Abstract:
This paper discusses small entrepreneurship development strategy in Georgia and the tools and regulations that will encourage development of small entrepreneurship. The current situation in the small entrepreneurship sector, as well as factors affecting growth and decline in the sector and the priorities of state support, are studied and analyzed. The objective of this research is to assess the current situation of the sector to highlight opportunities and reveal the gaps. State support of small entrepreneurship should become a key priority in the country’s economic policy, as development of the sector will ensure social, economic and political stability. Based on the research, a small entrepreneurship development strategy is presented; corresponding conclusions are made and recommendations are developed.

Abstract:
Scientists are making attempts to solve proton radius puzzle. In this paper, the calculated value matches the experiment observation within 0.1%, compared to those obtained from CODATA, and muonic hydrogen scattering experiments of 4%. The calculation is made based on the assumption that the muonic hydrogen system has (Ep – Eµ) energy state (or frequency mix state of np –nµ), which interacts resonantly with the incoming photon of energy 206.2949(32) meV. A similar calculation is also made for muonic deuterium 2S-2P transition experiment with an accuracy of 1% from the experimental observation. Abstract:
In this paper we address a multi-objective scheduling problem for unrelated parallel machines. In unrelated parallel systems, the processing cost/time of a given job on different machines may vary. The objective of scheduling is to simultaneously determine the job-machine assignment and job sequencing on each machine. In such a way the total cost of the schedule is minimized. The cost function consists of three components, namely; machining cost, earliness/tardiness penalties and makespan related cost. Such scheduling problem is combinatorial in nature. Therefore, a Simulated Annealing approach is employed to provide good solutions within reasonable computational times. Computational results show that the proposed approach can efficiently solve such complicated problems.

This research focuses on analyzing text documents to classify each document according to its opinion. The aim of this research is to detect the emotions from text documents based on enriching the lexicon with adapting their content based on semantic patterns extraction. Abstract:
In this paper a functional interpretation of quantum theory (QT) with emphasis on quantum field theory (QFT) is proposed. Besides the usual statements on relations between a functions initial state and final state, a functional interpretation also contains a description of the dynamic evolution of the function. That is, it describes how things function. The proposed functional interpretation of QT/QFT has been developed in the context of the author-s work towards a computer model of QT with the goal of supporting the largest possible scope of QT concepts. In the course of this work, the author encountered a number of problems inherent in the translation of quantum physics into a computer program. He came to the conclusion that the goal of supporting the major QT concepts can only be satisfied, if the present model of QT is supplemented by a "functional interpretation" of QT/QFT. Understanding driving behavior is a complicated researching topic. To describe accurate speed, flow and density of a multiclass users traffic flow, an adequate model is needed. In this study, we propose the concept of standard passenger car equivalent (SPCE) instead of passenger car equivalent (PCE) to estimate the influence of heavy vehicles and slow cars. Traffic cellular automata model is employed to calibrate and validate the results. Abstract:
The objective of this paper is to investigate a new approach based on the idea of pictograms for food portion size. This approach adopts the model of the United States Pharmacopeia- Drug Information (USP-DI). The representation of each food portion size composed of three parts: frame, the connotation of dietary portion sizes and layout. To investigate users- comprehension based on this approach, two experiments were conducted, included 122 Taiwanese people, 60 male and 62 female with ages between 16 and 64 (divided into age groups of 16-30, 31-45 and 46-64). In Experiment 1, the mean correcting rate of the understanding level of food items is 48.54% (S.D.= 95.08) and the mean response time 2.89sec (S.D.=2.14). The difference on the correct rates for different age groups is significant (P*=0.00<0.05). In Experiment 2, the correcting rate of selecting the right life-size measurement aid is 65.02% (S.D.=21.31). The result showed the potential of the approach for certain food potion sizes. Issues raised for discussions including comprehension on numerous food varieties in an open environment, selection of photograph or drawing, reasons of different correcting rates for the measurement aid. Abstract:
In this paper, we propose a new efficient reverse converter for the 4-moduli set {2n, 2n + 1, 2n − 1, 22n+1 – 1} based on a modified Chinese Remainder Theorem and Mixed Radix Conversion. Additionally, the resulting architecture is further reduced to obtain a reverse converter that utilizes only carry save adders, a multiplexer and carry propagate adders. The proposed converter has an area cost of (12n + 2) FAs and (5n + 1) HAs with a delay of (9n + 6)tFA + tMUX. When compared with state of the art, our proposal demonstrates to be faster, at the expense of slightly more hardware resources. Further, the Area-Time square metric was computed which indicated that our proposed scheme outperforms the state of the art reverse converter.

Rubric is a very important tool for teachers and students for a variety of purposes. Teachers use the rubric for evaluating student work while students use rubrics for self-assessment. Therefore, this paper was emphasized scoring rubric as a scoring tool for teachers in an environment of Competency Based Education and Training (CBET) in Malaysia Vocational College. A total of three teachers in the fields of electrical and electronics engineering were interviewed to identify how the use of rubrics practiced since vocational transformation implemented in 2012. Overall holistic rubric used to determine the performance of students in the skills area.

Abstract:
In this paper a new approach is proposed for the adaptation of the simulated annealing search in the field of the Multi-Objective Optimization (MOO). This new approach is called Multi-Case Multi-Objective Simulated Annealing (MC-MOSA). It uses some basics of a well-known recent Multi-Objective Simulated Annealing proposed by Ulungu et al., which is referred in the literature as U-MOSA. However, some drawbacks of this algorithm have been found, and are substituted by other ones, especially in the acceptance decision criterion. The MC-MOSA has shown better performance than the U-MOSA in the numerical experiments. Abstract:
A self-association model has been used to understand the concentration dependence of free energy of mixing (GM), heat of mixing (HM), entropy of mixing (SM), activity (a) and microscopic structures, such as concentration fluctuation in long wavelength limit (Scc(0)) and Warren-Cowley short range order parameter ( 1 α )for Cu- Tl molten alloys at 1573K. A comparative study of surface tension of the alloys in the liquid state at that temperature has also been carried out theoretically as function of composition in the light of Butler-s model, Prasad-s model and quasi-chemical approach. Most of the computed thermodynamic properties have been found in agreement with the experimental values. The analysis reveals that the Cu-Tl molten alloys at 1573K represent a segregating system at all concentrations with moderate interaction. Surface tensions computed from different approaches have been found to be comparable to each other showing increment with the composition of copper.Keywords: Concentration fluctuations, surface tension, thermodynamic properties, Quasi-chemical approximation.

Abstract:
One of the most important parameters in petroleum reservoirs is the pressure distribution along the reservoir, as the pressure varies with the time and location. A popular method to determine the pressure distribution in a reservoir in the unsteady state regime of flow is applying Darcy’s equation and solving this equation numerically. The numerical simulation of reservoirs is based on these numerical solutions of different partial differential equations (PDEs) representing the multiphase flow of fluids. Pressure profile has obtained in a one dimensional system solving Darcy’s equation explicitly. Changes of pressure profile in three situations are investigated in this work. These situations include section length changes, step time changes and time approach to infinity. The effects of these changes in pressure profile are shown and discussed in the paper.

Abstract:
This paper presents a controller design technique for Synchronous Reluctance Motor to improve its dynamic performance with fast response and high accuracy. The sliding mode control is the most attractive and suitable method to use for this purpose, since it is simple in design and for its insensitivity to parameter variations or external disturbances. When this method implemented it yields fast dynamic response without overshoot and a zero steady-state error. The current loop control with decentralized sliding mode is presented in this paper. The mathematical model for the synchronous machine, the inverter and the controller is developed. The stability of the sliding mode controller is analyzed. Simulation of synchronous reluctance motor and the controller with PWM-inverter has been curried out, using the SIMULINK software package of MATLAB. International trade involves both large and small firms engaged in business overseas. Possible drivers that force companies to enter international markets include increasing competition at the domestic market, maturing domestic markets, and limited domestic market opportunities. Technology is an important driving factor in shaping international marketing strategy as well as in driving force towards a more global marketplace, especially technology in communication. It includes telephones, the internet, computer systems and e-mail. There are three main marketing strategy choices, namely standardization approach, adaptation approach and middleof- the-road approach that companies implement to overseas markets. The decision depends on situations and factors facing the companies in the international markets. In this paper, the contingency concept is considered that no single strategy can be effective in all contexts. The effect of strategy on performance depends on specific situational variables. Abstract:
Argument over the use of particular method in interlanguage pragmatics has increased recently. Researchers argued the advantages and disadvantages of each method either natural or elicited. Findings of different studies indicated that the use of one method may not provide enough data to answer all its questions. The current study investigated the validity of using multimethod approach in interlanguage pragmatics to understand the development of requests in Arabic as a second language (Arabic L2). To this end, the study adopted two methods belong to two types of data sources: the institutional discourse (natural data), and the role play (elicited data). Participants were 117 learners of Arabic L2 at the university level, representing four levels (beginners, low-intermediate, highintermediate, and advanced). Results showed that using two or more methods in interlanguage pragmatics affect the size and nature of data.

Abstract:
This paper evaluates oil displacement by water in Hauterivian sandstone reservoir of Kashkari oil field in North of Afghanistan. The core samples of this oil field were taken out from well No-21st, and the relative permeability and fractional flow are analyzed. Steady state flow laboratory experiments are performed to empirically obtain the fractional flow curves and relative permeability in different water saturation ratio. The relative permeability represents the simultaneous flow behavior in the reservoir. The fractional flow approach describes the individual phases as fractional of the total flow. The fractional flow curve interprets oil displacement by water, and from the tangent of fractional flow curve can find out the average saturation behind the water front flow saturation. Therefore, relative permeability and fractional flow curves are suitable for describing the displacement of oil by water in a petroleum reservoir. The effects of irreducible water saturation, residual oil saturation on the displaceable amount of oil are investigated through Buckley-Leveret analysis.

Compared to qualitative approaches, quantitative approaches are less applicable in the real world. This study tried to apply the quantitative approach to study a supplier selection problem with considering operation cost and delivery reliability. Abstract:
Nagaland, the 16th state of India in order of statehood, is situated between 25° 6' and 27° 4' latitude north and between 93º 20' E and 95º 15' E longitude of equator in the North Eastern part of the India. Endowed with varied topography, soil and agro climatic conditions it is known for its potentiality to grow all most all kinds of horticultural crops. Pineapple being grown since long organically by default is one of the most promising crops of the state with emphasis being laid for commercialization by the government of Nagaland. In light of commercialization, globalization and scope of setting small-scale industries, a research study was undertaken to examine the socio-economic and personal characteristics, entrepreneurial characteristics and attitude of the pineapple growers towards improved package of practices of pineapple cultivation. The study was conducted in Medziphema block of Dimapur district of the Nagaland state of India following ex post facto research design. Ninety pineapple growers were selected from four different villages of Medziphema block based on proportionate random selection procedure. Findings of the study revealed that majority of the respondents had medium level of entrepreneurial characteristics in terms of knowledge level, risk orientation, self confidence, management orientation, farm decision making ability and leadership ability and most of them had favourable attitude towards improved package of practices of pineapple cultivation. The variables age, education, farm size, risk orientation, management orientation and sources of information utilized were found important to influence the attitude of the respondents. The study revealed that favourable attitude and entrepreneurial characteristics of the pineapple cultivators might be harnessed for increased production of pineapple in the state thereby bringing socio economic upliftment of the marginal and small-scale farmers.Keywords: Attitude, Entrepreneurial characteristics, Pineapple, Socio economic upliftment.

Abstract:
Task Assignment and Scheduling is a challenging Operations Research problem when there is a limited number of resources and comparatively higher number of tasks. The Cost Management team at Cummins needs to assign tasks based on a deadline and must prioritize some of the tasks as per business requirements. Moreover, there is a constraint on the resources that assignment of tasks should be done based on an individual skill level, that may vary for different tasks. Another constraint is for scheduling the tasks that should be evenly distributed in terms of number of working hours, which adds further complexity to this problem. The proposed greedy approach to solve assignment and scheduling problem first assigns the task based on management priority and then by the closest deadline. This is followed by an iterative selection of an available resource with the least allocated total working hours for a task, i.e. finding the local optimal choice for each task with the goal of determining the global optimum. The greedy approach task allocation is compared with a variant of Hungarian Algorithm, and it is observed that the proposed approach gives an equal allocation of working hours among the resources. The comparative study of the proposed approach is also done with manual task allocation and it is noted that the visibility of the task timeline has increased from 2 months to 6 months. An interactive dashboard app is created for the greedy assignment and scheduling approach and the tasks with more than 2 months horizon that were waiting in a queue without a delivery date initially are now analyzed effectively by the business with expected timelines for completion.

Container handling problems at container terminals are NP-hard problems. This paper presents an approach using discrete-event simulation modeling to optimize solution for storage space allocation problem, taking into account all various interrelated container terminal handling activities. The proposed approach is applied on a real case study data of container terminal at Alexandria port. The computational results show the effectiveness of the proposed model for optimization of storage space allocation in container terminal where 54% reduction in containers handling time in port is achieved.

Abstract:
Paper deals with the topic of questions as important components of information behavior in the school. By analyzing the Corpus Schola2010, the state of contemporary education in terms of questioning is proven unsatisfactory: 80% of the questions are asked by teachers; most of teacher-s questions are asked at the beginning of the first grade, than their number decreases and is settling down on 80±10 questions per lesson. The average number of questions within one lesson per one pupil is generally less than one whole question. The highest values are achieved in the first, sixth, eighth and tenth grade,, i.e. in the transition years in which pupils are moving into higher levels of education and every following year it declines. We can state Czech school do not support questioning and question skill of their pupils, thereby typical Czech schools are neglecting the development of thinking, reasoning and cooperation of their pupils.Keywords: information behavior, questions, primary and secondary education, Czech Republic

Abstract:
A new, combinatorial model for analyzing and inter- preting an electrocardiogram (ECG) is presented. An application of the model is QRS peak detection. This is demonstrated with an online algorithm, which is shown to be space as well as time efficient. Experimental results on the MIT-BIH Arrhythmia database show that this novel approach is promising. Abstract:
In this paper, we propose a new modular approach called neuroglial consisting of two neural networks slow and fast which emulates a biological reality recently discovered. The implementation is based on complex multi-time scale systems; validation is performed on the model of the asynchronous machine. We applied the geometric approach based on the Gerschgorin circles for the decoupling of fast and slow variables, and the method of singular perturbations for the development of reductions models.
This new architecture allows for smaller networks with less complexity and better performance in terms of mean square error and convergence than the single network model.

Abstract:
This paper attempts to explore a new method to improve the teaching of algorithmic for beginners. It is well known that algorithmic is a difficult field to teach for teacher and complex to assimilate for learner. These difficulties are due to intrinsic characteristics of this field and to the manner that teachers (the majority) apprehend its bases. However, in a Technology Enhanced Learning environment (TEL), assessment, which is important and indispensable, is the most delicate phase to implement, for all problems that generate (noise...). Our objective registers in the confluence of these two axes. For this purpose, EASEL focused essentially to elaborate an assessment approach of algorithmic competences in a TEL environment. This approach consists in modeling an algorithmic solution according to basic and elementary operations which let learner draw his/her own step with all autonomy and independently to any programming language. This approach assures a trilateral assessment: summative, formative and diagnostic assessment.Keywords: Algorithmic, assessment of competences, Technology Enhanced Learning (TEL).

With the proliferation of World Wide Web, development of web-based technologies and the growth in web content, the structure of a website becomes more complex and web navigation becomes a critical issue to both web designers and users. In this paper we define the content and web pages as two important and influential factors in website navigation and paraphrase the enhancement in the website navigation as making some useful changes in the link structure of the website based on the aforementioned factors. Then we suggest a new method for proposing the changes using fuzzy approach to optimize the website architecture. Applying the proposed method to a real case of Iranian Civil Aviation Organization (CAO) website, we discuss the results of the novel approach at the final section.Keywords: Web content, Web navigation, Website system, Webusage mining.

Abstract:
The work reported in this paper is motivated by the fact that there is a need to apply autonomic computing concepts to parallel computing systems. Advancing on prior work based on intelligent cores [36], a swarm-array computing approach, this paper focuses on 'Intelligent agents' another swarm-array computing approach in which the task to be executed on a parallel computing core is considered as a swarm of autonomous agents. A task is carried to a computing core by carrier agents and is seamlessly transferred between cores in the event of a predicted failure, thereby achieving self-ware objectives of autonomic computing. The feasibility of the proposed swarm-array computing approach is validated on a multi-agent simulator.
