstract:
Optimization of filter banks based on the knowledge of input statistics has been of interest for a long time. Finite impulse response (FIR) Compaction filters are used in the design of optimal signal adapted orthonormal FIR filter banks. In this paper we discuss three different approaches for the design of interpolated finite impulse response (IFIR) compaction filters. In the first method, the magnitude squared response satisfies Nyquist constraint approximately. In the second and third methods Nyquist constraint is exactly satisfied. These methods yield FIR compaction filters whose response is comparable with that of the existing methods. At the same time, IFIR filters enjoy significant saving in the number of multipliers and can be implemented efficiently. Since eigenfilter approach is used here, the method is less complex. Design of IFIR filters in the least square sense is presented.

Authors: E. Dahlen
Abstract:
Inflation can be calculated from either the prices of consumer products or from salaries. This paper presents a logical exercise that shows it is easier to calculate inflation from salaries than from consumer products. While the prices of consumer products may change due to technological advancement, such as automation, which must be corrected for, salaries do not. If technological advancements are not accounted for within calculations based on consumer product prices, inflation can be confused with real wage changes, since both inflation and real wage changes affect the prices of consumer products. The method employed in this paper is a logical exercise. Logical arguments are presented that suggest the existence of many different feasible ways by which inflation can be determined. Then a short mathematical exercise will be presented which shows that one of these methods –using salaries – contains the fewest number of unknown parameters, and hence, is the preferred method, since the risk of mistakes is lower. From the results, it can be concluded that salaries, rather than consumer products, should be used to calculate inflation.

Authors: S. Mezghani, E. Perrin, J. L Bodnar, J. Marthe, B. Cauwe, V. Vrabie
Abstract:
Non contact evaluation of the thickness of paint coatings can be attempted by different destructive and nondestructive methods such as cross-section microscopy, gravimetric mass measurement, magnetic gauges, Eddy current, ultrasound or terahertz. Infrared thermography is a nondestructive and non-invasive method that can be envisaged as a useful tool to measure the surface thickness variations by analyzing the temperature response. In this paper, the thermal quadrupole method for two layered samples heated up with a pulsed excitation is firstly used. By analyzing the thermal responses as a function of thermal properties and thicknesses of both layers, optimal parameters for the excitation source can be identified. Simulations show that a pulsed excitation with duration of ten milliseconds allows obtaining a substrate-independent thermal response. Based on this result, an experimental setup consisting of a near-infrared laser diode and an Infrared camera was next used to evaluate the variation of paint coating thickness between 60 μm and 130 μm on two samples. Results show that the parameters extracted for thermal images are correlated with the estimated thicknesses by the Eddy current methods. The laser pulsed thermography is thus an interesting alternative nondestructive method that can be moreover used for nonconductive substrates. Keywords: Nondestructive, paint coating, thickness, infrared thermography, laser, heterogeneity.

Abstract:
This paper discusses the simulation and experimental work of small Smart Grid containing ten consumers. Smart Grid is characterized by a two-way flow of real-time information and energy. RTP (Real Time Pricing) based tariff is implemented in this work to reduce peak demand, PAR (peak to average ratio) and cost of energy consumed. In the experimental work described here, working of Smart Plug, HEC (Home Energy Controller), HAN (Home Area Network) and communication link between consumers and utility server are explained. Algorithms for Smart Plug, HEC, and utility server are presented and explained in this work. After receiving the Real Time Price for different time slots of the day, HEC interacts automatically by running an algorithm which is based on Linear Programming Problem (LPP) method to find the optimal energy consumption schedule. Authors: Lazim Abdullah, Nurhakimah Ab. Rahman
Abstract:
Linear systems are widely used in many fields of science and engineering. In many applications, at least some of the parameters of the system are represented by fuzzy rather than crisp numbers. Therefore it is important to perform numerical algorithms or procedures that would treat general fuzzy linear systems and solve them using iterative methods. This paper aims are to solve fuzzy linear systems using four types of Jacobi based iterative methods. Four iterative methods based on Jacobi are used for solving a general n × n fuzzy system of linear equations of the form Ax = b , where A is a crisp matrix and b an arbitrary fuzzy vector. The Jacobi, Jacobi Over-Relaxation, Refinement of Jacobi and Refinement of Jacobi Over-Relaxation methods was tested to a five by five fuzzy linear system. It is found that all the tested methods were iterated differently. Due to the effect of extrapolation parameters and the refinement, the Refinement of Jacobi Over-Relaxation method was outperformed the other three methods.

Abstract:
Background subtraction and temporal difference are often used for moving object detection in video. Both approaches are computationally simple and easy to be deployed in real-time image processing. However, while the background subtraction is highly sensitive to dynamic background and illumination changes, the temporal difference approach is poor at extracting relevant pixels of the moving object and at detecting the stopped or slowly moving objects in the scene. In this paper, we propose a simple moving object detection scheme based on adaptive background subtraction and temporal difference exploiting dynamic background updates. The proposed technique consists of histogram equalization, a linear combination of background and temporal difference, followed by the novel frame-based and pixel-based background updating techniques. Finally, morphological operations are applied to the output images. Experimental results show that the proposed algorithm can solve the drawbacks of both background subtraction and temporal difference methods and can provide better performance than that of each method. Keywords: Background subtraction, background updating, real time and lightweight algorithm, temporal difference.

Different ratios of the diameter of the rigid cylinder to the maximum radius of the bubble are considered. Results show that during the collapse phase of the bubble inside a vertical rigid cylinder, two liquid micro jets are developed on the top and bottom sides of the vapour bubble and are directed inward. Abstract:
In this paper we present an efficient system for independent speaker speech recognition based on neural network approach. The proposed architecture comprises two phases: a preprocessing phase which consists in segmental normalization and features extraction and a classification phase which uses neural networks based on nonparametric density estimation namely the general regression neural network (GRNN). The relative performances of the proposed model are compared to the similar recognition systems based on the Multilayer Perceptron (MLP), the Recurrent Neural Network (RNN) and the well known Discrete Hidden Markov Model (HMM-VQ) that we have achieved also. Experimental results obtained with Arabic digits have shown that the use of nonparametric density estimation with an appropriate smoothing factor (spread) improves the generalization power of the neural network. The word error rate (WER) is reduced significantly over the baseline HMM method. GRNN computation is a successful alternative to the other neural network and DHMM.Keywords: Speech Recognition, General Regression NeuralNetwork, Hidden Markov Model, Recurrent Neural Network, ArabicDigits.

Abstract:
In this paper, the effect of transmission codes on the performance of coherent square M-ary quadrature amplitude modulation (CSMQAM) under hybrid selection/maximal-ratio combining (H-S/MRC) diversity is analysed. The fading channels are modeled as frequency non-selective slow independent and identically distributed Rayleigh fading channels corrupted by additive white Gaussian noise (AWGN). The results for coded MQAM are computed numerically for the case of (24,12) extended Golay code and compared with uncoded MQAM under H-S/MRC diversity by plotting error probabilities versus average signal to noise ratio (SNR) for various values L and N in order to examine the improvement in the performance of the digital communications system as the number of selected diversity branches is increased. The results for no diversity, conventional SC and Lth order MRC schemes are also plotted for comparison. Closed form analytical results derived in this paper are sufficiently simple and therefore can be computed numerically without any approximations. The analytical results presented in this paper are expected to provide useful information needed for design and analysis of digital communication systems over wireless fading channels. Keywords: Error probability, diversity reception, Rayleigh fading channels, wireless digital communications.

Authors: Celso A. G. Santos, Paula K. M. M. Freire
Abstract:
The urban centers within northeastern Brazil are mainly influenced by the intense rainfalls, which can occur after long periods of drought, when flood events can be observed during such events. Thus, this paper aims to study the rainfall frequencies in such region through the wavelet transform. An application of wavelet analysis is done with long time series of the total monthly rainfall amount at the capital cities of northeastern Brazil. The main frequency components in the time series are studied by the global wavelet spectrum and the modulation in separated periodicity bands were done in order to extract additional information, e.g., the 8 and 16 months band was examined by an average of all scales, giving a measure of the average annual variance versus time, where the periods with low or high variance could be identified. The important increases were identified in the average variance for some periods, e.g. 1947 to 1952 at Teresina city, which can be considered as high wet periods. Although, the precipitation in those sites showed similar global wavelet spectra, the wavelet spectra revealed particular features. This study can be considered an important tool for time series analysis, which can help the studies concerning flood control, mainly when they are applied together with rainfall-runoff simulations. Keywords: rainfall data, urban center, wavelet transform.

Abstract:
The myoelectric signal (MES) is one of the Biosignals utilized in helping humans to control equipments. Recent approaches in MES classification to control prosthetic devices employing pattern recognition techniques revealed two problems, first, the classification performance of the system starts degrading when the number of motion classes to be classified increases, second, in order to solve the first problem, additional complicated methods were utilized which increase the computational cost of a multifunction myoelectric control system. In an effort to solve these problems and to achieve a feasible design for real time implementation with high overall accuracy, this paper presents a new method for feature extraction in MES recognition systems. The method works by extracting features using Wavelet Packet Transform (WPT) applied on the MES from multiple channels, and then employs Fuzzy c-means (FCM) algorithm to generate a measure that judges on features suitability for classification. Finally, Principle Component Analysis (PCA) is utilized to reduce the size of the data before computing the classification accuracy with a multilayer perceptron neural network. The proposed system produces powerful classification results (99% accuracy) by using only a small portion of the original feature set. Keywords: Biomedical Signal Processing, Data mining andInformation Extraction, Machine Learning, Rehabilitation.

Abstract:
A perfect secret-sharing scheme is a method to distribute a secret among a set of participants in such a way that only qualified subsets of participants can recover the secret and the joint share of participants in any unqualified subset is statistically independent of the secret. The collection of all qualified subsets is called the access structure of the perfect secret-sharing scheme. In a graph-based access structure, each vertex of a graph G represents a participant and each edge of G represents a minimal qualified subset. The average information ratio of a perfect secret-sharing scheme realizing the access structure based on G is defined as AR = (Pv2V (G) H(v))/(|V (G)|H(s)), where s is the secret and v is the share of v, both are random variables from and H is the Shannon entropy. The infimum of the average information ratio of all possible perfect secret-sharing schemes realizing a given access structure is called the optimal average information ratio of that access structure. Most known results about the optimal average information ratio give upper bounds or lower bounds on it. Abstract:
Saturated hydraulic conductivity is one of the soil hydraulic properties which is widely used in environmental studies especially subsurface ground water. Since, its direct measurement is time consuming and therefore costly, indirect methods such as pedotransfer functions have been developed based on multiple linear regression equations and neural networks model in order to estimate saturated hydraulic conductivity from readily available soil properties e.g. sand, silt, and clay contents, bulk density, and organic matter. The objective of this study was to develop neural networks (NNs) model to estimate saturated hydraulic conductivity from available parameters such as sand and clay contents, bulk density, van Genuchten retention model parameters (i.e. r θ , α , and n) as well as effective porosity. We used two methods to calculate effective porosity: : (1) eff s FC φ =θ -θ , and (2) inf φ =θ -θ eff s , in which s θ is saturated water content, FC θ is water content retained at -33 kPa matric potential, and inf θ is water content at the inflection point. Total of 311 soil samples from the UNSODA database was divided into three groups as 187 for the training, 62 for the validation (to avoid over training), and 62 for the test of NNs model. A commercial neural network toolbox of MATLAB software with a multi-layer perceptron model and back propagation algorithm were used for the training procedure. The statistical parameters such as correlation coefficient (R2), and mean square error (MSE) were also used to evaluate the developed NNs model. The best number of neurons in the middle layer of NNs model for methods (1) and (2) were calculated 44 and 6, respectively. The R2 and MSE values of the test phase were determined for method (1), 0.94 and 0.0016, and for method (2), 0.98 and 0.00065, respectively, which shows that method (2) estimates saturated hydraulic conductivity better than method (1).Keywords: Neural network, Saturated hydraulic conductivity, Soil physical properties.

Abstract:
In railway industry, train sets are designed based on contractual requirements (mission profile), where reliability targets are measured in terms of mean distance between failures (MDBF). However, during the beginning of revenue services, trains do not achieve the designed mission profile distance (mileage) within the timeframe due to infrastructure constraints, scarcity of commuters or other operational challenges thereby not respecting the original design inputs. Since trains do not run sufficiently and do not achieve the designed mileage within the specified time, car builder has a risk of not achieving the contractual MDBF target. This paper proposes a constant failure rate based model to deal with the situations where mileage accumulation is not a part of the design mission profile. The model provides appropriate MDBF target to be demonstrated based on actual accumulated mileage. Abstract:
Frequency domain independent component analysis has a scaling indeterminacy and a permutation problem. The scaling indeterminacy can be solved by use of a decomposed spectrum. For the permutation problem, we have proposed the rules in terms of gain ratio and phase difference derived from the decomposed spectra and the source-s coarse directions. The present paper experimentally clarifies that the gain ratio and the phase difference work effectively in a real environment but their performance depends on frequency bands, a microphone-space and a source-microphone distance. From these facts it is seen that it is difficult to attain a perfect solution for the permutation problem in a real environment only by either the gain ratio or the phase difference. For the perfect solution, this paper gives a solution to the problems in a real environment. The proposed method is simple, the amount of calculation is small. And the method has high correction performance without depending on the frequency bands and distances from source signals to microphones. Furthermore, it can be applied under the real environment. From several experiments in a real room, it clarifies that the proposed method has been verified. Keywords: blind source separation, frequency domain independent component analysys, permutation correction, scale adjustment, target extraction.

Abstract:
The current speech interfaces in many military applications may be adequate for native speakers. However, the recognition rate drops quite a lot for non-native speakers (people with foreign accents). This is mainly because the nonnative speakers have large temporal and intra-phoneme variations when they pronounce the same words. This problem is also complicated by the presence of large environmental noise such as tank noise, helicopter noise, etc. In this paper, we proposed a novel continuous acoustic feature adaptation algorithm for on-line accent and environmental adaptation. Implemented by incremental singular value decomposition (SVD), the algorithm captures local acoustic variation and runs in real-time. This feature-based adaptation method is then integrated with conventional model-based maximum likelihood linear regression (MLLR) algorithm. Extensive experiments have been performed on the NATO non-native speech corpus with baseline acoustic model trained on native American English. The proposed feature-based adaptation algorithm improved the average recognition accuracy by 15%, while the MLLR model based adaptation achieved 11% improvement. The corresponding word error rate (WER) reduction was 25.8% and 2.73%, as compared to that without adaptation. The combined adaptation achieved overall recognition accuracy improvement of 29.5%, and WER reduction of 31.8%, as compared to that without adaptation. Through years, JSC SSTC has been developing a theory for estimation of welding deformations and practical activities for reducing and compensating such deformations during welding process. During long time a methodology was used, based on analytic dependence. This methodology allowed defining volumetric changes of metal due to welding heating and subsequent cooling. However, dependences for definition of structures deformations, arising as a result of volumetric changes of metal in the weld area, allowed performing calculations only for simple structures, such as units, flat sections and sections with small curvature. In case of complex 3D structures, estimations on the base of analytic dependences gave significant errors. To eliminate this shortage, it was suggested to use finite elements method for resolving of deformation problem. Here, one shall first calculate volumes of longitudinal and transversal shortenings of welding joints using method of analytic dependences and further, with obtained shortenings, calculate forces, which action is equivalent to the action of active welding stresses. Further, a finiteelements model of the structure is developed and equivalent forces are added to this model. Having results of calculations, an optimal sequence of assembly and welding is selected and special measures to reduce and compensate welding deformations are developed and taken.

Authors: Ajay Shekhar Pandey, D. Singh, S. K. Sinha
Abstract:
A clustering based technique has been developed and implemented for Short Term Load Forecasting, in this article. Formulation has been done using Mean Absolute Percentage Error (MAPE) as an objective function. Data Matrix and cluster size are optimization variables. Model designed, uses two temperature variables. This is compared with six input Radial Basis Function Neural Network (RBFNN) and Fuzzy Inference Neural Network (FINN) for the data of the same system, for same time period. The fuzzy inference system has the network structure and the training procedure of a neural network which initially creates a rule base from existing historical load data. It is observed that the proposed clustering based model is giving better forecasting accuracy as compared to the other two methods. Test results also indicate that the RBFNN can forecast future loads with accuracy comparable to that of proposed method, where as the training time required in the case of FINN is much less.

Authors: M. H. Korayem, K. Khoshhal, H. Aliakbarpour
Abstract:
In this paper, a vision based system has been used for controlling an industrial 3P Cartesian robot. The vision system will recognize the target and control the robot by obtaining images from environment and processing them. At the first stage, images from environment are changed to a grayscale mode then it can diverse and identify objects and noises by using a threshold objects which are stored in different frames and then the main object will be recognized. This will control the robot to achieve the target. A vision system can be an appropriate tool for measuring errors of a robot in a situation where the experimental test is conducted for a 3P robot. Finally, the international standard ANSI/RIA R15.05-2 is used for evaluating the path-related characteristics of the robot. To evaluate the performance of the proposed method experimental test is carried out. Keywords: Robot, Vision, Experiment, Standard.
