1330 Decision-Making Tool for Planning the Construction of Infrastructure Projects

Abstract:
The aim of this paper is to investigate the key drivers in planning the construction phase for infrastructure projects to reduce project delays. To achieve this aim, the research conducted three case studies using semi-structured and unstructured interviews (n = 59). The results conclude that a lack of modularization awareness is among the key factors attributed to project delays. The current emotive and ill-informed approach to decision-making, coupled with the lack of knowledge regarding appropriate construction method selection, prevents the potential benefits of modularization being fully realized. To assist with decision-making for the best construction method, the research presents project management tools to help decision makers to choose the most appropriate construction approach through optimizing the use of modularization in engineering and construction (EC). A decision-making checklist is presented in this paper. This checklist tool assists the project team in determining the best construction method, taking into consideration the module type.

Abstract:
This paper explores the knowledge and attitude of women and men in decision making on pap smear screening. This qualitative study recruited 52 respondents with 44 women and 8 men, using the purposive sampling with snowballing technique through indepth interviews. This study demonstrates several key findings: Female respondents have better knowledge compared to male. Most of the women perceived that pap smear screening is beneficial and important, but to proceed with the test is still doubtful. Male respondents were supportive in terms of sending their spouses to the health facilities or give more freedom to their wives to choose and making decision on their own health due to prominent reason that women know best on their own health. It is expected that the results from this study will provide useful guideline for healthcare providers to prepare any action/intervention to provide an extensive education to improve people-s knowledge and attitude towards pap smear.Keywords: Attitude, decision making, knowledge, pap smearscreening..

This paper presents an interval-based multi-attribute decision making (MADM) approach in support of the decision process with imprecise information. The proposed decision methodology is based on the model of linear additive utility function but extends the problem formulation with the measure of composite utility variance. Abstract:
This paper presents preference programming technique based multiple criteria decision making analysis for selecting a facility location for a new organization or expansion of an existing facility which is of vital importance for a decision support system and strategic planning process. The implementation of decision support systems is considered crucial to sustain competitive advantage and profitability persistence in turbulent environment. As an effective strategic management and decision making is necessary, multiple criteria decision making analysis supports the decision makers to formulate and implement the right strategy. The investment cost associated with acquiring the property and facility construction makes the facility location selection problem a long-term strategic investment decision, which rationalize the best location selection which results in higher economic benefits through increased productivity and optimal distribution network. Selecting the proper facility location from a given set of alternatives is a difficult task, as many potential qualitative and quantitative multiple conflicting criteria are to be considered. This paper solves a facility location selection problem using preference programming, which is an effective multiple criteria decision making analysis tool applied to deal with complex decision problems in the operational research environment. The ranking results of preference programming are compared with WSM, TOPSIS and VIKOR methods.

Abstract:
This article presents a multiple criteria evaluation approach to uncertainty, vagueness, and imprecision analysis for ranking alternatives with fuzzy data for decision making using the Technique for Order Preference by Similarity to Ideal Solution (TOPSIS). The fighter aircraft evaluation and selection decision making problem is modeled in a fuzzy environment with triangular fuzzy numbers. The fuzzy decision information related to the fighter aircraft selection problem is taken into account in ordering the alternatives and selecting the best candidate. The basic fuzzy TOPSIS procedure steps transform fuzzy decision matrices into matrices of alternatives evaluated according to all decision criteria. A practical numerical example illustrates the proposed approach to the fighter aircraft selection problem.

Abstract:
Human Resources (HR) selection and training have various implementation possibilities depending on an organization’s abilities and peculiarities. We propose to base HR selection and training decisions about on a competence-based approach. HR selection and training of employees are topical as there is room for improvement in this field; therefore, the aim of the research is to propose rational decision-making approaches for an organization HR selection and training choice. Our proposals are based on the training development and competence-based selection approaches created within previous researches i.e. Analytic-Hierarchy Process (AHP) and Linear Programming. Literature review on non-formal education, competence-based selection, AHP form our theoretical background. Some educational service providers in Latvia offer employees training, e.g. motivation, computer skills, accounting, law, ethics, stress management, etc. that are topical for Public Administration. Being effective in every organizational activity has become necessary due to the escalating level of competition in all areas of corporate life. In the context of supply chain management, aircraft supplier selection is currently one of the most crucial activities. It is possible to choose the best aircraft supplier and deliver efficiency in terms of cost, quality, delivery time, economic status, and institutionalization if a systematic supplier selection approach is used. In this study, an effective multiple criteria decision-making methodology, proximity measure method (PMM), is used within a fuzzy environment based on the vague structure of the real working environment. The best appropriate aircraft suppliers are identified and ranked after the proposed multiple criteria decision making technique is used in a real-life scenario.

Every organization is continually subject to new damages and threats which can be resulted from their operations or their goal accomplishment. Methods of providing the security of space and applied tools have been widely changed with increasing application and development of information technology (IT). From this viewpoint, information security management systems were evolved to construct and prevent reiterating the experienced methods. In general, the correct response in information security management systems requires correct decision making, which in turn requires the comprehensive effort of managers and everyone involved in each plan or decision making. Obviously, all aspects of work or decision are not defined in all decision making conditions; therefore, the possible or certain risks should be considered when making decisions. This is the subject of risk management and it can influence the decisions. Investigation of different approaches in the field of risk management demonstrates their progress from quantitative to qualitative methods with a process approach.

Abstract:
Fuzzy set theory and its extensions (intuitionistic fuzzy sets, picture fuzzy sets, and neutrosophic sets) have been widely used to address imprecision and uncertainty in complex decision-making. However, they may struggle with inherent indeterminacy and inconsistency in real-world situations. This study introduces uncertainty sets as a promising alternative, offering a structured framework for incorporating both types of uncertainty into decision-making processes.This work explores the theoretical foundations and applications of uncertainty sets. A novel decision-making algorithm based on uncertainty set-based proximity measures is developed and demonstrated through a practical application: selecting the most suitable stealth combat aircraft.
The results highlight the effectiveness of uncertainty sets in ranking alternatives under uncertainty. Uncertainty sets offer several advantages, including structured uncertainty representation, robust ranking mechanisms, and enhanced decision-making capabilities due to their ability to account for ambiguity.Future research directions are also outlined, including comparative analysis with existing MCDM methods under uncertainty, sensitivity analysis to assess the robustness of rankings,and broader application to various MCDM problems with diverse complexities. By exploring these avenues, uncertainty sets can be further established as a valuable tool for navigating uncertainty in complex decision-making scenarios.

Bridge is an architectural symbol in Iran as Badgir (wind catcher); fire temples and arch are vaults are such. Therefore, from the very old ages, construction of bridges in Iran has mixed with architecture, social customs, alms and charity and holiness. Since long ago, from Mad, Achaemenid, Parthian and Sassanid times which construction of bridges got an inseparable relation with social dependency and architecture, based on those dependency bridges and dams got holy names; as Dokhtar castle and Dokhtar bridges were constructed. This method continued even after Islam and whenever Iranians got free from political fights and the immunity of roads were established the bridge construction did also prospered. In ancient times bridge construction passes through it growing and completion process and in Sassanid time in some way it reached to the peak of art and glory; as after Islam especially during 4th. century (Arab calendar) it put behind a period of glory and in Safavid time it reached to an exceptional glory and magnificence by constructing glorious bridges on Zayandeh Roud River in Isfahan. Having a combined style and changeability into bridge barrier, some of these bridges develop into magnificent constructions. The sustainable structures, mentioned above, are constructed for various reasons as follows: connecting two sides of a river, storing water, controlling floods, using water energy to operate water windmills, making lanes of streams for farms- use, and building recreational places for people, etc. These studies carried in bridges reveals the fact that in construction and designing mentioned above, lots of technological factors have been taken into consideration such as exceeding floods in the rives, hydraulic and hydrology of the rivers and bridges, geology, foundation, structure, construction material, and adopting appropriate executing methods, all of which are being analyzed in this article.Keywords: Hydraulic-Architectural Bridge, Sustainability, Construction

This paper investigates the application of the determinate fuzzy preference programming method for a more nuanced and comprehensive evaluation of stealth aircraft. Traditional methods often struggle to incorporate subjective factors and uncertainties inherent in complex systems like stealth aircraft. Determinate fuzzy preference programming addresses this limitation by leveraging the strengths of determinate fuzzy sets. The proposed novel multiple criteria decision-making algorithm integrates these concepts to consider aspects and criteria influencing aircraft performance. This approach aims to provide a more holistic assessment by enabling decision-makers to observe positive and negative outranking flows simultaneously. By demonstrating the validity and effectiveness of this approach through a practical example of selecting a stealth aircraft, this paper aims to establish the determinate fuzzy preference programming method as a valuable tool for informed decision-making in this critical domain.

The purpose of this paper is to explore the role of cognitive decision effort in recommendation system, combined with indicators "information quality" and "service quality" from IS success model to exam the awareness of the user for the "recommended system performance". A total of 411 internet user answered a questionnaire assessing their attention of use and satisfaction of recommendation system in internet book store. Quantitative result indicates following research results. First, information quality of recommended system has obvious influence in consumer shopping decision-making process, and the attitude to use the system. Second, in the process of consumer's shopping decision-making, the recommendation system has no significant influence for consumers to pay lower cognitive decision-making effort. In Lebanon, public construction projects are awarded to the contractor submitting the lowest bid price based on a competitive bidding process. The contractor has to make a strategic decision in choosing the appropriate bid price that will offer a satisfactory profit with a greater probability to win. A simulation model for bid price decision making based on the lowest bid price evaluation is developed. The model, built using Crystal Ball decisionengineering software, considers two main factors affecting the bidding process: the number of qualified bidders and the size of the project. The validity of the model is tested on twelve separate projects. The study also shows how to use the model to conduct risk analysis and help any specific contractor to decide on his bid price with associated certainty level in a scientific method.Keywords: Bid price, Competition, Decision making, Simulation.

The purpose of this research was to examine the opinion of university students about the possibility of their decision-making by using information and communication technology (ICT). The questionnaire examined young people's values and behaviour associated with e-democracy and the related decision-making. Students are most active online when it comes to finding information connected with their academic responsibilities, but less frequently take part in democratic processes in society, both at the national and local level. E-democracy as a tool can be learned in programmes of Human Rights Education and Citizenship Education.

This paper presents architectural acoustic modeling to estimate reverberation time in room acoustic design using multiple criteria decision making analysis. First, fundamental decision criteria were determined to evaluate the reverberation time in the room acoustic design problem. Then, the proposed model was applied to a practical decision problem to evaluate and select the optimal room acoustic design model. Finally, the optimal acoustic design of the rooms was analyzed and ranked using a multiple criteria decision making analysis method.

European Union candidate status provides a strong motivation for decision-making in the candidate countries in shaping the regional development policy where there is an envisioned transfer of power from center to the periphery. The process of Europeanization anticipates the candidate countries configure their regional institutional templates in the context of the requirements of the European Union policies and introduces new instruments of incentive framework of enlargement to be employed in regional development schemes. It is observed that the contribution of the local actors to the decision making in the design of the allocation architectures enhances the efficiency of the funds and increases the positive effects of the projects funded under the regional development objectives. This study aims at exploring the performances of the three regional development grant schemes in Turkey, established and allocated under the pre-accession process with a special emphasis given to the roles of the national and local actors in decision-making for regional development. Efficiency analyses have been conducted using the DEA methodology which has proved to be a superior method in comparative efficiency and benchmarking measurements. Multidimensional compromise programming evaluation of digital commerce websites is essential not only to have recommendations for improvement, but also to make comparisons with global business competitors. This research provides a multidimensional decision making model that prioritizes the objective criteria weights of various commerce websites using multidimensional compromise solution. Evaluation of digital commerce website quality can be considered as a complex information system structure including qualitative and quantitative factors for a multicriteria decision making problem. The proposed multicriteria decision making approach mainly consists of three sequential steps for the selection problem. In the first step, three major different evaluation criteria are characterized for website ranking problem. In the second step, identified critical criteria are weighted using the standard deviation procedure. In the third step, the multidimensional compromise programming is applied to rank the digital commerce websites.

Data envelopment analysis (DEA), a popular linear programming technique is useful to rate comparatively operational efficiency of decision making units (DMU) based on their deterministic (not necessarily stochastic) input–output data and factor analysis techniques, have been proposed as data reduction and classification technique, which can be applied in data envelopment analysis (DEA) technique for reduction input – output data. Abstract:
Neutrosophic logic decision analysis is proposed as a method of stealth fighter aircraft selection for Turkish Air Force. The opinion of experts is employed to rank the alternatives across a set of criteria. The analyst uses neutrosophic logic numbers to describe the experts' preferences. This approach can handle the situation in the case of unavailability of precise data, which is most commonly the case in stealth fighter aircraft selection. Neutrosophic logic numbers can consider the imprecision of the factors affecting decision making such as stealth analysis, survivability analysis, and performance analysis. Neutrosophic logic ranking is achieved using weighted arithmetic operator and weighted geometric operator and the alternatives are ranked from best to worst. An example is also presented to illustrate the applicability and effectiveness of the proposed method.

Abstract:
The purpose of this study is to examine the self and decision making levels of students receiving education in schools of physical training and sports. The population of the study consisted 258 students, among which 152 were male and 106 were female ( X age=19,3713 + 1,6968), that received education in the schools of physical education and sports of Selcuk University, Inonu University, Gazi University and Karamanoglu Mehmetbey University. In order to achieve the purpose of the study, the Melbourne Decision Making Questionnary developed by Mann et al. (1998) [1] and adapted to Turkish by Deniz (2004) [2] and the Self-Esteem Scale developed by Aricak (1999) [3] was utilized. For analyzing and interpreting data Kolmogorov-Smirnov test, t-test and one way anova test were used, while for determining the difference between the groups Tukey test and Multiple Linear Regression test were employed and significance was accepted at P<0,05. SPSS (Statistical package for social sciences) package software was used for evaluating the data and finding out the calculated values. In conclusion of the present study, while cautious, avoidant and postponing decision making levels of male students were found out to be higher than female students, panic decision making levels of female students were found out to be higher than that of male students. While cautious, avoidant and panicdriven decision making levels of the students attending to the first grade were found out to be higher than these of the fourth grades, for the students attending to the fourth grade influential decision making levels were found out to be higher. While male students were found out to be having relatively higher self value, self confidence and self sufficiency levels, for female students achieving, productivity and depressive affect were found out to be higher in comparison with male students. While self values, achieving and productivity levels of the students attending to the first grade were found out to be higher than those of fourth grade students, fourth grade students were determined to have higher self-confidence, depressive affection and self-sufficiency levels. In this paper, some key factors (range, battery, engine, maximum speed, acceleration) that customers should consider while purchasing an electric passenger car for daily use are discussed. Arabs have a rhetorical heritage which has greatly contributed to the monitoring and analyzing of the rhetoric of the Holy Quran, Hadith, and Arabic texts on poetry and oratory. But Arab scholars - as far as the researcher knows – have not contributed to monitoring and analyzing the rhetoric of digital Arabic discourse although it has prominence, particularly in social media and has strong effectiveness in the political and social life of Arab society. This discourse has made its impact by using very new rhetorical techniques in language, voice, image, painting and video clips which are known as “Multimedia” and belong to “Digital Rhetoric”. This study suggests that it is time to draw the attention of Arab scholars and invite them to monitor and analyze the rhetoric of digital Arabic discourse.

Abstract:
In this paper, a neutrosophic multiple criteria decision analysis method is proposed to select stealth fighter aircraft. Neutrosophic multiple criteria decision analysis methods are used to analyze the neutrosophic environment and give results under uncertainty and incompleteness. Neutrosophic numbers are used to evaluate alternatives over a set of evaluation criteria in decision making problems. Finally, the proposed model is applied to a practical decision problem for selecting stealth fighter aircraft.

Abstract:
Supplier selection is considered as one of the most critical issues encountered by operations and purchasing managers to sharpen the company’s competitive advantage. In this paper, a novel fuzzy multi-criteria group decision making approach integrating quality function deployment (QFD) and decision making trial and evaluation laboratory (DEMATEL) method is proposed for supplier selection. The proposed methodology enables to consider the impacts of inner dependence among supplier assessment criteria. A house of quality (HOQ) which translates purchased product features into supplier assessment criteria is built using the weights obtained by DEMATEL approach to determine the desired levels of supplier assessment criteria. Supplier alternatives are ranked by a distance-based method.

Abstract:
The entropy of intuitionistic fuzzy sets is used to indicate the degree of fuzziness of an interval-valued intuitionistic fuzzy set(IvIFS). In this paper, we deal with the entropies of IvIFS. Firstly, we propose a family of entropies on IvIFS with a parameter λ ∈ [0, 1], which generalize two entropy measures defined independently by Zhang and Wei, for IvIFS, and then we prove that the new entropy is an increasing function with respect to the parameter λ. Furthermore, a new multiple attribute decision making (MADM) method using entropy-based attribute weights is proposed to deal with the decision making situations where the alternatives on attributes are expressed by IvIFS and the attribute weights information is unknown. Finally, a numerical example is given to illustrate the applications of the proposed method.

Abstract:
This study examined the association between creative performance, organizational climate and leadership, affectivity, shared flow, and group decision making. The sample consisted of 315 cadets of a military academic unit of South America. Satisfaction with the decision-making process during a creative task was associated with the usefulness and effectiveness of the ideas generated by the teams with a weighted average correlation of r = .18. Organizational emotional climate, positive and innovation leadership were associated with this group decision-making process r = .25, with shared flow, r = .29 and with positive affect felt during the performance of the creative task, r = .12. In a sequential mediational analysis positive organizational leadership styles were significantly associated with decision-making process and trough cohesion with utility and efficacy of the solution of a creative task. Abstract:
Purpose of this paper is two-folded. At first it explains the major problems that are causing stagnation in brownfield redevelopment. In addition, these problems given the context of the present multi-actor built environment are becoming more complex to observe. Therefore, this paper suggests also a prospective decisionmaking approach that is the most appropriate to observe and react on the given stagnation problems. Such an approach should be regarded as prescriptive-interactive decision-making approach, a barely established branch. This approach should offer models that have prescriptive as well as an interactive component enabling them to successfully cope with the multi-actor environment. Overall, this paper provides up-to-date insight on the brownfield stagnation by gradually introducing the nowadays major problems and offers a prospective decision-making approach how these problems could be tackled.Keywords: BR, decision-making approach, stagnation, the Netherlands.

Abstract:
The concept of national security in Iran is a permanently effective factor in acceptance or rejection of many international obligations. These obligations had been defined according to the type of legislation of Iran in many aspects. Therefore, there are several treaties at international level which requires Iran’s security to come in contact with obligations in these treaties in a way that an obstacle to join to them and their passage in parliament. This issue is a typical category which every country pays attention to be accepted in treaties or to include their national security in that treaties and also they can see the related treaties from this perspective, but this issue that 'what is the concept of Iran’s national security', and 'To what extent it is changed in recent years, especially after Islamic Revolution' are important issues that can be criticized. Thus, this study is trying to assess singed treaties from the perspective of Iran’s national security according of the true meaning of treaty and to investigate how the international treaties may be in conflict with Iran’s national security.

Abstract:
Financial literacy is one of the key factors needed in making informed financial decisions. As businesses continue to be more profit driven, more financial and economic intrigues arise that continue to put individuals at the risk of spending more and more without considering the short term and long term effects. We conducted a study to assess financial literacy and financial decision making among Emiratis. Our results show that financial literacy is lacking among Emiratis. Also, almost half of respondents owe loans to other peoples and 1/5 of them have bank loans. We expect that the outcome of this research will be useful for designing educational programs and policies to promote financial planning and security among Emiratis. We also posit that deeper and more informed understanding of this problem is a precursor for developing effective financial education programs with the aim of improving financial decision- making among Emiratis.
