6275 Opposition Parties and the Politics of Opposition in Africa: A Critical Analysis
Authors: Wondwosen Teshome B.
Abstract:
The major aim of this paper is to investigate the opposition politics in Africa. The paper also examines the status and the role, the contributions and the weaknesses of opposition1 political parties in Africa, particularly in transitional democracies that emerged in the 1990s. In Africa, many of the opposition parties appear or become active only during an election, and disappear when the election is over. It is found out that most of the opposition parties in Africa are established around the personalities of individuals, lack internal democracy, suffer from inter-party and intra-party conflicts, have severe shortage of finance, and lack strong base and experience. Their weaknesses also include bad organization and weak connection with the popular constituencies. The paper concludes that most of the weaknesses of the African opposition parties emanate from the incumbents- hostile policies, which are mostly aimed at fragmenting and weakening the opposition groups.

Abstract:
This paper deals with dynamic load balancing using PVM. In distributed environment Load Balancing and Heterogeneity are very critical issues and needed to drill down in order to achieve the optimal results and efficiency. Various techniques are being used in order to distribute the load dynamically among different nodes and to deal with heterogeneity. These techniques are using different approaches where Process Migration is basic concept with different optimal flavors. But Process Migration is not an easy job, it impose lot of burden and processing effort in order to track each process in nodes. We will propose a dynamic load balancing technique in which application will intelligently balance the load among different nodes, resulting in efficient use of system and have no overheads of process migration. It would also provide a simple solution to problem of load balancing in heterogeneous environment.

Authors: M. Marsadek, A. Mohamed
Abstract:
Power system security analysis is the most time demanding process due to large number of possible contingencies that need to be analyzed. In a power system, any contingency resulting in security violation such as line overload or low voltage may occur for a number of reasons at any time. To efficiently rank a contingency, both probability and the extent of security violation must be considered so as not to underestimate the risk associated with the contingency. This paper proposed a contingency ranking method that take into account the probabilistic nature of power system and the severity of contingency by using a newly developed method based on risk factor. The proposed technique is implemented on IEEE 24-bus system. Keywords: Line overload, low voltage, probability, risk factor, severity.

Abstract:
During welding, the amount of heat present in weld zones determines the quality of weldment produced. Thus, the heat distribution characteristics and its magnitude in weld zones with respect to process variables such as tool pin-shoulder rotational and traveling speed during welding is analyzed using thermal finite element analyses method. For this purpose, transient thermal finite element analyses are performed to model the temperatures distribution and its quantities in weld-zones with respect to process variables such as rotational speed and traveling speed during welding. Commercially available software Altair HyperWork is used to model three-dimensional tool pin-shoulder vs. workpieces and to simulate the friction stir process. The results show that increasing tool rotational speed, at a constant traveling speed, will increase the amount of heat generated in weld-zones. In contrary, increasing traveling speed, at constant tool pin-shoulder rotational speeds, will reduce the amount of heat generated in weld zones.

Abstract:
Image target detection and tracking methods based on target information such as intensity, shape model, histogram and target dynamics have been proven to be robust to target model variations and background clutters as shown by recent researches. However, no definitive answer has been given to occluded target by counter measure or limited field of view(FOV). In this paper, we will present a novel tracking method using filtering and computational geometry. This paper has two central goals: 1) to deal with vulnerable target measurements; and 2) to maintain target tracking out of FOV using non-target-originated information. The experimental results, obtained with airborne images, show a robust tracking ability with respect to the existing approaches. In exploring the questions of target tracking, this paper will be limited to consideration of airborne image. Keywords: Tracking, Computational geometry, Homography, Filter

Abstract:
In order to understand the seismic behavior of steel frame structure with infill FRP composite panel, simple models for simulation on the steel frame with the panel systems were developed in this study. To achieve the simple design method of the steel framed structure with the damping panel system, 2-D finite element analysis with the springs and dashpots models was conducted in ABAQUS. Under various applied spring stiffness and dashpot coefficient, the expected hysteretic energy responses of the steel frame with damping panel systems we investigated. Abstract:
Risk response planning is of importance for software project risk management (SPRM). In CMMI, risk management was in the third capability maturity level, which provides a framework for software project risk identification, assessment, risk planning, risk control. However, the CMMI-based SPRM currently lacks quantitative supporting tools, especially during the process of implementing software project risk planning. In this paper, an economic optimization model for selecting risk reduction actions in the phase of software project risk response planning is presented. Furthermore, an example taken from a Chinese software industry is illustrated to verify the application of this method. The research provides a risk decision method for project risk managers that can be used in the implementation of CMMI-based SPRM.

Authors: M.Imanova, G.Mehdiyeva, V.Ibrahimov
Abstract:
Solution of some practical problems is reduced to the solution of the integro-differential equations. But for the numerical solution of such equations basically quadrature methods or its combination with multistep or one-step methods are used. The quadrature methods basically is applied to calculation of the integral participating in right hand side of integro-differential equations. As this integral is of Volterra type, it is obvious that at replacement with its integrated sum the upper limit of the sum depends on a current point in which values of the integral are defined. Thus we receive the integrated sum with variable boundary, to work with is hardly. Therefore multistep method with the constant coefficients, which is free from noted lack and gives the way for finding it-s coefficients is present. Keywords: Volterra integro-differential equations, multistepmethods, finite-difference methods, initial value problem

Abstract:
In crafting their way between theory and practice, authors and artists seem to be always immersed in a never-ending process of relating epochs, objects and images. Endless ‘affinities’ emerge, from a somewhat unexplainable (and intimate) magnetic relation. It is through this ‘warburgian’ assessment that two of the most prominent twentieth century modern architects from Japan and Portugal are put into perspective in this paper, focusing on their paths and thinking-practice, and on the research of their personal and professional archives. Moreover, this research especially aims its focus at essaying specifically on the possible ‘affinities’ between two of their most renowned architectural projects: the Kenzo Tange’s (demolished) Villa Seijo project in Tokyo (Japan), and Fernando Távora’s Tennis Pavilion design in Matosinhos (Portugal), respectively, side-by-side – through in-depth fieldwork in the sites, bibliographical and archival research, (unprecedented) material analysis, and a final critical consideration.

Abstract:
Intellectual capital reporting becomes critical at universities, mainly due to the fact that knowledge is the main output as well as input in these institutions. In addition, universities have continuous external demands for greater information and transparency about the use of public funds, and are increasingly provided with greater autonomy regarding their organization, management, and budget allocation. This situation requires new management and reporting systems. The purpose of the present study is to provide a model for intellectual capital report in Spanish universities. To this end, a questionnaire was sent to every member of the Social Councils of Spanish public universities in order to identify which intangible elements university stakeholders demand most. Our proposal for an intellectual capital report aims to act as a guide to help the Spanish universities on the road to the presentation of information on intellectual capital which can assist stakeholders to make the right decisions. Keywords: Intellectual capital, Spain, report, universities.

Abstract:
RoboCup Rescue simulation as a large-scale Multi agent system (MAS) is one of the challenging environments for keeping coordination between agents to achieve the objectives despite sensing and communication limitations. The dynamicity of the environment and intensive dependency between actions of different kinds of agents make the problem more complex. This point encouraged us to use learning-based methods to adapt our decision making to different situations. Our approach is utilizing reinforcement leaning. Using learning in rescue simulation is one of the current ways which has been the subject of several researches in recent years. In this paper we present an innovative learning method implemented for Police Force (PF) Agent. This method can cope with the main difficulties that exist in other learning approaches. Different methods used in the literature have been examined. Their drawbacks and possible improvements have led us to the method proposed in this paper which is fast and accurate. The Brain Emotional Learning Based Intelligent Controller (BELBIC) is our solution for learning in this environment. Authors: J. Moshtagh, L. Eslami
Abstract:
Various studies have showed that about 90% of single line to ground faults occurred on High voltage transmission lines have transient nature. This type of faults is cleared by temporary outage (by the single phase auto-reclosure). The interval between opening and reclosing of the faulted phase circuit breakers is named “Dead Time” that is varying about several hundred milliseconds. For adjustment of traditional single phase auto-reclosures that usually are not intelligent, it is necessary to calculate the dead time in the off-line condition precisely. If the dead time used in adjustment of single phase auto-reclosure is less than the real dead time, the reclosing of circuit breakers threats the power systems seriously. So in this paper a novel approach for precise calculation of dead time in power transmission lines based on the network equivalencing in time domain is presented. This approach has extremely higher precision in comparison with the traditional method based on Thevenin equivalent circuit. For comparison between the proposed approach in this paper and the traditional method, a comprehensive simulation by EMTP-ATP is performed on an extensive power network.

Abstract:
One of the important parts of the brain-computer interface (BCI) studies is the classification of motor imagery (MI) obtained by electroencephalography (EEG). The major goal is to provide non-muscular communication and control via assistive technologies to people with severe motor disorders so that they can communicate with the outside world. In this study, an EEG signal classification approach based on multiscale and multi-resolution transform method is presented. The proposed approach is used to decompose the EEG signal containing motor image information (right- and left-hand movement imagery). The decomposition process is performed using curvelet transform which is a multiscale and multiresolution analysis method, and the transform output was evaluated as feature data. The obtained feature set is subjected to feature selection process to obtain the most effective ones using t-test methods. SVM and k-NN algorithms are assigned for classification.

Abstract:
This paper proposes an alternating discharge method of multiple battery cells to extend battery operation time. In the proposed method, two battery cells are periodically connected in turn to a mobile device and only one cell supply power while the other rests. Battery operation time of the connecting cell decreases due to rate-capacity effect, while that of the resting cell increases due to recovery effect. These two effects conflict each other, but recovery effect is generally larger than rate-capacity effect and battery lifetime is extended. It was found from the result that battery operation time increase about 7% by using alternating battery cell discharge.

This learning method is inspired by the “mental chemistry" model of cognition and the “molecular self-assembly" technology in biochemistry. Simulation experiments are performed on a corpus of natural-language dialogues of approximately 300K sentences collected from TV drama captions. Abstract:
In this research numerical simulations are performed, using the multi-relaxation-time lattice Boltzmann method, in the range 3 ≤ β = w[d] ≤ 30 at Re = 100, 200 and 300, where β the blockage ratio, w is the equispaced distance between centers of cylinders, d is the diameter of the cylinder and Re is the Reynolds number, respectively. Special attention is paid to the effect of the equispaced distance between centers of cylinders. Visualization of the vorticity contour visualization are presented for some simulation showing the flow dynamics and patterns for blockage effect. Results show that the drag and mean drag coefficients, and Strouhal number, in general, decrease with the increase of β for fixed Re. It is found that the decreasing rate of drag and mean drag coefficients and Strouhal number is more distinct in the range 3 ≤ β ≤ 15. We found that when β > 15, the blockage effect almost diminishes. Our results further indicate that the drag and mean drag coefficients, peak value of the lift coefficient, root-mean-square value of the lift and drag coefficients and the ratio between lift and drag coefficients decrease with the increase of Re. The results indicate that symmetry boundary condition have more blockage effect as compared to periodic boundary condition. Keywords: Blockage ratio, Multi-relaxation-time lattice Boltzmann method, Square cylinder, Vortex formation.

Abstract:
While computers are known to facilitate lower levels of learning, such as rote memorization of facts, measurable through electronically administered and graded multiple-choice questions, yes/no, and true/false answers, the imparting and measurement of higher-level cognitive skills is more vexing. These require more open-ended delivery and answers, and may be more problematic in an entirely virtual environment, notwithstanding the advances in technologies such as wikis, blogs, discussion boards, etc. As with the integration of all technology, merit is based more on the instructional design of the course than on the technology employed in, and of, itself. With this in mind, this study examined the perceptions of online students in an introductory Computer Information Systems course regarding the fostering of various higher-order thinking and team-building skills as a result of the activities, resources and technologies (ART) used in the course.

Abstract:
The purpose of this study is to determine the effectiveness of video clips to enhance students' achievement and motivation towards learning and facilitating of history. We use narrative literature studies to illustrate the current state of the two art and science in focused areas of inquiry. We used experimental method. The experimental method is a systematic scientific research method in which the researchers manipulate one or more variables to control and measure any changes in other variables. For this purpose, two experimental groups have been designed: one experimental and one groups consisting of 30 lower secondary students. The session is given to the first batch using a computer presentation program that uses video clips to be considered as experimental group, while the second group is assigned as the same class using traditional methods using dialogue and discussion techniques that are considered a control group. Both groups are subject to pre and post-trial in matters that are handled by the class. The findings show that the results of the pre-test analysis did not show statistically significant differences, which in turn proved the equality of the two groups. Meanwhile, post-test analysis results show that there was a statistically significant difference between the experimental group and the control group at an importance level of 0.05 for the benefit of the experimental group.

Abstract:
The Bayesian Optimization Algorithm (BOA) is an algorithm based on the estimation of distributions. It uses techniques from modeling data by Bayesian networks to estimating the joint distribution of promising solutions. To obtain the structure of Bayesian network, different search algorithms can be used. The key point that BOA addresses is whether the constructed Bayesian network could generate new and useful solutions (strings), which could lead the algorithm in the right direction to solve the problem. Undoubtedly, this ability is a crucial factor of the efficiency of BOA. Varied search algorithms can be used in BOA, but their performances are different. For choosing better ones, certain suitable method to present their ability difference is needed. In this paper, a greedy search algorithm and a stochastic search algorithm are used in BOA to solve certain optimization problem. A method using Kullback-Leibler (KL) Divergence to reflect their difference is described.

These actions are the path that the teacher takes during the learning process after setting the learning objectives. Teachers and specialists in the education field should include teaching procedures with putting in place an effective mechanism for the procedure’s implementation to achieve a logical sequence with the desired output of overall education process. Determining the sequence of these actions may be a strategic process outlined by a strategic educational plan or drawn by teachers with a high level of experience, enabling them to determine those logical procedures. While specific actions may be necessary for a specific form, many Physical Education (PE) teachers can work out on various sports disciplines. This study was conducted to investigate the impact of using the teaching sequence of the teaching pyramid in raising the level of enjoyment in swimming classes. Four months later of teaching swimming skills to the control and experimental groups of the study, we figured that using the tools shown in the teaching pyramid with the experimental group led to statistically significant differences in the positive tendencies of students to participate in the swimming classes by using the traditional procedures of teaching and using of successive procedures in the teaching pyramid, and in favor of the teaching pyramid, The students are influenced by enhancing their tendency to participate in swimming classes when the teaching procedures followed are sensitive to individual differences and are based on the element of pleasure in learning, and less positive levels of the tendency of students when using traditional teaching procedures, by getting the level of skills' requirements higher and more difficult to perform. In this research, we focus on sound classification by adopting a convolutional neural network and aim to develop a method that automatically classifies various environmental sounds. Although the neural network is a powerful technique, the performance depends on the type of input data. Therefore, we propose an approach via a slice bispectrogram, which is a third-order spectrogram and is a slice version of the amplitude for the short-time bispectrum. This paper explains the slice bispectrogram and discusses the effectiveness of the derived method by evaluating the experimental results using the ESC‑50 sound dataset. Authors: Ya Lv
Abstract:
This article presents the application of the semi-analytic method (SAM) in the thermal management solution (TMS) of the energy storage system (ESS). The TMS studied in this work is fluid cooling. In fluid cooling, both effective heat conduction and heat convection are indispensable due to the heat transfer from solid to fluid. Correspondingly, an efficient TMS requires a design investigation of the following parameters: fluid inlet temperature, ESS initial temperature, fluid flow rate, working c rate, continuous working time, and materials properties. Their variation induces a change of thermal performance in the battery module, which is usually evaluated by numerical simulation. Compared to complicated computation resources and long computation time in simulation, the SAM is developed in this article to predict the thermal influence within a few seconds. In SAM, a fast prediction model is reckoned by combining numerical simulation with theoretical/empirical equations. The SAM can explore the thermal effect of boundary parameters in both steady-state and transient heat transfer scenarios within a short time. Therefore, the SAM developed in this work can simplify the design cycle of TMS and inspire more possibilities in TMS design. Keywords: Semi-analytic method, fast prediction model, thermal influence of boundary parameters, energy storage system.
