Abstract:
This study starts with the review on the role of external assistance to fragile states where the state lacks the capacity to provide better quality lives for its people. One of the tools being the Official Development Assistance, this paper focuses on the its disbursement patterns to fragile states that targets women's empowerment and gender equality to verify where donors stand on their actions on fragile states. The findings show that whereas donors have increased their aid volume with gender equality objectives in absolute terms, it is still lacking when compared to total amount. Hence, donors need to further strengthen their commitment to promoting gender equality in its aid activities as well as to allocate more assistance with significant and principal objectives on gender.

Abstract:
This paper proposes, implements and evaluates an original discretization method for continuous random variables, in order to estimate the reliability of systems for which stress and strength are defined as complex functions, and whose reliability is not derivable through analytic techniques. This method is compared to other two discretizing approaches appeared in literature, also through a comparative study involving four engineering applications. The results show that the proposal is very efficient in terms of closeness of the estimates to the true (simulated) reliability. In the study we analyzed both a normal and a non-normal distribution for the random variables: this method is theoretically suitable for each parametric family.

Abstract:
The shift towards decision making (DM) based on artificial intelligence (AI) techniques will change the way in which consumer markets and our societies function. Through AI, predictive analytics is being used by businesses to identify these patterns and major trends with the objective to improve the DM and influence future business outcomes. This paper proposes an Artificial Neural Network (ANN) approach to predict the success of telemarketing calls for selling bank long-term deposits. To validate the proposed model, we uses the bank marketing data of 41188 phone calls. The ANN attains 98.93% of accuracy which outperforms other conventional classifiers and confirms that it is credible and valuable approach for telemarketing campaign managers.

Abstract:
Powder of La0.6Sr0.4CoO3-α (LSCO) was synthesized by a combined citrate-EDTA method. The as-synthesized LSCO powder was calcined, respectively at temperatures of 800, 900 and 1000 °C with different heating/cooling rates which are 2, 5, 10 and 15 °C min-1. The effects of heat treatments on the phase formation of perovskite phase of LSCO were investigated by powder X-ray diffraction (XRD). The XRD patterns revealed that the rate of 5 °C min-1 is the optimum heating/cooling rate to obtain a single perovskite phase of LSCO with calcination temperature of 800 °C. This result was confirmed by a thermogravimetric analysis (TGA) as it showed a complete decomposition of intermediate compounds to form oxide material was also observed at 800 °C.Keywords: La0.6Sr0.4CoO3-α, heat treatment, perovskite-type oxide, XRD.

Biometric measures of one kind or another have been used to identify people since ancient times, with handwritten signatures, facial features, and fingerprints being the traditional methods. Of late, Systems have been built that automate the task of recognition, using these methods and newer ones, such as hand geometry, voiceprints and iris patterns. These systems have different strengths and weaknesses. This work is a two-section composition. In the starting section, we present an analytical and comparative study of common biometric techniques. The performance of each of them has been viewed and then tabularized as a result. The latter section involves the actual implementation of the techniques under consideration that has been done using a state of the art tool called, MATLAB. This paper is concerned with the ways in which Assisted Reproductive Technologies (ARTs) affect women’s lives and perceptions regarding their infertility, contraception and reproductive health. The paper is based on a qualitative feminist survey study to explore and analyze issues arising from the use of ARTs by women in New Delhi, the capital of India. A rapid growth in the number of fertility clinics has been noticed recently. A critical analysis of interviews revealed that these technologies are used and developed for making profits at the cost of women’s lives. Abstract:
Dropout rates in higher educational institutions pose significant challenges for both students and institutions, with poor mental health (MH) emerging as a key risk factor. Healthcare college students, including medical students, are particularly vulnerable to MH issues due to the demanding academic schedules they face. Poor mental health (MH) would be considered as a key risk factor for dropout from higher educational institutions that pose significant challenges for both students and institutions. And, inadequate food access (FA) has been related to poor MH. Given that targeted students may experience multiple risk factors for poor MH and vulnerable FA, the study aims to clarify the relationship between MH and FA to enhance student well-being. A cross-sectional design was used to explore the association between MH status and FA among 421 students (147 male, 274 female). Participants completed two questionnaires assessing MH and FA during winter 2022. The mean MH score was 6.7 ± 4.6, with higher scores indicating worse MH (max. score 27). While year-round FA showed no significant association with MH, FA during winter was significantly associated with MH (p = 0.01). Although car ownership did not directly impact MH, it was significantly associated with FA (p < 0.01), thus indirectly influencing MH. Our findings underscore the importance of FA in promoting MH, particularly during winter. Adopting a lifestyle that facilitates easier FA may be beneficial for MH, given its indirect association with MH outcomes. These insights emphasize the significance of addressing FA-related challenges to enhance student’s mental well-being.

The tree structured approach of non-uniform filterbank (NUFB) is normally used in perfect reconstruction (PR). The PR is not always feasible due to certain limitations, i.e, constraints in selecting design parameters, design complexity and some times output is severely affected by aliasing error if necessary and sufficient conditions of PR is not satisfied perfectly. Therefore, there has been generalized interest of researchers to go for near perfect reconstruction (NPR). In this proposed work, an optimized tree structure technique is used for the design of NPR non-uniform filterbank. Window functions of Blackman family are used to design the prototype FIR filter. A single variable linear optimization is used to minimize the amplitude distortion. The proliferation of web application and the pervasiveness of mobile technology make web-based attacks even more attractive and even easier to launch. Web Application Firewall (WAF) is an intermediate tool between web server and users that provides comprehensive protection for web application. WAF is a negative security model where the detection and prevention mechanisms are based on predefined or user-defined attack signatures and patterns. However, WAF alone is not adequate to offer best defensive system against web vulnerabilities that are increasing in number and complexity daily. This paper presents a methodology to automatically design a positive security based model which identifies and allows only legitimate web queries. The paper shows a true positive rate of more than 90% can be achieved.

Abstract:
In this paper, a compact wide-band, ultra-thin and flexible slot antenna intended for wearable applications is presented. The presented antenna is designed to provide Wireless Local Area Network (WLAN) and Long Term Evolution (LTE) connectivity. The presented design exhibits a relatively wide bandwidth (1600-3500 MHz below -6 dB impedance bandwidth limit). The antenna is positioned on a 33 mm x 30 mm flexible substrate with a thickness of 50 µm. Antenna properties, such as the far-field radiation patterns, scattering parameter S11 are provided. The presented compact, thin and flexible design along with excellent radiation characteristics are deemed suitable for integration into flexible and wearable devices.Keywords: Wearable Electronics, Slot Antenna, LTE, WLAN.

In this paper we have proposed three and two stage still gray scale image compressor based on BTC. In our schemes, we have employed a combination of four techniques to reduce the bit rate. They are quad tree segmentation, bit plane omission, bit plane coding using 32 visual patterns and interpolative bit plane coding. The experimental results show that the proposed schemes achieve an average bit rate of 0.46 bits per pixel (bpp) for standard gray scale images with an average PSNR value of 30.25, which is better than the results from the exiting similar methods based on BTC.Keywords: Bit plane, Block Truncation Coding, Image compression, lossy compression, quad tree segmentation

The International Classification of Primary Care (ICPC), which belongs to the WHO Family of International Classifications (WHO-FIC), has a low granularity, which is convenient for describing general medical practice. However, its lack of specificity makes it useful to be used along with an interface terminology. An international survey has been performed, using a questionnaire sent by email to experts from 25 countries, in order to describe the terminologies interfacing with ICPC. Eleven interface terminologies have been identified, developed in Argentina, Australia, Belgium (2), Canada, Denmark, France, Germany, Norway, South Africa, and The Netherlands. Globally, these systems have been poorly assessed until now.

People usually have a telephone voice, which means they adjust their speech to fit particular situations and to blend in with other interlocutors. The question is: Do we speak differently to different people? This possibility has been suggested by social psychologists within Accommodation Theory [1]. Converging toward the speech of another person can be regarded as a polite speech strategy while choosing a language not used by the other interlocutor can be considered as the clearest example of speech divergence [2]. The present study sets out to investigate such processes in the course of everyday telephone conversations. Using Joos-s [3] model of formality in spoken English, the researchers try to explore convergence to or divergence from the addressee. Abstract:
Plant growth is affected by the osmotic stress as well as toxicity of salt in leaves. In order to study of salt stress effects on stomatal conductance and growth rate and relationship between them as wells osmotic and Na+-specific effects on these traits, four bread wheat genotypes differing in salt tolerance were selected. Salinity was applied when the leaf 4 was fully expanded. Sodium (Na+) concentrations in flag leaf blade at 3 salinity levels (0, 100 and 200 mM NaCl) were measured. Salt-tolerant genotypes showed higher stomatal conductance and growth rate compared to salt-sensitive ones. After 10 and 20 days exposure to salt, stomatal conductance and relative growth rate were reduced, but the reduction was greater in sensitive genotypes. Growth rate was reduced severely in the first period (1-10 days) of salt commencements and it was due to osmotic effect of salt not Na+ toxicity. In the second period (11-20 days) after salt treatment growth reduced only when salt accumulated to toxic concentrations in the leaves. A positive relationship between stomatal conductance and relative growth rate showed that stomatal conductance can be a reliable indicator of growth rate, and finally can be considered as a sensitive indicator of the osmotic stress. It seems 20 days after salinity, the major effect of salt, especially at low to moderate salinity levels on growth properties was due to the osmotic effect of salt, not to Na+-specific effects within the plant.

Nowadays, hard disk is one of the most popular storage components. In hard disk industry, the hard disk drive must pass various complex processes and tested systems. In each step, there are some failures. To reduce waste from these failures, we must find the root cause of those failures. Conventionall data analysis method is not effective enough to analyze the large capacity of data. In this paper, we proposed the Hough method for straight line detection that helps to detect straight line defect patterns that occurs in hard disk drive. The proposed method will help to increase more speed and accuracy in failure analysis.

Traditional methods for data analysis are insufficient. This paper delves into the data mining technology to determine its application in the analysis of building energy consumption data including energy consumption prediction, fault diagnosis, and optimal operation. Recent literature are reviewed and summarized, the problems faced by data mining technology in the area of energy consumption data analysis are enumerated, and research points for future studies are given.

Abstract:
Self-organizing map (SOM) provides both clustering and visualization capabilities in mining data. Dynamic self-organizing maps such as Growing Self-organizing Map (GSOM) has been developed to overcome the problem of fixed structure in SOM to enable better representation of the discovered patterns. However, in mining large datasets or historical data the hierarchical structure of the data is also useful to view the cluster formation at different levels of abstraction. In this paper, we present a technique to generate concept trees from the GSOM. The formation of tree from different spread factor values of GSOM is also investigated and the quality of the trees analyzed. The results show that concept trees can be generated from GSOM, thus, eliminating the need for re-clustering of the data from scratch to obtain a hierarchical view of the data under study.

In this study spatial-temporal speckle correlation techniques have been applied for the quality evaluation of three different Indian fruits namely apple, pear and tomato for the first time. The method is based on the analysis of variations of laser light scattered from biological samples. The results showed that crosscorrelation coefficients of biospeckle patterns change subject to their freshness and the storage conditions. The biospeckle activity was determined by means of the cross-correlation functions of the intensity fluctuations. Significant changes in biospeckle activity were observed during their shelf lives. From the study, it is found that the biospeckle activity decreases with the shelf-life storage time. Further it has been shown that biospeckle activity changes according to their respiration rates.

Purpose: The fear of falling is a major concern among the elderly. Sixty-five percent of individuals older than 60 years of age experience loss of balance often on a daily basis. Therefore, balance assessment in the elderly deserves special attention due to its importance in functional mobility and safety. This study aimed at assessing balance performance and comparing some anthropometric parameters among a Nigerian non-institutionalized elderly population.
Methods: Sixty one elderly subjects (31 males and 30 females) participated in this study. Their ages ranged between 62 and 84 years. Ability to maintain balance was assessed using Functional Reach Test (FRT) and Sharpened Romberg Test (SRT). Anthropometric data including age, weight, height, arm length, leg length, bi-acromial breadth, foot length and trunk length were also collected. Analysis was done using Pearson’s Product Moment Correlation Coefficient and Independent T-test, while level of significance was set as p<0.05.
Results: Age-related significant relationship was observed between balance performance and bi-acromial breadth among the elderly population. Gender and visual input also had a significant influence on balance performance. Other anthropometric variables (age, weight, height, arm length, leg length, foot length and trunk length) showed no significant relationship with balance performance among this elderly sample.
Conclusion: Only specific anthropometric variables may affect balance performances among the healthy elderly. The study further highlights the need for routine assessment of both static and dynamic balance to detect and appropriately manage aging-related diseases which could affect balance in the elderly.

Convenient sampling method used in this study in which the students were selected based on the grouping assigned by the faculty. There were 214 undergraduates who registered the probability courses had participated in this study. Mathematics Anxiety Rating Scale (MARS) was the instrument used in study which used to determine students’ anxiety level towards probability. Reliability and validity of instrument was done before the major study was conducted. In the major study, students were given briefing about the study conducted. Participation of this study was voluntary. Students were given consent form to determine whether they agree to participate in the study. Duration of two weeks was given for students to complete the given online questionnaire. The data collected will be analyzed using Statistical Package for the Social Sciences (SPSS) to determine the level of anxiety. There were three anxiety level, i.e., low, average and high. Students’ anxiety level was determined based on their scores obtained compared with the mean and standard deviation. If the scores obtained were below mean and standard deviation, the anxiety level was low. If the scores were at below and above the mean and between one standard deviation, the anxiety level was average. If the scores were above the mean and greater than one standard deviation, the anxiety level was high. Results showed that both of genders were having average anxiety level. Among low, average and high anxiety level, frequency of males were found to be higher as compared to females. Hence, the mean values obtained for males (M = 3.62) was higher than females (M = 3.42). In order to be significant of anxiety level among the gender, the p-value should be less than .05. The p-value obtained in this study was .117. However, this value was greater than .05. Thus, there was no significant difference of anxiety level among the gender. In other words, there was no relationship of anxiety level with the gender.Keywords: Anxiety level, gender, mathematics anxiety, probability and statistics.

Abstract:
Finding suitable non-supersingular elliptic curves for pairing-based cryptosystems becomes an important issue for the modern public-key cryptography after the proposition of id-based encryption scheme and short signature scheme. In previous work different algorithms have been proposed for finding such elliptic curves when embedding degree k ∈ {3, 4, 6} and cofactor h ∈ {1, 2, 3, 4, 5}. In this paper a new method is presented to find more non-supersingular elliptic curves for pairing-based cryptosystems with general embedding degree k and large values of cofactor h. In addition, some effective parameters of these non-supersingular elliptic curves are provided in this paper.Keywords: Family of group order, kth root of unity, non-supersingular elliptic curves polynomial field.

Abstract:
Pipa is one of the most important Chinese traditional plucked instruments, but its directivity has never been measured systematically. In western, directivity of loudness for western instruments is deeply researched through analysis of sound pressure level, whereas the directivity of timbre is seldom studied. In this paper, a new method for directivity of timbre was proposed, and horizontal directivity patterns of loudness and timbre of Pipa were measured. Directivity of Pipa radiation was measured in an anechoic room. The sound of Pipa played by a musician was recorded simultaneously by 32 microphones with Pipa in the center. The measuring results were examined through listening test. According to the measurement of Pipa directivity radiation, we put forward the best localization of Pipa in the Chinese traditional orchestra and the optimal recording region.Keywords: Directivity, Pipa, Roughness, Listening test.

Abstract:
Pattern discovery from time series is of fundamental importance. Particularly, when information about the structure of a pattern is not complete, an algorithm to discover specific patterns or shapes automatically from the time series data is necessary. The dynamic time warping is a technique that allows local flexibility in aligning time series. Because of this, it is widely used in many fields such as science, medicine, industry, finance and others. However, a major problem of the dynamic time warping is that it is not able to work with structural changes of a pattern. This problem arises when the structure is influenced by noise, which is a common thing in practice for almost every application. This paper addresses this problem by means of developing a novel technique called adaptive dynamic time warping.

Abstract:
Web usage mining algorithms have been widely utilized for modeling user web navigation behavior. In this study we advance a model for mining of user-s navigation pattern. The model makes user model based on expectation-maximization (EM) algorithm.An EM algorithm is used in statistics for finding maximum likelihood estimates of parameters in probabilistic models, where the model depends on unobserved latent variables. The experimental results represent that by decreasing the number of clusters, the log likelihood converges toward lower values and probability of the largest cluster will be decreased while the number of the clusters increases in each treatment.Keywords: Web Usage Mining, Expectation maximization, navigation pattern mining.
