1314 Managing City Pipe Leaks through Community Participation Using a Web and Mobile Application in South Africa
Authors: Mpai Mokoena, Nsenda Lukumwena
Abstract:
South Africa is one of the driest countries in the world and is facing a water crisis. In addition to inadequate infrastructure and poor planning, the country is experiencing high rates of water wastage due to pipe leaks. This study outlines the level of water wastage and develops a smart solution to efficiently manage and reduce the effects of pipe leaks, while monitoring the situation before and after fixing the pipe leaks. To understand the issue in depth, a literature review of journal papers and government reports was conducted. A questionnaire was designed and distributed to the general public. Additionally, the municipality office was contacted from a managerial perspective. The analysis from the study indicated that the majority of the citizens are aware of the water crisis and are willing to participate positively to decrease the level of water wasted. Furthermore, the response from the municipality acknowledged that more practical solutions are needed to reduce water wastage, and resources to attend to pipe leaks swiftly. Therefore, this paper proposes a specific solution for municipalities, local plumbers and citizens to minimize the effects of pipe leaks. The solution provides web and mobile application platforms to report and manage leaks swiftly. The solution is beneficial to the country in achieving water security and would promote a culture of responsibility toward water usage.

Authors: Firas Mohamad Al-Sabek
Abstract:
The purpose of the paper is to examine the most critical and important factor which will affect the implementation of Total Quality Management (TQM) in the construction industry in the United Arab Emirates. It also examines the most effected Project outcome from implementing TQM. A framework was also proposed depending on the literature studies. The method used in this paper is a quantitative study. A survey with a sample of 60 respondents was created and distributed in a construction company in Abu Dhabi, which includes 15 questions to examine the most critical factor that will affect the implementation of TQM in addition to the most effected project outcome from implementing TQM. The survey showed that management commitment is the most important factor in implementing TQM in a construction company. Also it showed that Project cost is most effected outcome from the implementation of TQM. Management commitment is very important for implementing TQM in any company. If the management loose interest in quality then everyone in the organization will do so. The success of TQM will depend mostly on the top of the pyramid. Also cost is reduced and money is saved when the project team implement TQM. While if no quality measures are present within the team, the project will suffer a commercial failure. Based on literature, more factors can be examined and added to the model. In addition, more construction companies could be surveyed in order to obtain more accurate results. Also this study could be conducted outside the United Arab Emirates for further enchantment. Keywords: Construction project, total quality management, management commitment, cost, theoretical framework.

Authors: Francis Z. Naab, Abraham M. Nunbogu, Romanus D. Dinye, Alfred Dongzagla
Abstract:
The study assesses the effectiveness of the Bui Dam resettlement scheme in the Tain and the Bole districts in Ghana. The study adopted a mixed approach in its data collection and analyses. Of the eight communities affected by Bui hydropower project, and thus require resettlement, four were purposively selected for primary data collection. Primary data was gathered through questionnaire administration to 157 heads of resettled households, focus group discussions with men and women and in-depth interviews with key informants. The findings indicated that the affected people had been sufficiently contacted at all levels of their resettlement. In particular, the Ghana Dams Dialogue, which served as a liaison entity between the government and the resettlement communities came up for praise for its usefulness. Many tangible policies were put in place to address the socio-cultural differences of traditional authorities. The Bui Dam Authority also rigorously followed national and international laws and protocols in the design and implementation of the resettlement scheme. In assessing the effectiveness of the resettlement scheme, it was clear that there had been a great appreciation of the compensation regarding infrastructural development, but much more would have to be done to satisfy livelihood empowerment requirements. It was recommended that candid efforts be made to restore the lost identities of the communities resettled, and more dialogue is encouraged among communities living together.

Authors: Luís Antonio de Almeida Rodriguez, José Maria Parente de Oliveira, Ednelson Oliveira
Abstract:
In the last two decades, the world’s aviation authorities have made several attempts to create consensus about a global and accepted approach for applying semantics to web services registry descriptions. This problem has led communities to face a fat and disorganized infrastructure to describe aeronautical web services. It is usual for developers to implement ad-hoc connections among consumers and providers and manually create non-standardized service compositions, which need some particular approach to compose and semantically discover a desired web service. Current practices are not precise and tend to focus on lightweight specifications of some parts of the OWL-S and embed them into syntactic descriptions (SOAP artifacts and OWL language). It is necessary to have the ability to manage the use of both technologies. This paper presents an implementation of the ontology OWL-S that describes a Brazilian Aeronautical Web Service Registry, which makes it able to publish, advertise, make multi-criteria semantic discovery aligned with the ideas of the System Wide Information Management (SWIM) Program, and invoke web services within the Air Traffic Management context. The proposal’s best finding is a generic approach to describe semantic web services. The paper also presents a set of functional requirements to guide the ontology development and to compare them to the results to validate the implementation of the OWL-S Ontology.

Authors: Srinivasan Chandrasekaran, R. Nagavinothini
Abstract:
Offshore platforms for ultra-deep waters are form-dominant by design; hybrid systems with large flexibility in horizontal plane and high rigidity in vertical plane are preferred due to functional complexities. Offshore triceratops is relatively a new-generation offshore platform, whose deck is partially isolated from the supporting buoyant legs by ball joints. They allow transfer of partial displacements of buoyant legs to the deck but restrain transfer of rotational response. Buoyant legs are in turn taut-moored to the sea bed using pre-tension tethers. Present study will discuss detailed dynamic analysis and preliminary design of the chosen geometric, which is necessary as a proof of validation for such design applications. A detailed numeric analysis of triceratops at 2400 m water depth under random waves is presented. Preliminary design confirms member-level design requirements under various modes of failure. Tether configuration, proposed in the study confirms no pull-out of tethers as stress variation is comparatively lesser than the yield value. Presented study shall aid offshore engineers and contractors to understand suitability of triceratops, in terms of design and dynamic response behaviour.

Abstract:
Theagenio" in Thessaloniki exists and works for three centuries now as a hospital. Since 1975, it has been operating as an Integrated Special Cancer Hospital and since 1985 it has been integrated into the National Health System. "Theagenio" Cancer Hospital is located at the central web of Thessaloniki residential complex and consists of two buildings, the "Symeonidio Research Center", which was completed in 1962 and the Nursing Ward, a project that was later completed in 1975. This paper examines the design of the Hospital Unit according to the requirements of the energy design of buildings. Initially, the energy characteristics of the Hospital are recorded, followed by a detailed presentation of the electromechanical installations. After the existing situation has been captured and with the help of the software TEE-KENAK, different scenarios for the energy upgrading of the buildings have been studied. Proposals for upgrading concern both the shell, e.g. installation of external thermal insulation, replacement of frames, addition of shading systems, etc. as well as electromechanical installations, e.g. use of ceiling fans, improvements in heating and cooling systems, interventions in lighting, etc. The simulation calculates the future energy status of the buildings and presents the economic benefits of the proposed interventions with reference to the environmental profits that arise. Keywords: Energy consumption in hospitals, energy saving interventions, energy upgrading, hospital facilities.

Authors: Ivanova B. Natalia, Djambova Т. Svetlana, Hristev S. Ivailo
Abstract:
The acoustic properties of recycled felt panels have been investigated using various methods. Experimentally, the sound insulation of the panels has been evaluated for frequencies in the range of 600 Hz to 4000 Hz, utilizing a small-sized acoustic chamber. Additionally, the sound absorption coefficient for the frequency range of 63 Hz to 4000 Hz was measured according to the EN ISO 354 standard in a laboratory reverberation room. This research was deemed necessary after conducting reverberation time measurements of a university classroom following the EN ISO 3382-2 standard. The measurements indicated values of 2.86 s at 500 Hz, 3.23 s at 1000 Hz, and 2.53 s at 2000 Hz, which significantly exceeded the requirements set by the national regulatory framework (0.6 s) for such premises. For this reason, recycled felt panels have been investigated in the laboratory, showing very good acoustic properties at high frequencies. To enhance performance in the low frequencies, the influence of the distance of the panel spacing was examined. Furthermore, the sound insulation of the panels was studied to expand the possibilities of their application, both for the acoustic treatment of educational and multifunctional halls and for sound insulation purposes (e.g., a suspended ceiling with an air gap passing from room to room). As a conclusion, a theoretical acoustic design of the classroom has been carried out with suggestions for improvements to achieve the necessary acoustic and aesthetic parameters for such rooms.

Authors: Chad A. Long
Abstract:
The United States military is now commonly responding to complex humanitarian emergencies and natural disasters around the world. From catastrophic earthquakes in Haiti to typhoons devastating the Philippines, U.S. military assistance is requested when the event exceeds the local government's ability to assist the population. This study assesses the characteristics of catastrophes that surpass a nation’s individual ability to respond and recover from the event. The paper begins with a historical summary of military aid and then analyzes over 40 years of the United States military humanitarian response. Over 300 military operations were reviewed and coded based on the nature of the disaster. This in-depth study reviewed the U.S. military’s deployment events for cyclones and earthquakes to determine the strength of the natural disaster requiring external assistance. The climatological data for cyclone landfall and magnitude data for earthquake epicenters were identified, grouped into regions and analyzed for time-based trends. The results showed that foreign countries will likely request the U.S. military for cyclones with speeds greater or equal to 125 miles an hour and earthquakes at the magnitude of 7.4 or higher. These results of this study will assist the geographic combatant commands in determining future military response requirements.

Abstract:
The development of allometric models is crucial to accurate forest biomass/carbon stock assessment. The aim of this study was to develop a set of biomass prediction models that will enable the determination of total tree aboveground biomass for savannah woodland area in Niger State, Nigeria. Based on the data collected through biometric measurements of 1816 trees and destructive sampling of 36 trees, five species specific and one site specific models were developed. The sample size was distributed equally between the five most dominant species in the study site (Vitellaria paradoxa, Irvingia gabonensis, Parkia biglobosa, Anogeissus leiocarpus, Pterocarpus erinaceous). Firstly, the equations were developed for five individual species. Secondly these five species were mixed and were used to develop an allometric equation of mixed species. Overall, there was a strong positive relationship between total tree biomass and the stem diameter. The coefficient of determination (R2 values) ranging from 0.93 to 0.99 P < 0.001 were realised for the models; with considerable low standard error of the estimates (SEE) which confirms that the total tree above ground biomass has a significant relationship with the dbh. F-test values for the biomass prediction models were also significant at p < 0.001 which indicates that the biomass prediction models are valid. This study recommends that for improved biomass estimates in the study site, the site specific biomass models should preferably be used instead of using generic models.

Authors: Ivan C. Mustakerov, Daniela I. Borissova
Abstract:
The increasing competitiveness in manufacturing industry is forcing manufacturers to seek effective processing schedules. The paper presents an optimization manufacture scheduling approach for dependent details processing with given processing sequences and times on multiple machines. By defining decision variables as start and end moments of details processing it is possible to use straightforward variables restrictions to satisfy different technological requirements and to formulate easy to understand and solve optimization tasks for multiple numbers of details and machines. A case study example is solved for seven base moldings for CNC metalworking machines processed on five different machines with given processing order among details and machines and known processing time-s duration. As a result of linear optimization task solution the optimal manufacturing schedule minimizing the overall processing time is obtained. The manufacturing schedule defines the moments of moldings delivery thus minimizing storage costs and provides mounting due-time satisfaction. The proposed optimization approach is based on real manufacturing plant problem. Different processing schedules variants for different technological restrictions were defined and implemented in the practice of Bulgarian company RAIS Ltd. The proposed approach could be generalized for other job shop scheduling problems for different applications. Keywords: Optimal manufacturing scheduling, linear programming, metalworking machines production, dependant details processing.

Authors: Amber L. Dummett, Efstathia Tzemou
Abstract:
Narcissism is a personality trait characterised by selfishness, entitlement, and superiority. Narcissism is split into two subtypes, grandiose narcissism (GN) and vulnerable narcissism (VN). Grandiose narcissists are extraverted and arrogant, while vulnerable narcissists are introverted and insecure. This study investigates the psychological mechanisms that lead to differences in academic achievement (AA) between grandiose and vulnerable narcissists, specifically the mediating effects of self-esteem and self-efficacy. While narcissism is considered to be a negative trait, this study considers if better AA is one of them. Moreover, further research into VN is essential to fully compare and contrast it with GN. We hypothesise that grandiose narcissists achieve higher marks due to having high self-esteem which in turn boosts their sense of self-efficacy. In comparison, we hypothesise that vulnerable narcissists underperform due to having low self-esteem which limits their self-efficacy. Two online surveys were distributed to undergraduate university students. The first was a collection of scales measuring the mentioned dimensions, and the second investigated end of year AA. Sequential mediation analyses were conducted using the gathered data. Our analysis shows that neither self-esteem nor self-efficacy mediate the relationship between GN and AA. GN positively predicts self-esteem but has no relationship with self-efficacy. Self-esteem does not mediate the relationship between VN and AA. VN has a negative indirect effect on AA via self-efficacy, and VN negatively predicts self-esteem. Self-efficacy positively predicts AA. GN does not affect AA through the mediation of self-esteem and then self-efficacy, and neither does VN in this way. Overall, having grandiose or vulnerable narcissistic traits does not affect students’ AA. However, being highly efficacious does lead to academic success, therefore, universities should employ methods to improve the self-efficacy of their students.

Authors: Nipun Manirajan, Heeralal Gargama, Sushil Guhe, Manoj Prabhakaran
Abstract:
In railway industry, train sets are designed based on contractual requirements (mission profile), where reliability targets are measured in terms of mean distance between failures (MDBF). However, during the beginning of revenue services, trains do not achieve the designed mission profile distance (mileage) within the timeframe due to infrastructure constraints, scarcity of commuters or other operational challenges thereby not respecting the original design inputs. Since trains do not run sufficiently and do not achieve the designed mileage within the specified time, car builder has a risk of not achieving the contractual MDBF target. This paper proposes a constant failure rate based model to deal with the situations where mileage accumulation is not a part of the design mission profile. The model provides appropriate MDBF target to be demonstrated based on actual accumulated mileage. A case study of rolling stock running in the field is undertaken to analyze the failure data and MDBF target demonstration during low mileage accumulation. The results of case study prove that with the proposed method, reliability targets are achieved under low mileage accumulation. Keywords: Mean distance between failures, mileage based reliability, reliability target normalization, rolling stock reliability.

Authors: Petr Gurný
Abstract:
One of the most important tasks in the risk management is the correct determination of probability of default (PD) of particular financial subjects. In this paper a possibility of determination of financial institution’s PD according to the creditscoring models is discussed. The paper is divided into the two parts. The first part is devoted to the estimation of the three different models (based on the linear discriminant analysis, logit regression and probit regression) from the sample of almost three hundred US commercial banks. Afterwards these models are compared and verified on the control sample with the view to choose the best one. The second part of the paper is aimed at the application of the chosen model on the portfolio of three key Czech banks to estimate their present financial stability. However, it is not less important to be able to estimate the evolution of PD in the future. For this reason, the second task in this paper is to estimate the probability distribution of the future PD for the Czech banks. So, there are sampled randomly the values of particular indicators and estimated the PDs’ distribution, while it’s assumed that the indicators are distributed according to the multidimensional subordinated Lévy model (Variance Gamma model and Normal Inverse Gaussian model, particularly). Although the obtained results show that all banks are relatively healthy, there is still high chance that “a financial crisis” will occur, at least in terms of probability. This is indicated by estimation of the various quantiles in the estimated distributions. Finally, it should be noted that the applicability of the estimated model (with respect to the used data) is limited to the recessionary phase of the financial market.

Abstract:
European Union candidate status provides a strong motivation for decision-making in the candidate countries in shaping the regional development policy where there is an envisioned transfer of power from center to the periphery. The process of Europeanization anticipates the candidate countries configure their regional institutional templates in the context of the requirements of the European Union policies and introduces new instruments of incentive framework of enlargement to be employed in regional development schemes. It is observed that the contribution of the local actors to the decision making in the design of the allocation architectures enhances the efficiency of the funds and increases the positive effects of the projects funded under the regional development objectives. This study aims at exploring the performances of the three regional development grant schemes in Turkey, established and allocated under the pre-accession process with a special emphasis given to the roles of the national and local actors in decision-making for regional development. Efficiency analyses have been conducted using the DEA methodology which has proved to be a superior method in comparative efficiency and benchmarking measurements. The findings of this study as parallel to similar international studies, provides that the participation of the local actors to the decision-making in funding contributes both to the quality and the efficiency of the projects funded under the EU schemes. Keywords: Efficiency, European Union Funds, RegionalDevelopment, Turkey

Authors: Vijayalakshmy Periaswamy S., Kevin McDaid
Abstract:
Testing accounts for the major percentage of technical contribution in the software development process. Typically, it consumes more than 50 percent of the total cost of developing a piece of software. The selection of software tests is a very important activity within this process to ensure the software reliability requirements are met. Generally tests are run to achieve maximum coverage of the software code and very little attention is given to the achieved reliability of the software. Using an existing methodology, this paper describes how to use Bayesian Belief Networks (BBNs) to select unit tests based on their contribution to the reliability of the module under consideration. In particular the work examines how the approach can enhance test-first development by assessing the quality of test suites resulting from this development methodology and providing insight into additional tests that can significantly reduce the achieved reliability. In this way the method can produce an optimal selection of inputs and the order in which the tests are executed to maximize the software reliability. To illustrate this approach, a belief network is constructed for a modern software system incorporating the expert opinion, expressed through probabilities of the relative quality of the elements of the software, and the potential effectiveness of the software tests. The steps involved in constructing the Bayesian Network are explained as is a method to allow for the test suite resulting from test-driven development. Keywords: Software testing, Test Driven Development, Bayesian Belief Networks.

Abstract:
The psychological and physical trauma associated with the loss of a human limb can severely impact on the quality of life of an amputee rendering even the most basic of tasks very difficult. A prosthetic device can be of great benefit to the amputee in the performance of everyday human tasks. This paper outlines a proposed mechanical design of a 12 degree-of-freedom SMA actuated artificial hand. It is proposed that the SMA wires be embedded intrinsically within the hand structure which will allow for significant flexibility for use either as a prosthetic hand solution, or as part of a complete lower arm prosthetic solution. A modular approach is taken in the design facilitating ease of manufacture and assembly, and more importantly, also allows the end user to easily replace SMA wires in the event of failure. A biomimetric approach has been taken during the design process meaning that the artificial hand should replicate that of a human hand as far as is possible with due regard to functional requirements. The proposed design has been exposed to appropriate loading through the use of finite element analysis (FEA) to ensure that it is structurally sound. Theoretical analysis of the mechanical framework was also carried out to establish the limits of the angular displacement and velocity of the finger tip as well finger tip force generation. A combination of various polymers and Titanium, which are suitably lightweight, are proposed for the manufacture of the design.

Abstract:
The continuity in the electric supply of the electric installations is becoming one of the main requirements of the electric supply network (generation, transmission, and distribution of the electric energy). The achievement of this requirement depends from one side on the structure of the electric network and on the other side on the avaibility of the reserve source provided to maintain the supply in case of failure of the principal one. The avaibility of supply does not only depends on the reliability parameters of the both sources (principal and reserve) but it also depends on the reliability of the circuit breaker which plays the role of interlocking the reserve source in case of failure of the principal one. In addition, the principal source being under operation, its control can be ideal and sure, however, for the reserve source being in stop, a preventive maintenances which proceed on time intervals (periodicity) and for well defined lengths of time are envisaged, so that this source will always available in case of the principal source failure. The choice of the periodicity of preventive maintenance of the source of reserve influences directly the reliability of the electric feeder system In this work and on the basis of the semi- markovian's processes, the influence of the time of interlocking the reserve source upon the reliability of an industrial electric network is studied and is given the optimal time of interlocking the reserve source in case of failure the principal one, also the influence of the periodicity of the preventive maintenance of the source of reserve is studied and is given the optimal periodicity. Keywords: Semi-Markovians processes, reliability, optimization, industrial electric network.

Abstract:
This paper explores the scalability issues associated with solving the Named Entity Recognition (NER) problem using Support Vector Machines (SVM) and high-dimensional features. The performance results of a set of experiments conducted using binary and multi-class SVM with increasing training data sizes are examined. The NER domain chosen for these experiments is the biomedical publications domain, especially selected due to its importance and inherent challenges. A simple machine learning approach is used that eliminates prior language knowledge such as part-of-speech or noun phrase tagging thereby allowing for its applicability across languages. No domain-specific knowledge is included. The accuracy measures achieved are comparable to those obtained using more complex approaches, which constitutes a motivation to investigate ways to improve the scalability of multiclass SVM in order to make the solution more practical and useable. Improving training time of multi-class SVM would make support vector machines a more viable and practical machine learning solution for real-world problems with large datasets. An initial prototype results in great improvement of the training time at the expense of memory requirements. Keywords: Named entity recognition, support vector machines, language independence, bioinformatics.

Abstract:
Introduction of games has expanded the application area of computer-aided learning tools to wide variety of age groups of learners. Serious games engage the learners into a real-world -type of simulation and potentially enrich the learning experience. Institutional background of a Bachelor’s level engineering program in Information and Communication Technology is introduced, with detailed focus on one of its majors, Health Technology. As part of a Customer Oriented Software Application thematic semester, one particular course of “eHealth Business and Solutions” is described and reflected in a gamified framework. Learning a consistent view into vast literature of business management, strategies, marketing and finance in a very limited time enforces selection of topics relevant to the industry. Health Technology is a novel and growing industry with a growing sector in consumer wearable devices and homecare applications. The business sector is attracting new entrepreneurs and impatient investor funds. From engineering education point of view the sector is driven by miniaturizing electronics, sensors and wireless applications. However, the market is highly consumer-driven and usability, safety and data integrity requirements are extremely high. When the same technology is used in analysis or treatment of patients, very strict regulatory measures are enforced. The paper introduces a course structure using gamification as a tool to learn the most essential in a new market: customer value proposition design, followed by a market entry game. Students analyze the existing market size and pricing structure of eHealth web-service market and enter the market as a steering group of their company, competing against the legacy players and with each other. The market is growing but has its rules of demand and supply balance. New products can be developed with an R&D-investment, and targeted to market with unique quality- and price-combinations. Product cost structure can be improved by investing to enhanced production capacity. Investments can be funded optionally by foreign capital. Students make management decisions and face the dynamics of the market competition in form of income statement and balance sheet after each decision cycle. The focus of the learning outcome is to understand customer value creation to be the source of cash flow. Authors: Sitalakshmi Venkatraman, Fiona Wahr, Anthony de Souza-Daw, Samuel Kaspi
Abstract:
There is a growing emphasis on generic skills in higher education to match the changing skill-set requirements of the labour market. However, researchers and policy makers have not arrived at a consensus on the generic skills that actually contribute towards workplace employability and performance that complement and/or underpin discipline-specific graduate attributes. In order to strengthen the qualifications framework, a range of ‘generic’ learning outcomes have been considered for students undergoing higher education programs and among them it is necessary to have the fundamental generic skills such as literacy and numeracy at a level appropriate to the qualification type. This warrants for curriculum design approaches to contextualise the form and scope of these fundamental generic skills for supporting both students’ learning engagement in the course, as well as the graduate attributes required for employability and to progress within their chosen profession. Little research is reported in integrating such generic skills into discipline-specific learning outcomes. This paper explores the literature of the generic skills required for graduates from the discipline of Information Technology (IT) in relation to an Australian higher education institution. The paper presents the rationale of a proposed Bachelor of IT curriculum designed to contextualize the learning of these generic skills within the students’ discipline studies. Keywords: Curriculum, employability, generic skills, graduate attributes, higher education, information technology.

Abstract:
Falling has been one of the major concerns and threats to the independence of the elderly in their daily lives. With the worldwide significant growth of the aging population, it is essential to have a promising solution of fall detection which is able to operate at high accuracy in real-time and supports large scale implementation using multiple cameras. Field Programmable Gate Array (FPGA) is a highly promising tool to be used as a hardware accelerator in many emerging embedded vision based system. Thus, it is the main objective of this paper to present an FPGA-based solution of visual based fall detection to meet stringent real-time requirements with high accuracy. The hardware architecture of visual based fall detection which utilizes the pixel locality to reduce memory accesses is proposed. By exploiting the parallel and pipeline architecture of FPGA, our hardware implementation of visual based fall detection using FGPA is able to achieve a performance of 60fps for a series of video analytical functions at VGA resolutions (640x480). The results of this work show that FPGA has great potentials and impacts in enabling large scale vision system in the future healthcare industry due to its flexibility and scalability. Keywords: Fall detection, FPGA, hardware implementation.

Authors: Xin Bai, Kresimir Sivoncik, Damla Turgut, Ladislau Bölöni
Abstract:
Market based models are frequently used in the resource allocation on the computational grid. However, as the size of the grid grows, it becomes difficult for the customer to negotiate directly with all the providers. Middle agents are introduced to mediate between the providers and customers and facilitate the resource allocation process. The most frequently deployed middle agents are the matchmakers and the brokers. The matchmaking agent finds possible candidate providers who can satisfy the requirements of the consumers, after which the customer directly negotiates with the candidates. The broker agents are mediating the negotiation with the providers in real time. In this paper we present a new type of middle agent, the marketmaker. Its operation is based on two parallel operations - through the investment process the marketmaker is acquiring resources and resource reservations in large quantities, while through the resale process it sells them to the customers. The operation of the marketmaker is based on the fact that through its global view of the grid it can perform a more efficient resource allocation than the one possible in one-to-one negotiations between the customers and providers. We present the operation and algorithms governing the operation of the marketmaker agent, contrasting it with the matchmaker and broker agents. Through a series of simulations in the task oriented domain we compare the operation of the three agents types. We find that the use of marketmaker agent leads to a better performance in the allocation of large tasks and a significant reduction of the messaging overhead. Keywords: grid computing, autonomous agents, market-basedgrid

Authors: M. Parva, K. Dola, F. Pour Rahimian
Abstract:
Earthquake is considered as one of the most catastrophic disasters in Iran, in terms of both short-term and long-term hazards. Due to the particular financial and time constraints in Iran, quickly constructed post-earthquake houses (PEHs) do not fulfill the minimum requirements to be considered as comfortable dwellings for people. Consequently, people often transform PEHs after they start to reside. However, lack of understanding about process, motivation, and results of housing transformation leads to construction of some houses not suitable for future transformations, hence resulting in eventually demolished or abandoned PEHs. This study investigated housing transformations in a natural bed of post-earthquake Lar. This paper reports results of the conducted survey for comparing normal condition housing transformation with post-earthquake housing transformation in order to reveal the factors that affect post-earthquake housing transformation in Iran. The findings proposed the use of a combination of ‘Temporary’ and ‘Permanent’ housing reconstruction models in Iran to provide victims with basic but permanent post-disaster dwellings. It is also suggested that needs for future transformation should be predicted and addressed during early stages of design and development. This study contributes to both research and practice regarding post-earthquake housing reconstruction in Iran by proposing new design approaches and guidelines.

Authors: Roshayani Arshad, Normah Omar, Siti Fatimah Awang
Abstract:
The move from cash accounting to accrual accounting, or rule-based to principle-based accounting, by many governments is part of an ongoing efforts in promoting a more business-like and performance-focused public sector. Using questionnaire responses from preparers of financial statements of public universities in Malaysia, this study examines the implementation challenges and benefits of principle-based accounting. Results from these responses suggest that most respondents perceived significant costs would be incurred in relation to staff training and recruitment of staffs with relevant technical knowledge. In addition, most respondents also perceived that there will be significant changes in the current accounting system and structure in order to comply with the principle-based accounting requirements. However, most respondents perceived that these changes might not result in significant benefits for management purposes, for example, financial management, budgeting and allocation of resources. Nevertheless, most respondents perceived that principle-based accounting information would facilitate the monitoring function of the board. The general perception is that adoption of principle-based accounting information is not significantly useful than rule-based accounting information is expected to change over time as preparers of the financial statements gradually understand and appreciate the benefits of principle-based accounting information. This infers that the perceived usefulness of different accounting system is a function of familiarity by the preparers.

Abstract:
Leadership is crucial for hotel survival and success. It enables hotels to develop and compete effectively. This research intends to explore the implementation of six leadership styles by frontline hotel managers in four star hotels in Cairo and assess its impact on employees’ creativity and organizational commitment. The leadership patterns considered in this study includes: democratic, autocratic, laissez-faire, transformational, transactional, and ethical leaderships. Questionnaire was used as a research method to gather data. A structured survey was established and distributed on employees in Cairo’s four star hotels. A total of 284 questionnaire forms were returned and usable for statistical analysis. The results of this study identified that transactional and autocratic leadership were the prevalent styles used in four star hotels in Cairo. Two leadership styles proved to have significant high correlation and impact on employees’ creativity and organizational commitment including: transformational and democratic leadership. Besides, laissez-faire leadership was found had a smaller effect on employees’ creativity and ethical leadership had a lesser influence on employees’ commitment. The autocratic leadership had strong negative correlation and significant impact on both dependent variables. This research concludes that frontline hotel managers should adopt transformational and/or democratic leadership style in managing their subordinates.

Authors: Abdallah AL Sabbagh, Robin Braun, Mehran Abolhasan
Abstract:
Due to the coexistence of different Radio Access Technologies (RATs), Next Generation Wireless Networks (NGWN) are predicted to be heterogeneous in nature. The coexistence of different RATs requires a need for Common Radio Resource Management (CRRM) to support the provision of Quality of Service (QoS) and the efficient utilization of radio resources. RAT selection algorithms are part of the CRRM algorithms. Simply, their role is to verify if an incoming call will be suitable to fit into a heterogeneous wireless network, and to decide which of the available RATs is most suitable to fit the need of the incoming call and admit it. Guaranteeing the requirements of QoS for all accepted calls and at the same time being able to provide the most efficient utilization of the available radio resources is the goal of RAT selection algorithm. The normal call admission control algorithms are designed for homogeneous wireless networks and they do not provide a solution to fit a heterogeneous wireless network which represents the NGWN. Therefore, there is a need to develop RAT selection algorithm for heterogeneous wireless network. In this paper, we propose an approach for RAT selection which includes receiving different criteria, assessing and making decisions, then selecting the most suitable RAT for incoming calls. A comprehensive survey of different RAT selection algorithms for a heterogeneous wireless network is studied. Keywords: Heterogeneous Wireless Network, RAT selection algorithms, Next Generation Wireless Network (NGWN), Beyond 3G Network, Common Radio Resource Management (CRRM).
