Abstract:
Data mining and knowledge engineering have become a tough task due to the availability of large amount of data in the web nowadays. Validity and reliability of data also become a main debate in knowledge acquisition. Besides, acquiring knowledge from different languages has become another concern. There are many language translators and corpora developed but the function of these translators and corpora are usually limited to certain languages and domains. Furthermore, search results from engines with traditional 'keyword' approach are no longer satisfying. More intelligent knowledge engineering agents are needed. To address to these problems, a system known as Multilingual Word Semantic Network is proposed. This system adapted semantic network to organize words according to concepts and relations. The system also uses open source as the development philosophy to enable the native language speakers and experts to contribute their knowledge to the system. The contributed words are then defined and linked using lexical and semantic relations. Thus, related words and derivatives can be identified and linked. From the outcome of the system implementation, it contributes to the development of semantic web and knowledge engineering.

This paper proposes a new model to support user queries on postgraduate research information at Universiti Tenaga Nasional. The ontology to be developed will contribute towards shareable and reusable domain knowledge that makes knowledge assets intelligently accessible to both people and software. This work adapts a methodology for ontology development based on the framework proposed by Uschold and King. The concepts and relations in this domain are represented in a class diagram using the Protégé software. But there is a deep abyss about knowledge conception and practice between the professional researchers and company - life. The question of this research was: How can small and mediumsized companies be equal to the demands of new economy? Questionnaires were used in this research and a special segment of the native knowledge based on economy was focused on. Researchers would have liked to know what the sources of success are and how they can be in connection with questions of knowledge acquisition, knowledge transfer, knowledge utilization in small and medium-sized companies. Bureaucracy reform program drives Indonesian government to change their management to enhance their organizational performance. Information technology became one of strategic plan that organization tried to improve. Knowledge management system is one of information system that supporting knowledge management implementation in government which categorized as people perspective, because this system has high dependency in human interaction and participation. Strategic plan for developing knowledge management system can be determine using some of information system strategic methods. This research conducted to define type of strategic method of information system, stage of activity each method, strength and weakness. Literature review methods used to identify and classify strategic methods of information system, differentiate method type, categorize common activities, strength and weakness. Result of this research are determine and compare six strategic information system methods, Balanced Scorecard and Risk Analysis believe as common strategic method that usually used and have the highest excellence strength.

Abstract:
This paper investigates the effects of knowledge-based acceleration feedback control integrated with Automatic Generation Control (AGC) to enhance the quality of frequency control of governing system. The Intelligent Acceleration Feedback Controller (IAFC) is proposed to counter the over and under frequency occurrences due to major load change in power system network. Therefore, generator tripping and load shedding operations can be reduced. Meanwhile, the integration of IAFC with AGC, a well known Load-Frequency Control (LFC) is essential to ensure the system frequency is restored to the nominal value. Computer simulations of frequency response of governing system are used to optimize the parameters of IAFC. As a result, there is substantial improvement on the LFC of governing system that employing the proposed control strategy.

In this paper, the extensive deduction computational model is proposed to design knowledge bases whose attributes are able to be real values or functional values. The system can also solve problems based on knowledge bases. Agent-based systems exhibit high levels of flexibility and robustness in dynamic or unpredictable environments by virtue of their intrinsic autonomy. The presented framework enables integration of different types of expert agents, various kinds of learning objects and user modeling techniques. It creates possibilities for adaptive e-learning process. Abstract:
Gurus of the Classical Management School (like Taylor, Fayol and Ford) had an opinion that work must be delegated to the individual and the individual has to be instructed, his work assessed and paid based on individual performance. The theories of the Human Relations School have changed this mentality regarding the concept of groups. They came to the conclusion that the influence of groups greatly affects the behaviour and performance of its members. Group theories today are characterized by problem-solving teams and self-managing groups authorized to make decisions and execute; professional communities also play an important role during the operation of knowledge management systems. In this theoretical research we try to find answers to a question: what kind of characteristics (professional competencies, personal features, etc.) a successful team needs to manage a change to operate a knowledge management system step by step.

Abstract:
In this paper, we present a novel technique called Self-Learning Expert System (SLES). Unlike Expert System, where there is a need for an expert to impart experiences and knowledge to create the knowledge base, this technique tries to acquire the experience and knowledge automatically. To display this technique at work, a simulation of a mobile robot navigating through an environment with obstacles is employed using visual basic. The mobile robot will move through this area without colliding with any obstacle and save the path that it took. If the mobile robot has to go through a similar environment again, then it will apply this experience to help it move through quicker without having to check for collision.

Firms have invested heavily in knowledge management (KM) with the aim to build a knowledge capability and use it to achieve a competitive advantage. Research has shown, however, that not all knowledge management projects succeed. Some studies report that about 84% of knowledge management projects fail. This paper has integrated studies on the impediments to knowledge management into a theoretical framework. Based on this framework, five cases documenting failed KM initiatives were analysed. The analysis gave us a clear picture about why certain KM projects fail. This paper aims to create the model for student in choosing an emphasized track of student majoring in computer science at Suan Sunandha Rajabhat University. The objective of this research is to develop the suggested system using data mining technique to analyze knowledge and conduct decision rules. Such relationships can be used to demonstrate the reasonableness of student choosing a track as well as to support his/her decision and the system is verified by experts in the field. The sampling is from student of computer science based on the system and the questionnaire to see the satisfaction. The system result is found to be satisfactory by both experts and student as well.

As a result, there is an emerging market for the tools and utilities whose objective is to provide the intelligence for knowledge sharing between the businesses and their customers. In this paper, we present a conceptual model of customer knowledge management by identifying and analyzing the existing tools in the market. The focus will be upon the emerging British dotcom industry whose customer based B2C behavior has been an influential part of the knowledge based intelligence tools in existence today.

The tagging data of (users, tags and resources) constitutes a folksonomy that is the user-driven and bottom-up approach to organizing and classifying information on the Web. Tagging data stored in the folksonomy include a lot of very useful information and knowledge. However, appropriate approach for analyzing tagging data and discovering hidden knowledge from them still remains one of the main problems on the folksonomy mining researches. In this paper, we have proposed a folksonomy data mining approach based on FCA for discovering hidden knowledge easily from folksonomy. Also we have demonstrated how our proposed approach can be applied in the collaborative tagging system through our experiment. Our proposed approach can be applied to some interesting areas such as social network analysis, semantic web mining and so on.

Surgical team consists of variety types of medical specialists possessing different kind of knowledge, motivations, personalities or abilities. This together with poor knowledge transfer, lack of information and communication technologies (ICT) implementations in hospitals can cause protraction of patient care processes and even jeopardize patient safety. There is presented in the article the outcomes of studies on communication and workflow in surgical team in the background of different collaboration levels in healthcare system. As a result the five determinants of improving workflow and communication within surgical team were indicated as well as knowledge-based tools and supporting information technology were proposed.

This paper examines the impact of social media on knowledge work. It discloses and highlights which specific aspects, areas and tasks of knowledge work can be improved by the use of social media. Moreover, the study includes a survey about higher education students’ viewpoints in regard to the use of social media as a means to enhance knowledge work and knowledge sharing. The analysis has been conducted based both on empirical data and on discussions about the sources dealing with knowledge work and how it can be enhanced by using social media. The results show that social media can improve knowledge work, knowledge building and maintenance tasks in which communication, information sharing and collaboration play a vital role. Additionally, by using social media, personal, collaborative and supplementary work activities can be enhanced. Based on the results of the study, we suggest how knowledge work can be enhanced when using the contemporary information and communications technologies (ICTs) of the 21st century and recommend future directions towards improving knowledge work.

Relation between tolerance class and indispensable attribute and knowledge dependency in rough set model with tolerance relation is explored. After giving definitions and concepts of knowledge dependency and knowledge dependency degree for incomplete information system in tolerance rough set model by distinguishing decision attribute containing missing attribute value or not, the result of maintaining reflectivity, transitivity, augmentation, decomposition law and merge law for complete knowledge dependency is proved. Knowledge dependency degrees (not complete knowledge dependency degrees) only satisfy some laws after transitivity, augmentation and decomposition operations. An algorithm to solve attribute reduction in an incomplete decision table is designed. ISO/IEC/IEEE 15288: 2015, Systems and Software Engineering - System Life Cycle Processes is an international standard that provides generic top-level process descriptions to support systems engineering (SE). However, the processes defined in the standard needs improvement to lift integrity and consistency. The goal of this research is to explore the way by building an ontology model for the SE standard to manage the knowledge of SE. The ontology model gives a whole picture of the SE knowledge domain by building connections between SE concepts. Abstract:
Knowledge development in companies relies on knowledge-intensive business processes, which are characterized by a high complexity in their execution, weak structuring, communication-oriented tasks and high decision autonomy, and often the need for creativity and innovation. A foundation of knowledge development is provided, which is based on a new conception of knowledge and knowledge dynamics. This conception consists of a three-dimensional model of knowledge with types, kinds and qualities. Built on this knowledge conception, knowledge dynamics is modeled with the help of general knowledge conversions between knowledge assets. Here knowledge dynamics is understood to cover all of acquisition, conversion, transfer, development and usage of knowledge. Through this conception we gain a sound basis for knowledge management and development in an enterprise. Especially the type dimension of knowledge, which categorizes it according to its internality and externality with respect to the human being, is crucial for enterprise knowledge management and development, because knowledge should be made available by converting it to more external types. Built on this conception, a modeling approach for knowledgeintensive business processes is introduced, be it human-driven,e-driven or task-driven processes. The organizations in the knowledge economy era have recognized the importance of building knowledge assets for sustainable growth and development. In comparison to other industries, Information Technology (IT) enterprises, holds an edge in developing an effective Knowledge Management (KM) programmethanks to their in-house technological abilities. This paper tries to study the various knowledge based incentive programmes and its effect on Knowledge Sharing and Learning in the context of the Indian IT sector. A conceptual model is developed linking KM Incentives, Knowledge Sharing and Learning. A questionnaire study is conducted to collect primary data from the knowledge workers of the IT organizations located in India. The data was analysed using Structural Equation Modeling using Partial Least Square method. The results show a strong influence of knowledge management incentives on knowledge sharing and an indirect influence on learning.

Managing knowledge of research is one way to ensure just in time information and knowledge to support research strategist and activities. Unfortunately researcher found the vital research knowledge in IHL (Institutions of Higher Learning) are scattered, unstructured and unorganized. Aiming on lay aside conceptual foundations for understanding and developing OMS (Organizational Memory System) to facilitate research in IHL, this research revealed ten factors contributed to the needs of research in the IHL and seven internal challenges of IHL in promoting research to their academic members. This study then suggested a comprehensive support of managing research knowledge using Organizational Memory System (OMS). Eight OMS characteristics to support research were identified. Finally the initial work in designing OMS was projected using knowledge taxonomy. All analysis is derived from pertinent research paper related to research in IHL and OMS. Abstract:
Segmentation of Magnetic Resonance Imaging (MRI) images is the most challenging problems in medical imaging. This paper compares the performances of Seed-Based Region Growing (SBRG), Adaptive Network-Based Fuzzy Inference System (ANFIS) and Fuzzy c-Means (FCM) in brain abnormalities segmentation. Controlled experimental data is used, which designed in such a way that prior knowledge of the size of the abnormalities are known. This is done by cutting various sizes of abnormalities and pasting it onto normal brain tissues. The normal tissues or the background are divided into three different categories. The segmentation is done with fifty seven data of each category. The knowledge of the size of the abnormalities by the number of pixels are then compared with segmentation results of three techniques proposed. It was proven that the ANFIS returns the best segmentation performances in light abnormalities, whereas the SBRG on the other hand performed well in dark abnormalities segmentation.

Abstract:
Data mining has been integrated into application systems to enhance the quality of the decision-making process. This study aims to focus on the integration of data mining technology and Knowledge Management System (KMS), due to the ability of data mining technology to create useful knowledge from large volumes of data. Meanwhile, KMS vitally support the creation and use of knowledge. The integration of data mining technology and KMS are popularly used in business for enhancing and sustaining organizational performance. However, there is a lack of studies that applied data mining technology and KMS in the education sector; particularly students- academic performance since this could reflect the IHL performance. Realizing its importance, this study seeks to integrate data mining technology and KMS to promote an effective management of knowledge within IHLs. Several concepts from literature are adapted, for proposing the new integrative data mining technology and KMS framework to an IHL.

Abstract:
This paper discusses the issues and challenge that academia faced in knowledge sharing at a research university in Malaysia. The partial results of interview are presented from the actual study. The main issues in knowledge sharing practices are university structure and designation and title. The academia awareness in sharing knowledge is also influenced by culture. Our investigation highlight that the concept of reciprocal relationship of sharing knowledge may hinder knowledge sharing awareness among academia. Hence, we concluded that further investigation could be carried out on the social interaction and trust culture among academia in sharing knowledge within research/ranking university environment.Keywords: Knowledge sharing awareness, knowledge sharing practices, research university.

Abstract:
The purpose of the study reported here was designing Information Dissemination System (IDS) based E-learning in agricultural of Iran. A questionnaire was developed to designing Information Dissemination System. The questionnaire was distributed to 96 extension agents who work for Management of Extension and Farming System of Khuzestan province of Iran. Data collected were analyzed using the Statistical Package for the Social Sciences (SPSS). Appropriate statistical procedures for description (frequencies, percent, means, and standard deviations) were used. In this study there was a significant relationship between the age , IT skill and knowledge, years of extension work, the extend of information seeking motivation, level of job satisfaction and level of education with use of information technology by extension agent. According to extension agents five factors were ranked respectively as five top essential items to designing Information Dissemination System (IDS) based E-learning in agricultural of Iran. These factors include: 1) Establish communication between farmers, coordinators (extension agents), agricultural experts, research centers, and community by information technology. 2) The communication between all should be mutual. 3) The information must be based farmers need. 4) Internet used as a facility to transfer the advanced agricultural information to the farming community. 5) Farmers can be illiterate and speak a local and they are not expected to use the system directly. Knowledge produced by the agricultural scientist must be transformed in to computer understandable presentation. To designing Information Dissemination System, electronic communication, in the agricultural society and rural areas must be developed. This communication must be mutual between all factors.

Abstract:
In this paper we propose a method for vision systems to consistently represent functional dependencies between different visual routines along with relational short- and long-term knowledge about the world. Here the visual routines are bound to visual properties of objects stored in the memory of the system. Furthermore, the functional dependencies between the visual routines are seen as a graph also belonging to the object-s structure. This graph is parsed in the course of acquiring a visual property of an object to automatically resolve the dependencies of the bound visual routines. Using this representation, the system is able to dynamically rearrange the processing order while keeping its functionality. Additionally, the system is able to estimate the overall computational costs of a certain action. We will also show that the system can efficiently use that structure to incorporate already acquired knowledge and thus reduce the computational demand.Keywords: Adaptive systems, Knowledge representation, Machinevision, Systems engineering

Abstract:
This paper gives an overview of the mapping mechanism of SEAM-a methodology for the automatic generation of knowledge models and its mapping onto Java codes. It discusses the rules that will be used to map the different components in the knowledge model automatically onto Java classes, properties and methods. The aim of developing this mechanism is to help in the creation of a prototype which will be used to validate the knowledge model which has been generated automatically. It will also help to link the modeling phase with the implementation phase as existing knowledge engineering methodologies do not provide for proper guidelines for the transition from the knowledge modeling phase to development phase. This will decrease the development overheads associated to the development of Knowledge Based Systems.Keywords: KBS, OWL, ontology, knowledge models
