Authors: Kevin You
Abstract:
Nation-building has been a key consideration in ethno-linguistically diverse post-colonial ‘artificial states’, where ethnic tensions, religious differences and the risk of persecution of minorities are common. Language policy can help with nation-building, but it can also hinder the process. An important challenge is in recognising which language policy to adopt. This article proposes that the designation of a widely used lingua franca as a national language (in an official capacity or otherwise) - in a culturally, ethnically and linguistically diverse post-colonial state - assists its nation-building efforts in the long run. To demonstrate, this paper looks at the cases of Sri Lanka, Indonesia and India: three young nations which together emerged out of the Second World War with comparable colonial experiences, but subsequently adopted different language policies to different effects. Insights presented underscore the significance of inclusive language policy in sustainable nation-building in states with comparable post-colonial experiences.

Authors: Abbas S. Al-Omari, Zain M. Al-Houri
Abstract:
The response of King Abdulla Canal (KAC) water to the upgrade of As Samra Wastewater Treatment Plant which discharges its effluent to the Zarqa River is investigated. Time series quality data that extends between October 2005 and December 2009 obtained by a state of the art telemetric monitoring system were analyzed for COD, EC, TP and TN at two monitoring stations located upstream and downstream of the confluence of the Zarqa River with KAC. The samples- means and the t-test showed that there has been significant improvement in the quality of the KAC water for COD, and TP. However, the improvement in the TN was found statistically insignificant, whereas the EC of the KAC was unaffected by the upgrade. Comparing the selected parameters with the standards and guidelines for using treated wastewater in irrigation showed that the KAC water has improved towards meeting the required standards and guidelines for treated wastewater reuse in irrigation.

Authors: Adam Niewiadomski
Abstract:
Political transition of agricultural properties in Poland and the former German Democratic Republic (GDR) after 1989 had to include not only Reprivatization but also the issue of returning the properties in kind to their former owners. Restitution in kind applied in GDR to all forms of ownership which were subject to expropriation between 1933 and 1989 except for properties taken over during Soviet occupation in 1945-49. This issue was one of the flashpoints during the process of ownership changes. Privatization, limited as it was, took place in unequal legal environment where only one group of owners was privileged. Executing restitution in kind created a feeling of uncertainty among potential real estate buyers. Keywords: Reprivatization, agricultural properties, German Democratic Republic, Privatization

Authors: Subramaniam Chandran
Abstract:
This paper explores the social and political imperatives in the sphere of public policy relating to social justice. In India, the colonial legacy and post-colonial social and political pressures sustained the appropriation of 'caste' category in allocating public resources to the backward class of citizens. For several reasons, 'economic' category could not be placed in allocating resources. This paper examines the reasons behind the deliberative exercises and formulating policies and seeks an alternative framework in realizing social justice in terms of a unified category. This attempt can be viewed as a reconciliation of traditional and modern values for a viable alternative in public policy making.

Authors: Jane O. Munonye
Abstract:
Climate change has both negative and positive effects in agricultural production. For agriculture to be sustainable in adverse climate change condition, some natural measures are needed. The issue is to produce more food with available natural resources and reduce the contribution of agriculture to climate change. The study reviewed climate change and sustainable agriculture in southeast Nigeria. Data from the study were from secondary sources. Ten scientific papers were consulted and data for the review were collected from three. The objectives of the paper were as follows: to review the effect of climate change on one major arable crop in southeast Nigeria (yam; Dioscorea rotundata); evident of climate change impact and methods for sustainable agricultural production in adverse weather condition. Some climatic parameter as sunshine, relative humidity and rainfall have negative relationship with yam production and significant at 10% probability. Crop production was predicted to decline by 25% per hectare by 2060 while livestock production has increased the incidence of diseases and pathogens as the major effect to agriculture. Methods for sustainable agriculture and damage of natural resources by climate change were highlighted. Agriculture needs to be transformed as climate changes to enable the sector to be sustainable. There should be a policy in place to facilitate the integration of sustainability in Nigeria agriculture.

Authors: Guneet Mander, Gurinder Pal Singh
Abstract:
Moisture is an important consideration in many aspects ranging from irrigation, soil chemistry, golf course, corrosion and erosion, road conditions, weather predictions, livestock feed moisture levels, water seepage etc. Vegetation and crops always depend more on the moisture available at the root level than on precipitation occurrence. In this paper, design of an instrument is discussed which tells about the variation in the moisture contents of soil. This is done by measuring the amount of water content in soil by finding the variation in capacitance of soil with the help of a capacitive sensor. The greatest advantage of soil moisture sensor is reduced water consumption. The sensor is also be used to set lower and upper threshold to maintain optimum soil moisture saturation and minimize water wilting, contributes to deeper plant root growth ,reduced soil run off /leaching and less favorable condition for insects and fungal diseases. Capacitance method is preferred because, it provides absolute amount of water content and also measures water content at any depth. Keywords: Capacitive Sensors, aluminum, Water, Irrigation.

Abstract:
During the year 1999, Serbia (ex Yugoslavia) and their northern province, Vojvodina, has been bombarded. Because of that general public believe is that this region was contaminated by depleted uranium and that there is a potential contaminant of agricultural products due to soil radioactivity. This paper presents the repeated analysis of agricultural soil samples in Vojvodina. The same investigation was carried out during the year 2001, and it was concluded that, based on the gamma-spectrometric analysis of 50 soil samples taken from the region of Vojvodina, there haven-t been registered any increase of radioactivity that could endanger the food production. We continue with the monitoring of this region. The comparison between those two sets of results is presented.

Abstract:
It is claimed that a new style of urban planning and policy intertwined with ICT is emerging and urban planning and ICT policy are no longer considered as separate disciplines. The interactions between electronic spaces and urban spaces are so complex and uncertain that confront urban planners and policy makers with great challenges. However, the assumption about the relationship between ICT and urban planning is mainly based on North American and European experiences. In the light of empirical evidence from Taipei City, this paper shows that this new type of urban planning and policy intertwined with ICT has existed in Asian city for a decade as well. Based on these results, this paper further reviews how the Taipei City government implements this new type of urban ICT planning and the validity and realism of its underlying assumptions. Finally, it also explores the extent to which urban ICT planning could promote positive synergies between physical and electronic developments. Keywords: ICT, Taipei City, Urban ICT Planning.

Authors: Seyedvahid Najafi, Viliam Makis
Abstract:
In recent years, maintenance optimization has attracted special attention due to the growth of industrial systems complexity. Maintenance costs are high for many systems, and preventive maintenance is effective when it increases operations' reliability and safety at a reduced cost. The novelty of this research is to consider general repair in the modeling of multi-unit series systems and solve the maintenance problem for such systems using the semi-Markov decision process (SMDP) framework. We propose an opportunistic maintenance policy for a series system composed of two main units. Unit 1, which is more expensive than unit 2, is subjected to condition monitoring, and its deterioration is modeled using a gamma process. Unit 1 hazard rate is estimated by the proportional hazards model (PHM), and two hazard rate control limits are considered as the thresholds of maintenance interventions for unit 1. Maintenance is performed on unit 2, considering an age control limit. The objective is to find the optimal control limits and minimize the long-run expected average cost per unit time. The proposed algorithm is applied to a numerical example to compare the effectiveness of the proposed policy (policy Ⅰ) with policy Ⅱ, which is similar to policy Ⅰ, but instead of general repair, replacement is performed. Results show that policy Ⅰ leads to lower average cost compared with policy Ⅱ.

Abstract:
Environmental factors affect agriculture production productivity and efficiency resulted in changing of profit efficiency. This paper attempts to estimate the impacts of environmental factors to profitability of rice farmers in the Red River Delta of Vietnam. The dataset was extracted from 349 rice farmers using personal interviews. Both OLS and MLE trans-log profit functions were used in this study. Five production inputs and four environmental factors were included in these functions. The estimation of the stochastic profit frontier with a two-stage approach was used to measure profitability. The results showed that the profit efficiency was about 75% on the average and environmental factors change profit efficiency significantly beside farm specific characteristics. Plant disease, soil fertility, irrigation apply and water pollution were the four environmental factors cause profit loss in rice production. The result indicated that farmers should reduce household size, farm plots, apply row seeding technique and improve environmental factors to obtain high profit efficiency with special consideration is given for irrigation water quality improvement. Abstract:
Obesity, stunting and wasting problems among Thai school-aged children are increasing due to inappropriate food consumption behavior and poor environments for desirable nutritional behavior. Because of a low school lunch budget of only 0.40 USD per person per day, food quality is not up to nutritional standards. Therefore, the Health Department with the Education Ministry and the Thai Health Promotion Foundation have developed a quality school lunch project during 2009–2013. The program objectives were development and management of public policy to increase school lunch budget. The methods used a healthy public policy motivation process and movement in 241 local administrative organizations and 538 schools. The problem and solution research was organized to study school food and nutrition management, create a best practice policy mobilization model and hold a public hearing to motivate an increase of school meal funding. The results showed that local public policy has been motivated during 2009-2011 to increase school meal budget using local budgets. School children with best food consumption behavior and exercise increased from 13.2% in 2009 to 51.6% in 2013 and stunting decreased from 6.0% in 2009 to 4.7% in 2013. As the result of national policy motivation (2012-2013), the cabinet meeting on October 22, 2013 has approved an increase of school lunch budget from 0.40 USD to 0.62 USD per person per day. Thus, 5,800,469 school children nationwide have benefited from the budget increase.

Abstract:
Since water resources of desert Naein City are very limited, a approach which saves water resources and meanwhile meets the needs of the greenspace for water is to use city-s sewage wastewater. Proper treatment of Naein-s sewage up to the standards required for green space uses may solve some of the problems of green space development of the city. The present paper closely examines available statistics and information associated with city-s sewage system, and determines complementary stages of sewage treatment facilities of the city. In the present paper, population, per capita water use, and required discharge for various greenspace pieces including different plants are calculated. Moreover, in order to facilitate the application of water resources, a Crude water distribution network apart from drinking water distribution network is designed, and a plan for mixing municipal wells- water with sewage wastewater in proposed mixing tanks is suggested. Hence, following greenspace irrigation reform and complementary plan, per capita greenspace of the city will be increased from current amount of 13.2 square meters to 32 square meters. Keywords: Sewage Treatment Facility, Wastewater, Greenspace, Distribution Network, Naein City

Authors: Vijay Shankar
Abstract:
Different techniques for estimating seasonal water use from soil profile water depletion frequently do not account for flux below the root zone. Shallow water table contribution to supply crop water use may be important in arid and semi-arid regions. Development of predictive root uptake models, under influence of shallow water table makes it possible for planners to incorporate interaction between water table and root zone into design of irrigation projects. A model for obtaining soil moisture depletion from root zone and water movement below it is discussed with the objective to determine impact of shallow water table on seasonal moisture depletion patterns under water table depth variation, up to the bottom of root zone. The role of different boundary conditions has also been considered. Three crops: Wheat (Triticum aestivum), Corn (Zea mays) and Potato (Solanum tuberosum), common in arid & semi-arid regions, are chosen for the study. Using experimentally obtained soil moisture depletion values for potential soil moisture conditions, moisture depletion patterns using a non linear root uptake model have been obtained for different water table depths. Comparative analysis of the moisture depletion patterns under these conditions show a wide difference in percent depletion from different layers of root zone particularly top and bottom layers with middle layers showing insignificant variation in moisture depletion values. Moisture depletion in top layer, when the water table rises to root zone increases by 19.7%, 22.9% & 28.2%, whereas decrease in bottom layer is 68.8%, 61.6% & 64.9% in case of wheat, corn & potato respectively. The paper also discusses the causes and consequences of increase in moisture depletion from top layers and exceptionally high reduction in bottom layer, and the possible remedies for the same. The numerical model developed for the study can be used to help formulating irrigation strategies for areas where shallow groundwater of questionable quality is an option for crop production. Keywords: Moisture Depletion, crop root zone, ground water table, irrigation.

Authors: Rahma Fitriani, Eni Sumarminingsih, Suci Astutik
Abstract:
In a fast growing region, conversion of agricultural lands which are surrounded by some new development sites will occur sooner than expected. This phenomenon has been experienced by many regions in Indonesia, especially the fringe of Jakarta (BoDeTaBek). Being Indonesia’s capital city, rapid conversion of land in this area is an unavoidable process. The land conversion expands spatially into the fringe regions, which were initially dominated by agricultural land or conservation sites. Without proper control or growth management, this activity will invite greater costs than benefits. The current land use is the use which maximizes its value. In order to maintain land for agricultural activity or conservation, some efforts are needed to keep the land value of this activity as high as possible. In this case, the knowledge regarding the functional relationship between land value and its driving forces is necessary. In a fast growing region, development externalities are the assumed dominant driving force. Land value is the product of the past decision of its use leading to its value. It is also affected by the local characteristics and the observed surrounded land use (externalities) from the previous period. The effect of each factor on land value has dynamic and spatial virtues; an empirical spatial dynamic land value model will be more useful to capture them. The model will be useful to test and to estimate the extent of land use externalities on land value in the short run as well as in the long run. It serves as a basis to formulate an effective urban growth management’s policy. This study will apply the model to the case of land value in the fringe of Jakarta Metropolitan. The model will be used further to predict the effect of externalities on land value, in the form of prediction map. For the case of Jakarta’s fringe, there is some evidence about the significance of neighborhood urban activity – negative externalities, the previous land value and local accessibility on land value. The effects are accumulated dynamically over years, but they will fully affect the land value after six years.

Organic material is basically composed of fruit, vegetables and flowers leftovers from the products commercialization. The recyclable compounds are generate from packing material employed in the commercialization process. This research work devoted efforts in carrying quantitative analysis of the residues generated in the agricultural enterprise at its final destination. Data survey followed the directions implemented by the Residues Management Program issued by the agricultural enterprise. It was noticed from that analysis the necessity of changing the logistics applied to the recyclable material collecting process. However, composting process was elected as the organic compounds destination which is considered adequate for a material composed of significant percentage of organic matter far higher than wood, cardboard and plastics contents.

Abstract:
Organic agriculture is a kind of living and dynamic agriculture that was introduced in the early 20th century. The fundamental basis for organic agriculture is in harmony with nature. This version of farming emphasizes removing growth hormones, chemical fertilizers, toxins, radiation, genetic manipulation and instead, integration of modern scientific techniques (such as biologic and microbial control) that leads to the production of healthy food and the preservation of the environment and use of agricultural products such as forage and manure. Supports from governments for the markets producing organic products and taking advantage of the experiences from other successful societies in this field can help progress the positive and effective aspects of this technology, especially in developing countries. This research proves that till 2030, 25% of the global agricultural lands would be covered by organic farming. Consequently Iran, due to its rich genetic resources and various climates, can be a pioneer in promoting organic products. In addition, for sustainable farming, blend of organic and other innovative systems is needed. Important limitations exist to accept these systems, also a diversity of policy instruments will be required to comfort their development and implementation. The paper was conducted to results of compilation of reports, issues, books, articles related to the subject with library studies and research. In Turkey, while urban area boundaries are enlarged by making decisions on investment areas in cities, development plans are made according to government decisions, rather than scientific criteria. Even environment protection laws state that “if public interest is at stake”, areas under mandatory protection can be transformed into investment areas. This leads to destruction of valuable agricultural lands. Paper demonstrates loss of agricultural lands by superimposing plans, Suitability of the Lands for Agricultural Use and Google Earth Images in an exemplary settlement, and expresses that urban area boundaries should be included in legislation as an official boundary for all settlements.

Authors: Saba Gachpaz, Hamid Reza Heidari
Abstract:
The sharp increase in population growth leads to more pressure on agricultural areas to satisfy the food supply. This necessitates increased resource consumption and underscores the importance of addressing sustainable agriculture development along with other environmental considerations. Land-use management is a crucial factor in obtaining optimum productivity. Machine learning is a widely used technique in the agricultural sector, from yield prediction to customer behavior. This method focuses on learning and provides patterns and correlations from our data set. In this study, nine physical control factors, namely, soil classification, electrical conductivity, normalized difference water index (NDWI), groundwater level, elevation, annual precipitation, pH of water, annual mean temperature, and slope in the alluvial plain in Khuzestan (an agricultural hotspot in Iran) are used to decide the best agricultural land use for both rainfed and irrigated agriculture for 10 different crops. For this purpose, each variable was imported into Arc GIS, and a raster layer was obtained. In the next level, by using training samples, all layers were imported into the python environment. A random forest model was applied, and the weight of each variable was specified. In the final step, results were visualized using a digital elevation model, and the importance of all factors for each one of the crops was obtained. Our results show that despite 62% of the study area being allocated to agricultural purposes, only 42.9% of these areas can be defined as a suitable class for cultivation purposes.

Abstract:
One of the biggest concerns in the field of agriculture is around the energy efficiency of robots that will perform agriculture’s activity and their charging methods. In this paper, two different charging methods for agricultural standalone docking stations are shown that will take into account various variants as field size and its irregularities, work’s nature to which the robot will perform, deadlines that have to be respected, among others. Its features also are dependent on the orchard, season, battery type and its technical specifications and cost. First charging base method focuses on wireless charging, presenting more benefits for small field. The second charging base method relies on battery replacement being more suitable for large fields, thus avoiding the robot stop for recharge. Existing many methods to charge a battery, the CC CV was considered the most appropriate for either simplicity or effectiveness. The choice of the battery for agricultural purposes is if most importance. While the most common battery used is Li-ion battery, this study also discusses the use of graphene-based new type of batteries with 45% over capacity to the Li-ion one. A Battery Management Systems (BMS) is applied for battery balancing. All these approaches combined showed to be a promising method to improve a lot of technical agricultural work, not just in terms of plantation and harvesting but also about every technique to prevent harmful events like plagues and weeds or even to reduce crop time and cost.

MODIS Temperature-Vegetation Dryness Index (TVDI) and daily mean precipitation time series for the main growth season(Feb. to May) of winter wheat from 2000 to 2010 were used to analyze the distribution of trends of precipitation, agricultural drought and winter wheat yield change respectively, and relationships between them in North China region(Huang-huai-hai region, HHH region), China. The results indicated that the trend of precipitation in HHH region past 11 years was increasing, which had induced generally corresponding decreasing trend of agricultural drought and increasing trend of wheat yield, while the trend of drought was spatially diverse. The study could provide a basis for agricultural drought research during winter wheat season in HHH region under the ground of climate change. Keywords: drought, MODIS, precipitation change, TVDI, winter wheat production

Authors: Nora Yusma Bte Mohamed Yusoff, Hussain Ali Bekhet
Abstract:
The rationalization of a gradual subsidies reforms plan has been set out by the Malaysian government to achieve the high-income nation target. This paper attempts to analyze the impacts of energy subsidy reform policy on fiscal deficit and macroeconomics variables in Malaysia. The Computable General Equilibrium (CGE) Model is employed. Three simulations based on different groups of scenarios have been developed. Importantly, the overall results indicate that removal of fuel subsidy has significantly improved the real GDP and reduced the government fiscal deficit. On the other hand, the removal of the fuel subsidy has increased most of the local commodity prices, especially energy commodities. The findings of the study could provide some imperative inputs for policy makers, especially to identify the right policy mechanism. This is especially ensures the subsidy savings from subsidy removal could be transferred back into the domestic economy in the form of infrastructure development, compensation and increases in others sector output contributions towards a sustainable economic growth. Keywords: CGE, deficit, energy, reform, subsidy.

Authors: Shannon M. Chance, Pamela L. Eddy, Gavin Duffy, Brian Bowe, Jen Harvey
Abstract:
Educational institutions often implement policies with the intention of influencing how learning and teaching occur. Generally, such policies are not as effective as their makers would like; changing the behavior of third-level teachers proves difficult. Nevertheless, a policy instituted in 2006 at the Dublin Institute of Technology has met with success: each newly hired faculty member must have a post-graduate qualification in “Learning and Teaching" or successfully complete one within the first two years of employment. The intention is to build teachers- knowledge about student-centered pedagogies and their capacity to implement them. As a result of this policy (and associated programs that support it), positive outcomes are readily apparent. Individual teachers who have completed the programs have implemented significant change at the course and program levels. This paper introduces the policy, identifies outcomes in relation to existing theory, describes research underway, and pinpoints areas where organizational learning has occurred. Keywords: Faculty Development, Institutional Policy, Learning and Teaching, Postgraduate Qualification, Professional Development.
