9062 Carrying Out the Steps of Decision Making Process in Concrete Organization

Abstract:
The decision-making process is theoretically clearly defined. Generally, it includes the problem identification and analysis, data gathering, goals and criteria setting, alternatives development and optimal alternative choice and its implementation. In practice however, various modifications of the theoretical decision-making process can occur. The managers can consider some of the phases to be too complicated or unfeasible and thus they do not carry them out and conversely some of the steps can be overestimated. The aim of the paper is to reveal and characterize the perception of the individual phases of decision-making process by the managers. The research is concerned with managers in the military environment – commanders. Quantitative survey is focused cross-sectionally in the individual levels of management of the Ministry of Defence of the Czech Republic. On the total number of 135 respondents the analysis focuses on which of the decision-making process phases are problematic or not carried out in practice and which are again perceived to be the easiest. Then it is examined the reasons of the findings.

Abstract:
The article presents the results of experimental study of a two-speed asynchronous motor 4A80B6/4U3 with pole-changing winding on a fan drive VSUN 160x74-0.55-4 in static and dynamic modes. A prototype of a pole-changing Motor was made based on the results of the calculation and the performance and mechanical characteristics of the Motor were removed at the experimental stand, and useful capacities and other parameters from both poles were determined. In dynamic mode, the curves of changes of torque and current of the stator were removed by direct start, constant speed operation, by switching of speeds and stopping.

Abstract:
A wrist-band type biosignal measurement system and its data transfer through human body communication (HBC) were investigated. An HBC method based on pulses of ultra-wide band instead of using frequency or amplitude modulations was studied and implemented since the system became very compact and it was more suited for personal or mobile health monitoring. Our system measured photo-plethysmogram (PPG) and measured PPG signals were transmitted through a finger to a monitoring PC system. The device was compact and low-power consuming. HBC communication has very strongsecurity measures since it does not use wireless network.Furthermore, biosignal monitoring system becomes handy because it does not need to have wire connections.

Abstract:
This paper introduces a high-gain observer based state of charge(SOC) estimator for lithium-Ion batteries. The proposed SOC estimator has a high-gain observer(HGO) structure. The HGO scheme enhances the transient response speed and diminishes the effect of uncertainties. Furthermore, it guarantees that the output feedback controller recovers the performance of the state feedback controller when the observer gain is sufficiently high. In order to show the effectiveness of the proposed method, the linear RC battery model in ADVISOR is used. The performance of the proposed method is compared with that of the conventional linear observer(CLO) and some simulation result is given.

Stability of functionally graded beams with piezoelectric layers subjected to axial compressive load that is simply supported at both ends is studied in this paper. The displacement field of beam is assumed based on first order shear deformation beam theory. Applying the Hamilton's principle, the governing equation is established. The influences of applied voltage, dimensionless geometrical parameter, functionally graded index and piezoelectric thickness on the critical buckling load of beam are presented. To investigate the accuracy of the present analysis, a compression study is carried out with a known data.

Abstract:
This paper presents a conceptual model of agreement options for negotiation support in multi-person decision on optimizing high-rise building columns. The decision is complicated since many parties involved in choosing a single alternative from a set of solutions. There are different concern caused by differing preferences, experiences, and background. Such building columns as alternatives are referred to as agreement options which are determined by identifying the possible decision maker group, followed by determining the optimal solution for each group. The group in this paper is based on three-decision makers preferences that are designer, programmer, and construction manager. Decision techniques applied to determine the relative value of the alternative solutions for performing the function. Analytical Hierarchy Process (AHP) was applied for decision process and game theory based agent system for coalition formation. An n-person cooperative game is represented by the set of all players. The proposed coalition formation model enables each agent to select individually its allies or coalition. Abstract:
A microcontroller-based fan coil unit (FCU) fuzzy controller is designed and implemented in this paper. The controller employs the concept of duty ratio on the electric valve control, which could make full use of the cooling and dehumidifying capacity of the FCU when the valve is off. The traditional control method and its limitations are analyzed. The hardware and software design processes are introduced in detail. The experimental results show that the proposed method is more energy efficient compared to the traditional controlling strategy. Furthermore, a more comfortable room condition could be achieved by the proposed method. The proposed low-cost FCU fuzzy controller deserves to be widely used in engineering applications.Keywords: Fan coil unit, duty ratio, fuzzy controller, experiment.

Abstract:
This paper discusses the value theory in cultural heritage and the value theory in environmental economics. Two economic views of the value theory are compared, within the field of cultural heritage maintenance and within the field of the environment. The main aims are to find common features in these two differently structured theories under the layer of differently defined terms as well as really differing features of these two approaches; to clear the confusion which stems from different terminology as in fact these terms capture the same aspects of reality; and to show possible inspiration these two perspectives can offer one another. Another aim is to present these two value systems in one value framework. First, important moments of the value theory from the economic perspective are presented, leading to the marginal revolution of (not only) the Austrian School. Then the theory of value within cultural heritage and environmental economics are explored. Finally, individual approaches are compared and their potential mutual inspiration searched for.

Abstract:
In this paper, we propose a fuzzy aggregate production planning (APP) model for blending problem in a brass factory which is the problem of computing optimal amounts of raw materials for the total production of several types of brass in a period. The model has deterministic and imprecise parameters which follows triangular possibility distributions. The brass casting APP model can not always be solved by using common approaches used in the literature. Therefore a mathematical model is presented for solving this problem. In the proposed model, the Lai and Hwang-s fuzzy ranking concept is relaxed by using one constraint instead of three constraints. An application of the brass casting APP model in a brass factory shows that the proposed model successfully solves the multi-blend problem in casting process and determines the optimal raw material purchasing policies.Keywords: Aggregate production planning, Blending, brasscasting, possibilistic programming.

Abstract:
The purpose of this study was to explore the relationship between knowledge sharing and innovation capability, by examining the influence of individual, organizational and technological factors on knowledge sharing. The research is based on a survey of 103 employees from different organizations in the United Arab Emirates. The study is based on a model and a questionnaire that was previously tested by Lin [1]. Thus, the study aims at examining the validity of that model in UAE context. The results of the research show varying degrees of correlation between the different variables, with ICT use having the strongest relationship with the innovation capabilities of organizations. As data to be stored in storage subsystems tremendously increases, data protection techniques have become more important than ever, to provide data availability and reliability. In this paper, we present the file system-based data protection (WOWSnap) that has been implemented using WORM (Write-Once-Read-Many) scheme. In the WOWSnap, once WORM files have been created, only the privileged read requests to them are allowed to protect data against any intentional/accidental intrusions. Furthermore, all WORM files are related to their protection cycle that is a time period during which WORM files should securely be protected. Once their protection cycle is expired, the WORM files are automatically moved to the general-purpose data section without any user interference. This prevents the WORM data section from being consumed by unnecessary files. We evaluated the performance of WOWSnap on Linux cluster.Keywords: Data protection, Protection cycle, WORM

The IEEE 802.15.4 standard is designed for low-rate wireless personal area networks (LR-WPAN) with focus on enabling wireless sensor networks. It aims to give a low data rate, low power consumption, and low cost wireless networking on the device-level communication. The objective of this study is to investigate the performance of IEEE 802.15.4 based networks using simulation tool. In this project the network simulator 2 NS2 was used to several performance measures of wireless sensor networks. Three scenarios were considered, multi hop network with a single coordinator, star topology, and an ad hoc on demand distance vector AODV. The key question then ascended “How well is an energy management (EM) been practiced in universities without taking the Critical Success Factors (CSFs) into consideration to ensure the management of university achieves the goals in reducing energy consumption. Review on past literature is carried out to establish CSFs for EM best practices. Thus, this paper highlighted the CSFs which have to be focused on by management of university to successfully measure the EM implementation and its performance. At the end of this paper, a theoretical framework is developed for EM success factors towards sustainable university.

This work presents a comparison between the Annual Energy Output (AEO) of two commercial vertical-axis wind turbines (VAWTs) for a low-wind urban site: both a drag-driven and a liftdriven concepts are examined in order to be installed on top of the new Via dei Giustinelli building, Trieste (Italy). The power-curves, taken from the product specification sheets, have been matched to the wind characteristics of the selected installation site. Web usage mining algorithms have been widely utilized for modeling user web navigation behavior. In this study we advance a model for mining of user-s navigation pattern. The model makes user model based on expectation-maximization (EM) algorithm.An EM algorithm is used in statistics for finding maximum likelihood estimates of parameters in probabilistic models, where the model depends on unobserved latent variables. The experimental results represent that by decreasing the number of clusters, the log likelihood converges toward lower values and probability of the largest cluster will be decreased while the number of the clusters increases in each treatment.Keywords: Web Usage Mining, Expectation maximization, navigation pattern mining.

We are interested in the problem of building an ontology in a heterogeneous organization, by taking into account different viewpoints and different terminologies of communities in the organization. Such ontology, that we call multi-viewpoint ontology, confers to the same universe of discourse, several partial descriptions, where each one is relative to a particular viewpoint. In addition, these partial descriptions share at global level, ontological elements constituent a consensus between the various viewpoints. In order to provide response elements to this problem we define a multi-viewpoints knowledge model based on viewpoint and ontology notions. Grid scheduling is the process of mapping grid jobs to resources over multiple administrative domains. Traditionally, application-level schedulers have been tightly integrated with the application itself and were not easily applied to other applications. This design is generic that decouples the scheduler core (the search procedure) from the application-specific (e.g. application performance models) and platform-specific (e.g. collection of resource information) components used by the search procedure. In this decoupled approach the application details are not revealed completely to broker, but customer will give the application to resource provider for execution. Abstract:
This paper deals with stability analysis for synchronous reluctance motors drive. Special attention is paid to the transient performance with variations in motor's parameters such as Ld and Rs. A study of the dynamic control using d-q model is presented first in order to clarify the stability of the motor drive system. Based on the experimental parameters of the synchronous reluctance motor, this paper gives some simulation results using MATLAB/SIMULINK software packages. It is concluded that the motor parameters, especially Ld, affect the estimator stability and hence the whole drive system.

This change will result in the multi-site production planning problems under the environment of multiple plants or production resources. Our research proposes the structural framework to analyze the multi-site planning problems. The analytical framework is composed of six elements: multi-site conceptual model, product structure (bill of manufacturing), production strategy, manufacturing capability and characteristics, production planning constraints, and key performance indicators. As well as the discussion of these six ingredients, we also review related literatures in this paper to match our analytical framework. The goal of this paper is proposing a supply chain value dashboard in home appliance manufacturing firms to create more value for all stakeholders via balanced scorecard approach. Balanced scorecard is an effective approach that managers have used to evaluate supply chain performance in many fields but there is a lack of enough attention to all supply chain stakeholders, improving value creation and, defining correlation between value indicators and performance measuring quantitatively. In this research the key stakeholders in home appliance supply chain, value indicators with respect to create more value for stakeholders and the most important metrics to evaluate supply chain value performance based on balanced scorecard approach have been selected via literature review. The most important indicators based on expert’s judgment acquired by in survey focused on creating more value for. Structural equation modelling has been used to disclose relations between value indicators and balanced scorecard metrics. The important result of this research is identifying effective value dashboard to create more value for all stakeholders in supply chain via balanced scorecard approach and based on an empirical study covering ten home appliance manufacturing firms in Iran. Abstract:
Direct numerical simulation (DNS) is used to study the evolution of a boundary layer that was laminar initially followed by separation and then reattachment owing to generation of turbulence. This creates a closed region of recirculation, known as the laminar-separation bubble. The present simulation emulates the flow environment encountered in a modern LP turbine blade, where a laminar separation bubble may occur on the suction surface. The unsteady, incompressible three-dimensional (3-D) Navier-Stokes (NS) equations have been solved over a flat plate in the Cartesian coordinates. The adverse pressure gradient, which causes the flow to separate, is created by a boundary condition. The separated shear layer undergoes transition through appearance of ╬ø vortices, stretching of these create longitudinal streaks. Breakdown of the streaks into small and irregular structures makes the flow turbulent downstream.

An end-member selection method for spectral unmixing that is based on Particle Swarm Optimization (PSO) is developed in this paper. The algorithm uses the K-means clustering algorithm and a method of dynamic selection of end-members subsets to find the appropriate set of end-members for a given set of multispectral images. The proposed algorithm has been successfully applied to test image sets from various platforms such as LANDSAT 5 MSS and NOAA's AVHRR. The experimental results of the proposed algorithm are encouraging. The influence of different values of the algorithm control parameters on performance is studied. Furthermore, the performance of different versions of PSO is also investigated.

A diamond-like carbon (DLC) based solid-lubricant film was designed and DLC films were successfully prepared using a microwave plasma enhanced magnetron sputtering deposition technology. Post-test characterizations including Raman spectrometry, X-ray diffraction, nano-indentation test, adhesion test, friction coefficient test were performed to study the influence of substrate bias voltage on the mechanical properties of the W- and S-doped DLC films. Abstract:
In this paper, we present a method for edge segmentation of satellite images based on 2-D Phase Congruency (PC) model. The proposed approach is composed by two steps: The contextual non linear smoothing algorithm (CNLS) is used to smooth the input images. Then, the 2D stretched Gabor filter (S-G filter) based on proposed angular variation is developed in order to avoid the multiple responses in the previous work. An assessment of our proposed method performance is provided in terms of accuracy of satellite image edge segmentation. Abstract:
This paper presents a new feature based dense stereo matching algorithm to obtain the dense disparity map via dynamic programming. After extraction of some proper features, we use some matching constraints such as epipolar line, disparity limit, ordering and limit of directional derivative of disparity as well. Also, a coarseto- fine multiresolution strategy is used to decrease the search space and therefore increase the accuracy and processing speed. The proposed method links the detected feature points into the chains and compares some of the feature points from different chains, to increase the matching speed. We also employ color stereo matching to increase the accuracy of the algorithm. Then after feature matching, we use the dynamic programming to obtain the dense disparity map. It differs from the classical DP methods in the stereo vision, since it employs sparse disparity map obtained from the feature based matching stage. The DP is also performed further on a scan line, between any matched two feature points on that scan line. Thus our algorithm is truly an optimization method. Our algorithm offers a good trade off in terms of accuracy and computational efficiency. Regarding the results of our experiments, the proposed algorithm increases the accuracy from 20 to 70%, and reduces the running time of the algorithm almost 70%.Keywords: Chain Correspondence, Color Stereo Matching, Dynamic Programming, Epipolar Line, Stereo Vision.

Abstract:
As a tool for human spatial cognition and thinking, the map has been playing an important role. Maps are perhaps as fundamental to society as language and the written word. Economic and social development requires extensive and in-depth understanding of their own living environment, from the scope of the overall global to urban housing. This has brought unprecedented opportunities and challenges for traditional cartography . This paper first proposed the concept of scaleless-map and its basic characteristics, through the analysis of the existing multi-scale representation techniques. Then some strategies are presented for automated mapping compilation. Taking into account the demand of automated map compilation, detailed proposed the software - WJ workstation must have four technical features, which are generalization operators, symbol primitives, dynamically annotation and mapping process template. This paper provides a more systematic new idea and solution to improve the intelligence and automation of the scaleless cartography.

Abstract:
In this paper, we present a novel objective nonreference performance assessment algorithm for image fusion. It takes into account local measurements to estimate how well the important information in the source images is represented by the fused image. The metric is based on the Universal Image Quality Index and uses the similarity between blocks of pixels in the input images and the fused image as the weighting factors for the metrics. Experimental results confirm that the values of the proposed metrics correlate well with the subjective quality of the fused images, giving a significant improvement over standard measures based on mean squared error and mutual information.
