783 Podemos Party Origin: From Social Protest to Spanish Parliament

Abstract:

This paper analyzes the institutionalization of social protest in Spain. In the current crisis Podemos party seems to represent the political positions of the most affected citizens by the economic situation. It studies using quantitative techniques (statistical bivariate analysis), focusing on the exploitation of several bases of statistics data from the Center for Sociological and Research of Spanish Government, 15M movement characterization to its institutionalization in the Podemos party. Making a comparison between the participant's profile by the 15M and the social bases of Podemos votes. Data on the transformation of the socio-demographic profile of the fans, connoisseurs and 15M participants and voters are given.

782 EEG-Based Screening Tool for School Student’s Brain Disorders Using Machine Learning Algorithms

Abstract:

Attention-Deficit/Hyperactivity Disorder (ADHD), epilepsy, and autism affect millions of children worldwide, many of which are undiagnosed despite the fact that all of these disorders are detectable in early childhood. Late diagnosis can cause severe problems due to the late treatment and to the misconceptions and lack of awareness as a whole towards these disorders. Moreover, electroencephalography (EEG) has played a vital role in the assessment of neural function in children. Therefore, quantitative EEG measurement will be utilized as a tool for use in the evaluation of patients who may have ADHD, epilepsy, and autism. We propose a screening tool that uses EEG signals and machine learning algorithms to detect these disorders at an early age in an automated manner. The proposed classifiers used with epilepsy as a step taken for the work done so far, provided an accuracy of approximately 97% using SVM, Naïve Bayes and Decision tree, while 98% using KNN, which gives hope for the work yet to be conducted.

781 Nepros- An Innovated Crystal Necklace

Abstract:

In this paper, we proposed an invention of an accessory into a communication device that will help humans to be connected universally. Generally, this device will be made up of crystal and will combine many technologies that will enable the user to run various applications and software anywhere and everywhere. Bringing up the concept of from being user friendly, we had used the crystal as the main material of the device that will trap the surrounding lights to produce projection of its screen. This leads to a lesser energy consumption and allows smaller sized battery to be used, making the device less bulky. Additionally, we proposed the usage of micro batteries as our energy source. Thus, researches regarding crystal were made along with explanations in details of specification and function of the technology used in the device. Finally, we had also drawn several views of the invention from different sides to be visualized.

780 A Bathtub Curve from Nonparametric Model

Abstract:

This paper presents a nonparametric method to obtain the hazard rate “Bathtub curve” for power system components. The model is a mixture of the three known phases of a component life, the decreasing failure rate (DFR), the constant failure rate (CFR) and the increasing failure rate (IFR) represented by three parametric Weibull models. The parameters are obtained from a simultaneous fitting process of the model to the Kernel nonparametric hazard rate curve. From the Weibull parameters and failure rate curves the useful lifetime and the characteristic lifetime were defined. To demonstrate the model the historic time-to-failure of distribution transformers were used as an example. The resulted “Bathtub curve” shows the failure rate for the equipment lifetime which can be applied in economic and replacement decision models.

779 Electronic Government Services Adoption from Multi-Nationalities Perspectives

Abstract:

Electronic government is the application of Information and Communication Technologies (ICTs) by the government to improve public service delivery to citizens and businesses. The purpose of this study is to investigate factors influencing the adoption and use of e-government services from different nationalities perspectives. The Technology Acceptance Model (TAM) will be used as the theoretical framework for the study. A questionnaire would be developed and administered to 500 potential respondents who are students from different nationalities in China. Predictors such as perceived usefulness, perceived ease of use, computer self-efficacy, trust in both the internet and government, social influence and perceived service quality would be examined with regard to their impact on the intention to use e-government services. This research is currently at the design and implementation stage. The completion of this study will provide useful insights into understanding factors impacting the decision to use e-government services from a cross and multi nationalities perspectives.

778 Automatic Segmentation of the Clean Speech Signal

Abstract:

Speech Segmentation is the measure of the change point detection for partitioning an input speech signal into regions each of which accords to only one speaker. In this paper, we apply two features based on multi-scale product (MP) of the clean speech, namely the spectral centroid of MP, and the zero crossings rate of MP. We focus on multi-scale product analysis as an important tool for segmentation extraction. The MP is based on making the product of the speech wavelet transform coefficients (WTC). We have estimated our method on the Keele database. The results show the effectiveness of our method. It indicates that the two features can find word boundaries, and extracted the segments of the clean speech.

777 Characterization of Liver Leukocyte Infiltrates and Features of Cytokine Profile under Viral Hepatitis-Induced Immunosuppression

Abstract:

The nature, prevalence, cellular composition of leukocyte infiltrates and immunohistochemical characteristics of their constituent cells in the liver of patients with chronic viral hepatitis B and C were investigated. It was found that the area of distribution and cellular composition of infiltrates depended on the virus type and process activity. The expediency of immunohistochemical study using leukocyte infiltrates from liver biopsies of patients with viral hepatitis aimed at clarifying diagnosis, making prognosis, and choice of optimal treatment with elements of immune correction is emphasized.

776 Identifying Significant Factors of Brick Laying Process through Design of Experiment and Computer Simulation: A Case Study

Abstract:

Improving performance measures in the construction processes has been a major concern for managers and decision makers in the industry. They seek for ways to recognize the key factors which have the largest effect on the process. Identifying such factors can guide them to focus on the right parts of the process in order to gain the best possible result. In the present study design of experiment (DOE) has been applied to a computer simulation model of brick laying process to determine significant factors while productivity has been chosen as the response of the experiment. To this end, four controllable factors and their interaction have been experimented and the best factor level has been calculated for each one. The results indicate that three factors, namely, labor of brick, labor of mortar and inter arrival time of mortar along with interaction of labor of brick and labor of mortar are significant.

775 Career Counseling Program for the Psychological Well-Being of Freshmen University Students

Abstract:

One of the vital developmental tasks that an individual faces during adolescence is choosing a career. Arriving at a career decision is difficult and anxious for many adolescents in the tertiary level. The main purpose of this study is to determine the factors relating to career indecision among freshmen college students as basis for the formulation of a comprehensive career counseling program for the psychological well-being of freshmen university students. The subjects were purposively selected. The Slovin-s formula was used in determining the sample size, using a 0.05 margin of error in getting the total number of samples per college and per major. The researcher made use of descriptive correlational study in determining significant factors relating to career indecision. Multiple Regression Analysis indicated that career thoughts, career decisions and vocational identity as factors related to career indecision.

774 Consumption Insurance against the Chronic Illness: Evidence from Thailand

Abstract:

This paper studies consumption insurance against the chronic illness in Thailand. The study estimates the impact of household consumption in the chronic illness on consumption growth. Chronic illness is the health care costs of a person or a household’s decision in treatment for the long term; the causes and effects of the household’s ability for smooth consumption. The chronic illnesses are measured in health status when at least one member within the household faces the chronic illness. The data used is from the Household Social Economic Panel Survey conducted during 2007 and 2012. The survey collected data from approximately 6,000 households from every province, both inside and outside municipal areas in Thailand. The study estimates the change in household consumption by using an ordinary least squares (OLS) regression model. The result shows that the members within the household facing the chronic illness would reduce the consumption by around 4%. This case indicates that consumption insurance in Thailand is quite sufficient against chronic illness.

773 Impact of Reproductive Technologies on Women’s Lives in New Delhi: A Study from Feminist Perspective

Abstract:

This paper is concerned with the ways in which Assisted Reproductive Technologies (ARTs) affect women’s lives and perceptions regarding their infertility, contraception and reproductive health. The paper is based on a qualitative feminist survey study to explore and analyze issues arising from the use of ARTs by women in New Delhi, the capital of India. A rapid growth in the number of fertility clinics has been noticed recently. A critical analysis of interviews revealed that these technologies are used and developed for making profits at the cost of women’s lives. In this way, these technologies are influencing and changing the traditional patterns of motherhood requiring a rethinking about new ways of reproduction introduced through the use of ARTs.

772 A Probabilistic Optimization Approach for a Gas Processing Plant under Uncertain Feed Conditions and Product Requirements

Abstract:

This paper proposes a new optimization techniques for the optimization a gas processing plant uncertain feed and product flows. The problem is first formulated using a continuous linear deterministic approach. Subsequently, the single and joint chance constraint models for steady state process with timedependent uncertainties have been developed. The solution approach is based on converting the probabilistic problems into their equivalent deterministic form and solved at different confidence levels Case study for a real plant operation has been used to effectively implement the proposed model. The optimization results indicate that prior decision has to be made for in-operating plant under uncertain feed and product flows by satisfying all the constraints at 95% confidence level for single chance constrained and 85% confidence level for joint chance constrained optimizations cases.

771 The Political Economy of Police Corruption in Nigeria

Abstract:

The Nigeria Police Force bears the constitutional mandate as the primary policing agency for the protection of life and property within Nigeria; however, the police have an historical ill-reputation for corruption, ineptitude and impunity. Using the institutional theory of police as the framework of analysis, the paper argues that the performance of the police in Nigeria mirrors the dominant political, social and economic institutions and the structural environment of the Nigerian state. The article puts in perspective the deliberate political decision to underfund the police, leaving officers of the force the extra task of foraging for funds to undertake the duty that the Nigeria state primarily exists for; the article further explores the nexus between corruption in the police in Nigeria and the issue of funding. The article finds that the Nigerian state, by deliberately under-funding the police, while expecting the agency to perform its duties, has indirectly sanctioned the corruption of the force and approved the cooption of the institution of police and policing for private use in Nigeria.

770 The Role of ICT for Income Inequality: The Model and the Simulations

Abstract:

This paper is to clarify the relationship between ICT and income inequality. To do so, we develop the general equilibrium model with ICT investment, obtain the equilibrium solutions, and then simulate the model with these solutions for some OECD countries. As a result, generally, during the corresponding periods we confirm that the relationship between ICT investment and income inequality is positive. In this mode, the increment of the ratio of ICT investment to the aggregated investment in stock enhances the capital’s share of income, and finally leads to income inequality such as the increase of the share of the top decile income. Although we confirm the positive relationship between ICT investment and income inequality, the upward trend for that relationship depends on the values of parameters for the making use of the simulations and these parameters are not deterministic in the magnitudes on the calculated results for the simulations.

This study considers priorities of primary goals to increase policy efficiency of Green ICT. Recently several studies have been published that address how IT is linked to climate change. However, most of the previous studies are limited to Green ICT industrial statute and policy directions. This paper present Green ICT policy making processes systematically. As a result of the analysis of Korean Green ICT policy, the following emerged as important to accomplish for Green ICT policy: eco-friendliness, technology evolution, economic efficiency, energy efficiency, and stable supply of energy. This is an initial study analyzing Green ICT policy, which provides an academic framework that can be used a guideline to establish Green ICT policy.

Abstract:

Establishing pumping stations is one of the most common ways of providing water from rivers. There are many issues involved in the design and operation of pumping stations most important of which is the problem of sedimentation. One of the significant issues which must be taken into consideration in designing pumping stations is the operation method and technical matters related to it. Safety and convenience of operation is one of the issues that must be always considered by the designer. Some of the major issues in making decisions regarding the type of design for the station are geographical condition, the location of the station and availability of experts in maintenance and operation of the station. Dimensions of the station must allow free movement for checking and operating pumps after installation of pumps and plumbing system.

767 Prospective Use of Rice Husk Ash to Produce Concrete in India

In this paper, the author studied the possibilities of using Rice Husk Ash (RHA) available in India; to produce concrete. Experiments conducted with RHA obtained from West Bengal, India; to replace cement partially to produce concrete of grade M10, M15, M20, M25 and M30. The concrete produced in the laboratory by replacing cement by 5%, 10%, 15%, 20%, 25% and 30% RHA. Compressive strength tests carried out to determine the strength of concrete. Cost analysis and comparison done to show the cost effectiveness of RHA Concrete. Traditional uses of Rice Husk in India pointed out and the advantages of using RHA in making concrete highlighted. Suggestion provided regarding prospective application of RHA concrete in India; which in turn will definitely reduce the cost of concrete and environmental friendly due to utilization of waste and replacement of Cement.

766 The Cinema in Turkey During 1940s

Abstract:

The cinema in Turkey during the 1940s was shaped under the Second World War conditions. The amateur film makers from different socioeconomic roots experienced movie production in those years. Having similar socioeconomic characteristics and autobiographies, each of them has a different understanding of cinema. Nevertheless, they joined in making movies which address native culture and audience. They narrated indigenous stories with native music, amateur players and simple settings. Although the martial law, censorship and economical deficiencies, they started to produce films in the Second World War. The cinematographers of the 1940s usually called as thetransition period cinematographers in Turkey, producing in the passage between the period of thetheatre playersand the period of thenational cinema. But, 1940- 1950 period of Turkish cinema should be defined not as a transition but a period of forming the professional conscioussness in cinema.

765 Influence of Type of Burner on NOx Emission Characteristics from Combustion of Palm Methyl Ester

Abstract:

Palm methyl ester (PME) is one of the alternative biomass fuels to liquid fossil fuels. To investigate the combustion characteristics of PME as an alternative fuel for gas turbines, combustion experiments using two types of burners under atmospheric pressure were performed. One of the burners has a configuration making strong non-premixed flame, whereas the other has a configuration promoting prevaporization of fuel droplets. The results show that the NOx emissions can be reduced by employing the latter burner without accumulation of soot when PME is used as a fuel. A burner configuration promoting prevaporzation of fuel droplets is recommended for PME.

764 Human Settlement, Land Management and Health in Sub Saharan Cities

Abstract:

An epidemiological cross sectional study was undertaken in Yaoundé in 2002 and updated in 2005. Focused on health within the city, the objectives were to measure diarrheal prevalence and to identify the risk factors associated with them. Results of microbiological examinations have revealed an urban average prevalence rate of 14.5%. Access to basic services in the living environment appears to be an important risk factor for diarrheas. Statistical and spatial analyses conducted have revealed that prevalence of diarrheal diseases vary among the two main types of settlement (informal and planned). More importantly, this study shows that, diarrhea prevalence rates (notably bacterial and parasitic diarrheas) vary according to the sub- category of settlements. The study draws a number of theoretical and policy implications for researchers and policy decision makers.

763 On the Use of Correlated Binary Model in Social Network Analysis

Abstract:

In social network analysis the mean nodal degree and density of the graph can be considered as a measure of the activity of all actors in the network and this is an important property of a graph and for making comparisons among networks. Since subjects in a family or organization are subject to common environment factors, it is prime interest to study the association between responses. Therefore, we study the distribution of the mean nodal degree and density of the graph under correlated binary units. The cross product ratio is used to capture the intra-units association among subjects. Computer program and an application are given to show the benefits of the method.

762 The Effect of Land Cover on Movement of Vehicles in the Terrain

Abstract:

This article deals with geographical conditions in terrain and their effect on the movement of vehicles, their effect on speed and safety of movement of people and vehicles. Finding of the optimal routes outside the communication is studied in the Army environment, but it occur in civilian as well, primarily in crisis situation, or by the provision of assistance when natural disasters such as floods, fires, storms etc., have happened. These movements require the optimization of routes when effects of geographical factors should be included. The most important factor is the surface of a terrain. It is based on several geographical factors as are slopes, soil conditions, micro-relief, a type of surface and meteorological conditions. Their mutual impact has been given by coefficient of deceleration. This coefficient can be used for the commander`s decision. New approaches and methods of terrain testing, mathematical computing, mathematical statistics or cartometric investigation are necessary parts of this evaluation.

761 A Framework for Data Mining Based Multi-Agent: An Application to Spatial Data

Abstract:

Data mining is an extraordinarily demanding field referring to extraction of implicit knowledge and relationships, which are not explicitly stored in databases. A wide variety of methods of data mining have been introduced (classification, characterization, generalization...). Each one of these methods includes more than algorithm. A system of data mining implies different user categories,, which mean that the user-s behavior must be a component of the system. The problem at this level is to know which algorithm of which method to employ for an exploratory end, which one for a decisional end, and how can they collaborate and communicate. Agent paradigm presents a new way of conception and realizing of data mining system. The purpose is to combine different algorithms of data mining to prepare elements for decision-makers, benefiting from the possibilities offered by the multi-agent systems. In this paper the agent framework for data mining is introduced, and its overall architecture and functionality are presented. The validation is made on spatial data. Principal results will be presented.

760 Experimental Study of Tunable Layout Printed Fresnel Lens Structure Based on Dye Doped Liquid Crystal

Abstract:

In this article, we present a layout printing way for producing Fresnel zone on 1294-1b doped liquid crystal with Methyl-Red azo dye. We made a Fresnel zone mask with 25 zones and radius of 5 mm using lithography technique. With layout printing way, we recorded mask’s pattern on cell with λ=532 nm solid-state diode pump laser. By recording Fresnel zone pattern on cell and making Fresnel pattern on the surface of cell, odd and even zones, will form. The printed pattern, because of Azo dye’s photoisomerization, was permanent. Experimentally, we saw focal length tunability from 32 cm to 43 cm.

Abstract:

In this paper, a data mining model to SMEs for detecting financial and operational risk indicators by data mining is presenting. The identification of the risk factors by clarifying the relationship between the variables defines the discovery of knowledge from the financial and operational variables. Automatic and estimation oriented information discovery process coincides the definition of data mining. During the formation of model; an easy to understand, easy to interpret and easy to apply utilitarian model that is far from the requirement of theoretical background is targeted by the discovery of the implicit relationships between the data and the identification of effect level of every factor. 758 Mining Implicit Knowledge to Predict Political Risk by Providing Novel Framework with Using Bayesian Network

Abstract:

Nowadays predicting political risk level of country has become a critical issue for investors who intend to achieve accurate information concerning stability of the business environments. Since, most of the times investors are layman and nonprofessional IT personnel; this paper aims to propose a framework named GECR in order to help nonexpert persons to discover political risk stability across time based on the political news and events. To achieve this goal, the Bayesian Networks approach was utilized for 186 political news of Pakistan as sample dataset. Bayesian Networks as an artificial intelligence approach has been employed in presented framework, since this is a powerful technique that can be applied to model uncertain domains. The results showed that our framework along with Bayesian Networks as decision support tool, predicted the political risk level with a high degree of accuracy.

757 Frame and Burst Acquisition in TDMA Satellite Communication Networks with Transponder Hopping

Abstract:

The paper presents frame and burst acquisition in a satellite communication network based on time division multiple access (TDMA) in which the transmissions may be carried on different transponders. A unique word pattern is used for the acquisition process. The search for the frame is aided by soft-decision of QPSK modulated signals in an additive white Gaussian channel. Results show that when the false alarm rate is low the probability of detection is also low, and the acquisition time is long. Conversely when the false alarm rate is high, the probability of detection is also high and the acquisition time is short. Thus the system operators can trade high false alarm rates for high detection probabilities and shorter acquisition times.

755 Analysis of Linear Equalizers for Cooperative Multi-User MIMO Based Reporting System

Abstract:

In this paper, we consider a multi user multiple input multiple output (MU-MIMO) based cooperative reporting system for cognitive radio network. In the reporting network, the secondary users forward the primary user data to the common fusion center (FC). The FC is equipped with linear equalizers and an energy detector to make the decision about the spectrum. The primary user data are considered to be a digital video broadcasting - terrestrial (DVB-T) signal. The sensing channel and the reporting channel are assumed to be an additive white Gaussian noise and an independent identically distributed Raleigh fading respectively. We analyzed the detection probability of MU-MIMO system with linear equalizers and arrived at the closed form expression for average detection probability. Also the system performance is investigated under various MIMO scenarios through Monte Carlo simulations.

754 Software Model for a Computer Based Training for an HVDC Control Desk Simulator

Abstract:

With major technological advances and to reduce the cost of training apprentices for real-time critical systems, it was necessary the development of Intelligent Tutoring Systems for training apprentices in these systems. These systems, in general, have interactive features so that the learning is actually more efficient, making the learner more familiar with the mechanism in question. In the home stage of learning, tests are performed to obtain the student's income, a measure on their use. The aim of this paper is to present a framework to model an Intelligent Tutoring Systems using the UML language. The various steps of the analysis are considered the diagrams required to build a general model, whose purpose is to present the different perspectives of its development.
