821 A Hybrid Approach for Color Image Quantization Using K-means and Firefly Algorithms

Abstract:
Color Image quantization (CQ) is an important problem in computer graphics, image and processing. The aim of quantization is to reduce colors in an image with minimum distortion. Clustering is a widely used technique for color quantization; all colors in an image are grouped to small clusters. In this paper, we proposed a new hybrid approach for color quantization using firefly algorithm (FA) and K-means algorithm. Firefly algorithm is a swarmbased algorithm that can be used for solving optimization problems. The proposed method can overcome the drawbacks of both algorithms such as the local optima converge problem in K-means and the early converge of firefly algorithm. Experiments on three commonly used images and the comparison results shows that the proposed algorithm surpasses both the base-line technique k-means clustering and original firefly algorithm.Keywords: Clustering, Color quantization, Firefly algorithm, Kmeans.

Abstract:
Nowadays, the performance required for concrete structures is more complicated and diversified. Self-compacting concrete is a fluid mixture suitable for placing in structures with congested reinforcement without vibration. Self-compacting concrete development must ensure a good balance between deformability and stability. Also, compatibility is affected by the characteristics of materials and the mix proportions; it becomes necessary to evolve a procedure for mix design of SCC. This paper presents an experimental procedure for the design of self-compacting concrete mixes with different water-cement ratios (w/c) and other constant ratios by local materials. The test results for acceptance characteristics of self-compacting concrete such as slump flow, V-funnel and L-Box are presented. Abstract:
A novel robust audio watermarking scheme is proposed in this paper. In the proposed scheme, the host audio signals are segmented into frames. Two consecutive frames are assessed if they are suitable to represent a watermark bit. If so, frequency transform is performed on these two frames. The compressionexpansion technique is adopted to generate distortion over the two frames. The distortion is used to represent one watermark bit. Psychoacoustic model is applied to calculate local auditory mask to ensure that the distortion is not audible. The watermarking schemes using mono and stereo audio signals are designed differently. The correlation-based detection method is used to detect the distortion and extract embedded watermark bits. The experimental results show that the quality degradation caused by the embedded watermarks is perceptually transparent and the proposed schemes are very robust against different types of attacks.Keywords: Audio watermarking, Compression-expansion, Stereo signals, Robustness.

Abstract:
In recent years various types of electric vehicles has gained again increasing attention as an environmentally benign technology in transport. Especially for urban areas with high local pollution this Zero-emission technology (at the point of use) is considered to provide proper solutions. Yet, the bad economics and the limited driving ranges are still major barriers for a broader market penetration of battery electric vehicles (BEV) and of fuel cell vehicles (FCV). The major result of our analyses is that the most important precondition for a further dissemination of BEV in urban areas are emission-free zones. This is an instrument which allows the promotion of BEV without providing excessive subsidies. In addition, it is important to note that the full benefits of EV can only be harvested if the electricity used is produced from renewable energy sources. That is to say, it has to be ensured that the use of BEV in urban areas is clearly linked to a green electricity purchase model. And moreover, the introduction of a CO2- emission-based tax system would support this requirement.Keywords: Electric vehicles, economics, policies, history.

Abstract:
The pollutant removal efficiency of the Intermittently Decanted Extended Aeration (IDEA) wastewater treatment system at Curtin University Sarawak Campus, and conventional activated sludge wastewater treatment system at a local resort, Resort A, is monitored. The influent and effluent characteristics are tested during wet and dry weather conditions, and peak and off peak periods. For the wastewater treatment systems at Curtin Sarawak and Resort A, during dry weather and peak season, it was found that the BOD5 concentration in the influent is 121.7mg/L and 80.0mg/L respectively, and in the effluent, 18.7mg/L and and 18.0mg/L respectively. Analysis of the performance of the IDEA treatment system showed that the operational costs can be minimized by 3%, by decreasing the number of operating cycles. As for the treatment system in Resort A, by utilizing a smaller capacity air blower, a saving of 12% could be made in the operational costs.Keywords: Conventional Activated Sludge, IDEA, Performance Monitoring, Wastewater Treatment

Developmental social welfare implemented through developmental social work is being applauded internationally as an approach that facilitates social development theory and practice. However, twenty-two years into democracy, there are no tangible evidences that the much-desired developmental social welfare approach has assisted the post-apartheid macroeconomic policy frameworks in addressing poverty and inequality, thus, the derailment of the post-apartheid development approach in South Africa. Based on the implementation research theory, and the literature review technique, this paper recognizes social work as a principal role-player in social development. It recommends the redesign and implementation of an effective developmental social welfare approach with specific strategies, programs, activities and sufficient resources aligned to and appropriate in delivering on the promises of the government’s macroeconomic policy frameworks. With the development of social economy and the popularization of quality education, the Chinese government invests more and more funding in education. Campus constructions are experiencing a great development phase. Under the trend of sustainable development, modern green campus design needs to meet new requirements of contemporary, informational and diversified education means and adapt to future education development. Educators, designers and other participants of campus design are facing new challenges. By studying and analyzing the universal unsatisfied current situations and sustainable development requirements of Chinese campuses, this paper summarizes the strategies and intentions of the whole-life-cycle campus design. In addition, a Chinese high school in Zhejiang province is added to illustrate the design cycle in an actual case. It is aimed to make all participants of campus design, especially the designers, to realize the importance of whole-life-cycle campus design and cooperate better. Sustainable campus design is expected to come true in deed instead of becoming a slogan in this way.

Abstract:
This Paper proposes a new facial feature extraction approach, Wash-Hadamard Transform (WHT). This approach is based on correlation between local pixels of the face image. Its primary advantage is the simplicity of its computation. The paper compares the proposed approach, WHT, which was traditionally used in data compression with two other known approaches: the Principal Component Analysis (PCA) and the Discrete Cosine Transform (DCT) using the face database of Olivetti Research Laboratory (ORL). In spite of its simple computation, the proposed algorithm (WHT) gave very close results to those obtained by the PCA and DCT. This paper initiates the research into WHT and the family of frequency transforms and examines their suitability for feature extraction in face recognition applications.

Bursa, since the establishment of the Ottoman Empire, being on the important trade roads and having a capital accumulation as a result of silk production, was one of the first cities of modernization activities applied. Bursa maintained its importance even during the Republican Period and became one of the most important cities of the country and today is the fourth biggest and the industrialized city in Turkey. Social, political, economical and cultural changes occured with the reforms starting with the 1839 Edict of Tanzimat that aimed at modernizing the society and the government and centralizing the political power began in the Ottoman Empire. After the Tanzimat Reforms transformation of the city changed and planning processes began in Bursa according to the vision of Governors. The theresholds of the city are very important data for a sustainable planning for the city planners. Abstract:
The nexus between language and culture is so intertwined and very significant that language is largely seen as a vehicle for cultural transmission. Culture itself refers to the aggregate belief system of a people, embellishing its corporate national image or brand. If we conceive national rebranding as a campaign to rekindle the patriotic flame in the consciousness of a people towards its sociocultural imperatives and values, then, Nigerian indigenous linguistic flame has not been ignited. Consequently, the paper contends that the current national rebranding policy remains a myth in the confines of the elitists' intellectual squabble. It however recommends that the use of our indigenous languages should be supported by adequate legislation and also propagated by Nollywood in order to revamp and sustain the people’s interest in their local languages. Finally, the use of the indigenous Nigerian languages demonstrates patriotism, an important ingredient for actualizing a genuine national rebranding.

Abstract:
Facial features are frequently used to represent local properties of a human face image in computer vision applications. In this paper, we present a fast algorithm that can extract the facial features online such that they can give a satisfying representation of a face image. It includes one step for a coarse detection of each facial feature by AdaBoost and another one to increase the accuracy of the found points by Active Shape Models (ASM) in the regions of interest. The resulted facial features are evaluated by matching with artificial face models in the applications of physiognomy. The distance measure between the features and those in the fate models from the database is carried out by means of the Hausdorff distance. Abstract:
The increase in LPG consumption in Indonesia is not balanced with the amount of supply. The high demand for LPG due to the success of the government's kerosene-to-LPG conversion program and the COVID-19 pandemic in 2020 led to an increase in LPG consumption in the household sector and caused Indonesia's trade balance to experience a deficit. The high consumption of LPG encourages the need for alternative fuels which aims to substitute LPG. Dimethyl Ether (DME) is an organic compound with the chemical formula CH3OCH3, has a high cetane number and has characteristics similar to LPG. DME can be produced from various sources such as coal, biomass and natural gas. Based on the economic analysis conducted at 10% Internal Rate of Return (IRR), coal has the largest Net Present Value (NPV) of Rp. 20,034,837,497,241 with a payback period of 3.86 years, then biomass with an NPV of Rp. 10,401,526,072,850 and payback period of 5.16. The latter is natural gas with an NPV of IDR 7,401,272,559,191 and a payback period of 6.17 years. Of the three sources of raw materials used, if the sensitivity is calculated using the selling price of DME equal to the selling price of LPG, it will get an NPV value that is greater than the NPV value when using the current DME price. The advantages of coal as a raw material for DME are profitableness, low price and abundant resources, but it has high greenhouse gas emission.

Abstract:
A study was conducted to assess some heavy metal concentration (Cadmium (Cd), Copper (Cu), Iron (Fe), Lead (Pb) and Zinc (Zn)) in the gills and bones of Oreochromis niloticus obtained from Jega river. 30 fish samples were collected from March to July 2014 (fortnightly). Bones and gills were used for the assessment of some heavy metals using Atomic Absorption Spectrometer. Results indicated that Pb was not detected in both gills and bones but Fe, Cd, Zn and Cu were present in both the gills and bones of the fish samples. The concentrations of heavy metals in gills were; Fe 3.37±1.10, Cd 0.62±0.08, Zn 6.21±0.11 and Cu 1.28±0.10 mg/kg. The concentrations of heavy metals in bones: Fe 13.08±1.00 mg/kg, Cd 0.99±0.06 mg/kg, Zn 1.28±0.10 mg/kg and Cu 2.23±0.20 mg/kg. The results were found to be within the internationally acceptable standard limits. However, the consumption of small amounts of the identified heavy metals in fish could lead to gradual accumulation over a long period of time and exert toxic effects to consumers. Efforts should be made by the Government to provide appropriate channels for waste disposal to reduce impact on fish.

The size, complexity and number of databases used for protein information have caused bioinformatics to lag behind in adapting to the need to handle this distributed information. Integrating all the information from different databases into one database is a challenging problem. Our main research is to develop a tool which can be used to access and manipulate protein information from difference databases. In our approach, we have integrated difference databases such as Swiss-prot, PDB, Interpro, and EMBL and transformed these databases in flat file format into relational form using XML and Bioperl. As a result, we showed this tool can search different sizes of protein information stored in relational database and the result can be retrieved faster compared to flat file database. Traditional federated architectures for data warehousing work well when corporations have existing regional data warehouses and there is a need to aggregate data at a global level. Schibsted Media Group has been maturing from a decentralised organisation into a more globalised one and needed to build both some of the regional data warehouses for some brands at the same time as the global one. In this paper, we present the architectural alternatives studied and why a custom federated approach was the notable recommendation to go further with the implementation. Although the data warehouses are logically federated, the implementation uses a single database system which presented many advantages like: cost reduction and improved data access to global users allowing consumers of the data to have a common data model for detailed analysis across different geographies and a flexible layer for local specific needs in the same place.Keywords: Data integration, data warehousing, federated architecture, online analytical processing.

Abstract:
Due to some reasons, observed images are degraded which are mainly caused by noise. Recently image denoising using the wavelet transform has been attracting much attention. Waveletbased approach provides a particularly useful method for image denoising when the preservation of edges in the scene is of importance because the local adaptivity is based explicitly on the values of the wavelet detail coefficients. In this paper, we propose several methods of noise removal from degraded images with Gaussian noise by using adaptive wavelet threshold (Bayes Shrink, Modified Bayes Shrink and Normal Shrink). The proposed thresholds are simple and adaptive to each subband because the parameters required for estimating the threshold depend on subband data. Experimental results show that the proposed thresholds remove noise significantly and preserve the edges in the scene.

Abstract:
This paper is devoted to present the advances in the design of a prototype that is able to supervise the complex behavior of water quality parameters such as pH and temperature, via a real-time monitoring system. The current water quality tests that are performed in government water quality institutions in Mexico are carried out in problematic locations and they require taking manual samples. The water samples are then taken to the institution laboratory for examination. In order to automate this process, a water quality monitoring system based on wireless sensor networks is proposed. The system consists of a sensor node which contains one pH sensor, one temperature sensor, a microcontroller, and a ZigBee radio, and a base station composed by a ZigBee radio and a PC. The progress in this investigation shows the development of a water quality monitoring system. Due to recent events that affected water quality in Mexico, the main motivation of this study is to address water quality monitoring systems, so in the near future, a more robust, affordable, and reliable system can be deployed.Keywords: pH measurement, water quality monitoring, wireless sensor networks, ZigBee.

The flow field over a three dimensional pole barn characterized by a cylindrical roof has been numerically investigated. Wind pressure and viscous loads acting on the agricultural building have been analyzed for several incoming wind directions, so as to evaluate the most critical load condition on the structure. A constant wind velocity profile, based on the maximum reference wind speed in the building site (peak gust speed worked out for 50 years return period) and on the local roughness coefficient, has been simulated. In order to contemplate also the hazard due to potential air wedging between the stored hay and the lower part of the ceiling, the effect of a partial filling of the barn has been investigated. The distribution of wind-induced loads on the structure have been determined, allowing a numerical quantification of the effect of wind direction on the induced stresses acting on a hemicylindrical roof.Keywords: CFD, wind, building, hemicylindrical roof.

Coriander is an annual and herbaceous plant, belong to the apiaceae family. This plant is cultivated world widely. It is well known for having medicinal properties. The aim of this experiment was to study seed quality of species grown in Kermanshah conditions. The experiment was carried out in research farm, Campus of Agriculture and Natural Resources, Razi University, Kermanshah, Iran. Coriander (local type) was grown in late spring May (5th and 20th) and Jun (4th and 19th), and plant density (10, 30, 50 and 70 plants m-2) in 2009. The experimental plots were laid out in a factorial according to a randomized complete block design with three replications. The fruits were harvest between 83.5 – 106.5 days after sowing. The essential oil and oil content was extracted by Clevenger and Soxhlet apparatuses, respectively. Results showed that delay at planting date increased the oil content. This paper presents a new method for estimating the nonstationary noise power spectral density given a noisy signal. The method is based on averaging the noisy speech power spectrum using time and frequency dependent smoothing factors. These factors are adjusted based on signal-presence probability in individual frequency bins. Signal presence is determined by computing the ratio of the noisy speech power spectrum to its local minimum, which is updated continuously by averaging past values of the noisy speech power spectra with a look-ahead factor. This method adapts very quickly to highly non-stationary noise environments. As German companies roll out their standardized production systems to offshore manufacturing plants, they face the challenge of implementing them in different cultural environments. Studies show that the local adaptation is one of the key factors for a successful implementation. Thus the question arises of where the line between standardization and adaptation can be drawn. To answer this question the influence of culture on production systems is analysed in this paper. The culturally contingent components of production systems are identified. Also the contingency factors are classified according to their impact on the necessary adaptation changes and implementation effort. Culturally specific decision making, coordination, communication and motivation patterns require one-time changes in organizational and process design. The attitude towards rules requires more intense coaching and controlling. The present work illustrates a parametric study for the effect of stiffeners on the performance of slender built up steel I-columns. To achieve the desired analysis, finite element technique is used to develop nonlinear three-dimensional models representing the investigated columns. The finite element program (ANSYS 13.0) is used as a calculation tool for the necessary nonlinear analysis. A validation of the obtained numerical results is achieved. The considered parameters in the study are the column slenderness ratio and the horizontal stiffener's dimensions as well as the number of stiffeners. The dimensions of the stiffeners considered in the analysis are the stiffener width and the stiffener thickness. Numerical results signify a considerable effect of stiffeners on the performance and failure load of slender built up steel I-columns.Keywords: Steel I-columns, local buckling, slender, stiffener, thin walled section.

The Trustworthy link failure recovery algorithm is introduced in this paper, to provide the forwarding continuity even with compound link failures. The ephemeral failures are common in IP networks and it also has some proposals based on local rerouting. To ensure forwarding continuity, we are introducing the compound link failure recovery algorithm, even with compound link failures. For forwarding the information, each packet carries a blacklist, which is a min set of failed links encountered along its path, and the next hop is chosen by excluding the blacklisted links. Our proposed method describes how it can be applied to ensure forwarding to all reachable destinations in case of any two or more link or node failures in the network. After simulating with NS2 contains lot of samples proved that the proposed protocol achieves exceptional concert even under elevated node mobility using Trustworthy link Failure Recovery Algorithm.Keywords: Wireless Sensor Networks, Predistribution Scheme, Cryptographic Techniques.

Abstract:
In this paper, we present a new segmentation approach for focal liver lesions in contrast enhanced ultrasound imaging. This approach, based on a two-cluster Fuzzy C-Means methodology, considers type-II fuzzy sets to handle uncertainty due to the image modality (presence of speckle noise, low contrast, etc.), and to calculate the optimum inter-cluster threshold. Fine boundaries are detected by a local recursive merging of ambiguous pixels. The method has been tested on a representative database. Compared to both Otsu and type-I Fuzzy C-Means techniques, the proposed method significantly reduces the segmentation errors.Keywords: Defuzzification, fuzzy clustering, image segmentation, type-II fuzzy sets.

Abstract:
The present study evaluates the properties of class F fly ash as a replacement of natural materials in civil engineering construction industry. The low-lime flash similar to class F is the prime variety generated in India, although it has significantly smaller volumes of high-lime fly ash as compared to class C. The chemical and physical characterization of the sample is carried out with the number of experimental approaches in order to investigate all relevant features present in the samples. For chemical analysis, elementary quantitative results from point analysis and scanning electron microscopy (SEM)/dispersive spectroscopy (EDS) techniques were used to identify the element images of different fractions. The physical properties found very close to the range of common soils. Furthermore, the fly ash-based bricks were prepared by the same sample of class F fly ash and the results of compressive strength similar to that of Standard Clay Brick Grade 1 available in the local market of India.

Abstract:
The tremendous loss of life that resulted in the aftermath of recent earthquakes in developing countries is mostly due to the collapse of non-engineered and semi-engineered building structures. Such structures are used as houses, schools, primary healthcare centers and government offices. These building are classified structurally into two categories viz. non-engineered and semi-engineered. Non-engineered structures include: adobe, unreinforced masonry (URM) and wood buildings. Semi-engineered buildings are mostly low-rise (up to 3 story) light concrete frame structures or masonry bearing walls with reinforced concrete slab. This paper presents an overview of the typical damage observed in non-engineered structures and their most likely causes in the past earthquakes with specific emphasis on the performance of such structures in the 2005 Kashmir earthquake. It is demonstrated that seismic performance of these structures can be improved from life-safety viewpoint by adopting simple low-cost modifications to the existing construction practices. Incorporation of some of these practices in the reconstruction efforts after the 2005 Kashmir earthquake are examined in the last section for mitigating seismic risk hazard.

Abstract:
In this paper, a novel associative memory model will be proposed and applied to memory retrievals based on the conventional continuous time model. The conventional model presents memory capacity is very low and retrieval process easily converges to an equilibrium state which is very different from the stored patterns. Genetic Algorithms is well-known with the capability of global optimal search escaping local optimum on progress to reach a global optimum. Based on the well-known idea of Genetic Algorithms, this work proposes a heuristic rule to make a mutation when the state of the network is trapped in a spurious memory. Abstract:
Dioscorea species or commonly named as yam is reported to be one of the major food sources worldwide. This ethnobotanical study was conducted to document local knowledge and potentials of DioscoreahispidaDennst. and to investigate and record its distribution in three districts of Terengganu. Information was gathered from 23 villagers from three districts of Besut, Marang and Setiu by using semi-structured questionnaire. The villagers were randomly selected and no appointment was made prior to the visits. For distribution, the location of Dioscoreahispida was recorded by using the Global Positioning System (GPS). The villagers identified Dioscoreahispida or locally named ubigadong by looking at the physical characteristics that include its leaf shape, stem and the color of the tuber-s flesh. The villagers used Dioscoreahispida in many ways in their life such as for food, medicinal purposes and fish poison.Keywords: Dioscoreahispida, ethnobotany, intoxicating yam, ubigadong, Terengganu.

Abstract:
It is widely recognised that the assets portfolio development is helping to enhance economic growth, productivity and competitiveness. While numerous studies and reports certify the positive effect of investments in large infrastructure investments on the local economy, still, the methodology to estimate the contribution in economic development is a challenging issue for researchers and economists. The key question is how to estimate those economic impacts in each economic system. This paper provides a compact and applicable methodological framework providing quantitative results in terms of the overall jobs and income generated into the project life cycle. According to a deterministic mathematical approach, the key variables and the modelling framework are presented. The numerical case study highlights key results for a new motorway project in Greece, which is experienced economic stress for many years, providing the opportunity for comparisons with similar cases.

With China's urbanization continuing to accelerate, a amount of rural people flood into China's cities in recent years, and the issue of agriculture, rural areas and farmers is getting more and more serious. In 2005, the Chinese government put forward a plan for “the construction of new rural village", in order to coordinate the development of both urban and rural areas. The planning method of rural region differs sharply from that of urban areas, as same as village social structure and habits of farmer-s life, so the studies which can consider the special needs of village construction in China are absolutely essential. This paper expresses explore current situation and problems existing in the construction of China-s new rural village, such as bigger gap between urban and rural areas, excessive new construction projects, extinct traditional village style and so on. It tries to analyze the deep reason of the present situation of the village from law system, industrial structure, financial sources and planning method. Then it also provides a guide for developing policies and procedures promoting the development of china-s rural areas.
