11302 Mending Broken Fences Policing: Developing the Intelligence-Led/Community-Based Policing Model(IP-CP) and Quality/Quantity/Crime(QQC) Model
Authors: Anil Anand
Abstract:
Despite enormous strides made during the past decade, particularly with the adoption and expansion of community policing, there remains much that police leaders can do to improve police-public relations. The urgency is particularly evident in cities across the United States and Europe where an increasing number of police interactions over the past few years have ignited large, sometimes even national, protests against police policy and strategy, highlighting a gap between what police leaders feel they have archived in terms of public satisfaction, support, and legitimacy and the perception of bias among many marginalized communities. The decision on which one policing strategy is chosen over another, how many resources are allocated, and how strenuously the policy is applied resides primarily with the police and the units and subunits tasked with its enforcement. The scope and opportunity for police officers in impacting social attitudes and social policy are important elements that cannot be overstated. How do police leaders, for instance, decide when to apply one strategy—say community-based policing—over another, like intelligence-led policing? How do police leaders measure performance and success? Should these measures be based on quantitative preferences over qualitative, or should the preference be based on some other criteria? And how do police leaders define, allow, and control discretionary decision-making? Mending Broken Fences Policing provides police and security services leaders with a model based on social cohesion, that incorporates intelligence-led and community policing (IP-CP), supplemented by a quality/quantity/crime (QQC) framework to provide a four-step process for the articulable application of police intervention, performance measurement, and application of discretion. Keywords: social cohesion, quantitative performance measurement, qualitative performance measurement, sustainable leadership

Authors: Eftychia Kessopoulou, Styliani Xanthopoulou, Ypatia Theodorakioglou, George Tsiotras, Katerina Gotzamani
Abstract:
Public sector managers frequently herald that implementing best practices as a set of standards, may lead to superior organizational performance. However, recent research questions the objectification of best practices, highlighting: a) the inability of public sector organizations to develop innovative administrative practices, as well as b) the adoption of stereotypical renowned practices inculcated in the public sector by international governance bodies. The process through which organizations construe what a best practice is, still remains a black box that is yet to be investigated, given the trend of continuous changes in public sector performance, as well as the burgeoning interest of sharing popular administrative practices put forward by international bodies. This study aims to describe and understand how organizational best practices are constructed by public sector performance management teams, like benchmarkers, during the benchmarking-mediated performance improvement process and what mechanisms enable this construction. A critical realist action research methodology is employed, starting from a description of various approaches on best practice nature when a benchmarking-mediated performance improvement initiative, such as the Common Assessment Framework, is applied. Firstly, we observed the benchmarker’s management process of best practices in a public organization, so as to map their theories-in-use. As a second step we contextualized best administrative practices by reflecting the different perspectives emerged from the previous stage on the design and implementation of an interview protocol. We used this protocol to conduct 30 semi-structured interviews with “best practice” process owners, in order to examine their experiences and performance needs. Previous research on best practices has shown that needs and intentions of benchmarkers cannot be detached from the causal mechanisms of the various contexts in which they work. Such causal mechanisms can be found in: a) process owner capabilities, b) the structural context of the organization, and c) state regulations. Therefore, we developed an interview protocol theoretically informed in the first part to spot causal mechanisms suggested by previous research studies and supplemented it with questions regarding the provision of best practice support from the government. Findings of this work include: a) a causal account of the nature of best administrative practices in the Greek public sector that shed light on explaining their management, b) a description of the various contexts affecting best practice conceptualization, and c) a description of how their interplay changed the organization’s best practice management. Keywords: benchmarking, action research, critical realism, best practices, public sector

Authors: Antonio Marques, Graça Guedes
Abstract:
The Portuguese footwear industry had in the last five years a remarkable performance in the exportation values, the trade balance and others economic indicators. After a long period of difficulties and with a strong reduction of companies and employees since 1994 until 2009, the Portuguese footwear industry changed the strategy and is now a success case between the international players of footwear. Only the Italian industry sells footwear with a higher value than the Portuguese and the distance between them is decreasing year by year. This paper analyses how the Portuguese footwear companies innovate and make innovation, according the classification proposed by the Oslo Manual. Also analyses the strategy follow in the innovation process, as suggested by Freeman and Soete, and shows the linkage between the type of innovation and the strategy of innovation. The research methodology was qualitative and the strategy for data collection was the case study. The qualitative data will be analyzed with the MAXQDA software. The economic results of the footwear companies studied shows differences between all of them and these differences are related with the innovation strategy adopted. The companies focused in product and marketing innovation, oriented to their target market, have higher ratios “turnover per worker” than the companies focused in process innovation. However, all the footwear companies in this “low-tech” industry create value and contribute to a positive foreign trade of 1.310 million euros in 2013. The growth strategies implemented has the participation of the sectorial organizations in several innovative projects. And it’s obvious that cooperation between all of them is a critical element to the performance achieved by the companies and the innovation observed. Can conclude that the Portuguese footwear sector has in the last years an excellent performance (economic results, exportation values, trade balance, brands and international image) and his performance is strongly related with the strategy in innovation followed, the type of innovation and the networks in the cluster. A simplified model, called “Ace of Diamonds”, is proposed by the authors and explains the way how this performance was reached by the seven companies that participate in the study (two of them are the leaders in the setor), and if this model can be used in others traditional and “low-tech” industries. Keywords: footwear, innovation, “low-tech” industry, Oslo manual

Procedia PDF Downloads 34811294 Adaptive Beamforming with Steering Error and Mutual Coupling between Antenna Sensors
Authors: Ju-Hong Lee, Ching-Wei Liao
Abstract:
Owing to close antenna spacing between antenna sensors within a compact space, a part of data in one antenna sensor would outflow to other antenna sensors when the antenna sensors in an antenna array operate simultaneously. This phenomenon is called mutual coupling effect (MCE). It has been shown that the performance of antenna array systems can be degraded when the antenna sensors are in close proximity. Especially, in a systems equipped with massive antenna sensors, the degradation of beamforming performance due to the MCE is significantly inevitable. Moreover, it has been shown that even a small angle error between the true direction angle of the desired signal and the steering angle deteriorates the effectiveness of an array beamforming system. However, the true direction vector of the desired signal may not be exactly known in some applications, e.g., the application in land mobile-cellular wireless systems. Therefore, it is worth developing robust techniques to deal with the problem due to the MCE and steering angle error for array beamforming systems. In this paper, we present an efficient technique for performing adaptive beamforming with robust capabilities against the MCE and the steering angle error. Only the data vector received by an antenna array is required by the proposed technique. By using the received array data vector, a correlation matrix is constructed to replace the original correlation matrix associated with the received array data vector. Then, the mutual coupling matrix due to the MCE on the antenna array is estimated through a recursive algorithm. An appropriate estimate of the direction angle of the desired signal can also be obtained during the recursive process. Based on the estimated mutual coupling matrix, the estimated direction angle, and the reconstructed correlation matrix, the proposed technique can effectively cure the performance degradation due to steering angle error and MCE. The novelty of the proposed technique is that the implementation procedure is very simple and the resulting adaptive beamforming performance is satisfactory. Simulation results show that the proposed technique provides much better beamforming performance without requiring complicated complexity as compared with the existing robust techniques. Keywords: adaptive beamforming, mutual coupling effect, recursive algorithm, steering angle error

Authors: Harshavardhan Reddy, Balaji Subramanian
Abstract:
A systematic parametric study to find the optimum bellmouth profile by relating geometric and performance parameters to satisfy a set of specifications is reported. A careful aerodynamic design of bellmouth intake is critical to properly direct the flow with minimal losses and maximal flow uniformity into the honeycomb located inside the settling chamber of an indraft wind tunnel, thus improving the efficiency of the entire unit. Design charts for elliptically profiled bellmouths with two different contraction ratios (9 and 18) and three different test section speeds (25 m/s, 50 m/s, and 75 m/s) were presented. A significant performance improvement - especially in the Coefficient of discharge and in the flow angularity and boundary layer thickness at the honeycomb inlet - was observed when an entry corner radius (r/D = 0.08) was added to the bellmouth profile. The nonuniformity at the honeycomb inlet drops by about three times (~1% to 0.3%) when moving from square to regular octagonal cross-section. An octagonal cross-sectioned bellmouth intake with L/d = 0.55, D/d = 1.625, and r/D = 0.08 met all the four target performance specifications and is proposed as the best choice for a low-speed wind tunnel. Keywords: bellmouth intake, low-speed wind tunnel, coefficient of discharge, nonuniformity, flow angularity, boundary layer thickness, CFD, aerodynamics

Authors: Yinjie Han
Abstract:
This paper examines the impact of executive compensation incentives on internal control effectiveness and further analyzes the moderating role of digital transformation in this relationship. Through empirical analysis of relevant data of A-share listed companies in Shanghai and Shenzhen from 2012 to 2022, the results of the study show that there is a significant positive relationship between executive compensation incentives and internal control quality. Digital transformation plays an important moderating role in this relationship. Specifically, executive compensation incentives directly enhance the effectiveness of internal control by increasing executives' motivation and responsibility. At the same time, digital transformation further strengthens the positive impact of executive compensation incentives on the quality of internal controls by increasing information transparency and management efficiency. In addition, the study finds that the impact of executive compensation incentives on internal control quality is more significant in firms with higher levels of digital transformation. This study provides theoretical and practical guidance for enterprises to design and implement effective executive compensation incentives, promote digital transformation, and improve internal control quality. Keywords: executive compensation incentives, internal control, digital transformation, corporate governance

Authors: Kumlachew Zelalem Walle, Chun-Chen Yang
Abstract:
Solid-state Lithium metal batteries (SSLMBs) that contain polymer and ceramic solid electrolytes have received considerable attention as an alternative to substitute liquid electrolytes in lithium metal batteries (LMBs) for highly safe, excellent energy storage performance and stability under elevated temperature situations. Here, a novel fast Li-ion conducting material, LiTa₂PO₈ (LTPO), was synthesized and electrochemical performance of as-prepared powder and LTPO-incorporated composite solid polymer electrolyte (LTPO-CPE) membrane were investigated. The as-prepared LTPO powder was homogeneously dispersed in polymer matrices, and a hybrid solid electrolyte membrane was synthesized via a simple solution-casting method. The room temperature total ionic conductivity (σt) of the LTPO pellet and LTPO-CPE membrane were 0.14 and 0.57 mS cm-1, respectively. A coin battery with NCM811 cathode is cycled under 1C between 2.8 to 4.5 V at room temperature, achieving a Coulombic efficiency of 99.3% with capacity retention of 74.1% after 300 cycles. Similarly, the LFP cathode also delivered an excellent performance at 0.5C with an average Coulombic efficiency of 100% without virtually capacity loss (the maximum specific capacity is at 27th: 138 mAh g−1 and 500th: 131.3 mAh g−1). These results demonstrates the feasibility of a high Li-ion conductor LTPO as a filler, and the developed polymer/ceramic hybrid electrolyte has potential to be a high-performance electrolyte for high-voltage cathodes, which may provide a fresh platform for developing more advanced solid-state electrolytes. Keywords: li-ion conductor, lithium-metal batteries, composite solid electrolytes, liTa2PO8, high-voltage cathode

Procedia PDF Downloads 18211289 Pushover Analysis of Reinforced Concrete Beam-Column Joint Strengthening with Ultra High Performance Concrete
Authors: Abdulsamee Halahla, Emad Allout
Abstract:
The purpose of this research is to study the behavior of exterior beam-column joints (BCJs) strengthened with ultra-high performance concrete (UHPC), in terms of the shear strength and maximum displacement using pushover analysis at the tip of the beam. A finite element (F.E) analysis was performed to study three main parameters – the level of the axial load in the column (N), the beam shear reinforcement (Av/s)B, and the effect of using UHPC. The normal concrete at the studied joint region was replaced by UHPC. The model was verified by using experimental results taken from the literature. The results showed that the UHPC contributed to the transference of the plastic hinge from the joint to the beam-column interface. In addition, the strength of the UHPC-strengthened joints was enhanced dramatically from 8% to 38% for the joints subjected to 12.8MPa and zero axial loads, respectively. Moreover, the UHPC contributed in improving the maximum deflection. This improvement amounted to 1% and 176% for the joints subjected to zero and 12.8MPa axial load, respectively. Keywords: ultra high performance concrete, ductility, reinforced concrete joints, finite element modeling, nonlinear behavior; pushover analysis

Authors: Akinola Helen Olufunke, Soetan Olatunbosun Jonathan, Adeleye Oludamola
Abstract:
Introduction: Antibiotic resistance has grown significantly, which is a major cause for concern. There have not been many significant developments in antibiotics over the past few decades, and practically all of the ones that are currently in use are losing effectiveness against pathogenic germs. Researchers are starting to focus more on the physiologically active compounds found in plants, particularly phytobiotics in poultry production. Consumption of chicken products is among the greatest in the country, but numerous nations, including Nigeria, use excessive amounts of necessary antibiotics in poultry farming, endangering the safety of such goods (through antimicrobial residues). Drug resistance has become a widespread issue as a result of the risky use of antibiotics in the chicken production industry. In order to replace antibiotics, biotic or natural products like phytobiotics (also known as botanicals or phytogenics) have drawn a lot of interest. Phytobiotics or their components are thought to be a relatively recent category of natural herbs that have acquired acceptance and favor among chicken farmers. The addition of several phytobiotic additions to poultry feed has demonstrated its capacity to improve both the broiler and layer populations' productivity. Design: Experimental research design and cross-sectional study was carried out at every 300 purposively selected farming household in the six-geopolitical zone in Nigeria. Data Analysis: A semi-structured questionnaire was administered to each farmer, and quantitative data were analyzed using Statistical Package for Social Science (SPSS) while the Chi-square test was used to analyze factors mitigating the use of Phytobiotics. Result: The result shows that the benefits associated with the use of phytobiotics are contributed to growth promotion in chickens and enhancement of productive performance of broiler and layer, which could be attributed to their antioxidant activity. The result further revealed that factors mitigating the use of phytobiotics were lack of knowledge in the use of phytobiotics, overdose or underdose usage, and seasonal availability of the phytobiotics. Others are the educational level of the farmers, intrinsic motivation, income poultry farming experience, price of phytobiotics based additives feeds, and intensity of extension agents in visiting them. Conclusion: The difficulties associated with using phytobiotics in chicken farms limit their willingness to boost productivity. The study found that most farmers were ignorant, which prevented them from handling this notion and turning their poultry into a viable enterprise while also allowing them to be creative. They believed that packing phytobiotics-based additive feed was expensive, and lastly, the seasonal availability of some phytobiotics. Recommendation: Further research in phytobiotics use in Nigeria should be carried out in order to establish its efficiency, safety, and awareness. Keywords: mitigating, antibiotics, phytobiotics, poultry farming

Authors: Radka Pernicova
Abstract:
Chloride resistance in Ultra High Performance Concrete (UHPC) is determined in this paper. This work deals with the one dimension chloride transport, which can be potentially dangerous particularly for the durability of concrete structures. Risk of reinforcement corrosion due to exposure to the concrete surface to direct the action of chloride ions (mainly in the form de-icing salts or groundwater) is dangerously increases. The measured data are investigated depending on the depth of penetration of chloride ions into the concrete structure. Comparative measurements with normal strength concrete are done as well. The experimental results showed that UHCP have improved resistance of chlorides penetration than NSC and also chloride diffusion depth is significantly lower in UHCP.Keywords: chloride, one dimensional diffusion, transport, salinity, UHPC

Authors: Naveed Ghani
Abstract:
With the arrival of higher speed communication links and mature application running over the internet, the requirement for reliable, efficient and robust network designs rising day by day. Multi-Protocol Label Switching technology (MPLS) Virtual Private Networks (VPNs) have committed to provide optimal network services. They are gaining popularity in industry day by day. Enterprise customers are moving to service providers that offer MPLS VPNs. The main reason for this shifting is the capability of MPLS VPN to provide built in security features and any-to-any connectivity. MPLS VPNs improved the network performance due to fast label switching as compare to traditional IP Forwarding but traffic classification and policing was still required on per hop basis to enhance the performance of real time traffic which is delay sensitive (particularly voice and video). QoS (Quality of service) is the most important factor to prioritize enterprise networks’ real time traffic such as voice and video. This thesis is focused on the study of QoS parameters (e.g. delay, jitter and MOS (Mean Opinion Score)) for the real time traffic over MPLS VPNs. DiffServ (Differentiated Services) QoS model will be used over MPLS VPN network to get end-to-end service quality. Keywords: network, MPLS, VPN, DiffServ, MPLS VPN, DiffServ QoS, QoS Model, GNS2

Authors: Okay Gunes
Abstract:
Unsatisfactory experiences due to an information shortage regarding the future pay-offs of actual choices, yield satisficing decision-making. This research will examine, for the first time in the literature, the motivation behind suboptimal decisions due to uncertainty by subjecting Adam Smith’s and Jeremy Bentham’s assumptions about the nature of the actions that lead to satisficing behavior, in order to clarify the theoretical background of a “consumption-based satisfactory time” concept. The contribution of this paper with respect to the existing literature is threefold: Firstly, it is showed in this paper that Adam Smith’s uncertainty is related to the problem of the constancy of ideas and not related directly to beliefs. Secondly, possessions, as in Jeremy Bentham’s oeuvre, are assumed to be just as pleasing, as protecting and improving the actual or expected quality of life, so long as they reduce any displeasure due to the undesired outcomes of uncertainty. Finally, each consumption decision incurs its own satisfactory time period, owed to not feeling hungry, being healthy, not having transportation…etc. This reveals that the level of satisfaction is indeed a behavioral phenomenon where its value would depend on the simultaneous satisfaction derived from all activities. Keywords: decision-making, idea and belief, satisficing, uncertainty

The quality of video transmitted by mobile ad hoc networks (MANETs) can be influenced by several factors, including protocol layers; parameter settings of each protocol. In this paper, we are concerned with understanding the functional relationship between these influential factors and objective video quality in MANETs. We illustrate a systematic statistical design of experiments (DOE) strategy can be used to analyse MANET parameters and performance. Using a 2k factorial design, we quantify the main and interactive effects of 7 factors on a response metric (i.e., mean opinion score (MOS) calculated by PSNR with Evalvid package) we then develop a first-order linear regression model between the influential factors and the performance metric. Keywords: evalvid, full factorial design, mobile ad hoc networks, ns-2

Authors: Isyaka Abdulkadir, Egbe-Ngu Ntui Ogork
Abstract:
This research aims to investigate the effect of Rice Husk Ash (RHA) on Scrap Tyre Steel Fiber Reinforced High Performance Concrete (STSFRHPC). RHA was obtained by control burning of rice husk in a kiln to a temperature of 650-700oC and when cooled sieved through 75µm sieve and characterized. The effect of RHA were investigated on grade 50 STSFRHPC of 1:1.28:1.92 with water cement ratio of 0.39 at additions of Scrap Tyre Steel Fiber (STSF) of 1.5% by volume of concrete and partial replacement of cement with RHA at percentages of 0, 5, 10, 15 and 20. The fresh concrete was tested for slump while the hardened concrete was tested for compressive and splitting tensile strengths respectively at curing ages of 3, 7, 28 and 56 days in accordance with standard procedure. Results of RHA-STSFRHPC indicated a reduction in slump and compressive strength with increase in RHA content, while splitting tensile strength increased with RHA replacement up to 10% and reduction in strength above 10% RHA content. The 28 days compressive strength of RHA-STSFRHPC with up to 10% RHA attained the desired characteristic strength of 50N/mm2 and therefore up to 10% RHA is considered as the optimum replacement dosage in STSFRHPC-RHA.Keywords: compressive strength, high performance concrete, rice husk ash, scrap tyre steel fibers

Authors: Aber Aboalgasm, Rupert Ward, Ruth Taylor, Jonathan Glazzard
Abstract:
Teaching art by digital means is a big challenge for the majority of teachers of art and artistic design courses in primary education schools. These courses can clearly identify relationships between art, technology, and creativity in the classroom .The aim of this article is to present a modern way of teaching art, using digital tools in the art classroom in order to improve creative ability in pupils aged between 9 and 11 years; it also presents a conceptual model for creativity based on digital art. The model could be useful for pupils interested in learning drawing and using an e-drawing package, and for teachers who are interested in teaching their students modern digital art, and improving children’s creativity. This model is designed to show the strategy of teaching art through technology, in order for children to learn how to be creative. This will also help education providers to make suitable choices about which technological approaches they should choose to teach students and enhance their creative ability. It is also expected that use of this model will help to develop social interactive qualities that may improve intellectual ability. Keywords: digital tools, motivation, creative activity, education

Authors: Omid Khabiri, Maryam Ghavami
Abstract:
Buildings designed and built as high performance, sustainable or green are the vanguard in a movement to make buildings more energy efficient and less environmentally harmful. Although Heating, Ventilating, and Air Conditioning (HVAC) systems offer many opportunities for recovery and re-use of thermal energy; however, the amount of energy used annually by these systems typically ranges from 40 to 60 percent of the overall energy consumption in a building, depending on the building design, function, condition, climate, and the use of renewable energy strategies. HVAC systems may also damage the environment by unnecessary use of non-renewable energy sources, which contribute to environmental pollution, and by creating noise and discharge of contaminated water and air containing chemicals, lubricating oils, refrigerants, heat transfer fluids, and particulate (gases matter). In fact, HVAC systems will significantly impact how “green” a building is, where an efficient HVAC system design can result in considerable energy, emissions and cost savings as well as providing increased user thermal comfort. This paper presents the basic concepts of green building design and discusses the role of efficient HVAC system and practical strategies for ensuring high performance sustainable buildings in design and operation. Keywords: green building, hvac system, design strategies, high-performance equipment, efficient technologies

Authors: Mahmut Yildirim
Abstract:
This paper proposed the bidirectional long short-term memory (Bi-LSTM) network-aided deep learning (DL)-based signal detection for Orthogonal frequency division multiplexing with all index modulation (OFDM-AIM), namely Bi-DeepAIM. OFDM-AIM is developed to increase the spectral efficiency of OFDM with index modulation (OFDM-IM), a promising multi-carrier technique for communication systems beyond 5G. In this paper, due to its strong classification ability, Bi-LSTM is considered an alternative to the maximum likelihood (ML) algorithm, which is used for signal detection in the classical OFDM-AIM scheme. The performance of the Bi-DeepAIM is compared with LSTM network-aided DL-based OFDM-AIM (DeepAIM) and classic OFDM-AIM that uses (ML)-based signal detection via BER performance and computational time criteria. Simulation results show that Bi-DeepAIM obtains better bit error rate (BER) performance than DeepAIM and lower computation time in signal detection than ML-AIM.Keywords: bidirectional long short-term memory, deep learning, maximum likelihood, OFDM with all index modulation, signal detection
