2470 Security, Securitization and Human Capital: The New Wave of Canadian Immigration Laws
Authors: Robert M. Russo
Abstract:
This paper analyzes the linkage between migration, economic globalization and terrorism concerns. On a broad level, I analyze Canadian economic and political considerations, searching for causal relationships between political and economic actors on the one hand, and Canadian immigration law on the other. Specifically, the paper argues that there are contradictory impulses affecting state sovereignty. These impulses are are currently being played out in the field of Canadian immigration law through several proposed changes to Canada-s Immigration and Refugee Protection Act (IRPA). These changes reflect an ideological conception of sovereignty that is intrinsically connected with decision-making capacity centered on an individual. This conception of sovereign decision-making views Parliamentary debate and bureaucratic inefficiencies as both equally responsible for delaying essential decisions relating to the protection of state sovereignty, economic benefits and immigration control This paper discusses these concepts in relation to Canadian immigration policy under Canadian governments over the past twenty five years. Keywords: Globalization, immigration law, security, anti-terrorism.

Abstract:
Water resource systems modeling has constantly been a challenge through history for human beings. As the innovative methodological development is evolving alongside computer sciences on one hand, researches are likely to confront more complex and larger water resources systems due to new challenges regarding increased water demands, climate change and human interventions, socio-economic concerns, and environment protection and sustainability. In this research, an automatic calibration scheme has been applied on the Gilan’s large-scale water resource model using mathematical programming. The water resource model’s calibration is developed in order to attune unknown water return flows from demand sites in the complex Sefidroud irrigation network and other related areas. The calibration procedure is validated by comparing several gauged river outflows from the system in the past with model results. The calibration results are pleasantly reasonable presenting a rational insight of the system. Subsequently, the unknown optimized parameters were used in a basin-scale linear optimization model with the ability to evaluate the system’s performance against a reduced inflow scenario in future. Results showed an acceptable match between predicted and observed outflows from the system at selected hydrometric stations. Moreover, an efficient operating policy was determined for Sefidroud dam leading to a minimum water shortage in the reduced inflow scenario.

Authors: Kyoung-Mi Lee, Youn-Mi Lee
Abstract:
This paper proposes a way to track persons by making use of multiple non-overlapping cameras. Tracking persons on multiple non-overlapping cameras enables data communication among cameras through the network connection between a camera and a computer, while at the same time transferring human feature data captured by a camera to another camera that is connected via the network. To track persons with a camera and send the tracking data to another camera, the proposed system uses a hierarchical human model that comprises a head, a torso, and legs. The feature data of the person being modeled are transferred to the server, after which the server sends the feature data of the human model to the cameras connected over the network. This enables a camera that captures a person's movement entering its vision to keep tracking the recognized person with the use of the feature data transferred from the server.

Authors: Karima Siham Aoubid, Mohamed Boulemden
Abstract:
The development of the signal compression algorithms is having compressive progress. These algorithms are continuously improved by new tools and aim to reduce, an average, the number of bits necessary to the signal representation by means of minimizing the reconstruction error. The following article proposes the compression of Arabic speech signal by a hybrid method combining the wavelet transform and the linear prediction. The adopted approach rests, on one hand, on the original signal decomposition by ways of analysis filters, which is followed by the compression stage, and on the other hand, on the application of the order 5, as well as, the compression signal coefficients. The aim of this approach is the estimation of the predicted error, which will be coded and transmitted. The decoding operation is then used to reconstitute the original signal. Thus, the adequate choice of the bench of filters is useful to the transform in necessary to increase the compression rate and induce an impercevable distortion from an auditive point of view. Keywords: Compression, linear prediction analysis, multiresolution analysis, speech signal.

Authors: María José Benítez Jiménez
Abstract:
Article 3 of the European Convention for the Protection of Human Rights and Fundamental Freedoms (E.C.H.R.) proclaims that no one may be subjected to torture, punishment or degrading treatment. The legislative correlate in Spain is embodied in Article 15 of the Spanish Constitution, and there must be an overlapping interpretation of both precepts on the ideal plane. While it is true that there are not many cases in which the European Court of Human Rights (E.C.t.H.R. (The Strasbourg Court)) has sanctioned Spain for its failure to investigate complaints of torture, it must be emphasized that the tendency to violate Article 3 of the Convention appears to be on the rise, being necessary to know possible factors that may be affecting it. This paper addresses the analysis of sentences that directly or indirectly reveal the violation of Article 3 of the European Convention. To carry out the analysis, sentences of the Strasbourg Court have been consulted from 2012 to 2016, being able to address any previous sentences to this period if it provided justified information necessary for the study. After the review it becomes clear that there are two key groups of subjects that request a response to the Strasbourg Court on the understanding that they have been tortured or degradingly treated. These are: immigrants and terrorists. Both phenomena, immigration and terrorism, respond to patterns that have mutated in recent years, and it is important for this study to know if national regulations begin to be dysfunctional. Keywords: European convention for the protection of human rights and fundamental freedoms, European Court of Human Rights, sentences, Spanish Constitution, torture.

Abstract:
Human action recognition (HAR) modeling is a critical task in machine learning. These systems require better techniques for recognizing body parts and selecting optimal features based on vision sensors to identify complex action patterns efficiently. Still, there is a considerable gap and challenges between images and videos, such as brightness, motion variation, and random clutters. This paper proposes a robust approach for classifying human actions over cloud-based image data. First, we apply pre-processing and detection, human and outer shape detection techniques. Next, we extract valuable information in terms of cues. We extract two distinct features: fuzzy local binary patterns and sequence representation. Then, we applied a greedy, randomized adaptive search procedure for data optimization and dimension reduction, and for classification, we used a random forest. We tested our model on two benchmark datasets, AAMAZ and the KTH Multi-view Football datasets. Our HAR framework significantly outperforms the other state-of-the-art approaches and achieves a better recognition rate of 91% and 89.6% over the AAMAZ and KTH Multi-view Football datasets, respectively.

Authors: Yeon Ho You, Ji Sook Lee, Jin Hong Min
Abstract:
We examined whether children ( < 18 years old) had risk of intra-thoracic trauma during 'one-handed' chest compressions through MDCT images. We measured the length of the lower half of the sternum (Stotal/2~X). We also measured the distance from the diaphragm to the midpoint of the sternum (Stotal/2~D) and half the width of an adult hand (Wtotal/2). All the 1 year-old children had Stotal/2~X and Stotal/2~D less than Wtotal/2. Among the children aged 2 years, 6 (60.0%) had Stotal/2~X and Stotal/2~D less than Wtotal/2. Among those aged 3 years, 4 (26.7%) had Stotal/2~X and Stotal/2~D less than Wtotal/2, and among those aged 4 years, 2 (13.3%) had Stotal/2~X and Stotal/2~D less than Wtotal/2. However, Stotal/2~X and Stotal/2~D were greater than Wtotal/2 in children aged 5 years or more. We knew that small children may be at an increased risk of intra-thoracic trauma during 'one-handed' chest compressions.

Abstract:
This paper proposes a simple model of economic geography within the Dixit-Stiglitz-Iceberg framework that may be used to analyze migration patterns among three cities. The cost–benefit tradeoffs affecting incentives for three types of migration, including echelon migration, are discussed. This paper develops a tractable, heterogeneous-agent, general equilibrium model, where agents share constant human capital, and explores the relationship between the benefits of echelon migration and gross human capital. Using Chinese numerical solutions, we study the manifestation of echelon migration and how it responds to changes in transportation cost and elasticity of substitution. Numerical results demonstrate that (i) there are positive relationships between a migration-s benefit-and-wage ratio, (ii) there are positive relationships between gross human capital ratios and wage ratios as to origin and destination, and (iii) we identify 13 varieties of human capital convergence among cities. In particular, this model predicts population shock resulting from the processes of migration choice and echelon migration.

Abstract:
In medical imaging, segmentation of different areas of human body like bones, organs, tissues, etc. is an important issue. Image segmentation allows isolating the object of interest for further processing that can lead for example to 3D model reconstruction of whole organs. Difficulty of this procedure varies from trivial for bones to quite difficult for organs like liver. The liver is being considered as one of the most difficult human body organ to segment. It is mainly for its complexity, shape versatility and proximity of other organs and tissues. Due to this facts usually substantial user effort has to be applied to obtain satisfactory results of the image segmentation. Process of image segmentation then deteriorates from automatic or semi-automatic to fairly manual one. In this paper, overview of selected available software applications that can handle semi-automatic image segmentation with further 3D volume reconstruction of human liver is presented. The applications are being evaluated based on the segmentation results of several consecutive DICOM images covering the abdominal area of the human body.

Abstract:
Being creative in an educational environment, such as in the university, has many times been downplayed by bureaucracy, human inadequacy and physical hindrance. These factors control, stifle and subsequently condemn this natural phenomenon which is normally exuded by the tertiary community. If taken in a positive light, creativity has always led to many new discoveries and inventions. These creations are then gradually developed for the university reputation and achievements, in all fields of studies from the sciences to the humanities. This paper attempts to explore, through more than twenty years of observation, issues that stifle the university citizenry – academicians and students- – creativity. It also scrutinizes how enhancement of such creativity can be further supported by bureaucracy simplicity, encouraging and developing human potential and constructing uncompromising physical infrastructure and administrative support. These ideals – all of which can help to promote creativity, increases the productivity of the university community in aspects of teaching, research, publication, innovation and commercialization; be it at national as well as at international arena for the good of human and societal growth and development. This discursive presentation hopes to address another issue on promoting university community creativity through several deliverables which require cooperation from every quarter of the institution so that being creative continues to be promoted for sustainable human capital growth and development of the country, if not, the global community.

Abstract:
This paper proposes view-point insensitive human pose recognition system using neural network. Recognition system consists of silhouette image capturing module, data driven database, and neural network. The advantages of our system are first, it is possible to capture multiple view-point silhouette images of 3D human model automatically. This automatic capture module is helpful to reduce time consuming task of database construction. Second, we develop huge feature database to offer view-point insensitivity at pose recognition. Third, we use neural network to recognize human pose from multiple-view because every pose from each model have similar feature patterns, even though each model has different appearance and view-point. To construct database, we need to create 3D human model using 3D manipulate tools. Contour shape is used to convert silhouette image to feature vector of 12 degree. This extraction task is processed semi-automatically, which benefits in that capturing images and converting to silhouette images from the real capturing environment is needless. We demonstrate the effectiveness of our approach with experiments on virtual environment. Keywords: Computer vision, neural network, pose recognition, view-point insensitive.

Due to the special characteristics of each job, only a subset of machines in each stage is eligible to process that job. The objective function deals with minimization of sum of the completion time of groups on one hand and minimization of sum of the differences between completion time of jobs and delivery time of the group containing that job (waiting period) on the other hand. The problem can be stated as FFc / rj , Mj / irreg which has many applications in production and service industries. The simulator has a standardized frequency response conforming to the international standard (IEC60318-4). In narrow pathways, the speed and phase of sound waves are modified by viscous air damping. In our previous paper, we proposed a new finite element method (FEM) to consider the effects of air viscosity in this type of audio equipment. Abstract:
Electricity plays an indispensable role in human life and the economy. It is a unique product or service that must be balanced instantaneously, as electricity is not stored, generation and consumption should be proportional. Effective and efficient use of electricity is very important not only for society, but also for the environment. A competitive electricity market is one of the best ways to provide a suitable platform for effective and efficient use of electricity. On the other hand, it carries some risks that should be carefully managed by the market players. Risk management is an essential part in market players’ decision making. In this paper, risk management through diversification is applied with the help of Markowitz’s Mean-variance, Down-side and Semi-variance methods for a case study. Performance of optimal electricity sale solutions are measured and evaluated via Sharpe-Ratio, and the optimal portfolio solutions are improved. Abstract:
Many footbridges have natural frequencies that coincide with the dominant frequencies of the pedestrian-induced load and therefore they have a potential to suffer excessive vibrations under dynamic loads induced by pedestrians. Some of the design standards introduce load models for pedestrian loads applicable for simple structures. Load modeling for more complex structures, on the other hand, is most often left to the designer. The main focus of this paper is on the human induced forces transmitted to a footbridge and on the ways these loads can be modeled to be used in the dynamic design of footbridges. Also design criteria and load models proposed by widely used standards were introduced and a comparison was made. The dynamic analysis of the suspension bridge in Kolin in the Czech Republic was performed on detailed FEM model using the ANSYS program system. A recurrent artificial neural network is being used in order to exhibit a subset of the dynamics of the electrical behavior of the human heart. The proposed model can also be used, when integrated, as a diagnostic tool of the human heart system. What makes this approach unique is the fact that every model is being developed from physiological measurements of an individual. This kind of approach is very difficult to apply successfully in many modeling problems, because of the complexity and entropy of the free variables describing the complex system. Differences between the modeled variables and the variables of an individual, measured at specific moments, can be used for diagnostic purposes. From the business perspective, enterprises are increasingly motivated by external and internal forces to measure and proactively manage their intangibles. With respect to the issue of intangibles, goodwill has been debated in many countries throughout the world. Despite the numerous efforts and the existence of international accounting standards there is not yet a common accepted accounting treatment for goodwill. This study attempts on the one hand to impress the accounting treatment of goodwill internationally, on the other hand analyses the major subjects in relation to the accounting treatment of goodwill in Greece, since 2005, year where the international accounting standards have been in use for the Greek listed companies. New waste management options are needed to divert End-Of-Life (EOL) soft plastic wastes from landfills and incineration. Waste polyethylene terephthalate (PET) bottles might be considered as a valuable resource and recovered into polymer concrete. The methodology is easy to implement and appropriate to the local context in Madagascar. This approach will contribute to the production of ecological building materials that might be profitable for the environment and the construction sector. Much research into handwritten Thai character recognition have been proposed, such as comparing heads of characters, Fuzzy logic and structure trees, etc. This paper presents a system of handwritten Thai character recognition, which is based on the Ant-minor algorithm (data mining based on Ant colony optimization). Zoning is initially used to determine each character. Then three distinct features (also called attributes) of each character in each zone are extracted. The attributes are Head zone, End point, and Feature code. All attributes are used for construct the classification rules by an Ant-miner algorithm in order to classify 112 Thai characters. For this experiment, the Ant-miner algorithm is adapted, with a small change to increase the recognition rate. The result of this experiment is a 97% recognition rate of the training set (11200 characters) and 82.7% recognition rate of unseen data test (22400 characters). Keywords: Hand written, Thai character recognition, Ant-mineralgorithm, distinct feature.

Abstract:
On one hand, SNMP (Simple Network Management Protocol) allows integrating different enterprise elements connected through Internet into a standardized remote management. On the other hand, as a consequence of the success of Intelligent Houses they can be connected through Internet now by means of a residential gateway according to a common standard called OSGi (Open Services Gateway initiative). Due to the specifics of OSGi Service Platforms and their dynamic nature, specific design criterions should be defined to implement SNMP Agents for OSGi in order to integrate them into the SNMP remote management. Based on the analysis of the relation between both standards (SNMP and OSGi), this paper shows how OSGi Service Platforms can be included into the SNMP management of a global enterprise, giving implementation details about an SNMP Agent solution and the definition of a new MIB (Management Information Base) for managing OSGi platforms that takes into account the specifics and dynamic nature of OSGi.Keywords: MIB, OSGi, Remote Management, SNMP.

Authors: A. Zidani, M. Yahia K. Belhadi, S. Benbia
Abstract:
Hepatitis C is an infectious disease transmitted by blood and due to hepatitis C virus (HCV), which attacks the liver. The infection is characterized by liver inflammation (hepatitis) that is often asymptomatic but can progress to chronic hepatitis and later cirrhosis and liver cancer. Our problem tends to highlight on the one hand the prevalence of infectious disease in the population of the region of Batna and on other hand the biological characteristics of this disease by a screening and a specific diagnosis based on serological tests, liver checkup (measurement of haematological and biochemical parameters). The results showed: The serology of hepatitis C establishes the diagnosis of infection with hepatitis C. In this study and with the serological test, 24 cases of the disease of hepatitis C were found in 1000 suspected cases (7 cases with normal transaminases and 17 cases with elevated transaminases). The prevalence of this disease in this study population was 2.4%. The presence of hepatitis C disrupts liver function including the onset of cytolysis, cholestasis, jaundice, thrombocytopenia, and coagulation disorders. Keywords: Disease hepatitis C, serology, liver checkup
