1599 The Impact of NICTBB in Facilitating the E-Services and M-Services in Tanzania

Abstract:
ICT services are a key element of communications and important for socio-economic development. In recognition of the importance of this, the Tanzanian Government started to implement a National ICT Broadband Infrastructure Fibre Optic Backbone (NICTBB) in 2009; this development was planned to be implemented in four phases using an optical dense wavelength division multiplexing (DWDM) network technology in collaboration with the Chinese Government through the Chinese International Telecommunications Construction Corporation (CITCC) under a bilateral agreement. This paper briefly explores the NICTBB network technologies implementation, operations and Internet bandwidth costs. It also provides an in depth assessment of the delivery of ICT services such as e-services and m-services in both urban and rural areas following commissioning of the NICTBB system. Following quantitative and qualitative approaches, the study shows that there have been significant improvements in utilization efficiency, effectiveness and the reliability of the ICT service such as e-services and m-services the NICTCBB was commissioned.

Abstract:
In this paper, the application of multiple Elman neural networks to time series data regression problems is studied. An ensemble of Elman networks is formed by boosting to enhance the performance of the individual networks. A modified version of the AdaBoost algorithm is employed to integrate the predictions from multiple networks. Two benchmark time series data sets, i.e., the Sunspot and Box-Jenkins gas furnace problems, are used to assess the effectiveness of the proposed system. The simulation results reveal that an ensemble of boosted Elman networks can achieve a higher degree of generalization as well as performance than that of the individual networks. The results are compared with those from other learning systems, and implications of the performance are discussed.

In the recent works related with mixture discriminant analysis (MDA), expectation and maximization (EM) algorithm is used to estimate parameters of Gaussian mixtures. But, initial values of EM algorithm affect the final parameters- estimates. Also, when EM algorithm is applied two times, for the same data set, it can be give different results for the estimate of parameters and this affect the classification accuracy of MDA. Forthcoming this problem, we use Self Organizing Mixture Network (SOMN) algorithm to estimate parameters of Gaussians mixtures in MDA that SOMN is more robust when random the initial values of the parameters are used [5]. Abstract:
The performance of an embedded grounding system is very important for the safe operation of electrical appliances and human beings. In principle, a safe grounding system has two objectives, which are to dissipate fault current without exceeding any operating and equipment limits and to ensure there is no risk of electric shock to humans in the vicinity of earthed facilities. The case studies in this paper present the calculating grounding resistance for multiple configurations of vertical and horizontally by using a simple and accurate formula. From the analytic calculated results, observed good/empirical relationship between the grounding resistance and length of the embedded grounding configurations. Moreover, the configurations of vertical and horizontal observed effectiveness of grounding resistance and good agreement on the reduction of grounding resistance values especially for vertical configuration.

This paper describes a finite-difference time-domainFDTD) method to analyze lightning surge propagation in electric transmission lines. Numerical computation of solving the Telegraphist-s equations is determined and investigated its effectiveness. A source of lightning surge wave on power transmission lines is modeled by using Heidler-s surge model. The proposed method was tested against medium-voltage power transmission lines in comparison with the solution obtained by using lattice diagram. Biodiesel is one of the alternative fuels that promising for substituting petro diesel as energy source which is advantage on sustainability and ecofriendly. Due to the raw material that tend to decompose during storage, biodiesel also have the same characteristic that tend to decompose and formed higher acid value which is the result of oxidation to double bond on a chain of ester. Decomposition of biodiesel due to oxidation reaction could prevent by introduce a small amount of antioxidant. The origin of raw materials and the process for producing biodiesel will determine the effectiveness of antioxidant. The quality degradation on biodiesel could evaluate by measuring iodine value and acid number of biodiesel. Biodiesel made from high fatty acid Jatropha curcas oil by using esterification and transesterification process will stand on the quality by introduce 90 ppm pyrogallol powder on the biodiesel, which could increase Induction period time from 2 hours to more than 6 hours in rancimat test evaluation.Keywords: Acid value, antioxidant, biodiesel, iodine value.

Abstract:
The aim of this study is to show innovative techniques that describe the effectiveness of individuals diagnosed with antisocial personality disorders (ASPD). The author presents information about hate schemas regarding persons with ASPD and their understanding of the role of hate. The data of 60 prisoners with ASPD, 40 prisoners without ASPD, and 60 men without antisocial tendencies, has been analyzed. The participants were asked to describe their hate inspired by a photograph. The narrative discourse was analyzed, the three groups were compared. The results show the differences between the inmates with ASPD, those without ASPD, and the controls. The antisocial individuals describe hate as an ambivalent feeling with low emotional intensity, i.e., actors (in stories) are presented more as positives than as partners. They use different mechanisms to keep them from understanding the meaning of the emotional situation. The schema's characteristics were expressed in narratives attributed to high Psychopathy.

The proliferation of Radio Frequency Identification (RFID) technology has raised concerns about system security, particularly regarding tag impersonation attacks. Regarding RFID systems, an appropriate authentication protocol must resist active and passive attacks. A tag impersonation occurs when an adversary's tag is used to fool an authenticating reader into believing it is a legitimate tag. The paper thoroughly analyses the security of the Efficient, Secure, and Practical Ultra-Lightweight RFID Authentication Scheme (ESRAS). It examines the protocol within the context of RFID systems and focuses specifically on its vulnerability to tag impersonation attacks. The Scyther tool is utilized to assess the protocol's security, providing a comprehensive evaluation of ESRAS's effectiveness in preventing unauthorized tag impersonation.

Abstract:
One of research issues in social network analysis is to evaluate the position/importance of users in social networks. As the information diffusion in social network is evolving, it seems difficult to evaluate the importance of users using traditional approaches. In this paper, we propose an evaluation approach for user importance with fractal view in social networks. In this approach, the global importance (Fractal Importance) and the local importance (Topological Importance) of nodes are considered. The basic idea is that the bigger the product of fractal importance and topological importance of a node is, the more important of the node is. We devise the algorithm called TFRank corresponding to the proposed approach. Finally, we evaluate TFRank by experiments. This review emphasizes the effectiveness of men’s participation in preventing domestic violence, and whether nonviolent (NV) boys’ and men’s perceptions of intimate partner violence (IPV) prevention programs affect their involvement. The main goals of this assessment were to investigate (1) how NV men engaged in anti-violence prevention programs that empower women, (2) what were the possible perceptions of NV men involved in prevention programs (3) how to identify effective approaches and strategies that encouraged NV men to become involved in prevention programs. This critical review also included the overview of prevention programs such as: The Mentors in Violence Prevention Programs (MVP), The White Ribbon Campaign (WRC), and Domestic Violence Prevention Enhancement and Leadership through Alliances (DELTA). The review suggested that (1) the expanding prevention programs need to reach more macro settings such as work place, faith-based and other community based organizations, and (2) territory prevention programs should expand through addressing the long-term effects of violence.

Protein residue contact map is a compact representation of secondary structure of protein. Due to the information hold in the contact map, attentions from researchers in related field were drawn and plenty of works have been done throughout the past decade. Artificial intelligence approaches have been widely adapted in related works such as neural networks, genetic programming, and Hidden Markov model as well as support vector machine. However, the performance of the prediction was not generalized which probably depends on the data used to train and generate the prediction model. This situation shown the importance of the features or information used in affecting the prediction performance. Abstract:
In this study, we propose a comprehensive approach to address the challenges in person re-identification models. By combining a centroid tracking algorithm with a Siamese convolutional neural network model, our method excels in detecting, tracking, and capturing robust person features across non-overlapping camera views. The algorithm efficiently identifies individuals in the camera network, while the neural network extracts fine-grained global features for precise cross-image comparisons. The approach's effectiveness is further accentuated by leveraging the camera network topology for guidance. Our empirical analysis of benchmark datasets highlights its competitive performance, particularly evident when background subtraction techniques are selectively applied, underscoring its potential in advancing person re-identification techniques.

X-ray mammography is the most effective method for the early detection of breast diseases. However, the typical diagnostic signs such as microcalcifications and masses are difficult to detect because mammograms are of low-contrast and noisy. In this paper, a new algorithm for image denoising and enhancement in Orthogonal Polynomials Transformation (OPT) is proposed for radiologists to screen mammograms. In this method, a set of OPT edge coefficients are scaled to a new set by a scale factor called OPT scale factor. The new set of coefficients is then inverse transformed resulting in contrast improved image. Applications of the proposed method to mammograms with subtle lesions are shown. To validate the effectiveness of the proposed method, we compare the results to those obtained by the Histogram Equalization (HE) and the Unsharp Masking (UM) methods. Abstract:
In this present study, experimental work was conducted to study the effectiveness of newly innovated steel-CFRP composite (CFRP laminates sandwiched between two steel strips) as stirrups. A total numbers of eight concrete beams were tested under four point loads. Each beam measured 1600 mm long, 160mm width and 240 mm depth. The beams were reinforced with different shear reinforcements; one without stirrups, one with steel stirrups and six with different types and numbers of steel-CRFR stirrups. Test results indicated that the steel-CFRP stirrups had enhanced the shear strength capacity of beams. Moreover, the tests revealed that steel- CFRP stirrups reached to their ultimate tensile strength unlike FRP stirrups which rupture at much lower level than their ultimate strength as werereported in various researches.Keywords: Steel-CFRP Composite, Stirrups, Concrete Beams, Shear Span.

Abstract:
This paper presents an improved ant colony optimization (IACO) for solving the reliability redundancy allocation problem (RAP) in order to maximize system reliability. To improve the performance of ACO algorithm, two additional techniques, i.e. neighborhood search, and re-initialization process are presented. To show its efficiency and effectiveness, the proposed IACO is applied to solve three RAPs. Additionally, the results of the proposed IACO are compared with those of the conventional heuristic approaches i.e. genetic algorithm (GA), particle swarm optimization (PSO) and ant colony optimization (ACO). The experimental results show that the proposed IACO approach is comparatively capable of obtaining higher quality solution and faster computational time.

Abstract:
This paper presents a novel approach for tuning unified power flow controller (UPFC) based damping controller in order to enhance the damping of power system low frequency oscillations. The design problem of damping controller is formulated as an optimization problem according to the eigenvalue-based objective function which is solved using iteration particle swarm optimization (IPSO). The effectiveness of the proposed controller is demonstrated through eigenvalue analysis and nonlinear time-domain simulation studies under a wide range of loading conditions. The simulation study shows that the designed controller by IPSO performs better than CPSO in finding the solution. Moreover, the system performance analysis under different operating conditions show that the δE based controller is superior to the mB based controller.

Model predictive control is a kind of optimal feedback control in which control performance over a finite future is optimized with a performance index that has a moving initial time and a moving terminal time. This paper examines the stability of model predictive control for linear discrete-time systems with additive stochastic disturbances. A sufficient condition for the stability of the closed-loop system with model predictive control is derived by means of a linear matrix inequality. Abstract:
Particle swarm optimization (PSO) is a population-based stochastic optimization algorithm. PSO was inspired by the natural behavior of birds and fish in migration and foraging for food. PSO is considered as a multidisciplinary optimization model that can be applied in various optimization problems. PSO’s ideas are simple and easy to understand but PSO is only applied in simple model problems. We think that in order to expand the applicability of PSO in complex problems, PSO should be described more explicitly in the form of a mathematical model. In this paper, we represent PSO in a mathematical model and apply in the multivariate data classification. First, PSOs general mathematical model (MPSO) is analyzed as a universal optimization model. Then, Model of Optimal Centroids (MOC) is proposed for the multivariate data classification. This paper addresses the problem of offline path planning for Unmanned Aerial Vehicles (UAVs) in complex threedimensional environment with obstacles, which is modelled by 3D Cartesian grid system. Path planning for UAVs require the computational intelligence methods to move aerial vehicles along the flight path effectively to target while avoiding obstacles. In this paper Modified Particle Swarm Optimization (MPSO) algorithm is applied to generate the optimal collision free 3D flight path for UAV. There are several methods to monitor software projects and the objective for monitoring is to ensure that the software projects are developed and delivered successfully. A performance measurement is a method that is closely associated with monitoring and it can be scrutinized by looking at two important attributes which are efficiency and effectiveness both of which are factors that are important for the success of a software project. Consequently, a successful steering is achieved by monitoring and controlling a software project via the performance measurement criteria and metrics. Hence, this paper is aimed at identifying the performance measurement criteria and the metrics for monitoring the performance of a software project by using the Goal Question Metrics (GQM) approach. The GQM approach is utilized to ensure that the identified metrics are reliable and useful. These identified metrics are useful guidelines for project managers to monitor the performance of their software projects.

Abstract:
Genome profiling (GP), a genotype based technology, which exploits random PCR and temperature gradient gel electrophoresis, has been successful in identification/classification of organisms. In this technology, spiddos (Species identification dots) and PaSS (Pattern similarity score) were employed for measuring the closeness (or distance) between genomes. Based on the closeness (PaSS), we can buildup phylogenetic trees of the organisms. We noticed that the topology of the tree is rather robust against the experimental fluctuation conveyed by spiddos. This fact was confirmed quantitatively in this study by computer-simulation, providing the limit of the reliability of this highly powerful methodology. As a result, we could demonstrate the effectiveness of the GP approach for identification/classification of organisms.

Calcium oxide (CaO) as carbon dioxide (CO2) adsorbent at the elevated temperature has been very well-received thus far. The CaO can be synthesized from natural calcium carbonate (CaCO3) sources through the reversible calcination-carbonation process. In the study, cockle shell has been selected as CaO precursors. The objectives of the study are to investigate the performance of calcination and carbonation with respect to different temperature, heating rate, particle size and the duration time. Overall, better performance is shown at the calcination temperature of 850oC for 40 minutes, heating rate of 20oC/min, particle size of < 0.125mm and the carbonation temperature is at 650oC. The synthesized materials have been characterized by nitrogen physisorption and surface morphology analysis. The effectiveness of the synthesized cockle shell in capturing CO2 (0.72 kg CO2/kg adsorbent) which is comparable to the commercialized adsorbent (0.60 kg CO2/kg adsorbent) makes them as the most promising materials for CO2 capture.Keywords: Calcination, Calcium oxide, Carbonation, Cockle shell

Abstract:
A simple and easy algorithm is presented for a fast calculation of kernel functions which required in fluid simulations using the Smoothed Particle Hydrodynamic (SPH) method. Present proposed algorithm improves the Linked-list algorithm and adopts the Pair-Wise Interaction technique, which are widely used for evaluating kernel functions in fluid simulations using the SPH method. The algorithm is easy to be implemented without any complexities in programming. Some benchmark examples are used to show the simulation time saved by using the proposed algorithm. Parametric studies on the number of divisions for sub-domains, smoothing length and total amount of particles are conducted to show the effectiveness of the present technique. A compact formulation is proposed for practical usage.

Abstract:
This paper describes a sliding mode controller for autonomous underwater vehicles (AUVs). The dynamic of AUV model is highly nonlinear because of many factors, such as hydrodynamic drag, damping, and lift forces, Coriolis and centripetal forces, gravity and buoyancy forces, as well as forces from thruster. To address these difficulties, a nonlinear sliding mode controller is designed to approximate the nonlinear dynamics of AUV and improve trajectory tracking. Moreover, the proposed controller can profoundly attenuate the effects of uncertainties and external disturbances in the closed-loop system. Using the Lyapunov theory the boundedness of AUV tracking errors and the stability of the proposed control system are also guaranteed. Numerical simulation studies of an AUV are included to illustrate the effectiveness of the presented approach.

Abstract:
In recent times, corporations are increasingly under pressure to ensure diversity within their boardrooms and a large number of academic research have reported findings consistent with the view that boards perform better when they include a diverse range of people. Women have unique characteristics needed to positively influence the strategic direction of a corporation and contribute to the growth of firms. In spite of such revelations, evidence suggests that women are under-represented in senior executive and board positions. In many parts of Africa, socio-cultural traditions inhibit women from attaining these roles. Given the emphasis placed on board diversity and inclusion of women as an essential part of good corporate governance, the relationship between gender diversity and board effectiveness deserves both theoretical and empirical investigation. This research is important because it represents the first theoretical review on gender diversity in corporate boards in Nigeria.

Abstract:
This paper presents a nonparametric identification of continuous-time nonlinear systems by using a Gaussian process (GP) model. The GP prior model is trained by artificial bee colony algorithm. The nonlinear function of the objective system is estimated as the predictive mean function of the GP, and the confidence measure of the estimated nonlinear function is given by the predictive covariance of the GP. The proposed identification method is applied to modeling of a simplified electric power system. Simulation results are shown to demonstrate the effectiveness of the proposed method.
