Abstract:
This paper presents a preliminary prototype of an 83 kW all-electric motorbike since, nowadays, electric motorbikes have advanced drastically in their technology in such a way that lately, there has been a boom in the field of competition of medium power electric vehicles. The field of electric vehicle racing mainly pursues the aim of obtaining an optimal performance of all the motorbike components in order to obtain a safe racing vehicle fast enough while looking for the stability of all the systems onboard. Abstract:
Computers are applied to the vehicle aerodynamics in two ways. One of two is Computational Fluid Dynamics (CFD) and other is Computer Aided Flow Visualization (CAFV). Out of two CFD is chosen because it shows the result with computer graphics. The simulation of flow field around the vehicle is one of the important CFD applications. The flow field can be solved numerically using panel methods, k-ε method, and direct simulation methods. The spoiler is the tool in vehicle aerodynamics used to minimize unfavorable aerodynamic effects around the vehicle and the parallel spoiler is set of two spoilers which are designed in such a manner that it could effectively reduce the drag. In this study, the standard k-ε model of the simplified version of Bugatti Veyron, Audi R8 and Porsche 911 are used to simulate the external flow field. Flow simulation is done for variable Reynolds number. The flow simulation consists of three different levels, first over the model without a rear spoiler, second for over model with single rear spoiler, and third over the model with parallel rear-spoiler. The second and third level has following parameter: the shape of the spoiler, the angle of attack and attachment position. A thorough analysis of simulations results has been found. And a new parallel spoiler is designed. It shows a little improvement in vehicle aerodynamics with a decrease in vehicle aerodynamic drag and lift. Abstract:
One of the principal causes of failure in existing vehicle brokerage solutions is that they require the introduction of a single trusted third party to whom transport offers and requirements are sent, and which solves the scheduling problem. Advances in planning and scheduling could be utilized to address the scalability issues inherent here, but such refinements do not address the key need to decentralize decision-making. This is not to say that matchmaking of potential transport suppliers to consumers is not essential, but information from such a service should inform rather than determining the transport options for customers. The approach that is proposed, is the use of intelligent commuters that act within the system and to identify options open to users, weighing the evidence for desirability of each option given a model of the user’s priorities, and to drive dialogue among commuters in aiding users to solve their individual (or collective) transport goals. Existing research in commuter support for transport resource management has typically been focused on the provider. Abstract:
The study of external vehicle aerodynamics using Spalart-Allmaras turbulence model with adjoint method was conducted. The accessibility and ease of working with the Fluent module of ANSYS and OpenFOAM were considered. The objective of the study was to understand and analyze the possibility of bringing high-level aerodynamic simulation to the average consumer vehicle. A form-factor of BMW M6 vehicle was designed in Solidworks, which was analyzed in OpenFOAM and Fluent. The turbulence model being a single equation provides much faster convergence rate when clubbed with the adjoint method. Fluent being commercial software still does not allow us to solve Spalart-Allmaras turbulence model using the adjoint method. Hence, the turbulence model was solved using the SIMPLE method in Fluent. OpenFOAM being an open source provide flexibility in simulation but is not user-friendly. It supports solving the defined turbulence model with the adjoint method. The result generated from the simulation gives us acceptable values of drag, when validated with the result of percentage error in drag values for a notch-back vehicle model on an extensive simulation produced at 6th ANSA and μETA conference, Greece. In our day to day life, many people met with an accident due to various reasons like over speed, overload in the vehicle, violation of the traffic rules, etc. Driving license system is difficult task for the government to monitor. To prevent non-licensees from driving who are causing most of the accidents, a new system is proposed. The proposed system consists of a smart card capable of storing the license details of a particular person. Vehicles such as cars, bikes etc., should have a card reader capable of reading the particular license. A person, who wishes to drive the vehicle, should insert the card (license) in the vehicle and then enter the password in the keypad. If the license data stored in the card and database about the entire license holders in the microcontroller matches, he/she can proceed for ignition after the automated opening of the fuel tank valve, otherwise the user is restricted to use the vehicle. Moreover, overload detector in our proposed system verifies and then prompts the user to avoid overload before driving. Abstract:
The roughness index of a road is considered the most important parameter about the quality of the pavement, as it has a close relation with the comfort and safety of the road users. Such condition can be established by means of functional evaluation of pavement surface deviations, measured by the International Roughness Index (IRI), an index that came out of the international evaluation of pavements, coordinated by the World Bank, and currently owns, as an index of limit measure, for purposes of receiving roads in Brazil, the value of 2.7 m/km. This work make use of the e.IRI parameter, obtained by the Roadroid app. for smartphones which use Android operating system. The choice of such application is due to the practicality for the user interaction, as it possesses a data storage on a cloud of its own, and the support given to universities all around the world. Data has been collected for six months, once in each month. The studies begun in March 2018, season of precipitations that worsen the conditions of the roads, besides the opportunity to accompany the damage and the quality of the interventions performed. About 350 kilometers of sections of four federal highways were analyzed, BR-020, BR-040, BR-060 and BR-070 that connect the Federal District (area where Brasilia is located) and surroundings, chosen for their economic and tourist importance, been two of them of federal and two others of private exploitation. As well as much of the road network, the analyzed stretches are coated of Hot Mix Asphalt (HMA). Thus, this present research performs a contrastive discussion between comfort conditions and safety of the roads under private exploitation in which users pay a fee to the concessionaires so they could travel on a road that meet the minimum requirements for usage, and regarding the quality of offered service on the roads under Federal Government jurisdiction. And finally, the contrast of data collected by National Department of Transport Infrastructure – DNIT, by means of a laser perfilometer, with data achieved by Roadroid, checking the applicability, the practicality and cost-effective, considering the app limitations.Keywords: roadroid, international roughness index, Brazilian roads, pavement

Abstract:
In multi-vehicle tracking, based on feature selection, the tracking system efficiently tracks vehicles in a video with minimal error in combination with color attribution, which focuses on presenting a simple and fast, yet accurate and robust solution to the problem such as inaccurately and untimely responses of statistics-based adaptive traffic control system in the intersection scenario. In this study, a real-time tracking system is proposed for multi-vehicle tracking in the intersection scene. Considering the complexity and application feasibility of the algorithm, in the object detection step, the detection result provided by virtual loops were post-processed and then used as the input for the tracker. For the tracker, lightweight methods were designed to extract and select features and incorporate them into the adaptive color tracking (ACT) framework. And the approbatory online feature selection algorithms are integrated on the mature ACT system with good compatibility. The proposed feature selection methods and multi-vehicle tracking method are evaluated on KITTI datasets and show efficient vehicle tracking performance when compared to the other state-of-the-art approaches in the same category. And the system performs excellently on the video sequences recorded at the intersection. Recruitment is one of very critical and important decision taken by HR department and some recruitment problems are highly faced by HR department of public/semi Govt. sector but are not major problems for private sector. Moreover, some problems are majorly influence in private sector but are not major problems in public/semi-govt. sector of Russia in recruitment. It is also identified that some recruitment problems are majorly affect in recruitment in both sectors. This paper helps to understand the recruitment problems faced by HR department while recruiting the new employee in both sectors. This paper also identified that “environment” and “prejudice” in public sector have higher affect and considered as a major problems in employee recruitment and “reference”, “selection standards” are considered as a least affecting problems of recruitment in public sector. Further, in private sector, “prejudice” and “culture” are major issues and “selection standards” and “reference” is considered as least affecting recruitment problems in private sector of Russia. Abstract:
Public private partnership (PPP) scheme was considered as an alternative source of funding for infrastructure provision. However, the performance of PPP scheme and interest of private sector to participate in the provision of infrastructure was still practically low. This phenomenon motivates the research to reconstruct the form of collaborative governance at the policy level from the perspective of transaction cost of the PPP scheme. Soft-system methodology (SSM)-based action research was used as this research methodology. The result of this study concludes that the emergence of transaction cost sources at the policy level is caused by the absence of a law that governs infrastructure investment, especially the implementation of PPP scheme. This absence is causing the imbalance in risk allocation and risk mitigation between the public and private sector. Thus, this research recommended the formulation of infrastructure investment law that aims to minimize asymmetry information, to anticipate the principal-principal problems, and to provide legal basis that ensures risk certainty and guarantee fair risk allocation between public and private sector.Keywords: public governance, public private partnership, soft system methodology, transaction cost

Abstract:
The functions of automated driving will initially be limited to certain so-called Operating Driving Domains (ODD). Within the ODDs, the automated vehicle can handle all situations autonomously. In the event of a critical system failure, the vehicle will establish a condition of minimal risk or offer the driver to take over control of the vehicle. When the vehicle leaves the ODD, the driver is also prompted to take over vehicle control. During automated driving, the driver is legally allowed to perform non-driving-related activities (NDRAs) for the first time. When requested to take over, the driver must return from the NDRA state to a driving-ready state. The driver’s NDRA state may imply the use of items that are necessary for the NDRA or interior modifications. Since perceived comfort is an important factor in both manual and automated driving, a study was conducted in a static driving simulator to investigate factors that influence perceived comfort during the take-over process. Based on a literature review of factors influencing perceived comfort in different domains, selected parameters such as the TOR modality or elements to support handing over the item used for the NDRA to the interior were varied. Perceived comfort and discomfort were assessed using an adapted version of a standardized comfort questionnaire, as well as other previously identified aspects of comfort. The NDRA conducted was Using a Smartphone (playing Tetris) because of its high relevance as a future NDRA. The results show the potential to increase perceived comfort through interior adaptations and support elements. Further research should focus on different layouts of the investigated factors, as well as under different conditions, such as time budget, actions required within the intervention in the vehicle control system, and vehicle interior dimensions.Keywords: automated driving, comfort, take-over, vehicle interior

This proposed system benefits from the algebraic properties of Pn such as noncommutative high logical, computational speed and high flexibility in selecting key which makes the discrete permutation multiplier logic (DPML) resist to attack by any algorithm such as Pohlig-Hellman. One of the advantages of this scheme is that it explore all the possible triangular symmetries. Against these properties, the only disadvantage is that the law of permutation multiplicity only allow an operation from left to right. This paper introduces symbiotic organism search (SOS) for solving capacitated vehicle routing problem (CVRP). SOS is a new approach in metaheuristics fields and never been used to solve discrete problems. A sophisticated decoding method to deal with a discrete problem setting in CVRP is applied using the basic symbiotic organism search (SOS) framework. The performance of the algorithm was evaluated on a set of benchmark instances and compared results with best known solution. The computational results show that the proposed algorithm can produce good solution as a preliminary testing. Abstract:
Nowadays, video-on-demand (VoD) applications are becoming one of the tendencies driving vehicular network users. In this paper, considering the unpredictable vehicle density, the unexpected acceleration or deceleration of the different cars included in the vehicular traffic load, and the limited radio range of the employed communication scheme, we introduce the “Dynamic Vehicular Clustering” (DVC) algorithm as a new scheme for video streaming systems over VANET. The proposed algorithm takes advantage of the concept of small cells and the introduction of wireless backhauls, inspired by the different features and the performance of the Long Term Evolution (LTE)- Advanced network. The proposed clustering algorithm considers multiple characteristics such as the vehicle’s position and acceleration to reduce latency and packet loss. Pedestrians are the most vulnerable road users since they do not have a protective shell. One of the most common collisions for them is pedestrian-vehicle at intersections. In order to develop appropriate countermeasures to improve safety for them, researches have to be conducted to identify the factors that affect the risk of getting involved in such collisions. More specifically, this study investigates factors such as the influence of walking alone or having a baby while crossing the street, the observable age of pedestrian, the speed of pedestrians and the speed of approaching vehicles on risk perception of pedestrians. A nested logit model was used for modeling the behavioral structure of pedestrians. The results show that the presence of more lanes at intersections and not being alone especially having a baby while crossing, decrease the probability of taking a risk among pedestrians. Also, it seems that teenagers show more risky behaviors in crossing the street in comparison to other age groups. Also, the speed of approaching vehicles was considered significant. The probability of risk taking among pedestrians decreases by increasing the speed of approaching vehicle in both the first and the second lanes of crossings.Keywords: pedestrians, intersection, nested logit, risk

Abstract:
Introduction: Improving access to quality family planning services is the key to improving health of women and children. However, there is currently little evidence on the quality and scope of family planning services provided by private facilities, and this compares to the services provided in public facilities in Ethiopia. This is important, particularly in determining whether the government should further expand the roles of the private sector in the delivery of family planning facility. Methods: This study used the 2014 Ethiopian Services Provision Assessment Plus (ESPA+) survey dataset for comparing the structural aspects of quality of care in family planning services. The present analysis used a weighted sample of 1093 primary health care facilities (955 public and 138 private). This study employed logistic regression analysis to compare key structural variables between public and private facilities. While taking the structural variables as an outcome for comparison, the facility type (public vs private) were used as the key exposure of interest. Results: When comparing availability of basic amenities (infrastructure), public facilities were less likely to have functional cell phones (AOR=0.12; 95% CI: 0.07-0.21), and water supply (AOR=0.29; 95% CI: 0.15-0.58) than private facilities. However, public facilities were more likely to have staff available 24 hours in the facility (AOR=0.12; 95% CI: 0.07-0.21), providers having family planning related training in the past 24 months (AOR=4.4; 95% CI: 2.51, 7.64) and possessing guidelines/protocols (AOR= 3.1 95% CI: 1.87, 5.24) than private facilities. Moreover, comparing the availability of equipment, public facilities had higher odds of having pelvic model for IUD demonstration (AOR=2.60; 95% CI: 1.35, 5.01) and penile model for condom demonstration (AOR=2.51; 95% CI: 1.32, 4.78) than private facilities. Conclusion: The present study suggests that Ethiopian government needs to provide emphasis towards the private sector in terms of providing family planning guidelines and training on family planning services for their staff. It is also worthwhile for the public health facilities to allocate funding for improving the availability of basic amenities. Implications for policy and/ or practice: This study calls policy makers to design appropriate strategies in providing opportunities for training a health care providers working in private health facility.Keywords: quality of care, family planning, public-private, Ethiopia

A two wheel inverted pendulum (TWIP) vehicle is built with two hub DC motors for motion control evaluation. Arduino Nano micro-processor is chosen as the control kernel for this electric test plant. Accelerometer and gyroscope sensors are built in to measure the tilt angle and angular velocity of the inverted pendulum vehicle. Since the TWIP has significantly hub motor dead zone and nonlinear system dynamics characteristics, the vehicle system is difficult to control by traditional model based controller. The intelligent model-free fuzzy sliding mode controller (FSMC) was employed as the main control algorithm. With an increased demand in the land cargo industry, it is predicted that the freight trade will rise to a record $1.1 trillion in revenue and volume in the following years to come. This increase is mainly driven by the e-commerce model ever so popular in the consumer market. Many innovative ideas have stemmed from this demand and change in lifestyle likes of which include e-bike cargo and drones. Rural and urban areas are facing air quality challenges to keep pollution levels in city centre to a minimum. For this purpose, this paper presents the design and implementation of a non-linear PID control system, employing a micro-controller and low cost sensing technique, for controlling an electrical motor based cargo vehicle with various loads, to follow a leading vehicle (bike). Within using this system, the cargo vehicle will have no load influence on the bike rider on different gradient conditions, such as hill climbing. The system is being integrated with a microcontroller to continuously measure several parameters such as relative displacement between bike and the cargo vehicle and gradient of the road, and process these measurements to create a portable controller capable of controlling the performance of electrical vehicle without the need of a PC. Abstract:
Exhaust systems plays an important role in thermal heat management. Exhaust manifold picks burned gas from engine and exhaust pipes transmit exhaust gas to muffler, exhaust gas is reacted chemically to avoid noxious gas and sound is reduced in muffler then gas is threw out with tail pipe from muffler. Exhaust gas flows out from tail pipe and this hot gas flows to many parts that available around tail pipe and muffler, like spare tire, transmission, pipes etc. These parts are heated by hot exhaust gas. Also vehicle on ride, external flow effects exhaust gas flow and exhaust gas behavior is changed. It's impossible to understand which parts are heated by hot exhaust gas in tests. To understand this phenomena, exhaust gas flow is solved in CFD also external flow due to vehicle movement must be solved with exhaust gas flow. Because external flow effects exhaust gas flow behavior with many parameters. This paper investigates external flow effects exhaust gas flow behavior and other critical parameters effect exhaust gas flow behavior, like different tail pipe design, exhaust gas mass flow in critic vehicle driving situations.Keywords: exhaust, gas flow, vehicle, external flow

Abstract:
The increasing number of Internet and mobile phone users, and essentially those, who use these electronic media to perform online transactions makes Nepal lucrative for phishing attacks. It is one of the reasons behind escalating phishing attacks in the country. Therefore, in this paper we examine various phishing attempts and real scenarios in Nepal to determine the seriousness of the problem. We also want to find out how prepared are the Internet and mobile phone users and how well-equipped are the private sector and government authorities responsible to handle cybercrime in the country. We considered five areas of research study, i.e., legal measures, technical and procedural measures, organizational structure, capacity building and international cooperation. These constitute important factors in cyber security and are recommended by the Global Cyber security Agenda (GCA). Abstract:
A smart city project embraces benefits and costs which can be classified under direct and indirect categories. Externalities come into the picture, but they are often difficult to quantify. Despite this barrier, policy makers need to carry out cost-benefit analysis to justify the huge investments needed to make a city smart. The recent trend is towards the engagement of the private sector to utilize their resources and expertise, especially in the Information and Communication Technology (ICT) areas, where innovations blossom. This study focuses on the identification of costs (on a life cycle basis) and benefits associated with smart city project developments based on a comprehensive literature review and case studies, where public-private partnerships would warrant consideration, the related costs and benefits are highlighted. Abstract:
Engine room of mobile hydraulic vehicle is densely packed with an engine and many hydraulic components mostly generating heat and sound. Though hydraulic oil cooler, ATF cooler, and axle oil cooler etc. are added to vehicle cooling system of mobile vehicle, the overheating may cause downgraded performance and frequent failures. In order to improve thermal and acoustic environment of engine room, the computational approaches by Computational Fluid Dynamics (CFD) and Boundary Element Method (BEM) are used together with necessary modal analysis of belt-driven system. The engine room design layout and process, which satisfies the design objectives of sound power level and temperature levels of radiator water, charged air cooler, transmission and hydraulic oil coolers, is discussed.Keywords: acoustics, CFD, engine room design, mobile hydraulics

Web 2.0 has significantly increased the amount of information available to users not only about firms and their offerings, but also about the activities of other individuals in their networks and markets. It is widely acknowledged that this increased availability of ‘social’ information, particularly about other individuals, is likely to influence a user’s behavior and choices. However, there are very few systematic studies of how such increased information transparency on the behavior of other users in a focal users’ network influences a focal users’ behavior in the emerging marketplace of online language learning. This study seeks to examine the value and impact of ‘social activities’ – wherein, a user sees and interacts with the learning activities of her peers – on her language learning efficiency. An online experiment in a peer-to-peer language marketplace was conducted to compare the learning efficiency of users with ‘social’ information versus users with no ‘social’ information. The results of this study highlight the impact and importance of ‘social’ information within the language learning context. Abstract:
Background: Delays in the diagnosis and treatment of TB facilitates disease transmission in the community, so we conducted a study to evaluate the burden of and risk factors for delay in TB diagnosis and initiation of TB treatment among patients in the private and public sectors in Udaipur district, Rajasthan, India. Methods: A retrospective cohort study was conducted among 100 new sputum-positive TB. Patients were interviewed in the intensive phase of treatment September 2013-November 2013 Long total diagnosis delay (TDD) was defined as a time interval between first symptom to confirmed diagnosis > 30 days. Long health treatment delay (HTD) was defined as a time interval between confirmed diagnosis to treatment initiation > 7 days. Results: We observed a median TDD of 55 days (range: 7-136 days) in the public sector and of 92 days (11-380 days) in the private sector. Long TDD in the private sector was significantly associated with middle-higher socio-economic status (Risk Ratio (RR): 2;95% CI: 1.3-3). The reasons reported from the private sector for long TDD were suspect TB patients not advised for sputum examination (RR: 42; 95% CI:2.6-660), practise of self-medication (RR: 17.4; 95% CI: 1.1-267), or lack of awareness (RR: 9.7;95% CI: 0.6-145). The median HTD in the public sector was 3 days (range: 0-14 days), and in the private sector, 2 days (range: 0-11 days) (non-significant difference). Conclusions: Long TDD in private sector may be improved through sputum referral for all suspect TB cases and better education to all regarding TB.Keywords: diagnosis delay, treatment delay, privatesector, public sector

Abstract:
This study identifies two typical bottlenecks that occur when a vehicle cannot change lanes: car following and car stopping. The ideas of traffic field and traffic mass are presented in this work. When there are other vehicles in front of the target vehicle within a particular distance, a force is created that affects the target vehicle's driving speed. The characteristics of the driver and the vehicle collectively determine the traffic mass; the driving speed of the vehicle and external variables have no bearing on this. From a physical level, this study examines the vehicle's bottleneck when following a car, identifies the outside factors that have an impact on how it drives, takes into account that the vehicle will transform kinetic energy into potential energy during deceleration, and builds a calculation model for traffic mass. The energy-time conversion coefficient is created from an economic standpoint utilizing the social average wage level and the average cost of motor fuel. Vissim simulation program measures the vehicle's deceleration distance and delays under the Wiedemann car-following model. The difference between the measured value of deceleration delay acquired by simulation and the theoretical value calculated by the model is compared using the conversion calculation model of traffic mass and deceleration delay. The experimental data demonstrate that the model is reliable since the error rate between the theoretical calculation value of the deceleration delay obtained by the model and the measured value of simulation results is less than 10%. The article's conclusion is that the traffic field has an impact on moving cars on the road and that physical and socioeconomic factors should be taken into account while studying vehicle-following behavior. The deceleration delay value of a vehicle's driving and traffic mass have a socioeconomic relationship that can be utilized to calculate the energy-time conversion coefficient when dealing with the bottleneck of cars stopping and starting.Keywords: traffic field, social economics, traffic mass, bottleneck, deceleration delay

End-users behavior has become one of the main aspects to be solved on energy efficiency projects. Especially on the residential sector, the end-users have a direct impact that affects the achievement of energy saving’s targets. This paper is focused on presenting and quantify the impact of end-users behavior on basis of the analysis of real projects’ data. The analysis study which is the role of buiding’s occupants and how their behavior can change the success of energy efficiency projects how to limit their impact. The results obtained show two main conclusions. The first one is easiest to solve: we need to control and limit the end-users interaction with the equipment operation to be able to reach the targets fixed. The second one: as the plugged equipment are increasing exponentially on the residential sector, big efforts of disseminations are needed in order to explain to citizens the impact of their day by day actions through dissemination campaigns.Keywords: end-users impacts, energy efficiency, energy savings, impact limitations

Abstract:
The current paper evaluates the effect of external public debt risk on the borrowing cost of private non-financial firms in euro zone. Further, the study also treats the impact of austerity measures on syndicated-loan spreads of private firm followed by euro area member states to revive the economic growth in the region. To test these hypotheses, we follow multivariate ordinary least square estimation method to assess the effect of external public debt on the borrowing cost of private firms. By using foreign syndicated-loan issuance data of non-financial private firms from 2005 to 2011, we attempt to gauge how the private financing cost varies with high levels of sovereign external debt prevalent in the euro zone. Our results suggest significant effect of external public debt on the borrowing cost of private firm. In particular, an increase in external public debt by one standard deviation from its sample mean raises syndicated-loan spread by 89 bps. Furthermore, weak creditor rights protection prevalent in member states deepens this effect. However, we do not find any significant effect of domestic public debt on the private sector borrowing cost. In addition, the results show significant effect of austerity measures on private financing cost, both in normal and in crisis period in the euro zone. In particular, one standard deviation change in fiscal consolidation conditional mean reduces the syndicated-loan spread by 22 bps. In turn, it indicates strong presence of credibility channel due to austerity measures in euro area region.Keywords: corporate debt, fiscal consolidation, sovereign debt, syndicated-loan spread

Abstract:
Under the Right to Education Act (2009), the Indian government introduced an affirmative action policy aimed at the reservation of seats in private schools at the entry-level and free primary education for children from lower socio-economic backgrounds. Using exogenous variation in the status of being in a lower social category (disadvantaged groups) and the year of starting school, this study investigates the effect of exposure to the policy on the expenditure on private education. It employs a difference-in-difference strategy with the help of repeated cross-sectional household data from the National Sample Survey (NSS) of India. It also exploits regional variation in exposure by combining the household data with administrative data on schools from the District Information System for Education (DISE). The study compares the outcome across two age cohorts of disadvantaged groups, starting school at different times, that is, before and after the policy. Regional variation in exposure is proxied with a measure of enrolment rate under the policy, calculated at the district level. The study finds that exposure to the policy led to an average reduction in annual private school fees of ₹223. Similarly, a 5% increase in the rate of enrolment under the policy in a district was associated with a reduction in annual private school fees of ₹240. Furthermore, there was a larger effect of the policy among households with a higher demand for private education. However, the effect is not due to fees waived through direct enrolment under the policy but rather an increase in the supply of low-fee private schools in India. The study finds that after the policy, 79,870 more private schools entered the market due to an increased demand for private education. The new schools, on average, charged a lower fee than existing schools and had a higher enrolment of children exposed to the policy. Additionally, the district-level variation in the enrolment under the policy was very strongly correlated with the entry of new schools, which not only charged a low fee but also had a higher enrolment under the policy. Results suggest that few disadvantaged children were admitted directly under the policy, but many were attending private schools, which were largely low-fee. This implies that disadvantaged households were willing to pay a lower fee to secure a place in a private school even if they did not receive a free place under the policy.Keywords: affirmative action, disadvantaged groups, private schools, right to education act, school fees
