767 The Conception of Implementation of Vision for European Forensic Science 2020 in Lithuania

Abstract:

The Council of European Union (EU Council) has stressed on several occasions the need for a concerted, comprehensive and effective solution to delinquency problems in EU communities. In the context of establishing a European Forensic Science Area and the development of forensic science infrastructure in Europe, EU Council believes that forensic science can significantly contribute to the efficiency of law enforcement, crime prevention and combating crimes. Lithuanian scientists have consolidated to implement a project named “Conception of the vision for European Forensic Science 2020 implementation in Lithuania” (the project is funded for the period of 1 March 2014 - 31 December 2016) with the objective to create a conception of implementation of the vision for European Forensic Science 2020 in Lithuania by 1) evaluating the current status of Lithuania’s forensic system and opportunities for its improvement; 2) analysing achievements and knowledge in investigation of crimes listed in conclusions of EU Council on the vision for European Forensic Science 2020 including creation of a European Forensic Science Area and the development of forensic science infrastructure in Europe: trafficking in human beings, organised crime and terrorism; 3) analysing conceptions of criminalistics, which differ in different EU member states due to the variety of forensic schools, and finding means for their harmonization. Apart from the conception of implementation of the vision for European Forensic Science 2020 in Lithuania, the Project is expected to suggest provisions that will be relevant to other EU countries as well. Consequently, the presented conception of implementation of vision for European Forensic Science 2020 in Lithuania could initiate a project for a common vision of European Forensic Science and contribute to the development of the EU as an area of freedom, security and justice. The article presents main ideas of the project of the conception of the vision for European Forensic Science 2020 of EU Council and analyses its legal background, as well as prospects of and challenges for its implementation in Lithuania and the EU.

766 Some Issues of Measurement of Impairment of Non-Financial Assets in the Public Sector

Abstract:

The economic value of the asset impairment process is quite large. Impairment reflects the reduction of future economic benefits or service potentials itemized in the asset. The assets owned by public sector entities bring economic benefits or are used for delivery of the free-of-charge services. Consequently, they are classified as cash-generating and non-cash-generating assets. IPSAS 21 - Impairment of non-cash-generating assets, and IPSAS 26 - Impairment of cash-generating assets, have been designed considering this specificity.  When measuring impairment of assets, it is important to select the relevant methods. For measurement of the impaired Non-Cash-Generating Assets, IPSAS 21 recommends three methods: Depreciated Replacement Cost Approach, Restoration Cost Approach, and  Service Units Approach. Impairment of Value in Use of Cash-Generating Assets (according to IPSAS 26) is measured by discounted value of the money sources to be received in future. Value in use of the cash-generating asserts (as per IPSAS 26) is measured by the discounted value of the money sources to be received in the future. The article provides classification of the assets in the public sector  as non-cash-generating assets and cash-generating assets and, deals also with the factors which should be considered when evaluating  impairment of assets. An essence of impairment of the non-financial assets and the methods of measurement thereof evaluation are formulated according to IPSAS 21 and IPSAS 26. The main emphasis is put on different methods of measurement of the value in use of the impaired Cash-Generating Assets and Non-Cash-Generation Assets and the methods of their selection. The traditional and the expected cash flow approaches for calculation of the discounted value are reviewed. The article also discusses the issues of recognition of impairment loss and its reflection in the financial reporting. The article concludes that despite a functional purpose of the impaired asset, whichever method is used for measuring the asset, presentation of realistic information regarding the value of the assets should be ensured in the financial reporting. In the theoretical development of the issue, the methods of scientific abstraction, analysis and synthesis were used. The research was carried out with a systemic approach. The research process uses international standards of accounting, theoretical researches and publications of Georgian and foreign scientists.

765 The Effect Particle Velocity on the Thickness of Thermally Sprayed Coatings

In this paper, the effect of WC-12Co particle velocity in HVOF thermal spraying process on the coating thickness has been studied. The statistical results show that the spray distance and oxygen-to-fuel ratio are more effective factors on particle characterization and thickness of HVOF thermal spraying coatings. Spray Watch diagnostic system, scanning electron microscopy (SEM), X-ray diffraction and thickness measuring system were used for this purpose.

764 A Survey on Life Science Database Citation Frequency in Scientific Literatures

763 Using the Transient Plane Source Method for Measuring Thermal Parameters of Electroceramics

Abstract:

Transient plane source method has been used to measure the thermal diffusivity and thermal conductivity of a compact isostatic electroceramics at room temperature. The samples were fired at temperatures from 100 up to 1320 degrees Celsius in steps of 50. Bulk density and specific heat capacity were also measured with their corresponding standard uncertainties. The results were compared with further thermal analysis (dilatometry and thermogravimetry). Structural processes during firing were discussed.

762 Quantitative Ranking Evaluation of Wine Quality

Abstract:

Today, wine quality is only evaluated by wine experts with their own different personal tastes, even if they may agree on some common features. So producers do not have any unbiased way to independently assess the quality of their products. A tool is here proposed to evaluate wine quality by an objective ranking based upon the variables entering wine elaboration, and analysed through principal component analysis (PCA) method. Actual climatic data are compared by measuring the relative distance between each considered wine, out of which the general ranking is performed.

761 Measuring E-Learning Effectiveness Using a Three-Way Comparison

Abstract:

The way e-learning effectiveness has been notoriously measured within an academic setting is by comparing the e-learning medium to the traditional face-to-face teaching methodology. In this paper, a simple yet innovative comparison methodology is introduced, whereby the effectiveness of next generation e-learning systems are assessed in contrast not only to the face-to-face mode, but also to the classical e-learning modality. Ethical and logistical issues are also discussed, as this three-way approach to compare teaching methodologies was applied and documented in a real empirical study within a higher education institution.

760 Measuring Awareness of Waste Management among School Children using Rasch Model Analysis

Abstract:

The enormous amount of solid waste generated poses huge problems in waste management. It is therefore important to gauge the awareness of the public with regards to waste management. In this study, an instrument was developed to measure the beliefs, attitudes and practices about waste management of school children as an indication of their waste management awareness. This instrument has showed that a positive awareness towards waste management refers mainly to attitudes. However it is not easy for people to practice waste management as a reflection of their awareness.

759 Production Planning and Measuring Method for Non Patterned Production System Using Stock Cutting Model

Abstract:

The simple methods used to plan and measure non patterned production system are developed from the basic definition of working efficiency. Processing time is assigned as the variable and used to write the equation of production efficiency. Consequently, such equation is extensively used to develop the planning method for production of interest using one-dimensional stock cutting problem. The application of the developed method shows that production efficiency and production planning can be determined effectively.

758 Preparation and Characterization of Chitosan / Polyacrylic Acid / Ag-Nanoparticles Composite Membranes

Abstract:

Chitosan polyacrylic acid composite membranes were prepared by a bulk polymerization method in presence of N, N'- methylene bisacrylamide (crosslinker) and ammonium persulphate as initiator. Membranes prepared from this copolymer in presence and absence of Ag nanoparticles were characterized by measuring mechanical and physical properties, water up-take and antibacterial properties. The results obtained indicated that the prepared membranes have antibacterial properties which increase with adding Ag nanoparticles.

756 The Current Practices of Analysis of Reinforced Concrete Panels Subjected to Blast Loading

Abstract:

For any country in the world, it has become a priority to protect the critical infrastructure from looming risks of terrorism. In any infrastructure system, the structural elements like lower floors, exterior columns, walls etc. are key elements which are the most susceptible to damage due to blast load. The present study revisits the state of art review of the design and analysis of reinforced concrete panels subjected to blast loading. Various aspects in association with blast loading on structure, i.e. estimation of blast load, experimental works carried out previously, the numerical simulation tools, various material models, etc. are considered for exploring the current practices adopted worldwide. Discussion on various parametric studies to investigate the effect of reinforcement ratios, thickness of slab, different charge weight and standoff distance is also made. It was observed that for the simulation of blast load, CONWEP blast function or equivalent numerical equations were successfully employed by many researchers. The study of literature indicates that the researches were carried out using experimental works and numerical simulation using well known generalized finite element methods, i.e. LS-DYNA, ABAQUS, AUTODYN. Many researchers recommended to use concrete damage model to represent concrete and plastic kinematic material model to represent steel under action of blast loads for most of the numerical simulations. Most of the studies reveal that the increase reinforcement ratio, thickness of slab, standoff distance was resulted in better blast resistance performance of reinforced concrete panel. The study summarizes the various research results and appends the present state of knowledge for the structures exposed to blast loading.

755 Smartphone-Based Human Activity Recognition by Machine Learning Methods

Abstract:

As smartphones are continually upgrading, their software and hardware are getting smarter, so the smartphone-based human activity recognition will be described more refined, complex and detailed. In this context, we analyzed a set of experimental data, obtained by observing and measuring 30 volunteers with six activities of daily living (ADL). Due to the large sample size, especially a 561-feature vector with time and frequency domain variables, cleaning these intractable features and training a proper model become extremely challenging. After a series of feature selection and parameters adjustments, a well-performed SVM classifier has been trained.

753 A Hybrid DEA Model for the Measurement of the Enviromental Performance

Data envelopment analysis (DEA) has gained great popularity in environmental performance measurement because it can provide a synthetic standardized environmental performance index when pollutants are suitably incorporated into the traditional DEA framework. Since some of the environmental performance indicators cannot be controlled by companies managers, it is necessary to develop the model in a way that it could be applied when discretionary and/or non-discretionary factors were involved. In this paper, we present a semi-radial DEA approach to measuring environmental performance, which consists of non-discretionary factors. The model, then, has been applied on a real case.

752 Inhibition Kinetic Determination of Trace Amounts of Ruthenium(III) by the Spectrophotometric method with Rhodamine B in Micellar Medium

Abstract:

A new, simple and highly sensitive kinetic spectrophotometric method was developed for the determination of trace amounts of Ru(III) in the range of 0.06-20 ng/ml .The method is based on the inhibitory effect of ruthenium(III) on the oxidation of Rhodamine B by bromate in acidic and micellar medium. The reaction was monitored spectrophotometrically by measuring the decreasing in absorbance of Rhodamine B at 554 nm with a fixedtime method..The limit of detection is 0.04 ng/ml Ru(III).The relative standard deviation of 5 and 10 ng/ml Ru(III) was 2.3 and 2.7 %, respectively. The method was applied to the determination of ruthenium in real water samples

750 Characterization of an Extrapolation Chamber for Dosimetry of Low Energy X-Ray Beams

Abstract:

Extrapolation chambers were designed to be used as primary standard dosimeter for measuring absorbed dose in a medium in beta radiation and low energy x-rays. The International Organization for Standardization established series of reference x-radiation for calibrating and determining the energy dependence of dosimeters that are to be reproduced in metrology laboratories. Standardization of the low energy x-ray beams with tube potential lower than 30 kV may be affected by the instrument used for dosimetry. In this work, parameters of a 23392 model PTW extrapolation chamber were determined aiming its use in low energy x-ray beams as a reference instrument.

749 Measuring Heterogeneous Traffic Density

Abstract:

Traffic Density provides an indication of the level of service being provided to the road users. Hence, there is a need to study the traffic flow characteristics with specific reference to density in detail. When the length and speed of the vehicles in a traffic stream vary significantly, the concept of occupancy, rather than density, is more appropriate to describe traffic concentration. When the concept of occupancy is applied to heterogeneous traffic condition, it is necessary to consider the area of the road space and the area of the vehicles as the bases. Hence, a new concept named, 'area-occupancy' is proposed here. It has been found that the estimated area-occupancy gives consistent values irrespective of change in traffic composition.

748 Study on the Characteristics of the Measurement System for pH Array Sensors

Abstract:

A measurement system for pH array sensors is introduced to increase accuracy, and decrease non-ideal effects successfully. An array readout circuit reads eight potentiometric signals at the same time, and obtains an average value. The deviation value or the extreme value is counteracted and the output voltage is a relatively stable value. The errors of measuring pH buffer solutions are decreased obviously with this measurement system, and the non-ideal effects, drift and hysteresis, are lowered to 1.638mV/hr and 1.118mV, respectively. The efficiency and stability are better than single sensor. The whole sensing characteristics are improved.

747 Effect of Composition on Work Hardening Coefficient of Bismuth-Lead Binary Alloy

Abstract:

In the present work, the alloy of Bismuth-lead is prepared on the basis of percentage of molecular weight 9:1, 5:5 and 1:9 ratios and grown by Zone- Refining Technique under a vacuum atmosphere. The EDAX of these samples are done and the results are reported. Micro hardness test has been used as an alternative test for measuring material’s tensile properties. The effect of temperature and load on the hardness of the grown alloy has been studied. Further the comparative studies of work hardening coefficients are reported.

746 Effect of Corrosion on Hydrocarbon Pipelines

Abstract:

The demand of hydrocarbons has increased the construction of pipelines and the protection of the physical and mechanical integrity of the already existing infrastructure. Corrosion is the main reason of failures in the pipeline and it is mostly produced by acid (HCOOCH3). In this basis, a CFD code was used, in order to study the corrosion of internal wall of hydrocarbons pipeline. In this situation, the corrosion phenomenon shows a growing deposit, which causes defect damages (welding or fabrication) at diverse positions along the pipeline. The solution of the pipeline corrosion is based on the diminution of the Naphthenic acid.

745 eTax Filing and Service Quality: The Case of the Revenue Online Service

This paper describes an ongoing study into the quality of service provided by the Irish Revenue Commisioners- online tax filing and collection system. The Irish Revenue On-Line Service (ROS) site has won several awards. In this study, a version of the widely use SERVQUAL measuring instrument, adapted for use with online services, has been modified for the specific case of ROS. In this paper, the theory behind this instrument is set out, the particular problems of evaluating revenue collecting online are examined and the rationale for this approach is explained.

Analysis was focused on management factors (including organizational factors) and implementing management method (e.g. balanced score card, internal control, etc.).These results would contribute for achieving effective BPR by showing effective tasks and environment to be focused.

743 Experimental Testbed to Compare 4G and 5G Industrial IoT Connections in Simulated Based Control System

This paper considers the advent of 5G and the use of it in a Based Control System (BCS), posing as a basic concept the question of what the real differences and practical improvements are compared to 4G. To this purpose, a testbed hardware simulator has been designed and built where identical machines with the same sensors and management systems will communicate with different radio access network connections. This allows an objective statistical comparison of performance on the real functioning and improvement of the infrastructure with the Industrial Internet of Things (IIoT) connected to it.

742 Measuring Pressure Wave Velocity in a Hydraulic System

Abstract:

Pressure wave velocity in a hydraulic system was determined using piezo pressure sensors without removing fluid from the system. The measurements were carried out in a low pressure range (0.2 – 6 bar) and the results were compared with the results of other studies. This method is not as accurate as measurement with separate measurement equipment, but the fluid is in the actual machine the whole time and the effect of air is taken into consideration if air is present in the system. The amount of air is estimated by calculations and comparisons between other studies. This measurement equipment can also be installed in an existing machine and it can be programmed so that it measures in real time. Thus, it could be used e.g. to control dampers.

741 An Efficient Clustering Technique for Copy-Paste Attack Detection

Abstract:

Due to rapid advancement of powerful image processing software, digital images are easy to manipulate and modify by ordinary people. Lots of digital images are edited for a specific purpose and more difficult to distinguish form their original ones. We propose a clustering method to detect a copy-move image forgery of JPEG, BMP, TIFF, and PNG. The process starts with reducing the color of the photos. Then, we use the clustering technique to divide information of measuring data by Hausdorff Distance. The result shows that the purposed methods is capable of inspecting the image file and correctly identify the forgery.

740 Conductivity and Selection of Copper Clad Steel Wires for Grounding Applications

Abstract:

Copper clad steel wire (CCS) is primarily used for grounding applications to reduce the high incidence of copper ground conductor theft in electrical installations. The cross sectional area of the CCS is selected by relating the diameter equivalence to a copper conductor. The main difficulty is how to use a simple analytical relation to determine the right conductivity of CCS for a particular application. The use of Eddy-Current instrument for measuring conductivity is known but in most cases, the instrument is not readily available. The paper presents a simplified approach on how to size and determine CCS conductivity for a given application.

739 Measuring the Efficiency of Medical Equipment

Abstract:

the reliability analysis of the medical equipments can help to increase the availability and the efficiency of the systems. In this manuscript we present a simple method of decomposition that could be easily applied on the complex medical systems. Using this method we can easily calculate the effect of the subsystems or components on the reliability of the overall system. Furthermore, to investigate the effect of subsystems or components on system performance, we perform a numerical study varying every time the worst reliability of subsystem or component with another which has higher reliability. It can also be useful to engineers and designers of medical equipment, who wishes to optimize the complex systems.

738 Heat Transfer at Convective Solid Melting in Fixed Bed

Abstract:

A method to determine experimentally the melting rate, rm, and the heat transfer coefficients, αv (W/(m3K)), at convective melting in a fixed bed of particles under adiabatic regime is established in this paper. The method lies in the determining of the melting rate by measuring the fixed bed height in time. Experimental values of rm, α and α v were determined using cylindrical particles of ice (d = 6.8 mm, h = 5.5 mm) and, as a melting agent, aqueous NaCl solution with a temperature of 283 K at different values of the liquid flow rate (11.63·10-6, 28.83·10-6, 38.83·10-6 m3/s). Our experimental results were compared with those existing in literature being noticed a good agreement for Re values higher than 50.
