592 Target Detection with Improved Image Texture Feature Coding Method and Support Vector Machine

Abstract:
An image texture analysis and target recognition approach of using an improved image texture feature coding method (TFCM) and Support Vector Machine (SVM) for target detection is presented. With our proposed target detection framework, targets of interest can be detected accurately. Cascade-Sliding-Window technique was also developed for automated target localization. Application to mammogram showed that over 88% of normal mammograms and 80% of abnormal mammograms can be correctly identified. The approach was also successfully applied to Synthetic Aperture Radar (SAR) and Ground Penetrating Radar (GPR) images for target detection.

Abstract:
This paper introduces selected composition of conventional concretes and their resulting mechanical properties at different ages of concrete. With respect to utilization of mineral admixtures, fly ash and ground limestone agents were included in addition to pure Portland binder. The proposal of concrete composition remained constant in basic concrete components such as cement and representation of individual contents of aggregate fractions; weight dosing of admixtures and water dose were only modified. Water dose was chosen in order to achieve identical consistence by settlement for all proposals of concrete composition. Mechanical properties monitored include compression strength, static and dynamic modulus of concrete elasticity, at ages of 7, 28, 90, and 180 days.

Abstract:
The accelerated growth in aircraft industries desire effectual schemes, programs, innovative designs of advanced systems to accomplishing the augmenting need for home-free air transportation. In this paper, a contemporary conceptual design of an airplane has been proposed without landing gear systems in order to reducing accidents, time consumption, and to eliminating drawbacks by using superconducting levitation phenomenon. This invention of an airplane with superconductive material coating, on the solar plexus region assist to reduce weight by approximately 4% of the total takeoff weight, and cost effective. Moreover, we conjectured that superconductor landing system reduces ground friction, mission fuel, total drag, take-off and landing distance.

Abstract:
Collaborative filtering (CF) algorithm has been popularly used for recommender systems in both academic and practical applications. It basically generates recommendation results using users’ numeric ratings. However, the additional use of the information other than user ratings may lead to better accuracy of CF. Considering that a lot of people are likely to share their honest opinion on the items they purchased recently due to the advent of the Web 2.0, user's review can be regarded as the new informative source for identifying user's preference with accuracy. Under this background, this study presents a hybrid recommender system that fuses CF and user's review mining. Our system adopts conventional memory-based CF, but it is designed to use both user’s numeric ratings and his/her text reviews on the items when calculating similarities between users.Keywords: Recommender system, collaborative filtering, text mining, review mining.

Abstract:
In this paper, an effective non-destructive, noninvasive approach for leak detection was proposed. The process relies on analyzing thermal images collected by an IR viewer device that captures thermo-grams. In this study a statistical analysis of the collected thermal images of the ground surface along the expected leak location followed by a visual inspection of the thermo-grams was performed in order to locate the leak. In order to verify the applicability of the proposed approach the predicted leak location from the developed approach was compared with the real leak location. The results showed that the expected leak location was successfully identified with an accuracy of more than 95%.

In the current work, adaptive extended Kalman filter (AEKF) is presented for solution of ground radar based ballistic missile (BM) tracking problem in re-entry phase with unknown ballistic coefficient. The estimation of trajectory of any BM in re-entry phase is extremely difficult, because of highly non-linear motion of BM. The estimation accuracy of AEKF has been tested for a typical test target tracking problem adopted from literature. Further, the approach of AEKF is compared with extended Kalman filter (EKF). Abstract:
A broadband wire monopole antenna loaded by inhomogeneous stack of annular dielectric ring resonators (DRRs) is proposed. The proposed antenna exhibits a broad impedance bandwidth from 3 to 30 GHz. This is achieved by adding an external step matching network at the antenna feed point. The matching network is comprised of three annular DRRs possessing different permittivity values and sharing the same axial over a finite ground plane. The antenna performance is characterized using full-wave EM simulation. Compared to previous-reported wire antennas with improved bandwidth achieved by DRRs, the proposed topology provides relatively compact realization and superior broadband performance.Keywords: Broadband, dielectric ring resonator, wire monopole antenna.

In general, issues related to design and maintenance are considered in an independent manner. However, the decisions made in these two sets influence each other. The design for maintenance is considered an opportunity to optimize the life cycle cost of a product, particularly in the nuclear or aeronautical field, where maintenance expenses represent more than 60% of life cycle costs. The design of large-scale systems starts with product architecture, a choice of components in terms of cost, reliability, weight and other attributes, corresponding to the specifications. On the other hand, the design must take into account maintenance by improving, in particular, real-time monitoring of equipment through the integration of new technologies such as connected sensors and intelligent actuators. We noticed that different approaches used in the Design For Maintenance (DFM) methods are limited to the simultaneous characterization of the reliability and maintainability of a multi-component system. This article proposes a method of DFM that assists designers to propose dynamic maintenance for multi-component industrial systems. The term "dynamic" refers to the ability to integrate available monitoring data to adapt the maintenance decision in real time. The goal is to maximize the availability of the system at a given life cycle cost. This paper presents an approach for simultaneous optimization of the design and maintenance of multi-component systems. Here the design is characterized by four decision variables for each component (reliability level, maintainability level, redundancy level, and level of monitoring data). The maintenance is characterized by two decision variables (the dates of the maintenance stops and the maintenance operations to be performed on the system during these stops). The DFM model helps the designers choose technical solutions for the large-scale industrial products. Large-scale refers to the complex multi-component industrial systems and long life-cycle, such as trains, aircraft, etc. The method is based on a two-level hybrid algorithm for simultaneous optimization of design and maintenance, using genetic algorithms. The first level is to select a design solution for a given system that considers the life cycle cost and the reliability. The second level consists of determining a dynamic and optimal maintenance plan to be deployed for a design solution. This level is based on the Maintenance Free Operating Period (MFOP) concept, which takes into account the decision criteria such as, total reliability, maintenance cost and maintenance time. Depending on the life cycle duration, the desired availability, and the desired business model (sales or rental), this tool provides visibility of overall costs and optimal product architecture.

Abstract:
The major aim of this paper is to investigate the opposition politics in Africa. The paper also examines the status and the role, the contributions and the weaknesses of opposition1 political parties in Africa, particularly in transitional democracies that emerged in the 1990s. In Africa, many of the opposition parties appear or become active only during an election, and disappear when the election is over. It is found out that most of the opposition parties in Africa are established around the personalities of individuals, lack internal democracy, suffer from inter-party and intra-party conflicts, have severe shortage of finance, and lack strong base and experience. Their weaknesses also include bad organization and weak connection with the popular constituencies. The paper concludes that most of the weaknesses of the African opposition parties emanate from the incumbents- hostile policies, which are mostly aimed at fragmenting and weakening the opposition groups.

Abstract:
One of the critical aspects of humanitarian operations is the distribution of relief goods to an affected community. The common assumption is that relief goods are prepositioned during disasters which are not applicable in developing countries like the Philippines. During disasters, the on-the-ground government agencies and responders have to procure, sort, weigh and pack the relief goods. There is a need to review the relief goods preparation as it seriously affects the delivery of necessary aid for human survival. This study also identifies the ideal location of the assembly hub to minimize the distance to the affected community. This paper reveals that location and resources are dependent on the type of disasters encountered at the local level. The Center-of-Gravity method and Multiple Activity Chart were applied in the analysis.

Abstract:
Clustering in high dimensional space is a difficult problem which is recurrent in many fields of science and engineering, e.g., bioinformatics, image processing, pattern reorganization and data mining. In high dimensional space some of the dimensions are likely to be irrelevant, thus hiding the possible clustering. In very high dimensions it is common for all the objects in a dataset to be nearly equidistant from each other, completely masking the clusters. Hence, performance of the clustering algorithm decreases. In this paper, we propose an algorithmic framework which combines the (reduct) concept of rough set theory with the k-means algorithm to remove the irrelevant dimensions in a high dimensional space and obtain appropriate clusters. Our experiment on test data shows that this framework increases efficiency of the clustering process and accuracy of the results.Keywords: High dimensional clustering, sub-space, k-means, rough set, discernibility matrix.

Abstract:
The commercial finite element program LS-DYNA was employed to evaluate the response and energy absorbing capacity of cylindrical metal tubes that are externally wrapped with composite. The effects of composite wall thickness, loading conditions and fiber ply orientation were examined. The results demonstrate that a wrapped composite can be utilized effectively to enhance the crushing characteristics and energy absorbing capacity of the tubes. Increasing the thickness of the composite increases the mean force and the specific energy absorption under both static and dynamic crushing. The ply pattern affects the energy absorption capacity and the failure mode of the metal tube and the composite material property is also significant in determining energy absorption efficiency.

In India, the quarrel between the budding human populace and the planet-s unchanging supply of freshwater and falling water tables has strained attention the reuse of gray water as an alternative water resource in rural development. This paper present the finest design of laboratory scale gray water treatment plant, which is a combination of natural and physical operations such as primary settling with cascaded water flow, aeration, agitation and filtration, hence called as hybrid treatment process. The economical performance of the plant for treatment of bathrooms, basins and laundries gray water showed in terms of deduction competency of water pollutants such as COD (83%), TDS (70%), TSS (83%), total hardness (50%), oil and grease (97%), anions (46%) and cations (49%). Existing ground movement surveillance technologies at airports are subjected to limitations due to shadowing effects or multiple reflections. Therefore, there is a strong demand for a new sensing technology, which will be cost effective and will provide detection of non-cooperative targets under any weather conditions. This paper aims to present a new intelligent system, developed within the framework of the EC-funded ISMAEL project, which is based on a new magnetic sensing technology and provides detection, tracking and automatic classification of targets moving on the airport surface. The system is currently being installed at two European airports. Rapidly changing factors that affect daily life also affect operational environment and the way military leaders fulfill their missions. With the help of technological developments, traditional linearity of conflict and war has started to fade away. Furthermore, mission domain has broadened to include traditional threats, hybrid threats and new challenges of cyber and space. Considering the future operational environment, future military leaders need to adapt themselves to the new challenges of the future battlefield. But how to decide what kind of features of leadership are required to operate and accomplish mission in the new complex battlefield? In this article, the main aim is to provide answers to this question. To be able to find right answers, first leadership and leadership components are defined, and then characteristics of future operational environment are analyzed. Finally, leadership features that are required to be successful in redefined battlefield are explained.

Abstract:
This study presents the moisture variations of unbound layers from April 2012 to January 2014 in the Interstate 40 (I-40) pavement section in New Mexico. Three moisture probes were installed at different layers inside the pavement which measure the continuous moisture variations of the unbound layers. Data show that the moisture contents of unbound layers are typically constant throughout the day and month unless there is rainfall. Moisture contents of all unbound layers change with rainfall. Change in ground water table may affect the moisture content of unbound layers which has not been investigated in this study. In addition, the Level 3 predictions of moisture contents using the Pavement Mechanistic- Empirical (ME) Design software were compared and found quite reasonable. However, results presented in the current study may not be applicable for pavement in other regions.

Abstract:
In the paper, the energetic features of the loaded gait are newly analyzed depending on the trunk flexion change. To investigate the loaded gait, walking experiments are performed for five subjects and, the ground reaction forces and kinematic data are measured. Based on these information, we compute the impulse, momentum and mechanical works done on the center of body mass, through the trunk flexion change. As a result, it is shown that the trunk flexion change does not affect the impulses and momentums during the step-to-step transition as well. However, the direction of the pre-collision momentum does change depending on the trunk flexion change, which is degenerated just after (or during) the collision period.Keywords: Loaded gait, collision, impulse, gravity, heel strike, push-off, gait analysis.

Abstract:
In this paper we present a novel approach for human Body configuration based on the Silhouette. We propose to address this problem under the Bayesian framework. We use an effective Model based MCMC (Markov Chain Monte Carlo) method to solve the configuration problem, in which the best configuration could be defined as MAP (maximize a posteriori probability) in Bayesian model. This model based MCMC utilizes the human body model to drive the MCMC sampling from the solution space. It converses the original high dimension space into a restricted sub-space constructed by the human model and uses a hybrid sampling algorithm. We choose an explicit human model and carefully select the likelihood functions to represent the best configuration solution. The experiments show that this method could get an accurate configuration and timesaving for different human from multi-views.Keywords: Bayesian framework, MCMC, model based, human body configuration.

Abstract:
South Africa has some regions which are susceptible to moderate seismic activity. A peak ground acceleration of between 0.1g and 0.15g can be expected in the southern parts of the Western Cape. Unreinforced Masonry (URM) is commonly used as a construction material for 2 to 5 storey buildings in underprivileged areas in and around Cape Town. URM is typically regarded as the material most vulnerable to damage when subjected to earthquake excitation. In this study, a three-storey URM building was analysed by applying seven earthquake time-histories, which can be expected to occur in South Africa using a finite element approach. Experimental data was used to calibrate the in- and out-of-plane stiffness of the URM. The results indicated that tensile cracking of the in-plane piers was the dominant failure mode. It is concluded that URM buildings of this type are at risk of failure especially if sufficient ductility is not provided. The results also showed that connection failure must be investigated further.

In North America, Most power distribution systems employ a four-wire multi-grounded neutral (MGN) design. This paper has explained the inherent characteristics of multi-grounded three-phase four-wire distribution systems under unbalanced situations. As a result, the mechanism of voltage swell and voltage sag in MGN feeders becomes difficult to understand. The simulation tool that has been used in this paper is MATLAB under Windows software. In this paper the equivalent model of a full-scale multigrounded distribution system implemented by MATLAB is introduced. To build a thin fan-out wafer-level package, the package had to be ground to a thin level. In this work, the influence of the grinding processes on the strength of the fan-out wafer-level packages was investigated. After different grinding processes, all specimens were placed on a three-point-bending fixture installed on a universal tester for three-point-bending testing, and the strength of the fan-out wafer-level packages was measured. The experiments revealed that the average flexure strength increased with the decreasing surface roughness height of the fan-out wafer-level package tested. Abstract:
Planning the transition period for the adoption of alternative fuel-technology powertrains is a challenging task that requires sophisticated analysis tools. In this study, a system dynamic approach was applied to analyze the bi-directional interaction between the development of the refueling station network and vehicle sales. Besides, the developed model was used to estimate the transition cost to reach a predefined target (share of alternative fuel vehicles) in different scenarios. Several scenarios have been analyzed to investigate the effectiveness and cost of incentives on the initial price of vehicles, and on the evolution of fuel and refueling stations. This paper explores university course timetabling problem. There are several characteristics that make scheduling and timetabling problems particularly difficult to solve: they have huge search spaces, they are often highly constrained, they require sophisticated solution representation schemes, and they usually require very time-consuming fitness evaluation routines. Thus standard evolutionary algorithms lack of efficiency to deal with them. In this paper we have proposed a memetic algorithm that incorporates the problem specific knowledge such that most of chromosomes generated are decoded into feasible solutions. Generating vast amount of feasible chromosomes makes the progress of search process possible in a time efficient manner. During the last decade, Libya established a new Geodetic Datum called Libyan Geodetic Datum 2006 (LGD 2006) by using GPS, whereas the ground traversing method was used to establish the last Libyan datum which was called the Europe Libyan Datum 79 (ELD79). The current research paper introduces ELD79 to LGD2006 coordinate transformation technique, the accurate comparison of transformation between multiple regression equations and the three – parameters model (Bursa-Wolf). The results had been obtained show that the overall accuracy of stepwise multi regression equations is better than that can be determined by using Bursa-Wolf transformation model.

Abstract:
We examined the effects of the sowing time on the yield production and oil content of the sunflower hybrids in 2010 and 2012. The crop year and the sowing time had both a strong impact on the yield, on the oil- content and yield. By delaying the sowing time both the yield crop result and the oil yield increased. In 2010 in terms of crop yield and oil yield results PR64H42 was the best, in 2012 NK Neoma, in all three sowing times. The oil content of the hybrids was better in 2010. The highest oil content was recorded at early sowing time. We found out that the hybrid had a stronger impact in 2010 on both crop yield result and on oil content than in 2012. The sowing time played a bigger role regarding yield results in 2012. In addition the sowing time influenced oil content development highly.

Due to climate warming and consequently due to ice and snow melting of the Arctic Ocean, the highly biologically active ocean surface area has been expanding quickly making possible longer marine biota growth seasons during polar summers. That increase the probability of the remote marine environment secondary contribution, especially secondary organic contribution, to the particle production and particle growth events and particle properties, consequently effecting on the open ocean, pack ice and ground based regions radiation budget and thus on the feedbacks between arctic biota, particles, clouds, and climate.

Abstract:
Discussions on bilingualism have always dwelt on how the mother tongue interferes with the target language. This interference is considered a serious problem in second language learning. Usually, the interference has been phonological. But the objective of this research is to explore how the target language interferes with the mother tongue. In the case of the Igbo language, it interferes with English mostly at the phonological level while English interferes with Igbo at the realm of vocabulary. The result is a new language \"Engligbo\" which is a hybrid of English and Igbo. The Igbo language spoken by about 25 million people is one of the three most prominent languages in Nigeria. This paper discusses the phenomenal Engligbo, and other implications for Igbo learners of English. The method of analysis is descriptive. A number of recommendations were made that would help teachers handle problems arising from such mutual interferences.

Abstract:
In this paper, we address the problem of reducing the switching activity (SA) in on-chip buses through the use of a bus binding technique in high-level synthesis. While many binding techniques to reduce the SA exist, we present yet another technique for further reducing the switching activity. Our proposed method combines bus binding and data sequence reordering to explore a wider solution space. The problem is formulated as a multiple traveling salesman problem and solved using simulated annealing technique. The experimental results revealed that a binding solution obtained with the proposed method reduces 5.6-27.2% (18.0% on average) and 2.6-12.7% (6.8% on average) of the switching activity when compared with conventional binding-only and hybrid binding-encoding methods, respectively.Keywords: low power, bus binding, switching activity, multiple traveling salesman problem, data sequence reordering

Abstract:
Multiobjective Particle Swarm Optimization (MOPSO) has shown an effective performance for solving test functions and real-world optimization problems. However, this method has a premature convergence problem, which may lead to lack of diversity. In order to improve its performance, this paper presents a hybrid approach which embedded the MOPSO into the island model and integrated a local search technique, Variable Neighborhood Search, to enhance the diversity into the swarm. Experiments on two series of test functions have shown the effectiveness of the proposed approach. A comparison with other evolutionary algorithms shows that the proposed approach presented a good performance in solving multiobjective optimization problems.
