261 Texture Feature Extraction of Infrared River Ice Images using Second-Order Spatial Statistics

Abstract:
Ice cover County has a significant impact on rivers as it affects with the ice melting capacity which results in flooding, restrict navigation, modify the ecosystem and microclimate. River ices are made up of different ice types with varying ice thickness, so surveillance of river ice plays an important role. River ice types are captured using infrared imaging camera which captures the images even during the night times. In this paper the river ice infrared texture images are analysed using first-order statistical methods and secondorder statistical methods. The second order statistical methods considered are spatial gray level dependence method, gray level run length method and gray level difference method. The performance of the feature extraction methods are evaluated by using Probabilistic Neural Network classifier and it is found that the first-order statistical method and second-order statistical method yields low accuracy. So the features extracted from the first-order statistical method and second-order statistical method are combined and it is observed that the result of these combined features (First order statistical method + gray level run length method) provides higher accuracy when compared with the features from the first-order statistical method and second-order statistical method alone.

Abstract:
This paper presents a new methodology to select test cases from regression test suites. The selection strategy is based on analyzing the dynamic behavior of the applications that written in any programming language. Methods based on dynamic analysis are more safe and efficient. We design a technique that combine the code based technique and model based technique, to allow comparing the object oriented of an application that written in any programming language. Safe drinking water is needed for survival. Households have to pay the water bill monthly. However, lower income households are sometimes unable to afford the cost. This study examines water access and affordability among households in Malaysia and the determinants of water affordability using cross-sectional data and multiple regression. The paper expects that the bill for basic water consumption is inversely related to average income. This means that policy makers need to redesign the water tariff to improve the quality of life of lower income households.

Abstract:
In this study of ultimate response guideline (URG), Kuosheng BWR/6 nuclear power plant (NPP) TRACE model was established. The reactor depressurization, low pressure water injection, and containment venting are the main actions of URG. This research focuses to evaluate the efficiency of URG under Fukushima-like conditions. Additionally, the sensitivity study of URG was also performed in this research. The analysis results of TRACE present that URG can keep the peak cladding temperature (PCT) below 1088.7 K (the failure criteria) under Fukushima-like conditions. Abstract:
The ability of the robot to make simultaneously map of the environment and localize itself with respect to that environment is the most important element of mobile robots. To solve SLAM many algorithms could be utilized to build up the SLAM process and SLAM is a developing area in Robotics research. Robot Operating System (ROS) is one of the frameworks which provide multiple algorithm nodes to work with and provide a transmission layer to robots. Manyof these algorithms extensively in use are Hector SLAM, Gmapping and Cartographer SLAM. This paper describes a ROS-based Simultaneous localization and mapping (SLAM) library Google Cartographer mapping, which is open-source algorithm. The algorithm was applied to create a map using laser and pose data from 2d Lidar that was placed on a mobile robot. The model robot uses the gazebo package and simulated in Rviz. Our research work's primary goal is to obtain mapping through Cartographer SLAM algorithm in a static indoor environment. From our research, it is shown that for indoor environments cartographer is an applicable algorithm to generate 2d maps with LIDAR placed on mobile robot because it uses both odometry and poses estimation. Abstract:
With the explosive growth of information sources available on the World Wide Web, it has become increasingly difficult to identify the relevant pieces of information, since web pages are often cluttered with irrelevant content like advertisements, navigation-panels, copyright notices etc., surrounding the main content of the web page. Hence, tools for the mining of data regions, data records and data items need to be developed in order to provide value-added services. Currently available automatic techniques to mine data regions from web pages are still unsatisfactory because of their poor performance and tag-dependence. In this paper a novel method to extract data items from the web pages automatically is proposed. It comprises of two steps: (1) Identification and Extraction of the data regions based on visual clues information. (2) Identification of data records and extraction of data items from a data region. For step1, a novel and more effective method is proposed based on visual clues, which finds the data regions formed by all types of tags using visual clues. For step2 a more effective method namely, Extraction of Data Items from web Pages (EDIP), is adopted to mine data items. The EDIP technique is a list-based approach in which the list is a linear data structure. The proposed technique is able to mine the non-contiguous data records and can correctly identify data regions, irrespective of the type of tag in which it is bound. Our experimental results show that the proposed technique performs better than the existing techniques.

Abstract:
The morphological short-term evolution of Ponta do Tubarão Island (PTI) was investigated through high accurate surveys based on post-processed kinematic (PPK) relative positioning on Global Navigation Satellite Systems (GNSS). PTI is part of a barrier island system on a high energy northeast Brazilian coastal environment and also an area of high environmental sensitivity. Surveys were carried out quarterly over a two years period from May 2010 to May 2012. This paper assesses statically the performance of digital elevation models (DEM) derived from different interpolation methods to represent morphologic features and to quantify volumetric changes and TIN models shown the best results to that purposes. The MDE allowed quantifying surfaces and volumes in detail as well as identifying the most vulnerable segments of the PTI to erosion and/or accumulation of sediments and relate the alterations to climate conditions. The coastal setting and geometry of PTI protects a significant mangrove ecosystem and some oil and gas facilities installed in the vicinities from damaging effects of strong oceanwaves and currents. Thus, the maintenance of PTI is extremely required but the prediction of its longevity is uncertain because results indicate an irregularity of sedimentary balance and a substantial decline in sediment supply to this coastal area.

The implementation of single-electron tunneling (SET) simulators based on the master-equation (ME) formalism requires the efficient and accurate identification of an exhaustive list of active states and related tunnel events. Dynamic simulations also require the control of the emerging states and guarantee the safe elimination of decaying states. This paper describes algorithms for use in the stationary and dynamic control of the lists of active states and events. Abstract:
In this study, typical c-ɸ soils subjected to loadings were assessed with a view to understand the general stress distribution and settlement behaviour of the soils under drained conditions. Numerical estimations of the non-dimensional bearing capacity factors, Nq and Nγ for varied angles of friction in the soil mass were obtained using PLAXIS. Ultimate bearing capacity values over a Ф range of 0-30 degrees were also computed and compared with analytical results obtained from the traditional simplified uncoupled approach of Terzaghi and Meyerhof. Abstract:
Progressive collapse of the layered hyperbolic tower shells are studied considering the influences of changes in the supporting columns’ types and angles. 3-D time history analyses employing the finite element method are performed for the towers supported with I-type and ᴧ-type column. It is found that the inclination angle of the supporting columns is a very important parameter in optimization and safe design of the cooling towers against the progressive collapse. It is also concluded that use of Demand Capacity Ratio (DCR) criteria of the linear elastic approach recommended by GSA is un-conservative for the hyperbolic tower shells.

Road traffic accidents are among the principal causes of traffic congestion, causing human losses, damages to health and the environment, economic losses and material damages. Studies about traditional road traffic accidents in urban zones represents very high inversion of time and money, additionally, the result are not current. However, nowadays in many countries, the crowdsourced GPS based traffic and navigation apps have emerged as an important source of information to low cost to studies of road traffic accidents and urban congestion caused by them. In this article we identified the zones, roads and specific time in the CDMX in which the largest number of road traffic accidents are concentrated during 2016. We built a database compiling information obtained from the social network known as Waze. The methodology employed was Discovery of knowledge in the database (KDD) for the discovery of patterns in the accidents reports. Furthermore, using data mining techniques with the help of Weka. The selected algorithms was the Maximization of Expectations (EM) to obtain the number ideal of clusters for the data and k-means as a grouping method. The instantaneous and spatial localization for visually impaired people in dynamically changing environments with unexpected hazards and obstacles, is the most demanding and challenging issue faced by the navigation systems today. Since Bluetooth cannot utilize techniques like Time Difference of Arrival (TDOA) and Time of Arrival (TOA), it uses received signal strength indicator (RSSI) to measure Receive Signal Strength (RSS). The measurements using RSSI can be improved significantly by improving the existing methodologies related to RSSI. Therefore, the current paper focuses on proposing an improved method using trilateration for localization of Bluetooth devices for visually impaired people. To validate the method, class 2 Bluetooth devices were used along with the development of a software. Experiments were then conducted to obtain surface plots that showed the signal interferences and other environmental effects. Finally, the results obtained show the surface plots for all Bluetooth modules used along with the strong and weak points depicted as per the color codes in red, yellow and blue. It was concluded that the suggested improved method of measuring RSS using trilateration helped to not only measure signal strength affectively but also highlighted how the signal strength can be influenced by atmospheric conditions such as noise, reflections, etc.

This paper presents the design analysis of saddle support of a horizontal pressure vessel. Since saddle have the vital role to support the pressure vessel and to maintain its stability, it should be designed in such a way that it can afford the vessel load and internal pressure of the vessel due to liquid contained in the vessel. A model of horizontal pressure vessel and saddle support is created in ANSYS. Stresses are calculated using mathematical approach and ANSYS software. The analysis reveals the zone of high localized stress at the junction part of the pressure vessel and saddle support due to operating conditions. The results obtained by both the methods are compared with allowable stress value for safe designing.

The anti-lock braking systems installed on vehicles for safe and effective braking, are high-order nonlinear and timevariant. Using fuzzy logic controllers increase efficiency of such systems, but impose a high computational complexity as well. The main concept introduced by this paper is reducing computational complexity of fuzzy controllers by deploying problem-solution data structure. Efficient and safe plant operation can only be achieved if the operators are able to monitor all key process parameters. Instrumentation is used to measure many process variables, like temperatures, pressures, flow rates, compositions or other product properties. Therefore Performance monitoring is a suitable tool for operators. In this paper, we integrate rigorous simulation model, data reconciliation and parameter estimation to monitor process equipments and determine key performance indicator (KPI) of them. Knowledge of an organization does not merely reside in structured form of information and data; it is also embedded in unstructured form. The discovery of such knowledge is particularly difficult as the characteristic is dynamic, scattered, massive and multiplying at high speed. Conventional methods of managing unstructured information are considered too resource demanding and time consuming to cope with the rapid information growth. In this paper, a Multi-faceted and Automatic Knowledge Elicitation System (MAKES) is introduced for the purpose of discovery and capture of organizational knowledge. A trial implementation has been conducted in a public organization to achieve the objective of decision capture and navigation from a number of meeting minutes which are autonomously organized, classified and presented in a multi-faceted taxonomy map in both document and content level. Key concepts such as critical decision made, key knowledge workers, knowledge flow and the relationship among them are elicited and displayed in predefined knowledge model and maps. Hence, the structured knowledge can be retained, shared and reused. Conducting Knowledge Management with MAKES reduces work in searching and retrieving the target decision, saves a great deal of time and manpower, and also enables an organization to keep pace with the knowledge life cycle. This is particularly important when the amount of unstructured information and data grows extremely quickly. Abstract:
This paper presents a novel algorithm for path planning of mobile robots in known 3D environments using Binary Integer Programming (BIP). In this approach the problem of path planning is formulated as a BIP with variables taken from 3D Delaunay Triangulation of the Free Configuration Space and solved to obtain an optimal channel made of connected tetrahedrons. The 3D channel is then partitioned into convex fragments which are used to build safe and short paths within from Start to Goal. The algorithm is simple, complete, does not suffer from local minima, and is applicable to different workspaces with convex and concave polyhedral obstacles. The explosion of interest in online gaming and virtual worlds is leading many universities to investigate possible educational applications of the new environments. In this paper we explore the possibilities of 3D online worlds for teacher education, particularly the field experience component. Drawing upon two pedagogical examples, we suggest that virtual simulations may, with certain limitations, create safe spaces that allow preservice teachers to adopt alternate identities and interact safely with the “other." In so doing they may become aware of the constructed nature of social categories and gain the essential pedagogical skill of perspective-taking. We suggest that, ultimately, the ability to be the principal creators of themselves in virtual environments can increase their ability to do the same in the real world.Keywords: field experience, pedagogy, simulation, teacher education

Recently, there has been a considerable increase in the number of procedures carried out under regional anesthesia. However, percutaneous nephrolithotomy (PCNL) procedures are usually performed under general anesthesia. The aim of this study was to assess the safety and efficacy of PCNL under spinal anesthesia in patients with renal calculi. We describe our 9 years experience of performing PCNL under spinal anesthesia for 387 patients with large stones of the upper urinary tract, with regard to the effectiveness and side effects. All patients received spinal anesthetics (Lidocain 5%, or Bupivacaine 0.75%) and underwent PCNL in prone position. The success rate was 94.1%. The incidence of complications was 11.6%. PCNL under spinal anesthesia is feasible, safe, and well-tolerated in management of patients with renal stones.Keywords: percutaneous nephrolithotomy, spinal anesthesia, renal calculi

And its aim is to provide computing, communication and storage resources in a safe environment based on service, as fast as possible, which is virtually provided via Internet platform. Considering that the provided Services in e-government are available via the Internet, thus cloud computing can be used in the implementation of e-government architecture and provide better service with the lowest economic cost using its benefits. In this paper, the Methods of using cloud computing in e-government has been studied and it's been attempted to identify the challenges and benefits of the cloud to get used in the e-government and proposals have been offered to overcome its shortcomings, encourage and partnership of governments and people to use this economical and new technology.

Abstract:
In this paper the authors propose a protocol, which uses Elliptic Curve Cryptography (ECC) based on the ElGamal-s algorithm, for sending small amounts of data via an authentication server. The innovation of this approach is that there is no need for a symmetric algorithm or a safe communication channel such as SSL. The reason that ECC has been chosen instead of RSA is that it provides a methodology for obtaining high-speed implementations of authentication protocols and encrypted mail techniques while using fewer bits for the keys. This means that ECC systems require smaller chip size and less power consumption. The proposed protocol has been implemented in Java to analyse its features and vulnerabilities in the real world.

Safety Health and Environment Code of Practice (SHE COP) was developed to help road transportation operators to manage its operation in a systematic and safe manner. A study was conducted to determine the effectiveness of SHE COP implementation during non-OPS period. The objective of the study is to evaluate the implementations of SHE COP among bus operators during wee hour operations. The data was collected by completing a set of checklist after observing the activities during pre departure, during the trip, and upon arrival. The results show that there are seven widely practiced SHE COP elements. 22% of the buses have average speed exceeding the maximum permissible speed on the highways (90 km/h), with 13% of the buses were travelling at the speed of more than 100 km/h. The statistical analysis shows that there is only one significant association which relates speeding with prior presence of enforcement officers.Keywords: Safety practices, speeding, wee hour.

The addition of lime as Ca(OH)2 to sewage sludge to destroy pathogens (Escherichia coli), was evaluated also in relation to heavy metal bioavailability. The obtained results show that the use of calcium hydroxide at the dose of 3% effectively destroyed pathogens ensuring the stability at high pH values over long period and the duration of the sewage sludge stabilization. In general, lime addition decreased the total extractability of heavy metals indicating a reduced bioavailability of these elements. This is particularly important for a safe utilization in agricultural soils to reduce the possible transfer of heavy metals to the food chain.Keywords: Biological sludge, Ca(OH)2, copper, pathogens, sanitation, zinc.

Abstract:
This study examines the design and construction of AC Electronics load surge protection in order to carry electric surge load arisen from faults in low voltage electricity system (single phase/220V) by using the principle of electronics load clamping voltage during induction period so that electric voltage could go through to safe load and continue to work. The qualification of the designed device could prevent both transient over voltage and voltage swell. Both will work in cooperation, resulting in the ability to improve and modify the quality of electrical power in Thailand electricity distribution system more effective than the past and help increase the lifetime of electric appliances, electric devices, and electricity protection equipments.Keywords: Electronics Load, Transient Over Voltage, Voltage Swell.

Abstract:
When earthquakes strike the city it results in great loss of lives. The present paper talks about a new innovative design system (MegEifel) for buildings which has a mechanism to mitigate deaths in case any earthquake strikes the city. If buildings will be designed according to MegEifel design then the occupants of the building will be safe even when they are in sleep or are doing day wise activities during the time earthquake strikes. The core structure is suggested to be designed on the principle that more deep the foundations are, the harder it is to uproot the structure. The buildings will have an Eifel rod dug deep into earth which will help save lives in tall buildings when earthquake strikes. This design takes a leverage of protective shells to save lives.

Abstract:
During the last few decades, with the high-speed upgrade of electronic products, electronic waste (e-waste) has become one of the fastest growing wastes of the waste stream. In this context, more efforts and concerns have already been placed on the treatment and management of this waste. To mitigate their negative influences on the environment and society, it is necessary to establish appropriate strategies for e-waste management. Hence, this paper aims to review and analysis some useful strategies which have been applied in several countries to handle e-waste. Future perspectives on e-waste management are also suggested. The key findings found that, to manage e-waste successfully, it is necessary to establish effective reverse supply chains for e-waste, and raise public awareness towards the detrimental impacts of e-waste. The result of the research provides valuable insights to governments, policymakers in establishing e-waste management in a safe and sustainable manner.Keywords: E-waste, e-waste management, life cycle assessment, recycling regulations.

Abstract:
A lot of children under the age of five spend their daytime hours away from their home, in a kindergarten. Caring for children is a serious subject, and their safety in case of earthquake is the first priority. Being aware of earthquakes helps to prioritize the needs and take the appropriate actions to limit the effects. Earthquakes occurring anywhere at any time require emergency planning. Earthquake planning is a cooperative effort and childcare providers have unique roles and responsibilities. Greece has high seismicity and Ionian Islands Region has the highest seismic activity of the country. Earthquake Planning and Protection Organization (EPPO) is a national organization in Greece. The mission of EPPO is the seismic risk reduction by designing an earthquake management program of mitigation and preparedness. Among other actions EPPO has analyzed the needs and requirements of kindergartens on earthquake protection issues and has designed specific activities to familiarize the day care centers staff being prepared for earthquakes. This research presents the results of a survey that detects the level of earthquake preparedness of kindergartens in all over the country and Ionian Islands too. A closed-form questionnaire of 20 main questions was developed for the survey in order to detect the aspects of participants concerning the earthquake preparedness actions at individual, family and day care environment level. 2668 questionnaires were gathered from March 2014 to May 2019, and analyzed by EPPO’s Department of Education. Moreover, this paper presents the EPPO’s educational activities targeted to the Ionian Islands Region that implemented in the framework of “Telemachus” Project. To provide safe environment for children to learn, and staff to work is the foremost goal of any State, community and kindergarten. This project is funded under the Priority Axis “Environmental Protection and Sustainable Development” of Operational Plan “Ionian Islands 2014-2020”. It is increasingly accepted that emergency preparedness should be thought of as an ongoing process rather than a one-time activity. Creating an earthquake safe daycare environment that facilitates learning is a challenging task. Training, drills, and update of emergency plan should take place throughout the year at kindergartens to identify any gaps and to ensure the emergency procedures. EPPO will continue to work closely with regional and local authorities to actively address the needs of children and kindergartens before, during and after earthquakes.

Abstract:
Evaluation of educational portals is an important subject area that needs more attention from researchers. A university that has an educational portal which is difficult to use and interact by teachers or students or management staff can reduce the position and reputation of the university. Therefore, it is important to have the ability to make an evaluation of the quality of e-services the university provide to improve them over time. The present study evaluates the usability of the Information Technology Faculty portal at University of Benghazi. Two evaluation methods were used: a questionnaire-based method and an online automated tool-based method. The first method was used to measure the portal's external attributes of usability (Information, Content and Organization of the portal, Navigation, Links and Accessibility, Aesthetic and Visual Appeal, Performance and Effectiveness and educational purpose) from users' perspectives, while the second method was used to measure the portal's internal attributes of usability (number and size of HTML files, number and size of images, load time, HTML check errors, browsers compatibility problems, number of bad and broken links), which cannot be perceived by the users. The study showed that some of the usability aspects have been found at the acceptable level of performance and quality, and some others have been found otherwise. In general, it was concluded that the usability of IT faculty educational portal generally acceptable. Abstract:
This paper addresses a virtual environment approach to work integrated learning for students in construction-related disciplines. The virtual approach provides a safe and pedagogically rigorous environment where students can apply theoretical knowledge in a simulated real-world context. The paper describes the development of a 4-dimensional digital construction environment and associated learning activities funded by the Australian Office for Learning and Teaching. The environment was trialled with over 1,300 students and evaluated through questionnaires, observational studies and coursework analysis. Results demonstrate a positive impact on students’ technical learning and collaboration skills, but there is need for further research in relation to critical thinking skills and work-readiness.
