362 Poverty Reduction in European Cities: Local Governments’ Strategies and Programmes to Reduce Poverty; Interview Results from Austria

Abstract:
In the context of the 2020 strategy, poverty and its fight returned to the center of national political efforts. This served as motivation for an Austrian research grant-funded project to focus on the under-researched local government level with the aim to identify municipal best-practice cases and to derive policy implications for Austria. Designing effective poverty reduction strategies is a complex challenge which calls for an integrated multi-actor in approach. Cities are increasingly confronted to combat poverty, even in rich EU-member states. By doing so cities face substantial demographic, cultural, economic and social challenges as well as changing welfare state regimes. Furthermore, there is a low willingness of (right-wing) governments to support the poor. Against this background, the research questions are: 1. How do local governments define poverty? 2. Who are the main risk groups and what are the most pressing problems when fighting urban poverty? 3. What is regarded as successful anti-poverty initiatives? 4. What is the underlying welfare state concept? To address the research questions a multi-method approach was chosen, consisting of a systematic literature analysis, a comprehensive document analysis, and expert interviews. For interpreting the data the project follows the qualitative-interpretive paradigm. Municipal approaches for reducing poverty are compared based on deductive, as well as inductive identified criteria. In addition to an intensive literature analysis, interviews (40) were conducted in Austria since the project started in March 2018. From the other countries, 14 responses have been collected, providing a first insight. Regarding the definition of poverty the EU SILC-definition as well as counting the persons who receive need-based minimum social benefits, the Austrian form of social welfare, are the predominant approaches in Austria. In addition to homeless people, single-parent families, un-skilled persons, long-term unemployed persons, migrants (first and second generation), refugees and families with at least 3 children were frequently mentioned. The most pressing challenges for Austrian cities are: expected reductions of social budgets, a great insecurity of the central government's social policy reform plans, the growing number of homeless people and a lack of affordable housing. Together with affordable housing, old-age poverty will gain more importance in the future. The Austrian best practice examples, suggested by interviewees, focused primarily on homeless, children and young people (till 25). Central government’s policy changes have already negative effects on programs for refugees and elderly unemployed. Social Housing in Vienna was frequently mentioned as an international best practice case, other growing cities can learn from. The results from Austria indicate a change towards the social investment state, which primarily focuses on children and labour market integration. The first insights from the other countries indicate that affordable housing and labor market integration are cross-cutting issues. Inherited poverty and old-age poverty seems to be more pressing outside Austria.Keywords: anti-poverty policies, European cities, empirical study, social investment

Abstract:
Supersonic ejectors have many applications in refrigeration systems. And improving ejector performance is the key to improve the efficiency of these systems. One of the main advantages of the ejector is its geometric simplicity and the absence of moving parts. This paper presents a theoretical model for evaluating the performance of a new supersonic ejector configuration for refrigeration system applications. The relationship between the flow field and the key parameters of the new configuration has been illustrated by analyzing the Mach number and flow velocity contours. The method of characteristics (MOC) is used to design the supersonic nozzle of the ejector. The results obtained are compared with those obtained by CFD. The ejector is optimized by minimizing exergy destruction due to irreversibility and shock waves. The optimization converges to an efficient optimum solution, ensuring improved and stable performance over the whole considered range of uncertain operating conditions.Keywords: supersonic ejector, theoretical model, CFD, optimization, performance

Abstract:
In this study, the Reynolds-Stress-Navier-Stokes framework is utilized to investigate the flow inside the diesel injector nozzle. The flow is assumed to be multiphase as the formation of vapor by pressure drop is visualized. For pressure and velocity linkage, the coupled algorithm is used. Since the cavitation phenomenon inherently is unsteady, the quasi-steady approach is utilized for saving time and resources in the current study. Schnerr-Sauer cavitation model is used, which was capable of predicting flow behavior both at the initial and final steps of the cavitation process. Two different turbulent models were used in this study to clarify which one is more capable in predicting cavitation inception and super-cavitation. It was found that K-ε was more compatible with the Shnerr-Sauer cavitation model; therefore, the mentioned model is used for the rest of this study.Keywords: CFD, RANS, cavitation, fuel, injector

Abstract:
An aqueous conductive ink of single-walled carbon nanotubes for inkjet printing was formulated. To prepare the homogeneous SWCNT ink in a size small enough not to block a commercial inkjet printer nozzle, we used a kinetic ball-milling process to disperse the SWCNTs in an aqueous suspension. When a patterned electrode was overlaid by repeated inkjet printings of the ink on various types of fabric, the fabric resistance decreased rapidly following a power law, reaching approximately 760 X/sq, which is the lowest value ever for a dozen printings. The Raman and Fourier transform infrared spectra revealed that the oxidation of the SWCNTs was the source of the doped impurities. Abstract:
The 'rope coiling' effect is a normal instability phenomenon widespread exists in viscous fluid, elastic rods and polymeric fibers owing to compressive stress when they fall into a moving belt. Near-field electro-spinning is the modified electro-spinning technique has the ability to direct write micro fibers. In this research, we study the “rope coiling” effect in near-field electro-spinning. By changing the distance between nozzle and collector or the speed ratio between the charge jet speed and the platform moving speed, we obtain a pile of different models coils including the meandering, alternating and coiling patterns. Abstract:
According to the Renewable Energy Directive II, the use of palm oil in diesel will be gradually reduced from 2023 and should reach zero in 2030 due to the deforestation caused by its production. Eni aims at finding alternative feedstocks for its biorefineries to eliminate the use of palm oil by 2023. Therefore, the ideal vegetable oils to be used in bio-refineries are those obtainable from plants that grow in marginal lands and with low impact on food-and-feed chain; hence, Eni research is studying the possibility of using oleaginous seeds, such as castor, croton, and cotton, to extract the oils to be exploited as feedstock in bio-refineries. To verify their suitability for the upgrading processes, an analytical protocol for their characterization has been drawn up and applied. The analytical characterizations include a step of water and ashes content determination, elemental analysis (CHNS analysis, X-Ray Fluorescence, Inductively Coupled Plasma - Optical Emission Spectroscopy, ICP– Mass Spectrometry), and total acid number determination. Gas chromatography coupled to flame ionization detector (GC-FID) is used to quantify the lipid content in terms of free fatty acids, mono-, di- and triacylglycerols, and fatty acids composition. Eventually, Nuclear Magnetic Resonance and Fourier Transform-Infrared spectroscopies are exploited with GC-MS and Fourier Transform-Ion Cyclotron Resonance to study the composition of the oils. This work focuses on the GC-FID analysis of the lipid fraction of these oils, as the main constituent and of greatest interest for bio-refinery processes. Specifically, the lipid component of the extracted oil was quantified after sample silanization and transmethylation: silanization allows the elution of high-boiling compounds and is useful for determining the quantity of free acids and glycerides in oils, while transmethylation leads to a mixture of fatty acid esters and glycerol, thus allowing to evaluate the composition of glycerides in terms of Fatty Acids Methyl Esters (FAME). Cotton oil was extracted from cotton oilcake, croton oil was obtained by seeds pressing and seeds and oilcake ASE extraction, while castor oil comes from seed pressing (not performed in Eni laboratories). GC-FID analyses reported that the cotton oil is 90% constituted of triglycerides and about 6% diglycerides, while free fatty acids are about 2%. In terms of FAME, C18 acids make up 70% of the total and linoleic acid is the major constituent. Palmitic acid is present at 17.5%, while the other acids are in low concentration (<1%). Both analyzes show the presence of non-gas chromatographable compounds. Croton oils from seed pressing and extraction mainly contain triglycerides (98%). Concerning FAME, the main component is linoleic acid (approx. 80%). Oilcake croton oil shows higher abundance of diglycerides (6% vs ca 2%) and a lower content of triglycerides (38% vs 98%) compared to the previous oils. Eventually, castor oil is mostly constituted of triacylglycerols (about 69%), followed by diglycerides (about 10%). About 85.2% of total FAME is ricinoleic acid, as a constituent of triricinolein, the most abundant triglyceride of castor oil. In this study was performed in situ consolidation of polypropylene matrix/glass reinforced roving by combining heating systems and roll pressing. The commingled roving during hoop winding was winded on a cylindrical mandrel. The work also presents the advances made in the processing of these materials into composites by conventional technique filament winding. Experimental studies were performed with changing parameters – temperature, pressure and speed. Finally, it describes the investigation of the optimal processing conditions that maximize the mechanical properties of the composites. Abstract:
In this study, we have applied a digital scale to demonstrate the electricity concept of changing the capacity (C), due to the weight of an object, as a function of the distance between the conductor plates and the pressing down. By calibrating on standard scales with the Visual Basic program and the Arduino Uno microcontroller board, we can obtain the weight of the object from the frequency (ƒ) that is measured from the electronic circuit (Astable Multivibrator). Our results support the concept, showing a linear correlation between the frequency and weight with an equation y = –0.0112x + 379.78 and the R2 value of 0.95. In addition, the effects of silicone rods shrinkage, permittivity and temperature were also examined and have found to affect various graph patterns observed.Keywords: Arduino Uno board, frequency, microcontroller board, parallel plate conductor

Abstract:
After cold pressing of pumpkin oil, the defatted oil cake (PUOC) was utilized as raw material for processing of bio-functional hydrolysates. In this study, the in vitro bioactivity of an alcalase (AH) and a pepsin hydrolysate (PH) prepared from the major pumpkin 12S globulin (cucurbitin) are compared. The hydrolysates were produced at optimum reaction conditions (temperature, pH) for the enzymes, during 60min. The bioactivity testing included antioxidant and angiotensin I converting enzyme inhibitory activity assays. The hydrolysates showed high potential as natural antioxidants and possibly antihypertensive agents in functional food or nutraceuticals. Additionally, preliminary studies have shown that both hydrolysates could exhibit modest α-amylase inhibitory activity, which indicates on their hypoglycemic potential.Keywords: cucurbitin, alcalase, pepsin, protein hydrolysates, in vitro bioactivity

A palm oil mill produces crude palm oil (CPO) and has many operation units that comprises of sterilization, stripping, digestion and pressing, clarification, purification, drying and storage. This study investigated the total chlorine in palm fruit and CPO after each operating units. The total chlorine were determined by Mitsubishi NSX-2100 H, Trace Elemental Analyzer. The trace elemental analyzer is a furnace system with a micro-coulometric detector that was used for measuring and detecting total chlorine whether in organic or inorganic form. The performance of jet grout columns was affected by many controlled and uncontrolled parameters. The leading parameters for the controlled ones can be listed as injection pressure, rod pulling speed, rod rotation speed, number of nozzles, nozzle diameter and Water/Cement ratio. And the uncontrolled parameters are soil type, soil structure, soil layering condition, underground water level, the changes in strength parameters and the rheologic properties of cement in time. In this study, the performance of jet grout columns and the effects of pulling speed and rotation speed were investigated experimentally. For this purpose, a laboratory type jet grouting system was designed for the experiments. Through this system, jet grout columns were produced in three different conditions. In this study, computational fluid dynamics (CFD) was utilized to simulate and predict the path of water from water soot blower through an ambient flow field in 300-megawatt tangentially burned pulverized coal boiler that utilizes a water soot blower as a cleaning device. To predict the position of the impact of water on the opposite side of the water soot blower under identical conditions, the nozzle size and water flow rate were fixed in this investigation. The simulation findings demonstrated a high degree of accuracy in predicting the direction of water flow to the boiler's water wall tube, which was validated by comparison to experimental data. The details of flow structures and the coupling mechanism between vortex shedding and acoustic excitation in a solid rocket motor with two inhibitors have been investigated using 3D Large Eddy Simulation (LES) and Proper Orthogonal Decomposition (POD) analysis. The oscillation frequencies and vortex shedding periods from two inhibitors compare reasonably well with the experimental data and numerical result. A total of four different locations of the rear inhibitor has been numerically tested to characterize the coupling relation of vortex shedding frequency and acoustic mode. The major source of triggering pressure oscillation in the combustor is the resonance with the acoustic longitudinal half mode. This paper is directed at using the UKCP09 climate change projection tool to predict the effect of climate change on the dynamic modulus of asphalt concrete is Southern England knowing that there is a pressing challenge directly facing infrastructure in the urban cities in the world today due to climate change. Climate change causes change in the environment which in turn impacts on the long-term structural performance of structures. From the projection values obtained, it was discovered that as the temperature increases, the dynamic modulus reduces and this effect was more on the South West which have temperature range of 36.8 oC to 48.3 oC and dynamic modulus range of 2,212 MPa to 1256 MPa.Keywords: dynamic modulus, asphalt concrete, UKCP09, Southern England

It has experimentally been proved that the performance of compression ignition (CI) engine is spray characteristics related. In modern diesel engine the spray formation and the eventual combustion process are the vital processes that offer more challenges towards enhancing the engine performance. In the present work, the numerical simulation has been carried out for evaporating diesel sprays using Fluent software. For computational fluid dynamics simulation “Meshing” is done using Gambit software before transmitting it into fluent. The simulation is carried out using hot bomb conditions under varying chamber conditions such as gas pressure, nozzle diameter and fuel injection pressure. For comparison purpose, the numerical simulations the chamber conditions were kept the same as that of the experimental data. The main purpose of this work was verify the influence of the accelerated carbonation in the physical and mechanical properties of the hybrid composites, reinforced with micro and nanofibers and composites with microfibers. The composites were produced by the slurry vacuum dewatering method, followed by pressing. It was produced using two formulations: 8% of eucalyptus pulp + 1% of the nanofibrillated cellulose and 9% of eucalyptus pulp, both were subjected to accelerated carbonation. Gas releasing into water can be found in for many industrial situations. This process results in the formation of bubbles and acoustic emission which depends upon the bubble characteristics. If the bubble creation rates (bubble volume flow rate) are of interest, an inverse method has to be used based on the measurement of acoustic emission. However, there will be sound attenuation through the bubbly plume which will influence the measurement and should be taken into consideration in the model. The sound transmission through the bubbly plume depends on the characteristics of the bubbly plume, such as the shape and the bubble distributions. In this study, the bubbly plume shape is modelled using a self-similarity model, which has been normally applied for a single phase buoyant plume. The prediction is compared with the experimental data. It has been found the model can be applied to a buoyant plume of gas-liquid mixture. Hydraulics mechanics is significantly important in the drilling process of oil or gas exploration, especially for the drill bit. The fluid flows through the nozzles on the bit and generates a water jet to remove the cutting at the bottom hole. In this paper, a simplified bottom hole model is established. The Particle Image Velocimetric (PIV) is used to capture the flow field of the single nozzle. Due to the limitation of the bottom and wellbore, the potential core is shorter than that of the free water jet. The velocity magnitude rapidly attenuates when fluid close to the bottom is lower than about 5 mm. Besides, a vortex zone appears near the middle of the bottom beside the water jet zone. A modified exponential function can be used to fit the centerline velocity well. On the one hand, the results of this paper can provide verification for the numerical simulation of the bottom hole flow field. Sprinkler irrigation system became more popular to reduce water consumption and increase irrigation efficiency. The water distribution uniformity plays an important role in the performance of the sprinkler irrigation system. The use of low operating pressure instead of high operating pressure can be achieved many benefits including energy and water saving. An experimental study was performed to investigate the water distribution uniformity of the solid-set sprinkler irrigation system under low operating pressure. Different low operating pressures (62, 82, 102 and 122 kPa) were selected. The range of operating pressure was lower than the recommended in the previous studies to investigate the effect of low pressure on the water distribution uniformity. Different nozzle diameters (4, 5, 6 and 7 mm) were used. The outdoor single sprinkler test was performed. The water distribution of single sprinkler, the coefficients of uniformity such as coefficient of uniformity (CU), distribution uniformity of low quarter (DUlq), distribution uniformity of low half (DUlh), coefficient of variation (CV) and the distribution characteristics like rotation speed, throw radius and overlapping distance are presented in this paper.Keywords: low operating pressure, sprinkler irrigation system, water distribution uniformity

Abstract:
In this study, a 50-W CO2 laser was used for the clad of 304L powders on the stainless steel substrate with a temperature sensor and image monitoring system. The laser power and cladding speed and focal position were modified to achieve the requirement of the workpiece flatness and mechanical properties. The numerical calculation is based on ANSYS to analyze the temperature change of the moving heat source at different surface positions when coating the workpiece, and the effect of the process parameters on the bath size was discussed. The temperature of stainless steel powder in the nozzle outlet reacting with the laser was simulated as a process parameter. In the experiment, the difference of the thermal conductivity in three-dimensional space is compared with single-layer cladding and multi-layer cladding. The heat dissipation pattern of the single-layer cladding is the steel plate and the multi-layer coating is the workpiece itself. Abstract:
A 2.45GHz microwave plasma system and its few applications have been developed. Argon and helium plasma is produced by metallic nozzle and also in a quartz tube at atmospheric pressure, using WR-340 waveguide and its tapered version. The waveguide applicator is also simulated in HFSS and field patterns are analyzed for maximum power absorption in the load. The system is tuned to operate at less than 10% reflected power. Various experimental techniques are used to initiate and sustain the plasma at atmospheric pressure. Plasma of atmospheric air is also produced without using any other shielding gas. The plasma flame is also characterized by its spectrum. Spectral analyses of plasma flame can be used for online analysis of combustion gases produced in industry. The applications of the system include glass and quartz processing, vitrification, emission spectroscopy, plasma coating. Abstract:
The Urea-SCR is one of the most efficient technologies to reduce NOx emissions in diesel engines. In the present work, the computational prediction of internal flow and spray characteristics in the Urea-SCR system was carried out by using 3D-CFD simulation to evaluate NH3 uniformity index (NH3 UI) and its activation time according to the official New European Driving Cycle (NEDC). The number of nozzle and its diameter, two types of injection directions, and penetration length were chosen as the design variables. The optimal solutions were obtained by coupling the CFD analysis with Taguchi method. The L16 orthogonal array and small-the-better characteristics of the Taguchi method were used, and the optimal values were confirmed to be valid with 95% confidence and 5% significance level through analysis of variance (ANOVA). The results show that the optimal solutions for the NH3 UI and activation time (NH3 UI 0.22) are obtained by 0.41 and 0,125 second, respectively, and their values are improved by 85.0% and 10.7%, respectively, compared with those of the base model.Keywords: computational fluid dynamics, NH3 uniformity index, optimization, Taguchi method, Urea-SCR system, UWS injector

In this field, we have more than 40 national and international patents. Abstract:
A thermal elastic stress analysis of steel fiber reinforced aluminum laminated composite plate is investigated. Four sides of the composite plate are clamped and subjected to a uniform temperature load. The analysis is performed both analytically and numerically. Laminated composite is manufactured via hot pressing method. The investigation of the effects of the orientation angle is provided. Different orientation angles are used such as [0°/90°]s, [30°/-30°]s, [45°/-45°]s and [60/-60]s. The analytical solution is obtained via classical laminated composite theory and the numerical solution is obtained by applying finite element method via ANSYS.Keywords: laminated composites, thermo elastic stress, finite element method.

Abstract:
In ASME Boiler and Pressure Vessel Code, the plastic load is defined by applying the twice elastic slope (TES) criterion of plastic collapse to a characteristic load-deformation curve for the vessel. Several other plastic criterion such as tangent intersection (TI) criterion, plastic work (PW) criterion have been proposed in the literature, but all exhibit a practical limitation: difficult to define the load parameter for vessels subject to several combined loads. An alternative criterion: plastic work-tangent (PWT) criterion for evaluating plastic load in pressure vessel design by analysis is presented in this paper. According to the plastic work-load curve, when the tangent variation is less than a given value in the plastic phase, the corresponding load is the plastic load. Application of the proposed criterion is illustrated by considering the elastic-plastic response of the lower head of reactor pressure vessel (RPV) and nozzle intersection of (RPV). It is proposed that this is because the PWT criterion more fully represents the constraining effect of material strain hardening on the spread of plastic deformation and more efficiently ton evaluating the plastic load.Keywords: plastic load, plastic work, strain hardening, plastic work-tangent criterion

Abstract:
Welding of dissimilar materials is a complicated process due to the difference in melting point of two materials. Thermal conductivity and coefficient of thermal expansion of dissimilar materials also different; therefore, residual stresses produced in the weldment and base metal are the most critical problem associated with the joining of dissimilar materials. Tensile strength and impact toughness also reduced due to the residual stresses. In the present research work, an attempt has been made to weld SS304 and MS1018 dissimilar materials by submerged arc welding (SAW). By conducting trail, runs most effective parameters welding current, Arc voltage, welding speed and nozzle to plate distance were selected to weld these materials. The fractional factorial technique was used to optimize the welding parameters. Effect on tensile strength (TS), fracture toughness (FT) and microhardness of weldment were studied. Abstract:
In this study, effect of content of chromium (III) oxide on production of Al/Cr203 alloys were investigated. Experimental procedure was started with mixturing of powders in the presence of absolute ethanol, vacuum distillation technique was used for evaporation, by ultrasonic bath and mechanic stirrer. Pressing procedure was achieved by hydrolic press that has 100 tons forcing for production of 25 mm diameter compact green billets. Green bodies were sintered at 600 °C in argon atmosphere. Scanning electron microscope (SEM) analysis for characterization of microstructure, compression test for determination of strength and Vickers test for measuring of hardness of sintered billets were done. End of the study is concluded that, enhancement of physical and mechanical properties is observed by increasing content of chromium (III) oxide.Keywords: aluminium, chromium (III) oxide, powder metallurgy, sintering

Abstract:
At present intensive scientific researches of ceramics, cermets and metal alloys have been conducted for improving materials physical-mechanical characteristics. In purpose of increasing impact strength of ceramics based on alumina, simple method of graphene homogenization was developed. Homogeneous distribution of graphene (homogenization) in pressing composite became possible through the connection of functional groups of graphene oxide (-OH, -COOH, -O-O- and others) and alumina superficial OH groups with aluminum organic compounds. These two components connect with each other with -O-Al–O- bonds, and by their thermal treatment (300–500°C), graphene and alumina phase are transformed. Thus, choosing of aluminum organic compounds for modification is stipulated by the following opinion: aluminum organic compounds fragments fixed on graphene and alumina finally are transformed into an integral part of the matrix. By using of other elements as modifier on the matrix surface (Al2O3) other phases are transformed, which change sharply physical-mechanical properties of ceramic composites, for this reason, effect caused by the inclusion of graphene will be unknown. Fixing graphene fragments on alumina surface by alumoorganic compounds result in new type graphene-alumina complex, in which these two components are connected by C-O-Al bonds. Part of carbon atoms in graphene oxide are in sp3 hybrid state, so functional groups (-OH, -COOH) are located on both sides of graphene oxide layer. Aluminum organic compound reacts with graphene oxide at the room temperature, and modified graphene oxide is obtained: R2Al-O-[graphene]–COOAlR2. Remaining Al–C bonds also reacts rapidly with surface OH groups of alumina. In a result of these process, pressing powdery composite [Al2O3]-O-Al-O-[graphene]–COO–Al–O–[Al2O3] is obtained. For the purpose, graphene oxide suspension in dry toluene have added alumoorganic compound Al(iC4H9)3 in toluene with equimolecular ratio. Obtained suspension has put in the flask and removed solution in a rotary evaporate presence nitrogen atmosphere. Obtained powdery have been researched and used to consolidation of ceramic materials based on alumina. Ceramic composites are obtained in high temperature vacuum furnace with different temperature and pressure conditions. Received ceramics do not have open pores and their density reaches 99.5 % of TD. During the work, the following devices have been used: High temperature vacuum furnace OXY-GON Industries Inc (USA), device of spark-plasma synthesis, induction furnace, Electronic Scanning Microscopes Nikon Eclipse LV 150, Optical Microscope NMM-800TRF, Planetary mill Pulverisette 7 premium line, Shimadzu Dynamic Ultra Micro Hardness Tester DUH-211S, Analysette 12 Dynasizer and others.Keywords: graphene oxide, alumo-organic, ceramic
