1487 Broadcasting to Handheld Devices: The Challenges
Authors: Nerey H. Mvungi
Abstract:
Digital Video Terrestrial Broadcasting (DVB-T) allows combining broadcasting, telephone and data services in one network. It has facilitated mobile TV broadcasting. Mobile TV broadcasting is dominated by fragmentation of standards in use in different continents. In Asia T-DMB and ISDB-T are used while Europe uses mainly DVB-H and in USA it is MediaFLO. Issues of royalty for developers of these different incompatible technologies, investments made and differing local conditions shall make it difficult to agree on a unified standard in a very near future. Despite this shortcoming, mobile TV has shown very good market potential. There are a number of challenges that still exist for regulators, investors and technology developers but the future looks bright. There is need for mobile telephone operators to cooperate with content providers and those operating terrestrial digital broadcasting infrastructure for mutual benefit. Keywords: Broadcasting to handheld, broadcasting value chain, Digital broadcasting, mobile TV.

Authors: Todor Penchev, Dimitar Karastojanov, Ivan Altaparmakov
Abstract:
For briquetting of metal chips are used hydraulic and mechanical presses. The density of the briquettes in this case is about 60% - 70 % on the density of solid metal. In this work are presented the results of experimental studies for briquetting of metal chips, by using a new technology for impact briquetting. The used chips are by Armco iron, steel, cast iron, copper, aluminum and brass. It has been found that: (i) in a controlled impact the density of the briquettes can be increases up to 30%; (ii) at the same specific impact energy Es (J/sm3) the density of the briquettes increases with increasing of the impact velocity; (iii), realization of the repeated impact leads to decrease of chips density, which can be explained by distribution of elastic waves in the briquette. Keywords: Briquetting, chips briquetting, impact briquetting.

Authors: Roscoe McLean, Jared Padayachee, Glen Bright
Abstract:
There is currently a gap in the technology covering the rapid establishment of control after a reconfiguration in a Reconfigurable Manufacturing System. This gap involves the detection of the factory floor state and the communication link between the factory floor and the high-level software. In this paper, a thin, hardware-supported Middleware Management System (MMS) is proposed and its design and implementation are discussed. The research found that a cost-effective localization technique can be combined with intelligent software to speed up the ramp-up of a reconfigured system. The MMS makes the process more intelligent, more efficient and less time-consuming, thus supporting the industrial implementation of the RMS paradigm. Keywords: Intelligent systems, middleware, reconfigurable manufacturing.

Authors: Humayun Rashid, Lin Zhao
Abstract:
Retention in the IT profession is critical for organizations to stay competitive and operate reliably in the dynamic business environment. Most organizations rely on compensation and rewards as primary tools to enhance retention of employees. In this quantitative survey-based study conducted at a large global bank, we analyze the perceptions of 575 information technology (IT) software professionals in India and Malaysia and find that fairness of rewards has very little impact on retention likelihood. It is far more important to actively involve employees in organizational activities. In addition, our findings indicate that involvement is far more important than information flow: the typical organizational communication to keep employees informed. Keywords: fairness of rewards, information flow, informationinvolvement, retention

Authors: Ilze Stokmane
Abstract:
Baltic competitiveness is quite controversial. In a situation with the rapid structural changes, economy develops in balance very rarely - in different fields will always be more rapid changes in another more stagnation. Analyzing different economic indices developed by international organizations the situation in three Baltic countries are described from a different competitiveness positions highlighting strengths and weaknesses of each country. Exploring the openness of the economy, it is possible to observe certain risks included in the reports describing situation of competitiveness where government policies competing in the tax system, the rates of labour market policies, investment environment, etc. This is a very important factor resulting in competitive advantage. Baltic countries are still at a weak position from a technological perspective, and need to borrow the knowledge and technology from more developed countries.

Authors: Nabil Sultan
Abstract:
A great deal has been written on Massive Open Online Courses (MOOCs) since 2012 (considered by some as the year of the MOOCs). The emergence of MOOCs caused a great deal of interest amongst academics and technology experts as well as ordinary people. Some of the authors who wrote on MOOCs perceived it as the next big thing that will disrupt education. Other authors saw it as another fad that will go away once it ran its course (as most fads often do). But MOOCs did not turn out to be a fad and it is still around. Most importantly, they evolved into something that is beginning to look like a viable business model. This paper explores this phenomenon within the theoretical frameworks of disruptive innovations and jobs to be done as developed by Clayton Christensen and his colleagues and its implications for the future of higher education (HE).

Authors: Guelfo Carbone
Abstract:
The paper focuses on Heidegger’s 1919-1920 early research in order to point out his hermeneutical phenomenology of the life-world, arguing that the concept of world (Welt) is the main philosophical trigger for the phenomenology of factical life. Accordingly, the argument of the paper is twofold: First, the phenomenological hermeneutics of facticity is preceded both chronologically and philosophically by an original phenomenological investigation of life-world, in which the world is construed as the context of the givenness of life. Second, the phenomenology of life-world anticipates the question of being (Seinsfrage), but it also follows it, once this latter is shattered, the question of world as event remaining at the very core of Heidegger’s last meditations on the dominion of technology and the post-metaphysical abode of human beings on earth.
