3998 Development and Initial Validation of the Social Competency Inventory for Tertiary Level Faculty Members

Abstract:
This study aimed to develop and initially validate an instrument that measures social competency among tertiary level faculty members. A review of extant literature on social competence was done. The review of extant literature led to the writing of the items in the initial instrument which was evaluated by 11 Subject Matter Experts (SMEs). The SMEs were either educators or psychologists. The results of the evaluations done by the SMEs served as bases for the creation of the pre-try-out instrument used in the first trial-run. Insights from the first trial-run participants led to the development of the main try-out instrument used in the final test administration. One Hundred Forty-one participants from five private Higher Education Institutions (HEIs) in the National Capital Region (NCR) and five private HEIs in Central Luzon in the Philippines participated in the final test administration. The reliability of the instrument was evaluated using Cronbach-s Coefficient Alpha formula and had a Cronbach-s Alpha of 0.92. On the other hand, Factor Analysis was used to evaluate the validity of the instrument and six factors were identified. The development of the final instrument was based on the results of the evaluation of the instrument-s reliability and validity. For purposes of recognition, the instrument was named “Social Competency Inventory for Tertiary Level Faculty Members (SCI-TLFM)."

Abstract:
The importance of fruit trees and bushes growing for Romania is due the concordance that exists between the different ecological conditions in natural basins, and the requirements of different species and varieties. There are, in Romania, natural areas dedicated to the main trees species: plum, apple, pear, cherry, sour cherry, finding optimal conditions for harnessing the potential of fruitfulness, making fruit quality both in terms of ratio commercial, and content in active principles. The share of fruits crops in the world economy of agricultural production is due primarily to the role of fruits in nourishment for human, and in the prevention and combating of diseases, in increasing the national income of cultivator countries and to improve comfort for human life. For Romania, the perspectives of the sector are positive, and are due to European funding opportunities, which provide farmers a specialized program that meets the needs of development and modernization of fruit growing industry, cultivation technology and equipment, organization and grouping of producers, creating storage facilities, conditioning, marketing and the joint use of fresh fruit. This paper shows the evolution of fruit growing, in Romania compared to other states. The document presents the current situation of the main tree species both in terms of surface but also of the productions and the role that this activity may have for the development of rural communities.

Abstract:
The selection of appropriate requirements for product releases can make a big difference in a product success. The selection of requirements is done by different requirements prioritization techniques. These techniques are based on pre-defined and systematic steps to calculate the requirements relative weight. Prioritization is complicated by new development settings, shifting from traditional co-located development to geographically distributed development. Stakeholders, connected to a project, are distributed all over the world. These geographically distributions of stakeholders make it hard to prioritize requirements as each stakeholder have their own perception and expectations of the requirements in a software project. This paper discusses limitations of the Analytical Hierarchy Process with respect to geographically distributed stakeholders- (GDS) prioritization of requirements. This paper also provides a solution, in the form of a modified AHP, in order to prioritize requirements for GDS. We will conduct two experiments in this paper and will analyze the results in order to discuss AHP limitations with respect to GDS. Lately management strategy that put Industrial Design (ID) in its core is recognized more important, as technology and price alone cannot differentiate a product. The needs to shorten the time to develop a product also shorten the development period of ID, and it necessitates the ID process management. This research analyzes the status of integration process of ID and Engineering Design (ED) of office equipment that requires the collaboration of ID and ED to clarify the issues for the efficiency of the development and to propose solutions.

Currently, challenges regarding preschooler children are mainly focused on a sedentary lifestyle. Also, motor activity in infancy is seen as a tool for the separate acquisition of cognitive and socio-emotional skills rather than considering neuromotor development as a tool for improving learning abilities. The paper utilized an observational research method to shed light on the results of practicing neuromotor exercises in preschool children with disability as well as provide implications for practice.

Rapid growth of Information Technologies (IT) has had huge influence on enterprises, and it has contributed to its promotion and increasingly extensive use in enterprises. Information Technologies have to a large extent determined the processes taking place in an enterprise; what is more, IT development has brought the need to adopt a brand new approach to human resources management in an enterprise. The use of IT in human resource management (HRM) is of high importance due to the growing role of information and information technologies. The aim of this paper is to evaluate the use of information technologies in human resources management in enterprises. These practices will be presented in the following areas: recruitment and selection, development and training, employee assessment, motivation, talent management, personnel service. Results of conducted survey show diversity of solutions applied in particular areas of human resource management. In the future, further development in this area should be expected, as well as integration of individual HRM areas, growing mobile-enabled HR processes and their transfer into the cloud. Abstract:
Successful intelligence (SI) is the integrated set of the ability needed to attain success in life, within individual-s sociocultural context. People are successfully intelligent by recognizing their strengths and weaknesses. They will find ways to strengthen their weakness and maintain their strength or even improve it. SI people can shape, select, and adapt to the environments by using balance of higher-ordered thinking abilities including; critical, creative, and applicative. Aims: The purposes of this study were to; 1) develop curriculum that promotes SI for nursing students, and 2) study the effectiveness of the curriculum development. Method: Research and Development was a method used for this study. The design was divided into two phases; 1) the curriculum development which composed of three steps (needs assessment, curriculum development and curriculum field trail), and 2) the curriculum implementation. In this phase, a pre-experimental research design (one group pretest-posttest design) was conducted. The sample composed of 49 sophomore nursing students of Boromarajonani College of Nursing, Surin, Thailand who enrolled in Nursing care of Health problem course I in 2011 academic year. Data were carefully collected using 4 instruments; 1) Modified essay questions test (MEQ) 2) Nursing Care Plan evaluation form 3) Group processing observation form (α = 0.74) and 4) Satisfied evaluation form of learning (α = 0.82). Data were analyzed using descriptive statistics and content analysis. Results: The results revealed that the sample had post-test average score of SI higher than pre-test average score (mean difference was 5.03, S.D. = 2.84). Fifty seven percentages of the sample passed the MEQ posttest at the criteria of 60 percentages. Students demonstrated the strategies of how to develop nursing care plan. Overall, students- satisfaction on teaching performance was at high level (mean = 4.35, S.D. = 0.46). Conclusion: This curriculum can promote the attribute of characteristic of SI person and was highly required to be continued.Keywords: Curriculum Development, Nursing Education, Successful Intelligence, Thinking ability.

Majority of Business Software Systems (BSS) Development and Enhancement Projects (D&EP) fail to meet criteria of their effectiveness, what leads to the considerable financial losses. One of the fundamental reasons for such projects- exceptionally low success rate are improperly derived estimates for their costs and time. In the case of BSS D&EP these attributes are determined by the work effort, meanwhile reliable and objective effort estimation still appears to be a great challenge to the software engineering. Thus this paper is aimed at presenting the most important synthetic conclusions coming from the author-s own studies concerning the main factors of effective BSS D&EP work effort estimation. Abstract:
Global warming, growing awareness of the environment, waste management issues, dwindling fossil resources, and rising oil prices resulted to increase the research in the materials that are friendly to our health and environment. Due to these reasons, green products are increasingly being promoted for sustainable development. In this work, fully biodegradable green composites have been developed using jute fibers as reinforcement and poly lactic acid as matrix material by film stacking technique. The effect of curing temperature during development of composites ranging from 160 °C, 170 °C, 180 °C and 190 °C was investigated for various mechanical properties. Results obtained from various tests indicate that impact strength decreases with an increase in curing temperature, but tensile and flexural strength increases till 180 °C, thereafter both the properties decrease. This study gives an optimum curing temperature for the development of jute/PLA composites.Keywords: Natural fibers, polymer matrix composites, jute, compression molding, biodegradation.

Presently and in line with the United Nations (EPA), human thinking system has shifted towards clean fuels so as to maintain a cleaner environment and to save our planet earth. One of the most successful studies in order to achieve new energies includes the use of animal wastes and their organic residues, and the result of these researches has been represented in the form of very simple and cheap methods called biogas technology. Biogas technology has developed a lot in the recent decades; its reason is the high cost of fossil fuels and the greater attention of countries to the environmental pollutions due to the consumption of this kind of fuels. IRAN is ready for the optimized application of renewable energies, having much enriched resources of this kind of energies; so a special place could be considered for it when making programs. The purpose of biogas technology is the recovery of energy and finally the protection of the environment, which is much appropriate for the third world farmers with respect to their technical abilities and economic potentials. Studies show that the production and consumption of biogas is appropriate and economic in IRAN, because of the high amount of waste in the agriculture sector, the significant amount of animal and human excrement production, the great volume of garbage produced and the most important the specific social, climatic and agricultural conditions in IRAN, in order to proceed towards the reduction of pollution due to the use of fossil fuels.Keywords: Agriculture, Biogas, Energy, Environment.

Abstract:
We are facing serious problems related to long-term depopulation and an aging society with a falling birth rate in Japan. In this situation, we are suffering from a shortfall in human resources as well as a shortage of workforce in rural regions. In addition, we are struggling with a protracted economic slump and excess concentration of population in the Tokyo Metropolitan area. It is an urgent national issue to consider how to live in this country and what kind of structure of society and administration policy is needed. It is necessary to clarify people’s desire for their way of living and social assistance to be provided. The aim of this study is to clarify the characteristics of regional issues and the degree of their seriousness in local municipalities of Japan. We conducted a questionnaire survey about regional agenda in all local municipalities in Japan. We obtained responses concerning the degree of seriousness of regional issues and degree of importance of policies. Based on the data gathered from the survey, it is apparent that many local municipalities are facing an aging population and declining population. We constructed a model to analyze factors for declining population. Using the model, it was clarified that a population’s age structure, job opportunities and income level affect the decline of population. In addition, we showed the way of the evaluation of state of local municipality.

Abstract:
Early supplier involvement (ESI) benefits new product development projects several ways. Nevertheless, many castuser companies do not know the advantages of ESI and therefore do not utilize it. This paper presents reasons why to utilize ESI in casting industry and how that can be done. Further, this paper presents advantages and challenges related to ESI in casting industry, and introduces a Casting-Network Collaboration Model. The model presents practices for companies to build advantageous collaborative relationships. More detailed, the model describes three levels for company-network relationships in casting industry with different degrees of collaboration, and requirements for operating in each level. In our research, ESI was found to influence, for example, on project time, component cost, and quality. In addition, challenges related to ESI, such as, a lack of mutual trust and unawareness about the advantages were found. Abstract:
The aim of the present article is to analyze the position of the Constitutional Court of the Russian Federation on the matter of restricting the constitutional rights of citizens to inviolability of professional and banking secrecy in effecting controlling activities. The methodological ground of the present Article represents the dialectic scientific method of the socio-political, legal and organizational processes with the principles of development, integrity, and consistency, etc. The consistency analysis method is used while researching the object of the analysis. Some public-private research methods are also used: the formally-logical method or the comparative legal method, are used to compare the understanding of the ‘secrecy’ concept. The aim of the present article is to find the root of the problem and to give recommendations for the solution of the problem. The result of the present research is the author’s conclusion on the necessity of the political will to improve Russian legislation with the aim of compliance with the provisions of the Constitution. It is also necessary to establish a clear balance between the constitutional rights of the individual and the limit of these rights when carrying out various control activities by public authorities. Attempts by the banks to "overdo" an anti-money laundering law under threat of severe sanctions by the regulators actually led to failures in the execution of normal economic activity. Therefore, individuals face huge problems with payments on the basis of clearing, in addition to problems with cash withdrawals. The Bank of Russia sets requirements for banks to execute Federal Law No. 115-FZ too high. It is high place to attract political will here. As well, recent changes in Russian legislation, e.g. allowing banks to refuse opening of accounts unilaterally, simplified banking activities in the country. The article focuses on different theoretical approaches towards the concept of “secrecy”. The author gives an overview of the practices of Spain, Switzerland and the United States of America on the matter of restricting the constitutional rights of citizens to inviolability of professional and banking secrecy in effecting controlling activities. Haptics has been used extensively in many applications especially in human machine interaction and virtual reality systems. Haptic technology allows user to perceive virtual reality as in real world. However, commercially available haptic devices are expensive and may not be suitable for educational purpose. This paper describes the design and development of a low cost haptic knob, with only one degree of freedom, for use in rehabilitation or training hand pronation and supination. End-effectors can be changed to suit different applications or variation in hand sizes and hand orientation.

Financial Inclusion is considered a key pillar for development in most countries around the world. Access to affordable financial services in a country’s economy can be a driver to overcome poverty and reduce income inequalities, and thus increase economic growth. Nevertheless, the number of financially excluded populations in developing countries continues to be very high. This paper explores the role of Financial Technology (Fintech) as a key driver for achieving financial inclusion in developing countries post the COVID-19 pandemic with an emphasis on four East African countries: Kenya, Tanzania, Uganda, and Rwanda. The research paper is inspired by the positive disruption caused by the pandemic, which has compelled societies in East Africa to adapt and embrace the use of financial technology innovations, specifically Mobile Money Services (MMS), to access financial services. MMS has been further migrated and integrated with other financial technology innovations such as Mobile Banking, Micro Savings, and Loans, and Insurance, to mention but a few. These innovations have been adopted across key sectors such as commerce, health care, or agriculture. The research paper will highlight the Mobile Network Operators (MNOs) that are behind MMS, along with numerous innovative products and services being offered to the customers. It will also highlight the regulatory framework under which these innovations are being governed to ensure the safety of the customers' funds.

The advantage of network wireless technologies and mobility technologies used in the education and learning processes lead to mobile learning as a new model of learning technology. Currently, most of mobile learning applications are developed for the formal education and learning environment. Despite the long history and large amount of research on mobile learning and instruction design model still there is a need of well-defined process in designing mobile learning applications. Based on this situation, this paper emphasizes on identifying instruction design phase’s considerations and influencing factors in developing mobile learning application. This set of instruction design steps includes analysis, design, development, implementation, evaluation and continuous has been built from a literature study, with focus on standards for learning, mobile application software quality and guidelines. There has been a growing emphasis in elevating the teachers’ proficiency and competencies through continuing professional development (CPD) opportunities. In this era of a Volatile, Uncertain, Complex, Ambiguous (VUCA) world, teachers are expected to be collaborative designers, critical thinkers and creative builders. However, many of the CPD structures are still revolving in the model of transmission, which stands in contradiction to the cultivation of future-ready teachers for the innovative world of emerging technologies. This article puts forward the framing of CPD through a Principle-Based, Technological-Driven Knowledge Building Approach grounded in the essence of andragogy and progressive learning theories where growth is best exemplified through an authentic immersion in a social/community experience-based setting. Putting this Knowledge Building Professional Development Model (KBPDM) in operation via a Professional Learning Team (PLT) situated in a Secondary School in Singapore, research findings reveal that the intervention has led to a fundamental change in the learning paradigm of the teachers, henceforth equipping and empowering them successfully in their pedagogical design and practices for a 21st century classroom experience. This article concludes with the possibility in leveraging the Learning Analytics to deepen the CPD experiences for educators.

Knowledge modelling, a main activity for the development of Knowledge Based Systems, have no set standards and are mostly done in an ad hoc way. There is a lack of support for the transition from abstract level to implementation. In this paper, a methodology for the development of the knowledge model, which is inspired by both Software and Knowledge Engineering, is proposed. Use of UML which is the de-facto standard for modelling in the software engineering arena is explored for knowledge modelling. The continuous increase in population implies increase in food demand. There is, therefore, the need to increase agricultural production and other forest products to ensure food security and economic development. This paper employs the three-level intensity analysis to assess the total change of land-use in two-time intervals (1986-2002 and 2002-2017), the net change and swap as well as gross gains and losses in the two intervals. The results revealed that the overall change in the 31-year period was greater in the second period (2002-2017). Agriculture and forest categories lost in the first period while the other land class gained. However, in the second period agriculture and built-up increased greatly while forest, water bodies and thick bushes/shrubland experienced loss. An assessment revealed a reduction of forest in both periods but was greater in the second period and expansion of agricultural land was recorded as population increases. The pixels gaining built-up targeted agricultural land in both intervals, it also targeted thick bushes/shrubland and waterbody in the second period only. Built-up avoided forest in both intervals as well as waterbody and thick bushes/shrubland. To help in developing the best land-use strategies/policies, a further validation of the social factors is necessary.

Abstract:
Hydroponic greenhouses systems (production of the artificial substrate without soil) are becoming popular in the world. Mostly the system is used to grow vegetables and berries. Different countries are taking action to participate in the development of hydroponic technology and solutions such as EU members, Turkey, Australia, New Zealand, Israel, Scandinavian countries, etc. Many vegetables and berries are grown by hydroponics in Europe. As a result of our research, we have obtained material containing manganese and nitrogen. It became possible to produce this fertilizer by means of one-stage thermal processing, using industrial waste containing manganese (ores and sludges) and mineral substance (ammonium nitrate) that exist in Georgia. The received material is usable as a micro-fertilizer with economic efficiency. It became possible to turn practically water-insoluble manganese dioxide substance into the soluble condition from industrial waste in an indirect way. The ability to use the material as a fertilizer is predetermined by its chemical and phase composition, as the amount of the active component of the material in relation to manganese is 30%. At the same time, the active component elements presented non-ballast sustained action compounds. The studies implemented in Poland and in Georgia by us have shown that the manganese-containing micro-fertilizer- Mn(NO3)2 can provide the plant with nitrate nitrogen, which is a form that can be used for plants, providing the economy and simplicity of the application of fertilizers. Given the fact that the application of the manganese-containing micro-fertilizers significantly increases the productivity and improves the quality of the big number of agricultural products, it is necessary to mention that it is recommended to introduce the manganese containing fertilizers into the following cultures: sugar beet, corn, potato, vegetables, vine grape, fruit, berries, and other cultures. Also, as a result of the study, it was established that the material obtained is the predominant fertilizer for vegetable cultures in the soil. Based on the positive results of the research, we consider it expedient to conduct research in hydroponic systems, which will enable us to provide plants the required amount of manganese; we also introduce nitrogen in solution and regulate the solution of pH, which is one of the main problems in hydroponic production. The findings of our research will be used in hydroponic greenhouse farms to increase the fertility of vegetable crops and, consequently, to get bountiful and high-quality harvests, which will promote the development of hydroponic greenhouses in Georgia as well as abroad.

Abstract:
Digital divide, the gap in the access to the world of digital technologies and the socio-economic opportunities that they create is an important phenomenon of the XXI century. This gap may exist between countries, regions within a country or socio-demographic groups, creating the classes of “digital have and have nots”. While the 1st-level divide (the difference in opportunities to access the digital networks) was demonstrated to diminish with time, the issues of 2nd level divide (the difference in skills and usage of digital systems) and 3rd level divide (the difference in effects obtained from digital technology) may grow. The paper offers a systemic review of literature on the measurement of the digital divide, noting the certain conceptual stagnation due to the lack of effective instruments that would capture the complex nature of the phenomenon. As a result, many important concepts do not receive the empiric exploration they deserve. As a solution the paper suggests a composite Digital Life Index, that studies separately the digital supply and demand across seven independent dimensions providing for 14 subindices. The Index is based on Internet-borne data, a distinction from traditional research approaches that rely on official statistics or surveys. The application of the model to the study of the digital divide between Russian regions and between cities in China have brought promising results. The paper advances the existing methodological literature on the 2nd level digital divide and can also inform practical decision-making regarding the strategies of national and regional digital development.

The development incompatible with environment cannot be sustainable. Using renewable energy sources such as solar energy, geothermal energy and wind energy can make sustainable development in a region. Iran has a lot of renewable and nonrenewable energy resources. Since Iran has a special geographic position, it has lot of solar and wind energy resources. Both solar and wind energy are free, renewable and adaptable with environment. The study of 10 year wind data in Iranian South coastal and Islands synoptic stations shows that the production of wind power electricity and water pumping is possible in this region. In this research, we studied the local and temporal distribution of wind using three – hour statistics of windspeed in Iranian South coastal and Islands synoptic stations. This research shows that the production of wind power electricity is possible in this region all the year.

Blind Signature were introduced by Chaum. In this scheme, a signer can “sign” a document without knowing the document contain. This is particularly important in electronic voting. CryptO-0N2 is an electronic voting protocol which is development of CryptO-0N. During its development this protocol has not been furnished with the requirement of blind signature, so the choice of voters can be determined by counting center. In this paper will be presented of implementation of blind signature using RSA algorithm.

School physical education, through its objectives and contents, efficiently valorizes the pupils- abilities, developing them, especially the coordinative skill component, which is the basis of movement learning, of the development of the daily motility and also of the special, refined motility required by the practice of certain sports. Medium school age offers the nervous and motor substratum needed for the acquisition of complex motor habits, a substratum that is essential for the coordinative skill. Individuals differ as to the level at which this function is performed, the extent to which this function turns an individual into a person that is adapted and adaptable to complex and various situations. Spatio-temporal orientation, together with movement combination and coupling, and with kinesthetic, balance, motor reaction, movement transformation and rhythm differentiation form the coordinative skills. From our viewpoint, these are characteristic features with high levels of manifestation in a complex psychomotor act - valorizing the quality of one-s talent - as well as indices pertaining to one-s psychomotor intelligence and creativity.Keywords: development, lesson, spatio-temporal orientation, physical education.

Abstract:
The emergence of person-centred discourse based around notions of 'personal development planning- and 'work'life balance' has taken hold in education and the workplace in recent years. This paper examines this discourse with regard to recent developments in higher education as well as the inter-related issue of work-life balance in occupational careers. In both cases there have been national and trans-national policy initiatives directed towards improving both personal opportunities and competitive advantage in a global knowledge-based economy. However, despite an increasing concern with looking outward at this globalised educational and employment marketplace, there is something of a paradox in encouraging people to look inward at themselves in order to become more self-determined. This apparent paradox is considered from a discourse analytic perspective in terms of the ideological effects of an increasing concern with the personal world. Specifically, it is argued that there are tensions that emerge from a concern with an innerdirected process of self-reflection that dissolve any engagement with wider political issues that impact upon educational and career development.Keywords: Personal development planning, higher education, work-life balance, career.
