360 An Exploration of the Provision of Government-Subsidised Housing without Title Deeds: A Recipient’s Interpretation of Security of Tenure

Abstract:
Low-income households earning less than 3,500 ZAR (about 175 GBP) per month can apply to the South African government, through the National Housing Subsidy, for fully subsidised houses. An objective of this subsidy is to enable low-income households’ participation in the formal housing market; however, the beneficiaries received houses without title deeds. As such, if the beneficiaries did not have a secured tenure at the time of their death then surviving family may face possible eviction. Therefore, an aim of this research was to determine how these beneficiaries interpret tenure security. The research focused on government subsidised housing in the Dithlake settlement of a rural hamlet named Koffiefontein, in the Letsemeng Local Municipality of South Africa. Quantitative data on the beneficiaries were collected from the local municipality, while qualitative data were collected from a sample of 45 beneficiaries.Keywords: Low-income families, subsidised housing, titling, housing market, South Africa.

Abstract:
This study aims to initiate sustainable water management for tourist accommodations in Amphawa, Samut Songkram Province, Thailand. Wastewater generated by tourist accommodation was conducted in 10 homestays and resorts in Amphawa during August – October, 2011. The prominent parameters which are of pH, Dissolved Oxygen (DO), Biochemical Oxygen Demand (BOD), Fat Oil and Grease (FOG), Nitrate (No3-), and Phosphate (PO43-) were conducted monthly. The results revealed that some parameters were over national water quality standard (Class II). Especially, 90% of tourist accommodations have been recorded that FOG was over the standard of wastewater quality from accommodation (group I: total room of accommodation less than 200 rooms). Therefore, grease trap and natural treatment should be utilized in tourist accommodations in order to reduce the discharged of fat, oil, and grease from tourism activities. Abstract:
The automatic discrimination of seismic signals is an important practical goal for earth-science observatories due to the large amount of information that they receive continuously. An essential discrimination task is to allocate the incoming signal to a group associated with the kind of physical phenomena producing it. In this paper, two classes of seismic signals recorded routinely in geophysical laboratory of the National Center for Scientific and Technical Research in Morocco are considered. They correspond to signals associated to local earthquakes and chemical explosions. The approach adopted for the development of an automatic discrimination system is a modular system composed by three blocs: 1) Representation, 2) Dimensionality reduction and 3) Classification. The originality of our work consists in the use of a new wavelet called "modified Mexican hat wavelet" in the representation stage. Abstract:
Information and Communication Technology (ICT) has opened up new and robust ways of sending and receiving information at global level. Any type of information including voice and video is sent to the diverse publics, who equally have variety of choices. Thus, the development of any nation is tied to efficient information dissemination. In Nigeria, television broadcasting started in 1959 with the establishment of the Western Nigeria Television (WNTV) by the opposition leader, Chief Obafemi Awolowo. Later on, the government took over the station and fully controlled it. Subsequently, regional stations were opened to propagate government policies and programs. The television industry in Nigeria continued to grow in terms of viewership and number with over fifty national television stations and twenty five private ones. Thus, existing documents on digitization of television broadcasting industry and related literature were used as the main source of information. Therefore, this paper analyses the efforts being made by the Nigerian government through its ICT policy towards digitization of its television broadcasting in order to cope with the global trend. Recommendations are proffered with a view to achieving the target goal.

Abstract:
This article focuses on the cycle of experimental studies of the formation of cracks and debondings in the concrete reinforced with carbon fiber. This research was carried out in Perm National Research Polytechnic University. A series of CFRP-strengthened RC beams was tested to investigate the influence of preload and crack repairing factors on CFRP debonding. IRT was applied to detect the early stage of IC debonding during the laboratory bending tests. It was found that for the beams strengthened under load after crack injecting, СFRP debonding strain is 4-65% lower than for the preliminary strengthened beams. The beams strengthened under the load had a relative area of debonding of 2 times higher than preliminary strengthened beams. The СFRP debonding strain is weakly dependent on the strength of the concrete substrate. For beams with a transverse wrapping anchorage in support sections FRP debonding is not a failure mode.

Abstract:
It has formed an essential issue that Climate Change, composed of highly knowledge complexity, reveals its significant impact on human existence. Therefore, specific national policies, some of which present the educational aspects, have been published for overcoming the imperative problem. Accordingly, the study aims to analyze as well as integrate the relationship between Climate Change and environmental education and apply the perspective of concept map to represent the knowledge contents and structures of Climate Change; by doing so, knowledge contents of Climate Change could be represented in an even more comprehensive way and manipulated as the tool for environmental education. The method adapted for this study is knowledge conversion model compounded of the platform for experts and teachers, who were the participants for this study, to cooperate and combine each participant-s standpoints into a complete knowledge framework that is the foundation for structuring the concept map. The result of this research contains the important concepts, the precise propositions and the entire concept map for representing the robust concepts of Climate Change.

Indian telecom services industry has been witnessing a stupendous growth since 1990s. Over the years, subscriber base has grown steadily and it crossed 950 million marks in March 2012. India with second largest subscriber base also offers one of the lowest call tariffs in the world. But in the euphoria of high growth in services, the equipment manufacturing received least priority. India mainly depends on imported components from China. Of late, it is realized that lack of domestic manufacturing may pose a serious challenge to India-s continued success in the telecom sector. Therefore, the National Telecom Policy 2012 aims at developing a strong equipment manufacturing base within India. Abstract:
Urban runoff quality for a mixed residential-commercial land use catchment in Miri, Sarawak was investigated for three storm events in 2011. Samples from the three storm events were tested for five water quality parameters, namely, TSS, COD, BOD5, TP, and Pb. Concentration of the pollutants were found to vary significantly between storms, but were generally influenced by the length of antecedent dry period and the strength of rainfall intensities. Runoff from the study site showed a significant level of pollution for all the parameters investigated. Based on the National Water Quality Standards for Malaysia (NWQS), stormwater quality from the study site was polluted and exceeded class III water for TSS and BOD5, with maximum EMCs of 177 and 24 mg/L, respectively. Design pollutant load based on a design storm of 3-month average recurrence interval (ARI) for TSS, COD, BOD5, TP, and Pb were estimated to be 40, 9.4, 5.4, 1.7, and 0.06 kg/ha, respectively. The design pollutant load for the pollutants can be used to estimate loadings from similar catchments within Miri City.

Innovation, particularly in technology development, is a crucial aspect of nanotechnology R&D and, although several approaches to effective innovation management exist, organizational structures that promote knowledge exchange have been found to be most effect in supporting new and emerging technologies. This paper discusses Integrated Knowledge Networks (IKNs) and evaluates its use within nanotechnology R&D to increase technology innovation. Specifically, this paper reviews the role of IKNs in bolstering national and international nanotechnology development and in enhancing nanotechnology innovation. Both physical and virtual IKNs, particularly IT-based network platforms for community-based innovation, offer strategies for enhanced technology innovation, interdisciplinary cooperation, and enterprise development. Effectively creating and managing technology R&D networks can facilitate successful knowledge exchange, enhanced innovation, commercialization, and technology transfer. This paper introduces an isolated and unique ancient language Burushaski, spoken in Hunza, Nagar, Yasin and parts of Gilgit in the Northern Areas of Pakistan. It explains the working mechanism of Multi Language Text Editor for Urdu and Burushaski. It is developed under the use of ISO/IEC 10646 Unicode standards for Urdu and Burushaski open-type fonts. It gives an ample opportunity to this regional ancient language to have a modern Information technology for its promotion and preservation. The main objective of this research paper is to help preserve the heritage of such rare languages and give smart way of automation. It also facilitates to those who are interested in undertaking research on Burushaski or keen to trace fonatic relationship between the national Urdu language and Burushaski. Since this editor covers both Burushaski and Urdu so it can play an important role to introduce Burusho linguistic culture to the world at large. The reduction of GHG emissions in buildings is a focus area of national energy policies in Europe, because buildings are responsible for a major share of the final energy consumption. It is at local scale where policies to increase the share of renewable energies and energy efficiency measures get implemented. Municipalities, as local authorities and responsible entity for land-use planning, have a direct influence on urban patterns and energy use, which makes them key actors in the transition towards sustainable cities. Hence, synchronizing urban planning with energy planning offers great potential to increase society’s energy-efficiency; this has a high significance to reach GHG-reduction targets. This work is on decision tree-based classification for the disbursement of scholarship. Tree-based data mining classification technique is used in other to determine the generic rule to be used to disburse the scholarship. The system based on the defined rules from the tree is able to determine the class (status) to which an applicant shall belong whether Granted or Not Granted. The applicants that fall to the class of granted denote a successful acquirement of scholarship while those in not granted class are unsuccessful in the scheme. An algorithm that can be used to classify the applicants based on the rules from tree-based classification was also developed. The tree-based classification is adopted because of its efficiency, effectiveness, and easy to comprehend features. The system was tested with the data of National Information Technology Development Agency (NITDA) Abuja, a Parastatal of Federal Ministry of Communication Technology that is mandated to develop and regulate information technology in Nigeria. The system was found working according to the specification. Abstract:
Nation-building has been a key consideration in ethno-linguistically diverse post-colonial ‘artificial states’, where ethnic tensions, religious differences and the risk of persecution of minorities are common. Language policy can help with nation-building, but it can also hinder the process. An important challenge is in recognising which language policy to adopt. This article proposes that the designation of a widely used lingua franca as a national language (in an official capacity or otherwise) - in a culturally, ethnically and linguistically diverse post-colonial state - assists its nation-building efforts in the long run. To demonstrate, this paper looks at the cases of Sri Lanka, Indonesia and India: three young nations which together emerged out of the Second World War with comparable colonial experiences, but subsequently adopted different language policies to different effects. Insights presented underscore the significance of inclusive language policy in sustainable nation-building in states with comparable post-colonial experiences.

Abstract:
Proximate (moisture, protein, total fat, total ash) and mineral (K, P, Na, Mg, Ca, Zn, Fe, Cu and Mn) composition of chicken giblets (heart, liver and gizzard) were investigated. Phosphorous content, as well as proximate composition, were determined according to recommended ISO methods. The content of all elements, except phosphorus, of the giblets tissues were determined using inductively coupled plasma-optical emission spectrometry (ICP-OES), after dry ashing mineralization. Regarding proximate composition heart was the highest in total fat content, and the lowest in protein content. Liver was the highest in protein and total ash content, while gizzard was the highest in moisture and the lowest in total fat content. Regarding mineral composition liver was the highest for K, P, Ca, Mg, Fe, Zn, Cu, and Mn, while heart was the highest for Na content. The contents of almost all investigated minerals in analysed giblets tissues of chickens from Vojvodina were similar to values reported in the literature, i.e. in national food composition databases of other countries.

Abstract:
Road industry has challenged the prospect of ecoconstruction. Pavements may fit within the framework of sustainable development. Hence, research implements assessments of conventional pavements impacts on environment in use of life cycle approach. To meet global, and often national, targets on pollution control, newly introduced pavement designs are under study. This is the case of Cyprus demonstration, which occurred within EcoLanes project work. This alternative pavement differs on concrete layer reinforced with tire recycling product. Processing of post-consumer tires produces steel fibers improving strength capacity against cracking. Thus maintenance works are relevantly limited in comparison to flexible pavement. This enables to be more ecofriendly, referenced to current study outputs. More specific, proposed concrete pavement life cycle processes emits 15 % less air pollutants and consumes 28 % less embodied energy than those of the asphalt pavement. In addition there is also a reduction on costs by 0.06 %.

In Thailand, the practice of pre-hospital Emergency Medical Service (EMS) in each area reveals the different growth rates and effectiveness of the practices. Those can be found as the diverse quality and quantity. To shorten the learning curve prior to speed-up the practices in other areas, story telling and lessons learnt from the effective practices are valued as meaningful knowledge. To this paper, it was to ascertain the factors, lessons learnt and best practices that have impact as contributing to the success of prehospital EMS system. Those were formulized as model prior to speedup the practice in other areas. To develop the model, Malcolm Baldrige National Quality Award (MBNQA), which is widely recognized as a framework for organizational quality assessment and improvement, was chosen as the discussion framework. Remarkably, this study was based on the consideration of knowledge capture; however it was not to complete the loop of knowledge activities. The economy of Botswana has increased extensively since its independence. In contrast to this increase, the construction industry which is one of the key indicators of a developing nation continues to be highly dependent on imported building material products from the neighbouring countries of South Africa, Namibia, Zimbabwe, and Zambia. Only two companies in the country currently blend cement. Even then, the overwhelming majority of raw materials used in the blends are imported. Furthermore, there are no glass manufacturers in Botswana. The ceramic industry is limited to the manufacture of clay bricks notwithstanding a few studios on crockery and sanitary ware which nonetheless use imported clay. This paper presents natural resources and industrial waste products in Botswana that can be used for the development of sustainable building materials. It also investigates at the distribution and cost of other widely used building materials in the country. This paper examined leadership failure consequent on endemic corruption as being the bane of good governance in Nigeria since independence in 1960 and the way forward. Nigeria is lavishly gifted by nature of abundance in human and material resources to be harnessed a strategic, resolute, ingenious, and inventive leadership. For leadership to drive sustainable growth in society, it must be rooted in the cultural values of the people. This, however, is contrary in Nigeria owing to unscrupulous leadership miscarriage, corruption, and bad governance. Using the eclectic approach, the paper scrutinizes the issues of leadership, corruption, and governance to clearly show how bad leadership and governance have destroyed the national fabric and the way out of Nigeria's development quack mire. Furthermore, this paper examined the perplexing nature of corruption in Nigeria that has made it the only lucrative endeavor for politicians and their cronies, leading Nigeria to be regarded as the world's poverty capital. This paper advocates that Nigerians and the international community must endeavor to enshrine effective leadership and good governance through strong institutions, laws, and individuals who have zero tolerance for corruption and mediocrity in the polity. It is only when this is done that Nigeria will be a better place for present and future generations.

Setting up of rural telecentres, popularly referred to as Common Service Centres (CSCs), are considered one of the initial forerunners of rural e-Governance initiatives under the Government of India-s National e-Governance Plan (NeGP). CSCs are implemented on public-private partnership (PPP) – where State governments play a major role in facilitating the establishment of CSCs and investments are made by private companies referred to as Service Centre Agencies (SCAs). CSC implementation is expected to help in improving public service delivery in a transparent and efficient manner. However, there is very little research undertaken to study the actual impact of CSC implementation at the grassroots level. The aim of this qualitative case study is to examine how school principals perform their new roles and responsibilities defined in accordance with the new curriculum. Of ten primary schools that the new curriculum was piloted in Istanbul in school year of 2004-2005, one school was randomly selected as the sample of the study. The participants of the study were comprised of randomly-selected 26 teachers working in the case school. To collect data, an interview schedule was developed based on the new role definitions for school principals by the National Ministry of Education. Participants were interviewed on one-to-one basis in February and March 2007. Overall results showed that the school principal was perceived to be successful in terms of the application of the new curriculum in school. According to the majority of teachers, the principal has done his best to establish the infrastructure that is necessary for successful application of the new program. In addition to these, the principal was reported to adopt a collegial and participatory leadership style by creating a positive school atmosphere that enables the school community (teachers, parents and students) to involve school more than before. This paper presents observations on the early supervised internships in Psychology, currently called basic internships in Brazil, and its importance in professional training. The work is an experience report and focuses on the Professional training, illustrated by the reality of a Brazilian institution, used as a case study. It was developed from the authors' experience as academic supervisors of this kind of practice throughout this undergraduate course, combined with aspects investigated in the post-doctoral research of one of them. Theoretical references on the subject and related national legislation are analyzed, as well as reports of students who experienced at least one semester of this type of practice, articulated to the observations of the authors. The results demonstrate the importance of the early supervised internships as a way of creating opportunities for the students of a first contact with the professional reality and the practice of psychologists in different fields of insertion, preparing them for further experiments that require more involvement in activities of training and practices in Psychology.

Abstract:
Chakri Maha Prasart Throne Hall is the important Audience hall in Grand Palace, Bangkok, Thailand which was established in the early reign of King Chulalongkorn (King Rama V) in 1882. The Throne was designed with the distinguished architecture by significant blending of Western and Thai Traditional styles under the Thai Social changing in Colony Era and Thai traditional culture. The western style was represented of modernization and civilization as the other European countries. Abstract:
The paper applies a discourse analytical approach to investigate important concepts influencing the infrastructure planning process in the region of Scania in southern Sweden. Two discourses, one concerning regional development and one concerning sustainability are identified, discussed and contrasted. It is argued that the perceptions of problems and their suggested solutions related to transportation are based on specific ideas, in turn dependent on the importance given to certain concepts, such as regional enlargement, Scania as a transit region, the national environmental quality goals and regional attractiveness. These concepts, their underlying meaning structures and their relevance for the infrastructure planning process are analyzed. The handling of conflicting interests in the planning process, and the possible implications this may have is also discussed. The results indicate that the regional development discourse is dominant and although the solutions to the problems caused by transport are framed in similar ways in the two discourses a harmonization between conflicting goals is proving difficult to achieve.

Abstract:
Brownfields are one of the most important problems that must be solved by today's cities. The topic of this article is description of developing a comprehensive transformation of postindustrial area of the former iron factory national cultural heritage lower Vítkovice. City of Ostrava used to be industrial superpower of the Czechoslovak Republic, especially in the area of coal mining and iron production, after declining industrial production and mining in the 80s left many unused areas of former factories generally brownfields and backfields. Since the late 90s we are observing how the city officials or private entities seeking to remedy this situation. Regeneration of brownfields is a very expensive and long-term process. The area is now rebuilt for tourists and residents of the city in the entertainment, cultural, and social center. It was necessary do the reconstruction of the industrial monuments. Equally important was the construction of new buildings, which helped reusing of the entire complex. This is a unique example of transformation of technical monuments and completion of necessary new objects, so that the area could start working again and reintegrate back into the urban system.Keywords: Brownfields, conversion, historical and industrial buildings, reconstruction.

Abstract:
The paper depicts air velocity values, reproduced by laser Doppler anemometer (LDA) and ultrasonic anemometer (UA), relations with calculated ones from flow rate measurements using the gas meter which calibration uncertainty is ± (0.15 – 0.30) %. Investigation had been performed in channel installed in aerodynamical facility used as a part of national standard of air velocity. Relations defined in a research let us confirm the LDA and UA for air velocity reproduction to be the most advantageous measures. The results affirm ultrasonic anemometer to be reliable and favourable instrument for measurement of mean velocity or control of velocity stability in the velocity range of 0.05 m/s – 10 (15) m/s when the LDA used. The main aim of this research is to investigate low velocity regularities, starting from 0.05 m/s, including region of turbulent, laminar and transitional air flows. Theoretical and experimental results and brief analysis of it are given in the paper. Maximum and mean velocity relations for transitional air flow having unique distribution are represented. Transitional flow having distinctive and different from laminar and turbulent flow characteristics experimentally have not yet been analysed.

Abstract:
With the rapid development of national modern industry, people begin to pay attention to environmental pollution and harm caused by industrial dust. Based on above, a numerical study on the dedusting technology of industrial environment was conducted. The dynamic models of multicomponent particles collision and coagulation, breakage and deposition are developed, and the interaction of water droplet and aerosol particle in 2-Dimension flow field was researched by Eulerian-Lagrangian method and Multi-Monte Carlo method. The effects of the droplet scale, movement speed of droplet and the flow field structure on scavenging efficiency were analyzed. The results show that under the certain condition, 30μm of droplet has the best scavenging efficiency. At the initial speed 1m/s of droplets, droplets and aerosol particles have more time to interact, so it has a better scavenging efficiency for the particle.

Abstract:
The objective of this paper is to present the process of change in management accounting in Romania, a former communist country from Eastern Europe. In order to explain this process, we used the contingency and institutional theories. We focused on the following directions: the presentation of the scientific context and motivation of this research and the case study. We presented the state of the art in the process of change in the management accounting from the international and national perspective. We also described the evolution of management accounting in Romania in the context of economic and political changes. An important moment was the fall of communism in 1989. This represents a starting point for a new economic environment and for new management accounting. Accordingly, we developed a case study which presented this evolution. The conclusion of our research was that the changes in the management accounting system of the company analysed occurred in the same time with the institutionalisation of some elements (e.g. degree of competition, training and competencies in management accounting). The management accounting system was modelled by the contingencies specific to this company (e.g. environment, industry, strategy).Keywords: Management accounting, change, Romania, contingency and institutional theory.

Abstract:
Nondestructive deflection testing has been accepted widely as a cost-effective tool for evaluating the structural condition of airfield pavements. Backcalculation of pavement layer moduli can be used to characterize the pavement existing condition in order to compute the load bearing capacity of pavement. This paper presents an improved best-fit backcalculation methodology based on deflection predictions obtained using finite element method (FEM). The best-fit approach is based on minimizing the squared error between falling weight deflectometer (FWD) measured deflections and FEM predicted deflections. Then, concrete elastic modulus and modulus of subgrade reaction were back-calculated using Heavy Weight Deflectometer (HWD) deflections collected at the National Airport Pavement Testing Facility (NAPTF) test site. It is an alternative and more versatile method in considering concrete slab geometry and HWD testing locations compared to methods currently available.

Abstract:
This study aimed to investigate the existence of field corn networks on the Thailand-Burma border under the patron-client contract farming system. The data of this qualitative study were collected through in-depth interviews with nine key informants.
The results of the study revealed that the existence of the field corn networks was associated with the relationship where farmers had to share their crops with protectors in the areas under the influence of the KNU (Karen National Union) and the DKBA (Democratic Karen Buddhist Army) or Burmese soldiers. A Mae Liang, the person who starts a network has a connection with a Thaokae, Luk Rai Hua Chai or the head of a group of farmers, and farmers. They are under the patron-client system with trust and loyalty that enable the head of the group and the farmers in the Burma border side to remain under the same Mae Liang even though the business has been passed down to later generations.

Abstract:
This evaluation of land supply system performance in China shall examine the combination of government functions and national goals in order to perform a cost-benefit analysis of system results. From the author's point of view, it is most productive to evaluate land supply system performance at moments of system transformation for the following reasons. The behavior and input-output change of beneficial results at different times can be observed when the system or policy changes and system performance can be evaluated through a cost-benefit analysis during the process of system transformation. Moreover, this evaluation method can avoid the influence of land resource endowment. Different land resource endowment methods and different economy development periods result in different systems. This essay studies the contents, principles and methods of land supply system performance evaluation. Taking Beijing as an example, this essay optimizes and classifies the land supply index, makes a quantitative evaluation of land supply system performance through principal component analysis (PCA), and finally analyzes the factors that influence land supply system performance at times of system transformation.Keywords: Land supply, System performance, System transformation
