5869 A Similarity Function for Global Quality Assessment of Retinal Vessel Segmentations
Authors: Arturo Aquino, Manuel Emilio Gegundez, Jose Manuel Bravo, Diego Marin
Abstract:
Retinal vascularity assessment plays an important role in diagnosis of ophthalmic pathologies. The employment of digital images for this purpose makes possible a computerized approach and has motivated development of many methods for automated vascular tree segmentation. Metrics based on contingency tables for binary classification have been widely used for evaluating performance of these algorithms and, concretely, the accuracy has been mostly used as measure of global performance in this topic. However, this metric shows very poor matching with human perception as well as other notable deficiencies. Here, a new similarity function for measuring quality of retinal vessel segmentations is proposed. This similarity function is based on characterizing the vascular tree as a connected structure with a measurable area and length. Tests made indicate that this new approach shows better behaviour than the current one does. Generalizing, this concept of measuring descriptive properties may be used for designing functions for measuring more successfully segmentation quality of other complex structures.

Abstract:
The size, complexity and number of databases used for protein information have caused bioinformatics to lag behind in adapting to the need to handle this distributed information. Integrating all the information from different databases into one database is a challenging problem. Our main research is to develop a tool which can be used to access and manipulate protein information from difference databases. In our approach, we have integrated difference databases such as Swiss-prot, PDB, Interpro, and EMBL and transformed these databases in flat file format into relational form using XML and Bioperl. As a result, we showed this tool can search different sizes of protein information stored in relational database and the result can be retrieved faster compared to flat file database. A web based user interface is provided to allow user to access or search for protein information in the local database. Keywords: Protein sequence database, relational database, integrated database.

Authors: Rajlaxmi Chouhan, Pritee Khanna
Abstract:
In this manuscript, a wavelet-based blind watermarking scheme has been proposed as a means to provide security to authenticity of a fingerprint. The information used for identification or verification of a fingerprint mainly lies in its minutiae. By robust watermarking of the minutiae in the fingerprint image itself, the useful information can be extracted accurately even if the fingerprint is severely degraded. The minutiae are converted in a binary watermark and embedding these watermarks in the detail regions increases the robustness of watermarking, at little to no additional impact on image quality. It has been experimentally shown that when the minutiae is embedded into wavelet detail coefficients of a fingerprint image in spread spectrum fashion using a pseudorandom sequence, the robustness is observed to have a proportional response while perceptual invisibility has an inversely proportional response to amplification factor “K". The DWT-based technique has been found to be very robust against noises, geometrical distortions filtering and JPEG compression attacks and is also found to give remarkably better performance than DCT-based technique in terms of correlation coefficient and number of erroneous minutiae. Keywords: Fingerprint watermarking, minutiae, discrete wavelet transform, PN sequence

Abstract:
This paper proposes rough set models with three different level knowledge granules in incomplete information system under tolerance relation by similarity between objects according to their attribute values. Through introducing dominance relation on the discourse to decompose similarity classes into three subclasses: little better subclass, little worse subclass and vague subclass, it dismantles lower and upper approximations into three components. By using these components, retrieving information to find naturally hierarchical expansions to queries and constructing answers to elaborative queries can be effective. It illustrates the approach in applying rough set models in the design of information retrieval system to access different granular expanded documents. The proposed method enhances rough set model application in the flexibility of expansions and elaborative queries in information retrieval. Keywords: Incomplete information system, Rough set model, tolerance relation, dominance relation, approximation, decomposition, elaborative query.

Abstract:
The majority of the urban areas in Latin America face the challenges associated with city planning and development problems, attributed to human, technical, and economical factors; therefore, we cannot ignore the issues related to climate change because the city modifies the natural landscape in a significant way transforming the radiation balance and heat content in the urbanized areas. These modifications provoke changes in the temperature distribution known as “the heat island effect”. According to this phenomenon, we have the need to conceive the urban planning based on climatological patterns that will assure its sustainable functioning, including the particularities of the climate variability. In the present study, it is identified the Local Climate Zones (LCZ) in the Metropolitan Area of the Aburrá Valley (Colombia) with the objective of relocate the air quality monitoring stations as a partial solution to the problem of how to measure representative air quality levels in a city for a local scale, but with instruments that measure in the microscale. Keywords: Air quality, monitoring, local climatic zones, valley, monitoring stations.

Abstract:
Today, Higher Education in a global scope is subordinated to the greater institutional controls through the policies of the Quality of Education. These include processes of over evaluation of all the academic activities: students- and professors- performance, educational logistics, managerial standards for the administration of institutions of higher education, as well as the establishment of the imaginaries of excellence and prestige as the foundations on which universities of the XXI century will focus their present and future goals and interests. But at the same time higher education systems worldwide are facing the most profound crisis of sense and meaning and attending enormous mutations in their identity. Based in a qualitative research approach, this paper shows the social configurations that the scholars at the Universities in Mexico build around the discourse of the Quality of Education, and how these policies put in risk the social recognition of these individuals.

Authors: Rifah Ediati, Jajang
Abstract:
The quality of Ribbed Smoked Sheets (RSS) primarily based on color, dryness, and the presence or absence of fungus and bubbles. This quality is strongly influenced by the drying and fumigation process namely smoking process. Smoking that is held in high temperature long time will result scorched dark brown sheets, whereas if the temperature is too low or slow drying rate would resulted in less mature sheets and growth of fungus. Therefore need to find the time and temperature for optimum quality of sheets. Enhance, unmonitored heat and mass transfer during smoking process lead to high losses of energy balance. This research aims to generate simple empirical mathematical model describing the effect of smoking time and temperature to RSS quality of color, water content, fungus and bubbles. The second goal of study was to analyze energy balance during smoking process. Experimental study was conducted by measuring temperature, residence time and quality parameters of 16 sheets sample in smoking rooms. Data for energy consumption balance such as mass of fuel wood, mass of sheets being smoked, construction temperature, ambient temperature and relative humidity were taken directly along the smoking process. It was found that mathematical model correlating smoking temperature and time with color is Color = -169 - 0.184 T4 - 0.193 T3 - 0.160 0.405 T1 + T2 + 0.388 t1 +3.11 t2 + 3.92t3 + 0.215 t4 with R square 50.8% and with moisture is Moisture = -1.40-0.00123 T4 + 0.00032 T3 + 0.00260 T2 - 0.00292 T1 - 0.0105 t1 + 0.0290 t2 + 0.0452 t3 + 0.00061 t4 with R square of 49.9%. Smoking room energy analysis found useful energy was 27.8%. The energy stored in the material construction 7.3%. Lost of energy in conversion of wood combustion, ventilation and others were 16.6%. The energy flowed out through the contact of material construction with the ambient air was found to be the highest contribution to energy losses, it reached 48.3%.Keywords: RSS quality, temperature, time, smoking room, energy

Authors: Isaac Kofi Mensah
Abstract:
Governments around the world are adopting Information and Communication Technologies (ICTs) because of the important opportunities it provides through E-government (EG) to modernize government public administration processes and delivery of quality and efficient public services. Almost every country in the world is adopting ICT in its public sector administration (EG) to modernize and change the traditional process of government, increase citizen engagement and participation in governance, as well as the provision of timely information to citizens. This paper, therefore, seeks to present the adoption, development and implementation of EG in regions globally, as well as the ICT indicators around the world, which are making EG initiatives successful. Europe leads the world in its EG adoption and development index, followed by the Americas, Asia, Oceania and Africa. There is a gradual growth in ICT indicators in terms of the increase in Internet access and usage, increase in broadband penetration, an increase of individuals using the Internet at home and a decline in fixed telephone use, while the mobile cellular phone has been on the increase year-on-year. Though the lack of ICT infrastructure is a major challenge to EG adoption and implementation around the world, in Africa it is very pervasive, hampering the expansion of Internet access and provision of broadband, and hence is a barrier to the successful adoption, development, and implementation of EG initiatives in countries on the continent. But with the general improvement and increase in ICT indicators around the world, it provides countries in Europe, Americas, Asia, Arab States, Oceania and Africa with the huge opportunity to enhance public service delivery through the adoption of EG. Countries within these regions cannot fail their citizens who desire to enjoy an enhanced and efficient public service delivery from government and its many state institutions.

Abstract:
In this work a new platform for mobile-health systems is presented. System target application is providing decision support to rescue corps or military medical personnel in combat areas. Software architecture relies on a distributed client-server system that manages a wireless ad-hoc networks hierarchy in which several different types of client operate. Each client is characterized for different hardware and software requirements. Lower hierarchy levels rely in a network of completely custom devices that store clinical information and patient status and are designed to form an ad-hoc network operating in the 2.4 GHz ISM band and complying with the IEEE 802.15.4 standard (ZigBee). Medical personnel may interact with such devices, that are called MICs (Medical Information Carriers), by means of a PDA (Personal Digital Assistant) or a MDA (Medical Digital Assistant), and transmit the information stored in their local databases as well as issue a service request to the upper hierarchy levels by using IEEE 802.11 a/b/g standard (WiFi). The server acts as a repository that stores both medical evacuation forms and associated events (e.g., a teleconsulting request). All the actors participating in the diagnostic or evacuation process may access asynchronously to such repository and update its content or generate new events. The designed system pretends to optimise and improve information spreading and flow among all the system components with the aim of improving both diagnostic quality and evacuation process. Keywords: IEEE 802.15.4 (ZigBee), IEEE 802.11 a/b/g (WiFi), distributed client-server systems, embedded databases, issue trackers, ad-hoc networks.

Authors: C. lo Storto
Abstract:
This paper presents an approach based on the adoption of a distributed cognition framework and a non parametric multicriteria evaluation methodology (DEA) designed specifically to compare e-commerce websites from the consumer/user viewpoint. In particular, the framework considers a website relative efficiency as a measure of its quality and usability. A website is modelled as a black box capable to provide the consumer/user with a set of functionalities. When the consumer/user interacts with the website to perform a task, he/she is involved in a cognitive activity, sustaining a cognitive cost to search, interpret and process information, and experiencing a sense of satisfaction. The degree of ambiguity and uncertainty he/she perceives and the needed search time determine the effort size – and, henceforth, the cognitive cost amount – he/she has to sustain to perform his/her task. On the contrary, task performing and result achievement induce a sense of gratification, satisfaction and usefulness. In total, 9 variables are measured, classified in a set of 3 website macro-dimensions (user experience, site navigability and structure). The framework is implemented to compare 40 websites of businesses performing electronic commerce in the information technology market. A questionnaire to collect subjective judgements for the websites in the sample was purposely designed and administered to 85 university students enrolled in computer science and information systems engineering undergraduate courses. Keywords: Website, e-commerce, DEA, distributed cognition, evaluation, comparison.

Abstract:
We introduce a novel approach to measuring how humans learn based on techniques from information theory and apply it to the oriental game of Go. We show that the total amount of information observable in human strategies, called the strategic information, remains constant for populations of players of differing skill levels for well studied patterns of play. This is despite the very large amount of knowledge required to progress from the recreational players at one end of our spectrum to the very best and most experienced players in the world at the other and is in contrast to the idea that having more knowledge might imply more 'certainty' in what move to play next. We show this is true for very local up to medium sized board patterns, across a variety of different moves using 80,000 game records. Consequences for theoretical and practical AI are outlined. Keywords: Board Games, Cognitive Capacity, Decision Theory, Information Theory.

'Jinhwang' mango fruit was treated with 5 μl l-1 1-MCP for 12 h, dipped with 0.5 % chitosan, 5 μl l-1 1-MCP combine with 0.5 % chitosan and untreated (control) then stored at 10oC. Mango treated with 1-MCP maintained firmness, sucrose and starch content. Chitosan coating delayed firmness loss, sucrose content and the fruit decay when compare with control. Application of 1-MCP combine with chitosan also delayed firmness loss, sucrose content and starch content during storage. Furthermore, chitosan coating and combine treatment prolonged storage life of mango up to 29 days after storage while 1-MCP extended to 28 days after storage. Therefore, using all application of chitosan coating or 1-MCP combine with chitosan or 1-MCP in mango at 10oC is a feasible technology for maintains quality and prolongs storage life in order to expand marketability and export options.

Abstract:
A field study was conducted to evaluate the chemical composition and quality of the Aronia fruits, as well as the possibilities of Aronia cultivation on soils contaminated with heavy metals. The experiment was performed on an agricultural field contaminated by the Non-Ferrous-Metal Works (NFMW) near Plovdiv, Bulgaria. The study included four varieties of Aronia; Aron variety, Hugin variety, Viking variety and Nero variety. The Aronia was cultivated according to the conventional technology on areas at a different distance from the source of pollution NFMW- Plovdiv (1 km, 3.5 km, and 15 km). The concentrations of macroelements, microelements, and heavy metals in Aronia fruits were determined. The dry matter content, ash, sugars, proteins, and fats were also determined. Aronia is a crop that is tolerant to heavy metals and can successfully be grown on soils contaminated with heavy metals. The increased content of heavy metals in the soil leads to less absorption of the nutrients (Ca, Mg and P) in the fruit of the Aronia. Soil pollution with heavy metals does not affect the quality of the Aronia fruit varieties.

Abstract:
The national rice consumption keeps increasing along with raising income of the households and the rapid growth of population. However, food availability, particularly rice, is limited. Impacts of rice-field conversion have run cumulatively, as we can see on potential losses of rice and crops production, as well as work opportunity that keeps increasing year-by-year. Therefore, it requires policy recommendation to control rice-field conversion through economic, social, and ecological approaches. The research was a survey method intended to: (1) Identify internal factors; quality and productivity of the land as the cause of land conversion, (2) Identify external factors of land conversion, value of the rice-field and the competitor’s land, workforce absorption, and regulation, as well as (3) Formulate strategies in controlling rice-field conversion. Population of the research was farmers who applied land conversion at Pangkep Regency, South Sulawesi. Samples were determined using the incidental sampling method. Data analysis used productivity analysis, land quality analysis, total economic value analysis, and SWOT analysis. Results of the research showed that the quality of rice-field was low as well as productivity of the grains (unhulled-rice). So that, average productivity of the grains and quality of rice-field were low as well. Total economic value of rice-field was lower than the economic value of the embankment. Workforce absorption value on rice-field was higher than on the embankment. Strategies in controlling such rice-field conversion can be done by increasing rice-field productivity, improving land quality, applying cultivation technique of specific location, improving the irrigation lines, and socializing regulation and sanction about the transfer of land use.

Abstract:
Laser engraving is a manufacturing method for those applications where previously Electrical Discharge Machining (EDM) was the only choice. Laser engraving technology removes material layer-by-layer and the thickness of layers is usually in the range of few microns. The aim of the present work is to investigate the influence of the process parameters on the surface quality when machined by laser engraving. The examined parameters were: the pulse frequency, the beam speed and the layer thickness. The surface quality was determined by the surface roughness for every set of parameters. Abstract:
The indistinctness of the manufacturing processes makes that a parts cannot be realized in an absolutely exact way towards the specifications on the dimensions. It is thus necessary to assume that the effectively realized product has to belong in a very strict way to compatible intervals with a correct functioning of the parts. In this paper we present an approach based on mixing tow different characteristics theories, the fuzzy system and Petri net system. This tool has been proposed to model and control the quality in an assembly system. A robust command of a mechanical assembly process is presented as an application. This command will then have to maintain the specifications interval of parts in front of the variations. It also illustrates how the technique reacts when the product quality is high, medium, or low.

Abstract:
Under the circumstance of environment deterioration, people are increasingly concerned about the quality of the environment, especially air quality. As a result, it is of great value to give accurate and timely forecast of AQI (air quality index). In order to simplify influencing factors of air quality in a city, and forecast the city’s AQI tomorrow, this study used MATLAB software and adopted the method of constructing a mathematic model of PCA-GABP to provide a solution. To be specific, this study firstly made principal component analysis (PCA) of influencing factors of AQI tomorrow including aspects of weather, industry waste gas and IAQI data today. Then, we used the back propagation neural network model (BP), which is optimized by genetic algorithm (GA), to give forecast of AQI tomorrow. In order to verify validity and accuracy of PCA-GABP model’s forecast capability. The study uses two statistical indices to evaluate AQI forecast results (normalized mean square error and fractional bias). Eventually, this study reduces mean square error by optimizing individual gene structure in genetic algorithm and adjusting the parameters of back propagation model. To conclude, the performance of the model to forecast AQI is comparatively convincing and the model is expected to take positive effect in AQI forecast in the future.

To obtain fairness evaluation of acoustic quality, the research proposed system for multimodal emotion detection; one modality based on brain signals that measured using electroencephalogram (EEG) and the second modality is sequences of facial images. In the experiment, an audio signal was customized which consist of normal and disorder sounds. Furthermore, an audio signal was played in order to stimulate positive/negative emotion feedback of volunteers. EEG signal from temporal lobes, i.e. T3 and T4 was used to measured brain response and sequence of facial image was used to monitoring facial expression during volunteer hearing audio signal. On EEG signal, feature was extracted from change information in brain wave, particularly in alpha and beta wave. Feature of facial expression was extracted based on analysis of motion images. We implement an advance optical flow method to detect the most active facial muscle form normal to other emotion expression that represented in vector flow maps. The reduce problem on detection of emotion state, vector flow maps are transformed into compass mapping that represents major directions and velocities of facial movement. The results showed that the power of beta wave is increasing when disorder sound stimulation was given, however for each volunteer was giving different emotion feedback. An architect carrying the design process alone is the main reason for the deterioration of the quality of the architectural product as the complexity of the projects makes it a multi-disciplinary work; then, the Integrative Design Process (IDP) must be applied in the architectural firm especially from the early design phases to improve the product’s quality and to eliminate the ignorance of the principles of design causing the occurrence of low-grade buildings. The research explores the Integrative Design (ID) principles that fit in the architectural practice. Constraints facing this application are presented with strategies and solutions to overcome them. A survey questionnaire was conducted to collect data from a number of recognized Egyptian Architecture, Engineering and Construction (AEC) firms that explores their opinions on using the IDP. This survey emphasizes the importance of the IDP in firms and presents the reasons preventing the firms from applying the IDP. The aim here is to investigate the potentials of integrating this approach into architectural firms emphasizing the importance of this application which ensures the realization of the project’s goal and eliminates the reduction in the project’s quality.

Authors: Rabia Bibi, Muhammad Shahzad Faisal, Khalid Iqbal, Atif Inayat
Abstract:
Internet is growing rapidly and new community-based content is added by people every second. With this fast-growing community-based content, if a user requires answers of particular questions, then reviews are required from experts or community. However, it is difficult to get quality answers. The Muslim community all over the world is seeking help to get their questions and issues discussed to get answers. Online web portals of religious schools and community-based question answering sites are two big platforms to solve the issues of users. In the case of religious schools, there are experts and qualified religious scholars (mufti) who can give the expert opinion. However, the quality of community-based content cannot be guaranteed as it may not be an answer that satisfies the question of a user. Users on CQA sites may include spammers or individual criticizing the questioner instead of providing useful answers. In this paper, we research strategies to naturally distinguish the right content. As an experiment, we concentrate on Yahoo! Answers, and Quora, popular online QA sites, where questions are asked, answered, edited, and organized by a large community of users. We present the classification of data to categorize both relevant and irrelevant answers. Specifically, we demonstrate that the proposed framework can isolate quality answers from the rest with an exactness near that of people.

Authors: N. Hadthamard, P. Chaumpluk, M. Buanong, P. Boonyaritthongchai, C. Wongs-Aree
Abstract:
Ripe ‘Nam Dok Mai’ mango (Mangifera indica L.) is an important exported fruit of Thailand, but rapidly declined in the quality attributes mainly by infection of anthracnose and stem end rot diseases. Multilayer coating is considered as a developed technique to maintain the postharvest quality of mangoes. The utilization of alternated coating by matching oppositely electrostatic charges between 0.1% chitosan and 0.1% polystyrene sulfonate (PSS) was studied. A number of the coating layers (layer by layer) were applied on mature green ‘Nam Dok Mai No.4’ mangoes prior to storage at 25 oC, 65-70% relative humidity (RH). There were significant differences in some quality attributes of mangoes coated by 3½ layers, 4½ layers and 5½ layers. In comparison to coated mangoes, uncoated fruits were higher in weight loss, total soluble solids, respiration rate, ethylene production and disease incidence except the titratable acidity. Coating fruit at 3½ layers exhibited the ripening delay and reducing disease infection without off flavour. On the other hand, fruit coated with 5½ layers comprised the lowest acceptable score, caused by exhibiting disorders from fermentation at the end of storage. As a result, multilayer coating between chitosan and PSS could effectively maintain the postharvest quality of mango, but number of coating layers should be thoroughly considered. Keywords: Multilayer, chitosan, polystyrene sulfonate, Nam Dok Mai No.4.

Abstract:
This paper describes the design of new method of propagation delay measurement in micro and nanostructures during characterization of ASIC standard library cell. Providing more accuracy timing information about library cell to the design team we can improve a quality of timing analysis inside of ASIC design flow process. Also, this information could be very useful for semiconductor foundry team to make correction in technology process. By comparison of the propagation delay in the CMOS element and result of analog SPICE simulation. It was implemented as digital IP core for semiconductor manufacturing process. Specialized method helps to observe the propagation time delay in one element of the standard-cell library with up-to picoseconds accuracy and less. Thus, the special useful solutions for VLSI schematic to parameters extraction, basic cell layout verification, design simulation and verification are announced. Keywords: phase error accumulation methodology, gatepropagation delay, Processor Testing, MEMS Testing
