Abstract:
The bound state energy of three quark systems is studied in the framework of a non- relativistic spin independent phenomenological model. The hyper- spherical coordinates are considered for the solution this system. According to Jacobi coordinate, we determined the bound state energy for (uud) and (ddu) quark systems, as quarks are flavorless mass, and it is restrict that choice potential at low and high range in nucleon bag for a bound state.

The world wide web coupled with the ever-increasing sophistication of online technologies and software applications puts greater emphasis on the need of even more sophisticated and consistent quality requirements modeling than traditional software applications. Web sites and Web applications (WebApps) are becoming more information driven and content-oriented raising the concern about their information quality (InQ). The consistent and consolidated modeling of InQ requirements for WebApps at different stages of the life cycle still poses a challenge. This paper proposes an approach to specify InQ requirements for WebApps by reusing and extending the ISO 25012:2008(E) data quality model. We also discuss learnability aspect of information quality for the WebApps. Abstract:
It has been recognized that some social security and national insurance systems in the Eastern Caribbean are experiencing ageing populations and economic and other crises that will present a financial challenge of being unable to pay pension benefits in fifteen to twenty years. This has implications for the fiscal and economic positions of the countries themselves. Hence, organizations would need to address the issue urgently. The study adds to the body of knowledge on social security systems and social security reforms in Small Island Developing States (SIDS). It also makes recommendations for the types of reforms that social security systems in other SIDS can implement given their special circumstances. Secondary research is used to gather financial and other related information on three social security schemes in the Eastern Caribbean. Actuarial and financial reports and other documents of the social security systems are analysed to obtain financial and static data on each of the schemes. The findings show that the three schemes studied are experiencing steady increases in benefit expenditure versus contributions and increasing pensioner to insured ratios. The schemes will deplete their reserves between 2038 and 2050. Two of the schemes have increased their retirement age while the other has not embarked on any reforms. One scheme has made changes to its contribution percentages. Due to their small size, small populations and other unique circumstances, the social security schemes in the identified territories are not likely to be able to take advantage of all of the reform initiatives that the developed world embarked on when faced with similar problems. These schemes will need to make incremental changes that align with the timeframes recommended by the actuarial studies.

Abstract:
This paper is concerned with exponential stability and stabilization of switched linear systems with interval time-varying delays. The time delay is any continuous function belonging to a given interval, in which the lower bound of delay is not restricted to zero. By constructing a suitable augmented Lyapunov-Krasovskii functional combined with Leibniz-Newton-s formula, a switching rule for the exponential stability and stabilization of switched linear systems with interval time-varying delays and new delay-dependent sufficient conditions for the exponential stability and stabilization of the systems are first established in terms of LMIs. Numerical examples are included to illustrate the effectiveness of the results.

Abstract:
Natural and human activities, such as mining operations, expose the natural soil to adverse environmental conditions, leading to contamination of soil, groundwater, and surface water, which has negative effects on humans, flora, and fauna. Bare or partly exposed soil is most liable to fluvial erosion. This paper enumerates various methods used to identify, map, and model fluvial erosion in a mining environment. Classical, Artificial Intelligence (AI), and GIS methods have been reviewed. One of the many classical methods used to estimate river erosion is the Revised Universal Soil Loss Equation (RUSLE) model. The RUSLE model is easy to use. Its reliance on empirical relationships that may not always be applicable to specific circumstances or locations is a flaw. Other classical models for estimating fluvial erosion are the Soil and Water Assessment Tool (SWAT) and the Universal Soil Loss Equation (USLE). These models offer a more complete understanding of the underlying physical processes and encompass a wider range of situations. Although more difficult to utilise, they depend on the availability and dependability of input data for correctness. AI can help deal with multivariate and complex difficulties and predict soil loss with higher accuracy than traditional methods, and also be used to build unique models for identifying degraded areas. AI techniques have become popular as an alternative predictor for degraded environments. However, this research proposed a hybrid of classical, AI, and GIS methods for efficient and effective modelling of fluvial erosion.

Abstract:
The modern Artificial Narrow Intelligence (ANI) models cannot: a) independently, situationally, and continuously function without of human intelligence, used for retraining and reprogramming the ANI’s models, and b) think, understand, be conscious, and cognize under uncertainty and changing of the environmental objects. To eliminate these shortcomings and build a new generation of Artificial Intelligence systems, the paper proposes a Conception, Model, and Method of Computational Psycholinguistic Cognitive Situational-Fuzzy Self-Controlled Brain and Mind System (CPCSFSCBMSUU). This system uses a neural network as its computational memory, and activates functions of the perception, identification of real objects, fuzzy situational control, and forming images of these objects. These images and objects are used for modeling their psychological, linguistic, cognitive, and neural values of properties and features, the meanings of which are identified, interpreted, generated, and formed taking into account the identified subject area, using the data, information, knowledge, accumulated in the Memory. The functioning of the CPCSFSCBMSUU is carried out by its subsystems of the: fuzzy situational control of all processes, computational perception, identifying of reactions and actions, Psycholinguistic Cognitive Fuzzy Logical Inference, Decision Making, Reasoning, Systems Thinking, Planning, Awareness, Consciousness, Cognition, Intuition, and Wisdom. In doing so are performed analysis and processing of the psycholinguistic, subject, visual, signal, sound and other objects, accumulation and using the data, information and knowledge of the Memory, communication, and interaction with other computing systems, robots and humans in order of solving the joint tasks. To investigate the functional processes of the proposed system, the principles of situational control, fuzzy logic, psycholinguistics, informatics, and modern possibilities of data science were applied. The proposed self-controlled system of brain and mind is oriented on use as a plug-in in multilingual subject applications.

Abstract:
Access control is one of the most challenging issues facing information security. Access control is defined as, the ability to permit or deny access to a particular computational resource or digital information by an unauthorized user or subject. The concept of usage control (UCON) has been introduced as a unified approach to capture a number of extensions for access control models and systems. In UCON, an access decision is determined by three factors: authorizations, obligations and conditions. Attribute mutability and decision continuity are two distinct characteristics introduced by UCON for the first time. An observation of UCON components indicates that, the components are predefined and static. In this paper, we propose a new and flexible model of usage control for the creation and elimination of some of these components; for example new objects, subjects, attributes and integrate these with the original UCON model. We also propose a model for concurrent usage scenarios in UCON.

Abstract:
Thailand-s health system is challenged by the rising number of patients and decreasing ratio of medical practitioners/patients, especially in rural areas. This may tempt inexperienced GPs to rush through the process of anamnesis with the risk of incorrect diagnosis. Patients have to travel far to the hospital and wait for a long time presenting their case. Many patients try to cure themselves with traditional Thai medicine. Many countries are making use of the Internet for medical information gathering, distribution and storage. Telemedicine applications are a relatively new field of study in Thailand; the infrastructure of ICT had hampered widespread use of the Internet for using medical information. With recent improvements made health and technology professionals can work out novel applications and systems to help advance telemedicine for the benefit of the people. Here we explore the use of telemedicine for people with health problems in rural areas in Thailand and present a Telemedicine Diagnosis System for Rural Thailand (TEDIST) for diagnosing certain conditions that people with Internet access can use to establish contact with Community Health Centers, e.g. by mobile phone. The system uses a Web-based input method for individual patients- symptoms, which are taken by an expert system for the analysis of conditions and appropriate diseases. The analysis harnesses a knowledge base and a backward chaining component to find out, which health professionals should be presented with the case. Doctors have the opportunity to exchange emails or chat with the patients they are responsible for or other specialists. The demand for autonomous resource management for distributed systems has increased in recent years. Distributed systems require an efficient and powerful communication mechanism between applications running on different hosts and networks. The use of mobile agent technology to distribute and delegate management tasks promises to overcome the scalability and flexibility limitations of the currently used centralized management approach. This work proposes a multiagent system that adopts mobile agents as a technology for tasks distribution, results collection, and management of resources in large-scale distributed systems. A new mobile agent-based approach for collecting results from distributed system elements is presented. The technique of artificial intelligence based on intelligent agents giving the system a proactive behavior. Abstract:
Insufficient informal communication systems can lead to the first crisis (‘Crisis of Leadership’) for start-ups. Management Control Systems (MCS) are one way for high-technology start-ups to successfully overcome these problems. So far the literature has investigated the incubation of a start-up, but focused less on the post-incubation stage. This paper focuses on the use of MCS in post-incubation and, if failed start-ups agree, on how MCS are used. We conducted 14 semi-structured interviews for this purpose, to obtain our results. The overall conclusion is that the majority of the companies were closed down due to a combination of strategic, operative and financial reasons.

The Learning Management Systems present learning environment which offers a collection of e-learning tools in a package that allows a common interface and information sharing among the tools. South East European University initial experience in LMS was with the usage of the commercial LMS-ANGEL. After a three year experience on ANGEL usage because of expenses that were very high it was decided to develop our own software. As part of the research project team for the in-house design and development of the new LMS, we primarily had to select the features that would cover our needs and also comply with the actual trends in the area of software development, and then design and develop the system. A SCADA (Supervisory Control And Data Acquisition) system is an industrial control and monitoring system for national infrastructures. The SCADA systems were used in a closed environment without considering about security functionality in the past. As communication technology develops, they try to connect the SCADA systems to an open network. Therefore, the security of the SCADA systems has been an issue. The study of key management for SCADA system also has been performed. However, existing key management schemes for SCADA system such as SKE(Key establishment for SCADA systems) and SKMA(Key management scheme for SCADA systems) cannot support broadcasting communication. To solve this problem, an Advanced Key Management Architecture for Secure SCADA Communication has been proposed by Choi et al.. Choi et al.-s scheme also has a problem that it requires lots of computational cost for multicasting communication. The internet has become an attractive avenue for global e-business, e-learning, knowledge sharing, etc. Due to continuous increase in the volume of web content, it is not practically possible for a user to extract information by browsing and integrating data from a huge amount of web sources retrieved by the existing search engines. The semantic web technology enables advancement in information extraction by providing a suite of tools to integrate data from different sources. To take full advantage of semantic web, it is necessary to annotate existing web pages into semantic web pages. This research develops a tool, named OWIE (Ontology-based Web Information Extraction), for semantic web annotation using domain specific ontologies. The tool automatically extracts information from html pages with the help of pre-defined ontologies and gives them semantic representation. Uninterrupted and continuous satellite communication through the whole orbit time is becoming more indispensable every day. Data relay systems are developed and built for various high/low data rate information exchanges like TDRSS of USA and EDRSS of Europe. In these missions, a couple of task-dedicated communication satellites exist. In this regard, for Turkey a data relay system is attempted to be defined exchanging low data rate information (i.e. TTC) for Earth-observing LEO satellites appointing commercial GEO communication satellites all over the world. First, justification of this attempt is given, demonstrating duration enhancements in the link. Discussion of preference of RF communication is, also, given instead of laser communication. Then, preferred communication GEOs – including TURKSAT4A already belonging to Turkey- are given, together with the coverage enhancements through STK simulations and the corresponding link budget. Information hiding, especially watermarking is a promising technique for the protection of intellectual property rights. This technology is mainly advanced for multimedia but the same has not been done for text. Web pages, like other documents, need a protection against piracy. In this paper, some techniques are proposed to show how to hide information in web pages using some features of the markup language used to describe these pages. Most of the techniques proposed here use the white space to hide information or some varieties of the language in representing elements. Experiments on a very small page and analysis of five thousands web pages show that these techniques have a wide bandwidth available for information hiding, and they might form a solid base to develop a robust algorithm for web page watermarking.Keywords: Digital Watermarking, Information Hiding, Markup Language, Text watermarking, Software Watermarking.

Abstract:
Seismic vulnerability assessment of masonry buildings is a fundamental issue even for moderate to low seismic hazard regions. This fact is even more important when dealing with old structures such as those located in Annaba city (Algeria), which the majority of dates back to the French colonial era from 1830. This category of buildings is in high risk due to their highly degradation state, heterogeneous materials and intrusive modifications to structural and non-structural elements. Furthermore, they are usually shelter a dense population, which is exposed to such risk. In order to undertake a suitable seismic risk mitigation strategies and reinforcement process for such structures, it is essential to estimate their seismic resistance capacity at a large scale. In this sense, two seismic vulnerability index methods and damage estimation have been adapted and applied to a pilot-scale building area located in the moderate seismic hazard region of Annaba city: The first one based on the EMS-98 building typologies, and the second one derived from the Italian GNDT approach. To perform this task, the authors took the advantage of an existing data survey previously performed for other purposes. The results obtained from the application of the two methods were integrated and compared using a geographic information system tool (GIS), with the ultimate goal of supporting the city council of Annaba for the implementation of risk mitigation and emergency planning strategies.Keywords: Annaba city, EMS98 concept, GNDT method, old city center, seismic vulnerability index, unreinforced masonry buildings.

The size, complexity and number of databases used for protein information have caused bioinformatics to lag behind in adapting to the need to handle this distributed information. Integrating all the information from different databases into one database is a challenging problem. Our main research is to develop a tool which can be used to access and manipulate protein information from difference databases. In our approach, we have integrated difference databases such as Swiss-prot, PDB, Interpro, and EMBL and transformed these databases in flat file format into relational form using XML and Bioperl. As a result, we showed this tool can search different sizes of protein information stored in relational database and the result can be retrieved faster compared to flat file database. A web based user interface is provided to allow user to access or search for protein information in the local database.Keywords: Protein sequence database, relational database, integrated database.

The multidelays linear control systems described by difference differential equations are often studied in modern control theory. In this paper, the delay-independent stabilization algebraic criteria and the theorem of delay-independent stabilization for linear systems with multiple time-delays are established by using the Lyapunov functional and the Riccati algebra matrix equation in the matrix theory. Rapid growth of Information Technologies (IT) has had huge influence on enterprises, and it has contributed to its promotion and increasingly extensive use in enterprises. Information Technologies have to a large extent determined the processes taking place in an enterprise; what is more, IT development has brought the need to adopt a brand new approach to human resources management in an enterprise. The use of IT in human resource management (HRM) is of high importance due to the growing role of information and information technologies. The aim of this paper is to evaluate the use of information technologies in human resources management in enterprises. These practices will be presented in the following areas: recruitment and selection, development and training, employee assessment, motivation, talent management, personnel service. Results of conducted survey show diversity of solutions applied in particular areas of human resource management. In the future, further development in this area should be expected, as well as integration of individual HRM areas, growing mobile-enabled HR processes and their transfer into the cloud. Abstract:
This paper proposes rough set models with three different level knowledge granules in incomplete information system under tolerance relation by similarity between objects according to their attribute values. Through introducing dominance relation on the discourse to decompose similarity classes into three subclasses: little better subclass, little worse subclass and vague subclass, it dismantles lower and upper approximations into three components. By using these components, retrieving information to find naturally hierarchical expansions to queries and constructing answers to elaborative queries can be effective. It illustrates the approach in applying rough set models in the design of information retrieval system to access different granular expanded documents. Abstract:
Many water supply systems in Australia are currently undergoing significant reconfiguration due to reductions in long term average rainfall and resulting low inflows to water supply reservoirs since the second half of the 20th century. When water supply systems undergo change, it is necessary to develop new operating rules, which should consider climate, because the climate change is likely to further reduce inflows. In addition, water resource systems are increasingly intended to be operated to meet complex and multiple objectives representing social, economic, environmental and sustainability criteria. This is further complicated by conflicting preferences on these objectives from diverse stakeholders. This paper describes a methodology to develop optimum operating rules for complex multi-reservoir systems undergoing significant change, considering all of the above issues. The methodology is demonstrated using the Grampians water supply system in northwest Victoria, Australia. Abstract:
Educational games (EG) seem to have lots of potential due to digital games popularity and preferences of our younger generations of learners. However, most studies focus on game design and its effectiveness while little has been known about the factors that can affect users to accept or to reject EG for their learning. User acceptance research try to understand the determinants of information systems (IS) adoption among users by investigating both systems factors and users factors. Upon the lack of knowledge on acceptance factors for educational games, we seek to understand the issue. This study proposed a model of acceptance factors based on Unified Theory of Acceptance and Use of Technology (UTAUT). We use original model (performance expectancy, effort expectancy and social influence) together with two new determinants (learning opportunities and enjoyment). We will also investigate the effect of gender and gaming experience that moderate the proposed factors.

Abstract:
The purpose of this paper is to provide an overview on methodological aspects of the information technology outsourcing (ITO) surveys, in an attempt to improve the data quality and reporting in survey research. It is based on a review of thirty articles on ITO surveys and focuses on two commonly explored dimensions of ITO, namely what are outsourced and why should there be ITO. This study highlights weaknesses in ITO surveys including lack of a clear definition of population, lack of information regarding the sampling method used, not citing the response rate, no information pertaining to pilot testing of survey instrument and absence of information on internal validity in the use or reporting of surveys. This study represents an attempt with a limited scope to point to shortfalls in the use survey methodology in ITO, and thus raise awareness among researchers in enhancing the reliability of survey findings.

Abstract:
The search for factors that influence user behavior has remained an important theme for both the academic and practitioner Information Systems Communities. In this paper we examine relevant user behaviors in the phase after adoption and investigate two factors that are expected to influence such behaviors, namely User Involvement (UI) and Personal Innovativeness in IT (PIIT). We conduct a field study to examine how these factors influence postadoption behavior and how they are interrelated. Building on theoretical premises and prior empirical findings, we propose and test two alternative models of the relationship between these factors. Our results reveal that the best explanation of post-adoption behavior is provided by the model where UI and PIIT independently influence post-adoption behavior. Our findings have important implications for research and practice. To that end, we offer directions for future research.

Abstract:
This paper presents a studyof the impact of reference node locations on the accuracy of the indoor positioning systems. In particular, we analyze the localization accuracy of the RSSI database mapping techniques, deploying on the IEEE 802.15.4 wireless networks. The results show that the locations of the reference nodes used in the positioning systems affect the signal propagation characteristics in the service area. Thisin turn affects the accuracy of the wireless indoor positioning system. We found that suitable location of reference nodes could reduce the positioning error upto 35 %.Keywords: Indoor positioning systems, IEEE 802.15.4 wireless networks, Signal propagation characteristics

Abstract:
As air traffic expands, many airports have evolved into transit centers for people, information, and commerce, and technology implementation is an absolute part of airport development. Several challenges are in the way of implementing technology in an airport. Airport 4.0 proposes the "Smart Airport" concept, which focuses on using modern technologies such as Big Data, the Internet of Things (IoT), advanced biometric systems, blockchain, and cloud computing to alter and enhance passengers' journeys. Several common IoT concrete topics as partial keys to smart airports are discussed and introduced, ranging from automated check-in systems to exterior tracking processes, with the goal of enlightening more and more insightful ideas and proposals about smart airport solutions. IoT will dramatically alter people's lives by infusing intelligence, boosting the quality of life, and assembling it smarter. This paper reviews the approaches to transforming an airport into a smart airport and describes several enabling components of IoT and challenges that can hinder the implementation of a smart airport's function, which require to be addressed.
