Abstract:
In present article the model of Blended Learning, its advantage at foreign language teaching, and also some problems that can arise during its use are considered. The Blended Learning is a special organization of learning, which allows to combine classroom work and modern technologies in electronic distance teaching environment. Nowadays a lot of European educational institutions and companies use such technology. Through this method: student gets the opportunity to learn in a group (classroom) with a teacher and additionally at home at a convenient time; student himself sets the optimal speed and intensity of the learning process; this method helps student to discipline himself and learn to work independently.

Companies have to know what knowledge they have by taking a survey of organizational knowledge and they have to fix actual and additional knowledge in organizational memory. The question is how to identify, acquire, fix and use knowledge effectively. Abstract:
To judge whether the memristor can be interpreted as the fourth fundamental circuit element, we propose a variable-relation criterion of fundamental circuit elements. According to the criterion, we investigate the nature of three fundamental circuit elements and the memristor. From the perspective of variables relation, the memristor builds a direct relation between the voltage across it and the current through it, instead of a direct relation between the magnetic flux and the charge. Thus, it is better to characterize the memristor and the resistor as two special cases of the same fundamental circuit element, which is the memristive system in Chua-s new framework. Abstract:
This paper presents an optimization method based on genetic algorithm for the energy management inside buildings developed in the frame of the project Smart Living Lab (SLL) in Fribourg (Switzerland). This algorithm optimizes the interaction between renewable energy production, storage systems and energy consumers. In comparison with standard algorithms, the innovative aspect of this project is the extension of the smart regulation over three simultaneous criteria: the energy self-consumption, the decrease of greenhouse gas emissions and operating costs. The genetic algorithm approach was chosen due to the large quantity of optimization variables and the non-linearity of the optimization function. The optimization process includes also real time data of the building as well as weather forecast and users habits. This information is used by a physical model of the building energy resources to predict the future energy production and needs, to select the best energetic strategy, to combine production or storage of energy in order to guarantee the demand of electrical and thermal energy. Abstract:
Clustering categorical data is more complicated than the numerical clustering because of its special properties. Scalability and memory constraint is the challenging problem in clustering large data set. This paper presents an incremental algorithm to cluster the categorical data. Frequencies of attribute values contribute much in clustering similar categorical objects. In this paper we propose new similarity measures based on the frequencies of attribute values and its cardinalities. The proposed measures and the algorithm are experimented with the data sets from UCI data repository. Abstract:
This paper describes new computer vision algorithms that have been developed to track moving objects as part of a long-term study into the design of (semi-)autonomous vehicles. We present the results of a study to exploit variable kernels for tracking in video sequences. The basis of our work is the mean shift object-tracking algorithm; for a moving target, it is usual to define a rectangular target window in an initial frame, and then process the data within that window to separate the tracked object from the background by the mean shift segmentation algorithm. Rather than use the standard, Epanechnikov kernel, we have used a kernel weighted by the Chamfer distance transform to improve the accuracy of target representation and localization, minimising the distance between the two distributions in RGB color space using the Bhattacharyya coefficient. Experimental results show the improved tracking capability and versatility of the algorithm in comparison with results using the standard kernel. These algorithms are incorporated as part of a robot test-bed architecture which has been used to demonstrate their effectiveness.Keywords: Hume, functional programming, autonomous vehicle, pioneer robot, vision.

Abstract:
Irradiated material is a typical example of a complex system with nonlinear coupling between its elements. During irradiation the radiation damage is developed and this development has bifurcations and qualitatively different kinds of behavior. The accumulation of primary defects in irradiated crystals is considered in frame work of nonlinear evolution of complex system. The thermo-concentration nonlinear feedback is carried out as a mechanism of self-oscillation development. It is shown that there are two ways of the defect density evolution under stationary irradiation. The first is the accumulation of defects; defect density monotonically grows and tends to its stationary state for some system parameters. Another way that takes place for opportune parameters is the development of self-oscillations of the defect density. The stationary state, its stability and type are found. The bifurcation values of parameters (environment temperature, defect generation rate, etc.) are obtained. The frequency of the selfoscillation and the conditions of their development is found and rated. It is shown that defect density, heat fluxes and temperature during self-oscillations can reach much higher values than the expected steady-state values. It can lead to a change of typical operation and an accident, e.g. for nuclear equipment.Keywords: Irradiation, Primary Defects, Solids, Self-oscillation.

Abstract:
In this paper, a field oriented control (FOC) induction motor drive is presented. In order to eliminate the speed sensor, an adaptation algorithm for tuning the rotor speed is proposed. Based on the Model Reference Adaptive System (MRAS) scheme, the rotor speed is tuned to obtain an exact FOC induction motor drive. The reference and adjustable models, developed in stationary stator reference frame, are used in the MRAS scheme to estimate induction rotor speed from measured terminal voltages and currents. The Integral Proportional (IP) gains speed controller are tuned by a modern approach that is the Particle Swarm Optimization (PSO) algorithm in order to optimize the parameters of the IP controller. The use of PSO as an optimization algorithm makes the drive robust, with faster dynamic response, higher accuracy and insensitive to load variation. The proposed algorithm has been tested by numerical simulation, showing the capability of driving load.

Because of the reservoir effect, dynamic analysis of concrete dams is more involved than other common structures. This problem is mostly sourced by the differences between reservoir water, dam body and foundation material behaviors. To account for the reservoir effect in dynamic analysis of concrete gravity dams, two methods are generally employed. Eulerian method in reservoir modeling gives rise to a set of coupled equations, whereas in Lagrangian method, the same equations for dam and foundation structure are used. The Purpose of this paper is to evaluate and study possible advantages and disadvantages of both methods. Specifically, application of the above methods in the analysis of dam-foundationreservoir systems is leveraged to calculate the hydrodynamic pressure on dam faces. Within the frame work of dam- foundationreservoir systems, dam displacement under earthquake for various dimensions and characteristics are also studied. The results of both Lagrangian and Eulerian methods in effects of loading frequency, boundary condition and foundation elasticity modulus are quantitatively evaluated and compared. Our analyses show that each method has individual advantages and disadvantages. As such, in any particular case, one of the two methods may prove more suitable as presented in the results section of this study.

Calcite aCalcite and aragonite are the two common polymorphs of CaCO3 observed as biominerals. It is universal that the sea water contents a high Mg2+ (50mM) relative to Ca2+ (10mM). In vivo crystallization, Mg2+ inhibits calcite formation. For this reason, stony corals skeleton may be formed only aragonite crystals in the biocalcification. It is special in case of soft corals of which formed only calcite crystal; however, this interesting phenomenon, still uncharacterized in the marine environment, has been explored in this study using newly purified cell-free proteins isolated from the endoskeletal sclerites of soft coral. By recording the decline of pH in vitro, the control of CaCO3 nucleation and crystal growth by the cellfree proteins was revealed. Peace diplomacy is the most important international tool to maintain peace all over the World. This study consists of three parts. In the first part, the leadership of Devlet Bahçeli, leader of the Nationalist Movement Party, will be introduced as a tool of peace communication and peace management. Also, in this part, peace communication will be explained by the peace leadership traits of Devlet Bahçeli, who is one of the efficient political leaders representing the concepts of compromise and agreement on different sides of politics. In the second part of study, it is aimed to analyze Devlet Bahçeli’s leadership within the frame of peace communication and the final part of this study is about creating an original public communication model for public diplomacy based on Devlet Bahçeli as an example. As a result, the main purpose of this study is to develop an original peace communication model including peace modules, peace management projects, original dialogue procedures and protocols exhibited in the policies of Devlet Bahçeli. The political leadership represented by Devlet Bahçeli inspires political leaders to provide peace communication. Indonesian people use trains for their transportation, especially they use economy class train transportation because it is cheaper and has a more precise schedule than any other ground transportation. Nevertheless, the economy class passenger seat raises some inconvenience issues for passengers. This is due to the design of the chair on the economic class of trains that did not adjusted to the shape of anthropometry of Indonesian people. Thus, research needs to be conducted on the design of the seats in the economic class of trains. The purpose of this research is to make the design of economy class passenger seats ergonomic. This research method uses questionnaires and anthropometry measurements. The data obtained is processed using House of Quality of Ergonomic Function Development. From the results of analysis and data processing were obtained important changes from the original design. Ergonomic chair design according to the analysis is a stainless steel frame, seat height 390 mm, with a seat width for each passenger of 400 mm and a depth of 400 mm. Design of the backrest has a height of 840 mm, width of 430 mm and length of 300 mm that can move at the angle of 105-115 degrees. The width of the footrest is 42 mm and 400 mm length. The thickness of the seat cushion is 100 mm.

Abstract:
The objective of the present paper is a numerical analysis of the flow forces acting on spool surfaces of a pressure regulated valve. The transient, compressible and turbulent flow structures inside the valve are simulated using ANSYS FLUENT coupled with a special UDF. Here, valve inlet pressure is varied in a stepwise manner. For every value of inlet pressure, transient analysis leads to a quasi-static flow through the valve. Spool forces are calculated based on different pressures at inlet. This study aimed to evaluate regional soil Borkhar of the metals Lead has been made. In this field study fires visits to the regions. The limit of this study located in the East refineries, petrochemical and power plant to 20 km was selected. The 41 soil samples from depths of 0 to 10 cm in area and were randomized. Soil samples were transported to the laboratory and by air was dry and passed through 2-mil thickness sieve. In the laboratory of physical and chemical characteristics and concentrations of total absorption was measured. The results showed that the amount of lead in soil in many parts of the range higher than the standard limit. The study aims to use a mathematical approach with the fractional calculus which is developed to have the ability to continuously analyze the factors related to the children’s height development. Until now, tracking the development of the child is getting more important and meaningful. Knowing and determining the factors related to the physical development of the child any desired time would provide better, reliable and accurate results for childcare. In this frame, 7 groups for height percentile curve (3th, 10th, 25th, 50th, 75th, 90th, and 97th) of Turkey are used. By using discrete height data of 0-18 years old children and the least squares method, a continuous curve is developed valid for any time interval. By doing so, in any desired instant, it is possible to find the percentage and location of the child in Percentage Chart. Here, with the help of the fractional calculus theory, a mathematical model is developed. The outcomes of the proposed approach are quite promising compared to the linear and the polynomial method. The approach also yields to predict the expected values of children in the sense of height.

Abstract:
Hospitals in southern Hualien teamed with the Hypertension Joint Care Network. Working with the network, the team provided a special designed health education to the individual who had been identified as a hypertension patient in the outpatient department. Some metabolism improvements achieved. This is a retrospective study by purposively taking 106 patients from a hospital between 2008 and 2010. Records of before and after education intervention of the objects was collected and analyzed to see the how the intervention affected the patients- hypertension control via clinical parameter monitoring. The results showed that the clinical indicators, the LDL-C, the cholesterol and the systolic blood pressure were significantly improved. The term private equity usually refers to any type of equity investment in an asset in which the equity is not freely tradable on a public stock market. Some researchers believe that private equity contributed to the extent of the crisis and increased the pace of its spread over the world. We do not agree with this. On the other hand, we argue that during the economic recession private equity might become an important source of funds for firms with special needs (e.g. for firms seeking buyout financing, venture capital, expansion capital or distress debt financing). Abstract:
Localization and Recognition of License registration characters from the moving vehicle is a computationally complex task in the field of machine vision and is of substantial interest because of its diverse applications such as cross border security, law enforcement and various other intelligent transportation applications. Previous research used the plate specific details such as aspect ratio, character style, color or dimensions of the plate in the complex task of plate localization. In this paper, license registration character is localized by Enhanced Weight based density map (EWBDM) method, which is independent of such constraints. In connection with our previous method, this paper proposes a method that relaxes constraints in lighting conditions, different fonts of character occurred in the plate and plates with hand-drawn characters in various aspect quotients. The robustness of this method is well suited for applications where the appearance of plates seems to be varied widely. Experimental results show that this approach is suited for recognizing license plates in different external environments.

Abstract:
EGOTHOR is a search engine that indexes the Web and allows us to search the Web documents. Its hit list contains URL and title of the hits, and also some snippet which tries to shortly show a match. The snippet can be almost always assembled by an algorithm that has a full knowledge of the original document (mostly HTML page). It implies that the search engine is required to store the full text of the documents as a part of the index. Such a requirement leads us to pick up an appropriate compression algorithm which would reduce the space demand. One of the solutions could be to use common compression methods, for instance gzip or bzip2, but it might be preferable if we develop a new method which would take advantage of the document structure, or rather, the textual character of the documents. Abstract:
This paper presents a time control liquids mixing system in the tanks as an application of fuzzy time control discrete model. The system is designed for a wide range of industrial applications. The simulation design of control system has three inputs: volume, viscosity, and selection of product, along with the three external control adjustments for the system calibration or to take over the control of the system autonomously in local or distributed environment. There are four controlling elements: rotatory motor, grinding motor, heating and cooling units, and valves selection, each with time frame limit. The system consists of three controlled variables measurement through its sensing mechanism for feed back control. This design also facilitates the liquids mixing system to grind certain materials in tanks and mix with fluids under required temperature controlled environment to achieve certain viscous level. Design of: fuzzifier, inference engine, rule base, deffuzifiers, and discrete event control system, is discussed. Abstract:
This study investigates the role and impact of English loan words on Japanese language in travel brochures. The issues arising from a potential switch to English as a tool to absorb the West’s advanced knowledge and technology in the modernization of Japan to a means of linking Japan with the rest of the world and enhancing the country’s international presence. Sociolinguistic contexts was used to analyze data collected from the Nippon Travel agency "HIS"’s brochures in Thailand, revealing that English plays the most important role as lexical gap fillers and special effect givers. An increasing mixer of English to Japanese affects how English is misused, the way the Japanese see the world and the present generation’s communication gap.

Abstract:
Analysis of vocal fold vibration is essential for understanding the mechanism of voice production and for improving clinical assessment of voice disorders. This paper presents a Dynamic Time Warping (DTW) based approach to analyze and objectively classify vocal fold vibration patterns. The proposed technique was designed and implemented on a Glottal Area Waveform (GAW) extracted from high-speed laryngeal images by delineating the glottal edges for each image frame. Feature extraction from the GAW was performed using Linear Predictive Coding (LPC). Several types of voice reference templates from simulations of clear, breathy, fry, pressed and hyperfunctional voice productions were used. The patterns of the reference templates were first verified using the analytical signal generated through Hilbert transformation of the GAW. Samples from normal speakers’ voice recordings were then used to evaluate and test the effectiveness of this approach. The classification of the voice patterns using the technique of LPC and DTW gave the accuracy of 81%.

Abstract:
One of the main image representations in Mathematical Morphology is the 3D Shape Decomposition Representation, useful for Image Compression and Representation,and Pattern Recognition. The 3D Morphological Shape Decomposition representation can be generalized a number of times,to extend the scope of its algebraic characteristics as much as possible. With these generalizations, the Morphological Shape Decomposition 's role to serve as an efficient image decomposition tool is extended to grayscale images.This work follows the above line, and further develops it. Anew evolutionary branch is added to the 3D Morphological Shape Decomposition's development, by the introduction of a 3D Multi Structuring Element Morphological Shape Decomposition, which permits 3D Morphological Shape Decomposition of 3D binary images (grayscale images) into "multiparameter" families of elements. At the beginning, 3D Morphological Shape Decomposition representations are based only on "1 parameter" families of elements for image decomposition.This paper addresses the gray scale inter frame interpolation by means of mathematical morphology. The new interframe interpolation method is based on generalized morphological 3D Shape Decomposition. This article will present the theoretical background of the morphological interframe interpolation, deduce the new representation and show some application examples.Computer simulations could illustrate results.

Abstract:
In this study, we propose a network architecture for providing secure access to information resources of enterprise network from remote locations in a wireless fashion. Our proposed architecture offers a very promising solution for organizations which are in need of a secure, flexible and cost-effective remote access methodology. Security of the proposed architecture is based on Virtual Private Network technology and a special role based access control mechanism with location and time constraints. The flexibility mainly comes from the use of Internet as the communication medium and cost-effectiveness is due to the possibility of in-house implementation of the proposed architecture.Keywords: Remote access, wireless networks, security, virtualprivate networks, RBAC.

Abstract:
Current trends in remote health monitoring to monetize on the Internet of Things applications have been raised in efficient and interference free communications in Wireless Body Area Network (WBAN) scenario. Co-existence interference in WBANs have aggravates the over-congested radio bands, thereby requiring efficient Carrier Sense Multiple Access with Collision Avoidance (CSMA/CA) strategies and improve interference management. Existing solutions utilize simplistic heuristics to approach interference problems. The scope of this research article is to investigate reinforcement learning for efficient interference management under co-existing scenarios with an emphasis on homogenous interferences. The aim of this paper is to suggest a smart CSMA/CA mechanism based on reinforcement learning called QIM-MAC that effectively uses sense slots with minimal interference. Simulation results are analyzed based on scenarios which show that the proposed approach maximized Average Network Throughput and Packet Delivery Ratio and minimized Packet Loss Ratio, Energy Consumption and Average Delay.

Abstract:
Ignatian Discernment Process (IDP) is an intense decision-making tool to decide on life-issues. Decisions are influenced by various factors outside of the decision maker and inclination within. This paper develops IDP in the context of Fuzzy Multi-criteria Decision Making (FMCDM) process. Extended VIKOR method is a decision-making method which encompasses even conflict situations and accommodates weightage to various issues. Various aspects of IDP, namely three ways of decision making and tactics of inner desires, are observed, analyzed and articulated within the frame work of fuzzy rules. The decision-making situations are broadly categorized into two types. The issues outside of the decision maker influence the person. The inner feeling also plays vital role in coming to a conclusion. IDP integrates both the categories using Extended VIKOR method. Case studies are carried out and analyzed with FMCDM process. Finally, IDP is verified with an illustrative case study and results are interpreted. A confused person who could not come to a conclusion is able to take decision on a concrete way of life through IDP. The proposed IDP model recommends an integrated and committed approach to value-based decision making.
