2386 Identifying Corruption in Legislation using Risk Analysis Methods
Authors: Chvalkovska, J., Jansky, P., Mejstrik, M.
Abstract:
The objective of this article is to discuss the potential of economic analysis as a tool for identification and evaluation of corruption in legislative acts. We propose that corruption be perceived as a risk variable within the legislative process. Therefore we find it appropriate to employ risk analysis methods, used in various fields of economics, for the evaluation of corruption in legislation. Furthermore we propose the incorporation of these methods into the so called corruption impact assessment (CIA), the general framework for detection of corruption in legislative acts. The applications of the risk analysis methods are demonstrated on examples of implementation of proposed CIA in the Czech Republic. Authors: Michael Todinov, Eberechi Weli
Abstract:
The paper suggests for the first time the use of dynamic programming techniques for optimal risk reduction in the railway industry. It is shown that by using the concept ‘amount of removed risk by a risk reduction option’, the problem related to optimal allocation of a fixed budget to achieve a maximum risk reduction in the railway industry can be reduced to an optimisation problem from dynamic programming. For n risk reduction options and size of the available risk reduction budget B (expressed as integer number), the worst-case running time of the proposed algorithm is O (n x (B+1)), which makes the proposed method a very efficient tool for solving the optimal risk reduction problem in the railway industry.

Abstract:
Visual Simultaneous Localization and Mapping (VSLAM) uses cameras to gather information in unknown environments to achieve simultaneous localization and mapping of the environment. This technology has a wide range of applications in autonomous driving, virtual reality, and other related fields. Currently, the research advancements related to VSLAM can maintain high accuracy in static environments. But in dynamic environments, the presence of moving objects in the scene can reduce the stability of the VSLAM system, leading to inaccurate localization and mapping, or even system failure. In this paper, a robust VSLAM method was proposed to effectively address the challenges in dynamic environments. We proposed a dynamic region removal scheme based on a semantic segmentation neural network and geometric constraints. Firstly, a semantic segmentation neural network is used to extract the prior active motion region, prior static region, and prior passive motion region in the environment. Then, the lightweight frame tracking module initializes the transform pose between the previous frame and the current frame on the prior static region. A motion consistency detection module based on multi-view geometry and scene flow is used to divide the environment into static regions and dynamic regions. Thus, the dynamic object region was successfully eliminated. Finally, only the static region is used for tracking thread. Our research is based on the ORBSLAM3 system, which is one of the most effective VSLAM systems available. We evaluated our method on the TUM RGB-D benchmark and the results demonstrate that the proposed VSLAM method improves the accuracy of the original ORBSLAM3 by 70%˜98.5% under a high dynamic environment.

Abstract:
The rapid development of manufacturing and information systems has caused significant changes in manufacturing environments in recent decades. Mass production has given way to flexible manufacturing systems, in which an important characteristic is customized or "on demand" production. In this scenario, the seamless and without gaps information flow becomes a key factor for success of enterprises. In this paper we present a framework to support the mapping of features into machining workingsteps compliant with the ISO 14649 standard (known as STEP-NC). The system determines how the features can be made with the available manufacturing resources. Examples of the mapping method are presented for features such as a pocket with a general surface.

Abstract:
A wireless body area sensor network (WBASN) is composed of a central node and heterogeneous sensors to supervise the physiological signals and functions of the human body. This overwhelmimg area has stimulated new research and calibration processes, especially in the area of WBASN’s attainment and fidelity. In the era of mobility or imbricated WBASN’s, system performance incomparably degrades because of unstable signal integrity. Hence, it is mandatory to define mitigation techniques in the design to avoid interference. There are various mitigation methods available e.g. diversity techniques, equalization, viterbi decoder etc. This paper presents equalization mitigation scheme in WBASNs to improve the signal integrity. Eye diagrams are also given to represent accuracy of the signal. Abstract:
A suspension bridge is the most suitable type of structure for a long-span bridge due to rational use of structural materials. Increased deformability, which is conditioned by appearance of the elastic and kinematic displacements, is the major disadvantage of suspension bridges. The problem of increased kinematic displacements under the action of non-symmetrical load can be solved by prestressing. The prestressed suspension bridge with the span of 200 m was considered as an object of investigations. The cable truss with the cross web was considered as the main load carrying structure of the prestressed suspension bridge. The considered cable truss was optimized by 47 variable factors using Genetic algorithm and FEM program ANSYS. It was stated, that the maximum total displacements are reduced up to 29.9% by using of the cable truss with the rational characteristics instead of the single cable in the case of the worst situated load.

Abstract:
Nowadays, education cannot be imagined without digital technologies. It broadens the horizons of teaching learning processes. Several universities are offering online courses. For evaluation purpose, e-examination systems are being widely adopted in academic environments. Multiple-choice tests are extremely popular. Moving away from traditional examinations to e-examination, Moodle as Learning Management Systems (LMS) is being used. Moodle logs every click that students make for attempting and navigational purposes in e-examination. Data mining has been applied in various domains including retail sales, bioinformatics. In recent years, there has been increasing interest in the use of data mining in e-learning environment. It has been applied to discover, extract, and evaluate parameters related to student’s learning performance. The combination of data mining and e-learning is still in its babyhood. Log data generated by the students during online examination can be used to discover knowledge with the help of data mining techniques. In web based applications, number of right and wrong answers of the test result is not sufficient to assess and evaluate the student’s performance. So, assessment techniques must be intelligent enough. If student cannot answer the question asked by the instructor then some easier question can be asked. Otherwise, more difficult question can be post on similar topic. To do so, it is necessary to identify difficulty level of the questions. Proposed work concentrate on the same issue. Data mining techniques in specific clustering is used in this work. This method decide difficulty levels of the question and categories them as tough, easy or moderate and later this will be served to the desire students based on their performance. Proposed experiment categories the question set and also group the students based on their performance in examination. This will help the instructor to guide the students more specifically. In short mined knowledge helps to support, guide, facilitate and enhance learning as a whole. Keywords: Data mining, e-examination, e-learning, moodle.

Abstract:
The chatter is one of the major limitations of the productivity in the ball end milling process. It affects the surface roughness, the dimensional accuracy and the tool life. The aim of this research is to propose the new system to detect the chatter during the ball end milling process by using the wavelet transform. The proposed method is implemented on the 5-axis CNC machining center and the new three parameters are introduced from three dynamic cutting forces, which are calculated by taking the ratio of the average variances of dynamic cutting forces to the absolute variances of themselves. It had been proved that the chatter can be easier to detect during the in-process cutting by using the new parameters which are proposed in this research. Abstract:
Recent advancements in sensor technologies and Wireless Body Area Networks (WBANs) have led to the development of cost-effective healthcare devices which can be used to monitor and analyse a person-s physiological parameters from remote locations. These advancements provides a unique opportunity to overcome current healthcare challenges of low quality service provisioning, lack of easy accessibility to service varieties, high costs of services and increasing population of the elderly experienced globally. This paper reports on a prototype implementation of an architecture that seamlessly integrates Wireless Body Area Network (WBAN) with Web services (WS) to proactively collect physiological data of remote patients to recommend diagnostic services. Technologies based upon WBAN and WS can provide ubiquitous accessibility to a variety of services by allowing distributed healthcare resources to be massively reused to provide cost-effective services without individuals physically moving to the locations of those resources. In addition, these technologies can reduce costs of healthcare services by allowing individuals to access services to support their healthcare. The prototype uses WBAN body sensors implemented on arduino fio platforms to be worn by the patient and an android smart phone as a personal server. The physiological data are collected and uploaded through GPRS/internet to the Medical Health Server (MHS) to be analysed. The prototype monitors the activities, location and physiological parameters such as SpO2 and Heart Rate of the elderly and patients in rehabilitation. Authors: Sheng-Shu Cheng, Fong-Jung Yu
Abstract:
C-control chart assumes that process nonconformities follow a Poisson distribution. In actuality, however, this Poisson distribution does not always occur. A process control for semiconductor based on a Poisson distribution always underestimates the true average amount of nonconformities and the process variance. Quality is described more accurately if a compound Poisson process is used for process control at this time. A cumulative sum (CUSUM) control chart is much better than a C control chart when a small shift will be detected. This study calculates one-sided CUSUM ARLs using a Markov chain approach to construct a CUSUM control chart with an underlying Poisson-Gamma compound distribution for the failure mechanism. Moreover, an actual data set from a wafer plant is used to demonstrate the operation of the proposed model. The results show that a CUSUM control chart realizes significantly better performance than EWMA.

The implantation process was carried out at room temperature by Ne+ ions with energy of 100 KeV and with various doses (0.5-2.5) 1014 ion/cm2. We discovered that slight deviation of the plane of external alternating magnetic field from plane of sample leads to appearance intensive magneto-optical maximum in transparent region of garnet films ħω=0.5-2.0 eV. In the proceeding, we have also found that the deviation of polarization plane from P- component of incident light leads to the appearance of the similar magneto-optical effects in this region. Abstract:
The behavior of three phase five leg transformer under voltage sag is studied in this paper. This paper proposes a simple, practical model of a three phase-five leg, saturated transformer with accurate performance. Transformer saturation is produced when the voltage sag is recovered and it causes inrush current in transformer. Effects of voltage sag depth, duration and initial point on wave have been analyzed in this paper. Initial point on wave can produce maximum inrush current in five leg transformers while comparing with three leg transformers. The magnetic circuit symmetry of five leg transformer produces the more symmetrical shape of inrush current curves versus initial point on wave and sag duration than three leg transformer. The simulations show that current peak has a periodical dependence on sag duration and linear dependence on sag depth. Inrush current that is produced in three phase five leg transformer is higher than three phase three leg transformer. Keywords: Inrush current, three phase five leg transformer, saturation, voltage sag.

Abstract:
This paper proposes a new technique for improving the efficiency of software testing, which is based on a conventional attempt to reduce test cases that have to be tested for any given software. The approach utilizes the advantage of Regression Testing where fewer test cases would lessen time consumption of the testing as a whole. The technique also offers a means to perform test case generation automatically. Compared to one of the techniques in the literature where the tester has no option but to perform the test case generation manually, the proposed technique provides a better option. As for the test cases reduction, the technique uses simple algebraic conditions to assign fixed values to variables (Maximum, minimum and constant variables). By doing this, the variables values would be limited within a definite range, resulting in fewer numbers of possible test cases to process. The technique can also be used in program loops and arrays. Keywords: Software Testing, Test Case Generation, Test CaseReduction
