1959 Perceived Ease-of-Use and Intention to Use E-Government Services in Ghana: The Moderating Role of Perceived Usefulness

Authors: Isaac Kofi Mensah

Abstract:

Public sector organizations, ministries, departments and local government agencies are adopting e-government as a means to provide efficient and quality service delivery to citizens. The purpose of this research paper is to examine the extent to which perceived usefulness (PU) of e-government services moderates between perceived ease-of-use (PEOU) of e-government services and intention to use (IU) e-government services in Ghana. A structured research questionnaire instrument was developed and administered to 700 potential respondents in Ghana, of which 693 responded, representing 99% of the questionnaires distributed. The Technology Acceptance Model (TAM) was used as the theoretical framework for the study. The Statistical Package for Social Science (SPSS) was used to capture and analyze the data. The results indicate that even though predictors such as PU and PEOU are main determiners of citizens’ intention to adopt and use e-government services in Ghana, it failed to show that PEOU and IU e-government services in Ghana is significantly moderated by the PU of e-government services. The implication of this finding on theory and practice is further discussed.

1958 System Identification with General Dynamic Neural Networks and Network Pruning

Authors: Christian Endisch, Christoph Hackl, Dierk Schröder

Abstract:

This paper presents an exact pruning algorithm with adaptive pruning interval for general dynamic neural networks (GDNN). GDNNs are artificial neural networks with internal dynamics. All layers have feedback connections with time delays to the same and to all other layers. The structure of the plant is unknown, so the identification process is started with a larger network architecture than necessary. During parameter optimization with the Levenberg- Marquardt (LM) algorithm irrelevant weights of the dynamic neural network are deleted in order to find a model for the plant as simple as possible. The weights to be pruned are found by direct evaluation of the training data within a sliding time window. The influence of pruning on the identification system depends on the network architecture at pruning time and the selected weight to be deleted. As the architecture of the model is changed drastically during the identification and pruning process, it is suggested to adapt the pruning interval online. Two system identification examples show the architecture selection ability of the proposed pruning approach.

1957 An Experimental Study on Development of the Connection System of Concrete Barriers Applicable to Modular Bridge

Authors: Seung-Kyung Kye, Sang-Seung Lee, Dooyong Cho, Sun-Kyu Park

Abstract:

Although many studies on the assembly technology of the bridge construction have dealt mostly with on the pier, girder or the deck of the bridge, studies on the prefabricated barrier have rarely been performed. For understanding structural characteristics and application of the concrete barrier in the modular bridge, which is an assembly of structure members, static loading test was performed. Structural performances as a road barrier of the three methods, conventional cast-in-place(ST), vertical bolt connection(BVC) and horizontal bolt connection(BHC) were evaluated and compared through the analyses of load-displacement curves, strain curves of the steel, concrete strain curves and the visual appearances of crack patterns. The vertical bolt connection(BVC) method demonstrated comparable performance as an alternative to conventional cast-in-place(ST) while providing all the advantages of prefabricated technology. Necessities for the future improvement in nuts enforcement as well as legal standard and regulation are also addressed.

1956 Water Security in Rural Areas through Solar Energy in Baja California Sur, Mexico

Authors: Luis F. Beltrán-Morales, Dalia Bali Cohen, Enrique Troyo-Diéguez, Gerzaín Avilés Polanco, Victor Sevilla Unda

Abstract:

This study aims to assess the potential of solar energy technology for improving access to water and hence the livelihood strategies of rural communities in Baja California Sur, Mexico. It focuses on livestock ranches and photovoltaic water-pumptechnology as well as other water extraction methods. The methodology used are the Sustainable Livelihoods and the Appropriate Technology approaches. A household survey was applied in June of 2006 to 32 ranches in the municipality, of which 22 used PV pumps; and semi-structured interviews were conducted. Findings indicate that solar pumps have in fact helped people improve their quality of life by allowing them to pursue a different livelihood strategy and that improved access to water -not necessarily as more water but as less effort to extract and collect it- does not automatically imply overexploitation of the resource; consumption is based on basic needs as well as on storage and pumping capacity. Justification for such systems lies in the avoidance of logistical problems associated to fossil fuels, PV pumps proved to be the most beneficial when substituting gasoline or diesel equipment but of dubious advantage if intended to replace wind or gravity systems. Solar water pumping technology-s main obstacle to dissemination are high investment and repairs costs and it is therefore not suitable for all cases even when insolation rates and water availability are adequate. In cases where affordability is not an obstacle it has become an important asset that contributes –by means of reduced expenses, less effort and saved time- to the improvement of livestock, the main livelihood provider for these ranches.

Authors: Hassan Attahiru Gwandu

Abstract:

This study aims at surveying and analyzing the contribution of Sokoto scholars or Sokoto Caliphate in the development of science and technology in West Africa. Today, it is generally accepted that the 19th century Islamic revivalism in Hausaland was a very important revolution in the history of Hausa society and beyond. It is therefore, as a result of this movement or Jihad; the Hausaland (West Africa in general) witnessed several changes and transformations. These changes were in different sectors of life from politics, economy to social and religious aspect. It is these changes especially on religion that will be given considerations in this paper. The jihad resulted is the establishment of an Islamic state of Sokoto Caliphate, the revival Islam and development of learning and scholarship. During the existence of this Caliphate, a great deal of scholarship on Islamic laws were revived, written and documented by mostly, the three Jihad leaders; Usmanu Danfodiyo, his brother Abdullahi Fodiyo and his son Muhammad Bello. The trio had written more than one thousand books and made several verdicts on Islamic medicine. This study therefore, seeks to find out the contributions of these scholars or the Sokoto caliphate in the development of science in West Africa.

1954 Towards Growing Self-Organizing Neural Networks with Fixed Dimensionality

Authors: Guojian Cheng, Tianshi Liu, Jiaxin Han, Zheng Wang

Abstract:

The competitive learning is an adaptive process in which the neurons in a neural network gradually become sensitive to different input pattern clusters. The basic idea behind the Kohonen-s Self-Organizing Feature Maps (SOFM) is competitive learning. SOFM can generate mappings from high-dimensional signal spaces to lower dimensional topological structures. The main features of this kind of mappings are topology preserving, feature mappings and probability distribution approximation of input patterns. To overcome some limitations of SOFM, e.g., a fixed number of neural units and a topology of fixed dimensionality, Growing Self-Organizing Neural Network (GSONN) can be used. GSONN can change its topological structure during learning. It grows by learning and shrinks by forgetting. To speed up the training and convergence, a new variant of GSONN, twin growing cell structures (TGCS) is presented here. This paper first gives an introduction to competitive learning, SOFM and its variants. Then, we discuss some GSONN with fixed dimensionality, which include growing cell structures, its variants and the author-s model: TGCS. It is ended with some testing results comparison and conclusions.

1953 Current Controlled Current Conveyor (CCCII)and Application using 65nm CMOS Technology

Authors: Zia Abbas, Giuseppe Scotti, Mauro Olivieri

Abstract:

Current mode circuits like current conveyors are getting significant attention in current analog ICs design due to their higher band-width, greater linearity, larger dynamic range, simpler circuitry, lower power consumption and less chip area. The second generation current controlled conveyor (CCCII) has the advantage of electronic adjustability over the CCII i.e. in CCCII; adjustment of the X-terminal intrinsic resistance via a bias current is possible. The presented approach is based on the CMOS implementation of second generation positive (CCCII+), negative (CCCII-) and dual Output Current Controlled Conveyor (DOCCCII) and its application as Universal filter. All the circuits have been designed and simulated using 65nm CMOS technology model parameters on Cadence Virtuoso / Spectre using 1V supply voltage. Various simulations have been carried out to verify the linearity between output and input ports, range of operation frequency, etc. The outcomes show good agreement between expected and experimental results.

1952 Computer Based Medicine: I - The Future

Authors: Essam Abd-Elrazek

Abstract:

With the rapid growth in business size, today-s businesses orient Throughout thirty years local, national and international experience in medicine as a medical student, junior doctor and eventually Consultant and Professor in Anaesthesia, Intensive Care and Pain Management, I note significant generalised dissatisfaction among medical students and doctors regarding their medical education and practice. We repeatedly hear complaints from patients about the dysfunctional health care system they are dealing with and subsequently the poor medical service that they are receiving. Medical students are bombarded with lectures, tutorials, clinical rounds and various exams. Clinicians are weighed down with a never-ending array of competing duties. Patients are extremely unhappy about the long waiting lists, loss of their records and the continuous deterioration of the health care service. This problem has been reported in different countries by several authors [1,2,3]. In a trial to solve this dilemma, a genuine idea has been suggested implementing computer technology in medicine [2,3]. Computers in medicine are a medium of international communication of the revolutionary advances being made in the application of the computer to the fields of bioscience and medicine [4,5]. The awareness about using computers in medicine has recently increased all over the world. In Misr University for Science & Technology (MUST), Egypt, medical students are now given hand-held computers (Laptop) with Internet facility making their medical education accessible, convenient and up to date. However, this trial still needs to be validated. Helping the readers to catch up with the on going fast development in this interesting field, the author has decided to continue reviewing the literature, exploring the state-of-art in computer based medicine and up dating the medical professionals especially the local trainee Doctors in Egypt. In part I of this review article we will give a general background discussing the potential use of computer technology in the various aspects of the medical field including education, research, clinical practice and the health care service given to patients. Hope this will help starting changing the culture, promoting the awareness about the importance of implementing information technology (IT) in medicine, which is a field in which such help is needed. An international collaboration is recommended supporting the emerging countries achieving this target.

1951 Fast Wavelet Image Denoising Based on Local Variance and Edge Analysis

Authors: Gaoyong Luo

Abstract:

The approach based on the wavelet transform has been widely used for image denoising due to its multi-resolution nature, its ability to produce high levels of noise reduction and the low level of distortion introduced. However, by removing noise, high frequency components belonging to edges are also removed, which leads to blurring the signal features. This paper proposes a new method of image noise reduction based on local variance and edge analysis. The analysis is performed by dividing an image into 32 x 32 pixel blocks, and transforming the data into wavelet domain. Fast lifting wavelet spatial-frequency decomposition and reconstruction is developed with the advantages of being computationally efficient and boundary effects minimized. The adaptive thresholding by local variance estimation and edge strength measurement can effectively reduce image noise while preserve the features of the original image corresponding to the boundaries of the objects. Experimental results demonstrate that the method performs well for images contaminated by natural and artificial noise, and is suitable to be adapted for different class of images and type of noises. The proposed algorithm provides a potential solution with parallel computation for real time or embedded system application.

1950 Perceptions of Climate Change and Adaptation of Climate-Smart Technology by the Paddy Farmers: A Case Study of Kandy District in Sri Lanka

Authors: W. A. D. P. Wanigasundera, P. C. B. Alahakoon

Abstract:

Kandy district in Sri Lanka, has small scale and rain-fed paddy farming, and highly vulnerable to climate change. In this study, the status of climate change was assessed using meteorological data and compared with the perceptions of paddy farming community. Factors affecting the adaptation to the climate smart farming were also assessed.

Meteorological data for 33 years were collected and the changes over time compared with the perceptions of farmers. The temperature, rainfall and number of rainy days have increased in both locations. The onset of rains also has shifted. The perceptions of the majority of the farmers were in line with the actual changes. The knowledge and attitudes about the causes of climate change and adaptation were medium and related to level of adoption. Formulating effective communication strategies, and a collaborative approach involving state, private sector, civil society to make Sri Lankan agriculture ‘climate-smart’ is urgently needed.

1949 3D Human Reconstruction over Cloud Based Image Data via AI and Machine Learning

Authors: Kaushik Sathupadi, Sandesh Achar

Abstract:

Human action recognition (HAR) modeling is a critical task in machine learning. These systems require better techniques for recognizing body parts and selecting optimal features based on vision sensors to identify complex action patterns efficiently. Still, there is a considerable gap and challenges between images and videos, such as brightness, motion variation, and random clutters. This paper proposes a robust approach for classifying human actions over cloud-based image data. First, we apply pre-processing and detection, human and outer shape detection techniques. Next, we extract valuable information in terms of cues. We extract two distinct features: fuzzy local binary patterns and sequence representation. Then, we applied a greedy, randomized adaptive search procedure for data optimization and dimension reduction, and for classification, we used a random forest. We tested our model on two benchmark datasets, AAMAZ and the KTH Multi-view Football datasets. Our HAR framework significantly outperforms the other state-of-the-art approaches and achieves a better recognition rate of 91% and 89.6% over the AAMAZ and KTH Multi-view Football datasets, respectively.

Authors: Youngsuck Ji, Youngjoon Han, Hernsoo Hahn

Abstract:

In this paper, we proposed the robust mobile object detection method for light effect in the night street image block based updating reference background model using block state analysis. Experiment image is acquired sequence color video from steady camera. When suddenly appeared artificial illumination, reference background model update this information such as street light, sign light. Generally natural illumination is change by temporal, but artificial illumination is suddenly appearance. So in this paper for exactly detect artificial illumination have 2 state process. First process is compare difference between current image and reference background by block based, it can know changed blocks. Second process is difference between current image-s edge map and reference background image-s edge map, it possible to estimate illumination at any block. This information is possible to exactly detect object, artificial illumination and it was generating reference background more clearly. Block is classified by block-state analysis. Block-state has a 4 state (i.e. transient, stationary, background, artificial illumination). Fig. 1 is show characteristic of block-state respectively [1]. Experimental results show that the presented approach works well in the presence of illumination variance.

1946 Analyzing The Effect of Variable Round Time for Clustering Approach in Wireless Sensor Networks

Authors: Vipin Pal, Girdhari Singh, R P Yadav

Abstract:

As wireless sensor networks are energy constraint networks so energy efficiency of sensor nodes is the main design issue. Clustering of nodes is an energy efficient approach. It prolongs the lifetime of wireless sensor networks by avoiding long distance communication. Clustering algorithms operate in rounds. Performance of clustering algorithm depends upon the round time. A large round time consumes more energy of cluster heads while a small round time causes frequent re-clustering. So existing clustering algorithms apply a trade off to round time and calculate it from the initial parameters of networks. But it is not appropriate to use initial parameters based round time value throughout the network lifetime because wireless sensor networks are dynamic in nature (nodes can be added to the network or some nodes go out of energy). In this paper a variable round time approach is proposed that calculates round time depending upon the number of active nodes remaining in the field. The proposed approach makes the clustering algorithm adaptive to network dynamics. For simulation the approach is implemented with LEACH in NS-2 and the results show that there is 6% increase in network lifetime, 7% increase in 50% node death time and 5% improvement over the data units gathered at the base station.

Authors: Mayar A. Omar, Ismail Gomaa, Heba Badawy, Hosam Moubarak

Abstract:

Enterprise resource planning (ERP) is an integrated system that helps companies in managing their resources. There are two types of ERP systems, the traditional ERP systems, and the cloud ERP systems. Cloud ERP systems were introduced after the development of cloud computing technology. This research aims to identify the factors that affect the adoption of cloud ERP in Egyptian companies. Moreover, the aim of our study is to provide guidance to Egyptian companies in the cloud ERP adoption decision and to participate in increasing the number of the cloud ERP studies that are conducted in the Middle East and in developing countries. There are many factors influencing the adoption of cloud ERP in Egyptian organizations which are discussed and explained in the research. Those factors are examined through combining the Diffusion of Innovation theory (DOI) and technology-organization-environment framework (TOE). Data were collected through a survey that was developed using constructs from the existing studies of cloud computing and cloud ERP technologies and was then modified to fit our research. The analysis of the data was based on Structural Equation Modeling (SEM) using Smart PLS software that was used for the empirical analysis of the research model.

1944 Study of Reporting System for Adverse Events Related to Common Medical Devices at a Tertiary Care Public Sector Hospital in India

Authors: S. Kurien, S. Satpathy, S. K. Gupta, S. K. Arya, D. K. Sharma

Abstract:

Advances in the use of health care technology have resulted in increased adverse events (AEs) related to the use of medical devices. The study focused on the existing reporting systems. This study was conducted in a tertiary care public sector hospital. Devices included Syringe infusion pumps, Cardiac monitors, Pulse oximeters, Ventilators and Defibrillators. A total of 211 respondents were recruited. Interviews were held with 30 key informants. Medical records were scrutinized. Relevant statistical tests were used. Resident doctors reported maximum frequency of AEs, followed by nurses; and least by consultants. A significant association was found between the cadre of health care personnel and awareness that the patients and bystanders have a risk of sustaining AE. Awareness regarding reporting of AEs was low, and it was generally done verbally. Other critical findings are discussed in the light of the barriers to reporting, reasons for non-compliance, recording system, and so on.

1943 Fuzzy Control of the Air Conditioning System at Different Operating Pressures

Authors: Mohanad Alata , Moh'd Al-Nimr, Rami Al-Jarrah

Abstract:

The present work demonstrates the design and simulation of a fuzzy control of an air conditioning system at different pressures. The first order Sugeno fuzzy inference system is utilized to model the system and create the controller. In addition, an estimation of the heat transfer rate and water mass flow rate injection into or withdraw from the air conditioning system is determined by the fuzzy IF-THEN rules. The approach starts by generating the input/output data. Then, the subtractive clustering algorithm along with least square estimation (LSE) generates the fuzzy rules that describe the relationship between input/output data. The fuzzy rules are tuned by Adaptive Neuro-Fuzzy Inference System (ANFIS). The results show that when the pressure increases the amount of water flow rate and heat transfer rate decrease within the lower ranges of inlet dry bulb temperatures. On the other hand, and as pressure increases the amount of water flow rate and heat transfer rate increases within the higher ranges of inlet dry bulb temperatures. The inflection in the pressure effect trend occurs at lower temperatures as the inlet air humidity increases.

1942 Investigating Mental Workload of VR Training versus Serious Game Training on Shoot Operation Training

Authors: Ta-Min Hung, Tien-Lung Sun

Abstract:

Thanks to VR technology advanced, there are many researches had used VR technology to develop a training system. Using VR characteristics can simulate many kinds of situations to reach our training-s goal. However, a good training system not only considers real simulation but also considers learner-s learning motivation. So, there are many researches started to conduct game-s features into VR training system. We typically called this is a serious game. It is using game-s features to engage learner-s learning motivation. However, VR or Serious game has another important advantage. That is simulating feature. Using this feature can create any kinds of pressured environments. Because in the real environment may happen any emergent situations. So, increasing the trainees- pressure is more important when they are training. Most pervious researches are investigated serious game-s applications and learning performance. Seldom researches investigated how to increase the learner-s mental workload when they are training. So, in our study, we will introduce a real case study and create two types training environments. 1941 Vibration Suppression of Timoshenko Beams with Embedded Piezoelectrics Using POF

Authors: T. C. Manjunath, B. Bandyopadhyay

Abstract:

This paper deals with the design of a periodic output feedback controller for a flexible beam structure modeled with Timoshenko beam theory, Finite Element Method, State space methods and embedded piezoelectrics concept. The first 3 modes are considered in modeling the beam. The main objective of this work is to control the vibrations of the beam when subjected to an external force. Shear piezoelectric sensors and actuators are embedded into the top and bottom layers of a flexible aluminum beam structure, thus making it intelligent and self-adaptive. The composite beam is divided into 5 finite elements and the control actuator is placed at finite element position 1, whereas the sensor is varied from position 2 to 5, i.e., from the nearby fixed end to the free end. 4 state space SISO models are thus developed. Periodic Output Feedback (POF) Controllers are designed for the 4 SISO models of the same plant to control the flexural vibrations. The effect of placing the sensor at different locations on the beam is observed and the performance of the controller is evaluated for vibration control. Conclusions are finally drawn.

1940 Secure Distance Bounding Protocol on Ultra-WideBand Based Mapping Code

Authors: Jamel Miri, Bechir Nsiri, Ridha Bouallegue

Abstract:

Ultra WidBand-IR physical layer technology has seen a great development during the last decade which makes it a promising candidate for short range wireless communications, as they bring considerable benefits in terms of connectivity and mobility. However, like all wireless communication they suffer from vulnerabilities in terms of security because of the open nature of the radio channel. To face these attacks, distance bounding protocols are the most popular counter measures. In this paper, we presented a protocol based on distance bounding to thread the most popular attacks: Distance Fraud, Mafia Fraud and Terrorist fraud. In our work, we study the way to adapt the best secure distance bounding protocols to mapping code of ultra-wideband (TH-UWB) radios. Indeed, to ameliorate the performances of the protocol in terms of security communication in TH-UWB, we combine the modified protocol to ultra-wideband impulse radio technology (IR-UWB). The security and the different merits of the protocols are analyzed.

1939 Conceptualizing an Open Living Museum Beyond Musealization in the Context of a Historic City: Study of Bhaktapur World Heritage Site, Nepal

Authors: Shyam Sunder Kawan

Abstract:

Museums are enclosed buildings encompassing and displaying creative artworks, artefacts and discoveries for people’s knowledge and observation. In the context of Nepal, museums and exhibition areas are either adaptive to small gallery spaces in residences or ‘neo-classical palatial complexes’ that evolved during the 19th century. This study accepts the sparse occurrence of a diverse range of artworks and expressions in the country's complex cultural manifestations within vivid ethnic groups. This study explores the immense potential of one such prevalence beyond the delimitation of physical boundaries. Taking Bhaktapur World Heritage Site as a case, the study perpetuates its investigation into real-time life activities that this city and its cultural landscapes ensemble. Seeking the ‘musealization’ as an urban process to induce museums into the city precinct, this study anticipates art-space into urban spaces to offer a limitless experience for this contemporary world. Unveiling art as an experiential component, this study aims in conceptualizing a living heritage as an infinite resource for museum interpretation beyond just educational institute purposes.

1938 Forecasting the Influences of Information and Communication Technology on the Structural Changes of Japanese Industrial Sectors: A Study Using Statistical Analysis

Authors: Ubaidillah Zuhdi, Shunsuke Mori, Kazuhisa Kamegai

Abstract:

The purpose of this study is to forecast the influences of information and communication technology (ICT) on the structural changes of Japanese economies. In this study, input-output (IO) and statistical approaches are used as analysis instruments. More specifically, this study employs Leontief IO coefficients and constrained multivariate regression (CMR) model in order to achieve the purpose. The periods of initial and forecast in this study are 2005 and 2015, respectively. In this study, ICT is represented by ICT capital stocks. This study conducts two levels of analysis, namely macro and micro. The results of macro level analysis show that the dynamics of Japanese economies on the forecast period, relative to the initial period, are not so high. We focus on (1) commerce, (2) business services and office supplies, and (3) personal services sectors when conducting the analysis of the micro level. Further, we analyze its specific IO coefficients when doing this analysis. The results of the analysis explain that ICT gives a strong influence on the changes of these coefficients from initial to forecast periods.

Abstract:

Experiments have been carried out at the Latvia University of Agriculture Department of Food Technology. The aim of this work was to assess the effect of thermal treatment in flexible retort pouch packaging on the quality of potatoes’ produce during the storage time. Samples were evaluated immediately after retort thermal treatment; and following 1; 2; 3 and 4 storage months at the ambient temperature of +18±2ºC in vacuum packaging from polyamide/polyethylene (PA/PE) and aluminum/polyethylene (Al/PE) film pouches with barrier properties. Experimentally the quality of the potatoes’ produce in dry butter and mushroom dressings was characterized by measuring pH, hardness, color, microbiological properties and sensory evaluation. The sterilization was effective in protecting the produce from physical, chemical, and microbial quality degradation. According to the study of obtained data, it can be argued that the selected product processing technology and packaging materials could be applied to provide the safety and security during four-month storage period.

1936 Treatment or Re-Victimizing the Victims

Authors: Juliana Panova

Abstract:

Severe symptoms, such as dissociation, depersonalization, self-mutilation, suicidal ideations and gestures, are the main reasons for a person to be diagnosed with Borderline Personality Disorder (BPD) and admitted to an inpatient Psychiatric Hospital. However, these symptoms are also indicators of a severe traumatic history as indicated by the extensive research on the topic. Unfortunately patients with such clinical presentation often are treated repeatedly only for their symptomatic behavior, while the main cause for their suffering, the trauma itself, is usually left unaddressed therapeutically. All of the highly structured, replicable, and manualized treatments lack the recognition of the uniqueness of the person and fail to respect his/her rights to experience and react in an idiosyncratic manner. Thus the communicative and adaptive meaning of such symptomatic behavior is missed. Only its pathological side is recognized and subjected to correction and stigmatization, and the message that the person is damaged goods that needs fixing is conveyed once again. However, this time the message would be even more convincing for the victim, because it is sent by mental health providers, who have the credibility to make such a judgment. The result is a revolving door of very expensive hospitalizations for only a temporary and patchy fix. In this way the patients, once victims of abuse and hardship are left invalidated and thus their re-victimization is perpetuated in their search for understanding and help. However, this mode selection process also makes the encoding process extremely complex, especially in the computation of the ratedistortion cost function, which includes the computations of the sum of squared difference (SSD) between the original and reconstructed image blocks and context-based entropy coding of the block. In this paper, a transform-domain rate-distortion optimization accelerator based on fast SSD (FSSD) and VLC-based rate estimation algorithm is proposed. This algorithm could significantly simplify the hardware architecture for the rate-distortion cost computation with only ignorable performance degradation. An efficient hardware structure for implementing the proposed transform-domain rate-distortion optimization accelerator is also proposed. Simulation results demonstrated that the proposed algorithm reduces about 47% of total encoding time with negligible degradation of coding performance. The proposed method can be easily applied to many mobile video application areas such as a digital camera and a DMB (Digital Multimedia Broadcasting) phone.

1934 Radical Technological Innovation–Comparison of a Critical Success Factors Framework with Existing Literature

Authors: Florian Wohlfeil, Orestis Terzidis, Louisa Hellmann

Abstract:

Radical technological innovations enable companies to reach strong market positions and are thus desirable. On the other hand, the innovation process is related to significant costs and risks. Hence, the knowledge of the factors that influence success is crucial for technology driven companies. Taking a previously developed framework of Critical Success Factors for radical technological innovations as a reference model, we conducted a structured and focused literature review of eleven standard books within the field of technology and innovation management. With this approach we aim to evaluate, expand, and clarify the set of Critical Success Factors detailed in this framework. Overall, the set of factors and their allocation to the main categories of the framework could be confirmed. However, the factor organizational home is not emphasized and discussed in most of the reviewed literature. On the other hand, an additional factor that has not been part of the framework is described to be important – strategy fit. Furthermore, the factors strategic alliances and platform strategy appear in the literature but in a different context compared to the reference model.

1933 To Know the Way to the Unknown: A Semi-Experimental Study on the Implication of Skills and Knowledge for Creative Processes in Higher Education

Authors: Mikkel Snorre Wilms Boysen

Abstract:

From a theoretical perspective, expertise is generally considered a precondition for creativity. The assumption is that an individual needs to master the common and accepted rules and techniques within a certain knowledge-domain in order to create something new and valuable. However, real life cases, and a limited amount of empirical studies, demonstrate that this assumption may be overly simple. In this article, this question is explored through a number of semi-experimental case studies conducted within the fields of music, technology, and youth culture. The studies indicate that, in various ways, expertise plays an important part in creative processes. However, the case studies also indicate that expertise sometimes leads to an entrenched perspective, in the sense that knowledge and experience may work as a path into the well-known rather than into the unknown. In this article, these issues are explored with reference to different theoretical approaches to creativity and learning, including actor-network theory, the theory of blind variation and selective retention, and Csikszentmihalyi’s system model. Finally, some educational aspects and implications of this are discussed.

Abstract:

This research aims to study employment trends in printing industry for prepress support by Suan Sunandha University Fund. The objectives of this research are to explain the trends of the employment in Thai Printing Industry for prepress in Bangkok and the description of different personnel that prepress entrepreneur need and also the problems of employment. The population of prepress entrepreneurs is about 100 organizations in the area of Bangkok. The questionnaires has been taken and analyzed with SPSS program by using the average percentage and standard deviation. This research is multiple case studies. The conceptual framework is developed on the basis of the open systems theory. The research result show that 1. The most of prepress entrepreneur have trend to choose the employee by any sex, the age 25-29 years old, bachelor degree and have 1-2 years experience. 2. The most problems are the understanding in job, communication/relation and the understanding in new technology. 3. The trends aims to employment in 1-3 years have 57.8% for prepress industry in Bangkok. This research suggests that: 1. Thai printing industry for prepress in Bangkok need quality employee that expert in printing technology. 2. Prepress entrepreneur should have agreement to development with university for practice the employee. 3. Prepress entrepreneur should support personal to fulfill the knowledge.

1931 Constructing a Suitable Model of Distance Training for Community Leader in the Upper Northeastern Region

Authors: Teerawach Khamkorn, Laongtip Mathurasa, Savittree Rochanasmita Arnold, Witthaya Mekhum

Abstract:

The objective of this research intends to create a suitable model of distance training for community leaders in the upper northeastern region of Thailand. The implementation of the research process is divided into four steps: The first step is to analyze relevant documents. The second step deals with an interview in depth with experts. The third step is concerned with constructing a model. And the fourth step takes aim at model validation by expert assessments. The findings reveal the two important components for constructing an appropriate model of distance training for community leaders in the upper northeastern region. The first component consists of the context of technology management, e.g., principle, policy and goals. The second component can be viewed in two ways. Firstly, there are elements comprising input, process, output and feedback. Secondly, the sub-components include steps and process in training. The result of expert assessments informs that the researcher-s constructed model is consistent and suitable and overall the most appropriate.

1930 Citizens’ Readiness to Adopt and Use Electronic Voting System in Ghana

Authors: Isaac Kofi Mensah

Abstract:

The adoption and application of Information and Communication Technologies (ICTs) in government administration through e-government is expected to permeate all sectors of state/ public institutions as well as democratic institutions. One of such public institutions is the Electoral Commission of Ghana mandated by the 1992 Constitution to hold all public elections including presidential and parliamentary elections. As Ghana holds its 7th General Elections since 1992, on 7th November 2016, there are demands from key stakeholders for the Election Management Body, which is the Electoral Commission (EC) of Ghana to adopt and implement an electronic voting system. This case study, therefore, attempts to contribute significantly to the debate by examining influencing factors that would impact on citizen’s readiness to adopt and use an electronic voting system in Ghana. The Technology Acceptance Model (TAM) was used as a theoretical framework for this study, out of which a research model and hypotheses were developed. Importantly, the outcome of this research finding would form a basis for appropriate policy recommendation for consideration of Government and EC of Ghana.
