Authors: Hyen Ki Kim
Abstract:
This paper describes the design and implementation of cyber video consultation systems(CVCS) using hybrid P2P for video consultation between remote sites. The proposed system is based on client-server and P2P(Peer to Peer) architecture, where client-server is used for communication with the MCU(Multipoint Control Unit) and P2P is used for the cyber video consultation. The developed video consultation system decreases server traffic, and cuts down network expenses, as the multimedia data decentralizes to the client by hybrid P2P architecture. Also the developed system is tested by the group-type video consultation system using communication protocol and application software through Ethernet networks.

Authors: Mohammed Sani Abdulai
Abstract:
Ghana’s Public Financial Management reforms have been going on for some two decades now (1997/98 to 2017/18). Given this long period of reforms, Ghana in 2019 is putting together both a Public Financial Management (PFM) strategy and a Ghana Integrated Financial Management Information System (GIFMIS) strategy for the next 5-years (2020-2024). The primary aim of these dual strategies is assisting the country in moving beyond reforms to consolidation and sustainability. In this paper we, first, examined the evolution of Ghana’s PFM reforms. We, secondly, reviewed the legal and institutional reforms undertaken to strengthen the country’s key PFM institutions. Thirdly, we summarized the strengths and weaknesses identified by the 2018 Public Expenditure and Financial Accountability (PEFA) assessment of Ghana’s PFM system relating to its macro-fiscal framework, budget preparation and approval, budget execution, accounting and fiscal reporting as well as external scrutiny and audit. We, finally, considered what the country should be doing to achieve its intended goal of PFM consolidation and sustainability. Using a qualitative method of review and analysis of existing documents, we, through this paper, brought to the fore the lessons that could be learnt by other developing countries from Ghana’s PFM reforms experiences. These lessons included the need to: (a) undergird any PFM reform with a comprehensive PFM reform strategy; (b) undertake a legal and institutional reforms of the key PFM institutions; (c) assess the strengths and weaknesses of those reforms using PFM performance evaluation tools such as PEFA framework; and (d) move beyond reforms to consolidation and sustainability.

Authors: Bahar Razavi, Mansour Parehkar, Ali Gholami
Abstract:
Pore water pressure is normally because of consolidation, compaction and water level fluctuation on reservoir. Measuring, controlling and analyzing of pore water pressure have significant importance in both of construction and operation period. Since end of 2002, (dam start up) nature of KARKHEH dam has been analyzed by using the gathered information from instrumentation system of dam. In this lecture dam condition after start up have been analyzed by using the gathered data from located piezometers in core of dam. According to TERZAGHI equation and records of piezometers, consolidation lasted around five years during early years of construction stage, and current pore water pressure in core of dam is caused by water level fluctuation in reservoir. Although there is time lag between water level fluctuation and results of piezometers. These time lags have been checked and the results clearly show that one of the most important causes of it is distance between piezometer and reservoir. Keywords: Earth dam, Reservoir, Piezometer, Terzaghi, Consolidation

Authors: G. S. Ayyappan, M. Raja Raghavan, R. Poonthalir, Kota Srinivas, B. Ramesh Babu
Abstract:
Electrical energy demand in the World and particularly in India, is increasing drastically more than its production over a period of time. In order to reduce the demand-supply gap, conserving energy becomes mandatory. Induction motors are the main driving force in the industries and contributes to about half of the total plant energy consumption. By effective monitoring and control of induction motors, huge electricity can be saved. This paper deals about the design and development of such a system, which employs iLON Smart Server and motor performance monitoring nodes. These nodes will monitor the performance of induction motors on-line, on-site and in-situ in the industries. The node monitors the performance of motors by simply measuring the electrical power input and motor shaft speed; coupled to genetic algorithm to estimate motor efficiency. The nodes are connected to the iLON Server through RS485 network. The web server collects the motor performance data from nodes, displays online, logs periodically, analyzes, alerts, and generates reports. The system could be effectively used to operate the motor around its Best Operating Point (BOP) as well as to perform the Life Cycle Assessment of Induction motors used in the industries in continuous operation.

Authors: Jung-Ho Moon, Tae Kwon Ha
Abstract:
This paper presents a car parking monitoring system using wireless sensor networks. Multiple sensor nodes and a sink node, a gateway, and a server constitute a wireless network for monitoring a parking lot. Each of the sensor nodes is equipped with a 3-axis AMR sensor and deployed in the center of a parking space. Each sensor node reads its sensor values periodically and transmits the data to the sink node if the current and immediate past sensor values show a difference exceeding a threshold value. The sensor nodes and sink node use the 448 MHz band for wireless communication. Since RF transmission only occurs when sensor values show abrupt changes, the number of RF transmission operations is reduced and battery power can be conserved. The data from the sensor nodes reach the server via the sink node and gateway. The server determines which parking spaces are taken by cars based upon the received sensor data and reference values. The reference values are average sensor values measured by each sensor node when the corresponding parking spot is not occupied by a vehicle. Because the decision making is done by the server, the computational burden of the sensor node is relieved, which helps reduce the duty cycle of the sensor node.

Authors: Joon-young Jung, Dong-oh Kang, Chang-seok Bae
Abstract:
Power consumption is rapidly increased in data centers because the number of data center is increased and more the scale of data center become larger. Therefore, it is one of key research items to reduce power consumption in data center. The peak power of a typical server is around 250 watts. When a server is idle, it continues to use around 60% of the power consumed when in use, though vendors are putting effort into reducing this “idle" power load. Servers tend to work at only around a 5% to 20% utilization rate, partly because of response time concerns. An average of 10% of servers in their data centers was unused. In those reason, we propose dynamic power management system to reduce power consumption in green data center. Experiment result shows that about 55% power consumption is reduced at idle time. Keywords: Data Center, Green IT, Management Server, Power Saving.

Authors: Vitalice K. Oduol
Abstract:
The paper considers a single-server queue with fixedsize batch Poisson arrivals and exponential service times, a model that is useful for a buffer that accepts messages arriving as fixed size batches of packets and releases them one packet at time. Transient performance measures for queues have long been recognized as being complementary to the steady-state analysis. The focus of the paper is on the use of the functions that arise in the analysis of the transient behaviour of the queuing system. The paper exploits practical modelling to obtain a solution to the integral equation encountered in the analysis. Results obtained indicate that under heavy load conditions, there is significant disparity in the statistics between the transient and steady state values. Keywords: batch arrivals, modelling, single-server queue, time-varying probabilities, transient analysis.

Abstract:
In this paper, a scalable augmented reality framework for handheld devices is presented. The presented framework is enabled by using a server-client data communication structure, in which the search for tracking targets among a database of images is performed on the server-side while pixel-wise 3D tracking is performed on the client-side, which, in this case, is a handheld mobile device. Image search on the server-side adopts a residual-enhanced image descriptors representation that gives the framework a scalability property. The tracking algorithm on the client-side is based on a gravity-aligned feature descriptor which takes the advantage of a sensor-equipped mobile device and an optimized intensity-based image alignment approach that ensures the accuracy of 3D tracking. Automatic content streaming is achieved by using a key-frame selection algorithm, client working phase monitoring and standardized rules for content communication between the server and client. The recognition accuracy test performed on a standard dataset shows that the method adopted in the presented framework outperforms the Bag-of-Words (BoW) method that has been used in some of the previous systems. Experimental test conducted on a set of video sequences indicated the real-time performance of the tracking system with a frame rate at 15-30 frames per second. The presented framework is exposed to be functional in practical situations with a demonstration application on a campus walk-around.Keywords: Augmented reality framework, server-client model, vision-based tracking, image search.

Abstract:
In this article, the phenomenon of nonlinear consolidation in saturated and homogeneous clay layer is studied. Considering time-varied drainage model, the excess pore water pressure in the layer depth is calculated. The Generalized Differential Quadrature (GDQ) method is used for the modeling and numerical analysis. For the purpose of analysis, first the domain of independent variables (i.e., time and clay layer depth) is discretized by the Chebyshev-Gauss-Lobatto series and then the nonlinear system of equations obtained from the GDQ method is solved by means of the Newton-Raphson approach. The obtained results indicate that the Generalized Differential Quadrature method, in addition to being simple to apply, enjoys a very high accuracy in the calculation of excess pore water pressure. Keywords: Generalized Differential Quadrature method, Nonlinear consolidation, Nonlinear system of equations, Time-varied drainage

Abstract:
This work presents a 2D numerical simulation of an earth dam to assess the behavior of its foundation after a treatment by stone columns. This treatment aims to improve the bearing capacity, to increase the mechanical properties of the soil, to accelerate the consolidation, to reduce the settlements and to eliminate the liquefaction phenomenon in case of seismic excitation. For the evaluation of the pore pressures, the position of the phreatic line and the flow network was defined, and a seepage analysis was performed with the software MIDAS Soil Works. The consolidation calculation is performed through a simulation of the actual construction stages of the dam. These analyzes were performed using the Mohr-Coulomb soil model and the results are compared with the actual measurements of settlement gauges implanted in the dam. An analysis of the bearing capacity was conducted to show the role of stone columns in improving the bearing capacity of the foundation.

Authors: Chimaobi Valentine Okolo
Abstract:
This paper seeks to assess the implications of bank consolidation on lending, which largely determine the survival and performance of small and medium scale enterprises and in turn the development of the Nigerian economy. Ordinary least square technique, correlation matrix test and Granger –causality test were employed to measure the extent to which lending to small and medium scale enterprises were influenced. The result showed that bank deposit (BD) impacted on lending to small and medium scale enterprises. Commercial and merchant bank lending rate had statistically insignificant effect on the dependent variable. There is a shift of focus by commercial banks from small and medium scale enterprises (small customers) to major investors (big customers). While micro finance banks work hard at providing funds to small and medium scale entrepreneurs, their capacity to meet the needs of these entrepreneurs is constrained. The capital and deposits of micro finance bank should be boosted in order to effectively support small and medium scale enterprises through loans. Keywords: Asset size, bank consolidation, lending, small and medium enterprises.

Abstract:
Relationship between undrained shear strength (Su) and over consolidation ratio (OCR) of clay soil (marine clay) is very important in the field of geotechnical engineering to estimate the settlement behaviour of clay and to prepare a small scale physical modelling test. In this study, a relationship between shear strength and OCR parameters was determined using the laboratory vane shear apparatus and the fully automatic consolidated apparatus. The main objective was to establish non-linear correlation formula between shear strength and OCR and comparing it with previous studies. Therefore, in order to achieve this objective, three points were chosen to obtain 18 undisturbed samples which were collected with an increasing depth of 1.0 m to 3.5 m each 0.5 m. Clay samples were prepared under undrained condition for both tests. It was found that the OCR and shear strength are inversely proportional at similar depth and at same undrained conditions. However, a good correlation was obtained from the relationships where the R2 values were very close to 1.0 using polynomial equations. The comparison between the experimental result and previous equation from other researchers produced a non-linear correlation which has a similar pattern with this study. Keywords: Shear strength, over-consolidation ratio, vane shear test, clayey soil.

Abstract:
In most of the popular implementation of Parallel GAs the whole population is divided into a set of subpopulations, each subpopulation executes GA independently and some individuals are migrated at fixed intervals on a ring topology. In these studies, the migrations usually occur 'synchronously' among subpopulations. Therefore, CPUs are not used efficiently and the communication do not occur efficiently either. A few studies tried asynchronous migration but it is hard to implement and setting proper parameter values is difficult. The aim of our research is to develop a migration method which is easy to implement, which is easy to set parameter values, and which reduces communication traffic. In this paper, we propose a traffic reduction method for the Asynchronous Parallel Distributed GA by migration of elites only. This is a Server-Client model. Every client executes GA on a subpopulation and sends an elite information to the server. The server manages the elite information of each client and the migrations occur according to the evolution of sub-population in a client. This facilitates the reduction in communication traffic. To evaluate our proposed model, we apply it to many function optimization problems. We confirm that our proposed method performs as well as current methods, the communication traffic is less, and setting of the parameters are much easier. Keywords: Parallel Distributed Genetic Algorithm (PDGA), asynchronousPDGA, Server-Client configuration, Elite Migration

Abstract:
This paper proposes a way to track persons by making use of multiple non-overlapping cameras. Tracking persons on multiple non-overlapping cameras enables data communication among cameras through the network connection between a camera and a computer, while at the same time transferring human feature data captured by a camera to another camera that is connected via the network. To track persons with a camera and send the tracking data to another camera, the proposed system uses a hierarchical human model that comprises a head, a torso, and legs. The feature data of the person being modeled are transferred to the server, after which the server sends the feature data of the human model to the cameras connected over the network. This enables a camera that captures a person's movement entering its vision to keep tracking the recognized person with the use of the feature data transferred from the server.
