1474 Secure and Failure Factors of e-Government Projects Implementation in Developing Country: A Study on the Implementation of Kingdom of Bahrain
Authors: Reem Al-Kaabi
Abstract:
The concept of e-government has begun to spread among countries. It is based on the use of information communication technology (ICT) to fully utilize government resources, as well as to provide government services to citizens, investors and foreigners. Critical factors are the factors that are determined by the senior management of each organization; the success or failure of the organization depends on the effective implementation of critical factors. These factors vary from one organization to another according to their activity, size and functions. It is very important that organizations identify them in order to avoid the risk of implementing initiatives that may fail to work, while simultaneously exploiting opportunities that may succeed in working. The main focus of this paper is to investigate the majority of critical success factors (CSFs) associated with the implementation of e-government projects. This study concentrates on both technical and nontechnical factors. This paper concludes by listing the majority of CSFs relating to successful e-government implementation in Bahrain.

Abstract:
As the information age matures, major social infrastructures such as communication, finance, military and energy, have become ever more dependent on information communication systems. And since these infrastructures are connected to the Internet, electronic intrusions such as hacking and viruses have become a new security threat. Especially, disturbance or neutralization of a major social infrastructure can result in extensive material damage and social disorder. To address this issue, many nations around the world are researching and developing various techniques and information security policies as a government-wide effort to protect their infrastructures from newly emerging threats. This paper proposes an evaluation method for information security levels of CIIP (Critical Information Infrastructure Protection), which can enhance the security level of critical information infrastructure by checking the current security status and establish security measures accordingly to protect infrastructures effectively. Keywords: Information Security Evaluation Methodology, Critical Information Infrastructure Protection.

Abstract:
The dynamical contouring error is a critical element for the accuracy of machine tools. The contouring error is defined as the difference between the processing actual path and commanded path, which is implemented by following the command curves from feeding driving system in machine tools. The contouring error is resulted from various factors, such as the external loads, friction, inertia moment, feed rate, speed control, servo control, and etc. Thus, the study proposes a 2D compensating system for the contouring accuracy of machine tools. Optical method is adopted by using stable frequency laser diode and the high precision position sensor detector (PSD) to performno-contact measurement. Results show the related accuracy of position sensor detector (PSD) of 2D contouring accuracy compensating system was ±1.5 μm for a calculated range of ±3 mm, and improvement accuracy is over 80% at high-speed feed rate.

Abstract:
Experiments have been carried out at sub-critical Reynolds number to investigate free-to-roll motions induced by forebody and/or wings complex flow on a 30° swept back nonslender wings-slender body-model for static and dynamic (pitch-up) cases. For the dynamic (pitch-up) case it has been observed that roll amplitude decreases and lag increases with increase in pitching speed. Decrease in roll amplitude with increase in pitch rate is attributed to low disturbing rolling moment due to weaker interaction between forebody and wing flow components. Asymmetric forebody vortices dominate and control the roll motion of the model in dynamic case when non-dimensional pitch rate ≥ 1x10-2. Effectiveness of the active control scheme utilizing rotating nose with artificial tip perturbation is observed to be low in the angle of attack region where the complex flow over the wings has contributions from both forebody and wings. Keywords: Artificial Tip Perturbation, ExperimentalInvestigations, Forebody Asymmetric Vortices, Non-slender Wings-Body Model, Wing Rock

Authors: Khodamorad Nabaki, Jianhu Shen, Xiaodong Huang
Abstract:
This paper develops a method for considering the critical fatigue stress as a constraint in the Bi-directional Evolutionary Structural Optimization (BESO) method. Our aim is to reach an optimal design in which high cycle fatigue failure does not occur for a specific life time. The critical fatigue stress is calculated based on modified Goodman criteria and used as a stress constraint in our topology optimization problem. Since fatigue generally does not occur for compressive stresses, we use the p-norm approach of the stress measurement that considers the highest tensile principal stress in each point as stress measure to calculate the sensitivity numbers. The BESO method has been extended to minimize volume an object subjected to the critical fatigue stress constraint. The optimization results are compared with the results from the compliance minimization problem which shows clearly the merits of our newly developed approach.

Abstract:
In this study, the seismic behavior of a shallow tunnel with square cross section is investigated in a two layered and elastic heterogeneous environment using numerical method. To do so, FLAC finite difference software was used. Behavioral model of the ground and tunnel structure was assumed linear elastic. Dynamic load was applied to the model for 0.2 seconds from the bottom in form of a square pulse with maximum acceleration of 1 m/s2. The interface between the two layers was considered at three different levels of crest, middle, and bottom of the tunnel. The stiffness of the two upper and lower layers was considered to be varied from 10 MPa to 1000 MPa. Deformation of cross section of the tunnel due to dynamic load propagation, as well as the values of axial force and bending moment created in the tunnel structure, were examined in the three states mentioned above. The results of analyses show that heterogeneity of the environment, its stratification, and positioning of the interface of the two layers with respect to tunnel height and the stiffness ratio of the two layers have significant effects on the value of bending moment, axial force, and distortion of tunnel cross-section.Keywords: Dynamic analysis, shallow-buried tunnel, two-layered ground.

Authors: T. Cornelius
Abstract:
Masonry cavity walls are loaded by wind pressure and vertical load from upper floors. These loads results in bending moments and compression forces in the ties connecting the outer and the inner wall in a cavity wall. Large cavity walls are furthermore loaded by differential movements from the temperature gradient between the outer and the inner wall, which results in critical increase of the bending moments in the ties. Since the ties are loaded by combined compression and moment forces, the loadbearing capacity is derived from instability equilibrium equations. Most of them are iterative, since exact instability solutions are complex to derive, not to mention the extra complexity introducing dimensional instability from the temperature gradients. Using an inverse variable substitution and comparing an exact theory with an analytical instability solution a method to design tie-connectors in cavity walls was developed. The method takes into account constraint conditions limiting the free length of the wall tie, and the instability in case of pure compression which gives an optimal load bearing capacity. The model is illustrated with examples from praxis.

Abstract:
This paper presents a subjective job scheduler based on a 3-layer Backpropagation Neural Network (BPNN) and a greedy alignment procedure in order formulates a real-life situation. The BPNN estimates critical values of jobs based on the given subjective criteria. The scheduler is formulated in such a way that, at each time period, the most critical job is selected from the job queue and is transferred into a single machine before the next periodic job arrives. If the selected job is one of the oldest jobs in the queue and its deadline is less than that of the arrival time of the current job, then there is an update of the deadline of the job is assigned in order to prevent the critical job from its elimination. The proposed satisfiability criteria indicates that the satisfaction of the scheduler with respect to performance of the BPNN, validity of the jobs and the feasibility of the scheduler. Keywords: Backpropagation algorithm, Critical value, Greedy alignment procedure, Neural network, Subjective criteria, Satisfiability.

Authors: Kamolrat Turner, Boontuan Wattanakul
Abstract:
Critical thinking and creativity are prerequisite skills for working professionals in the 21st century. A survey conducted in 2014 at the Boromarajonani College of Nursing, Chon Buri, Thailand, revealed that these skills within students across all academic years was at a low to moderate level. An action research study was conducted to develop the EREC IF Model, a framework which includes the concepts of experience, reflection, engagement, culture and language, ICT, and flexibility and fun, to guide pedagogic activities for 75 sophomores of the undergraduate nursing science program at the college. The model was applied to all professional nursing courses. Prior to implementation, workshops were held to prepare lecturers and students. Both lecturers and students initially expressed their discomfort and pointed to the difficulties with the model. However, later they felt more comfortable, and by the end of the project they expressed their understanding and appreciation of the model. A survey conducted four and eight months after implementation found that the critical thinking and creativity skills of the sophomores were significantly higher than those recorded in the pretest. It could be concluded that the EREC IF model is efficient for fostering critical thinking and creativity skills in the undergraduate nursing science program. This model should be used for other levels of students.

Abstract:
Building maintenance plays an important role among other activities in building operation. Building defect and damages are part of the building maintenance 'bread and butter' as their input indicated in the building inspection is very much justified, particularly as to determine the building performance. There will be no escape route or short cut from building maintenance work. This study attempts to identify a competitive performance that translates the Critical Success Factor achievements and satisfactorily meet the university-s expectation. The quality and efficiency of maintenance management operation of building depends, to some extent, on the building condition information, the expectation from the university sector and the works carried out for each maintenance activity. This paper reviews the critical success factor in building maintenance management practice for university sectors from four (4) perspectives which include (1) customer (2) internal processes (3) financial and (4) learning and growth perspective. In this paper, the Differential Transform Method (DTM) is employed to predict and to analysis the non-local critical buckling loads of carbon nanotubes with various end conditions and the non-local Timoshenko beam described by single differential equation. The equation differential of buckling of the nanobeams is derived via a non-local theory and the solution for non-local critical buckling loads is finding by the DTM. The DTM is introduced briefly. It can easily be applied to linear or nonlinear problems and it reduces the size of computational work. Influence of boundary conditions, the chirality of carbon nanotube and aspect ratio on non-local critical buckling loads are studied and discussed. Effects of nonlocal parameter, ratios L/d, the chirality of single-walled carbon nanotube, as well as the boundary conditions on buckling of CNT are investigated.

Authors: Mohammed I. Ali, Feng Fan, Peter N. Khakina, Ma H.H
Abstract:
In construction of any structure, the aesthetic and utility values should be considered in such a way as to make the structure cost-effective. Most structures are composed of elements and joints which are very critical in any skeletal space structure because they majorly determine the performance of the structure. In early times, most space structures were constructed using rigid joints which had the advantage of better performing structures as compared to pin-jointed structures but with the disadvantage of requiring all the construction work to be done on site. The discovery of semi-rigid joints now enables connections to be prefabricated and quickly assembled on site while maintaining good performance. In this paper, cost-effective is discussed basing on strength of connectors at the joints, buckling of joints and overall structure, and the effect of initial geometrical imperfections. Several existing joints are reviewed by classifying them into categories and discussing where they are most suited and how they perform structurally. Also, finite element modeling using ABAQUS is done to determine the buckling behavior. It is observed that some joints are more economical than others. The rise to span ratio and imperfections are also found to affect the buckling of the structures. Based on these, general principles that guide the design of cost-effective joints and structures are discussed.

Authors: Sohrab Mahmoodi, Ali Rahimi
Abstract:
The critical period for weed control (CPWC) is the period in the crop growth cycle during which weeds must be controlled to prevent unacceptable yield losses. Field studies were conducted in 2005 and 2006 in the University of Birjand at the south east of Iran to determine CPWC of corn using a randomized complete block design with 14 treatments and four replications. The treatments consisted of two different periods of weed interference, a critical weed-free period and a critical time of weed removal, were imposed at V3, V6, V9, V12, V15, and R1 (based on phonological stages of corn development) with a weedy check and a weed-free check. The CPWC was determined with the use of 2.5, 5, 10, 15 and 20% acceptable yield loss levels by non-linear Regression method and fitting Logistic and Gompertz nonlinear equations to relative yield data. The CPWC of corn was from 5- to 15-leaf stage (19-55 DAE) to prevent yield losses of 5%. This period to prevent yield losses of 2.5, 10 and 20% was 4- to 17-leaf stage (14-59 DAE), 6- to 12-leaf stage (25-47 DAE) and 8- to 9-leaf stage (31-36 DAE) respectively. The height and leaf area index of corn were significantly decreased by weed competition in both weed free and weed infested treatments (P<0.01). Results also showed that there was a significant positive correlation between yield and LAI of corn at silk stage when competing with weeds (r= 0.97).

Authors: K. Bouchbout, Z. Alimazighi
Abstract:
The importance of inter-organizational system (IOS) has been increasingly recognized by organizations. However, IOS adoption has proved to be difficult and, at this stage, why this is so is not fully uncovered. In practice, benefits have often remained concentrated, primarily accruing to the dominant party, resulting in low rates of adoption and usage, and often culminating in the failure of the IOS. The main research question is why organizations initiate or join IOS and what factors influence their adoption and use levels. This paper reviews the literature on IOS adoption and proposes a theoretical framework in order to identify the critical factors to capture a complete picture of IOS adoption. With our proposed critical factors, we are able to investigate their relative contributions to IOS adoption decisions. We obtain findings that suggested that there are five groups of factors that significantly affect the adoption and use decision of IOS in the Supply Chain Management (SCM) context: 1) interorganizational context, 2) organizational context, 3) technological context, 4) perceived costs, and 5) perceived benefits. Keywords: Business-to-Business relationships, buyer-supplier relationships, Critical factors, Interorganizational Information Systems, IOS adoption and use.

Abstract:
Seismic behavior of irregular structures through the past decades indicate that the stated buildings do not have appropriate performance. Among these subjects, the current paper has investigated the behavior of special steel moment frame with different configuration of soft storey vertically. The analyzing procedure has been evaluated with respect to incremental dynamic analysis (IDA), and numeric process was carried out by OpenSees finite element analysis package. To this end, nine 2D steel frames, with different numbers of stories and irregularity positions, which were subjected to seven pairs of ground motion records orthogonally with respect to Ibarra-Krawinkler deterioration model, have been investigated. This paper aims at evaluating the response of two-dimensional buildings incorporating soft storey which subjected to bi-directional seismic excitation. The IDAs were implemented for different stages of PGA with various ground motion records, in order to determine maximum inter-storey drift ratio. According to statistical elements and fracture range (standard deviation), the vulnerability or exceedance from above-mentioned cases has been examined. For this reason, fragility curves for different placement of soft storey in the first, middle and the last floor for 4, 8, and 16 storey buildings have been generated and compared properly.

Abstract:
A transportation network is a realization of a spatial network, describing a structure which permits either vehicular movement or flow of some commodity. Examples include road networks, railways, air routes, pipelines, and many more. The transportation network plays a vital role in maintaining the vigor of the nation’s economy. Hence, ensuring the network stays resilient all the time, especially in the face of challenges such as heavy traffic loads and large scale natural disasters, is of utmost importance. In this paper, we used the Neo4j application to develop the graph. Neo4j is the world's leading open-source, NoSQL, a native graph database that implements an ACID-compliant transactional backend to applications. The Southern California network model is developed using the Neo4j application and obtained the most critical and optimal nodes and paths in the network using centrality algorithms. The edge betweenness centrality algorithm calculates the critical or optimal paths using Yen's k-shortest paths algorithm, and the node betweenness centrality algorithm calculates the amount of influence a node has over the network. The preliminary study results confirm that the Neo4j application can be a suitable tool to study the important nodes and the critical paths for the major congested metropolitan area.

Hence, the knowledge of the factors that influence success is crucial for technology driven companies. Taking a previously developed framework of Critical Success Factors for radical technological innovations as a reference model, we conducted a structured and focused literature review of eleven standard books within the field of technology and innovation management. With this approach we aim to evaluate, expand, and clarify the set of Critical Success Factors detailed in this framework. Overall, the set of factors and their allocation to the main categories of the framework could be confirmed. However, the factor organizational home is not emphasized and discussed in most of the reviewed literature. On the other hand, an additional factor that has not been part of the framework is described to be important – strategy fit. Furthermore, the factors strategic alliances and platform strategy appear in the literature but in a different context compared to the reference model. Keywords: Critical success factors, radical technological innovation, TOMP framework, innovation process.

Abstract:
Excavation of shallow tunnels such as subways in urban areas plays a significant role as a life line and investigation of the soil behavior against tunnel construction is one of the vital subjects studied in the geotechnical scope. Nowadays, urban tunnels are mostly drilled by T.B.Ms and changing the applied forces to tunnel lining is one of the most risky matters while drilling tunnels by these machines. Variation of soil cementation can change the behavior of these forces in the tunnel lining. Therefore, this article is designed to assess the impact of tunnel excavation in different soils and several amounts of cementation on applied loads to tunnel lining under static and dynamic loads. According to the obtained results, changing the cementation of soil will affect the applied loadings to the tunnel envelope significantly. It can be determined that axial force in tunnel lining decreases considerably when soil cementation increases. Also, bending moment and shear force in tunnel lining decreases as the soil cementation increases and causes bending and shear behavior of the segments to improve. Based on the dynamic analyses, as cohesion factor in soil increases, bending moment, axial and shear forces of segments decrease but lining behavior of the tunnel is the same as static state. The results show that decreasing the overburden applied to lining caused by cementation is different in two static and dynamic states.

Input image is represented on the dominant color domain by using color transform proposed by Ruta, then red and green color dominant regions are selected as candidates. After candidate blob selection, we carry out shape filter for noise reduction using information of blobs such as length, area, area of boundary box, etc. A multi-class classifier based on SVM (Support Vector Machine) applies into the candidates. Three kinds of features are used. We use basic features such as blob width, height, center coordinate, area, area of blob. Bright based stochastic features are also used. The effect of biaxial seismic excitation on the disparity between design and actual performance is carefully investigated in this article. First, a modified load contour method is proposed to derive a closed-form equation of biaxial bending moment strength, which is verified by numerical and experimental tests. Afterwards, a group of time history analyses of a simple frame modeled by fiber beam-column elements subjected to biaxial seismic excitation are conducted to verify that the current S-C-W-B criteria are not adequate to prevent the occurrence of column hinges. A biaxial over-strength factor is developed based on the proposed equation, and the reinforcement of columns is appropriately amplified with this factor to prevent the occurrence of column hinges under biaxial excitation, which is proved to be effective by another group of time history analyses.

Authors: Maria Paula Santos, Ana Lucas
Abstract:
Organizations support their operations and decision making on the data they have at their disposal, so the quality of these data is remarkably important and Data Quality (DQ) is currently a relevant issue, the literature being unanimous in pointing out that poor DQ can result in large costs for organizations. The literature review identified and described 24 Critical Success Factors (CSF) for Data Quality Management (DQM) that were presented to a panel of experts, who ordered them according to their degree of importance, using the Delphi method with the Q-sort technique, based on an online questionnaire. The study shows that the five most important CSF for DQM are: definition of appropriate policies and standards, control of inputs, definition of a strategic plan for DQ, organizational culture focused on quality of the data and obtaining top management commitment and support.

Authors: Xiang Liu, Ciprian Coman
Abstract:
The wrinkling of a thin elastic bi-annular plate with piecewise-constant mechanical properties, subjected to radial stretching, is considered. The critical wrinkling stretching loading and the corresponding wrinkling patterns are extensively investigated, together with the roles played by both the geometrical and mechanical parameters.
Keywords: bi-annular plate, wrinkling pattern, critical stretching loading.
