Abstract:
This article discusses issues related to the System of Innovation: Comparing economies of Brazil and South Africa. Having as this study aimed at comparing the Innovation System of the countries mentioned. Then briefly describe the process of Venture Capital and present the industry innovation in Brazil and South Africa. The methodological approach described in this article is descriptive and the approach is qualitative, taking as a basis secondary data relating to research articles. The main results are related to the different forms of financing of Venture Capital used by countries compared, in addition to the training and economic policy. And finally, it was highlighted the importance of implementation of policy reforms for the Brazil and Africa in the innovation process.

Abstract:
In this paper, the concept of a non-dominated sorting multi-objective particle swarm optimization with local search (NSPSO-LS) is presented for the optimal design of multimachine power system stabilizers (PSSs). The controller design is formulated as an optimization problem in order to shift the system electromechanical modes in a pre-specified region in the s-plan. A composite set of objective functions comprising the damping factor and the damping ratio of the undamped and lightly damped electromechanical modes is considered. The performance of the proposed optimization algorithm is verified for the 3-machine 9-bus system. Simulation results based on eigenvalue analysis and nonlinear time-domain simulation show the potential and superiority of the NSPSO-LS algorithm in tuning PSSs over a wide range of loading conditions and large disturbance compared to the classic PSO technique and genetic algorithms.

The growth in the number of Intellectual Properties (IPs) or the number of cores on the same chip becomes a critical issue in System-on-Chip (SoC) due to the intra-communication problem between the chip elements. As a result, Network-on-Chip (NoC) has emerged as a system architecture to overcome intra-communication issues. This paper presents a study of recent contributions on simulation tools for NoC. Abstract:
Developing a supply chain management (SCM) system is costly, but important. However, because of its complicated nature, not many of such projects are considered successful. Few research publications directly relate to key success factors (KSFs) for implementing a SCM system. Motivated by the above, this research proposes a hierarchy of KSFs for SCM system implementation in the semiconductor industry by using a two-step approach. First, the literature review indicates the initial hierarchy. The second step includes a focus group approach to finalize the proposed KSF hierarchy by extracting valuable experiences from executives and managers that actively participated in a project, which successfully establish a seamless SCM integration between the world's largest semiconductor foundry manufacturing company and the world's largest assembly and testing company. Future project executives may refer the resulting KSF hierarchy as a checklist for SCM system implementation in semiconductor or related industries.

This report focus on phase behavior of polyethylene glycol (PEG)4000/ phosphate/ guanidine hydrochloride/ water system at different guanidine hydrochloride concentrations and pH. The binodal of the systems was displaced toward higher concentrations of the components with increasing guanidine hydrochloride concentrations. Abstract:
Users rely increasingly on Location-Based Services (LBS) and automated navigation/guidance systems nowadays. However, while such services are easily implemented in outdoor environments using Global Positioning System (GPS) technology, a requirement still exists for accurate localization and guidance schemes in indoor settings. Accordingly, the present study presents a methodology based on GPS, Bluetooth Low Energy (BLE) beacons, and Near Field Communication (NFC) technology. Through establishing graphic information and the design of algorithm, this study develops a guidance system for indoor and outdoor on smartphones, with aim to provide users a smart life through this system. The presented system is implemented on a smartphone and evaluated on a student campus environment. The experimental results confirm the ability of the presented app to switch automatically from an outdoor mode to an indoor mode and to guide the user to the requested target destination via the shortest possible route.

Abstract:
Ultrasound-aided adsorption of phenol by Granular Activated Carbon (GAC) was investigated at different frequencies ranging from 35 kHz, 58 kHz, and 192 kHz. Other factors influencing adsorption such as Adsorbent dosage (g/L), the initial concentration of the phenol solution (ppm) and RPM was also considered along with the frequency variable. However, this study involved calorimetric measurements which helped is determining the effect of frequency on the % removal of phenol from the power dissipated to the system was normalized. It was found that low frequency (35 kHz) cavitation effects had a profound influence on the % removal of phenol per unit power. This study also had cavitation mapping of the ultrasonic baths, and it showed that the effect of cavitation on the adsorption system is irrespective of the position of the vessel. Hence, the vessel was placed at the center of the bath. In this study, novel temperature control and monitoring system to make sure that the system is under proper condition while operations. From the BET studies, it was found that there was only 5% increase in the surface area and hence it was concluded that ultrasound doesn’t profoundly alter the equilibrium value of the adsorption system. DOE studies indicated that adsorbent dosage has a higher influence on the % removal in comparison with other factors.

Abstract:
This paper proposes an improvement method of classification efficiency in a classification model. The model is used in a risk search system and extracts specific labels from articles posted at bulletin board sites. The system can analyze the important discussions composed of the articles. The improvement method introduces ensemble learning methods that use multiple classification models. Also, it introduces expressions related to the specific labels into generation of word vectors. Abstract:
Madura Strait is considered as one of the busiest shipping channels in Indonesia. High vessel traffic density in Madura Strait gives serious threat due to navigational safety in this area, i.e. ship collision. This study is necessary as an attempt to enhance the safety of marine traffic. Fuzzy inference system (FIS) is proposed to calculate risk collision of ships. Collision risk is evaluated based on ship domain, Distance to Closest Point of Approach (DCPA), and Time to Closest Point of Approach (TCPA). Data were collected by utilizing Automatic Identification System (AIS). This study considers several ships’ domain models to give the characteristic of marine traffic in the waterways. Each encounter in the ship domain is analyzed to obtain the level of collision risk. Risk level of ships, as the result in this study, can be used as guidance to avoid the accident, providing brief description about safety traffic in Madura Strait and improving the navigational safety in the area.

Abstract:
In the context of global climate change, flooding and sea level rise is increasingly threatening coastal urban areas, in which large population is continuously concentrated. Dutch experiences in urban water system management provide high reference value for sustainable coastal urban development projects. Preliminary studies shows the urban water system in Almere, a typical Dutch polder city, have three kinds of operational modes, achieving functions as: (1) coastline control – strong multiple damming system prevents from storm surges and maintains sufficient capacity upon risks; (2) high flexibility – large area and widely scattered open water system greatly reduce local runoff and water level fluctuation; (3) internal water maintenance – weir and sluice system maintains relatively stable water level, providing excellent boating and landscaping service, coupling with water circulating model maintaining better water quality. Almere has provided plenty of hints and experiences for ongoing development of coastal cities in emerging economies.

Abstract:
The voice signal in Voice over Internet protocol (VoIP) system is processed through the best effort policy based IP network, which leads to the network degradations including delay, packet loss jitter. The work in this paper presents the implementation of finite impulse response (FIR) filter for voice quality improvement in the VoIP system through distributed arithmetic (DA) algorithm. The VoIP simulations are conducted with AMR-NB 6.70 kbps and G.729a speech coders at different packet loss rates and the performance of the enhanced VoIP signal is evaluated using the perceptual evaluation of speech quality (PESQ) measurement for narrowband signal. The results show reduction in the computational complexity in the system and significant improvement in the quality of the VoIP voice signal.

Abstract:
In blended learning environments, the Internet can be combined with other technologies. The aim of this research was to design, introduce and validate a model to support synchronous and asynchronous activities by managing content domains in an Adaptive Hypermedia System (AHS). The application is based on information recovery techniques, clustering algorithms and adaptation rules to adjust the user's model to contents and objects of study. This system was applied to blended learning in higher education. The research strategy used was the case study method. Empirical studies were carried out on courses at two universities to validate the model. The results of this research show that the model had a positive effect on the learning process. The students indicated that the synchronous and asynchronous scenario is a good option, as it involves a combination of work with the lecturer and the AHS. In addition, they gave positive ratings to the system and stated that the contents were adapted to each user profile.

Abstract:
The iris recognition technology is the most accurate, fast and less invasive one compared to other biometric techniques using for example fingerprints, face, retina, hand geometry, voice or signature patterns. The system developed in this study has the potential to play a key role in areas of high-risk security and can enable organizations with means allowing only to the authorized personnel a fast and secure way to gain access to such areas. The paper aim is to perform the iris region detection and iris inner and outer boundaries localization. The system was implemented on windows platform using Visual C# programming language. It is easy and efficient tool for image processing to get great performance accuracy. In particular, the system includes two main parts. The first is to preprocess the iris images by using Canny edge detection methods, segments the iris region from the rest of the image and determine the location of the iris boundaries by applying Hough transform. The main mission of Ezilla is to provide a friendly interface to access the virtual machine and quickly deploy the high performance computing environment. Ezilla has been developed by Pervasive Computing Team at National Center for High-performance Computing (NCHC). Ezilla integrates the Cloud middleware, virtualization technology, and Web-based Operating System (WebOS) to form a virtual computer in distributed computing environment. In order to upgrade the dataset and speedup, we proposed the sensor observation system to deal with a huge amount of data in the Cassandra database. The sensor observation system is based on the Ezilla to store sensor raw data into distributed database. We adopt the Ezilla Cloud service to create virtual machines and login into virtual machine to deploy the sensor observation system. Abstract:
This article contains information from our investigation in the field of voice recognition. For this purpose, we created a voice database that contains different phrases in two languages, English and Spanish, for men and women. As a classifier, the LIRA (Limited Receptive Area) grayscale neural classifier was selected. The LIRA grayscale neural classifier was developed for image recognition tasks and demonstrated good results. Therefore, we decided to develop a recognition system using this classifier for voice recognition. From a specific set of speakers, we can recognize the speaker’s voice. For this purpose, the system uses spectrograms of the voice signals as input to the system, extracts the characteristics and identifies the speaker. The results are described and analyzed in this article. The classifier can be used for speaker identification in security system or smart buildings for different types of intelligent devices.

Abstract:
The paper presents an approach to improve the reliability and reduce line losses of practical distribution system applying network reconfiguration. The change of the topology redirects the power flow within the distribution network to obtain better performance of the system. Practical distribution network (Pyigyitagon Industrial Zone (I)) is used as the case study network. The detailed calculations of the reliability indices are done by using analytical method and power flow calculation is performed by Newton-Rephason solver. The comparison of various network reconfiguration techniques are described with respect to power loss and reliability index levels. Finally, the optimal reconfigured network is selected among difference cases based on the two factors: the most reliable network and the least loss minimization.

This paper describes the implementation of a GIS to provide decision support for successfully monitoring the movements and storage of materials, hence ensuring that finished products travel from the point of origin to the destination construction site through the supply-chain management (SCM) system. This system ensures the efficient operation of suppliers, manufacturers, and distributors by determining the shortest path from the point of origin to the final destination to reduce construction costs, minimize time, and enhance productivity. These systems are essential to the construction industry because they reduce costs and save time, thereby improve productivity and effectiveness. This study describes a typical supply-chain model and a geographical information system (GIS)-based SCM that focuses on implementing an electronic document management system, which maps the application framework to integrate geodetic support with the supply-chain system. This process provides guidance for locating the nearest suppliers to fill the information needs of project members in different locations. Moreover, this study illustrates the use of a GIS-based SCM as a collaborative tool in innovative methods for implementing Web mapping services, as well as aspects of their integration by generating an interactive GIS for the construction industry platform.

Abstract:
In this paper we propose a method for vision systems to consistently represent functional dependencies between different visual routines along with relational short- and long-term knowledge about the world. Here the visual routines are bound to visual properties of objects stored in the memory of the system. Furthermore, the functional dependencies between the visual routines are seen as a graph also belonging to the object-s structure. This graph is parsed in the course of acquiring a visual property of an object to automatically resolve the dependencies of the bound visual routines. Using this representation, the system is able to dynamically rearrange the processing order while keeping its functionality. Additionally, the system is able to estimate the overall computational costs of a certain action. This paper focuses on I/O optimizations of N-hybrid (New-Form of hybrid), which provides a hybrid file system space constructed on SSD and HDD. Although the promising potentials of SSD, such as the absence of mechanical moving overhead and high random I/O throughput, have drawn a lot of attentions from IT enterprises, its high ratio of cost/capacity makes it less desirable to build a large-scale data storage subsystem composed of only SSDs. In this paper, we present N-hybrid that attempts to integrate the strengths of SSD and HDD, to offer a single, large hybrid file system space. Abstract:
The paper presents a new system for the automat control of the aircrafts- flight in lateral plane using the cinematic model and the dynamic inversion. Starting from the equations of the aircrafts- lateral movement, the authors use two axes systems and obtained a control law that cancels the lateral deviation of the flying objects from the runway line. This system makes the aircrafts- direction angle to follow the direction angle of the runway line. Simulations in Matlab/Simulink have been done for different aircraft-s initial points and direction angles. The inconvenience of this system is the long duration of the “transient regime". That is why this system can be used independently, but the results are not very good; thus, it can be a part (subsystem) of other systems. The main system that cancels the lateral deviation from the runway line is based on dynamic inversion and uses, as subsystem, the control system for the lateral movement using the cinematic model. Using complex Matlab/Simulink models, the authors obtained the time evolution of the direction angle and the time evolution of the aircraft lateral deviation with respect to the runway line, for different values of the initial direction angle and for different wind types. This paper deals with the problem of constructing constraints in non safe Petri Nets and then reducing the number of the constructed constraints. In a system, assigning some linear constraints to forbidden states is possible. Enforcing these constraints on the system prevents it from entering these states. But there is no a systematic method for assigning constraints to forbidden states in non safe Petri Nets. In this paper a useful method is proposed for constructing constraints in non safe Petri Nets. But when the number of these constraints is large enforcing them on the system may complicate the Petri Net model. This paper presents a 0.13-µm Complementary Metal-Oxide Semiconductor (CMOS) vector modulator for beamforming system. The vector modulator features a 360° phase and gain range of -10 dB to 10 dB with a root mean square phase and amplitude error of only 2.2° and 0.45 dB, respectively. These features make it a suitable for wireless backhaul system in the 5 GHz industrial, scientific, and medical (ISM) bands. It draws a current of 20.4 mA from a 1.2 V supply. The total chip size is 1.87x1.34 mm².

Abstract:
The discrete-time uncertain system with time delay is investigated for bounded input bounded output (BIBO). By constructing an augmented Lyapunov function, three different sufficient conditions are established for BIBO stabilization. These conditions are expressed in the form of linear matrix inequalities (LMIs), whose feasibility can be easily checked by using Matlab LMI Toolbox. Two numerical examples are provided to demonstrate the effectiveness of the derived results.

Alone with fast urbanization in world, traffic control became a big issue in urban construction. Having an efficient and reliable traffic control system is crucial to macro-traffic control. Traffic signal is used to manage conflicting requirement by allocating different sets of mutually compatible traffic movement during distinct time interval. Many approaches have been made proposed to solve this discrete stochastic problem. Recognizing the need to minimize right-of-way impacts while efficiently handling the anticipated high traffic volumes, the proposed alternative system gives effective design. This model allows for increased traffic capacity and reduces delays by eliminating a step in maneuvering through the freeway interchange. The concept proposed in this paper involves construction of bridges and ramps at intersection of four roads to control the vehicular congestion and to prevent traffic breakdown.

Abstract:
The pancreas is an elongated organ that extends across the abdomen, below the stomach. In addition, it secretes certain enzymes that aid in food digestion. The pancreas also manufactures hormones responsible for regulating blood glucose levels. In the present paper, we propose a mathematical model to study the homeostasis of glucose and insulin in healthy human, and a simulation of this model, which depicts the physiological events after a meal, will be represented in ordinary humans. The aim of this paper is to design an algorithm which regulates the level of glucose in the blood. The algorithm applied the concept of expert system for performing an algorithm control in the form of an "active" used to prescribe the rate of insulin infusion. By decomposing the system into subsystems, we have developed parametric models of each subsystem by using a forcing function strategy. The results showed a performance of the control system.

Due to its capability to resist jamming signals, chirp spread spectrum (CSS) technique has attracted much attention in the area of wireless communications. However, there has been little rigorous analysis for the performance of the CSS communication system in jamming environments. In this paper, we present analytic results on the performance of a CSS system by deriving symbol error rate (SER) expressions for a CSS M-ary phase shift keying (MPSK) system in the presence of broadband and tone jamming signals, respectively. The numerical results show that the empirical SER closely agrees with the analytic result.Keywords: CSS, DM, jamming, broadband jamming, tone jamming.

Abstract:
Data mining and knowledge engineering have become a tough task due to the availability of large amount of data in the web nowadays. Validity and reliability of data also become a main debate in knowledge acquisition. Besides, acquiring knowledge from different languages has become another concern. There are many language translators and corpora developed but the function of these translators and corpora are usually limited to certain languages and domains. Furthermore, search results from engines with traditional 'keyword' approach are no longer satisfying. More intelligent knowledge engineering agents are needed. To address to these problems, a system known as Multilingual Word Semantic Network is proposed. This system adapted semantic network to organize words according to concepts and relations. The system also uses open source as the development philosophy to enable the native language speakers and experts to contribute their knowledge to the system. The contributed words are then defined and linked using lexical and semantic relations. Thus, related words and derivatives can be identified and linked. From the outcome of the system implementation, it contributes to the development of semantic web and knowledge engineering.

This paper proposes the novel model order formulation scheme to design a discrete PID controller for higher order linear time invariant discrete systems. Modified PSO (MPSO) based model order formulation technique has used to obtain the successful formulated second order system. PID controller is tuned to meet the desired performance specification by using pole-zero cancellation and proposed design procedures. Proposed PID controller is attached with both higher order system and formulated second order system. System specifications are tabulated and closed loop response is observed for stabilization process. Abstract:
Adapting to the flexibility of war, a large number of guided weapons launch from aircraft. Therefore, the inertial navigation system loaded in the weapon needs to undergo an alignment process in the air. This article proposes the following methods to the problem of inaccurate modeling of the system under large misalignment angles, the accuracy reduction of filtering caused by outliers, and the noise changes in GPS signals: first, considering the large misalignment errors of Strapdown Inertial Navigation System (SINS)/GPS, a more accurate model is made rather than to make a small-angle approximation, and the Unscented Kalman Filter (UKF) algorithms are used to estimate the state; then, taking into account the impact of GPS noise changes on the fine alignment algorithm, the innovation adaptive filtering algorithm is introduced to estimate the GPS’s noise in real-time; at the same time, in order to improve the anti-interference ability of the air fine alignment algorithm, a robust filtering algorithm based on outlier detection is combined with the air fine alignment algorithm to improve the robustness of the algorithm. The algorithm can improve the alignment accuracy and robustness under interference conditions, which is verified by simulation.
