977 Using Partnerships to Achieve National Goals

Abstract:
Ireland developed a National Strategy 2030 that argued for the creation of a new form of higher education institution, a Technological University. The research reported here reviews the first stage of this partnership development. The study found that national policy can create system capacity and change, but that individual partners may have more to gain or lose in collaborating. When presented as a zero-sum activity, fear among partners is high. The level of knowledge and networking within the higher education system possessed by each partner contributed to decisions to participate or not in a joint proposal for collaboration. Greater success resulted when there were gains for all partners. This research concludes that policy mandates can provide motivation to collaborate, but that the partnership needs to be built more on shared values versus coercion by mandates.Keywords: Leadership, Partnerships, Policy, Strategic Planning.

Abstract:
Empirical deterministic models have been developed to predict roughness progression of heavy duty spray sealed pavements for a dataset representing rural arterial roads. The dataset provides a good representation of the relevant network and covers a wide range of operating and environmental conditions. A sample with a large size of historical time series data for many pavement sections has been collected and prepared for use in multilevel regression analysis. The modelling parameters include road roughness as performance parameter and traffic loading, time, initial pavement strength, reactivity level of subgrade soil, climate condition, and condition of drainage system as predictor parameters. The purpose of this paper is to report the approaches adopted for models development and validation. The study presents multilevel models that can account for the correlation among time series data of the same section and to capture the effect of unobserved variables. Study results show that the models fit the data very well. The contribution and significance of relevant influencing factors in predicting roughness progression are presented and explained. The paper concludes that the analysis approach used for developing the models confirmed their accuracy and reliability by well-fitting to the validation data.

A new discriminative model with pooled features of handwriting is proposed and implemented using support vector machine. It has been reported on 100% of prediction accuracy by RBF and polynomial kernel based classification model.

Abstract:
The aim of this paper is to present a concept for addressing the Oracle Problem in the context of hydrogen production using renewable energy sources. The proposed approach relies on the authentication of the electricity used for hydrogen production by multiple surrounding actors with similar electricity generation facilities, which attest to the authenticity of the electricity production. The concept introduces an Authenticity Score assigned to each certificate, as well as a Trust Score assigned to each witness. Each certificate must be attested by different actors with a sufficient Trust Score to achieve an Authenticity Score above a predefined threshold, thereby demonstrating that the produced hydrogen is indeed "green."

Abstract:
Workflow Management Systems (WfMS) alloworganizations to streamline and automate business processes and reengineer their structure. One important requirement for this type of system is the management and computation of the Quality of Service(QoS) of processes and workflows. Currently, a range of Web processes and workflow languages exist. Each language can be characterized by the set of patterns they support. Developing andimplementing a suitable and generic algorithm to compute the QoSof processes that have been designed using different languages is a difficult task. This is because some patterns are specific to particular process languages and new patterns may be introduced in future versions of a language. In this paper, we describe an adaptive algorithm implemented to cope with these two problems. The algorithm is called adaptive since it can be dynamically changed as the patterns of a process language also change.

Abstract:
This paper examines the influence of communication form on employee uncertainty during mergers and acquisitions (M&As). Specifically, the author uses narrative theory to analyze how narrative organizational communication affects the three components of uncertainty – decreased predictive, explanatory, and descriptive ability. It is hypothesized that employees whose organizations use narrative M&A communication will have greater predictive, explanatory, and descriptive abilities than employees of organizations using non-narrative M&A communication. This paper contributes to the stream of research examining uncertainty during mergers and acquisitions and argues that narratives are an effective means of managing uncertainty in the mergers and acquisitions context.Keywords: Narrative Theory, Mergers and Acquisitions, Employee Uncertainty.

Abstract:
In this paper air quality conditions in Makkah and Leeds are compared. These two cities have totally different climatic conditions. Makkah climate is characterised as hot and dry (arid) whereas that of Leeds is characterised as cold and wet (temperate). This study uses air quality data from 2012 collected in Makkah, Saudi Arabia and Leeds, UK. The concentrations of all pollutants, except NO are higher in Makkah. Most notable, the concentrations of PM10 are much higher in Makkah than in Leeds. This is probably due to the arid nature of climatic conditions in Makkah and not solely due to anthropogenic emission sources, otherwise like PM10 some of the other pollutants, such as CO, NO, and SO2 would have shown much greater difference between Leeds and Makkah. Correlation analysis is performed between different pollutants at the same site and the same pollutants at different sites. In Leeds the correlation between PM10 and other pollutants is significantly stronger than in Makkah. Weaker correlation in Makkah is probably due to the fact that in Makkah most of the gaseous pollutants are emitted by combustion processes, whereas most of the PM10 is generated by other sources, such as windblown dust, re-suspension, and construction activities. This is in contrast to Leeds where all pollutants including PM10 are predominantly emitted by combustions, such as road traffic. Furthermore, in Leeds frequent rains wash out most of the atmospheric particulate matter and suppress re-suspension of dust. Temporal trends of various pollutants are compared and discussed. This study emphasises the role of climatic conditions in managing air quality, and hence the need for region-specific controlling strategies according to the local climatic and meteorological conditions.Keywords: Air pollution, climatic conditions, particulate matter, Makkah, Leeds.

Abstract:
Continuously variable transmission (CVT) is a type of automatic transmission that can change the gear ratio to any arbitrary setting within the limits. The most common type of CVT operates on a pulley system that allows an infinite variability between highest and lowest gears with no discrete steps. However, the current CVT system with hydraulic actuation method suffers from the power loss. It needs continuous force for the pulley to clamp the belt and hold the torque resulting in large amount of energy consumption. This study focused on the development of an electromechanical actuated control CVT to eliminate the problem that faced by the existing CVT. It is conducted with several steps; computing and selecting the appropriate sizing for stroke length, lead screw system and etc. From the visual observation it was found that the CVT system of this research is satisfactory.Keywords: CVT, Hydraulic Actuator, Discrete shifts, Electromechanical system, Lead screws.

Abstract:
Nowadays, due to the growing problems of energy supply and the drastic reduction of natural non-renewable resources, the development of new applications in the energy sector and steps towards greater efficiency in energy consumption are required. Since buildings account for a large share of energy consumption, increasing the structural density of buildings causes an increase in energy consumption. This increase in energy consumption means that energy efficiency approaches to building design and the integration of new systems using emerging technologies become necessary in order to curb this consumption. As new systems for productive usage of generated energy are developed, buildings that require less energy to operate, with rational use of resources, need to be developed. One solution for reducing the energy requirements of buildings is through landscape planning, design and application. Requirements such as heating, cooling and lighting can be met with lower energy consumption through planting design, which can help to achieve more efficient and rational use of resources. Within this context, rather than a planting design which considers only the ecological and aesthetic features of plants, these considerations should also extend to spatial organization whereby the relationship between the site and open spaces in the context of climatic elements and planting designs are taken into account. In this way, the planting design can serve an additional purpose. Abstract:
Application of biochar to arable soils represents a new approach to restore soil health and quality. Many studies reported the positive effect of biochar application on soil fertility and development of soil microbial community. Moreover biochar may affect the soil water retention, but this effect has not been sufficiently described yet. Therefore this study deals with the influence of biochar application on: microbial activities in soil, availability of mineral nitrogen in soil for microorganisms, mineral nitrogen retention and plant production. To demonstrate the effect of biochar addition on the above parameters, the pot experiment was realized. As a model crop, Lactuca sativa L. was used and cultivated from December 10th 2014 till March 22th 2015 in climate chamber in thoroughly homogenized arable soil with and without addition of biochar. Five variants of experiment (V1 – V5) with different regime of irrigation were prepared. Variants V1 – V2 were fertilized by mineral nitrogen, V3 – V4 by biochar and V5 was a control. The significant differences were found only in plant production and mineral nitrogen retention. The highest content of mineral nitrogen in soil was detected in V1 and V2, about 250 % in comparison with the other variants. The positive effect of biochar application on soil fertility, mineral nitrogen availability was not found. On the other hand results of plant production indicate the possible positive effect of biochar application on soil water retention.Keywords: Arable soil, biochar, drought, mineral Nitrogen.

Abstract:
In this paper a new maximum power point tracking algorithm for photovoltaic arrays is proposed. The algorithm detects the maximum power point of the PV. The computed maximum power is used as a reference value (set point) of the control system. ON/OFF power controller with hysteresis band is used to control the operation of a Buck chopper such that the PV module always operates at its maximum power computed from the MPPT algorithm. The major difference between the proposed algorithm and other techniques is that the proposed algorithm is used to control directly the power drawn from the PV. The proposed MPPT has several advantages: simplicity, high convergence speed, and independent on PV array characteristics. The algorithm is tested under various operating conditions. The obtained results have proven that the MPP is tracked even under sudden change of irradiation level.Keywords: Photovoltaic, maximum power point tracking, MPPT.

Performance appraisal of employee is important in managing the human resource of an organization. With the change towards knowledge-based capitalism, maintaining talented knowledge workers is critical. However, management classification of “outstanding", “poor" and “average" performance may not be an easy decision. Besides that, superior might also tend to judge the work performance of their subordinates informally and arbitrarily especially without the existence of a system of appraisal. In this paper, we propose a performance appraisal system using multifactorial evaluation model in dealing with appraisal grades which are often express vaguely in linguistic terms. The proposed model is for evaluating staff performance based on specific performance appraisal criteria. This paper is drawn from a wider study of the management of gender, age and disability diversity in the banking sector in the Kingdom of Saudi Arabia (KSA), which aims to develop a framework for diversity management (DM) in this sector. The paper focuses on the management of disability diversity. The purpose of the paper is to assist in understanding disability DM in the banking sector in KSA and to make suggestions for its enhancement. Hence, it contributes to filling a research gap, as there is a dearth of literature on disability DM, in KSA in general, and in the banking sector specifically. Discrimination against people with disabilities is a social issue that has not been entirely overcome in any society. However, in KSA, Islam informs almost every aspect of daily life including work, and Islam is against discrimination. Hence, in KSA, there are regulations to accommodate people with disabilities; however, employers are still free not to hire job applicants with disabilities specifically because of their condition. Indeed, disabled people are almost entirely absent from the labour market. There are 12 Saudi-owned or part-Saudi-owned banks in KSA and two managers from each of these were interviewed, making a total of 24. The interviews aimed to investigate empirically the understanding of managers in the banking sector in KSA of diversity management, including disability DM, in the banking sector. The interview data were analysed using thematic analysis. Two interviewees stated that banks used the employment of people with disabilities to enhance their corporate image, while five expressed the opinion that disabled employees could contribute to the bank provided they did not have to deal with customers face-to-face. Nine of the interviewees perceived that disabled employees could be of value to the bank for their own sake, not only in ‘behind the scenes’ roles. Another two interviewees mentioned that employing disabled people could be part of the bank’s community service programme and one thought it would be part of the bank’s Saudisation efforts. The remaining five interviewees did not know how disabled people could contribute to the bank. The findings show that disability DM in the banking sector in KSA is a relatively new concept, and is not yet well understood. In the light of the findings, in order to achieve the purpose of the paper, the following suggestions were made for the enhancement of disability DM in the banking sector in KSA. A change in attitudes towards disabled people is necessary. Such a change in the workplace can only be achieved if a top-down approach is taken to the integration of disabled people. Hence, it is suggested that management and employees follow a course in disability awareness. Further, a diversity officer in the HR department could enhance the integration of disabled people into the banking workforce. It is also suggested that greater government support is required through closely monitored and enforced anti-discrimination legislation. Moreover, flexible working arrangements such as part-time work would facilitate the employment of disabled people and benefit other groups of employees.

Abstract:
Nickel-bearing laterites occur as two parallel belts along Sedimentary Zagros Orogenic (SZO) and Metamorphic Sanandaj-Sirjan (MSS) petrostructural zones, Fars Province, south Iran. An undisturbed vertical profile of these laterites includes protolith, saprolite, clay, and oxide horizons from base to top. Highly serpentinized harzburgite with relicts of olivine and orthopyroxene is regarded as the source rock. The laterites are unusual in lacking a significant saprolite zone with little development of Ni-silicates. Hematite, saponite, dolomite, smectite and clinochlore increase, while calcite, olivine, lizardite and chrysotile decrease from saprolite to oxide zones. Smectite and clinochlore with minor calcite are the major minerals in clay zone. Contacts of different horizons in laterite profiles are gradual and characterized by a decrease in Mg concentration ranging from 18.1 to 9.3 wt.% in oxide and saprolite, respectively. The maximum Ni concentration is 0.34 wt.% (NiO) in the base of the oxide zone, and goethite is the major Ni-bearing phase. From saprolite to oxide horizons, Al2O3, K2O, TiO2, and CaO decrease, while SiO2, MnO, NiO, and Fe2O3 increase. Silica content reaches up to 45 wt.% in the upper part of the soil profile. There is a decrease in pH (8.44-8.17) and an increase in organic matter (0.28-0.59 wt.%) from base to top of the soils. The studied laterites are classified in the oxide clans which were derived from ophiolite ultramafic rocks under Mediterranean climate conditions.

This research investigates the acoustical characteristics of Al-Madinah Holy Mosque. Extensive field measurements were conducted in different locations of Al-Madinah Holy Mosque to characterize its acoustic characteristics. The acoustical characteristics are usually evaluated by the use of objective parameters in unoccupied rooms due to practical considerations. However, under normal conditions, the room occupancy can vary such characteristics due to the effect of the additional sound absorption present in the room or by the change in signal-to-noise ratio. Based on the acoustic measurements carried out in Al-Madinah Holy Mosque with and without occupancy, and the analysis of such measurements, the existence of acoustical deficiencies has been confirmed.Keywords: Worship sound, Al-Madinah Holy Mosque, mosque acoustics, speech intelligibility.

A dynamic software risk assessment model is presented. Analogies between dynamic financial analysis and software risk assessment models are established and based on these analogies it suggested that dynamic risk model for software projects is the way to move forward for the risk assessment of software project. It is shown how software risk assessment change during different phases of a software project and hence requires a dynamic risk assessment model to capture these variations. In this paper, a block code to minimize the peak-toaverage power ratio (PAPR) of orthogonal frequency division multiplexing (OFDM) signals is proposed. It is shown that cyclic shift and codeword inversion cause not change to peak envelope power. The encoding rule for the proposed code comprises of searching for a seed codeword, shifting the register elements, and determining codeword inversion, eliminating the look-up table for one-to-one correspondence between the source and the coded data. Abstract:
Internal insulation of external walls is often problematic due to increased moisture content in the wall and interstitial or surface condensation risk. In this paper, the hygrothermal performance of prefabricated, concrete, large panel, external wall typical for WK70 system, commonly used in Poland in the 70’s, with inside, additional insulation was investigated. Thermal insulation board made out of hygroscopic, natural materials with moisture buffer capacity and extruded polystyrene (EPS) board was used as interior insulation. Experience with this natural insulation is rare in Poland. The analysis was performed using WUFI software. First of all, the impact of various standard boundary conditions on the behavior of the different wall assemblies was tested. The comparison of results showed that the moisture class according to the EN ISO 13788 leads to too high values of total moisture content in the wall since the boundary condition according to the EN 15026 should be usually applied. Then, hygrothermal 1D-simulations were conducted by WUFI Pro for analysis of internally added insulation, and the weak point like the joint of the wall with the concrete ceiling was verified using 2D simulations. Results showed that, in the Warsaw climate and the indoor conditions adopted in accordance with EN 15026, in the tested wall assemblies, regardless of the type of interior insulation, there would not be any problems with moisture - inside the structure and on the interior surface.

Abstract:
The majority of wireless power transfer (WPT) systems transfer power in a directional manner. This paper describes a discrete exciting voltage control technique for WPT via magnetic resonant coupling with two orthogonal transmitter coils (2D omni-directional WPT system) which can maximize the power transfer efficiency in response to the change of coupling status. The theory allows the equations of the efficiency of the system to be determined at all the rate of the mutual inductance. The calculated results are included to confirm the advantage to one directional WPT system and the validity of the theory and the equations.

Abstract:
Random Forests are a powerful classification technique, consisting of a collection of decision trees. One useful feature of Random Forests is the ability to determine the importance of each variable in predicting the outcome. This is done by permuting each variable and computing the change in prediction accuracy before and after the permutation. This variable importance calculation is similar to a one-factor-at a time experiment and therefore is inefficient. In this paper, we use a regular fractional factorial design to determine which variables to permute. Based on the results of the trials in the experiment, we calculate the individual importance of the variables, with improved precision over the standard method. The method is illustrated with a study of student attrition at Monash University.

The use of solar control film on windows as one of solar passive strategies for building have becoming important and is gaining recognition. Malaysia located close to equator is having warm humid climate with long sunshine hours and abundant solar radiation throughout the year. Hence, befitting solar control on windows is absolutely necessary to capture the daylight whilst moderating thermal impact and eliminating glare problems. This is one of the energy efficient strategies to achieve thermal and visual comfort in buildings. Therefore, this study was carried out to investigate the effect of window solar controls on thermal and visual performance of naturally ventilated buildings. This was conducted via field data monitoring using a test building facility. Four types of window glazing systems were used with three types of solar control films. Data were analysed for thermal and visual impact with reference to thermal and optical characteristics of the films. Results show that for each glazing system, the surface temperature of windows are influenced by the Solar Energy Absorption property, the indoor air temperature are influenced by the Solar Energy Transmittance and Solar Energy Reflectance, and the daylighting by Visible Light Transmission and Shading Coefficient. Further investigations are underway to determine the mathematical relation between thermal energy and visual performance with the thermal and optical characteristics of solar control films.Keywords: window, solar control film, natural ventilation, thermal performance, visual performance

Abstract:
In this paper, we suggest a simulation tool to make a decision of monthly production planning for maximizing a profit of Specialty store retailer of Private label Apparel (SPA) firms. Most of SPA firms are fabless and make outsourcing deals for productions with factories of their subcontractors. Every month, SPA firms make a booking for production lines and manpower in the factories. The booking is conducted a few months in advance based on a demand prediction and a monthly production planning at that time. However, the demand prediction is updated month by month, and the monthly production planning would change to meet the latest demand prediction. Then, SPA firms have to change the capacities initially booked within a certain range to suit to the monthly production planning. The booking system is called “capacity-booking”. These days, though it is an issue for SPA firms to make precise monthly production planning, many firms are still conducting the production planning by empirical rules. In addition, it is also a challenge for SPA firms to match their products and factories with considering their demand predictabilities and regulation abilities. In this paper, we suggest a model for considering these two issues. An objective is to maximize a total profit of certain periods, which is sales minus costs of production, inventory, and capacity-booking penalty. To make a better monthly production planning at SPA firms, these points should be considered: demand predictabilities by random trends, previous and next month’s production planning of the target month, and regulation abilities of the capacity-booking. To decide matching products and factories for outsourcing, it is important to consider seasonality, volume, and predictability of each product, production possibility, size, and regulation ability of each factory. SPA firms have to consider these constructions and decide orders with several factories per one product. We modeled these issues as a linear programming. To validate the model, an example of several computational experiments with a SPA firm is presented. We suppose four typical product groups: basic, seasonal (Spring / Summer), seasonal (Fall / Winter), and spot product. As a result of the experiments, a monthly production planning was provided. In the planning, demand predictabilities from random trend are reduced by producing products which are different product types. Moreover, priorities to produce are given to high-margin products. In conclusion, we developed a simulation tool to make a decision of monthly production planning which is useful when the production planning is set every month. We considered the features of capacity-booking, and matching of products and factories which have different features and conditions.

Abstract:
In this study spatial-temporal speckle correlation techniques have been applied for the quality evaluation of three different Indian fruits namely apple, pear and tomato for the first time. The method is based on the analysis of variations of laser light scattered from biological samples. The results showed that crosscorrelation coefficients of biospeckle patterns change subject to their freshness and the storage conditions. The biospeckle activity was determined by means of the cross-correlation functions of the intensity fluctuations. Significant changes in biospeckle activity were observed during their shelf lives. From the study, it is found that the biospeckle activity decreases with the shelf-life storage time. Further it has been shown that biospeckle activity changes according to their respiration rates.

This paper identifies limitations of existing two e- Governance services viz. railway ticket booking and passport service in India. The comparison has been made as to how in the past these two citizen services were operating manually and how these services are taken online via e-Governance. Different e-Governance projects, investment aspects, and role of corporate are discussed. For Indian Railway online ticketing a comparison has been made between state run booking website and popular private firm run booking websites. For passport service, observations through personal visit to passport center is described. Suggestions are made to improve these services further to improve citizen service experiences.

Abstract:
This study investigates the effects of operating parameters of different current density, temperature and pressure on the performance of a proton exchange membrane (PEM) water electrolysis stack. A 7-cell PEM water electrolysis stack was assembled and tested under different operation modules. The voltage change and polarization curves under different test conditions, namely current density, temperature and pressure, were recorded. Results show that higher temperature has positive effect on overall stack performance, where temperature of 80 ℃ improved the cell performance greatly. However, the cathode pressure and current density has little effect on stack performance.

Active network was developed to solve the problem of the current sharing-based network–difficulty in applying new technology, service or standard, and duplicated operation at several protocol layers. Active network can transport the packet loaded with the executable codes, which enables to change the state of the network node. However, if the network node is placed in the sharing-based network, security and safety issues should be resolved. To satisfy this requirement, various security aspects are required such as authentication, authorization, confidentiality and integrity. Among these security components, the core factor is the encryption key. School leadership is commonly considered to have a significant influence on school effectiveness and improvement. Effective school leaders are expected to successfully introduce and support change and innovation at the school unit. Despite an abundance of studies on educational leadership, very few studies have provided evidence on the link between leadership models, and specific educational and school outcomes. This is true of a popular contemporary approach to leadership, namely, distributed leadership. The paper provides an overview of research findings on the effect of distributed leadership on educational outcomes. The theoretical basis for this approach to leadership is presented, with reference to methodological and research limitations. Abstract:
This paper discusses the Urdu script characteristics, Urdu Nastaleeq and a simple but a novel and robust technique to recognize the printed Urdu script without a lexicon. Urdu being a family of Arabic script is cursive and complex script in its nature, the main complexity of Urdu compound/connected text is not its connections but the forms/shapes the characters change when it is placed at initial, middle or at the end of a word. The characters recognition technique presented here is using the inherited complexity of Urdu script to solve the problem. A word is scanned and analyzed for the level of its complexity, the point where the level of complexity changes is marked for a character, segmented and feeded to Neural Networks. A prototype of the system has been tested on Urdu text and currently achieves 93.4% accuracy on the average.Keywords: Cursive Script, OCR, Urdu.
