Authors: Dalson Figueiredo, Enivaldo Rocha, Ranulfo Paranhos, José Alexandre
Abstract:
This paper analyzes the effects of institutional capacity on corruption. Methodologically, the research design combines both descriptive and multivariate statistics to examine two original datasets based on secondary data. In particular, we employ a principal component model to estimate an indicator of institutional capacity for both state audit institutions and subnational judiciary courts. Then, we estimate the effect of institutional capacity on two dependent variables: (1) incidence of administrative irregularities and (2) time elapsed to judge corruption cases. The preliminary results using ordinary least squares, negative binomial and Tobit models suggest the same conclusions: higher the institutional audit capacity, higher is the probability of detecting a corruption case. On the other hand, higher the institutional capacity of state judiciary, the lower is the time to judge corruption cases. Keywords: institutional capacity, corruption, state level institutions, evidence from Brazil

Authors: Mercedes Rodriguez Sanchez, Laura Luceño Casals
Abstract:
With the rise of social media, creative people and brands everywhere are constantly generating content. The students with Bachelor's Degrees in Fashion Design use platforms such as Instagram or TikTok to look for inspiration and entertainment, as well as a way to develop their own ideas and share them with a wide audience. Information and Communications Technologies (ICT) have become a central aspect of higher education, virtually affecting every aspect of the student experience. Following the current trend, during the first semester of the second year, a collaborative project across two subjects –Design Management and History of Fashion Design– was implemented. After an introductory class focused on the relationship between fashion and cinema, as well as a brief history of 20th-century fashion, the students freely chose a work team and an iconic look from a movie costume. They researched the selected movie and its sociocultural context, analyzed the costume and the work of the designer, and studied the style, fashion magazines and most popular films of the time. Students then redesigned and recreated the costume, for which they were compelled to recycle the materials they had available at home as an unavoidable requirement of the activity. Once completed the garment, students delivered in-class, team-based presentations supported by the final design, a project summary poster and a making-of video, which served as a documentation tool of the costume design process. The methodologies used include Challenge-Based Learning (CBL), debates, Internet research, application of Information and Communications Technologies, and viewing clips of classic films, among others. After finishing the projects, students were asked to complete two electronic surveys to measure the acquisition of transversal and specific competencies of each subject. Results reveal that this activity helped the students' knowledge acquisition, a deeper understanding of both subjects and their skills development. The classroom dynamic changed. The multidisciplinary approach encouraged students to collaborate with their peers, while educators were better able to keep students' interest and promote an engaging learning process. As a result, the activity discussed in this paper confirmed the research hypothesis: it is positive to propose innovative teaching projects that combine academic research with playful learning environments. Keywords: cinema, cooperative learning, fashion design, higher education, upcycling

Abstract:
We demonstrate the synthesis of intermediary views within a sequence of X-ray images that exhibit depth from motion or kinetic depth effect in a visual display. Each synthetic image replaces the requirement for a linear X-ray detector array during the image acquisition process. Scale invariant feature transform, SIFT, in combination with epipolar morphing is employed to produce synthetic imagery. Comparison between synthetic and ground truth images is reported to quantify the performance of the approach. Our work is a key aspect in the development of a 3D imaging modality for the screening of luggage at airport checkpoints. Authors: Ruben L. Tagare, Jr
Abstract:
This study was conducted to determine the parents’ motivating factors for their deaf and mute children to participate in physical and recreational activities. Data were collected from the 17 parents of the deaf and mute children using a specifically designed survey questionnaire as the primary instrument used in the study. Data analysis and interpretation were done with the aid of descriptive statistics, such as frequency, percentage, weighted mean and multiple responses. Most of the respondents were female with a mean average age of 38 years old. The average age of their children was 10 years old. In terms of monthly income, the respondents had an average monthly income of PhP 13,945. Furthermore, most of the respondents lived in the urban area and were all Catholic by faith or religion. As to the factors that parents used to motivate their deaf and mute children to engage in physical and recreational activities, these included the followings: First; to make my child experience and explore more meaningful things through physical and recreational activities; second; to gain other’s respect; third; to build friendship and interact with his peers; fourth; to experience the feeling of belongingness; and fifth: to learn and discover new things. On the other hand, the least chosen factors were: first; to help achieve and maintain a healthy weight; second; to reduce fats and lowering blood pressure; third; to improve balance, coordination and strength; fourth; to improve posture; and fifth; to assist the child in the development of gross motor and fine motor skills. Based on the findings of the study, it is hereby recommended that since the first factor is 'to make my child experience and explore more meaningful things through physical and recreational activities' and the other top factors are more on social aspect, the school should design extra-curricular activities such as theatrical play and other similar activities that the students will find interesting while the parents will be more motivated to engage their children into physical and recreational activities. Also, since the least chosen factors are more on physical aspect, the school should organize or conduct a seminar for the parents to be aware of the benefits of participating in physical and recreational activities for their deaf and mute children. They can also conduct an information campaign to encourage the other parents of deaf and mute children, whom they keep only inside their home to enroll in the school and let their children be exposed to the natural world. Considering that parents are the primary motivators that can best help their children become more interested in physical and recreational activities for their own development, the school should always remain motivated by creating activities for the deaf and mute children with their parents. The study also recommends conducting further study on the level of knowledge/understanding of the parents on the benefits that can be derived from participating in physical and recreational activities. Keywords: deaf and mute, participation, physical and recreational activities, adaptive PE

Abstract:
Companies face increasing challenges in research due to higher costs and risks. The intensifying technology complexity and interdisciplinarity require unique know-how. Therefore, companies need to decide whether research shall be conducted internally or externally with partners. On the other hand, research institutes meet increasing efforts to achieve good financing and to maintain high research reputation. Therefore, relevant research topics need to be identified and specialization of competency is necessary. However, additional competences for solving interdisciplinary research projects are also often required. Secured financing can be achieved by bonding industry partners as well as public fundings. The realization of faster and better research drives companies and research institutes to cooperate in organized research networks, which are managed by an administrative organization. For an effective and efficient cooperation, necessary processes, roles, tools and a set of rules need to be determined. The goal of this paper is to show the state-of-art research and to propose a governance framework for organized research networks. Keywords: interorganizational cooperation, design of network governance, research network

Authors: James D. Beauchemin
Abstract:
This study tested whether youth mental health care quality, operationalized as the extent to which youth and families experienced system-of-care principles in service interactions with providers, varied by level of youth need after adjusting for sociodemographic and treatment factors. The relationship of quality to clinical outcomes was also examined. Using administrative data and cross-sectional surveys from a stratified random sample of 1,124 caregivers of youths ages 5 to 20 within a statewide system-of-care, adjusted analyses indicated youths with the most intensive needs were significantly less likely to experience high-quality care (51% vs. 63%, p=0.016), with marked deficits on 6 of 9 items. Receipt of lower-quality care predicted less improvement in youth functioning. Despite considerable effort to develop systems-of-care for youths with the most severe mental health needs, these data suggest quality disparities remain for the most impaired youths. Policy and intervention development may be needed to improve the quality of care for this population. Keywords: system-of-care, adherence, mental health, youth

Authors: Richa Raje, Anumol Antony
Abstract:
Playing is the foremost stepping stone for childhood development. Play is an essential aspect of a child’s development and learning because it creates meaningful enduring environmental connections and increases children’s performance. The children’s proficiencies are ever varying in their course of growth. There is innovation in the activities, as it kindles the senses, surges the love for exploration, overcomes linguistic barriers and physiological development, which in turn allows them to find their own caliber, spontaneity, curiosity, cognitive skills, and creativity while learning during play. This paper aims to comprehend the learning in play which is the most essential underpinning aspect of the outdoor play area. It also assesses the trend of playgrounds design that is merely hammered with equipment's. It attempts to derive a relation between the natural environment and children’s activities and the emotions/senses that can be evoked in the process. One of the major concerns with our outdoor play is that it is limited to an area with a similar kind of equipment, thus making the play highly regimented and monotonous. This problem is often lead by the strict timetables of our education system that hardly accommodates play. Due to these reasons, the play areas remain neglected both in terms of design that allows learning and wellbeing. Poorly designed spaces fail to inspire the physical, emotional, social and psychological development of the young ones. Currently, the play space has been condensed to an enclosed playground, driveway or backyard which confines the children’s capability to leap the boundaries set for him. The paper emphasizes on study related to kids ranging from 5 to 11 years where the behaviors during their interactions in a playground are mapped and analyzed. The theory of affordance is applied to various outdoor play areas, in order to study and understand the children’s environment and how variedly they perceive and use them. A higher degree of affordance shall form the basis for designing the activities suitable in play spaces. It was observed during their play that, they choose certain spaces of interest majority being natural over other artificial equipment. The activities like rolling on the ground, jumping from a height, molding earth, hiding behind tree, etc. suggest that despite equipment they have an affinity towards nature. Therefore, we as designers need to take a cue from their behavior and practices to be able to design meaningful spaces for them, so the child gets the freedom to test their precincts. Keywords: children, landscape design, learning environment, nature and play, outdoor play

Abstract:
The effect of blast masses on structures is an essential aspect that need to be considered. This type of assault could be very horrifying, who where we take it into consideration in the course of the design system. While designing a building, now not only the wind and seismic masses however also the consequences of the blast have to be take into consideration. Blast load is the burden implemented to a structure form a blast wave that comes straight away after an explosion. A blast in or close to a constructing can reason catastrophic harm to the interior and exterior of the building, inner structural framework, wall collapsing, and so on. The most important feature of blast resistant construction is the ability to absorb blast energy without causing catastrophic failure of the structure as a whole. Abstract:
The metasurfaces for beam deflecting with gradient silicon posts in the square lattices were fabricated on the thin film crystal silicon with quartz substrate. By using the crystals silicon with high refractive index and high transmission to control the phase over 2π coverage, we demonstrated the polarization independent beam deflecting at wavelength of 532nm with 45% transmission in experiment and 70% in simulation into the desired angle. This simulation efficiency is almost close to the TiO2 metasurfaces but has higher refractive index and lower aspect ratio to reduce fabrication complexity. The result can extend the application of silicon metalsurfaces from 700 nm to 500 nm hence open a new way to use metasurfaces efficiently in visible light regime. Keywords: metasurfaces, crystal silicon, light deflection, visible light

Procedia PDF Downloads 1701827 An Investigation into the Use of an Atomistic, Hermeneutic, Holistic Approach in Education Relating to the Architectural Design Process
Authors: N. Pritchard
Abstract:
Within architectural education, students arrive fore-armed with; their life-experience; knowledge gained from subject-based learning; their brains and more specifically their imaginations. The learning-by-doing that they embark on in studio-based/project-based learning calls for supervision that allows the student to proactively undertake research and experimentation with design solution possibilities. The degree to which this supervision includes direction is subject to debate and differing opinion. It can be argued that if the student is to learn-by-doing, then design decision making within the design process needs to be instigated and owned by the student so that they have the ability to personally reflect on and evaluate those decisions. Within this premise lies the problem that the student's endeavours can become unstructured and unfocused as they work their way into a new and complex activity. A resultant weakness can be that the design activity is compartmented and not holistic or comprehensive, and therefore, the student's reflections are consequently impoverished in terms of providing a positive, informative feedback loop. The construct proffered in this paper is that a supportive 'armature' or 'Heuristic-Framework' can be developed that facilitates a holistic approach and reflective learning. The normal explorations of architectural design comprise: Analysing the site and context, reviewing building precedents, assimilating the briefing information. However, the student can still be compromised by 'not knowing what they need to know'. The long-serving triad 'Firmness, Commodity and Delight' provides a broad-brush framework of considerations to explore and integrate into good design. If this were further atomised in subdivision formed from the disparate aspects of architectural design that need to be considered within the design process, then the student could sieve through the facts more methodically and reflectively in terms of considering their interrelationship conflict and alliances. The words facts and sieve hold the acronym of the aspects that form the Heuristic-Framework: Function, Aesthetics, Context, Tectonics, Spatial, Servicing, Infrastructure, Environmental, Value and Ecological issues. The Heuristic could be used as a Hermeneutic Model with each aspect of design being focused on and considered in abstraction and then considered in its relation to other aspect and the design proposal as a whole. Importantly, the heuristic could be used as a method for gathering information and enhancing the design brief. The more poetic, mysterious, intuitive, unconscious processes should still be able to occur for the student. The Heuristic-Framework should not be seen as comprehensive prescriptive formulaic or inhibiting to the wide exploration of possibilities and solutions within the architectural design process. Keywords: atomistic, hermeneutic, holistic, approach architectural design studio education

Authors: Alice Sanwald, Thomas Schober
Abstract:
We analyze mortality and follow-up costs of heart attack patients using administrative data from Austria (2002-2011). As treatment intensity in a hospital largely depends on whether it has a catheterization laboratory, we focus on the effects of patients' initial admission to these specialized hospitals. To account for the nonrandom selection of patients into hospitals, we exploit individuals' place of residence as a source of exogenous variation in an instrumental variable framework. We find that the initial admission to specialized hospitals increases patients' survival chances substantially. The effect on 3-year mortality is -9.5 percentage points. A separation of the sample into subgroups shows the strongest effects in relative terms for patients below the age of 65. We do not find significant effects on longterm inpatient costs and find only marginal increases in outpatient costs. Keywords: acute myocardial infarction, mortality, costs, instrumental variables, heart attack

Abstract:
Seventy-four years have passed, and the Palestinian refugees are still waiting to exercise their right of return, which was approved by the international community through dozens of international resolutions. Despite the wait, Palestinian refugees continue to suffer in many host countries. In these waiting stations, they are still deprived of many basic rights. Perhaps Lebanon is one of the most extreme waiting stations in depriving Palestinian refugees of these rights, especially the right to work. This paper attempts to identify the various Lebanese partisan and sectarian points of view that stand in the way of granting Palestinian refugees their basic rights, foremost of which is the right to work, in addition to the recent administrative attempts of the Lebanese government (2021) to grant them their basic rights. Authors: U. Paniveni
Abstract:
A few parameters of supergranular cells are studied using intensity patterns from the Kodaikanal Solar Observatory and Dopplergrams from SOHO. The turbulent aspect of the solar supergranulation is established by examining the interrelationships amongst the parameters characterizing a supergranular cell, namely size, lifetime, area, perimeter, fractal dimension, and horizontal flow velocity. The complexity of supergranular cells depicted by their fractal dimension is indicative of their non-laminar characteristics. The findings corroborate Kolmogorov’s theory of turbulence. Some parameters of supergranular cells also show a latitudinal dependence. Supergranulation is a synonym of convective phenomenon and hence can shed light on the physical conditions in the convection zone of the Sun. It plays a major role in the transport and dispersal of magnetic fields that may have a relation to the phases of the solar cycle. Keywords: sun, granulation, convection, turbulence
