1247 Towards Achieving Energy Efficiency in Kazakhstan

Abstract:
Kazakhstan is currently one of the dynamically developing states in its region. The stable growth in all sectors of the economy leads to a corresponding increase in energy consumption. Thus country consumes significant amount of energy due to the high level of industrialisation and the presence of energy-intensive manufacturing such as mining and metallurgy which in turn leads to low energy efficiency. With allowance for this the Government has set several priorities to adopt a transition of Republic of Kazakhstan to a “green economy”. This article provides an overview of Kazakhstan’s energy efficiency situation in for the period of 1991- 2014. First, the dynamics of production and consumption of conventional energy resources are given. Second, the potential of renewable energy sources is summarised followed by the description of GHG emissions trends in the country. Third, Kazakhstan’ national initiatives, policies and locally implemented projects in the field of energy efficiency are described.

Abstract:
One of the most important problems to solve is eye location for a driver fatigue monitoring system. This paper presents an efficient method to achieve fast and accurate eye location in grey level images obtained in the real-word driving conditions. The structure of eye region is used as a robust cue to find possible eye pairs. Candidates of eye pair at different scales are selected by finding regions which roughly match with the binary eye pair template. To obtain real one, all the eye pair candidates are then verified by using support vector machines. Finally, eyes are precisely located by using binary vertical projection and eye classifier in eye pair images. The proposed method is robust to deal with illumination changes, moderate rotations, glasses wearing and different eye states. Abstract:
This study proposes a novel recommender system to provide the advertisements of context-aware services. Our proposed model is designed to apply a modified collaborative filtering (CF) algorithm with regard to the several dimensions for the personalization of mobile devices – location, time and the user-s needs type. In particular, we employ a classification rule to understand user-s needs type using a decision tree algorithm. In addition, we collect primary data from the mobile phone users and apply them to the proposed model to validate its effectiveness. Abstract:
The effectiveness of a commercial bee attractant, synthetic honey bee queen mandibular pheromone (Fruit Boost®) for enhancing pollination of Gossypium hirsutum was evaluated in a transgenic (Bt) cotton crop. The study assessed the number of bee visitations to blossoms of plants treated with Fruit Boost® as well, as effects on fruit set, yield, and lint quality. Bee activity on plots sprayed with pheromone concentrations of 50 and 500 queen equivalents (QEQ) /ha did not differ significantly from water-only control, on the day of application or the subsequent day. Application of the pheromone did not increase fruit set, yield, or lint quality. Two consecutive pheromone applications, applied two days apart, were not significantly different from a single application for any parameter.

Abstract:
Open and distance learning is a fairly new concept in Malawi. The major public provider, the Malawi College of Distance Education, rolled out its activities only about 40 years ago. Over the years, the demand for distance education has tremendously increased. The present government has displayed positive political will to uplift ODL as outlined in the Malawi Growth and Development Strategy as well as the National Education Sector Plan. A growing national interest in education coupled with political stability and a booming ICT industry also raise hope for success. However, a fragile economy with a GNI per capita of -US$ 200 over the last decade, poor public funding, erratic power supply and lack of expertise put strain on efforts towards the promotion of ODL initiatives. Despite the challenges, the nation appears determined to go flat out and explore all possible avenues that could revolutionise education access and equity through ODL.Keywords: challenges, distance education, Malawi, openlearning, prospects.

Abstract:
As a result of traffic congestion caused by sightseeing and shuttle buses using park-and-ride parking lot near sightseeing spot, the waiting time for tourist increases. In this paper, when bus parking lot near sightseeing spot are overcrowded and full, a model for tourists getting off a bus on a congested road and transfer to the sightseeing spot by foot is proposed and verified. A model of getting off a bus on a congested road when the sightseeing parking lot is overcrowded was considered by the case analysis. As a result, effectiveness of the model of getting off a bus on a congested road could be quantitatively verified for times when parking capacity is exceeded and the bus parking lot next to the sightseeing spot is overcrowded.Keywords: Transportation demand management, Park-and-ride, Traffic congestion, Tourist satisfaction.

Due to historical perspective with the people of North Korea, the young generation has embraced different view of ethnic nationalism. This study examines the youth involvement in politics in line with their level of acceptance the practice of democracy. The increase usage of new media has shown great results in the survey results whereby the youth used as a platform to gain political information and brought higher degree of their sociopolitical interests among them. Abstract:
This paper investigates the problem of blind speech separation from the speech mixture of two speakers. A voice activity detector employing the Steered Response Power - Phase Transform (SRP-PHAT) is presented for detecting the activity information of speech sources and then the desired speech signals are extracted from the speech mixture by using an optimal beamformer. For evaluation, the algorithm effectiveness, a simulation using real speech recordings had been performed in a double-talk situation where two speakers are active all the time. Evaluations show that the proposed blind speech separation algorithm offers a good interference suppression level whilst maintaining a low distortion level of the desired signal.Keywords: Blind speech separation, voice activity detector, SRP-PHAT, optimal beamformer.

Abstract:
The purpose of this report is to suggest a new methodology for the assessment of the comparative efficiency of the reforms made in different countries by an integral index. We have highlighted the reforms made in post-crisis period in 21 former socialist countries. The integral index describes the social-economic development level. The integral index contains of six indexes: The Global Competitiveness Index, Doing Business, The Corruption Perception, The Index of Economic Freedom, The Human Development, and The Democracy Index, which are reported by different international organizations. With the help of our methodology we first summarized the above-mentioned 6 indexes and attained 1 general index, besides, our new method enables us to assess the comparative efficiency of the reforms made in different countries by analyzing them. The purpose is to reveal the opportunities and threats of socialeconomic reforms in different directions.

Abstract:
Certain systems can function well only if they recognize the sound environment as humans do. In this research, we focus on sound classification by adopting a convolutional neural network and aim to develop a method that automatically classifies various environmental sounds. Although the neural network is a powerful technique, the performance depends on the type of input data. Therefore, we propose an approach via a slice bispectrogram, which is a third-order spectrogram and is a slice version of the amplitude for the short-time bispectrum. This paper explains the slice bispectrogram and discusses the effectiveness of the derived method by evaluating the experimental results using the ESC‑50 sound dataset. As a result, the proposed scheme gives high accuracy and stability. Furthermore, some relationship between the accuracy and non-Gaussianity of sound signals was confirmed.

This paper deals with the design of a moving sliding surface in a variable structure plant for a second order system. The chattering phenomena is also dealt with during the switching process for an unstable sliding surface condition. The simulation examples considered in this paper shows the effectiveness of the sliding mode control method used for the design of the moving sliding surfaces. A simulink model of the continuous system was also developed in MATLAB-SIMULINK for the design and hence demonstrated. Abstract:
In this paper, the exponential stability of periodic solutions in inertial neural networks with unbounded delay are investigated. First, using variable substitution the system is transformed to first order differential equation. Second, by the fixed-point theorem and constructing suitable Lyapunov function, some sufficient conditions guaranteeing the existence and exponential stability of periodic solutions of the system are obtained. Finally, two examples are given to illustrate the effectiveness of the results.

Abstract:
This paper studies the mean square exponential synchronization problem of a class of stochastic neutral type chaotic neural networks with mixed delay. On the Basis of Lyapunov stability theory, some sufficient conditions ensuring the mean square exponential synchronization of two identical chaotic neural networks are obtained by using stochastic analysis and inequality technique. These conditions are expressed in the form of linear matrix inequalities (LMIs), whose feasibility can be easily checked by using Matlab LMI Toolbox. The feedback controller used in this paper is more general than those used in previous literatures. One simulation example is presented to demonstrate the effectiveness of the derived results.

Abstract:
This paper presents a new technique of compensation of the effect of variation parameters in the direct field oriented control of induction motor. The proposed method uses an adaptive tuning of the value of synchronous speed to obtain the robustness for the field oriented control. We show that this adaptive tuning allows having robustness for direct field oriented control to changes in rotor resistance, load torque and rotational speed. The effectiveness of the proposed control scheme is verified by numerical simulations. Hence, verifying the determinants of turnover intention is one of the most important research issues. This study tested the influence of perceived organizational support and abusive supervision on employee’s turnover intention. In addition, mediating roles of psychological contract and emotional exhaustion were examined. Data from 255 Korean employees supported all hypotheses Implications for research and directions for future research are discussed.

Therefore, two basic elements of family owned enterprises, family and organizational culture and especially entrepreneurship culture, should be examined closely. Weak damping of low frequency oscillations is a frequent phenomenon in electrical power systems. These frequencies can be damped by power system stabilizers. Unified power flow controller (UPFC), as one of the most important FACTS devices, can be applied to increase the damping of power system oscillations and the more effect of this controller on increasing the damping of oscillations depends on its proper placement in power systems. In this paper, a technique based on controllability is proposed to select proper location of UPFC and the best input control signal in order to enhance damping of power oscillations. The effectiveness of the proposed technique is demonstrated in IEEE 9 bus power system.

In order to analyze large-scale scientific data, research on data exploration and visualization has gained popularity. In this paper, we focus on the exploration and visualization of scientific simulation data, and define a spatial V-Optimal histogram for data summarization. We propose histogram construction algorithms based on a general binary hierarchical partitioning as well as a more specific one, the l-grid partitioning. For effective data summarization and efficient data visualization in scientific data analysis, we propose an optimal algorithm as well as a heuristic algorithm for histogram construction. In this paper, an analytical approach for free vibration analysis of rectangular and circular membranes is presented. The method is based on wave approach. From wave standpoint vibration propagate, reflect and transmit in a structure. Firstly, the propagation and reflection matrices for rectangular and circular membranes are derived. Then, these matrices are combined to provide a concise and systematic approach to free vibration analysis of membranes. Subsequently, the eigenvalue problem for free vibration of membrane is formulated and the equation of membrane natural frequencies is constructed. This research’s objectives were to analyze the using of new media in the form of set up candid clip that affects the product and presenter, to study the effectiveness of using new media in the form of set up candid clip in order to increase the circulation and audience satisfaction and to use the earned information and knowledge to develop the communication for publicizing and advertising via new media. This research is qualitative research based on questionnaire from 50 random sampling representative samples and in-depth interview from experts in publicizing and advertising fields. The findings indicated the positive and negative effects to the brands’ image and presenters’ image of product named “Scotch 100” and “Snickers” that used set up candid clips via new media for publicizing and advertising in Thailand. It will be useful for fields of publicizing and advertising in the new media forms.

Today-s business has inevitably been set in the global supply chain management environment. International transportation has never played such an important role in the global supply chain network, because movement of shipments from one country to another tends to be more frequent than ever before. This paper studies international transportation problems experienced by an international transportation company. Because of the limited fleet capacity, the transportation company has to hire additional trucks from two countries in advance. However, customer-s shipment information is uncertain, and decisions have to be made before accurate information can be obtained. This paper proposes a stochastic mixed 0-1 programming model to solve the international transportation problems under uncertain demand. A series of experiments demonstrate the effectiveness of the proposed stochastic model.

Internet-based education is impacting traditional higher education as online components increasingly become integrated into face- to- face (FTF) courses. The goal of combined internet-based and traditional education is to take full advantage of the benefits of each platform in order to provide an educational opportunity that can promote student learning better than can either platform alone. Research results show that the use of hybrid learning is more effective than online or FTF models in higher education. Due to the potential benefits, an increasing number of institutions are interested in developing hybrid courses, programs, and degrees. Future research should evaluate the effectiveness of hybrid learning. This paper is designed to determine the impact of hybrid learning on higher education.

Cerebellar ataxia is a steadily progressive neurodegenerative disease associated with loss of motor control, leaving patients unable to walk, talk, or perform activities of daily living. Direct motor instruction in cerebella ataxia patients has limited effectiveness, presumably because an inappropriate closed-loop cerebellar response to the inevitable observed error confounds motor learning mechanisms. Could the use of EEG based BCI provide advanced biofeedback to improve motor imagery and provide a “backdoor” to improving motor performance in ataxia patients? Molodstov-s soft sets theory was originally proposed as general mathematical tool for dealing with uncertainty problems. The matrix form has been introduced in soft set and some of its properties have been discussed. However, the formulation of soft matrix in group decision making problem only with equal importance weights of criteria, which does not show the true opinion of decision maker on each criteria. The aim of this paper is to propose a method for solving group decision making problem incorporating the importance of criteria by using soft matrices in a more objective manner. The weight of each criterion is calculated by using the Analytic Hierarchy Process (AHP) method. The strategy of sections is currently set for the policy. OTOP has become the part of the way of community lives around the country. OTOP may be developed under changing into ASEAN economic community in 2015 because of the flow of capitals, productions, and many workers in the region. All sectors are improved for the change. The purposes of study were to study the strength and weakness of the OTOP-creating process via its policy and to lead to the strategy to be able to apply before changing. The methodology is qualitative to study its policy including document and to interview experienced persons. The findings showed that the effort of improvement of all sectors obviously involves with OTOP development. Particularly, the strategic administration of OTOP is in every level of the state, central sector, region, and community.

Abstract:
Intelligent traffic surveillance technology is an issue in the field of traffic data analysis. Therefore, we need the technology to detect moving objects in real-time while there are variations in background and natural light. In this paper, we proposed a Weighted-Center Surround Difference method for object detection in outdoor environments. The proposed system detects objects using the saliency map that is obtained by analyzing the weight of each layers of Gaussian pyramid. In order to validate the effectiveness of our system, we implemented the proposed method using a digital signal processor, TMS320DM6437. Experimental results show that blurred noisy around objects was effectively eliminated and the object detection accuracy is improved.Keywords: Saliency Map, Center Surround Difference, Object Detection, Surveillance System

Abstract:
Support Vector Domain Description (SVDD) is one of the best-known one-class support vector learning methods, in which one tries the strategy of using balls defined on the feature space in order to distinguish a set of normal data from all other possible abnormal objects. As all kernel-based learning algorithms its performance depends heavily on the proper choice of the kernel parameter. This paper proposes a new approach to select kernel's parameter based on maximizing the distance between both gravity centers of normal and abnormal classes, and at the same time minimizing the variance within each class. The performance of the proposed algorithm is evaluated on several benchmarks. The experimental results demonstrate the feasibility and the effectiveness of the presented method.

Abstract:
In May 2009, the International Maritime Organization (IMO) adopted the Hong Kong International Convention for the Safe and Environmentally Sound Recycling of Ships to address the growing concerns about the environmental, occupational health and safety risks related to ship recycling. The aim of the Hong Kong Convention is to provide a legally binding instrument which ensures that the process of ship recycling does not pose risks to human health, safety and to the environment. In this paper, critical analysis of the Hong Kong Convention has been carried out in order to study the effectiveness of the Convention to meet its objectives. The Convention has been studied in detail including its background, main features, major stakeholders, strengths and weaknesses. The Convention, though having several deficiencies, is a major breakthrough in not only recognizing but also dealing with the ill-practices associated with ship recycling.
