9646 Incidence of Disasters and Coping Mechanism among Farming Households in South West Nigeria

Abstract:
Farming households faces lots of disaster which contribute to endemic poverty. Anticipated increases in extreme weather events will exacerbate this. Primary data was administered to farming household using multi-stage random sampling technique. The result of the analysis shows that majority of the respondents (69.9%) are male, have mean household size, years of formal education and age of 5±1.14, 6±3.41, and 51.06±10.43 respectively. The major (48.9%) type of disaster experienced is flooding. Major coping mechanism adopted is sourcing for support from family and friends. Age, education, experience, access to extension agent, and mitigation control method contribute significantly to vulnerability to disaster. The major adaptation method (62.3%) is construction of drainage.
The study revealed that the coping mechanisms employed may become less effective as increasingly fragile livelihood systems struggle to withstand disaster shocks. Thus there is need for training of the farmers on measures to adapt to mitigate the shock from disasters

Abstract:
The rapid expansion of deserts in recent decades as a result of human actions combined with climatic changes has highlighted the necessity to understand biological processes in arid environments. Whereas physical processes and the biology of flora and fauna have been relatively well studied in marginally used arid areas, knowledge of desert soil micro-organisms remains fragmentary. The objective of this study is to conduct a diversity analysis of bacterial communities in unvegetated arid soils. Several biological phenomena in hot deserts related to microbial populations and the potential use of micro-organisms for restoring hot desert environments. Dry land ecosystems have a highly heterogeneous distribution of resources, with greater nutrient concentrations and microbial densities occurring in vegetated than in bare soils. In this work, we found it useful to use techniques of artificial intelligence in their treatment especially artificial neural networks (ANN). The use of the ANN model, demonstrate his capability for addressing the complex problems of uncertainty data.

Abstract:
An empirical correlation for predicting the heat transfer coefficient for a cylinder under free convection, inclined at any arbitrary angle with the horizontal has been developed in terms of Nusselt number, Prandtl number and Grashof number. Available experimental data was used to determine the parameters for the proposed correlation. The proposed correlation predicts the available data well within ±10%, for Prandtl number in the range 0.68-0.72 and Grashof number in the range 1.4×104–1.2×1010.

Abstract:
The main purpose of this paper is to examine the effect of diversity sensitive orientation on job satisfaction and turnover intention. Diversity sensitive orientation is the attitude of the individual to respect and accommodate diversity. This is focused on an individual’s perception of diversity. Although being made from the most diversity related research team and organizational level, this study deals with diversity issues at the individual level. To test the proposed research model and hypothesis, the data were collected from 291 Korean employees. The study conducted a confirmatory factor analysis for the validity test. Furthermore, structural equation modeling (SEM) was employed to test the hypothesized relationship in the conceptual model. The results of this paper were as followings: First, diversity sensitive orientation was positively related to job satisfaction. Second, diversity sensitive orientation was negatively related to turnover intention. In other words, the positive influence of the diversity sensitive orientation has been verified. Based on the findings, this study suggested implications and directions for future research.

Abstract:
When we are aiming at high goals for economic development such as sustainable growth and development of economy, poverty reduction, and reduction in inequality etc., we must not forget to include each and everyone in the society in process of achieving these goals. This study particularly talks about women’s participation in economic activities with the special focus on the analysis of female labour force participation rate in the states of India. It makes comparison between the states having low female labour force participation with the states that have comparatively high female labour population. The study began with review of data on the current state of gender biases in employment. It has been found that the male workforce is dominant all across India. Further, the study highlights the major reasons for low women participation in economic activities in some of the backward Indian states like Bihar, etc. Reasons for low female participation are related to economic, cultural and social factors that are responsible for women’s unemployment. Afterwards, it analyses the reasons behind comparatively higher female participation in some of the other states in India. The case of the north-eastern region and state of Telangana and Tamil Nadu have been analysed in brief. These states show improvements in female labour force participation over a few decades. This is due to the government policies that have been adopted, women-friendly workplaces, availability of quality jobs for women etc. UN women has recognized the social and economic benefits of having an active female labour force in a country; if female unemployment declines, it will improve the growth rate of the nation as well as the welfare of the society. The study discusses the reasons why an economy must try to increase female workforce participation. It further provides suggestions to improve the conditions in backward states in India where the unemployment rate for women is high. The policy interventions and government schemes are some of the ways to recognise poor women workforce participation issues and work on it. The condition will improve when the changes would take place from regional level with social and moral support to the women.

Abstract:
The number of features required to represent an image can be very huge. Using all available features to recognize objects can suffer from curse dimensionality. Feature selection and extraction is the pre-processing step of image mining. Main issues in analyzing images is the effective identification of features and another one is extracting them. The mining problem that has been focused is the grouping of features for different shapes. Experiments have been conducted by using shape outline as the features. Shape outline readings are put through normalization and dimensionality reduction process using an eigenvector based method to produce a new set of readings. After this pre-processing step data will be grouped through their shapes. Through statistical analysis, these readings together with peak measures a robust classification and recognition process is achieved. Tests showed that the suggested methods are able to automatically recognize objects through their shapes. Finally, experiments also demonstrate the system invariance to rotation, translation, scale, reflection and to a small degree of distortion.Keywords: Image mining, feature selection, shape recognition, peak measures.

Abstract:
In this paper, an accurate theoretical analysis for the achievable average channel capacity (in the Shannon sense) per user of a hybrid cellular direct-sequence/fast frequency hopping code-division multiple-access (DS/FFH-CDMA) system operating in a Rayleigh fading environment is presented. The analysis covers the downlink operation and leads to the derivation of an exact mathematical expression between the normalized average channel capacity available to each system-s user, under simultaneous optimal power and rate adaptation and the system-s parameters, as the number of hops per bit, the processing gain applied, the number of users per cell and the received signal-tonoise power ratio over the signal bandwidth. Finally, numerical results are presented to illustrate the proposed mathematical analysis.

Historic paths in today's cities are facing the pressure of the urban development due to the rapid urban growth. Every new development is tearing the old urban fabric and the socio-economic character of the historic paths. Furthermore, in some cases historic paths suffer from negligence and decay. Kom El Dekka historic path was one of those deteriorated paths in the city of Alexandria, Egypt, in spite of its high heritage and socio-economic value. Therefore, there was a need to develop urban regeneration strategies as a part of a wider sustainable development vision, to handle the situation and revitalize the path as a livable space in the heart of the city. This study aims to develop a comprehensive assessment methodology to evaluate the different values of the path and to create community-oriented and economic-based analysis methodology for its socio-economic values. This article provides an analysis of the legal regulations concerning the lease in France, Spain, Switzerland, Ukraine and Italy. Abstract:
The conventional assessment of human semen is a highly subjective assessment, with considerable intra- and interlaboratory variability. Computer-Assisted Sperm Analysis (CASA) systems provide a rapid and automated assessment of the sperm characteristics, together with improved standardization and quality control. However, the outcome of CASA systems is sensitive to the method of experimentation. While conventional CASA systems use digital microscopes with phase-contrast accessories, producing higher contrast images, we have used raw semen samples (no staining materials) and a regular light microscope, with a digital camera directly attached to its eyepiece, to insure cost benefits and simple assembling of the system. However, since the accurate finding of sperms in the semen image is the first step in the examination and analysis of the semen, any error in this step can affect the outcome of the analysis. This article introduces and explains an algorithm for finding sperms in low contrast images: First, an image enhancement algorithm is applied to remove extra particles from the image. Then, the foreground particles (including sperms and round cells) are segmented form the background. Abstract:
An automatic speech recognition system for the formal Arabic language is needed. The Quran is the most formal spoken book in Arabic, it is spoken all over the world. In this research, an automatic speech recognizer for Quranic based speakerindependent was developed and tested. The system was developed based on the tri-phone Hidden Markov Model and Maximum Likelihood Linear Regression (MLLR). The MLLR computes a set of transformations which reduces the mismatch between an initial model set and the adaptation data. It uses the regression class tree, as well as, estimates a set of linear transformations for the mean and variance parameters of a Gaussian mixture HMM system. The 30th Chapter of the Quran, with five of the most famous readers of the Quran, was used for the training and testing of the data. The chapter includes about 2000 distinct words. The advantages of using the Quranic verses as the database in this developed recognizer are the uniqueness of the words and the high level of orderliness between verses. In literature, there are metrics for identifying the quality of reusable components but the framework that makes use of these metrics to precisely predict reusability of software components is still need to be worked out. These reusability metrics if identified in the design phase or even in the coding phase can help us to reduce the rework by improving quality of reuse of the software component and hence improve the productivity due to probabilistic increase in the reuse level. As CK metric suit is most widely used metrics for extraction of structural features of an object oriented (OO) software; So, in this study, tuned CK metric suit i.e. WMC, DIT, NOC, CBO and LCOM, is used to obtain the structural analysis of OO-based software components. An algorithm has been proposed in which the inputs can be given to K-Means Clustering system in form of tuned values of the OO software component and decision tree is formed for the 10-fold cross validation of data to evaluate the in terms of linguistic reusability value of the component. Abstract:
Continuous measurements and multivariate methods are applied in researching the effects of energy consumption on indoor air quality (IAQ) in a Finnish one-family house. Measured data used in this study was collected continuously in a house in Kuopio, Eastern Finland, during fourteen months long period. Consumption parameters measured were the consumptions of district heat, electricity and water. Indoor parameters gathered were temperature, relative humidity (RH), the concentrations of carbon dioxide (CO2) and carbon monoxide (CO) and differential air pressure. In this study, self-organizing map (SOM) and Sammon's mapping were applied to resolve the effects of energy consumption on indoor air quality. Namely, the SOM was qualified as a suitable method having a property to summarize the multivariable dependencies into easily observable two-dimensional map. Accompanying that, the Sammon's mapping method was used to cluster pre-processed data to find similarities of the variables, expressing distances and groups in the data. The methods used were able to distinguish 7 different clusters characterizing indoor air quality and energy efficiency in the study house. The results indicate, that the cost implications in euros of heating and electricity energy vary according to the differential pressure, concentration of carbon dioxide, temperature and season.

When long-term changes in normal weather patterns happen in a certain area, it generally could be identified as climate change. Concentration of principal's greenhouse gases such as carbon dioxide, nitrous oxide, methane, ozone, and water vapor will cause climate change and perhaps climate variability. Main climate factors are temperature, precipitation, air pressure, and humidity. Extreme events may be the result of the changing of carbon dioxide concentration levels in the atmosphere which cause a change in temperature. Extreme events in some ways will affect the productivity of crop and dairy livestock. In this research, the correlation of milk production and temperature as the main climate factor in ChaharMahal and Bakhtiari province in Iran has been considered. The methodology employed for this study consists, collect reports and published national and provincial data, available recorded data on climate factors and analyzing collected data using statistical software. Milk production in ChaharMahal and Bakhtiari province is in the same pattern as national milk production in Iran. According to the current study results, there is a significant negative correlation between milk production in ChaharMahal and Bakhtiari provinces and temperature as the main climate change factor.Keywords: ChaharMahal and Bakhtiari, climate change, impacts, Iran, milk production.

Intelligent Video-Surveillance (IVS) systems are being more and more popular in security applications. The analysis and recognition of abnormal behaviours in a video sequence has gradually drawn the attention in the field of IVS, since it allows filtering out a large number of useless information, which guarantees the high efficiency in the security protection, and save a lot of human and material resources. We present in this paper ADABeV, an intelligent video-surveillance framework for event recognition in crowded scene to detect the abnormal human behaviour. This framework is attended to be able to achieve real-time alarming, reducing the lags in traditional monitoring systems. This architecture proposal addresses four main challenges: behaviour understanding in crowded scenes, hard lighting conditions, multiple input kinds of sensors and contextual-based adaptability to recognize the active context of the scene.Keywords: Behavior recognition, Crowded scene, Data fusion, Pattern recognition, Video-surveillance

Abstract:
Human motion recognition has been extensively increased in recent years due to its importance in a wide range of applications, such as human-computer interaction, intelligent surveillance, augmented reality, content-based video compression and retrieval, etc. However, it is still regarded as a challenging task especially in realistic scenarios. It can be seen as a general machine learning problem which requires an effective human motion representation and an efficient learning method. In this work, we introduce a descriptor based on Laban Movement Analysis technique, a formal and universal language for human movement, to capture both quantitative and qualitative aspects of movement. We use Discrete Hidden Markov Model (DHMM) for training and classification motions. We improve the classification algorithm by proposing two DHMMs for each motion class to process the motion sequence in two different directions, forward and backward. Such modification allows avoiding the misclassification that can happen when recognizing similar motions. Two experiments are conducted. In the first one, we evaluate our method on a public dataset, the Microsoft Research Cambridge-12 Kinect gesture data set (MSRC-12) which is a widely used dataset for evaluating action/gesture recognition methods. In the second experiment, we build a dataset composed of 10 gestures(Introduce yourself, waving, Dance, move, turn left, turn right, stop, sit down, increase velocity, decrease velocity) performed by 20 persons. The evaluation of the system includes testing the efficiency of our descriptor vector based on LMA with basic DHMM method and comparing the recognition results of the modified DHMM with the original one. Experiment results demonstrate that our method outperforms most of existing methods that used the MSRC-12 dataset, and a near perfect classification rate in our dataset.Keywords: Human Motion Recognition, Motion representation, Laban Movement Analysis, Discrete Hidden Markov Model.

Abstract:
In this paper is shown that the probability-statistic methods application, especially at the early stage of the aviation gas turbine engine (GTE) technical condition diagnosing, when the flight information has property of the fuzzy, limitation and uncertainty is unfounded. Hence is considered the efficiency of application of new technology Soft Computing at these diagnosing stages with the using of the Fuzzy Logic and Neural Networks methods. Training with high accuracy of fuzzy multiple linear and non-linear models (fuzzy regression equations) which received on the statistical fuzzy data basis is made. Thus for GTE technical condition more adequate model making are analysed dynamics of skewness and kurtosis coefficients' changes. Researches of skewness and kurtosis coefficients values- changes show that, distributions of GTE work parameters have fuzzy character. Hence consideration of fuzzy skewness and kurtosis coefficients is expedient. Investigation of the basic characteristics changes- dynamics of GTE work parameters allows to draw conclusion on necessity of the Fuzzy Statistical Analysis at preliminary identification of the engines' technical condition. Researches of correlation coefficients values- changes shows also on their fuzzy character. Therefore for models choice the application of the Fuzzy Correlation Analysis results is offered. For checking of models adequacy is considered the Fuzzy Multiple Correlation Coefficient of Fuzzy Multiple Regression. At the information sufficiency is offered to use recurrent algorithm of aviation GTE technical condition identification (Hard Computing technology is used) on measurements of input and output parameters of the multiple linear and non-linear generalised models at presence of noise measured (the new recursive Least Squares Method (LSM)). The developed GTE condition monitoring system provides stage-bystage estimation of engine technical conditions. As application of the given technique the estimation of the new operating aviation engine temperature condition was made.

Abstract:
Head injury in childhood is a common cause of death or permanent disability from injury. However, despite its frequency and significance, there is little understanding of how a child’s head responds during injurious loading. Whilst Infant Post Mortem Human Subject (PMHS) experimentation is a logical approach to understand injury biomechanics, it is the authors’ opinion that a lack of subject availability is hindering potential progress. Computer modelling adds great value when considering adult populations; however, its potential remains largely untapped for infant surrogates. The complexities of child growth and development, which result in age dependent changes in anatomy, geometry and physical response characteristics, present new challenges for computational simulation. Further geometric challenges are presented by the intricate infant cranial bones, which are separated by sutures and fontanelles and demonstrate a visible fibre orientation. This study presents an FE model of a newborn infant’s head, developed from high-resolution computer tomography scans, informed by published tissue material properties. To mimic the fibre orientation of immature cranial bone, anisotropic properties were applied to the FE cranial bone model, with elastic moduli representing the bone response both parallel and perpendicular to the fibre orientation. Biofiedility of the computational model was confirmed by global validation against published PMHS data, by replicating experimental impact tests with a series of computational simulations, in terms of head kinematic responses. Numerical results confirm that the FE head model’s mechanical response is in favourable agreement with the PMHS drop test results.

Abstract:
The Time-Domain Boundary Element Method (TDBEM) is a well known numerical technique that handles quite properly dynamic analyses considering infinite dimension media. However, when these analyses are also related to nonlinear behavior, very complex numerical procedures arise considering the TD-BEM, which may turn its application prohibitive. In order to avoid this drawback and model nonlinear infinite media, the present work couples two BEM formulations, aiming to achieve the best of two worlds. In this context, the regions expected to behave nonlinearly are discretized by the Domain Boundary Element Method (D-BEM), which has a simpler mathematical formulation but is unable to deal with infinite domain analyses; the TD-BEM is employed as in the sense of an effective non-reflexive boundary. An iterative procedure is considered for the coupling of the TD-BEM and D-BEM, which is based on a relaxed renew of the variables at the common interfaces. The variety of available digital tools, strategies and activities might confuse and disorient even an experienced marketer. This applies in particular to B2B companies, which are usually less flexible in uptaking of digital technology than B2C companies. B2B companies are lacking a framework that corresponds to the specifics of the B2B business, and which helps to evaluate a company’s capabilities and to choose an appropriate path. A B2B digital marketing maturity model helps to fill this gap. However, modern marketing offers no widely approved digital marketing maturity model, and thus, some marketing institutions provide their own tools. The purpose of this paper is building an optimized B2B digital marketing maturity model based on a SWOT (strengths, weaknesses, opportunities, and threats) analysis of existing models. The current study provides an analytical review of the existing digital marketing maturity models with open access. The results of the research are twofold. First, the provided SWOT analysis outlines the main advantages and disadvantages of existing models. Secondly, the strengths of existing digital marketing maturity models, helps to identify the main characteristics and the structure of an optimized B2B digital marketing maturity model. The research findings indicate that only one out of three analyzed models could be used as a separate tool. This study is among the first examining the use of maturity models in digital marketing. It helps businesses to choose between the existing digital marketing models, the most effective one. Moreover, it creates a base for future research on digital marketing maturity models. This study contributes to the emerging B2B digital marketing literature by providing a SWOT analysis of the existing digital marketing maturity models and suggesting a structure and main characteristics of an optimized B2B digital marketing maturity model.

Abstract:
In this study, an automated building and tree detection method is proposed using DSM data and true orthophoto image. A multiscale matched filtering is used on DSM data. Therefore, first watershed transform is applied. Then, Otsu’s thresholding method is used as an adaptive threshold to segment each watershed region. Detected objects are masked with NDVI to separate buildings and trees. The proposed method is able to detect buildings and trees without entering any elevation threshold. Abstract:
Pre-construction is essential in achieving the success of a construction project. Due to the early involvement of project participants in the construction phase, project managers are able to plan ahead and solve issues well in advance leading to the success of the project and the satisfaction of the client. This research utilizes quantitative data derived from construction management projects in order to identify the relationship between pre-construction, construction schedule, and client satisfaction. A total of 65 construction projects and 93 clients were investigated for this research in an attempt to identify (a) the relationship between pre-construction and schedule reduction, and (b) pre-construction and client loyalty. Based on the quantitative analysis, this research was able to establish a negative correlation based on 65 construction projects between pre-construction and project schedule existed. This finding represents that the more pre-construction is performed for a certain project, the overall construction schedule decreased. Then, to determine the relationship between pre-construction and client satisfaction, Net Promoter Score (NPS) of 93 clients from the 65 projects was utilized. Pre-construction and NPS was further analyzed and a positive correlation was found between the two. This infers that clients tend to be more satisfied with projects with higher ratio of pre-construction than those projects with less pre-construction.

Abstract:
Thirty-eight rural school leaders in Solomon Islands responded to a questionnaire aimed at identifying their perceptions of work challenges. The data analysis points to an overwhelming percentage of school leaders feeling they face multifaceted problems in their work settings, including such challenges as untrained teachers, lack of funding, limited learning and teaching resources, and land disputes. The latter in particular is beyond the school leader’s jurisdiction; addressing it needs urgent attention from the principal stakeholder(s). Such challenges, seemingly tangential to the business of schooling, inadvertently affect the provision of good-quality education. The findings demonstrate that contextual challenges raise questions about what powers leadership at school level has to deal with some of them. The suggestion is advanced for the significant place-conscious leadership development to help address some community and cultural challenges. Implications of this paper are likely to be relevant to other similar contexts in the Pacific region and beyond.

Abstract:
This research details a Computational Fluid Dynamics (CFD) approach to model fluid flow in a journal bearing with 8 equispaced semi-circular axial grooves. Water is used as the lubricant and is fed from one end of the bearing to the other, under pressure. The geometry of the bearing is modeled using a commercially available modeling software GAMBIT and the flow analysis is performed using a dedicated CFD analysis software FLUENT. The pressure distribution in the bearing clearance is obtained from FLUENT for various whirl ratios and is used to calculate the hydrodynamic force components in the radial and tangential direction of the bearing. These values along with the various whirl speeds can be used to do a regression analysis to determine the stiffness and damping coefficients. The values obtained are then compared with the stiffness and damping coefficients of a 3 Axial groove water lubricated journal bearing and those obtained from a FORTRAN code for a similar bearing.

Motherhood is an existential human relationship that lasts for the whole life and is always interwoven with subjectivity and culture. As a result of the brain drain, the motherhood becomes motherhood at distance. Starting from the hypothesis that re-signification of the mother at distance practices is culturally relevant; the research aims to understand the experience of mother at a distance in order to extrapolate the strategies of management of the empty nest. Specifically, the research aims to evaluate the experience of a brain drain’s mother, who created a blog that intends to take care of other parents at a distance. Actually, the blog is the only artifact symbol of the Italian culture of motherhood at distance. In the research, a Netnographic Analysis of the blog mammedicervelliinfuga.com is offered with the aim of understanding if the online world becomes an opportunity to manage the role of mother at a distance. A narrative interview with the blog creator was conducted and then the texts were analyzed by means of a Diatextual Analysis approach. It emerged that the migration projects of talented children take on different meanings and representations for parents. The aim of this paper is to investigate the effect of mean size of industry on survival of new firms in East-Azarbaijan province through 1981-2006 using hazard function. So the effect of two variables including mean employment of industry and mean capital of industry are investigated on firm's survival. The Industry & Mine Ministry database has used for data gathering and the data are analyzed using the semi-parametric cox regression model. The results of this study shows that there is a meaningful negative relationship between mean capital of industry and firm's survival, but the mean employment of industry has no meaningful effect on survival of new firms.Keywords: Firm's Survival, Hazard Function, Mean Capital of Industry, Mean Employment of Industry.

Abstract:
Many African countries, such as Zimbabwe and South Africa, have curricula reform agendas that include incorporation of Indigenous Knowledge and Nature of Science (NOS) into school Science, Technology, Engineering and Mathematics (STEM) education. It is argued that at high school level, STEM learning, which incorporates understandings of indigenization science and NOS, has the potential to provide a strong foundation for a culturally embedded scientific knowledge essential for their advancement in Science and Technology. Globally, investment in STEM education is recognized as essential for economic development. For this reason, developing countries such as Zimbabwe and South Africa have been investing into training specialized teachers in natural sciences and technology. However, in many cases this training has been detached from the cultural realities and contexts of indigenous learners. For this reason, the STEM curricula reform has provided implementation challenges to teachers. An issue of major concern is the teachers’ pedagogical content knowledge (PCK), which is essential for effective implementation of these STEM curricula. Well-developed Teacher PCK include an understanding of both the nature of indigenous knowledge (NOIK) and of NOS. This paper reports the results of a study that investigated the development of 3 South African and 3 Zimbabwean in-service teachers’ abilities to integrate NOS and NOIK as part of their PCK. A participatory action research design was utilized. The main focus was on capturing, determining and developing teachers STEM knowledge for integrating NOIK and NOS in science classrooms. Their use of indigenous games was used to determine how their subject knowledge for STEM and pedagogical abilities could be developed. Qualitative data were gathered through the use dialogues between the researchers and the in-service teachers, as well as interviewing the participating teachers. Analysis of the data provides a methodological window through which in-service teachers’ PCK can be STEMITIZED and their abilities to integrate NOS and NOIK developed. Implications are raised for developing teachers’ STEM education in universities and teacher training colleges.

Abstract:
The object of this work is the probabilistic performance evaluation of safety instrumented systems (SIS), i.e. the average probability of dangerous failure on demand (PFDavg) and the average frequency of failure (PFH), taking into account the uncertainties related to the different parameters that come into play: failure rate (λ), common cause failure proportion (β), diagnostic coverage (DC)... This leads to an accurate and safe assessment of the safety integrity level (SIL) inherent to the safety function performed by such systems. This aim is in keeping with the requirement of the IEC 61508 standard with respect to handling uncertainty. To do this, we propose an approach that combines (1) Monte Carlo simulation and (2) fuzzy sets. Indeed, the first method is appropriate where representative statistical data are available (using pdf of the relating parameters), while the latter applies in the case characterized by vague and subjective information (using membership function). The proposed approach is fully supported with a suitable computer code.

As Korea government has expanded the budget for the national research and development business, the need for the installation of institute taking a role of deliberation, coordination, and operation of research development business and its budget has been increased continuously. In response to the demands of the times, recently, the National Science & Technology Council (NSTC) was installed. However, to achieve a creative economy more efficiently, the fundamental introspection on the current state of the national administration system of science and technology in Korea should be needed. Accordingly, this study, firstly, analyzes the function and organizational structure of NSTC in Korea. Then, this study investigates the current state of the National Science and Technology Council in main world countries. Lastly, this study derives some implications based on the comparison analysis of the current state of the National Science and Technology Council between Korea and these countries. Streaming Applications usually run in parallel or in series that incrementally transform a stream of input data. It poses a design challenge to break such an application into distinguishable blocks and then to map them into independent hardware processing elements. For this, there is required a generic controller that automatically maps such a stream of data into independent processing elements without any dependencies and manual considerations. In this paper, Kahn Process Networks (KPN) for such streaming applications is designed and developed that will be mapped on MPSoC. This is designed in such a way that there is a generic Cbased compiler that will take the mapping specifications as an input from the user and then it will automate these design constraints and automatically generate the synthesized RTL optimized code for specified application.
