Abstract:
Internet application in China has maintained a constant development tendency in the past decade. China is now one of the most populous countries in terms of internet user population. While offering enormous opportunities, the dramatic digitalization also brings about a series of challenges that demand urgent attention. Digital divide is one of the challenges that affect China as well as other countries in the world. This paper examines digital divide in the Chinese context from the perspective of development communication. Through a case study of a rural township under the backdrop of the rapid internet development in China, the paper discusses the economic, psychological and cultural roots of digital divide; and explores development communication strategies addressing the roots of digital divide. It is argued that development communication must be responsive to the potentialities and preferences of the specific society and serve the purposes of participation and sustainability.Keywords: Development Communication, Digital Divide, Internet, communication media.

Abstract:
Piezoelectric linear motors have the characteristics of great electromagnetic compatibility, high positioning accuracy, compact structure and no deceleration mechanism, which make it promising to applicate in micro-miniature precision drive systems. However, most piezoelectric motors are employed by flexible clamping, which has insufficient rigidity and is difficult to use in rapid positioning. Another problem is that this clamping method seriously affects the vibration efficiency of the vibrating unit. In order to solve these problems, this paper proposes a piezoelectric stack linear motor based on double-end rigid clamping. First, a piezoelectric linear motor with a length of only 35.5 mm is designed. This motor is mainly composed of a motor stator, a driving foot, a ceramic friction strip, a linear guide, a pre-tightening mechanism and a base. This structure is much simpler and smaller than most similar motors, and it is easy to assemble as well as to realize precise control. In addition, the properties of piezoelectric stack are reviewed and in order to obtain the elliptic motion trajectory of the driving head, a driving scheme of the longitudinal-shear composite stack is innovatively proposed. Finally, impedance analysis and speed performance testing were performed on the piezoelectric linear motor prototype. The motor can measure speed up to 25.5 mm/s under the excitation of signal voltage of 120 V and frequency of 390 Hz. The result shows that the proposed piezoelectric stacked linear motor obtains great performance. It can run smoothly in a large speed range, which is suitable for various precision control in medical images, aerospace, precision machinery and many other fields.

Abstract:
This paper proposes a methodology for analysis of the dynamic behavior of a robotic manipulator in continuous time. Initially this system (nonlinear system) will be decomposed into linear submodels and analyzed in the context of the Linear and Parameter Varying (LPV) Systems. The obtained linear submodels, which represent the local dynamic behavior of the robotic manipulator in some operating points were grouped in a Takagi-Sugeno fuzzy structure. Optimal routing in communication networks is a major issue to be solved. In this paper, the application of Tabu Search (TS) in the optimum routing problem where the aim is to minimize the computational time and improvement of quality of the solution in the communication have been addressed. The goal is to minimize the average delays in the communication. The effectiveness of Tabu Search method is shown by the results of simulation to solve the shortest path problem. Abstract:
As the network based technologies become omnipresent, demands to secure networks/systems against threat increase. One of the effective ways to achieve higher security is through the use of intrusion detection systems (IDS), which are a software tool to detect anomalous in the computer or network. In this paper, an IDS has been developed using an improved machine learning based algorithm, Locally Linear Neuro Fuzzy Model (LLNF) for classification whereas this model is originally used for system identification. A key technical challenge in IDS and LLNF learning is the curse of high dimensionality. Therefore a feature selection phase is proposed which is applicable to any IDS. While investigating the use of three feature selection algorithms, in this model, it is shown that adding feature selection phase reduces computational complexity of our model. Feature selection algorithms require the use of a feature goodness measure. Abstract:
Due to uncertainty of wind velocity, wind power generators don’t have deterministic output power. Utilizing wind power generation and thermal power plants together create new concerns for operation engineers of power systems. In this paper, a model is presented to implement the uncertainty of load and generated wind power which can be utilized in power system operation planning. Stochastic behavior of parameters is simulated by generating scenarios that can be solved by deterministic method. A mixed-integer linear programming method is used for solving deterministic generation scheduling problem. The proposed approach is applied to a 12-unit test system including 10 thermal units and 2 wind farms. The results show affectivity of piecewise linear model in unit commitment problems. Also using linear programming causes a considerable reduction in calculation times and guarantees convergence to the global optimum. Neglecting the uncertainty of wind velocity causes higher cost assessment of generation scheduling.

Abstract:
This paper addresses the design of predictive networked controller with adaptation of a communication delay. The networked control system contains random delays from sensor to controller and from controller to actuator. The proposed predictive controller includes an adaptation loop which decreases the influence of communication delay on the control performance. Also, the predictive controller contains a filter which improves the robustness of the control system. The performance of the proposed adaptive predictive controller is demonstrated by simulation results in comparison with PI controller and predictive controller with constant delay.Keywords: Predictive control, adaptation, communication delay, communication network.

Abstract:
Linear stability of wake-shear layers in two-phase shallow flows is analyzed in the present paper. Stability analysis is based on two-dimensional shallow water equations. It is assumed that the fluid contains uniformly distributed solid particles. No dynamic interaction between the carrier fluid and particles is expected in the initial moment. Linear stability curves are obtained for different values of the particle loading parameter, the velocity ratio and the velocity deficit. It is shown that the increase in the velocity ratio destabilizes the flow. The particle loading parameter has a stabilizing effect on the flow. The role of the velocity deficit is also destabilizing: the increase of the velocity deficit leads to less stable flow.Keywords: Linear stability, Shallow flows, Wake-shear flows.

Abstract:
Meta-reasoning is essential for multi-agent communication. In this paper we propose a framework of multi-agent communication in which agents employ meta-reasoning to reason with agent and ontology locations in order to communicate semantic information with other agents on the semantic web and also reason with multiple distributed ontologies. We shall argue that multi-agent communication of Semantic Web information cannot be realized without the need to reason with agent and ontology locations. This is because for an agent to be able to communicate with another agent, it must know where and how to send a message to that agent. Similarly, for an agent to be able to reason with an external semantic web ontology, it must know where and how to access to that ontology. The agent framework and its communication mechanism are formulated entirely in meta-logic.

Cooperative communication scheme can be substituted for multiple-input multiple-output (MIMO) technique when it may not be able to support multiple antennas due to size, cost or hardware limitations. In other words, cooperative communication scheme is an efficient method to achieve spatial diversity without multiple antennas. For satisfaction of rising QoS, we propose a reliable cooperative communication scheme with M-QAM based Dual Carrier Modulation (M-DCM), which can increase diversity gain. Although our proposed scheme is very simple method, it gives us frequency and spatial diversity. Simulation result shows our proposed scheme obtains diversity gain more than the conventional cooperative communication scheme.Keywords: cooperation, diversity, M-DCM, OFDM.

Abstract:
Among various HLM techniques, the Multivariate Hierarchical Linear Model (MHLM) is desirable to use, particularly when multivariate criterion variables are collected and the covariance structure has information valuable for data analysis. In order to reflect prior information or to obtain stable results when the sample size and the number of groups are not sufficiently large, the Bayes method has often been employed in hierarchical data analysis. In these cases, although the Markov Chain Monte Carlo (MCMC) method is a rather powerful tool for parameter estimation, Procedures regarding MCMC have not been formulated for MHLM. For this reason, this research presents concrete procedures for parameter estimation through the use of the Gibbs samplers. Lastly, several future topics for the use of MCMC approach for HLM is discussed.

This paper investigates the robust stability of uncertain neutral system with time-varying delay. By using Lyapunov method and linear matrix inequality technology, new delay-dependent stability criteria are obtained and formulated in terms of linear matrix inequalities (LMIs), which can be easy to check the robust stability of the considered systems. Numerical examples are given to indicate significant improvements over some existing results.

Abstract:
An approach for experimental measurement of the dynamic characteristics of linear electromagnet actuators is presented. It uses accelerometer sensor to register the armature acceleration. The velocity and displacement of the moving parts can be obtained by integration of the acceleration results. The armature movement of permanent magnet linear actuator is acquired using this technique. The results are analyzed and the performance of the supposed approach is compared with the most commonly used experimental setup where the displacement of the armature vs. time is measured instead of its acceleration.Keywords: Dynamic characteristics, dynamic simulation, linearactuators.

Many studies have shown that Artificial Neural Networks (ANN) have been widely used for forecasting financial markets, because of many financial and economic variables are nonlinear, and an ANN can model flexible linear or non-linear relationship among variables. The purpose of the study was to employ an ANN models to predict the direction of the Istanbul Stock Exchange National 100 Indices (ISE National-100). This paper proposes a new parameter identification method based on Linear Fractional Transformation (LFT). It is assumed that the target linear system includes unknown parameters. The parameter deviations are separated from a nominal system via LFT, and identified by organizing I/O signals around the separated deviations of the real system. The purpose of this paper is to apply LFT to simultaneously identify the parameter deviations in systems with fewer outputs than unknown parameters. As a fundamental example, this method is implemented to one degree of freedom vibratory system. Via LFT, all physical parameters were simultaneously identified in this system. Then, numerical simulations were conducted for this system to verify the results. This study shows that all the physical parameters of a system with fewer outputs than unknown parameters can be effectively identified simultaneously using LFT.Keywords: Identification, Linear Fractional Transformation, Right inverse system

With the rapid changes occurring in the last twenty five years, mobile phone technology has influenced every aspect of life. Technological developments within the Internet and mobile phone areas have not only changed communication practices; it has also changed the everyday life practices of individuals. This article has focused on understanding how people’s communication practices and everyday life practices have changed with the smartphone usage. The study was conducted by using in-depth interview method and the research was conducted on twenty Turkish Cypriots who live in Northern Cyprus. According to the research results, communicating via Internet has rapidly replaced face to face communication in recent years. However, results have changed according to generations. Younger generations can easily adapt themselves to technological changes because they are already gaining everyday life practices right now. However, the older generations practices are already present in their everyday life.

Abstract:
In this study, we introduced a communication system where human body was used as medium through which data were transferred. Multiple biosignal sensing units were attached to a subject and wireless personal area network was formed. Data of the sensing units were shared among them. We used wideband pulse communication that was simple, low-power consuming and high data rated. Each unit functioned as independent communication device or node. A method of channel search and communication among the modes was developed. A protocol of carrier sense multiple access/collision detect was implemented in order to avoid data collision or interferences. Biosignal sensing units should be located at different locations due to the nature of biosignal origin. Our research provided a flexibility of collecting data without using electrical wires. More non-constrained measurement was accomplished which was more suitable for u-Health monitoring.Keywords: Human body communication, wideband pulse communication, personal area network, biosignal.

Abstract:
In this paper, we present preconditioned generalized accelerated overrelaxation (GAOR) methods for solving certain nonsingular linear system. We compare the spectral radii of the iteration matrices of the preconditioned and the original methods. The comparison results show that the preconditioned GAOR methods converge faster than the GAOR method whenever the GAOR method is convergent. Finally, we give two numerical examples to confirm our theoretical results.

The notion of Next Generation Network (NGN) is based on the Network Convergence concept which refers to integration of services (such as IT and communication services) over IP layer. As the most popular implementation of Service Oriented Architecture (SOA), Web Services technology is known to be the base for service integration. In this paper, we present a platform to deliver communication services as web services. We also implement a sample service to show the simplicity of making composite web and communication services using this platform. A Service Logic Execution Environment (SLEE) is used to implement the communication services. Abstract:
In this paper, we consider a multi user multiple input multiple output (MU-MIMO) based cooperative reporting system for cognitive radio network. In the reporting network, the secondary users forward the primary user data to the common fusion center (FC). The FC is equipped with linear equalizers and an energy detector to make the decision about the spectrum. The primary user data are considered to be a digital video broadcasting - terrestrial (DVB-T) signal. The sensing channel and the reporting channel are assumed to be an additive white Gaussian noise and an independent identically distributed Raleigh fading respectively. We analyzed the detection probability of MU-MIMO system with linear equalizers and arrived at the closed form expression for average detection probability. Also the system performance is investigated under various MIMO scenarios through Monte Carlo simulations.

The objective of this research was to study Brand Position Communication Channel in Brand Building in Rajabhat University Affecting Decision Making of Higher Education from of qualitative research and in-depth interview with executive members Rajabhat University and also quantitative by questionnaires which are personal data of students, study of the acceptance and the finding of the information of Rajabhat University, study of pattern or Brand Position Communication Channel affecting the decision making of studying in Rajabhat University and the result of the communication in Brand Position Communication Channel. It is found that online channel and word of mount are highly important and necessary for education business since media channel is a tool and the management of marketing communication to create brand awareness, brand credibility and to achieve the high acclaim in terms of bringing out qualified graduates. Also, off-line channel can enable the institution to survive from the high competition especially in education business regarding management of the Rajabhat University. Therefore, Rajabhat University has to communicate by the various communication channel strategies for brand building for attractive student to make decision making of higher education.

Abstract:
In this paper, the dynamic modeling of a single-link flexible beam with a tip mass is given by using Hamilton's principle. The link has been rotational and translational motion and it was assumed that the beam is moving with a harmonic velocity about a constant mean velocity. Non-linearity has been introduced by including the non-linear strain to the analysis. Dynamic model is obtained by Euler-Bernoulli beam assumption and modal expansion method. Also, the effects of rotary inertia, axial force, and associated boundary conditions of the dynamic model were analyzed. Since the complex boundary value problem cannot be solved analytically, the multiple scale method is utilized to obtain an approximate solution. Finally, the effects of several conditions on the differences among the behavior of the non-linear term, mean velocity on natural frequencies and the system stability are discussed.

Abstract:
Linear and weakly nonlinear analysis of shallow wake flows is presented in the present paper. The evolution of the most unstable linear mode is described by the complex Ginzburg-Landau equation (CGLE). The coefficients of the CGLE are calculated numerically from the solution of the corresponding linear stability problem for a one-parametric family of shallow wake flows. Abstract:
A multi-rate discrete-time model, whose response agrees exactly with that of a continuous-time original at all sampling instants for any sampling periods, is developed for a linear system, which is assumed to have multiple real eigenvalues. The sampling rates can be chosen arbitrarily and individually, so that their ratios can even be irrational. The state space model is obtained as a combination of a linear diagonal state equation and a nonlinear output equation. Unlike the usual lifted model, the order of the proposed model is the same as the number of sampling rates, which is less than or equal to the order of the original continuous-time system. The method is based on a nonlinear variable transformation, which can be considered as a generalization of linear similarity transformation, which cannot be applied to systems with multiple eigenvalues in general. Abstract:
No matter how much perfect we become in our practical skills regarding the implementation of learned ideas, the need of technical writing capability cannot be neglected being a professional. Technical writing is a way of communicating the ideas in written which otherwise need to be presented orally. Technical writing skills have always been the need of the time, as they are required for internal as well as external official communication in both formal and informal manner. Moreover, they are the best way to capture the attention of your customers by presenting information in effective manner. This paper aims to analyze the importance of technical writing skills in professional industries of Pakistan by conducting a survey. Survey results presented in this paper clearly depicts the importance of formal and informal written communication media used in different professional industries in Pakistan. Analysis and discussion of the extent to which the alternative ways of communication besides technical writing have got importance in Pakistan is also an important aspect of this survey.

Abstract:
In this paper, linear multistep technique using power series as the basis function is used to develop the block methods which are suitable for generating direct solution of the special second order ordinary differential equations of the form y′′ = f(x,y), a < = x < = b with associated initial or boundary conditions. The continuaous hybrid formulations enable us to differentiate and evaluate at some grids and off – grid points to obtain two different three discrete schemes, each of order (4,4,4)T, which were used in block form for parallel or sequential solutions of the problems. The computational burden and computer time wastage involved in the usual reduction of second order problem into system of first order equations are avoided by this approach. Furthermore, a stability analysis and efficiency of the block method are tested on linear and non-linear ordinary differential equations whose solutions are oscillatory or nearly periodic in nature, and the results obtained compared favourably with the exact solution.Keywords: Block Method, Hybrid, Linear Multistep Method, Self – starting, Special Second Order.

Abstract:
In wireless communication, space-time block code (STBC), cyclic delay diversity (CDD) and space-time cyclic delay diversity (STCDD)are used as the spatial diversity schemes and have been widely studied for the reliablecommunication. If these schemes are used, the communication system can obtain the improved performance. However,the quality of the system is degraded when the distance between a source and a destination is distant in wireless communication system. In this paper, the cooperative transmission scheme using two sources is proposed and improves the performance of the wireless communication system.
