578 Evaluation of Disease Risk Variables in the Control of Bovine Tuberculosis

Authors: Berrin Şentürk

Abstract:

In this study, due to the recurrence of bovine tuberculosis, in the same areas, the risk factors for the disease were determined and evaluated at the local level. This study was carried out in 32 farms where the disease was detected in the district and center of Samsun province in 2014. Predetermined risk factors, such as farm, environmental and economic risks, were investigated with the survey method. It was predetermined that risks in the three groups are similar to the risk variables of the disease on the global scale. These risk factors that increase the susceptibility of the infection must be understood by the herd owners. The risk-based contagious disease management system approach should be applied for bovine tuberculosis by farmers, animal health professionals and public and private sector decision makers.

575 The Optimal Public Debt Ceiling in Taiwan: A Simulation Approach

Authors: Ho Yuan-Hong, Hunag Chiung-Ju

Abstract:

This study conducts simulation analyses to find the optimal debt ceiling of Taiwan, while factoring in welfare maximization under a dynamic stochastic general equilibrium framework. The simulation is based on Taiwan's 2001 to 2011 economic data and shows that welfare is maximized at a debt/GDP ratio of 0.2, increases in the debt/GDP ratio leads to increases in both tax and interest rates and decreases in the consumption ratio and working hours. The study results indicate that the optimal debt ceiling of Taiwan is 20% of GDP, where if the debt/GDP ratio is greater than 40%, the welfare will be negative and result in welfare loss.

574 Quality of Service in Multioperator GPON Access Networks with Triple-Play Services

Authors: Germán Santos-Boada, Jordi Domingo-Pascual

Abstract:

Recently, in some places, optical-fibre access networks have been used with GPON technology belonging to organizations (in most cases public bodies) that act as neutral operators. These operators simultaneously provide network services to various telecommunications operators that offer integrated voice, data and television services. This situation creates new problems related to quality of service, since the interests of the users are intermingled with the interests of the operators. In this paper, we analyse this problem and consider solutions that make it possible to provide guaranteed quality of service for voice over IP, data services and interactive digital television.

573 Considerations of Public Key Infrastructure (PKI), Functioning as a Chain of Trust in Electronic Payments Systems

Authors: Theodosios Tsiakis, George Stephanides, George Pekos

Abstract:

The growth of open networks created the interest to commercialise it. The establishment of an electronic business mechanism must be accompanied by a digital – electronic payment system to transfer the value of transactions. Financial organizations are requested to offer a secure e-payment synthesis with equivalent level of security served in conventional paper-based payment transactions. PKI, which is functioning as a chain of trust in security architecture, can enable security services of cryptography to epayments, in order to take advantage of the wider base either of customer or of trading partners and the reduction of cost transaction achieved by the use of Internet channels. The paper addresses the possibilities and the implementation suggestions of PKI in relevance to electronic payments by suggesting a framework that should be followed.

Authors: Artan Luma, Betim Prevalla, Besart Qoku, Bujar Raufi

Abstract:

Electronic banking must be secure and easy to use and many banks heavily advertise an apparent of 100% secure system which is contestable in many points. In this work, an alternative approach to the design of e-banking system, through a new solution for user authentication and security with digital certificate called LumaCert is introduced. The certificate applies new algorithm for asymmetric encryption by utilizing two mathematical operators called Pentors and UltraPentors. The public and private key in this algorithm represent a quadruple of parameters which are directly dependent from the above mentioned operators. The strength of the algorithm resides in the inability to find the respective Pentor and UltraPentor operator from the mentioned parameters.

568 The Global Children’s Challenge Program: Pedometer Step Count in an Australian School

Authors: D. Hilton

Abstract:

The importance and significance of this research is based upon the fundamental knowledge reported in the scientific literature that physical activity is inversely associated with obesity. In addition, it is recognized there is a global epidemic of sedentariness while at the same time it is known that morbidity and mortality are associated with physical inactivity and as a result of overweight or obesity. Hence this small study in school students is an important area of research in our community. An application submitted in 2005 for the inaugural Public Health Education Research Trust [PHERT] Post Graduate Research Scholarship scheme organized by the Public Health Association of Australia [PHAA] was awarded 3rd place within Australia. The author and title was: D. Hilton, Methods to increase physical activity in school aged children [literature review, a trial using pedometers and a policy paper]. Third place is a good result, however this did not secure funding for the project, as only first place received $5000 funding. Some years later within Australia, a program commenced called the Global Children's Challenge [GCC]. Given details of the 2005 award above were included an application submission prepared for Parkhill Primary School [PPS] which is located in Victoria, Australia was successful. As a result, an excited combined grade 3/ 4 class at the school [27 students] in 2012 became recipients of these free pedometers. Ambassadors for the program were Mrs Catherine Freeman [OAM], Olympic Gold Medalist – Sydney 2000 [400 meters], while another ambassador was Mr Colin Jackson [CBE] who is a Welsh former sprint and hurdling athlete. In terms of PPS and other schools involved in 2012, website details show that the event started on 19th Sep 2012 and students were to wear the pedometer every day for 50 days [at home and at school] aiming for the recommended 15,000 steps/day recording steps taken in a booklet provided. After the finish, an analysis of the average step count for this school showed that the average steps taken / day was 14, 003 [however only a small percentage of students returned the booklets and units] as unfortunately the dates for the program coincided with school holidays so some students either forgot or misplaced the units / booklets. Unfortunately funding for this program ceased in 2013, however the lasting impact of the trial on student’s knowledge and awareness remains and in fact becomes a good grounding for students in how to monitor basic daily physical activity using a method that is easy, fun, low cost and readily accessible.

566 Preliminary Evaluation of Passive UHF-Band RFID for Identifying Floating Objects on the Sea

Authors: Yasuhiro Sato, Kodai Noma, Kenta Sawada, Kazumasa Adachi, Yoshinori Matruura, Saori Iwanaga

Abstract:

RFID system is used to identify objects such as passenger identification in public transportation, instead of linear or 2-dimensional barcodes. Key advantages of RFID system are to identify objects without physical contact, and to write arbitrary information into RFID tag. These advantages may help to improve maritime safety and efficiency of activity on the sea. However, utilization of RFID system for maritime scenes has not been considered. In this paper, we evaluate the availability of a generic RFID system operating on the sea. We measure RSSI between RFID tag floating on the sea and RFID antenna, and check whether a RFID reader can access a tag or not, while the distance between a floating buoy and the ship, and the angle are changed. Finally, we discuss the feasibility and the applicability of RFID system on the sea through the results of our preliminary experiment.

565 An Efficient Proxy Signature Scheme Over a Secure Communications Network

Authors: H. El-Kamchouchi, Heba Gaber, Fatma Ahmed, Dalia H. El-Kamchouchi

Abstract:

Proxy signature scheme permits an original signer to delegate his/her signing capability to a proxy signer, and then the proxy signer generates a signing message on behalf of the original signer. The two parties must be able to authenticate one another and agree on a secret encryption key, in order to communicate securely over an unreliable public network. Authenticated key agreement protocols have an important role in building secure communications network between the two parties. In this paper, we present a secure proxy signature scheme over an efficient and secure authenticated key agreement protocol based on the discrete logarithm problem.

564 Intrusion Detection based on Distance Combination

Authors: Joffroy Beauquier, Yongjie Hu

Abstract:

The intrusion detection problem has been frequently studied, but intrusion detection methods are often based on a single point of view, which always limits the results. In this paper, we introduce a new intrusion detection model based on the combination of different current methods. First we use a notion of distance to unify the different methods. Second we combine these methods using the Pearson correlation coefficients, which measure the relationship between two methods, and we obtain a combined distance. If the combined distance is greater than a predetermined threshold, an intrusion is detected. We have implemented and tested the combination model with two different public data sets: the data set of masquerade detection collected by Schonlau & al., and the data set of program behaviors from the University of New Mexico. The results of the experiments prove that the combination model has better performances.

562 Learners’ Perceptions of Tertiary Level Teachers’ Code Switching: A Vietnamese Perspective

Authors: Hoa Pham

Abstract:

The literature on language teaching and second language acquisition has been largely driven by monolingual ideology with a common assumption that a second language (L2) is best taught and learned in the L2 only. The current study challenges this assumption by reporting learners' positive perceptions of tertiary level teachers' code switching practices in Vietnam. The findings of this study contribute to our understanding of code switching practices in language classrooms from a learners' perspective. Data were collected from student participants who were working towards a Bachelor degree in English within the English for Business Communication stream through the use of focus group interviews. The literature has documented that this method of interviewing has a number of distinct advantages over individual student interviews. For instance, group interactions generated by focus groups create a more natural environment than that of an individual interview because they include a range of communicative processes in which each individual may influence or be influenced by others - as they are in their real life. The process of interaction provides the opportunity to obtain the meanings and answers to a problem that are "socially constructed rather than individually created" leading to the capture of real-life data. The distinct feature of group interaction offered by this technique makes it a powerful means of obtaining deeper and richer data than those from individual interviews. The data generated through this study were analysed using a constant comparative approach. Overall, the students expressed positive views of this practice indicating that it is a useful teaching strategy. Teacher code switching was seen as a learning resource and a source supporting language output. This practice was perceived to promote student comprehension and to aid the learning of content and target language knowledge. This practice was also believed to scaffold the students' language production in different contexts. However, the students indicated their preference for teacher code switching to be constrained, as extensive use was believed to negatively impact on their L2 learning and trigger cognitive reliance on the L1 for L2 learning. The students also perceived that when the L1 was used to a great extent, their ability to develop as autonomous learners was negatively impacted. This study found that teacher code switching was supported in certain contexts by learners, thus suggesting that there is a need for the widespread assumption about the monolingual teaching approach to be re-considered.

558 The Impact of Globalization on the Development of Israel Advanced Changes

Authors: Erez Cohen

Abstract:

The study examines the socioeconomic impact of development of an advanced industry in Israel. The research method is based on data collected from the Israel Central Bureau of Statistics and from the National Insurance Institute (NII) databases, which provided information that allows to examine the Economic and Social Changes during the 1990s. The study examined the socioeconomic effects of the development of advanced industry in Israel. The research findings indicate that as a result of globalization processes, the weight of traditional industry began to diminish as a result of factory closures and the laying off of workers. These circumstances led to growing unemployment among the weaker groups in Israeli society, detracting from their income and thus increasing inequality among different socioeconomic groups in Israel and enhancement of social disparities.

556 3D Face Recognition Using Modified PCA Methods

Authors: Omid Gervei, Ahmad Ayatollahi, Navid Gervei

Abstract:

In this paper we present an approach for 3D face recognition based on extracting principal components of range images by utilizing modified PCA methods namely 2DPCA and bidirectional 2DPCA also known as (2D) 2 PCA.A preprocessing stage was implemented on the images to smooth them using median and Gaussian filtering. In the normalization stage we locate the nose tip to lay it at the center of images then crop each image to a standard size of 100*100. In the face recognition stage we extract the principal component of each image using both 2DPCA and (2D) 2 PCA. Finally, we use Euclidean distance to measure the minimum distance between a given test image to the training images in the database. We also compare the result of using both methods. The best result achieved by experiments on a public face database shows that 83.3 percent is the rate of face recognition for a random facial expression.

555 Environmental Issues Related to Nuclear Desalination

Authors: V. Anastasov, I.Khamis

Abstract:

The paper presents an overview of environmental issues that may be expected with nuclear desalination. The analysis of coupling nuclear power with desalination plants indicates that adverse marine impacts can be mitigated with alternative intake designs or cooling systems. The atmospheric impact of desalination may be greatly reduced through the coupling with nuclear power, while maximizing the socio-economic benefit for both processes. The potential for tritium contamination of the desalinated water was reviewed. Experience with the systems and practices related to the radiological quality of the product water, shows no examples of cross-contamination. Furthermore, the indicators for the public acceptance of nuclear desalination, as one of the most important sustainability aspects of any such large project, show a positive trend. From the data collected, a conclusion is made that nuclear desalination should be supported by decision-makers.

Authors: Ali Abdi Kordani, Hamid Bigdelirad, Sid Mohammad Boroomandrad

Abstract:

Operating Urban Bus Transit System is a phenomenon that has a major role in transporting passengers in cities. There are many factors involved in planning and operating an Urban Bus Transit System, one of which is selecting optimized number of stops and scheduling of bus fleet departure. In this paper, we tried to introduce desirable methodology to select number of stops and schedule properly. Selecting the right number of stops causes convenience in accessibility and reduction in travel time and finally increase in public preference of this transportation mode. The achieved results revealed that number of stops must reduce from 33 to 25. Also according to scheduling and conducted economic analysis, the number of buses must decrease from 17 to 11 to have the most appropriate status for the Bus Organization.

Abstract:

Data mining is the process of sifting through large volumes of data, analyzing data from different perspectives and summarizing it into useful information. One of the widely used desktop applications for data mining is the Weka tool which is nothing but a collection of machine learning algorithms implemented in Java and open sourced under the General Public License (GPL). A web service is a software system designed to support interoperable machine to machine interaction over a network using SOAP messages. Unlike a desktop application, a web service is easy to upgrade, deliver and access and does not occupy any memory on the system. Keeping in mind the advantages of a web service over a desktop application, in this paper we are demonstrating how this Java based desktop data mining application can be implemented as a web service to support data mining across the internet.

550 Capital Accumulation and Unemployment in Namibia, Nigeria, and South Africa

Authors: Abubakar Dikko

Abstract:

The research investigates the causes of unemployment in Namibia, Nigeria and South Africa and the role of Capital Accumulation in reducing the unemployment profile of these economies as proposed by the post-Keynesian economics. This is conducted through extensive review of literature on the NAIRU models and focused on the post-Keynesian view of unemployment within the NAIRU framework. The NAIRU (non-accelerating inflation rate of unemployment) model has become a dominant framework used in macroeconomic analysis of unemployment. The study views the post-Keynesian economics arguments that capital accumulation is a major determinant of unemployment. Unemployment remains the fundamental socio-economic challenge facing African economies. It has been a burden to citizens of those economies. Namibia, Nigeria, and South Africa are great African nations battling with high unemployment rates. The high unemployment rate in the country led the citizens to chase away foreigners in the country claiming that they have taken away their jobs. The study proposes there is a strong relationship between capital accumulation and unemployment in Namibia, Nigeria, and South Africa, and capital accumulation is responsible for high unemployment rates in these countries. For the economies to achieve steady state level of employment and satisfactory level of economic growth and development, there is need for capital accumulation to take place. The countries in the study have been selected after a critical research and investigations. They are selected based on the following criteria; African economies with high unemployment rates above 15% and have about 40% of their workforce unemployed. This level of unemployment is the critical level of unemployment in Africa as expressed by International Labour Organization (ILO). And finally, the African countries experience a slow growth in their Gross fixed capital formation. Adequate statistical measures have been employed using a time-series analysis in the study and the results revealed that capital accumulation is the main driver of unemployment performance in the chosen African countries. An increase in the accumulation of capital causes unemployment to reduce significantly. The results of the research work will be useful and relevant to federal governments and ministries, departments and agencies (MDAs) of Namibia, Nigeria and South Africa to resolve the issue of high and persistent unemployment rates in their economies which are great burden that slows growth and development of developing economies. 549 The Necessity of Urban Boundaries in Planning Legislation: A Case Study in Bilecik, Turkey

Authors: Mercan Efe Güney, Barış Parlatangiller, Melik Ayer

Abstract:

In Turkey, while urban area boundaries are enlarged by making decisions on investment areas in cities, development plans are made according to government decisions, rather than scientific criteria. Even environment protection laws state that “if public interest is at stake”, areas under mandatory protection can be transformed into investment areas. This leads to destruction of valuable agricultural lands. Paper demonstrates loss of agricultural lands by superimposing plans, Suitability of the Lands for Agricultural Use and Google Earth Images in an exemplary settlement, and expresses that urban area boundaries should be included in legislation as an official boundary for all settlements.

Keywords: Agriculture, boundary, city planning, development plan, legislation.
