4401 Risk Evaluation of Information Technology Projects Based on Fuzzy Analytic Hierarchal Process

Abstract:
Information Technology (IT) projects are always accompanied by various risks and because of high rate of failure in such projects, managing risks in order to neutralize or at least decrease their effects on the success of the project is strongly essential. In this paper, fuzzy analytical hierarchy process (FAHP) is exploited as a means of risk evaluation methodology to prioritize and organize risk factors faced in IT projects. A real case of IT projects, a project of design and implementation of an integrated information system in a vehicle producing company in Iran is studied. Related risk factors are identified and then expert qualitative judgments about these factors are acquired. Translating these judgments to fuzzy numbers and using them as an input to FAHP, risk factors are then ranked and prioritized by FAHP in order to make project managers aware of more important risks and enable them to adopt suitable measures to deal with these highly devastative risks.Keywords: Information technology projects, Risk evaluation, Analytic hierarchal process, fuzzy logic.

Abstract:
The objective of this article is to discuss the potential of economic analysis as a tool for identification and evaluation of corruption in legislative acts. We propose that corruption be perceived as a risk variable within the legislative process. Therefore we find it appropriate to employ risk analysis methods, used in various fields of economics, for the evaluation of corruption in legislation. Furthermore we propose the incorporation of these methods into the so called corruption impact assessment (CIA), the general framework for detection of corruption in legislative acts. The applications of the risk analysis methods are demonstrated on examples of implementation of proposed CIA in the Czech Republic. Abstract:
The purpose of this study is to analyze how varying alignment of e-Government policies in four countries in Sub-Saharan Africa Region, namely South Africa, Seychelles, Mauritius and Cape Verde lead to the success or failure of e-Government; and what should be done to ensure positive alignment that lead to e-Government project growth. In addition, the study aims to understand how various governments’ efforts in e-Government awareness campaign strategies, international cooperation, functional literacy and anticipated organizational change can influence implementation.
This study extensively explores contemporary research undertaken in the field of e-Government and explores the actual respective national ICT policies, strategies and implemented e-Government projects for in-depth comprehension of the status core. Data is analyzed qualitatively and quantitatively to reach a conclusion.
The study found that resounding successes in strategic e-Government alignment was achieved in Seychelles, Mauritius, South Africa and Cape Verde - (Ranked number 1 to 4 respectively).
The implications of the study is that policy makers in developing countries should put mechanisms in place for constant monitoring and evaluation of project implementation in line with ICT policies to ensure that e-Government projects reach maturity levels and do not die mid-way implementation as often noticed in many countries. The study recommends that countries within the region should make consented collaborative efforts and synergies with the private sector players and international donor agencies to achieve the implementation part of the set ICT policies.

Abstract:
In many applications there is a broad variety of information relevant to a focal “object" of interest, and the fusion of such heterogeneous data types is desirable for classification and categorization. While these various data types can sometimes be treated as orthogonal (such as the hull number, superstructure color, and speed of an oil tanker), there are instances where the inference and the correlation between quantities can provide improved fusion capabilities (such as the height, weight, and gender of a person). A service-oriented architecture has been designed and prototyped to support the fusion of information for such “object-centric" situations. It is modular, scalable, and flexible, and designed to support new data sources, fusion algorithms, and computational resources without affecting existing services. The architecture is designed to simplify the incorporation of legacy systems, support exact and probabilistic entity disambiguation, recognize and utilize multiple types of uncertainties, and minimize network bandwidth requirements.Keywords: Data fusion, distributed computing, service-oriented architecture, SOA

Abstract:
Cyber terrors against specific enterprises or countries have been increasing recently. Such attacks against specific targets are called advanced persistent threat (APT), and they are giving rise to serious social problems. The malicious behaviors of APT attacks mostly affect websites and penetrate enterprise networks to perform malevolent acts. Although many enterprises invest heavily in security to defend against such APT threats, they recognize the APT attacks only after the latter are already in action. This paper discusses the characteristics of APT attacks at each step as well as the strengths and weaknesses of existing malicious code detection technologies to check their suitability for detecting APT attacks. It then proposes a network-based malicious behavior detection algorithm to protect the enterprise or national networks.

Abstract:
Over the years, many implementations have been proposed for solving IA networks. These implementations are concerned with finding a solution efficiently. The primary goal of our implementation is simplicity and ease of use. We present an IA network implementation based on finite domain non-binary CSPs, and constraint logic programming. The implementation has a GUI which permits the drawing of arbitrary IA networks. We then show how the implementation can be extended to find all the solutions to an IA network. Abstract:
Although Model Driven Architecture has taken successful steps toward model-based software development, this approach still faces complex situations and ambiguous questions while applying to real world software systems. One of these questions - which has taken the most interest and focus - is how model transforms between different abstraction levels, MDA proposes. In this paper, we propose an approach based on Story Driven Modeling and Aspect Oriented Programming to ease these transformations. Service Oriented Architecture is taken as the target model to test the proposed mechanism in a functional system. Service Oriented Architecture and Model Driven Architecture [1] are both considered as the frontiers of their own domain in the software world. Following components - which was the greatest step after object oriented - SOA is introduced, focusing on more integrated and automated software solutions. On the other hand - and from the designers' point of view - MDA is just initiating another evolution. Abstract:
The authors have been developing several models based on artificial neural networks, linear regression models, Box- Jenkins methodology and ARIMA models to predict the time series of tourism. The time series consist in the “Monthly Number of Guest Nights in the Hotels" of one region. Several comparisons between the different type models have been experimented as well as the features used at the entrance of the models. The Artificial Neural Network (ANN) models have always had their performance at the top of the best models. Usually the feed-forward architecture was used due to their huge application and results. In this paper the author made a comparison between different architectures of the ANNs using simply the same input. Therefore, the traditional feed-forward architecture, the cascade forwards, a recurrent Elman architecture and a radial based architecture were discussed and compared based on the task of predicting the mentioned time series.Keywords: Artificial Neural Network Architectures, time series forecast, tourism.

Abstract:
Architecture in Iran has a continuous history from at least 5000 BC to the present, and numerous Iranian pre-Islamic elements have contributed significantly to the formation of Islamic art. At first, decoration was limited to small objects and containers and then progressed in the art of plaster and brickwork. They later applied in architecture as well. The art of gypsum and brickwork, which was prevalent in the form of motifs (animals and plants) in pre-Islam, was used in the aftermath of Islam with the art of calligraphy in decorations. The splendor and beauty of Iranian architecture, especially during the Islamic era, are related to decoration and design. After the invasion of Iran by the Arabs and the introduction of Islam to Iran, the arrival of the Iranian classical architecture significantly changed, and we saw the Arabic calligraphy decoration of the mosques in Iran. The principles of aesthetics in the art of calligraphy in Iran are based precisely on the principles of the beauty of ancient Iranian and Islamic art. On the other hand, after Islam, calligraphy was one of the most important sources of Islamic art in Islam and one of the important features of Islamic culture. First, the calligraphy had no cultural meaning and was only for decoration and beautification, it had the same meaning only in the inscriptions; however, over time, it became meaningful. This article provides a summary of the history of calligraphy in the mosques (from the entrance to Islam until the Safavid period), which cannot ignore the role of the calligraphy in their decorative ideas; and also, the important role that decorative elements play in creating a public space in terms of social and aesthetic performance. This study was conducted using library studies and field studies. The purpose of this study is to show the characteristics of architecture and art of decorations in Iran, especially in the mosque's architecture, which reaches the pinnacle of progress. Abstract:
This paper presents a implementation of an object tracking system in a video sequence. This object tracking is an important task in many vision applications. The main steps in video analysis are two: detection of interesting moving objects and tracking of such objects from frame to frame. In a similar vein, most tracking algorithms use pre-specified methods for preprocessing. In our work, we have implemented several object tracking algorithms (Meanshift, Camshift, Kalman filter) with different preprocessing methods. Then, we have evaluated the performance of these algorithms for different video sequences. The obtained results have shown good performances according to the degree of applicability and evaluation criteria.

This paper introduces our first efforts of developing a new team for RoboCup Middle Size Competition. In our robots we have applied omni directional based mobile system with omnidirectional vision system and fuzzy control algorithm to navigate robots. The control architecture of MRL middle-size robots is a three layered architecture, Planning, Sequencing, and Executing. It also uses Blackboard system to achieve coordination among agents. Abstract:
This paper proposes a method that predicts attractive evaluation objects. In the learning phase, the method inductively acquires trend rules from complex sequential data. The data is composed of two types of data. One is numerical sequential data. Each evaluation object has respective numerical sequential data. The other is text sequential data. Each evaluation object is described in texts. The trend rules represent changes of numerical values related to evaluation objects. In the prediction phase, the method applies new text sequential data to the trend rules and evaluates which evaluation objects are attractive. This paper verifies the effect of the proposed method by using stock price sequences and news headline sequences. In these sequences, each stock brand corresponds to an evaluation object. This paper discusses validity of predicted attractive evaluation objects, the process time of each phase, and the possibility of application tasks.

Abstract:
Centrally controlled authentication and authorization services can provide enterprise with an increase in security, more flexible access control solutions and an increased users' trust. By using redirections, users of all Web-based applications within an organization are authenticated at a single well known and secure Web site and using secure communication protocol. Users are first authenticated at the central server using their domain wide credentials before being redirected to a particular Web-based application. The central authentication server will then provide others with pertinence authorization related particulars and credentials of the authenticated user to the specific application. The trust between the clients and the server hosts is established by secure session keys exchange. Case- studies are provided to demonstrate the usefulness and flexibility of the proposed solution.

Abstract:
The concept of e-government has begun to spread among countries. It is based on the use of information communication technology (ICT) to fully utilize government resources, as well as to provide government services to citizens, investors and foreigners. Critical factors are the factors that are determined by the senior management of each organization; the success or failure of the organization depends on the effective implementation of critical factors. These factors vary from one organization to another according to their activity, size and functions. It is very important that organizations identify them in order to avoid the risk of implementing initiatives that may fail to work, while simultaneously exploiting opportunities that may succeed in working. The main focus of this paper is to investigate the majority of critical success factors (CSFs) associated with the implementation of e-government projects. This study concentrates on both technical and nontechnical factors. This paper concludes by listing the majority of CSFs relating to successful e-government implementation in Bahrain.

Abstract:
This paper concerns a formal model to help the simulation of agent societies where institutional roles and institutional links can be specified operationally. That is, this paper concerns institutional roles that can be specified in terms of a minimal behavioral capability that an agent should have in order to enact that role and, thus, to perform the set of institutional functions that role is responsible for. Correspondingly, the paper concerns institutional links that can be specified in terms of a minimal interactional capability that two agents should have in order to, while enacting the two institutional roles that are linked by that institutional link, perform for each other the institutional functions supported by that institutional link. The paper proposes a cognitive architecture approach to institutional roles and institutional links, that is, an approach in which a institutional role is seen as an abstract cognitive architecture that should be implemented by any concrete agent (or set of concrete agents) that enacts the institutional role, and in which institutional links are seen as interactions between the two abstract cognitive agents that model the two linked institutional roles. We introduce a cognitive architecture for such purpose, called the Institutional BCC (IBCC) model, which lifts Yoav Shoham-s BCC (Beliefs-Capabilities-Commitments) agent architecture to social contexts. We show how the resulting model can be taken as a means for a cognitive architecture account of institutional roles and institutional links of agent societies. The final step to complete the “Analytical Systems Engineering Process” is the “Allocated Architecture” in which all Functional Requirements (FRs) of an engineering system must be allocated into their corresponding Physical Components (PCs). At this step, any design for developing the system’s allocated architecture in which no clear pattern of assigning the exclusive “responsibility” of each PC for fulfilling the allocated FR(s) can be found is considered a poor design that may cause difficulties in determining the specific PC(s) which has (have) failed to satisfy a given FR successfully. The present study utilizes the Axiomatic Design method principles to mathematically address this problem and establishes an “Axiomatic Model” as a solution for reaching good alternatives for developing the allocated architecture. This study proposes a “loss Function”, as a quantitative criterion to monetarily compare non-ideal designs for developing the allocated architecture and choose the one which imposes relatively lower cost to the system’s stakeholders. For the case-study, we use the existing design of U. S. electricity marketing subsystem, based on data provided by the U.S. Energy Information Administration (EIA). The result for 2012 shows the symptoms of a poor design and ineffectiveness due to coupling among the FRs of this subsystem.

The paper briefly outlines the nature of contemporary Architecture Education in India and its present challenges with theoretically feasible solutions. It explores in detail the arduous position of architecture education owing to, privatization of higher education institutes in India, every changing demand of the technology driven industry and discipline, along with regional and cultural resources that should be explored academically for the enrichment of graduates. With the government's education policy of supporting privatization, a comprehensive role for the regulating body of Architecture Education becomes imperative. The paper provides key insights through empirical research into the nature of these roles and the areas which need attention in light of the problems. With the aid of critically acclaimed education model like Design Build, contextual retrofits for Indian institutes can be stressed for inclusion in the curriculum. The pairing of a private institute and public industry/research body and vice versa can lead to pro-economic and pro-social research environment. These reforms if stressed by an autonomous nationwide regulating body rather than the state will lead to uniformity and flexibility of curriculum which promotes the creation of fresh graduates who are adaptable to the changing needs.

All physical factors like regional, social and economical factors are made available to human in order to achieve a specific goal and are made to gain an ideal architecture to respond the functional needs and consider the aesthetics and elemental principles and pay attention to residents- comfort. In this study the Persian architecture with exploiting and transforming the energies into the requisite energies of architecture spaces and importing fuel products, utilities, etc, in order to achieve a relative comfort level will be investigated. The Learning Management Systems present learning environment which offers a collection of e-learning tools in a package that allows a common interface and information sharing among the tools. South East European University initial experience in LMS was with the usage of the commercial LMS-ANGEL. After a three year experience on ANGEL usage because of expenses that were very high it was decided to develop our own software. As part of the research project team for the in-house design and development of the new LMS, we primarily had to select the features that would cover our needs and also comply with the actual trends in the area of software development, and then design and develop the system. Web application architecture is important to achieve the desired performance for the application. Performance analysis studies are conducted to evaluate existing or planned systems. Web applications are used by hundreds of thousands of users simultaneously, which sometimes increases the risk of server failure in real time operations. We use Coloured Petri Net (CPN), a very powerful tool for modelling dynamic behaviour of a web application system. CPNs extend the vocabulary of ordinary Petri nets and add features that make them suitable for modelling large systems. The major focus of this work is on server side of web applications. The presented work focuses on modelling restructuring aspects, with major focus on concurrency and architecture, using CPN. An Integrated Cumulative Grade Point Average (iCGPA) is a mechanism and strategy to ensure the curriculum of an academic programme is constructively aligned to the expected learning outcomes and student performance based on the attainment of those learning outcomes that is reported objectively in a spider web. Much effort and time has been spent to develop a viable mechanism and trains academics to utilize the platform for reporting. The question is: How well do learners conceive the idea of their achievement via iCGPA and whether quality learner attributes have been nurtured through the iCGPA mechanism? This paper presents the architecture of an integrated CGPA mechanism purported to address a holistic evaluation from the evaluation of courses learning outcomes to aligned programme learning outcomes attainment. The paper then discusses the students’ understanding of the mechanism and evaluation of their achievement from the generated spider web. A set of questionnaires were distributed to a group of students with iCGPA reporting and frequency analysis was used to compare the perspectives of students on their performance. In addition, the questionnaire also explored how they conceive the idea of an integrated, holistic reporting and how it generates their motivation to improve. The iCGPA group was found to be receptive to what they have achieved throughout their study period. They agreed that the achievement level generated from their spider web allows them to develop intervention and enhance the programme learning outcomes before they graduate.

Abstract:
This paper deals with the problem of monitoring and cleaning dirty zones of oceans using unmanned vehicles. We present a centralized cooperative architecture for unmanned aerial vehicles (UAVs) to monitor ocean regions and clean dirty zones with the help of unmanned surface vehicles (USVs). Due to the rapid deployment of these unmanned vehicles, it is convenient to use them in oceanic regions where the water pollution zones are generally unknown. In order to optimize this process, our solution aims to detect and reduce the pollution level of the ocean zones while taking into account the problem of fault tolerance related to these vehicles.Keywords: Centralized architecture, fault tolerance, UAV, USV.

Abstract:
This paper introduces a novel design for boring bar with enhanced damping capability. The principle followed in the design phase was to enhance the damping capability minimizing the loss in static stiffness through implementation of composite material interfaces. The newly designed tool has been compared to a conventional tool. The evaluation criteria were the dynamic characteristics, frequency and damping ratio, of the machining system, as well as the surface roughness of the machined workpieces. The use of composite material in the design of damped tool has been demonstrated effective. Furthermore, the autoregressive moving average (ARMA) models presented in this paper take into consideration the interaction between the elastic structure of the machine tool and the cutting process and can therefore be used to characterize the machining system in operational conditions.

Abstract:
This paper argues for sustainability as a necessity in the evolution of tall architecture. It provides a different mode for dealing with sustainability in tall architecture, taking into consideration the speciality of its typology. To this end, the article develops a Biomimetic Structural Form as a paradigm to attain Vital Sustainability. A Biomimetic Structural Form, which is derived from the amalgamation of biomimicry as an approach for sustainability defining nature as source of knowledge and inspiration in solving humans’ problems and a Structural Form as a catalyst for evolving tall architecture, is a dynamic paradigm emerging from a conceptualizing and morphological process. A Biomimetic Structural Form is a flow system whose different forces and functions tend to be “better”, more "fit", to “survive”, and to be efficient. Through geometry and function—the two aspects of knowledge extracted from nature—the attributes of the Biomimetic Structural Form are formulated. Vital Sustainability is the survival level of sustainability in natural systems through which a system enhances the performance of its internal working and its interaction with the external environment. A Biomimetic Structural Form, in this context, is a medium for evolving tall architecture to emulate natural models in their ways of coexistence with the environment. Abstract:
This paper details a rebrand design project developed for a non-profitable organization called Te Roopu Waiora (TRW), which is currently located in Auckland, Aotearoa New Zealand. This social enterprise is dedicated to supporting the Māori community living with sensorial, physical and intellectual disabilities (whānau hauā). As part of a year three bachelor design brief, the rebrand project enabled students to reflect on Kaupapa Māori principles and appropriately address the values of the organisation. As such, the methodology used a pragmatic paradigm approach and mixed methods design practices involving a human-centred design to problem solving. As result, the student project culminated in the development in a range of cohesive design artefacts, aiming to improve the rentability and perception of the brand with the audience and stakeholders.

This paper presents the effect of the orbit inclination on the pointing error of the satellite antenna and consequently on its footprint on earth for a typical Ku- band payload system. The performance assessment is examined using both analytical simulations and practical measurements, taking into account all the additional sources of the pointing errors, such as East-West station keeping, orbit eccentricity, and actual attitude control performance. An implementation and computation of the sinusoidal biases in satellite roll and pitch used to compensate the pointing error of the satellite antenna coverage is studied and evaluated before and after the pointing corrections performed. A method for evaluation of the performance of the implemented biases has been introduced through measuring satellite received level from a mono-pulse tracking 11.1m transmitting antenna before and after the implementation of the pointing corrections.Keywords: Satellite, inclined orbit, pointing errors, coverage optimization.

Abstract:
In this paper, we focus on the fusion of images from different sources using multiresolution wavelet transforms. Based on reviews of popular image fusion techniques used in data analysis, different pixel and energy based methods are experimented. A novel architecture with a hybrid algorithm is proposed which applies pixel based maximum selection rule to low frequency approximations and filter mask based fusion to high frequency details of wavelet decomposition. The key feature of hybrid architecture is the combination of advantages of pixel and region based fusion in a single image which can help the development of sophisticated algorithms enhancing the edges and structural details. A Graphical User Interface is developed for image fusion to make the research outcomes available to the end user. To utilize GUI capabilities for medical, industrial and commercial activities without MATLAB installation, a standalone executable application is also developed using Matlab Compiler Runtime.Keywords: Filter mask, GUI, hybrid architecture, image fusion, Matlab Compiler Runtime, wavelet transform.

Policy management in organizations became rising issue in the last decade. It’s because of today’s regulatory requirements in the organizations. To manage policies in large organizations is an imperative work. However, major challenges facing organizations in the last decade is managing all the policies in the organization and making them an active documents rather than simple (inactive) documents stored in computer hard drive or on a shelf. Because of this challenge, organizations need policy management program. This policy management program can be either manual or automated. This paper presents suggestions towards managing policies in organizations. As well as possible policy management solution or program to be utilized, manual or automated. The research first examines the models and frameworks used for managing policies from various perspectives in the literature of the research area/domain. At the end of this paper, a policy management framework is proposed for managing enterprise policies effectively and in a simplified manner.
